The news about the imminent revival of the nuclear deal between the United States and Iran is heightening concerns, especially across the Middle East. The deal would involve the lifting of economic sanctions, resulting in Iran enjoying a significant flow of income. This analysis attempts to address two important questions: First, free of the U.S. sanctions, will Iran indeed decide to increase its regional influence by funding its regional militias? And second, how will Iran’s strategic direction and regional politics change in the near future? This analysis reveals that the geostrategic threats currently facing Iran as a result of its adopted hostile regional policy outweigh the gains from continuing in its current trajectory. In general, despite the long history of conflict, dispute, and mistrust, the region seems to be gearing toward an era of de-escalation. For the Islamic Revolutionary Guard Corps (IRGC) to justify its continued presence, there is a need for its involvement in continuous conflicts, especially since it currently controls more than two-thirds of the Iranian economy. However, this buckling economy itself is now in dire need of renewal and revival to continue Iran’s ability to prop up the regime and all its components.

4. Seven Myths about the Iran Nuclear Deal

Abstract:
In 2015, President Barack Obama worked with three European powers, the European Union, Iran, China, and Russia to conclude the Iran nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA). In 2018, President Donald Trump formally withdrew the United States from the deal. Instituting his policy of “maximum pressure,” Trump imposed crippling economic sanctions that punished Iran not just for its ongoing nuclear weapons program but also for, among other things, its regional aggression and support for terrorism worldwide. Earlier in 2018, Israeli agents conducted a dramatic operation in Tehran, breaking into a secret warehouse and capturing a trove of Iranian nuclear files. These documents revealed a more advanced and comprehensive nuclear weapons program than had been previously known. The nuclear archive also showed Iranian officials’ plan for concealing nuclear weapons efforts under the guise of civilian research and development, and how Iranian officials systematically deceived the International Atomic Energy Agency (IAEA). As a signatory to the Non-Proliferation Treaty (NPT), Iran is required to cooperate with IAEA inspectors to verify the peaceful nature of its program. After the Israelis shared the nuclear archive with the IAEA, its inspectors found traces of uranium at several undeclared sites. Despite being obligated to do so, Tehran has refused to explain the presence of the uranium or reveal its current location. Iran’s requirements under the NPT are wholly separate from the JCPOA, but Tehran is using the Biden administration’s profound desire to return to the nuclear deal to bring political pressure on the IAEA to close the book on Iran’s violations. A fair-minded observer of Iran’s relations with the IAEA cannot but conclude that Tehran has never wavered from its intention to build a nuclear weapons capability and that its publicly declared “civilian” nuclear activities are an effort to hide its nuclear bomb program in plain sight. From the very inception of the JCPOA, however, the deal’s supporters have spun myths that disguise these self-evident truths. After Trump left the deal, those same supporters continued to recite the old myths while adding some new ones about the purported comparative advantage of the JCPOA over maximum pressure. As President Biden prepares to bring the United States back into the JCPOA, and as the public, the press, and Congress consider the deal's terms, we identify the seven most pernicious myths and explain the reality that they seek to conceal.

5. Grim Prospect: Low-Yield Nuclear Weapons in the Middle East

The International Atomic Energy Agency (IAEA) was formed in 1957 to promote the peaceful use of nuclear energy and to inspect civilian nuclear materials and activities to deter military diversions. To decide the frequency of inspections and inspection criteria, the IAEA set its safeguard standards with the objective of assuring “timely detection of diversion of significant quantities of nuclear material from peaceful nuclear activities to the manufacture of nuclear weapons.” The two nuclear weapon designs developed and detonated during World War II were the “gun-type” and “implosion” designs. Because implosion device technology requires much less fissile material than guntype technology, the IAEA significant quantity6 (SQ) values were determined based on the fissile material requirements of nuclear implosion devices like the plutonium-based “Fat Man” detonated over Nagasaki in 1945. Utilizing implosion designs perfected in the late 1940s, however, the explosive yields achieved in 1945 can be produced with much less fissile material. Table 1 lists the fissile material requirements of contemporary nuclear weapon technology. “Low Technical Capability” in Table 1 refers to the Mark III implosion device set off at Nagasaki. “Medium Technical Capability” refers to implosion designs perfected in the late 1940s and “High Technical Capability” in Table 1 refers to the implosion technologies the United States perfected in the 1950s.

6. Mitigating Humanitarian Impact in a Complex Sanctions Environment: The European Union and the Sanctions Regimes against Iran

Iran is one of the most heavily sanctioned countries in the world. The combination of sanctions on Iran imposed by the United States, the United Nations and the European Union (EU) in response to, among others, nuclear and ballistic missile activities and human rights violations provides for a sanctions environment that is highly complex and difficult to navigate for exporters, financial institutions and humanitarian actors. Particularly in the context of the Covid-19 pandemic, there is renewed attention to the humanitarian impact of sanctions, especially in the case of Iran which became one of the flashpoints of the pandemic. The focus of this paper is on the array of overlapping sanctions and the mitigation of humanitarian impact, with a particular focus on EU sanctions policy and instruments. The paper outlines key milestones and phases in the imposition of sanctions on Iran by the three main sanctioning actors, the USA, the UN and the EU, thus demonstrating the complexity and the at times coordinated or contradictory nature of the different sanctions. It then explores the humanitarian impact of sanctions on Iran by discussing several illustrative indicators and the impact of sanctions on the provision of international humanitarian aid. The paper reviews existing mechanisms to mitigate the humanitarian impact of sanctions and how they could be improved. In the context of the sanctions of Iran, but also beyond, the paper finds that there is a clear need to further strengthen compliance, enforcement and coordination of EU sanctions, including in the context of the Joint Comprehensive Plan of Action. It concludes by providing specific recommendations for the EU and its member states on improving the effective use of sanctions and reducing their humanitarian impact, including through strengthening key instruments and assessment processes, better coordination with the USA and more engagement with humanitarian actors.

Nuclear weapons experts David Albright and Sarah Burkhard of the Institute for Science and International Security provide a meticulously researched analysis of Iran’s nuclear development activities in their new book, Iran’s Perilous Pursuit of Nuclear Weapons. Based on their rare and extensive access to 300 tons of documents in Iran’s Atomic Archives, they reveal several previously unknown aspects of Iran’s nuclear weapons program, including a unique advanced indigenous design for a nuclear weapon just 55cm in diameter requiring less than 25kg of weapons grade uranium; a crash program designed to test and complete five ballistic capable nuclear weapons; as well a substantial site infrastructure for the enrichment, fabrication, manufacturing and testing of nuclear weapons cores and triggers. International Atomic Energy Agency (IAEA) Chair Rafael Grossi, in a March 23 interview with Newsweek, said Iran must come clean about past undeclared nuclear activity, including recent findings of undeclared uranium, if there is any possibility to revive the 2015 nuclear deal, or JCPOA. Grossi added that “detailed and technical discussions” are needed to address the issue of Iran’s past undeclared work — including ascertaining the location of Iran’s undeclared stockpile of enriched uranium — which the world’s nuclear watchdog explained is “totally connected” to the future of the deal. Underscoring the urgency of Grossi’s point, following the IAEA Board of Governors June 10 meeting and reports on Iran’s NPT & JCPOA non-compliance, the Group of Seven nations (G7) issued a communique reiterating a joint commitment to “ensuring that Iran will never develop a nuclear weapon…ensuring the exclusively peaceful nature of Iran’s nuclear programme…and to ensure full and timely cooperation with the International Atomic Energy Agency.” The statement was met with unusual outrage and defiance by Iran’s President Hassan Rouhani, who warned that Iran can expand its nuclear program “on any day, at any hour” to increase uranium enrichment beyond the current level of 63 percent, which is already sufficiently enriched to fuel a nuclear weapon. Given the importance of Iran fully addressing its undeclared nuclear activity, this table identifies the locations of Amad and post-Amad facilities in various states, including razed, shut down, repurposed, or possibly still active, which is relevant to the IAEA’s efforts to determine the origin of undeclared nuclear materials, fate of undeclared facilities and activities, the completeness of Iran’s nuclear declaration, and whether nuclear weapons efforts have ended or in fact are ongoing. Such a determination requires IAEA visits to key sites in the Amad and post-Amad programs.

Iran’s ballistic missile systems, supplemented by cruise missiles and UAVs, are intended not only for deterrence, but for battle, including by Iran’s regional partners. In a new report, the IISS provides a detailed assessment of Iran’s missiles, and the manner and purposes for which it has been proliferating them. Nuclear issues are the exclusive focus of the negotiations on the restoration of the 2015 Joint Comprehensive Plan of Action, which have taken place in Vienna. The Western powers are keen, however, to engage in follow-on talks to address Iran’s missiles and activities in the region. To inform the public policy debate on the latter matters, the IISS has produced a fact-rich technical assessment of Iran’s current missile and uninhabited aerial vehicle (UAV) capabilities and its proliferation of these technologies to Iran’s regional partners.

How does Iran equip its proxies and allies with increasingly sophisticated and longer-range ballistic missiles and artillery rockets? Fabian Hinz considers Iran’s new missile-proliferation strategy. The proliferation of ballistic missiles and artillery rockets to non-state actors by the Islamic Republic of Iran is a constant source of tension in the Middle East. Yemen’s Houthi rebels conduct ballistic-missile strikes on Saudi Arabian cities, airports and oil installations; Hizbullah’s ever-growing rocket and missile arsenal sparks Israeli consideration of military options; and Iranian proxies rocket the United States’ installations in Iraq on an almost weekly basis. But how does Iran equip its proxies and allies with increasingly sophisticated and longer-range ballistic missiles and artillery rockets? For years, the answer has been through smuggling. In one example, on 19 March 2021 Saudi Minister of State for Foreign Affairs Adel al-Jubeir claimed that all Houthi missiles fired at the Kingdom were ‘made in Iran’, and there is ample evidence that Houthis were the recipients of weapons such as Iran’s short-range Qiam ballistic missile. Iran doubtlessly continues to directly transfer missiles outside its borders to some degree. However, in recent years smuggling has been augmented by two other transfer methods: the provision of guidance kits to modify existing stockpiles of artillery rockets, and the wholescale provision of manufacturing capabilities. Iranian support for enabling local rocket production is not new. Reports about the rocket arsenals of Palestinian factions in Gaza regularly cite Iranian assistance for domestic manufacturing, and Hizbullah’s alleged missile factory in the Beqaa Valley became the topic of competing accusations in the Israeli–Hizbullah relationship. However, closer examination of Iranian sources, documents likely leaked by Israeli intelligence and the missiles unveiled by the Houthis reveal a strategy of empowering Iranian proxies that is more comprehensive than previously thought. In cooperation with Iran’s missile industry, the Quds Force (QF) of the Islamic Revolutionary Guard Corps (IRGC) appears intent on enabling all its main proxies to be able to autonomously manufacture artillery rockets and precision-guided missiles. Also, a special development effort seems to be aimed at creating simple artillery rockets and short-range-missile systems and production units custom-tailored for local production.

While both the proliferation and combat use of ballistic missiles in the Middle East have attracted a lot of attention, cruise missiles remain an often-overlooked regional proliferation challenge. Once the exclusive realm of the Middle East’s sole nuclear power, Israel, the proliferation of cruise-missile systems has steadily picked up pace in the last two decades. Iran and Turkey have joined Israel in the club of nations developing and producing their own cruise missiles, with the United Arab Emirates (UAE) appearing to take first steps in this direction. Other countries, such as Algeria, Egypt, Kuwait, Qatar and Saudi Arabia, have already purchased cruise missiles from abroad or appear intent on doing so in the near future. This trend is not limited to state actors, however. With strong technical and material support from Iran, Yemen’s Houthi rebels have employed cruise missiles in their ongoing missile and uninhabited aerial vehicle (UAV) campaign against the Saudi-led coalition. The drivers of cruise-missile proliferation in the region are as diverse as the systems themselves. Their ability to evade or overcome defensive systems makes them an attractive option in a region experiencing a proliferation of increasingly advanced surface-to-air missiles as well as ballistic-missile-defence systems. Cruise missiles also give actors that lack modern air forces the ability to strike targets deep inside the territory of better-equipped adversaries. They are therefore well suited to serve as tools of asymmetric warfare as well as asymmetric deterrence. At the same time, however, they have also become an essential piece of weaponry for advanced modern fighter jets and therefore a logical choice for countries already operating highly capable air forces. Naval-based cruise missiles offer a long-range strike capability for expeditionary warfare and serve as a tool for regional power projection. In the case of Israel, submarine-launched cruise missiles also serve as the primary pillar of the country’s nuclear second-strike capability. However, the drivers of cruise-missile proliferation go beyond narrow military needs and considerations. Several Middle Eastern states are engaged in ambitious efforts to develop local arms industries, with precision-guided munitions, aerial stand-off weaponry and UAVs being a particular focus. Benefiting from the existing technological overlap with these systems, cruise missiles represent both an attractive and realistic option for ambitious military-development projects. They are also an advanced weapons system whose production and development was for a long time limited to a small number of highly developed countries, thus lending their producers considerable prestige. There is little doubt that cruise missiles have an impact on regional stability. As with other uninhabited systems, cruise missiles do not entail the risk of human losses for their users, and this factor potentially lowers the threshold for their use. Cruise missiles’ ability to evade detection and interception, and their effectiveness in conducting long-range precision strikes, might also provide incentives for the adoption of pre-emptive strategies, thus lending another element of instability to local crises. Most importantly, however, cruise missiles – like ballistic missiles and, to some extent, UAVs – defy traditional air superiority and by extension the military hierarchies associated with it. They can therefore serve as powerful tools for actors seeking to upend existing military balances, and they incentivise attempts to so.

The determination of regional actors in the Middle East to procure or develop ballistic and cruise missiles shows no immediate signs of abating, and the possibility of even further regional proliferation has driven calls to explore the application of arms controls to manage regional missile developments. This paper surveys the evolving missile landscape in the Middle East and considers some of the possible options for regional missile control. Missiles have long played a key, if relatively understudied, role in Middle Eastern security dynamics. According to Dennis Gormley’s 2017 estimate, over 90% of all missiles used in conflict since the Second World War have been in the Middle East. Today, the determination of regional actors to procure or develop ballistic and cruise missiles shows no immediate signs of abating. Missiles play a growing role in national defence doctrines in the region and many states are driven to acquire them due to the increasing appreciation of their utility as conventional precision-strike systems, as well as symbols of military prowess. Their frequent use by local and external powers in recent and ongoing conflicts in the Middle East and the possibility of even further regional proliferation have driven calls to explore the application of arms controls to manage regional missile developments. This paper surveys the evolving missile landscape in the Middle East and considers some of the possible options for regional missile control. These two themes form the paper’s two parts. The paper starts by exploring some of the key contemporary trends related to missiles in the Middle East. It examines the various regional powers interested in advanced missiles and the emergence of non-state actors as users and developers of missile technology. It also explores the regional appeal of cruise missiles and considers the growing use of advanced missiles as conventionally armed stand-off weapons. Finally, this section explores the regional interplay between offensive and defensive missiles. The second part of the paper charts some of the recent attempts to develop regional arms controls and considers some of the approaches to missile control, including some cross-cutting themes that any missile control efforts might wish to address. While missile holdings in the Middle East have grown in terms of the types, ranges and platforms used, this paper focuses its examination on ballistic and cruise missiles of ranges exceeding 250 kilometres. The value and reach of this range can vary in different sub-regional settings but is used here as a rough metric indicating the ability to target across borders, as well as a reflection of a degree of technical capability. While the paper incorporates land-attack missiles, it excludes missiles that are closely tied with battlefield or tactical missions, such as those with shorter ranges as well as anti-ship and air-defence platforms. Similarly, armed uninhabited aerial vehicles (UAVs) are excluded from the analysis. While their use has grown in prominence, particularly in some regional conflicts including in Syria, Libya and Yemen, they form a separate category of weapons with distinct dynamics, and thus pose different questions for arms control.

15. President Biden Has Five Options for Future Negotiations with Iran

President Biden has announced plans to re-engage with Iran on the Joint Comprehensive Plan of Action (JCPOA), also known as the Iran Nuclear Deal. In this paper, we briefly outline the five most likely pathways ahead, each of which has strengths and challenges: Return to the JCPOA as it was. Return to the JCPOA plus new commitments that address other security concerns with Iran. Restore the JCPOA as it was plus a set of confidence-building measures to address other security concerns. Formally link a requirement for Iran to address our other concerns as a pre-condition for further talks. Return to the pre-JCPOA Middle East, where US and allies work to rollback Iran’s nuclear program and actively deter its regional actions by confrontation, punishment, and isolating measures. Each path carries risk and opportunity for restoring American leadership in the world, and congressional Democrats should remember the perfect deal does not exist. Members of Congress would be wise to measure the next deal against the status quo ante: an unconstrained, belligerent Iran again racing to a bomb.

Abstract:
The year 2020 was characterized by the intensification of US-China confrontation and strategic competition, which had been pointed out in the Strategic Annual Report 2019, in all areas from military and security affairs as well as dominance in advanced technologies and supply chains to narratives on coronavirus responses. Amid this confrontation, the rules-based international order faced even more severe challenges; the multilateral framework established after World War II with the United Nations at its core lost its US leadership and fell into serious dysfunction. While the international community is struggling to cope with the rapidly expanding outbreak of the novel coronavirus, China has been moving to expand its influence through increasingly authoritarian and assertive domestic and international policies on the rule of law and territorial issues, as well as through economic initiatives such as the existing “Belt and Road Initiative” (BRI) and its responses to the pandemic. The confrontation with the United States is becoming more and more pronounced, and the Indo-Pacific region is turning itself into divided and contested oceans. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

The erosion of the 2015 Iran nuclear agreement poses a risk for both Middle East regional security and the global nuclear non-proliferation regime. At the same time, it highlights the need to build a more sustainable regional foundation for conflict resolution and arms control in the Middle East. This paper argues that the arms control– regional security nexus should be better reflected in European policy. While maintaining the Joint Comprehensive Plan of Action (JCPOA) and preventing further US–Iranian escalation should be the European Union’s (EU) first priority, the paper urges the EU to develop a more comprehensive approach in support of regional security, arms control and disarmament in the Middle East. In addition to resolving inconsistencies in current EU policies on regional security, arms control and arms exports to the Middle East, the EU should consider throwing its political weight behind two emerging processes that could provide a much-needed opening for regional cooperation: security dialogue in the Gulf and the annual Middle East weapons of mass destruction (WMD)-free zone conferences at the United Nations. If it involved regional non-proliferation cooperation, the former process could also help manage the negative consequences of the potential collapse of the Iran nuclear agreement.

This SIPRI Policy Brief contributes to the discussion on missile proliferation in the Middle East and North Africa (MENA) by providing an overview of regional missile arsenals and by considering ways to address related risks. The paper makes policy recommendations, highlighting the need to move beyond the selective focus on certain types of missiles in the hands of certain states, towards a more comprehensive approach based on greater transparency, responsible arms exports and confidence- and security-building measures (CSBMs). The proliferation of missiles in MENA is linked with intractable security dilemmas and conflicts, arms exports and the use of force by extra-regional states. Supply-side controls and other restrictions on missiles are necessary but likely insufficient if applied without consideration of the broader regional security dynamics. Particularly when limited to certain states alongside continued arms exports to others, measures against missile proliferation might end up contributing to the demand side of the problem by exacerbating overall military asymmetries. Hence the need for CSBMs and comprehensive risk assessment of arms export policies, which could help strengthen efforts to restrain both the further proliferation and use of missiles in MENA.

24. The Implications of an Iran Sanctions Snapback

For several months, it has seemed likely that the Trump administration would elect to pursue the reimposition, or snapback, of UN Security Council (UNSC) sanctions against Iran. For those less steeped in the terminology, the concept of sanctions “snapback” is one developed as part of the Joint Comprehensive Plan of Action (JCPOA). It refers to the ability of the United States and other partners to quickly reimpose the sanctions that were suspended as part of the quid pro quo that saw Iran accept significant restrictions and transparency requirements for its nuclear program. Conceptually, this was necessary because Iran had the ability to restart its nuclear program if the United States or others were seen as cheating on the deal. The United States and its partners needed some assurance that, if Iran were found to be cheating, they could react just as swiftly. On August 20, Secretary of State Mike Pompeo finally submitted the notification that, according to the US government, would trigger a 30-day timeline for the reimposition of these sanctions. In the US view there is now no stopping the return of the UNSC’s original Iran sanctions regime, though there may be some procedural wrangling over how and when the measures will be reimposed. It is not clear, however, whether this will be the case. A fair amount of analysis has gone into the fundamental question of whether the United States has the standing to trigger snapback, which is an issue I explored in 2019.[1] European, Russian, Chinese, Iranian, and other observers argue that the United States has no such standing, because, under the terms of the UN Security Council resolution that created the snapback mechanism (UNSCR 2231), it is no longer a “participant” of the JCPOA following its withdrawal in 2018. Even former National Security Advisor John Bolton—who was in large part responsible for the US withdrawal from the JCPOA—tends to agree with this reading.[2] The Trump administration obviously disagrees. It is an important question, and one that speaks to the underlying credibility and integrity of the US snapback decision as well as its results. But, ultimately, there is no way of finding a conclusive answer. International law being what it is, there are no authoritative arbiters available to determine whether the United States or its many critics are right. Snapback is happening and will have consequences, we now need to shift to considering what comes next. I see four main outcomes that are directly relevant to this decision and the future of US sanctions policy and negotiations.

The Center for International and Security Studies at Maryland (CISSM) has been conducting in- depth surveys of Iranian public opinion on nuclear policy, regional security, economics, domestic politics, and other topics since the summer of 2014. Each survey includes a combination of trend-line questions, some going as far back as 2006, and new questions written to assess and inform current policy debates. This report covers findings from three surveys fielded in May, August, and early October 2019 to evaluate how the Trump administration’s “maximum pressure” campaign is affecting public opinion in Iran. The United States withdrew from the Joint Comprehensive Plan of Action (JCPOA) in May 2018, and began re-imposing sanctions on Iran that the Obama administration had lifted under the terms of the 2015 agreement it had negotiated with Iran, Britain, France, Germany, Russia and China. In the fall of 2018, it blacklisted hundreds of Iranian entities and threatened to impose secondary sanctions on anyone who did business with them. In spring of 2019, it tried to prevent Iran from getting any revenue from oil sales, its main export, by ending exemptions for key customers. In the summer of 2019, it tightened constraints on Iran’s access to the international financial system, including channels that had been used to pay for medicines and other humanitarian goods that were officially exempted from earlier sanctions. It also sanctioned Iran’s foreign minister, complicating his ability to interact with U.S. officials, experts, and media figures. The Trump administration’s stated objective is to keep imposing more sanctions until Iran acquiesces to a long list of U.S. demands articulated by Secretary of State Mike Pompeo. The original twelve points include the types of restrictions on Iran’s nuclear program that the government rejected during previous negotiations and that the Iranian public has consistently opposed. It also includes stopping development of nuclear-capable missiles, ending support for various groups throughout the Middle East, halting cyberattacks and other threatening activities, and releasing all U.S. and allied detainees. Pompeo subsequently added other demands related to civil liberties in Iran. The Iranian public enthusiastically supported the JCPOA when it was first signed, partly due to unrealistic expectations about how much and how quickly economic benefits would materialize. After the International Atomic Energy Agency certified in January 2016 that Iran had met all of its nuclear obligations and implementation of sanctions relief began, foreign companies were slow to ramp up permissible trade with Iran or to make major investments there before they knew how the next U.S. president would view the JCPOA. By the end of the Obama administration few Iranians said that they had seen any economic benefits from the deal and most lacked confidence that the other signatories would uphold their obligations. But a solid majority of Iranians (55%) still approved of the agreement.

The analysis concludes that the sudden breakdown in the latest round of U.S.-Korean nuclear arms control talks in Vietnam should scarcely come as a surprise to anyone. Both sides sought too much too soon and did so despite a long history of previous failures. Heads of state engaged before their staffs had reached a clear compromise and did so seeking goals the other leader could not accept. It is not clear that an agreement was reachable at this point in time, but each side's search for its "best" ensured that the two sides could not compromise on the "good." This failure sent yet another warning that agreements like the Joint Comprehensive Plan of Action (JCPOA) nuclear arms agreement with Iran that offers major progress in limiting a nation's nuclear weapons efforts can be far better than no agreement, and of the danger in letting the perfect become the enemy of the good. The failed U.S. negotiations with Korea sends a warning that any set of compromises that preserves Iran's compliance with the JCPOA, and creates a structure where negotiation can continue, will be better than provoking a crisis with Iran that can end in no agreement at all and alienate America's European allies in the process.

This report is the culmination of a two-year project sponsored by the Nonproliferation Policy Education Center, which engaged more than 50 senior, retired and serving policymakers, intelligence officers, and top academic national security analysts. Its findings are based on hours of group discussions and private conversations that helped develop new primary histories of eight nuclear proliferation cases: India, Pakistan, Israel, Taiwan, South Korea, Libya, and an Argentine and a separate South African nuclear rocket case. Each history was prepared by an academic historian and was based on open sources. Former officials who had direct roles in these cases then critiqued these accounts. Additional private interviews were conducted with participants to fill in historical gaps. The purpose of the case studies was to identify when and how intelligence shaped or prompted nonproliferation policy actions and, if it did not, why. This set of historical conclusions prompted a more general discussion of how policy and intelligence officials might improve their collaboration to prevent and curb further nuclear proliferation and how academics might contribute by enhancing their treatment of such issues. The project addressed three broad, related questions: How can the role of intelligencein the making of nonproliferation policy be improved? How can the nonproliferation agenda get the priority it deserves? How can the nonproliferation community be sustained and strengthened?

In the first-ever continental analysis of illicit arms flows in Africa, the African Union Commission and the Small Arms Survey identify the scale, availability, characteristics, and supply patterns of illicit small arms in Africa. The African Union (AU) Master Roadmap of Practical Steps to Silence the Guns in Africa by Year 2020 was adopted in January 2017 and sets out practical steps to address the underlying drivers of conflict as well as the tools and enablers of violence. Preventing the illicit flows of weapons within Africa, including to conflict zones, is a vital component of the AU Roadmap, and this report aims to provide AU member states with a synthesis of relevant information on the topic. Weapons Compass: Mapping Illicit Small Arms Flows in Africa finds that cross-border trafficking by land is the most prominent type of illicit arms flow affecting countries on the continent. The weapons trafficked comprise both those sourced from within the continent—such as legacy weapons recycled from earlier conflicts and weapons diverted from national stockpiles—as well as arms sourced from other parts of the world, including embargo-breaking transfers from the Middle East and Eastern Europe. The report provides practical recommendations for AU member states to tackle illicit arms flows by noting specific assessments that can be generated to fill knowledge gaps; practical guidance and tools to develop; and ways in which to support and coordinate the implementation of those recommended actions.

Though much of the scrutiny into foreign interference in US political debates focuses on long-term election operations, foreign actors have now turned to social media to conduct short-term tactical operations. These operations aim to affect American attitudes toward specific US foreign and military policy, and ultimately affect the policy itself. In recent years, state actors and loosely affiliated patriotic operators have inorganically inserted themselves into the political discussion surrounding US intervention in Syria following the use of chemical weapons. Through continually evolving techniques, these “synthetic actors” are likely the main driving force behind shaping the character of the counternarrative discussion surrounding the use of chemical weapons in Syria. “All the World is Staged: An Analysis of Social Media Influence Operations against US Counterproliferation Efforts in Syria,” CNS Occasional Paper #37, seeks to analyze the tradecraft, trends, themes, and possible effects of disinformation produced by suspected synthetic actors (i.e., bots, trolls, and cyborgs) on Twitter concerning chemical weapons use in Syria. Although it is highly likely these synthetic actors exist on other social media platforms as well, this analysis focuses exclusively on Twitter, since the open nature of the platform allows for study without special access. Furthermore, we aim to improve public and academic awareness of foreign, inorganic disinformation efforts against our domestic decision-making processes. We hope that this text contributes to the efforts to prevent the erosion of the integrity of the political conversations that matter most. It concludes with salient recommendations for both policy makers and social network companies, focusing on how they can prevent synthetic actors from abusing their platforms for influence operations.

At the strategic level, the convergence in time and space of the events following the chemical weapons attack in Duma by the Syrian regime portend a dramatic development with substantial potential impact for Israel’s security environment. The attack on the T4 airbase, attributed to Israel, falls within the context of the last red line that Israel drew, whereby it cannot accept Iran’s military entrenchment in Syria. The attack in Duma reflects the Syrian regime’s considerable self-confidence at this time. As for Trump, the attack provides him with another opportunity to demonstrate his insistence on the red lines that he drew and take a determined stance opposite Putin. Thus, Israel’s enforcement of its red line and the United States’ enforcement of its red line have met, while Russia finds itself exerting efforts to deter both countries from taking further action that could undermine its achievements in Syria and its positioning as the dominant world power in the theater. However, the strategic convergence does not stop at Syria’s borders, and is unfolding against the backdrop of the crisis emerging around the Trump administration’s demands to improve the JCPOA, or run the risk of the re-imposition of sanctions and the US exiting the agreement. Indeed, the context is even wider, with preparations for Trump’s meeting with North Korean President Kim on the nuclear issue in the far background. Therefore, the clash between Israel and Iran in Syria on the eve of deliberations on the nuclear deal could potentially lead to a change from separate approaches to distinct issues to a broader and more comprehensive framework with interfaces and linkages between the issues.

Against the backdrop of the visit to Washington by President Macron and the scheduled visit by Chancellor Merkel in an effort to persuade US President Trump not to leave the JCPOA, this article zeros in on the key issues that need to be addressed by the allies. Guided by what is not only necessary but feasible at this late stage, the topics addressed include missiles, inspections, lack of transparency, sanctions, and the sunset provisions. Everything turns on political will – if it exists, agreeing to the proposed steps should not entail a lengthy process, and implementation can realistically begin in relatively short order. Significant results will mean the international community emerges with reinforced solidarity and a strengthened JCPOA. If negotiations progress seriously on this basis, it would make sense for the Trump administration to allow additional time beyond May 12 to complete them.

Western hopes that Iran will moderate and “engage” with the international community following the faulty 2015 nuclear agreement (JCPOA) have been gradually replaced with apprehension. More voices in the international community are joining Israel in expressing growing concern about Iran’s policies. While Iran seems to be abide by the JCPOA, it resists expanding the scope of inspections, continues its nuclear research and development (for example upgrading centrifuges) and continues to make progress on its long-range missile program. Recently it conducted a test of a missile designed to carry nuclear warheads. Moreover, Iran’s involvement in the region attests to its hegemonic plans, defying the notion, propagated by its propagandists, that it is a status quo power acting defensively. Rather, Iran is following its Persian imperial instincts that are reinforced by Muslim jihadist impulses. It already controls four Arab capitals: Baghdad, Beirut, Damascus and Sanaa; its Shi’ite militias and proxies are fighting in Iraq, Syria and Yemen and engaging in ethnic cleansing; and it is on the verge of solidifying the Shi’ite corridor from the Persian Gulf to the Mediterranean. Israel tries to capitalize on the new widespread global apprehension about Iran and a new American president who is not committed to the JCPOA to bring about the cancellation of the 2015 nuclear accord or its renegotiation, and the reinstating of the sanctions regime. Yet, these goals are difficult to attain and not useful in preventing a nuclear Iran.

Freeing the Middle East from all weapons of mass destruction (WMD) and establishing a weapon-of-mass-destruction-free zone (WMDFZ) is a concept that originated many decades ago. Although this idea has existed for more than forty years, surprisingly little thought has been given to how it can be realistically implemented. Currently, there remain significant gaps regarding core concepts of the WMDFZ (the “Zone”) negotiations and implementation within the Middle East and internationally. The James Martin Center for Nonproliferation Studies offers a new report in an effort to address these gaps with regard to the planned WMDFZ Middle East Conference, negotiation process, and the subsequent establishment of such a Zone by identifying the legal, technical, and organizational elements required to support the Zone negotiations and implementation. Creating a WMDFZ is a very tall order; not only has one never been created before, but also all existing nuclear-weapon-free zones (NWFZs) formalized an already existing situation—the absence of nuclear weapons in their region. The WMDFZ, by contrast, is aimed at reversing the status quo by dismantling existing WMD capabilities and programs in a region that is suspected of hosting all three categories of WMD. Moreover, the region suffers from deep-rooted conflicts and mistrust, and many areas are undergoing considerable social and political change. The increasing influence of non-state actors on states’ affairs in the region is another complicating factor. Additionally, while there are regional and international regimes and organizations charged with verifying the peaceful nature of nuclear energy programs and chemical industries (all of which could inform the WMDFZ negotiators), there are no comparable mechanisms to cover nuclear and biological weapons dismantlement, verify sensitive activities for biological programs, nor sufficiently regulate WMD delivery systems—all of which are mandated under the Middle East WMDFZ.

Israel developed its first nuclear weapon shortly before the 1967 Six Day War, making it the sixth nation to develop nuclear weapons.2 To this day, Israel maintains an ambiguous posture about its nuclear weapons, despite the declassification of formerly secret U.S. government documents which assert the existence of Israeli nuclear weapons. In addition, the revelations of Mordechai Vanunu in 1986 revealed a larger nuclear weapons program than commonly assessed at that time.3 The heart of Israel’s nuclear weapons production complex is the Dimona site near the city of Beersheva. This site contains a number of secret nuclear facilities for the production of plutonium, including a heavy water reactor, a fuel fabrication plant, and a plutonium separation plant, all provided by France in the 1950s and early 1960s. The site also reportedly contains facilities likely involved in tritium extraction and purification (using tritium also produced in the reactor), lithium production, and possibly facilities dedicated to uranium enrichment, at least on a research and development scale.

More than seven weeks after the most devastating war yet waged in Gaza, its underlying causes remain unresolved. Hamas did not achieve an end to Gaza's closure; Israel did not attain the demilitarisation of the Strip or Hamas. The Palestine Liberation Organisation (PLO) remains unrepresentative and its credibility continues to fade. Fatah's popularity has sunk while Hamas's has increased to levels unseen since its 2006 electoral victory. Small steps toward reconciliation between Hamas and the PLO have been taken, but they are very distant from the end goal of a unified, representative Palestinian leadership. But in reconciliation lies the only hope of achieving a sustainable ceasefire and, more broadly, of bringing Palestinians in Gaza and the West Bank under one authority.

The Resolution on the Middle East adopted without vote at the 1995 Nuclear Non- Proliferation Treaty (NPT) Review and Extension Conference calling for the establishment of a zone in the Middle East free of nuclear weapons, and all other weapons of mass destruction (WMD) and their delivery vehicles (DVs), was reaffirmed by the 2000 and 2010 NPT Review Conferences. The 2010 Conference mandated the Secretary- General of the United Nations and the co-sponsors of the 1995 Resolution, in consultation with the states of the region, to convene a conference in 2012, to be attended by all states of the Middle East. In a region of troubles, the negotiations over Iran's nuclear program stand out. The first-step agreement, signed in November 2013, broke a decade of futile diplomatic forays punctuated by mutual escalation. The product of a rare confluence of political calendars and actors, it set a framework for a balanced arms-control agreement that could form the basis of a comprehensive nuclear accord. But reasons for caution abound. It is easier to pause than to reverse the escalation pitting centrifuges against sanctions. Mistrust remains deep, time is short, and the process remains vulnerable to pressure from domestic and regional detractors. In bringing the sides together, the accord revealed the chasm that separates them. Success is possible only with political will to isolate the deal – at least for now – from its complex regional context. It will ultimately be sustainable only if the parties, building on its momentum, recognise that their rival's legitimate interests need to be respected. But a far-reaching resolution of differences will be possible only after a relatively narrow, technical nuclear agreement.

As efforts intensify to bring the Iran nuclear negotiations to a successful conclusion by November 24, the issue of breakout continues to occupy center stage. Setting limits on Iran’s nuclear program to dissuade the leaders in Tehran from breaking out of the nuclear Nonproliferation Treaty and possibly building nuclear weapons is a central objective of the P5+1 powers (China, France, Germany, Russia, the United Kingdom, and the United States). Consideration of the effect of agreed limits on the time it would take Iran to build nuclear weapons is, therefore, a necessary step in formulating the P5+1 negotiating position, but is not sufficient for navigating the appropriate course toward a comprehensive agreement. Relying on the narrow definition of the term “breakout”—obtaining enough weapons-grade uranium gas for one bomb—does not fully capture the path that would have to be traveled. It is also necessary to consider “effective breakout”—the time needed to build a credible nuclear arsenal—in order to ensure that the proper balance between verification and limitations can be achieved.

As negotiators prepare to resume talks over Iran's nuclear program, they face a formidable task: to bridge the remaining gaps and reach a comprehensive nuclear deal by November 24. Perhaps the most difficult issue Iran and the P5+1 (China, France, Germany, Russia, the United Kingdom and the United States) must resolve is how to define the size and scope of Iran's uranium enrichment program. To achieve a win-win outcome the two sides must develop a creative, technically sound formula that increases the time it would take for Iran to enrich uranium to weapons grade, while still providing Tehran with a modest program that allows domestic production of enriched uranium to contribute to fueling future civilian reactors and allows research and development to advance centrifuge technology. In collaboration with the International Crisis Group, the Arms Control Association has developed a proposal to define Iran's uranium enrichment program in a manner that meets the fundamental concerns of both Tehran and the P5+1. The proposal is the product of feedback from a number of technical and political experts. While this may not be "the solution" to the enrichment puzzle, the proposal offers constructive options for the negotiators to consider.

The international community has been acutely concerned for many years about Iran's increasing capacity to produce material for nuclear weapons. With sufficient fissile material and a warhead design, Iran could use its existing ballistic missiles to pose a credible nuclear threat throughout the region. Consequently, after repeatedly directing Iran to suspend uranium enrichment, the UN Security Council decided in 2010 that Iran also had to halt all activities related to ballistic missiles capable of delivering nuclear weapons. Now that serious negotiations are under way to curtail Iran's ability to dash for a bomb, seeking ballistic missile limits as part of a comprehensive nuclear deal would be unwise. Getting adequate and verifiable constraints on Iran's nuclear program remains the highest priority. The best way to address Iran's potential to exploit nuclear-capable missiles is to ensure that Iran's nuclear program is sufficiently limited and transparent. To also demand severe limits on conventional weapons that Iran regards as vital to its self-defense would jeopardize the negotiations' key objective.

The report shows that Iran's current missile and rocket forces help compensate for its lack of effective air power and allow it to pose a threat to its neighbors and US forces that could affect their willingness to strike on Iran if Iran uses its capabilities for asymmetric warfare in the Gulf or against any of its neighbors. At another level, Iran's steady increase in the number, range, and capability of its rocket and missile forces has increased the level of tension in the Gulf, and in other regional states like Turkey, Jordan, and Israel. Iran has also shown that it will transfer long-range rockets to “friendly” or “proxy” forces like the Hezbollah and Hamas. At a far more threatening level, Iran has acquired virtually every element of a nuclear breakout capability except the fissile material needed to make a weapon. This threat has already led to a growing “war of sanctions,” and Israeli and US threats of preventive strikes. At the same time, the threat posed by Iran's nuclear programs cannot be separated from the threat posed by Iran's growing capabilities for asymmetric warfare in the Gulf and along all of its borders. It is far from clear that negotiations and sanctions can succeed in limiting Iran's ability to acquire nuclear weapons and deploy nuclear-armed missiles. At the same time, the report shows that military options offer uncertain alternatives. Both Israel and the US have repeatedly stated that they are planning and ready for military options that could include preventive strikes on at least Iran's nuclear facilities and, and that US strikes might cover a much wider range of missile facilities and other targets. A preventive war might trigger a direct military confrontation or conflict in the Gulf with little warning. It might also lead to at least symbolic Iranian missile strikes on US basing facilities, GCC targets or Israel. At the same time, it could lead to much more serious covert and proxy operations in Lebanon, Iraq, Afghanistan, the rest of the Gulf, and other areas.

Iran almost certainly recognizes that US conventional superiority would give the US and its Gulf allies the upper hand in a serious conventional conflict where they could use the full spectrum of their abilities to attack a range of Iranian military targets. As a result, Iran is linking the steady expansion of its asymmetric forces to new uses of its conventional forces, and is building up its missile and nuclear capabilities, in part to deter retaliation against its use of asymmetric warfare, and in part to pose a major challenge to US and allied conventional superiority If the US is to successfully neutralize this complex mix of threats that can be used in so many different ways and at some many different levels of escalation, it must continuously adapt its forward deployed and power projection forces to deal Iranian efforts to improve its capability conduct a battle of attrition in the Gulf or near it, and deal with contingencies like Iran's use of free floating mines, unattributable attacks, and any other form of asymmetric warfare than threatens friendly Gulf states and the flow of world energy exports from the region. The US, must also work with its Gulf partners and other allies to deter and defend against very different types of conflict and be prepared to face sharp limits on the amount of force it can use. US success depends on building up the capabilities of its strategic partners in the Arab Gulf, as well as improving its cooperation with more traditional partners like Britain and France.

Far too much of the analysis of Iran's search for nuclear weapons treats it in terms of arms control or focuses on the potential threat to Israel. In reality, Iran's mix of asymmetric warfare, conventional warfare, and conventionally armed missile forces have critical weaknesses that make Iran anything but the hegemon of the Gulf. Iran's public focus on Israel also disguises the reality that its primary strategic focus is to deter and intimidate its Gulf neighbors and the United States – not Israel. It has made major progress in creating naval forces for asymmetric warfare and developing naval missiles, but it has very limited air-sea and intelligence, surveillance and reconnaissance (IS) capabilities. It lacks modern conventional land, air, air defense and sea power, has fallen far behind the Arab Gulf states in modern aircraft and ships, and its land forces are filled with obsolete and mediocre weapons that lack maneuver capability and sustainability outside Iran. Iran needs nuclear weapons to offset these facts.

Since the chemical weapons (CW) attacks on the Ghouta district just outside Damascus on 21 August, political developments have taken several unexpected twists leading Syria to become the 190th party to the Chemical Weapons Convention (CWC). Russia and the United States reached agreement on a framework for the dismantlement of Syria's chemical warfare capacity, in which the Organisation for the Prohibition of Chemical Weapons (OPCW) as well as the United Nations will play central roles. Western threats of military force – although they undeniably contributed to Syria's acceptance of the deal – have receded for the time being. And while the deferral of international justice regarding the Ghouta strikes will frustrate many parties, the emphasis on disarmament may actually open up the prospect of a negotiated end to the conflict.

The 1979 Iranian Revolution undoubtedly belongs to the "great" revolutions of modern times – all of which were characterized by universalistic efforts and the claim to have set new social, political and cultural norms with global validity. In this sense, the Iranian revolutionaries felt the obligation to actively reintroduce Islam as a revelation for the whole world, not only for Muslims. Yet, they soon became aware that most Muslims viewed their export strategy as either an attempt to enforce Shiism, or – even worse – to conceal mere national megalomania. Therefore, the current leadership argues that the revolution should no longer be exported actively, but that Iran should serve as an example. Consequently, Supreme Leader Khamenei called the events of the Arab Spring a "natural enlargement of Iran's Islamic revolution of 1979" and credited his country for being the catalyst of this "Islamic awakening." The present article will analyze selected regional reactions to the Islamic awakening concept, which did not altogether meet Iranian expectations.

However, the information about the alleged use of chemical weapons in Syria has added a new sense of urgency to chemical weapons disarmament. It has proven that a global ban on this lethal arms category cannot be achieved without making the CWC a truly universal treaty. At the same time, the Review Conference recognised new challenges associated with the rapid growth of the chemical industry worldwide. The Organisation for the Prohibition of Chemical Weapons will have to find a golden mean to ensure implementation of the Convention without hampering the peaceful uses of chemicals.

Over the past decade, the use of unmanned aerial systems—commonly referred to as drones—by the U.S. government has expanded exponentially in scope, location, and frequency. From September 2001 to April 2012, the U.S. military increased its drone inventory from fifty to seventy-five hundred—of which approximately 5 percent can be armed. Yet despite the unprecedented escalation of its fleet and missions, the U.S. government has not provided a clear explanation of how drone strikes in nonbattlefield settings are coordinated with broader foreign policy objectives, the scope of legitimate targets, and the legal framework. Drones are critical counterterrorism tools that advance U.S. interests around the globe, but this lack of transparency threatens to limit U.S. freedom of action and risks proliferation of armed drone technology without the requisite normative framework.

As negotiations are poised to resume between Iran and the six powers seeking to rein in Iran's nuclear program, it is difficult to avoid a sense of déjà vu. For years now, the UN Security Council has demanded Iran suspend uranium enrichment. Tehran continues to expand its nuclear program and insists it will never compromise its right to enrich, the United States continues to tighten sanctions on Iranian trade and finances, and alarms are raised about Iran being able to sprint to a nuclear bomb with little warning. Yet, with a new Iranian president and negotiating team, there are grounds for cautious optimism that talks this time can be different. Although Iran continues to enrich uranium and add to its nuclear complex, time remains to negotiate an agreement that adequately guards against Iran building nuclear weapons.

Ten years ago today, President George W. Bush said in a radio address to the nation: "It is clear that Saddam Hussein is still violating the demands of the United Nations by refusing to disarm." Eleven days later, he announced the invasion of Iraq to remove the weapons of mass destruction (WMD) allegedly possessed by Hussein's brutal regime and to prevent their use by or transfer to terrorist networks such as al Qaeda. That no such weapons existed was less a symptom of flawed intelligence than the U.S. leaders' obsession with achieving regime change in Baghdad and their consequent willingness to distort evidence on WMD toward that end. This distortion, along with failures by the press and Congress to exercise due diligence in evaluating the assertions of the executive branch, blinded the public to contravening information on Iraqi WMD that was readily available during the six weeks preceding the attack. Ironically, the most important sources of this ignored information were the very inspectors that the international community had forced Iraq to readmit the previous fall. There are lessons here for current efforts to prevent Iran from acquiring nuclear weapons.

Although plans for expanding U.S. strategic missile defenses focus on the Iranian ICBM threat, that threat is not emerging as was previously predicted. Iran conducted no long-range ballistic missile tests in 2012 and has not flown even the larger space launch vehicle that it displayed two years ago, which could have helped advance ICBM technology. Moreover, Tehran has still not decided to build nuclear weapons and continues to focus on short- and medium-range rather than longer-range ballistic missiles. It is, therefore, time to adapt U.S. missile defense plans accordingly by suspending the fourth phase of the European Phased Adaptive Approach. Doing so would remove an obstacle to negotiating further reductions in the strategic forces of Russia - the only country that poses an unambiguous existential threat to the United States.
