2. From a space of conflict to a space of peace: The role of urban planners in advancing the peace process

- This review paper is based on the concept of creating space to understand the ongoing Israeli-Palestinian conflict. In fact, the paper argues, the conflict produces and is produced by a process of creating conflict spaces. Therefore, intervention is proposed in the process of generating space in order to create an alternative to the conflict space – a space for peace. A joint planning model places urban planners at the heart of the space producing process, and identifies urban planning as activity with great impact potential, both because it mediates between the global economy, national policy, and individual daily life in the production of space, and because it can promote the creation of a peace space born of professional consensus. Joint planning is the practice of bringing knowledge, experience and an alternative perspective into the planning process. Mixed cities that constitute core spaces in the Israeli-Palestinian conflict are proposed as spaces that currently offer an opportunity to create change, or can be created as change, which will serve as a basis for turning the Israeli-Palestinian conflict space into the Israeli-Palestinian peace space.

- Area C of the Occupied Palestinian Territories is a key hub of the Israeli-Palestinian Conflict claimed by Israelis and Palestinians and left under temporary Israeli responsibility by the Interim Agreement (1995). For almost three decades, Israel has been reducing the Palestinian living space in the area and deepening its hold, managing all planning and building processes, expanding settlement areas and so-called “state lands” and demarcating “military zones” and “nature reserves” for itself. The collapse of the peace process also encouraged the Palestinian Authority (since 2009) to act unilaterally on the ground. While Israel has assumed a “piecemeal” approach and sees Area C as a vital space for settlement and security, the Palestinians have taken a “holistic” approach, viewing the area as a necessary space for a contiguous and sustainable state. The campaign currently being waged on the ground perpetuates friction and a bloody struggle over land and infrastructure, distances the chance of a stable Israeli-Palestinian agreement, prevents development and construction for Palestinians, poses a tangible danger to nature and the environment, and deepens humanitarian and legal challenges of population expulsion and relocation. Turning this important area into a foundation for Israeli-Palestinian progress requires two types of policies – a reactive policy in the short term to prevent further deterioration, and a long-term policy of practical cooperation. In light of the new radical right-wing government’s policy advocating the de facto annexation of Area C to Israel, the pro-peace camp must take preventive measures: promote a campaign to “unmask” the government’s moves and intentions and expose the dangers of annexation as a fatal blow to Israel’s identity, security, and political and economic standing; expand demonstrations in conjunction with the overall protest against the new government’s anti-democratic policies; file objections to settlement construction and to harmful measures against the Palestinians. Down the line, Israel and the Palestinians must abandon their “zero sum game” approach and instead formulate joint systemic planning and promote positive steps in Area C: approve outline plans for Palestinian construction that were already submitted to Israel for approval, prevent crime and piracy, and promote joint projects with international and Arab assistance. These include solar power fields, agricultural and food cultivation areas, water and wastewater treatment facilities, and industrial zones. Advancing these measures without a political horizon will result, at most, in some specific improvement. On the other hand, advancing measures with a view to a political settlement – including the transfer of parts of Area C to the Palestinian Authority (PA) and the advancement of a comprehensive economic plan for the Palestinians – will lead to a real change, strengthen Palestinian ability and motivation to prevent terrorism, and make it possible to gradually advance the two-state vision based on the “Creeping Peace” strategy.

- The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains almost 66,000 terrorist incidents for the period 2007 to 2022. In 2022, deaths from terrorism fell by nine per cent to 6,701 deaths and is now 38 per cent lower than at its peak in 2015. The fall in deaths was mirrored by a reduction in the number of incidents, with attacks declining by almost 28 per cent from 5,463 in 2021 to 3,955 in 2022. However, if Afghanistan was removed from the index, terrorism deaths would have increased by four per cent. Afghanistan remained the country most impacted by terrorism for the fourth consecutive year, despite attacks and deaths falling by 75 per cent and 58 per cent respectively. The GTI does not include acts of state repression and violence by state actors and, as such, acts committed by the Taliban are no longer included in the scope of the report since they took control of the government.

- On the thirtieth anniversary of the landmark Oslo I Accord, the Washington Institute for Near East Policy has published a remarkable compendium that includes essays by officials who played significant roles in the Israeli-Palestinian peace process from the deal’s signing in September 1993 through the present. The volume includes personal perspectives from former diplomats, analysis of public opinion among Israelis and Palestinians, and policy recommendations for U.S. officials. The writers conclude that while the prospects for peace appear dim at the moment, wise policymaking may yet fulfill the promise of the Oslo Accords.

6. Youth, Peace, and Security in Iraq: Operationalizing Youth Peacebuilding Priorities in Practice

- In December 2020, the Government of Iraq, under the auspices of the Ministry of Youth and Sports, together with UNFPA and the Folke Bernadotte Academy (Swedish Agency for Peace, Security and Development), formally launched the National Coalition on Youth, Peace, and Security (YPS) in Iraq. As part of the government’s commitment to fulfilling the vision of the United Nations Security Council Resolution 2250 (UNSCR 2250) and its subsequent resolutions 2419 and 2535, the Coalition seeks to act as a bridge linking grassroots youth peace activists and community leaders with formal decision-making circles in Iraq. The Coalition advocates for the implementation of the YPS agenda through policies and programs, facilitates the exchange of experiences, knowledge, and information amongst Coalition members and YPS actors, and supports the empowerment of youth to meaningfully participate and take leading roles in peace-building processes. The success of this Coalition is of prime importance at this critical juncture in Iraq’s history. In the aftermath of ISIS’ defeat, the wave of popular mobilization in the central and southern provinces largely led by youth, and the recent parliamentary elections in October 2021, Iraq is in an important phase of reconstruction. The country’s challenges are numerous and include maintaining stability and securing the sovereignty of the State, reinforcing pro-democracy forces and the rule of law, improving the economy and provision of services, and ensuring that redistribution meets citizens’ demands for economic, political, and social justice. More importantly, there exist important cohorts among young women and men in Iraq that are keen to participate in these various processes of reconstruction and to leave conflicts and disputes behind. Youth peace activists, youth-led grassroots initiatives and community leaders have already been conducting myriad actions on the ground to contribute to rebuilding the Iraqi society and many are of the opinion that this is one of the main paths to sustainable peace. The YPS agenda can be used as a common framework for dialogue and partnerships between youth and decision-makers. Moreover, including youth in decision-making processes can render policies not only better adapted to the needs and aspirations of citizens, but can also help increase the legitimacy of the process itself and ensure sustainability. Fulfilling the YPS agenda and creating successful mechanisms for Iraqi youth’s inclusion and incorporation in building, sustaining, and taking ownership of peace and development processes is thus essential to the reconstruction of the Iraqi nation-State and its prosperity and stability going forward. Yet, in order to ensure that youth’s participation is meaningful, it is essential to take as the point of departure youth’s own priorities for peace and security in practice, and what youth-owned political participation looks like on the ground. In other words, operationalizing the YPS agenda should aim to operationalize into practice the priorities that young women and men themselves set, with the support of decision-makers and YPS actors. On 7 December 2021, the Arab Reform Initiative and the Folke Bernadotte Academy organized a virtual closed policy dialogue, held under Chatham House Rule, bringing together governmental actors, youth activists (members of the YPS Coalition), researchers, policy makers, and advisors to collectively reflect on what meaningful youth inclusion in peace and development in Iraq looks like. This discussion included exploring what “peace,” “security,” and “participation” actually mean to Iraqi youth in theory and practice and considering examples of youth participation in peacebuilding on the ground and what good practices can be derived from them. The discussion also drew insights from good practices in other contexts in the region, and assessed the types of policies, approaches, and programs that can support Iraqi youth’s participation on both formal and informal levels. In doing so, this policy dialogue contributed to defining the various means and methods to operationalize a youth-owned YPS agenda in Iraq.

- The signing of the Abraham Accords in September 2020 was a turning point in Israel’s standing in the Middle East. The accords created a positive atmosphere that helped promote regional cooperation in security and the economy. This positive change does not, however, provide an answer to some of the fundamental challenges that Israel is facing, which cast their shadows on the entire region, such as the Iranian threat - Tehran’s regional ambitions and its efforts to gain nuclear capabilities; but first and foremost, the Israeli-Palestinian conflict, which is getting further and further away from a solution, and may flare up and damage regional stability and hinder the progress in Israeli-Arab relations, which was achieved following the signing of the Abraham accords.

- In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. This article looks specifically at how the Abraham Accords were framed in the Israeli press and takes an initial look at the extent to which the Accords have impacted Israel’s economic and security situation.

- The September 2020 Abraham Accords between Israel and the United Arab Emirates, and Bahrain was the culmination of a multi-year process. Later two other Arab monarchies, Morocco, and Jordan jointed them in improving their relations with the Jewish State while the remaining Gulf Cooperation Council members opted not to join the Accords. This article focuses on Gulf Kingdoms and argues that the improvement in Israeli-Arab relations is explained by a growing realization that in Iran, both sides have a common enemy; the failings of America’s Middle East policy; the anticipated economic and security benefits to be gained from improved relations; and the diminished importance of the Palestinian issue for Arab societies and governments.
