1. The Impacts of the Russo-Ukranian War on Latin America in the Age of Strategic Competition

Abstract:
As we enter the second year of the Russo-Ukranian war, it is prudent that the foreign policy community examine the impacts of the conflict on other regions, including Latin America. Despite the distance between Latin America and Ukraine, the conflict has disrupted the region and exacerbated the negative impacts of the COVID-19 pandemic. COVID-19 disproportionately affected Latin America’s fragile socioeconomic, fiscal, and political situation. For example, Brazil, a major regional economic powerhouse, was one of the worst-struck countries in the region, and the pandemic significantly impacted its economy. The country’s GDP contracted by 4.1% in 2020, and unemployment reached a record high of 14.1% in the first quarter of 2021. The pandemic also impacted Brazil’s fiscal situation, with the country’s debt reaching 90% of GDP. Brazil’s downturn is not an isolated incident, albeit a microcosm of the region. In addition, the instability allowed authoritarian regimes to further consolidate control in places like Nicaragua, Venezuela, and El Salvador. For instance, leaders like El Salvador’s Nayib Bukele capitalized on the chaos of the pandemic and a desperate citizenry to strengthen his power. Furthering the impacts on domestic politics, the confluence of the pandemic and war in Ukraine disrupted global supply chains, agriculture production, and energy resources. Moreover, as tensions between the West and nations such as Russia and China continue to grow, globalization is becoming increasingly divided. This will likely lead to further political turmoil and socioeconomic disparity in Latin America, which has already been compounded by the war and the lackluster COVID-19 recovery efforts. With these repercussions still lingering, a lack of economic and trade development, an intensifying energy crisis, and rampant inflation prevailing in 2023, the region’s outlook remains bleak.

On 17-21 April, the Russian Foreign Minister Sergey Lavrov visited Brazil, Venezuela, Nicaragua, and Cuba. During his trip, he argued that the goals and interests of Russia and most Latin American countries coincide. He also repeated false Russian narratives, for example, about the reasons for the invasion of Ukraine, portraying Russia as a victim of the policy of the West. While he used his stay in Brazil to legitimise the Russian narratives, in other countries, it was mainly about consolidating Russia’s ties with their authoritarian regimes, including cooperation on evading sanctions.

Abstract:
India, Turkey, Brazil and South Africa are striving for a more multipolar, post-Western world order in which they would not be seen merely as auxiliary powers to the bigger players, but as independent great powers. For them, a key foreign policy goal is to transform global governance institutions. They all call for a permanent seat for their country on the UN Security Council. To achieve that, the states need backing from more than the Western states – and this logically strengthens the multi-aligned logic of their foreign policies. India, Turkey, Brazil and South Africa see Russia’s war of aggression in Ukraine and the Western countermeasures from their own perspective. They describe Russia’s invasion as a violation of international law, but see the war primarily as a Western concern, not theirs. Although these states are critical towards the West, they are not anti-Western and they all value multilateral institutions; their foreign policy goals and features offer opportunities for the EU to engage with them, but that needs to happen on a more equal footing than what has traditionally been the case.

Abstract:
Las relaciones entre España y América Latina siempre han conformado un pilar en la estrategia de integración internacional del país ibérico. No obstante, ante la singular coyuntura que supone el auge exponencial de China en la región latinoamericana, ¿qué riesgos afronta hoy España en América Latina? ¿Ha influido dicha coyuntura en las líneas maestras de acción exterior de España hacia la región? Este artículo arroja algo de luz en torno a tales preguntas, y su conclusión es doble. Por un lado, sugiere que el desembarco chino supone un serio desafío para España. Por otro, se sostiene que la política exterior española ha hecho coexistir tres tipos de actitudes como respuesta: una más continuista, otra que capitaliza esta nueva coyuntura y busca aprovechar sus oportunidades, y una última más reactiva a las amenazas que suscitaría la pujanza china en América Latina.

Abstract:
El presente artículo analiza la evolución de la política exterior ecuatoriana durante los gobiernos de Rafael Correa, Lenín Moreno y Guillermo Lasso a la luz de los postulados teóricos del realismo periférico, que sostienen que los pequeños y medianos Estados deben desarrollar una política de colaboración con las grandes potencias y reducir su oposición a aquellos eventos que directamente afectan a los intereses de sus nacionales. Para ello, se analizan momentos clave de cada uno de los siguientes gobiernos, incluyendo el cierre de la Base de Manta, la relación con el FMI, la entrega de Julian Assange o la compra de vacunas contra el Covid-19. El artículo concluye mostrando cómo los tres presidentes desarrollaron estrategias que no maximizaron los intereses ecuatorianos, en tanto que alternaron gobiernos donde el enfrentamiento con las grandes potencias fue generalizado con gobiernos que priorizaron el acercamiento con estos a costa de los intereses nacionales.

Abstract:
El concepto del poder blando ha cobrado relevancia en Relaciones Internacionales. Asociado típicamente a EE.UU., en los últimos años también China ha promovido su poder blando, llegando a América Latina. Tras revisar las dificultades para acordar una definición del término, esta investigación observa el fenómeno desde una doble perspectiva: por un lado, analiza el despliegue del poder blando chino en la región; por otro, evalúa la respuesta de los países latinoamericanos ante él. Postula que, mientras China usa una definición amplia del poder blando que aplica en la región y la vincula prioritariamente a aspectos de su política doméstica, la recepción de los gobiernos latinoamericanos la hace depender de la variable siguiente: aunque todos acogen la ofensiva económica china y se acercan al gigante asiático, la manera en que reaccionan a ella está condicionada a la postura que mantienen hacia EE.UU.

Abstract:
En este artículo se analizan los lineamientos de la política exterior uruguaya hasta la última alternancia política en el Gobierno nacional poniendo especial énfasis en las relaciones con China y Estados Unidos. Para ello se parte de la hipótesis planteada en trabajos previos que apunta a ideología partidaria variable explicativa de los planteamientos en política exterior en Uruguay. Así, en primer lugar, se expone una revisión histórica de los antecedentes de la política exterior uruguaya y de las principales tradiciones intelectuales que ayudaron a formular el pensamiento internacional. En segundo lugar, se explica el marco institucional, los principales ejes en política exterior y los planteamientos del Gobierno de Lacalle Pou en materia internacional. Posteriormente, se analizan las preferencias de las élites políticas en materia de política exterior. Y, por último, el artículo aporta algunas reflexiones finales a modo de conclusión y líneas de actuación para futuros trabajos.

El interés de América Latina por África se renovó a comienzos del presente siglo. Las transformaciones globales, el liderazgo de Brasil y la emergencia del regionalismo impulsaron una asociación basada en el diálogo político y la cooperación cuyo objetivo era alcanzar una mayor incidencia sobre el sistema internacional. Sin embargo, el déficit de interdependencia, la debilidad de la institucionalización interregional y la vulnerabilidad de los actores involucrados limitaron el alcance de esta estrategia sin alcanzar su verdadero potencial. En un escenario de incertidumbre que anuncia cambios en el orden mundial y consolida una gobernanza fragmentada, la posibilidad de restablecer esta relación encuentra nuevos incentivos. El artículo analiza los factores catalizadores de este proceso concluyendo que, pese a la oportunidad, su materialización sigue sin contar con las condiciones ni capacidades necesarias para competir geopolíticamente por África.

The United States failed to create a state with the capacity to control its own armed forces or local officials. As early as 2009, eight years into the intervention, Ambassador Karl Eikenberry had already noted that the Afghan government could not carry out most state functions and that its leadership showed little interest in trying. U.S. civilians and soldiers tried to fill the gap.

The People’s Republic of China’s (PRC) engagement in Latin America and the Caribbean (LAC) is drawing increased scrutiny from U.S. policymakers. The International Liaison Department of the Central Committee of the Chinese Communist Party (ILD) (中共中央对外联络部, zhonggong zhongyang duiwai lianluo bu) is one of the many Chinese organizations active in LAC. Although its footprint is relatively small compared to larger trade and governmental organizations, the ILD’s emphasis on ideology and on long-term relationship building in its engagements is noteworthy and should be monitored more closely within the context of China-Latin America relations.

Abstract:
Academic literature on US Foreign Policy to South America usually states its lack of atten- tion to the region in the post 9/11 period. I aim to problematize this assertion through an analysis of US regional security policy. Therefore, I consider data referring to military and economic assistance, arms transfers, and the SOUTHCOM position towards its area of responsibility, as well as official documents and diplomatic cables. I conclude that, although the region was not a priority, a waning in US actions or a moment of neglect in its policy towards it was likewise not observed. From a historical perspective, the area was never the main focus of attention, but there is a specialized bu- reaucracy that works on the region to maintain US hegemony. Therefore, the investigation indicates that Latin American assertiveness during the 2000s was caused primarily by the conjunction of the ascension of leftist governments and quest for autonomy, as well as by Chinese and Russian involve- ment in Latin America, but not by US neglect. The article is divided into six sections, including the introduction and final remarks. Following the introduction, I analyse the academic literature regarding USA-Latin American relations in the second section, the US assistance in the third, the SOUTHCOM postures in the fourth, and the strategies deployed by the USA regarding great powers and arms transfers in the fifth. Finally, I present the final remarks.

It will strengthen cooperation with Latin American partners in the field of climate change and the fight against the COVID-19 pandemic, among others. The EU’s current policy approach toward Venezuela is insufficient to contribute meaningfully to a political transition in the country and protect human rights. Oftentimes, the EU’s policy has been at odds with the US, having permitted unrelated disagreements to cloud its recognition of its strategic interest in a free, prosperous, and democratic Venezuela. The Nicolas Maduro regime’s illicit investment schemes have found fertile ground in the EU at large, with a particular hotspot in Spain. A torrent of investments and acquisitions has allowed corrupt cronies in Maduro’s entourage to engage in unfathomable kleptocracy and stash their ill-gotten gains in the eurozone, vitiating the rule of law in the process. The EU consistently underappreciates the Maduro regime’s multi-faceted security threat, which intersects with and compounds many of the EU’s greatest geostrategic challenges in the post-COVID-19 landscape. China, Cuba, Iran, and Russia are all at once strategic rivals of the EU and enablers of the Maduro regime’s threat to its security. The Joe Biden administration’s commitment to multilateral engagement in Venezuela offers the EU a chance to reclaim transatlantic cooperation and present a common vision for political transition in the country. Beefing up sanctions and developing a coordination mechanism, as well as drumming up humanitarian aid, would constitute serious progress and potentially thrust the EU into the role of indispensable actor in Venezuela’s democratic restoration.

Abstract:
The conflict between the United States and China may be the issue of most importance as well as interest to the world, prior to COVID-19. This conflict between the two countries is appearing not only in the economic sector, but also in various field such as politics, diplomacy, and military affairs. Such competition between the two countries is likely to escalate further as multilateral systems such as the WTO are threatened and protectionism intensifies in the post-COVID-19 world. Even within Latin America, the competition between the two countries frequently appears in a variety of forms. Conflicts between the United States and China in Latin America tend to occur mainly in the infrastructure sectors. Furthermore, the United States pressured Latin American countries to choose between the United States and China, with the results of this pressure depending on the political orientation of the ruling government. In order to investigate the impact of retaliatory tariffs between the two countries on Latin American countries’ exports and welfare, we employ an event analysis for exports and computational general equilibrium (CGE) model for welfare, with Argentina, Brazil, Mexico, and Chile as the subject of our analysis. Based on the outcome of the event study, Brazil’s exports to the United States moderately increased due to the tariff imposition, and such an effect persisted for short term. Its exports to China rose considerably immediately after the tariff imposition, and then the impact tended to decrease over time. By contrast, it is difficult to conclude that the tariff imposition had a statistically significant and lasting effect on the exports of the remaining three countries to the United States and China. As a result of the analysis using the CGE model, meanwhile, the tariffs imposed between the United States and China trivially increased the welfare of Latin American countries.

Abstract:
Columbia University ILAS panel on Democratic presidential candidates and Latin America. Among leading Democratic candidates some basics are widely shared. They agree that military force should be a last resort and that long-term occupations are damaging. They promise to reinvest in diplomacy and rehabilitate the US image abroad, as well as trying to achieve US policy goals, by rebuilding alliances and recommitting to multilateralism on climate change, on nuclear arms control. They want to use foreign aid and international institutions to improve human security, address the root causes of migration, and seek diplomatic solutions to conflicts. There is a rough division between the mainstream, Obama-style approach represented by Joe Biden and the mayor from South Bend, Indiana, Pete Buttegieg, who both believe that US alliances and international institutions are force multipliers for the United States. Together, the so-called moderate candidates have about 40% of the Democratic voter support in surveys. The progressive wing is represented by Senators Bernie Sanders and Elizabeth Warren, who want to reduce US military activity abroad and also reform the global economic order in order to reduce inequality, conflict, and environmental damage. Together, Sanders and Warren have about 40% of the Democratic vote as well.

25. Fighting Against Imperialism: The Latin American Approach to International Sanctions

Abstract:
The Latin American experience with international sanctions has been mostly as sanctioned states rather than targeting states. This is not merely because Latin American countries have lacked the interest in using sanctions tools but also because of more complex factors, including the historical evolution of Latin American nationhood, a set of cultural values rooted in the defense of national sovereignty, and opposition to any foreign intervention. Although those values were embraced as a result of defending the independence of Latin American nations against European dominance, the values were also applied in intraregional relations in Latin America. As a result, there is not a strong culture of international sanctions imposed by Latin American countries. With few exceptions—such as Cuba—Latin American countries tend to rely on diplomatic negotiations conducted under the nonintervention principle. The unparalleled crisis in Venezuela has produced a change in perspective. While the main actions adopted regarding this crisis were undertaken to facilitate diplomatic negotiations with the Venezuelan government, Latin America—particularly within the framework of the Organization of American States (OAS)—has started to implement international sanctions as a tool to promote a transition in Venezuelan governance. This shift has not been without controversy in Latin America. Consequently, the principle of nonintervention as relates to the use of sanctions is under stress in Latin America and merits re-examination. This paper, part of the International Security Initiative at the Center on Global Energy Policy, reviews the history of international sanctions in Latin America in the context of broader diplomatic developments.

La presente investigación parte de la hipótesis de que los gobiernos de América Latina y el Caribe están rezagados en la construcción de ciber capacidades de defensa para enfrentar el contexto actual e internacional de ciber amenazas, respecto a los países miembros de la Organización del Tratado del Atlántico Norte (OTAN), tanto en el plano de organización, como en el individual. Para probar este enunciado el texto se divide en seis secciones. En la primera se presenta el entorno global amenazas provenientes de ciberespacio, las pérdidas económicas que sufren gobiernos y empresas según informes de firmas de seguridad informática como Kaspersky, Microsoft, Verizon e International Business Machines Corporation (IBM). En la segunda parte, se aborda el proceso de securitización del internet, la inmersión de la ciberseguridad en los estudios de seguridad nacional, así como la definición de ciber capacidades y delimitación de amenazas al Estado-Nación desde el ciberespacio. En la tercera se aborda la trayectoria de la OTAN como organización en el desarrollo ciber capacidades en los últimos veinte años. En la cuarta parte, se analiza desde el nivel individual un conjunto de Estrategias Nacionales de Ciberseguridad (ENCS) de los países y aliados de la OTAN, de las cuales se extraen sus principales elementos y se esquematiza su anatomía general. En la sexta parte, se presenta una aproximación a diferentes entornos regionales o globales de ciberseguridad con base a mediciones del Global Cybersecurity Index (GCI), de la Unión Internacional de Telecomunicaciones (ITU por sus siglas en inglés), y el National Cyber Security Index (NSCI) de la E-Governance Academy de Estonia. En la quinta sección se presenta el contexto de la ciberseguridad en América Latina y el Caribe, según estudios realizados por el Banco Interamericano de Desarrollo (BID) y la Organización de los Estados Americanos (OEA), así como firmas privadas de ciberseguridad. In May 2018, Colombia was recognised as a NATO global partner, being the first Latin American country to formalize this relationship. The historical and political context of the South Atlantic differs from the reality of central and eastern Europe and the Middle East where the organization has mainly acted. In the last decades, NATO presence in the South Atlantic has received a little academic discussion. This is not due to lack of evidence, as the formation of partnerships with Colombia, Mauritania, joint military operations with Cape Verde, Ghana andother countries of the western African coast reveal the importance that the South Atlantic has acquired for the Alliance’s agenda and its members. This article intends to contribute to this gap in the literature.

Abstract:
The US Foreign Policy turn to the Middle East during the 2000s and the coming to power of left-leaning governments in Latin America was widely interpreted as a US neglect of the region and the beginning of a post-hegemonic era in the Western Hemisphere. Hakim (2006)argued that the US was losing interest to the region and Riggigorozzi and Tussie (2012)claimed the US decompression opened space to Latin American regionalism. These ideas became common sense, but they were rarely demonstrated (LONG, 2016). The recent reversion of that scenario, with the coming to power of right-wing governments and the US pressure on the Bolivarian Venezuelan government, makes clear that more research on the post 9/11 US policies to South America is needed.

What is Russia’s geopolitical game in Latin America? Since the early-2000s, we have witnessed bilateral trade spike by 44 percent, around 40 diplomatic visits by high-ranking Russian officials, and budding military cooperation through joint-naval exercises in Latin American ports. Some explain this growth as Russian efforts to create multipolarity in the western hemisphere and undermine U.S. influence in the region. This narrative of bilateral relations disregards a key element that may be driving Russia’s engagement— the role of Latin American leadership.

Central America has received little attention in the Russia Federation’s ‘return’ to Latin America. The region’s small population and underdeveloped markets make it relatively uninteresting for a far-off country like Russia. Yet, in recent years, Russia has intensified and diversified its engagement with Central America, expanding beyond Moscow’s traditional partner, the Republic of Nicaragua. Central American leaders want more trade and investment with Russia as Moscow seeks to bolster its presence in the Caribbean. However, tense relations between Managua and its neighbors could make Moscow’s defense cooperation with Nicaragua counterproductive. Seeking to become a significant player in the region, Moscow is set to expand its presence in Central America through bilateral and multilateral channels, a move that will likely affect the region’s conflicts.

Latin America is a good mirror of our times; an apt measurement of the zeitgeist of doubt. Having cemented its democracies and reformed its economies, some of America’s closest Latin American friends are reassessing their options and realigning their interests away from the United States. Our closest regional friends are realizing that the United States may no longer be the fulcrum of Latin America’s future. While America’s soft power—its culture, innovation, and ethos—are still highly attractive, the fact is Europe, Asia, and China are capturing much of the region’s political imagination and economic attention. At a time of fast change, it is hard to think strategically. Yet, strategy is what will be needed to re-prioritize Latin America within U.S. foreign policy.

Abstract:
FDR’s policies, in particular the New Deal, became a sort of global brand, and created a transnational space of discussion. Many in the periphery, in particular in Latin America, appropriated the notion and labeled their own proposals as their own New Deals. These proposals produced an alternative international cooperative order, not necessarily the one wished by American elites. Latin America’s appropriation and reinterpretation of Franklin Delano Roosevelt’s message stirred controversies and disputes in the United States, within the liberal internationalist sectors, both in political positions and private actors. This article explores the reaction of certain U.S. liberal elites to the way Latin Americans appropriated and shaped international Rooseveltian ideas. It argues that some American internationalist elites feared that the way in which Latin Americans understood the New Deal and the Good Neighbor Policy might push development ideas abroad beyond the pale, as it might encourage the more radical stance of FDR administration at home, and it might jeopardize an American-led reorganization of the international order.

Abstract:
The article compares Lula’s foreign policy to the Middle East with Ahmadinejad’s to Latin America. Methodologically, the historical concepts of each diplomacy is combined with empirical data on trade flows and diplomatic actions. It is argued that the implementation of foreign policies involved similar (presidential diplomacy) and distinct means (universalism and multilateralism by Brazil, and personalism, bilateralism and low institutionalization by Iran). The results of diplomacies also resembled: although the economic implications were modest, Brasilia politically increased its global projection capacity, while Tehran relatively reduced its international isolation.

Abstract:
External aggression is an analytic category used by Latin American States regardless the governmental ideology or their political affiliations. A comparative study conducted out between two Latin American Small States enables to understand the regularities in their behavior when facing such kind of threat, in terms of their role identity, objective and subjective interests and consistently their foreign policy actions at the domestic, bilateral, sub-regional and regional level. This article argued that the small states are more vulnerable to the external aggressions because of their lack of material resources and their need of external support, compromising their sovereignty and territorial integrity, and requiring the activation of multilateral mechanisms such as the Organization of American States and other regional and sub-regional institutions.

The electoral results of July 1st 2018 bring an extraordinary opportunity to rethink Mexico’s foreign strategy in order to position the country in accordance with its domestic goals and its international reality, considering the means that the country has at its disposal to increase its appeal and competitiveness on the international stage. Mexico has several comparative advantages that can be leveraged—and, at the same time, reinforced—in the international arena. These include the country’s geographic position (bridging the Atlantic and the Pacific), demographics (with an average age of 28 years), language (Spanish is the second-most spoken language in the world), energy resources, 12 trade agreements with 46 countries, economic and political stability, and a denuclearized, interstate Zone of Peace free of religious conflict. The next Mexican administration will face an unusually complex international environment that will force it to give special priority to its foreign policy. Challenges that arise in the international arena could affect national stability, undermine Mexico’s room for maneuver, and impact its development goals. Therefore, having a clear, relevant, and viable strategy that addresses the fundamental interests of the Mexican people and that also has enough clout on the international stage, is crucial. / Ante los resultados electorales del pasado primero de julio, se abre una extraordinaria oportunidad para repensar la estrategia mexicana hacia el exterior que posicione a México en un espacio congruente con sus objetivos internos y su realidad internacional. Todo ello en el contexto de las herramientas que tiene a su disposición para aumentar su atractivo y competitividad en el escenario internacional. México posee diversas ventajas comparativas que pueden ser aprovechadas —y, al mismo tiempo, dinamizadas— en el entorno internacional. Por mencionar algunas: la localización geográfica, puente entre el Atlántico y el Pacífico; la demografía, con una edad de población promedio de 28 años; el idioma, el español es el segundo idioma más hablado en el mundo; los recursos energéticos; una red de 12 tratados comerciales con 46 países; estabilidad económica y política; y una zona de paz interestatal, desnuclearizada, y sin conflictos religiosos. Abstract:
Given Brazil’s regional prevalence, its low, late and soft investment in regional security governance appears puzzling. We approach the puzzle through an analysis of contextual features, institutional overlap and policy networks, especially regarding nuclear energy and the environment. Our findings show that Brazil’s behavior is explained by a combination of low regional risks, scarce domestic resources, a legalistic regional culture of dispute settlement, and transgovernmental networks that substitute for formal interstate cooperation and deep regional institutions.

Leadership theory in IR still lacks a coherent approach, and it is analytically useful to use eclectic lenses by combining all factors related to power and the usage of power to gain leadership status. I define the term "international leadership" as a process in which a state mobilizes its resources to influence a group of other states (followership) in order to achieve a common goal. In the empirical investigation, I will focus on China's abilities to lead in Southeast Asia. Despite the fact that there are many advantages for China, the mechanism of transforming power resources into regional leadership is still questionable.

In this article we propose an alternative theoretical path to study contemporary Latin American foreign policies, evoking the notion of 'public policy cycle' to explain how democratic regimes in the region have been able to expand their autonomy over time. For that, we will first identify the sources of a given country's foreign policy, both at home and abroad, as well as its decision-making and implementation mechanisms. With regard to methodology, by replacing sheer deductivism for some inductivism, this approach also innovates in allowing more rigorous comparative politics and, consequently, new general theories about Latin American politics and policies.

During the 2016 primaries, Donald Trump claimed he had more foreign policy experience than any of the GOP contenders. In fact, he has traveled widely to meet with presidents, prime ministers, financiers, and developers over the past decade as part of his highly profitable business of licensing the Trump name to large real estate developments around the world. On the campaign trail, Trump’s provocative statements about foreign policy have become part of the public record. From pressuring NAFTA members to bombing ISIS, his pledges have caused a stir in the arena of foreign relations. Publicly, candidate Trump threatened to close borders to Mexicans, slap tariffs on Chinese goods, restrict Muslims in the United States, among other vows. Without a record of public service to draw on, it is difficult to know how these declarations might translate into a Trump foreign policy. To understand what lies ahead for the new president, the Weatherhead Center for International Affairs asked its Faculty Associates in international relations to comment on the challenges and opportunities that await in five regions of the world: Africa, the Middle East and North Africa (MENA), Latin America, Europe, and China.

With a majority government and a different world view than his predecessor, Prime Minister Justin Trudeau is re-making Canada’s foreign policy priorities and approaches. This paper offers some suggested approaches for engagement with Latin America. In the area of trade, the paper recommends seeking associate membership in the Pacific Alliance while continuing to strengthen linkages with Mexico within the North American commercial policy framework. It also suggests exploring the scope of what is possible with countries with which Canada does not have free trade agreements, especially Brazil and Ecuador. On the security front, the paper suggests that Canada needs a strategy for the Colombian peace process and to step up support to Mexico in strengthening the integrity of the southern border of North America. With regards to foreign policy, Canada needs a serious strategy for the new Cuba and needs to expand its diplomatic representation, namely in Paraguay and Bolivia. Finally, on the institution-building front Canada needs to secure senior positions at the Inter-American Development Bank and Organization of American States in order to help to drive institutional reform. Canada further needs a coherent strategy to attract in-bound foreign investment from Latin America. The region is rich with possibilities and a coherent engagement strategy can deliver much.

In the aftermath of the 2003 U.S.-led invasion of Iraq, scholars of international relations debated how to best characterize the rising tide of global opposition. The concept of “soft balancing” emerged as an influential, though contested, explanation of a new phenomenon in a unipolar world: states seeking to constrain the ability of the United States to deploy military force by using multinational organizations, international law, and coalition building. Soft balancing can also be observed in regional unipolar systems. Multinational archival research reveals how Argentina, Mexico, and other Latin American countries responded to expanding U.S. power and military assertiveness in the early twentieth century through coordinated diplomatic maneuvering that provides a strong example of soft balancing. "Why do they hate us?” This question1, on so many U.S. citizens' minds over the decade following the September 11, 2001, attacks, is often asked about Islamic extremists and even the broader Muslim world. Among the most common responses is that “they” resent U.S. foreign policy in the Middle East. When the focus shifts to Latin America, U.S. foreign policy similarly appears to be the principal reason for anti-Americanism. This seems to make sense. One would be hard-pressed to find another world region with greater and more long-standing grievances about Washington's actions. The Monroe Doctrine, Dollar Diplomacy and Cold War Containment were euphemisms for imperial abuses committed against Latin America over the course of two centuries.

This article aims at examining the reasons for the focus of the Iran's foreign policy under the presidency of Mahmoud Ahmadinejad on third world countries, especially Africa and Latin America. With the coming to power of the Ahmadinejad government, Iranian foreign policy orientation underwent a great shift from détente and cooperation with the West to expanding relations with third world countries. In examining the reason for this change, this article argues that a certain kind of perception of constructive doctrine and a reaction to Khatami's foreign policy, failure in converging and a coalition – building with the peripheral environment, and some common views between Iran and Africa and Latin American countries regarding the nature of international order provided grounds for Iranian foreign policy to focus on the third world in this period. For this study the article explores national, regional and international issues. Relying upon a theoretical view based on the level of analysis in foreign policy, the author while studying the main reasons for paying attention to the third world in Iranian foreign policy, explores the grounds and reasons for the realization of this approach in Ahmadinejad's era.

Illicit trade has long been a central feature of Latin America's engagement in the world. In this chapter we first briefly sketch the scope and dimensions of illicit trade in the region, and stress the importance of various types of power asymmetries. Drawing on illustrations primarily from drug trafficking (by far the most studied and documented case), we then outline in a preliminary fashion some of the key issues in understanding transnational illicit flows and their impact on Latin America foreign and domestic policy and governance. China Central Television has come a long ways since its founding as a domestic party propaganda outlet in 1958. The domestic service has been supplemented by an international service, boasting three major global offices in Beijing, Washington, and Nairobi, and more than 70 additional international bureaus. The quality of CCTV’s journalism depends on both the region in which it’s produced, and the subject matter’s sensitivity in Beijing. On one hand, CCTV produces sophisticated long-form reports on complex international issues such as climate change; at the same time, its reporting on the Chinese Communist Party echoes the party line. CCTV’s biggest impact may be in regions where China is directing its international investments. The Nairobi operations complement extensive investments in African infrastructure, many of them in communications; China is also pursuing critical investment in Latin America and Southeast Asia.

Argentina is the poster child for economic dysfunction in the Americas and stands as a cautionary tale of the perils of populist economics. The International Monetary Fund’s recent unprecedented censure of the Argentine government for cooking inflation figures is only the latest installment in a long fall from grace for what was once one of the world’s most productive economies. Moreover, under the presidencies of Néstor and Cristina Fernández de Kirchner, Argentina has alienated traditional allies such as the United States while reorienting its foreign relations toward radical outliers like Venezuela and Iran. US policymakers must continue to hold Argentina accountable for its failures to abide by its obligations to international financial institutions and work to thwart Argentina’s troubling alliances with rogue governments.

Since 1960, Latin American attempts at regionalism have undergone distinct phases. More notably, they have tended to diverge across space, gradually giving birth to separate blocs that seem to be tearing South, Central and North America apart. Additionally, within and across these regions several overlapping projects coexist. This article focuses on the dynamics of segmented and overlapping regionalism in order to describe what they look like, analyse how they articulate with one another, and explain why member states have pushed for such a messy outcome. This situation, linked to the evolution of the global context, might be indicating that regionalism in Latin America has reached its peak, beyond which it may be difficult to achieve further progress. Two conclusions are elicited: first, economic integration is becoming a geographically diffused phenomenon rather than a regional one; second, regionalism is still a compelling foreign policy but its causes, goals and outcomes are no longer what they used to be.

Since 2006, when Mexican president Felipe Calderon declared war on the drug cartels, there has been a rise in the number of Mexican nationals seeking political asylum in the United States to escape the ongoing drug cartel violence in their home country. Political asylum cases in general are claimed by those who are targeted for their political beliefs or ethnicity in countries that are repressive or failing. Mexico is neither. Nonetheless, if the health of the Mexican state declines because criminal violence continues, increases, or spreads, U.S. communities will feel an even greater burden on their systems of public safety and public health from “narco refugees.” Given the ever-increas¬ing brutality of the cartels, the question is whether and how the United States Government should begin to prepare for what could be a new wave of migrants coming from Mexico.

Colombia has been the recipient of the European Union Official Development Aid (ODA) and US foreign aid (military aid and ODA) since the late 1990s. Both international actors have their own particular understanding of the armed conflict, the possible solutions and the role of foreign aid. President Hugo Cha´vez of Venezuela has achieved what no other Latin American leader has since the end of the Cold War: bringing security concerns in the Western Hemisphere back to U.S. foreign policy. Might Venezuela provoke a war against neighboring Colombia, spread weapons among insurgents abroad, disrupt oil sales to the United States, provide financial support to Hezbollah, al Qaeda or other fundamentalist movements, offer safe havens for drug dealers, invite Russia to open a military base on its territory, or even acquire nuclear weapons? These security concerns did not exist less than a decade ago, but today they occupy the attention of U.S. officials. Attention to these conventional security issues, however, carries the risk of ignoring what thus far has been Venezuela's most effective foreign policy tool in challenging the United States: the use of generous handouts abroad, peppered with a pro-poor, distribution-prone discourse. While the U.S. debate revolves around ''hard power'' and ''soft power,'' this other form can be called ''social power diplomacy.''

During his inaugural address on 20 January 2009, Barack Obama declared to 'all other peoples and governments, who are watching today, know that we are ready to lead once more'. In the following four weeks to the publication of this report, President Obama has set the United States on a course that is meeting widespread approval around the world. He has ordered the closure as soon as possible of the Guantánamo Bay detention facilities and of other secret facilities outside the United States that had so undermined America's international credibility with its allies and confirmed the anti-US narrative of its opponents. He has appointed special envoys for Middle East Peace and to implement an integrated strategy for both Afghanistan and Pakistan. He has offered to 'seek a new way forward' with the Muslim world as well as to 'extend a hand' to authoritarian governments if they are willing 'to unclench [their] fist'. His Secretary of State, Hillary Clinton, has said that America will be more effective if it can 'build a world with more partners and fewer adversaries'. Both have recognized the virtues of pragmatism over ideology and the reality of interdependence.

The remarkable ascendance of Venezuela's president, Hugo Chávez, has generated new interest in Latin America's recurrent populism. Like the charismatic populists that preceded him, Chávez rose to power rapidly and became a symbol of deepening social polarization. He is seen as a pivotal figure in promoting a sharp leftward shift in Latin American politics and has been criticized for his authoritarian tendencies. In the words of Jorge Castañeda, “Chavismo” is the “wrong left” for Latin America. Hugo Chávez has become a much discussed leader for all these reasons, but he is perhaps most notorious for his aggressive foreign policy and for the strongly confrontational posture he has adopted toward the United States. Chávez has pursued high profile efforts to check US influence in Latin America, assert his own leadership in the region, and demonstrate that developing countries can act more independently of Washington's wishes.

Such fear certainly pervaded the Cold war competition. Today the challenge to the security and well-being of Latin America is neither ideological, nor military, nor external. Strategic denial is more likely to come about from a highly combustible blend of poverty, crime, despair, corruption, resentment, and antidemocratic sentiments that promise a vague 21st century socialism under new authoritarian clothing. Since his election as President of Venezuela in 1998, Hugo Chavez has encouraged and continues to encourage his Venezuelan and other Latin American followers to pursue a confrontational “defensive,” populist, and nationalistic agenda that will supposedly liberate Latin America from the economic dependency and the political imperialism of the North American “Colossus” (the United States). Chavez argues that liberation, New Socialism, and Bolivarianismo (the dream of a Latin American Liberation Movement against U.S. hegemony) will only be achieved by (1) radically changing the traditional politics of the Venezuelan state to that of “direct” (totalitarian) democracy; (2) destroying North American hegemony thoughout all of Latin America by (3) conducting an irregular and asymmetric “Super Insurgency,” or “Fourth-Generation Warfare” to depose the illegitimate external enemy; and, 4) building a new Bolivarian state, beginning with Venezuela and extending to the whole of Latin America.

The popularity of the new political and economic model being developed in Venezuela has been a consistent source of aggravation for the U.S. government. Since first winning the presidency in December 1998, Hugo Chávez has been able through repeated electoral victories and radical constitutional reform to dominate Venezuela's government and public institutions. Undaunted by stiff U.S. opposition, President Chávez has launched what he calls a Bolivarian revolution, named after Simón Bolívar, a nineteenth-century leader of Latin America's independence wars. Chávez has reasserted the role of the state in the Venezuelan economy and developed extensive social programs to advance an anti- U.S., anti-capitalist crusade. New or newly reinvigorated alliances with established U.S. adversaries have helped internationalize Chávez's aims. Most alarming to those concerned with the health of Venezuelan democracy, Chávez and his allies have concentrated political power in the hands of the executive, curtailed the independence of the judiciary, shown limited tolerance for domestic critics, and openly intervened in the electoral politics of neighboring states.

The purpose of this paper is to identify and analyze the patterns of continuity and change in Mexico's diplomatic strategies towards Latin America between 1945 and 2005 as a case study on the impact of systemic variables –specifically, changes in the distribution of power at world and regional level- on the foreign policy of intermediate states. It distinguishes four different periods in Mexico-Latin America relations using a typology of diplomatic strategies built upon two criteria: a) the intermediate state's level of attention and activity in its immediate regional area, and b) the level of alignment or convergence with U.S. policies, as the hegemonic power in the Hemisphere. The main argument is that changes in Mexico's relative position in the regional structure of power and the shift from bipolarity to unipolarity at global level do not explain the persistence of a historical gap between the symbolic and material dimensions of Mexico's relations with Latin America. Over the last six decades, the evidence points towards the existence of a growing disjuncture between Mexico's increasing power position in the region and its limited regional projection.

ecent events elsewhere in Latin America–specifically, an acute political crisis in Venezuela and a groundbreaking election in Brazil–have pushed Mexico off the front pages of American newspapers. Nonetheless, it is worth remembering that Mexico, our closest and most important Latin neighbor, is a major customer for our products and the source of many essential imports, most notably oil and gas. It is also a country with which we have intense cultural and human relations, far more indeed than most Americans realize. Its progress toward becoming an open and more modern society therefore deserves far more attention. President Vicente Fox is nearing the midpoint of a six-year presidential term. The next major marker will be elections in July concerning all the seats in the lower national legislative chamber, all the governorships, and the legislative assemblies in eleven of Mexico’s thirty-two states.[i] These elections inevitably will be interpreted in part as a referendum on Fox’s administration–the first drawn from an opposition party in more than seven decades. At the same time, they will tell us to what degree the ousted Institutional Revolutionary Party (PRI) has managed to reinvent itself and become nationally competitive in a more pluralistic and open environment.

Over the last several months, and beginning most decisively in the spring of 2002, U.S. policy toward Colombia has gone through a significant shift. Traditionally defined in terms of counter-narcotics, and then expanded under Plan Colombia to include areas of democratic and economic strengthening and peace, U.S. policy is now focused squarely on security issues: improving the capacity of the Colombian government to combat left-wing guerrillas and right-wing paramilitaries; establishing an effective military presence throughout the national territory on which other state programs depend; and fighting the drug trade that finances all illegal armed groups. To illustrate the shift, consider the statements of two high- ranking U.S. officials. In August 2001, Undersecretary of State Marc Grossman told a Bogotá press conference that “we support Plan Colombia because...Plan Colombia recognizes that a negotiated settlement is the only way to achieve peace.” By March 2002, Secretary of State Colin Powell told a House subcommittee that “we have to help Colombia save its democracy from narcotraffickers and from terrorists.” The following discussion aims to understand how and why this shift came about, as well as its implications for U.S. interests and policy.

Cuban migration to the United States predates Fidel Castro's revolution by more than a century. As historian Félix Masud-Piloto writes, “The Cuban presence in Florida dates back to the 1830s when Cuban cigar manufacturers, trying to avoid high U.S. tariffs, relocated their operations in Key West.” 1 The wars of independence brought a substantial cohort of exiles. In the 1880s, the Cuban community of Key West would spawn a second Cuban immigrant community based on tobacco manufacture: Ybor City in Tampa, Florida. New York City, Philadelphia, and New Orleans also had significant Cuban emigré populations in the late nineteenth century.

Last July, Mexico underwent a medium-sized political earthquake—it elected Vicente Fox, candidate of an opposition alliance, to a six-year presidential term. In so doing, it ended seventy-one years of hegemonic rule by the Institutional Revolutionary Party (PRI) and unleashed a host of possibilities for the nation’s future. What are those possibilities, and what do they mean—for Mexico and the United States? The truth is that nobody—not even veteran Mexico-watchers—is quite sure. Fox himself is a man of paradox: His relationship with his own party is ambiguous, to say the least, and the platform on which he ran points both left and right, as do his cabinet appointments. Moreover, Mexico itself, long in the thrall of a kind of benevolent authoritarianism, is new to the art of divided government. While there may be some changes in the relationship with the United States, tensions and conflicts based on history, geography, and the vast asymmetries of wealth are bound to persist.

On May 14, Jackson Diehl, the deputy foreign editor of the Washington Post, raised an intriguing question in an op-ed for that newspaper: Is Latin America about to “drift back toward its one-time status as semi-hostile territory for the United States”? Some of the evidence he cited was certainly enough to give pause. In Nicaragua, Daniel Ortega, that country’s former Marxist president—voted out of office in 1990—seemed poised to finally regain power later this year. In Peru, Alan García, the leftist-populist windbag—the consummate Latin demagogue, almost a caricature of the type—who drove his country to the verge of collapse in the 1980s, has reemerged as a presidential possibility in a runoff scheduled for June 3. In Brazil, Luiz Inácio Lula da Silva, the perennial standard-bearer of the Left, is leading in the polls for next year’s presidential race. “Even in El Salvador,” Diehl writes, President Bush “may see the election of former FMLN guerrillas.” As to Venezuela, the machinations of its president, Hugo Chávez, hardly require comment; he makes no secret of the fact that his principal foreign policy objective is to forge a new, worldwide, anti-U.S. alliance.

After forty years of politics as usual, Venezuela has suddenly become an object of curiosity to the world’s press. The reason is President Hugo Chávez, a forty-six-year-old former lieutenant colonel who first came to the attention of Venezuelans in 1992 when he and a group of other junior officers attempted to overthrow the government of President Carlos Andrés Pérez. Amnestied by Pérez’s successor, Chávez began a political career of his own, and in 1998, running as the candidate of the so-called Fifth Republic Revolutionary Movement (MVR), he was elected by a decisive majority. Two and a half years later, he is still an enigma—to Venezuelans, to the United States, and to everyone else. Given the centrality of his country to the oil producers’ cartel and, even more, given the current dependence of the United States on Venezuelan oil, he merits a closer look.

Last November Peruvian politics were turned upside down by the revelation that the president’s security chief had been bribing members of congress, other prominent political personalities, and the media. The “smoking gun” was a series of filmed videos actually recording the shady transactions, involving millions of dollars in one of Latin America’s poorest nations. Popular indignation was so great that the president, Alberto Fujimori, diverted a flight to the Asia-Pacific conference in Brunei and went to Tokyo instead, where he precipitously claimed Japanese citizenship and asked for political asylum. At home, one of the strongest political machines in Latin America was dismantled almost overnight. Congress deposed the president, named an interim chief executive and prime minister, and called for new elections on April 8. Thus ends an era in Peruvian politics, one rich in paradox and moral ambiguity. What, one wonders, is next?

Though summer is still with us in the northern hemisphere, Latin America languishes deep in the winter of its discontent. Ten years after the international scene was transformed by the collapse of the Soviet Union and the end of the cold war, many Latin Americans have become disillusioned with their role in the new world order. The principal problem is that in spite of vigorous, in some cases drastic, market reforms, most of the region’s economies are in the doldrums. More to the point, in spite of a significant return of foreign investment to the area in the early 1990s, the number of Latin Americans living in poverty has increased. Public services have deteriorated or in some cases even disappeared. And crime is rampant everywhere, even in cities such as Buenos Aires, where until ten years ago inhabitants boasted-with reason-that their streets were safer at 3 a.m. than those of New York or Los Angeles in daytime.

In September 2000, Bolivia, South America's poorest country, was rocked by a series of civilian protests, including roadblocks throughout the country. Unionists, teachers, peasant coca farmers, and others have demanded that the Bolivian and U.S. governments stop trying to completely eradicate coca growing and cease construction of three new military bases in the Chapare region. Among the other demands, protesters also want the government to improve alternative development programs in the coca growing region. In mid-October, the two sides reached a 19-point “truce”, but protesters vowed to reinstate the roadblocks in 30 days if the government did not adhere to the the agreement.

Since taking office in 1990, President Fujimori has concentrated power in his own hands, greatly strengthened the role of the armed forces and SIN, and thwarted political opposition through bribery and intimidation. The recent Peruvian elections failed to meet even the most minimal international standards for a free and fair process, and Fujimori embarked upon an unconstitutional third term, which left the country deeply polarized. Fujimori's decision to call for new elections and dismantle SIN is an important step toward putting Peru back on the path to democratization; however, the situation remains very tense and the position of the military and intelligence services uncertain.

The Institute for the Study of Diplomacy hosted the spring session of the Schlesinger Working Group on the topic of strategic surprise in Colombia. After a presentation on four potential scenarios that may face Colombia (see next page), Schlesinger Working Group core members and Colombia specialists examined the key factors driving events in this conflict-scarred country, as well as possible outcomes for current political initiatives. Among other issues, the participants touched on the range and dynamics of the present conflict, its effects on Colombian institutions, the country's neighbors, as well as on the role of powerful outside players, primarily the United States. Upon defining these key factors, participants identified a broad outline for future policy towards Colombia, which would safeguard key U.S. interests, defined as an end to the conflict, political and economic stability in the region, and the suppression of the drug trade. The following report is based on the informal and general findings of the group and is therefore not a consensus document.

Well before the introduction of adjustment-related Social Funds (SFs), many developing countries had developed a variety of safety nets comprising food subsidies, nutrition interventions, employment-based schemes and targeted transfers. Middle-income and a few low-income countries had also achieved extensive coverage in the field of social insurance. In countries committed to fighting poverty, these programmes absorbed considerable resources (2-5 per cent of GDP, excluding social insurance) and had a large impact on job creation, income support and nutrition: for instance, in 1983, Chile's public works programme absorbed 13 per cent of the labour force. Their ability to expand quickly depended on a permanent structure of experienced staff, good portfolios of projects, clear management rules, adequate allocation of domestic resources, supply-driven execution and, with the exception of food subsidies, fairly good targeting.

The implications of the transfer of the Panama Canal go well beyond U.S. relations with Panama. This complex transition provides an important lesson for Latin America and the rest of the world on how countries of vastly different size and outlook can work together. The success of this 20 year process lies mainly in first identifying the primary common interest of the United States, Panama and the major canal users: access to an open, safe and efficient canal. Important but secondary concerns, including U.S. military access to facilities in Panama, were addressed during the process but never were allowed to displace the primary interest. By focusing on this clear, compelling key objective, both Panama and the United States were able to accommodate fundamental changes in the political, economic and security context, including several changes in administrations, tough negotiations and even a military confrontation.

More than a decade ago, the U.S. Congress established a procedure whereby each year the president must “certify” that a given country is cooperating with us in the eradication of drug production and trafficking. Governments that lag behind, show little enthusiasm for our crusade, or are found colluding with narco-lords are subject to sanctions. Those “decertified” are denied foreign assistance, as well as U.S. votes for loans at the international financial institutions. Abstract:
Is the United States on the verge of pushing the major Latin American countries into a new arms race? Time seems to think so, to judge by a long article in the April 14 issue. Subtitled “the inside story of how the Pentagon and big defense contractors got the President to open the way for weapons sales to Latin America,” Time claims to provide the background to the Clinton administration’s current review of arms transfer policy. In so doing, the article revives an old controversy, namely, what role the United States plays (or should play) in the acquisition (or denial) of expensive military hardware, particularly to countries that lie within its own sphere of influence and, in the opinion of arms control experts, humanitarians, and journalists, “don’t need weapons at all.”

99. Mexico’s Midterm Elections: A Major Turning Point?

Abstract:
On July 6, Mexicans will go to the polls to elect a new Chamber of Deputies, renew a quarter of the Senate, and choose governors and legislators in six states. They will also have the opportunity to elect–for the first time–the governor of Mexico City, a position that, until now, has been appointive rather than elected. These races amount to both a midterm referendum on the stewardship of President Ernesto Zedillo and a crucial test of his ruling Institutional Revolutionary Party (PRI).

100. Argentina: Another Round at the Polls

Abstract:
This month President Clinton visits Argentina, a major South American country that in recent years has become one of our most valued and trusted Latin allies. His presence there will underscore the special relationship that President Carlos Sal Menem has forged with the United States, a relationship that is a mirror image of Argentina’s historic antagonism toward Washington and all its works. Clinton’s presence will also highlight Argentina’s significant victories in the economic field–in the war against inflation, in the struggle to reestablish creditworthiness, and, above all, in its efforts to attract significant new foreign investment from Western Europe, Japan, and the United States. The visit precedes by about ten days an important midterm election, which in all probability will determine the political lineup for that country’s 1999 presidential election. In this regard, the most important development has been the creation of a multiparty coalition, the Alliance, which will be running joint lists against the candidates of Menem’s own Peronist Party. If the Peronists hold their own on October 26, Menem will be tempted to make a bid for an unprecedented third term. If they are soundly defeated, the struggle for succession within Peronism will begin the morning after. But a victory for the Alliance by no means clearly points the way for the opposition, which is beset by profound divisions of its own. This vagueness makes these elections a particularly interesting lens through which to view Argentina’s continuing evolution.
