Abstract:
This article presents a materialist ecofeminist critique of neoextractivism by highlighting its historical origins and elaborating its economic policy implications in Latin America. Three questions addressed are as follows: 1) How can materialist ecofeminism contribute to understanding the current dynamics of capitalist development in the Global South, 2) why (neo)extractivism hits women hardest, and 3) to what extent and how ecofeminist movements can shape a post-extractivist transition to a just and sustainable future. The article’s main argument is that exploitation and oppression in Latin America can be understood in terms of gender, race, and class and, therefore, require an intersectional analysis framework. Within this framework, post-extractivist alternatives in this region must incorporate an ecofeminist analysis to understand better how social expression systems (including sexism, white supremacy, and ecological crises) intersect and reinforce each other. In this framework, this study is intended to contribute to the growing literature and debate on the development and resistance dynamics of neoextractivism in Latin America, where long-standing racial and gender inequalities intersect with class inequalities.

Abstract:
Despite the divergent perspectives that address the presence of China in the Global South through the Belt and Road Initiative, scarce approaches identify how Latin America could face that challenge to reverse its historical dependency and promote economic development. We address this question by recovering and updating structuralist, dependentist, and autonomist contributions developed in Latin America combined with an arrighiean version of the world system. We compare the Latin American and Chinese trajectories regarding regional integration, productive and technological constitutions, spatial asymmetries, and state capacities. Finally, we propose how to forge a relationship with China that enhances Latin American autonomy.

4. Good Practices in the Provision of Global Public Goods: How multilateral development banks build on global public goods in their operations

In our flagship report, ‘Multilateral Development Banks for Global Public Goods’, commissioned by Deutsche Gesellschaft für Internationale Zusammenarbeit on behalf of the German Federal Ministry for Economic Cooperation and Development, Oxford Economics highlighted the positive role that the use of GPGs can play in preventing and addressing crises that cross national boundaries. As part of that work, we wanted to identify and share promising practices and good examples of how the provision of GPGs can be supported through international funding—and in particular through MDBs. We gathered a longlist of 99 examples of MDBs supporting GPG provision based on comprehensive desk research and interviews with over 30 key actors in the realm of project development. From this, we selected 20 case studies to carry out “deep dive” research to showcase good practices of provision of GPGs by MDBs based on whether the intervention: benefitted not only people inside the country of implementation but also beyond the country’s borders; supported the implementation of framework conditions that change the incentive structure for the provision of GPGs; could be replicated in other countries; and rated a good practice in reports or named a good practice by interview partners from MDBs. As a result, we gathered examples of GPG projects supported by MDBs and multilateral institutions at the country level that might not have been intended to only support GPG provision—such as those GPG projects mostly financed via Trust Funds and FIFs—but which also produced high GPG effects by maximising the synergies between national and global benefits. The case studies are designed to inform stakeholders from MDBs and receiving countries involved in the programming and project designing of development cooperation alike. The case studies showcase promising and highly replicable ways of supporting the provision of GPGs in the MDBs’ country engagement—considering both national and cross-country benefits of an intervention. Furthermore, valuable lessons can be learned on the institutional set-up, financing, quantification etc. concerning the support of GPGs by MDBs. They include examples of projects in sub-Saharan Africa, East Asia & Pacific, Latin America and the Caribbean, and South Asia, and which covered issues such as climate and the environment, global public health, peace and security, financial resilience, and a fair international trading system. In a synthesis report, we set out 12 recommendations to organisations implementing GPGs to ensure they maximise the benefits on the ground, based on our findings from the analysis of the case studies. These range from using cost-benefit analysis and focusing on projects with high cross-country benefits to helping coordination of in-country provision and encouraging regional learning.

5. The Last Hurdle? Unyielding Motherhood Effects in the Context of Declining Gender Inequality in Latin America

Abstract:
We assess whether motherhood could be the last hurdle to achieving gender equality in developing countries by exploring the link between motherhood and the overall gender gap in the labor market for 14 Latin American countries over the last two decades. Using pseudo- panels built from harmonized household surveys and an event study approach around the birth of the first child, we find that the arrival of the first child leads to a sharp and persistent 35% decline in mothers’ earnings. This result is explained by a reduction in employment and a prompting shift towards occupations that favor more flexible work arrangements, including part-time and informal jobs. These effects are pervasive across countries and population groups. Furthermore, using an extended version of the Oaxaca-Blinder decomposition, we identify motherhood as the primary source of income inequality between men and women. Motherhood explains 42% of the remaining gender gap and has progressively gained relative importance over the last two decades while other contributing factors, such as education and its associated returns, have shown a waning impact. Moreover, we find no clear cross- country association between the motherhood-related gap and per capita GDP or gender norms, while the contribution of other factors to the gender gap in earnings diminishes with higher per capita GDP and more gender-egalitarian social norms. This suggests that gender gaps stemming from the motherhood effect exhibit greater rigidity than other drivers of gender inequality.

Abstract:
This paper focuses on analysing how Chinese firms operate in Latin America, Asia and Africa in regard to ESG (environmental, social and governance) standards and sustainability issues. How do they respond to the increasing global value chain requirement to incorporate and maintain ESG standards? Is their space for an alignment between Western development cooperation ESG policies, frameworks, strategies and practices and Chinese political and economic stakeholders in the developing world? The paper uses a variety of case studies covering Chinese firms (disaggregated into SOEs (state-owned enterprises) and large, medium and small private sector firms) operating in various sectors in countries across the developing world. It uses a three dimensional framework to analyse different types of Chinese firms in terms of value chain operations covering many of the ESG standards they are required to meet: 1. Supply chain relations (i.e. approach to supporting upgrading of local suppliers); 2. Internal firm processes (i.e. approach to local labour, training and upskilling); 3. Social licence to operate (i.e. approach to meaningfully engaging with local communities taking account of their social and economic needs).

7. A Winding Path to Integration: Venezuelan Migrants’ Regularization and Labor Market Prospects

The movement of more than 6 million Venezuelans to other countries in Latin America and the Caribbean has challenged the region’s governments to rethink how they manage mobility across their borders and the integration of immigrants within them. Many have launched programs to regularize Venezuelan newcomers. However, the status offered by regularization measures has varied enormously, including in terms of duration and the rights granted. These differences have had implications for Venezuelans’ ability to find work, access services, and plan for the future. This report examines how regularization efforts have affected Venezuelans’ labor market integration. It looks closely at the case of Colombia, which has received the most displaced Venezuelans and operated the region’s largest regularization program, as well as at other countries that make up the Quito Process, which has made Venezuelans’ socioeconomic integration a top priority. Among other sources, the study draws on interviews and focus groups with policy and regional experts, migrants, integration-focused organizations, and private-sector stakeholders. Topics explored include the impacts of granting short- versus long-term regular status, varying rates of labor market informality and labor enforcement, and the significant human capital Venezuelans have brought to many countries. The report also offers recommendations for countries as they continue to refine their strategies for granting Venezuelans regular status and fostering their integration.

Over the past few decades, South-South cooperation has grown in terms of actors, volume, geographic reach, instruments, and modalities, but, statistics on this type of cooperation have been incomplete and fragmented. The technical, political, and institutional challenges in measuring South-South cooperation are emphasised by countries like Brazil and Mexico, chosen as cases to be analysed in the text. The article explores the experiences in measuring international cooperation provided by Brazil and Mexico, starting with the characterization of the two national trajectories in the quantification and the modalities that determine the process, and analyses the main similarities and differences presented between the cases. The analysis of the countries studied in this article evidence the different institutional designs of international cooperation and the establishment of measurement models elaborated by governments based on their own realities of international cooperation, indicating, therefore, that the process of measuring international cooperation is not only a statistical issue, but above all, a political one. Seen in these terms, South-South cooperation measurement exercises have provided more knowledge about how cooperation activities are organized and their relation to global development agendas, and have also consolidated the transparency of public expenditure.cooperation and development; South-South cooperation; public expenditure; Brazil; Mexico; measurement.

Adopted on October 31, 2000 by the United Nations Security Council (UNSC), Resolution 1325 has since then been one of the main references for the development, strengthening, and expansion of policies aimed at promoting gender equality, giving rise to the so-called Women Peace and Security (WPS) agenda. This Policy Brief aims to map and systematize the diffusion of the WPS agenda in Latin America. This analysis aims to reflect on the contours of the agenda in the region and deepen the understanding of how Latin American countries engage with this global normative framework. Based on an analysis of the National Action Plans (NAPs) adopted so far by countries in the region (Chile, Argentina, Paraguay, Brazil, El Salvador, Guatemala and Mexico), the work reveals how the agenda is being adopted in these different contexts, seeking to identify existing convergences and particularities. The mapping and analysis of the NAPs are organized around three main aspects: (i) their elaboration process and the actors involved; (ii) the content, objectives, and measures adopted; and (iii) implementation and monitoring strategies. The goal is to offer a general diagnosis of the national engagements with the agenda, summarizing the main advances, limitations, and recommendations to promote its implementation in the region.

10. Healthier Firms for a Stronger Recovery: Policies to Support Business and Jobs in Latin America and the Caribbean

This report—the product of a joint working group convened by the Center for Global Development and the Inter-American Development Bank—focuses on firms and labor markets in Latin America and the Caribbean during the COVID-19 crisis and the highly uncertain recovery phase now underway. The ongoing Russian war in Ukraine, volatility in international financial markets, and fears of global stagflation (low growth and high inflation) combine with the impacts of the pandemic to make the economic environment particularly challenging. Through a balance sheet analysis, the report describes how larger firms have navigated the crisis by cutting back on vari­able costs and investment. It also focuses on small and medi­um-size enterprises (SMEs), which appear to have suffered more in terms of closures and restrictions on credit access. The impacts on labor markets were unprecedented, with steep falls in employment and participation rates. A key question is whether the reallocation of resources, favor­ing firms in sectors that were hit less hard and able to take advantage of digital technologies, will persist. Key dangers are that informality is higher than ever, that productive resources remain trapped in small and less productive or ultimately unviable enterprises, and that firms are not rebuilding their capital stocks quickly. Drawing on an analysis of firms and labor markets, the report provides a set of recommendations for policymakers in the region and suggestions for international financial institutions to assist productive firms to invest, support the growth of new firms, and enhance labor market performance.

Finding common ground between theories that have never or seldom spoken is a necessary first step to bridge-building, particularly concerning their foundational bases. This article proposes to develop such a footing for a dialogue between the Marxist version of Latin American Dependency Theory (MDT) and Robert Cox’s neo-Gramscian Critical Theory (NCT). The onto-methodological debate around the agency-structure relation offers a possible starting point for a discussion of (in)compatibilities, in particular by deciphering how each understands the relation; but also by asking whether they bring particular social ontologies that need to be addressed.

Uno de los rasgos de la última década es el crecimiento de iniciativas impulsadas por organizaciones sociales, ONGs, medios de comunicación, movimientos sociales y ciudadanos orientadas a monitorear y evaluar planes, programas y políticas de desarrollo local en las grandes y medianas ciudades de América latina y a exigir rendición de cuentas por los resultados y los desempeños institucionales en la reducción de la pobreza y la generación de bienestar. Una expresión de estas iniciativas es la Red Latinoamericana por Ciudades Justas, Sustentables y Democráticas (RLCJS) que reúne más de 50 iniciativas ciudadanas que promueven el control social y la evaluación a planes de desarrollo y políticas públicas en sus ciudades. Las iniciativas que configuran la RLCJS se inscriben dentro de una tendencia más amplia de emergencia de iniciativas de participación ciudadana centrada en el control y la exigencia de rendición de cuentas en diversas áreas (derechos humanos, salud, educación, medio ambiente). 14. Toxic Conflict: Understanding Venezuela's Economic Collapse

Abstract:
This paper discusses the causes of Venezuela’s recent economic collapse, the largest in modern Latin American economic history and one of the largest in modern world history outside of wartime. I argue that Venezuela’s economic implosion is a combination of two crises. The first one reflects the standard unraveling of a populist macroeconomic cycle fed by overspending during a resource boom, while the second one reflects the severing of the country’s trade and financial links with the global economy. This severing is the consequence of the decision by political actors to adopt “scorched earth” strategies with large negative aggregate economic spillovers in their fight for power. I argue that the inability of Venezuela’s high-stakes, winner-take-all political system to deal with the large negative 2014–16 trade shock precipitated the change in political strategies and the descent into economically destructive political conflict.

Abstract:
We explore the role of social mobility as a driver of economic development by constructing a panel data set that includes measures of intergenerational mobility of education at the sub-national level in Latin America. First, we map the geography of educational mobility for 52 Latin American regions, as well as its evolution over time. Then, through a novel weighting procedure that considers the participation of cohorts to the economy in each year, we estimate the effect of changes in mobility on economic indicators, such as income per capita, poverty, child mortality, and luminosity. Hereby, we control for several covariates, including migration, educational expansions, initial conditions, and unobserved cross-regional heterogeneity. Our findings show that increasing social mobility had a significant and robust impact on the development of Latin American regions.

16. Europe’s last chance: How the EU can (and should) become the indispensable actor in Venezuela’s democratic restoration

The EU’s current policy approach toward Venezuela is insufficient to contribute meaningfully to a political transition in the country and protect human rights. Oftentimes, the EU’s policy has been at odds with the US, having permitted unrelated disagreements to cloud its recognition of its strategic interest in a free, prosperous, and democratic Venezuela. The Nicolas Maduro regime’s illicit investment schemes have found fertile ground in the EU at large, with a particular hotspot in Spain. A torrent of investments and acquisitions has allowed corrupt cronies in Maduro’s entourage to engage in unfathomable kleptocracy and stash their ill-gotten gains in the eurozone, vitiating the rule of law in the process. The EU consistently underappreciates the Maduro regime’s multi-faceted security threat, which intersects with and compounds many of the EU’s greatest geostrategic challenges in the post-COVID-19 landscape. China, Cuba, Iran, and Russia are all at once strategic rivals of the EU and enablers of the Maduro regime’s threat to its security. The Joe Biden administration’s commitment to multilateral engagement in Venezuela offers the EU a chance to reclaim transatlantic cooperation and present a common vision for political transition in the country. Beefing up sanctions and developing a coordination mechanism, as well as drumming up humanitarian aid, would constitute serious progress and potentially thrust the EU into the role of indispensable actor in Venezuela’s democratic restoration.

17. Quantifying Investment Facilitation at Country Level: Introducing a New Index

Abstract:
This article introduces a new and unique dataset for measuring the adoption of investment facilitation measures at country level. The Investment Facilitation Index (IFI) covers 117 individual investment facilitation measures, clustered in six policy areas, and maps their adoption for 86 countries. This article presents the conceptual and methodological background of the IFI and provides a first analysis of the level of adoption of investment facilitation measures across countries participating in the investment facilitation for development negotiations in the World Trade Organization (WTO). Our dataset reveals novel insights. Countries which have lower levels of adoption belong to the low-income and lower-middle-income country group and are often located in Africa, the Middle East and to some extent Latin America and the Caribbean. The strong correlation between FDI and the IFI score shows that countries with the lowest levels of FDI, and thus in need of policy tools to attract FDI, have the lowest levels of adoption when it comes to investment facilitation measures. Our dataset has direct relevance for current policy discussions on investment facilitation for development in the WTO but also for domestic-level policy-making. Furthermore, the IFI provides the basis for a future research agenda to assess the design and impact of a future WTO agreement.

19. Beyond a Single Model: Explaining Differences in Inequality within Latin America

Abstract:
This paper studies the determinants of income inequality in Latin America over the long run, comparing them with explanations of why the whole region is unequal. I first show how land inequality can account for differences between Latin America and other parts of the world but how it does not explain within-region differences. Using qualitative comparative analysis, I then consider how political institution and actors interact with the economic structure (i.e., type of export specialization) and with the ethnic composition of the population. The paper has several findings. A low indigenous/afrodescendant population is a necessary condition for relatively low inequality. I identify two sufficient-condition paths, both of which include the role of democracy, political equality, and a small indigenous and afrodescendant population. The first path also includes a favorable export specialization, while the second one includes the presence of leftist presidents instead. The paper calls for more explicit comparisons between our analytical models for the whole region and our explanations of between-country differences. En este documento se presenta una metodología de planeación que busca determinar ex-ante el impacto metropolitano que pueden tener diferentes proyectos territoriales y una herramienta a partir de la cual se puede realizar un ejercicio de priorización de dichos proyectos. La metodología mezcla métodos cualitativos y cuantitativos y se compone de dos fases: i) Identificación cualitativa de los Hechos Metropolitanos (entendidos como los principales fenómenos que afectan a dos o más municipios de una metrópoli); y ii) Priorización cuantitativa de proyectos de acuerdo con el impacto que estos causan en los hechos identificados. El texto está dividido en cuatro secciones. En la primera se presenta el origen histórico, conceptual y legal del concepto de Hecho Metropolitano así como la relación entre este concepto y diversas prácticas de gestión metropolitana. En la segunda parte se expone la metodología de determinación de impacto metropolitano y el instrumento para poder priorizar estos proyectos. En la tercera parte se presenta el caso del Área Metropolitana de Guadalajara como uno de los primeros ejemplos en los que se aplicó la metodología. El documento termina con una serie de reflexiones finales basadas en la metodología y en la experiencia de su implementación en Guadalajara. Esta metodología fue posible gracias a una cooperación entre el Centro Interdisciplinario de Estudios sobre Desarrollo (Cider) de la Universidad de los Andes de Colombia y el Instituto Metropolitano de Planeación y Gestión del Desarrollo de Guadalajara (IMEPLAN) de México llevada a cabo durante 2018. Se trata por tanto de una metodología basada en la construcción de conocimiento Sur-Sur y desde una perspectiva latinoamericana sobre la planificación metropolitana. Aunque esta metodología se construyó a partir de análisis conceptuales y ejercicios de planificación realizados a escala metropolitana (de aglomeración urbana), también se podría utilizar en escalas mayores de planificación (como subregional y regional).

The connections between climate change and security are complex. The interaction with other factors and the speed and type of social change vary across different contexts. Climate change rarely, if ever, causes insecurity directly; intervening variables – most of them related to governance, development and resource management – mediate this relationship. The articles in this volume explore how climate contributes to insecurity in the LAC region. They resulted from a partnership between the Igarapé Institute and the Instituto Clima e Sociedade (iCS), both in Rio de Janeiro, Brazil, with the support of the German Embassy in Brasília. This partnership yielded a workshop, held in July 2019, that brought together the twelve researchers and practitioners from across the region to discuss how climate and security are linked in LAC.

By analysing the incorporation of gender in the NDC Support Programme and its articulation in Colombia’s Low-Carbon Development Strategy, the study exposes the strategic, epistemological, and normative risks of advancing feminist ideas within mainstream institutional frameworks. Thus, this paper shows the opportunities and challenges of dislocating the political and epistemological boundaries of climate change policies by promoting feminist ideas.

In this paper we use a Multi-Cutoff Fuzzy Regression Discontinuity Design to evaluate spillover effects of students enrolled into Peruvian public magnet schools, Colegios de Alto Rendimiento (COAR), on educational outcomes of younger students in their schools of origin. Using administrative data from the Ministry of Education for 2016, we find that having at least one student admitted in a COAR school causes some negative spillover effects on math test scores of students from the following cohort. No evidence of statistically significant results is found for verbal and history test scores, nor for self-reported educational expectations. We discuss potential causes and reasons that may explain our results.

States face the challenge of developing institutions to govern the activities of social actors when an area under their control becomes the target of increased extractive activities. National and local public regulations safeguarding the environment, the assignment of extractive rights to individuals or companies, and handling of ensuing conflicts are developed in an institutional gray zone. This paper analyzes how informal institutions developed in early period become hybrid institutional entanglements that depend largely on configurations of power. It does so by looking at two cases in Peru: Water extraction in Ica, mostly by large companies and gold mining in Madre de Dios, mostly by small scale miners. Taken together, these cases show the institutions resulting from state governance of extractive activities depends heavily on the agency and political leverage of the state but also of other social actors.

Latin America is once again passing through a crisis. After initially showing promising results, the neodevelopmentalist strategy adopted in Brazil and Argentina has reached its limits. The attempt at 21st century socialism in Venezuela derailed, tearing the country apart. Finally, the neoliberal path dutifully followed by Mexico, Chile, Colombia and smaller countries perpetuated social inequalities, and is now menaced by President Trump's protectionist turn. The current Latin American crisis goes much beyond the reversion of the so-called "Pink Tide". It affects all ideological colours, raising again an old theoretical-political question that stood in the core of dependency theory: is development even possible in Latin America? The key to answer this question – a concept of development that captures non-converging transformation – was not available to Frank, Marini, Bambirra and Dos Santos, among other dependency theorists. Too easily conflating development with catching-up, they reached a dead end. Indeed, as they could see, Latin America was constantly changing, but not in the expected ways. In this paper, I suggest that the concept of uneven and combined development allows for a renewed engagement with dependency theory's core problem, by representing mixed forms of development as the norm, not the exception.

FDR’s policies, in particular the New Deal, became a sort of global brand, and created a transnational space of discussion. Many in the periphery, in particular in Latin America, appropriated the notion and labeled their own proposals as their own New Deals. These proposals produced an alternative international cooperative order, not necessarily the one wished by American elites. Latin America’s appropriation and reinterpretation of Franklin Delano Roosevelt’s message stirred controversies and disputes in the United States, within the liberal internationalist sectors, both in political positions and private actors. This article explores the reaction of certain U.S. liberal elites to the way Latin Americans appropriated and shaped international Rooseveltian ideas. It argues that some American internationalist elites feared that the way in which Latin Americans understood the New Deal and the Good Neighbor Policy might push development ideas abroad beyond the pale, as it might encourage the more radical stance of FDR administration at home, and it might jeopardize an American-led reorganization of the international order.

The concept of integral human development is central to the Catholic social tradition. Yet, it remains under-explored with regard to its integrating components and their implications. What does taking an integral human development perspective mean for social analysis and action? The paper seeks to answer this question on the basis of the four encyclicals in which the idea of integral human development is treated, and in combination with two other sources: 1) the literature on “human development” in the multidisciplinary social science field of international development studies and its conceptual foundations in Amartya Sen’s capability approach; and 2) the life of a faith community in a marginalized Latin American urban neighborhood. Based on a combination of these sources, the paper concludes by proposing an understanding of “integral human development” that it calls a spirituality-extended capability approach to the progress of peoples.

This study tests an unintended benefit of a conditional cash transfer program in Colombia: the ability to overcome coordination failures. Participants interact with fellow beneficiaries, which gives rise to a coordination device. Beneficiaries participate in a minimum effort coordination game. Those enrolled in the program for over a year are exerting the highest level of effort. The improvement in coordination is not due to potential confounds such as willingness to cooperate or connectivity. A structural choice model illustrates that when beliefs about other’s behavior are sufficiently high the Pareto- dominant equilibrium holds. The findings support nascent initiatives to influence beliefs through policy interventions.

Abstract:
Since the publication of the Brundtland Report in 1987, social inequality has been a topic of concern for the international development community. In the last decade, given the rise of global inequality the subject gained even more prominence as several international organizations (UNDP, World Bank, OECD) began emphasizing the negative impact of social inequality on human well-being. The Agenda 2030, the current development strategy adopted by the United Nations in 2015, elevated “reducing inequality” to one of the 17 Sustainable Development Goals (Goal No. 10). This paper connects with this growing concern over the impact of social inequalities on the opportunities for sustainable development. It proposes a research agenda for the social sciences to contribute to the debate by identifying the causal mechanisms that constitute the nexus between social inequalities and sustainable development. The focus on these intermediary steps is important in order to understand in more detail the barriers that social inequalities pose for more sustainable social, economic and ecological arrangements. This is especially necessary when it comes to designing or implementing strategies (political or technological) that aim to promote sustainable development, above all in highly unequal societies.

Abstract:
The 2030 Agenda for Sustainable Development is more than a set of goals and targets: it is a comprehensive “plan of action” that countries are translating into relevant policies. While this plan recognizes a need for different national paths towards the Sustainable Development Goals (SDGs), it also provides guidance for policymaking, establishing means of implementation and follow-up and review mechanisms that are indivisible from the SDGs. Moreover, analyzing the 2030 Agenda as a framework for policymaking reveals general principles that are both explicit and implicit in the UN’s Transforming Our World document. After examining previous relevant UN and OECD frameworks; official 2030 Agenda documents; current international literature on the SDGs, and consulting key 2030 Agenda stakeholders in Peru, this paper identifies eight general principles for sustainable development policymaking in 2030 Agenda implementation that are relevant to all SDGs and sectors, and suggests areas for further research.

34. The impact of intimate partner violence on child development in Peru

Abstract:
Resarchers used longitudinal data from a cohort of Peruvian children (n=1,720) tracked starting at the age of 1 year old to test the association between alcohol-induced physical IPV (intimate partner violence) against the mother during the child’s first two years of life, and the child’s cognitive, socio-emotional and schooling outcomes between the ages of 5 and 8. Multivariate regression techniques are used to estimate the relationship of interest, as they allow for controlling of child, household, and community characteristics. The authors find that early life exposure to IPV is negatively associated with cognitive outcomes (vocabulary and math test scores) for all children, and with self-efficacy for girls. We find no association with child’s self-esteem and age of school enrollment indicators. The effects are larger among children whose mothers are better educated and live in urban areas. Results remain robust across different specifications and after isolating changes in relevant variables over time.

The electoral results of July 1st 2018 bring an extraordinary opportunity to rethink Mexico’s foreign strategy in order to position the country in accordance with its domestic goals and its international reality, considering the means that the country has at its disposal to increase its appeal and competitiveness on the international stage. Mexico has several comparative advantages that can be leveraged—and, at the same time, reinforced—in the international arena. These include the country’s geographic position (bridging the Atlantic and the Pacific), demographics (with an average age of 28 years), language (Spanish is the second-most spoken language in the world), energy resources, 12 trade agreements with 46 countries, economic and political stability, and a denuclearized, interstate Zone of Peace free of religious conflict. The next Mexican administration will face an unusually complex international environment that will force it to give special priority to its foreign policy. Challenges that arise in the international arena could affect national stability, undermine Mexico’s room for maneuver, and impact its development goals. Therefore, having a clear, relevant, and viable strategy that addresses the fundamental interests of the Mexican people and that also has enough clout on the international stage, is crucial. / Ante los resultados electorales del pasado primero de julio, se abre una extraordinaria oportunidad para repensar la estrategia mexicana hacia el exterior que posicione a México en un espacio congruente con sus objetivos internos y su realidad internacional. Todo ello en el contexto de las herramientas que tiene a su disposición para aumentar su atractivo y competitividad en el escenario internacional. México posee diversas ventajas comparativas que pueden ser aprovechadas —y, al mismo tiempo, dinamizadas— en el entorno internacional. Por mencionar algunas: la localización geográfica, puente entre el Atlántico y el Pacífico; la demografía, con una edad de población promedio de 28 años; el idioma, el español es el segundo idioma más hablado en el mundo; los recursos energéticos; una red de 12 tratados comerciales con 46 países; estabilidad económica y política; y una zona de paz interestatal, desnuclearizada, y sin conflictos religiosos. Local content is a development strategy aimed at increasing the benefits from the oil and gas sector and translate them to other sectors of the economy. While this strategy has been widely adopted in Africa and Latin America there is little we know beyond specific country cases and the reasons why local content strategies have or have not been successful in these cases. Mapping these factors is challenging since every country exists under particular conditions and these factors might function differently depending on the context. In this paper we attempt to identify some common factors by comparing the experiences of countries that have achieved successful local content outcomes. To do so we looked at the experiences of 7 Latin American and 7 African countries in order to analyse the factors present across all these cases and that can help explaining the achievement of positive local content outcomes. We argue that using a comparative strategy makes it possible to identify conditions that are present across cases that are very different from one another in many important respects, but that have all managed to achieve success in the implementation of local content frameworks. Since these common factors exist in such different contexts and yet lead to similar outcomes, we have some confidence that we can make policy recommendations for other countries and regions based on the findings of our analysis.

This text forms part of a long-term project undertaken by Dejusticia as part of its international work. The project revolves around the Global Action-Research Workshop for Young Human Rights Advocates that Dejusticia organizes each year to foster connections among and train a new generation of action researchers. The workshop helps participants develop action-research tools, understood as the combination of rigorous research and practical experience in social justice causes. For ten days, Dejusticia brings approximately fifteen participants and ten expert instructors to Colombia for a series of practical and interactive sessions on research, narrative writing, multimedia communication, and strategic reflection on the future of human rights. The aim is to strengthen participants’ capacity to produce hybrid-style texts that are at once rigorous and appealing to wide audiences. Participants are selected on the basis of an article proposal, which is then discussed during the workshop and subsequently developed with the help of an expert mentor (one of the instructors) over ten months until a publishable version is achieved, such as the chapters that make up this volume.

The authors assess the effects of JUNTOS, a conditional cash transfer program targeted to poor rural households in Peru, on the utilization of prenatal health care by women exposed to the program during their most recent pregnancy. They implement a difference-in-differences estimation technique to uncover the effects of JUNTOS on the utilization of prenatal health care, the quality of prenatal health care, utilization of health care at birth, and obstetric complications at birth. Researchers use data from the publicly available Demographic and Health Surveys (DHS) from the period 2000-2014. Results suggest that the program has increased prenatal health care utilization. Even more salient, the results also suggest an improvement in the quality of health care received and a reduction of obstetric complications at birth.

39. The problem with ‘embedded liberalism’: the World Bank and the myth of Bretton Woods

The Bretton Woods conference is conventionally understood as a radical break between the laissez faire order and its ‘embedded liberal’ successor, in which finance was suppressed in the interest of trade and productive growth. The new institutions, particularly the IBRD are often considered emblematic of this. In response to this, the paper argues that the Bretton Woods order required the enlistment, not repression, of private American finance. Firstly, laissez-faire era proposals for international financial institutions provided important precedents for the Bretton Woods institutions. Second, these were predicated on the uniquely deep liquidity of American financial markets following upon Progressive-era reforms, in the legacy of which the Roosevelt administration sought to locate the New Deal. Thirdly, they found new relevance in the 1940s as the IBRD turned by necessity to American financial markets for operating capital. Negotiating the imperative of commercial creditworthiness had two important consequences. First, it entailed the structural and procedural transformation of the IBRD, and allowed management to carve out a proprietary terrain in which its agency was decisive. Second, this suggests that US agendas were mediated by the Bank’s institutional imperatives – and that finance was no more ‘embedded’ during the Bretton Woods era than its predecessor.

40. Does Counterinsurgent Success Match Social Support? Evidence from a Survey Experiment in Colombia

Abstract:
Dominant theories of counterinsurgency suggest that state forces must win over citizens to identify insurgents among them. Yet even where state forces are losing, polling shows consistently strong support for counterinsurgents. How can we explain this discrepancy? It could be that the dominant theory of counterinsurgency is incorrect, or, as we posit, it could be that individuals systematically falsify their preferences. This study builds on the intuition that individuals may feel pressure and potentially fear that encourages them to report consistently strong support for the military when asked directly—even, perhaps especially, when they rely on an illegal organization or an illicit economy for their livelihood. We argue that this pressure decreases when individuals are asked indirectly, in a way that allows them to conceal their response. We thus assess whether support for the military is lower when measured indirectly than directly and whether the difference is more pronounced in areas of insurgent control. We test this theory of preference falsification, as well as its novel implications about spatial variation, by randomizing direct and indirect survey questions (a list experiment) in a face-to-face survey conducted across conflict contexts in Colombia.

43. An Analysis of Firm Characteristics as Earnings Determinants: The Urban Bolivia Case

Abstract:
This article analyzes the importance of firm characteristics to explain earnings in urban Bolivia. Initially I propose a new simple theoretical model of segmented labor market where, in equilibrium, individual and firm variables jointly determine earnings at the worker level. The key for achieving this equilibrium is that workers have both specific preferences and heterogonous skills provided by years of schooling, which are in turn associated to certain firms. Given the household surveys information, I estimate two alternative earnings functions from this model, one for unsalaried workers, for which there is detailed firm data and one for salaried workers, in which sector, size and formality are used as firm proxies. I find not only that firm characteristics are fundamental determinants of earnings but that regressions that include only individual characteristics present highly overestimated coefficients.

44. Using the Internet to promote services exports by small- and medium-sized enterprises

Abstract:
SMEs are the main drivers of U.S. employment, and the majority of the employment is in SME services firms. Services are also a growing portion of U.S. exports. U.S. services exports are 34 percent of total exports. Including services used in the production of goods for export increases services exports to 50 percent of total U.S. exports. The U.S. runs a services trade surplus and has a competitive advantage in high-skill, high-paying services. The U.S. trade surplus in 2013 was $213 billion. Services exports supported 4.2 million jobs in the U.S. in 2013. Services SMEs are under-represented in U.S. exports. Only 5 percent of high-skilled services companies export, compared to 25 percent in the manufacturing sector. The global growth in Internet access is providing new opportunities for SMEs to export services to customers globally. The Internet also gives SMEs access to services as inputs, which increases the productivity of all SMEs and their ability to compete in overseas markets. Export Promotion Agencies (EPAs) assist SMEs to export. However, EPAs have not developed a comprehensive approach that takes full advantage of the opportunities the Internet provides for growing SME services exports. Some countries have developed new ways to use the Internet to assist SME exports. For example, in the U.S., businessusa.gov collects on a single website relevant trade data and provides information on the export assistance provided by various government agencies. In the U.K., opentoexport.com provides trade data, information on exporting and opportunities to blog and interact with experts. Matchsme.com in Denmark goes further and connects local businesses with local service suppliers. Connectamericas.com is also focused on Latin America and uses the Internet to match customers and suppliers. These different approaches and their successes provide insights into how to scale up an online program that could have a significant impact on SME services exports. The following are the main elements of such a program: Develop an Internet platform. Such a platform would connect services SMEs with overseas buyers and facilitate the transaction through to the export and payment. Build public-private partnerships. The Internet platform should involve the government and the private sector, drawing on their respective expertise. Develop trust in the Internet platform. This is needed if the platform is to succeed. There are various ways to build trust. This could include developing a rating system that is accepted across borders and incorporates into the platform existing trust-building mechanisms. Give services SMEs access to better information. The Internet platform should include all relevant information for services SMEs, including trade data, timely and relevant information on markets, barriers and regulations. Develop online networking opportunities. The Internet platform should allow services SMEs to meet customers and suppliers online. This would also increase the flow of timely information amongst participants on the platform. Such networks can also be used to vet potential business partners, thereby building trust in the Internet platform. Improve access to finance. A lack of finance is a barrier for services SMEs going global. An Internet platform should include information on financing opportunities and innovative financing approaches such as crowd funding. Create opportunities for soft landing in export markets. The ability for services SMEs to have face time with potential customers remains important for achieving export success. An Internet platform could build on the approach of CDMN in Canada and give SMEs opportunities to spend time overseas in start-up incubators or building contacts.

45. Democratization and Other Civil War Legacies in Central America

Abstract:
This paper analyzes the impact of civil war on regime change. It focuses on Central America, a region where several countries underwent transitions to democracy in the wake of civil war during the second half of the twentieth century. It argues that armed conflict, not increasing levels of economic development, led to political change. Violence liquidated stubbornly resilient autocracies in El Salvador and Nicaragua, catalyzed the democratization of Costa Rican politics, and was the backdrop to regime liberalization in Guatemala. Postwar negotiations, at a time when Cold War bipolarity was ending, led to the establishment of more open, civilian regimes on the isthmus. This paper also notes that the transition from autocracy was enormously costly in both lives and economic well-being, which helps to explain why political change has given birth to low-quality democracies or mixed regimes on the isthmus, ones that also have witnessed the explosion of criminal and drug-related violence.

46. Venezuela: Unnatural Disaster

The accelerating deterioration of Venezuela’s political crisis is cause for growing concern. The collapse in 2014 of an incipient dialogue between government and opposition ushered in growing political instability. With legislative elections due in December, there are fears of renewed violence. But there is a less widely appreciated side of the drama. A sharp fall in real incomes, major shortages of essential foods, medicines and other basic goods and breakdown of the health service are elements of a looming social crisis. If not tackled decisively and soon, it will become a humanitarian disaster with a seismic impact on domestic politics and society, and on Venezuela’s neighbours. This situation results from poor policy choices, incompetence and corruption; however, its gravest consequences can still be avoided. This will not happen unless the political deadlock is overcome and a fresh consensus forged, which in turn requires strong engagement of foreign governments and multilateral bodies.

The growth rates witnessed in markets across Latin America in the decade to 2010 pulled millions out of poverty, led to rapid growth of the middle class and helped to demonstrate the promise of emerging markets. Since then, however, growth has slowed dramatically across the region. 2015 will mark the fifth successive year of deceleration in Latin America, which has slowed more than any other emerging market region. With concerns over the ability of emerging markets to withstand a slowdown in China and monetary policy normalisation in the US growing, risks to the growth and financing outlook for Latin America persist. Public lending by the Brazilian Development Bank (BNDES) may have done more harm than good in Brazil, adversely affecting real interest rates and productivity growth. Specifically, BNDES's large amounts of subsidized lending are responsible for substantial credit market segmentation, choking off monetary policy transmission. As a result, to maintain price stability the Central Bank of Brazil is forced to raise interest rates more than it might do otherwise in the absence of BNDES lending. Restoring Brazil's capacity to grow in the medium term requires a thorough rethinking of the role of BNDES. In particular, the bank's lending rates should be aligned with market prices, term and risk premia, while taking into account that, with an adequate transparency framework, public development banks can increase private sector participation instead of crowding it out.

There are times where most organizations dedicated to advancing human rights and sustainable development must face the question: What does positive change look like? How does it happen? And, what do we need to understand in order to support these processes effectively? The case of the indigenous movements of the Andean region provides a compelling response to these questions. This book presents a retrospective overview of the social and political movements of indigenous peoples in Ecuador, Peru, and Bolivia between 1980 and 2010. It describes key developments that set the context for the strategies employed by indigenous organizations in the Andean highlands and the western Amazon in order to have a say in decisions that affect their lands and their lives. It also details the ways in which Oxfam America accompanied these movements in the struggle to claim their rights and identifies some key achievements and lessons learned in the course of their long partnership.
