- President Andrés Manuel López Obrador (AMLO) has challenged Mexico’s democratic institutions, including the electoral commission INE, and relies on the military to run sectors of the economy and to provide internal security. Recognizing the continuing strategic importance of its southern neighbor, the United States is attempting to “friend-shore” American industry to Mexico despite trade disputes. Mexico’s economic convergence with the US is giving way to ideological divergence. In the past year, Mexico has called NATO’s stance on Ukraine “immoral” and openly aligned with the leftist, anti-US dictators of Cuba, Nicaragua, and Venezuela. Mexico’s internal development and shifting external stance could spark a return to a United States focused on the protection of its 19th-century borders instead of its 20th-century global footprint. European attention to the future of Mexico can help diversify the country’s trade and other partnerships, as well as shine a light on its democratic decay.

Con la llegada al poder de la presidenta hondureña, Xiomara Castro, se advertía un cambio en relación a las políticas de seguridad que no se enfocaran exclusivamente en la mano dura, sino que abordara la reforma integral del Estado priorizando la lucha contra la corrupción y la impunidad, así como la mejora de la calidad de la democracia. Una ola de populismo punitivo recorre la región, pero la mejora en los niveles de inseguridad en Honduras no será sostenible mediante el uso exclusivo de la fuerza ni estados de excepción.

6. The Importance of Democracy Promotion to Great Power Competition in Latin America and the Caribbean

- There are many reasons to believe democracy and democracy promotion are imperative in the great power competition with China, which is occurring with ever-greater intensity in Latin America and the Caribbean (LAC). LAC has played host to great power competition in previous eras, but in grand strategic terms, competition with China in the twenty-first century is fundamentally different than the rivalry of the Cold War against Soviet Russia. Whereas during the Cold War the United States supported friendly, anti-communist military regimes in LAC, success against China in the twenty-first century will necessitate robust support for democracy, liberal institutions, and democracy promotion. The Kirkpatrick Doctrine—which advocated for supporting “friendly authoritarian” regimes that went along with Washington’s aims—applied so deliberately to LAC during the Cold War, is outmoded and likely to be highly counterproductive today. On the contrary, there are many reasons to believe that successfully countering China in great power competition will be intimately linked to the democratic health of LAC as a region. This is the democracy imperative. This paper begins with background on U.S. policy toward LAC during the Cold War. Then, it places the question of a Kirkpatrick Doctrine for the twenty-first century within the context of great power competition with China and Russia’s invasion of Ukraine, which has prompted the Biden administration to consider re-engaging pariah regimes such as the Maduro dictatorship in Venezuela. The paper will then adumbrate reasons why great power competition with China is fundamentally different than previous iterations of competition against Soviet Russia, which saw U.S. support for anti-communist military regimes.

7. Social Policy Expansion and Retrenchment After Latin America’s Commodity Boom

- The literature on social policy expansion and retrenchment in Latin America is vast, but scholars differ in how they explain the outcomes, arriving at different conclusions about the role of democracy, left parties, favorable economic conditions, and social movements in shaping reform. What can welfare state developments since the end of the commodity boom teach us about the theoretical power of these arguments? This paper engages this question, seeking to explain recent incidents of social policy reform in 10 presidential administrations in Argentina, Brazil, Chile, and Uruguay. Using a combination of crisp-set qualitative comparative analysis (csQCA) and case studies, we identify multiple paths toward social policy expansion and retrenchment that involve the absence and presence of electoral competition, economic resources, party ideology and linkage mechanism, social movement pressure, international pressure, and legacies. The results show that while both parties of the left and right expanded social programs, only the right engaged in retrenchment, yet partisanship alone is insufficient for explaining reform outcomes, as the variable must appear in combination with other factors depending on the party’s linkage mechanism. The results provide new insight into the politics of social policy reform in Latin America, showing the relevance of complex forms of causality.

- China’s and Russia’s growing presence in Latin America and the Caribbean undermines democracy and Western influence in the region, along with the international rules-based order. The EU is responding to this threat by attempting to strengthen its relationships with Latin American and Caribbean countries. The bloc is attempting to build on their affinity for European values and rights, as well their preference for sustainable and inclusive development. Cooperation on digital technologies should be a priority in the effort, given the region’s need for greater connectivity. The Spanish presidency of the EU should lead the formation of a Digital Alliance with Latin America and the Caribbean at a summit scheduled for 2023. The EU can make this alliance work by focusing on connectivity investments, cyber-security, and rights to support Latin American countries’ digital transitions. The alliance will also require a long-term vision within the EU, commitments from member states, leadership by several Latin American countries, and public-private investment partnerships.

- “Democracy,” a word seldom used in public debate at the start of the nineteenth century and negatively associated with tumult, disorder, and direct rule, in a few decades became linked to representative government and increasingly employed with positive connotations. This paper argues that these conceptual changes should be explored in their political and social contexts, since the term “democracy” was invoked to (de)legitimate certain political practices and social sectors. Therefore, in exploring this non-linear process in Spanish America, these pages focus on the interactions between the emerging language of democracy and its varied meanings and uses in urban politics. These interactions were part of the factional disputes on how to implement the principle of popular sovereignty. Starting with an overview of selected emerging political practices during the Independence period, the paper then focuses on Lima and Buenos Aires, two regions with contrasting colonial pasts, responses to Spanish crises, and post-independence paths, showing how the concept of democracy could be put to varied uses according to different contexts and political objectives.

12. Toxic Conflict: Understanding Venezuela's Economic Collapse

- This paper discusses the causes of Venezuela’s recent economic collapse, the largest in modern Latin American economic history and one of the largest in modern world history outside of wartime. I argue that Venezuela’s economic implosion is a combination of two crises. The first one reflects the standard unraveling of a populist macroeconomic cycle fed by overspending during a resource boom, while the second one reflects the severing of the country’s trade and financial links with the global economy. This severing is the consequence of the decision by political actors to adopt “scorched earth” strategies with large negative aggregate economic spillovers in their fight for power. I argue that the inability of Venezuela’s high-stakes, winner-take-all political system to deal with the large negative 2014–16 trade shock precipitated the change in political strategies and the descent into economically destructive political conflict.

- Why do new democracies comply with international human rights obligations? We analyze Paraguay’s compliance with all reparation measures requested by the Inter-American Human Rights System over the past two decades. In contrast to most studies, which focus on reparation measures ordered by a single organ in the system, our study covers all orders resulting from friendly settlements, reports published by the Inter-American Commission on Human Rights, and rulings by the Inter-American Court of Human Rights. We provide a novel classification of human rights cases, and evaluate three competing explanations for compliance: legal factors, international pressures, and domestic political will. Our analysis of 1,426 reparation-years underscores the importance of changes in political will over time.

- The civic space - the sphere between business, the State, and family where citizens organize, debate, and act to influence public policy and the general direction of the country — is under attack. Attacks against civic space constitute a threat to transparency, to the freedoms of expression, assembly, and protest, and to civil and political rights. They are in direct conflict with the rights and freedoms guaranteed in the Brazilian Constitution and in countless international conventions and treaties. And they are a grave threat to democracy itself. The closure of civic space is not exclusive to Brazil. However, deliberate attempts to diminish it are becoming increasingly common in the country. This is why the Igarapé Institute is launching the “the Civic Space GPS”, a quarterly analysis dedicated to monitor attacks, acts of resistance led by State institutions, as well as reactions from civil society. It considers the typology created by the Igarapé Institute to describe the different strategies and tactics used to close the civic space and described in the Strategic Paper 49: “The ‘Agora’ is Under Attack: assessing the closure of civic space in Brazil and Around the World”.

15. Violence in Post-Revolutionary Mexico

- Despite the formal end of civil war and armed conflict, Mexico continued to experience significant levels of violence during the 1930s and 1940s. This period has traditionally been associated with the process of pacification, institutionalization, and centralization of power that enabled the consolidation of rule in post-revolutionary Mexico; a process epitomized by the marked national decline in levels of homicide that began during the 1940s and continued throughout the second half of the twentieth-century. However, the dynamics of coercion and resistance that characterized state-society relations during this period, particularly at the regional and local levels, reveal that violence pervaded all aspects of society and that it was perpetrated by a multiplicity of actors, including vigilantes, pistoleros, private militias, lynch mobs, military, police, and others, including violent entrepreneurs. Violence was used both as a means to contest the legitimacy of the post-revolutionary state project and as an instrument of control and coercion on behalf of political elites and local power brokers. Conversely, violence superseded the realm of traditional politics and constituted a central force shaping Mexican society. Violence against women in both the public and private sphere, violence driven by economic interests, and violence incurred in citizens’ attempts to control crime and social transgressions, reveal that citizens—and not only state actors—contributed to the reproduction of violence. Although violence in post-revolutionary Mexico was neither centralized nor exercised in a top-down manner, impunity and collusion between criminal and political elements were central to the production and perpetuation of violence, both within the Mexican state and within civil society. When examined in light of these two decades of the post-revolutionary period, the character and levels of violence in contemporary Mexico appear less as an aberration and more as the latest expression of a longer historical trajectory, uneven and nonlinear, of decentralized, multifaceted, and multi-actor forms of violence.

- urbulent politics and a deep shakeup in Brasilia have many concerned for the stability of Jair Bolsonaro’s administration. The stampede of ministerial exits started early this week with the resignation of foreign minister Ernesto Araújo. The defense minister followed suit shortly thereafter. By day’s end, six ministers had either resigned or moved to new posts — about one-third of Bolsonaro’s cabinet. Perhaps more concerning than the political overhaul was what transpired one day after the ministerial shakeup: the leadership restructuring within Brazil’s armed forces — occurring, no less, one day before the 57th anniversary of the military coup. The heads of all three major branches — the army, the navy, and the air force — resigned en masse, purportedly over concerns for their independence, handing Bolsonaro the opportunity to handpick their successors. Brazil witnessed something analogous only once before — in 1977, under the turbulent rule of military dictator Ernesto Geisel. This has left some Brazil watchers fretting that an insecure Bolsonaro could be laying the foundations “for his own January 6.”

- The EU’s current policy approach toward Venezuela is insufficient to contribute meaningfully to a political transition in the country and protect human rights. Oftentimes, the EU’s policy has been at odds with the US, having permitted unrelated disagreements to cloud its recognition of its strategic interest in a free, prosperous, and democratic Venezuela. The Nicolas Maduro regime’s illicit investment schemes have found fertile ground in the EU at large, with a particular hotspot in Spain. A torrent of investments and acquisitions has allowed corrupt cronies in Maduro’s entourage to engage in unfathomable kleptocracy and stash their ill-gotten gains in the eurozone, vitiating the rule of law in the process. The EU consistently underappreciates the Maduro regime’s multi-faceted security threat, which intersects with and compounds many of the EU’s greatest geostrategic challenges in the post-COVID-19 landscape. China, Cuba, Iran, and Russia are all at once strategic rivals of the EU and enablers of the Maduro regime’s threat to its security. The Joe Biden administration’s commitment to multilateral engagement in Venezuela offers the EU a chance to reclaim transatlantic cooperation and present a common vision for political transition in the country. Beefing up sanctions and developing a coordination mechanism, as well as drumming up humanitarian aid, would constitute serious progress and potentially thrust the EU into the role of indispensable actor in Venezuela’s democratic restoration.

- Early studies on presidentialism associated the design with political instability and weak democratic credentials, with deeply divided societies being particularly advised not to craft presidential regimes. Practices of presidentialism around the world later reframed the debate, as the focus shifted to variants of presidentialism. Presidentialism, in all its shades and colors, negates a monolithic set of political outcomes as evidenced by the constant experimentation in Latin America. This study scrutinizes how some reforms in Latin America served to pluralize presidentialism whereas other steps reinforced the opposite results. Lessons can be drawn from the two steps forward and one step back advance of presidentialism in the region. While the changing role of vice presidency, the impact of electoral system reform, and allowing for presidential exit through the intervention of the electorate diffuse power, the growing legislative powers of presidents and flexibilization of term limits dent pluralization.

- Columbia University ILAS panel on Democratic presidential candidates and Latin America. Among leading Democratic candidates some basics are widely shared. They agree that military force should be a last resort and that long-term occupations are damaging. They promise to reinvest in diplomacy and rehabilitate the US image abroad, as well as trying to achieve US policy goals, by rebuilding alliances and recommitting to multilateralism on climate change, on nuclear arms control. They want to use foreign aid and international institutions to improve human security, address the root causes of migration, and seek diplomatic solutions to conflicts. There is a rough division between the mainstream, Obama-style approach represented by Joe Biden and the mayor from South Bend, Indiana, Pete Buttegieg, who both believe that US alliances and international institutions are force multipliers for the United States. Together, the so-called moderate candidates have about 40% of the Democratic voter support in surveys. The progressive wing is represented by Senators Bernie Sanders and Elizabeth Warren, who want to reduce US military activity abroad and also reform the global economic order in order to reduce inequality, conflict, and environmental damage. Together, Sanders and Warren have about 40% of the Democratic vote as well.

24. Beyond a Single Model: Explaining Differences in Inequality within Latin America

- This paper studies the determinants of income inequality in Latin America over the long run, comparing them with explanations of why the whole region is unequal. I first show how land inequality can account for differences between Latin America and other parts of the world but how it does not explain within-region differences. Using qualitative comparative analysis, I then consider how political institution and actors interact with the economic structure (i.e., type of export specialization) and with the ethnic composition of the population. The paper has several findings. A low indigenous/afrodescendant population is a necessary condition for relatively low inequality. I identify two sufficient-condition paths, both of which include the role of democracy, political equality, and a small indigenous and afrodescendant population. The first path also includes a favorable export specialization, while the second one includes the presence of leftist presidents instead. The paper calls for more explicit comparisons between our analytical models for the whole region and our explanations of between-country differences. Hopefully, the paper can also trigger more research on how the interactions between ethnicity, politics, and the export structure shape inequality in Latin America.

- The Bertelsmann Transformation Index (BTI) 2020 cautiously points to Vladimir Putin’s forging of an authoritarian-bureaucratic nomenklatura. Human Rights Watch and Amnesty International have denounced the deteriorating human rights situation in Russia, with freedom of speech and assembly systematically undermined and violated. The recent plebiscite to reform the constitution is the epitome of Mr Putin masquerading the authoritarian regime as a democracy.

- Compared with other reports on Cuba, the Bertelsmann Transformation Index (BTI) has several noticeable advantages. The first is that it is a comprehensive report, embedded in three pillars: economics, politics and governance. The second is that it captures trends, whereas more reports are static. The third is that it considers themes through indicators, which most reports ignore. And as it is issued every two years it makes it possible to know the consistency (or lack, thereof) of the transformation and its rhythm. The following up. Has Cuba been transformed in 14 years (2006-2020)? Reading the report, it can be concluded that it has, whilst a new concept is introduced: that of static transformation –a sample of changes that leave the structures of a society intact.

- Latin American regional organisations (ROs) have been active in the area of citizen se- curity for at least a twenty year-period. An important relationship between citizen security and the democratic consolidation of ROs’ official documents in the Latin American region has been unexplored. This leads us to the main question of this paper: ‘What has been the role of ROs with a formalized level of citizen security cooperation in the democratic consolidation?’ To answer this question, this research was based on two case studies: The Central American Integration System (SICA) and the Union of South American Nations (UNASUR) between 2008 and 2018, the period during which both organizations acted in the area of citizen security. The methodology used in this research was process tracing and comparative process tracing. Its results indicate that organisations developed a vision of how cooperative actions in citizen security can promote the consolidation of democracy by strengthening the rule of law. However, actors are sceptical of the ability of ROs to succeed, given the lack of political interest and the deficit of resources, that are major barriers for them to achieve great success in the citizen security field and, consequently, in the consolidation of democracy. The conclusion is that the analysed ROs produce a lot in terms of documents, but do little in achieving their ambitions, hence constituting, in and of themselves, a reflection of the flaws of the Latin American regionalism.

29. The Emergence of Democracy in Colombia

- Although Colombia had many important democratic achievements in the 19th century, this paper argues that democracy first took root there at the outset of the 20th century. Several key developments enabled democratic practices and institutions to take hold. First, the savage Thousand Days War (1899–1902) and the ensuing professionalization of the Colombian military helped bring an end to the cycle of rebellion in Colombia. In their wake, the opposition abandoned the armed struggle and began to focus on the electoral path to power, thereby reducing the government’s inclination to engage in repression. Second, the rise of strong parties also contributed to the emergence of democracy in Colombia. Two powerful parties, the Liberal Party and the Conservative Party, arose in Colombia during the 19th century. From 1886 until 1930, the Liberal Party was in the opposition, and Liberals pushed for reforms to guarantee minority representation and reduce electoral fraud and intimidation. Third and finally, a split within the ruling Conservative Party made the enactment of these reforms feasible. The Liberals did not have sufficient strength or influence to pass the key democratic reforms, but in the early 1900s, some Conservative dissidents broke with their party and allied with Liberals to form the Republican Union party. The Republican Union pushed through the key constitutional reforms in 1910, and it, along with the Liberal Party, helped ensure their implementation in the years that followed.

- We show that proximity to military bases during the Pinochet dictatorship in Chile (1973-1990) exposed civilians to more state repression and led to (i) stronger electoral opposition to Pinochet and (ii) a long-lasting strengthening of democratic values. Our empirical strategy exploits the location of military bases during the many decades of democratic rule before the military coup, which we show is unrelated to pre-coup electoral outcomes. We find that residents of counties housing these bases both registered and voted “No” to Pinochet’s continuation in power at higher rates in the crucial 1988 plebiscite that bolstered the democratic transition. These counties also experienced more civilian deaths and forced disappearances during the dictatorship, indicating that increased exposure to repression affected voters’ behavior. After democratization, residents of these counties who were exposed to the military coup report greater support for democracy in surveys, but there are no persistent effects on electoral outcomes.

- Do voters use a candidate’s class as an electoral heuristic? And if so, how? Drawing on observational and experimental evidence from Brazil’s local elections (2004–2016), I provide evidence that voters use shared class to draw inferences about a candidate’s type: candidates from different classes receive similar overall levels of support, but receive disproportionate support from voters who share their class. The mechanisms driving this finding vary by a voter’s relative class position: upper-class voters use shared class to draw inferences about a candidate’s quality, trustworthiness, and distributive commitments, but lower-class voters only use shared class to draw inferences about a candidate’s trustworthiness and distributive commitments.

- With the longstanding dominance of center-left and center-right parties ebbing across Europe and Latin America, there is a growing danger that substantial segments of the right will be captured by tendencies indifferent or even hostile to liberal democracy. The 2019 elections to the European Parliament will provide a key test. Hungary’s Prime Minister Viktor Orbán has transformed the debate by openly promoting the concept of “illiberal democracy.” Orbán seeks to equate liberal democracy as such with a set of policy positions supported by forces on the left, thereby prying conservatives away from their fundamental commitment to liberal democracy. This rising challenge has manifested itself in a struggle for control of the European Union’s center-right bloc, the European People’s Party, as well as in the recent writings of several political theorists identified with the conservative side of the political spectrum.

- In a multipolar world, jockeying for a geopolitical edge is not uncommon nor necessarily a threat. However, in the case of Latin America, none of the primary competitors with the United States share any of its fundamental values of fostering democracy and rule of law, nor strategic objectives such as drug interdiction, halting migrant flows, or building a mutually beneficial regional security structure. In fact, China, Russia, and Iran see the United States as an enemy and views diminishing U.S. influence and weakening its standing as strategic imperatives.The current trajectory in the Hemisphere cannot be altered solely with displays of military power or occasional threats and sanctions against bad actors. A genuine-whole-of-government strategic approach, including diplomatic, economic, intelligence, and military components, is the only option to shrink the operational space of adversaries intent on diminishing the influence and effectiveness of the United States in Latin America
