Abstract:
This paper explores the shifting paradigm of security in the era of globalization, emphasizing the limitations of traditional state-centric models in addressing the needs of marginalized diaspora communities. Focusing on Korean Third Culture Kids (TCKs), particularly the Koryosaram in post-Soviet regions, it examines how double marginalization, unstable cultural identity, and a lack of institutional support shape their human, cultural, and community security experiences. By analyzing existing studies and policy frameworks, the study highlights the insufficient recognition and protection of these groups within Korea’s diaspora policy. The paper argues for an expanded understanding of security that encompasses identity, cultural cohesion, and community belonging for diaspora youth, presenting recommendations for more inclusive policy measures to strengthen the security and integration of TCKs as vital contributors to Korea’s global network.

Abstract:
Despite decades of summits, declarations, and symbolic gestures, the Korean Peninsula remains ideologically divided and militarized. Traditional diplomacy has struggled under cycles of hope and disappointment, constrained by entrenched geopolitical realities and threat-based discourse. This paper argues that youth participation, cultural exchange, and soft power represent an emerging form of “new diplomacy,” a concept advanced in the field of peace and conflict resolution. This approach emphasizes positive and sustained forms of both direct and indirect contact, through cultural media, inter-Korean exchanges, and youth-driven initiatives, that reshape perceptions and identities beyond formal negotiations. Incheon, with its global networks and institutions, is highlighted as a strategic cultural gateway for fostering such exchanges. By analyzing cultural diplomacy, defector narratives, and peace education initiatives, the paper suggests that meaningful progress toward peace may be less about treaties and more about cultivating shared emotions, narratives, and imagination across borders.

Abstract:
This paper examines the prospects for cybersecurity cooperation in Northeast Asia, where intensifying cyber dependencies intersect with great power rivalry. While claims of a “new era of warfare” are often overstated, cybercrime targeting private sectors has become increasingly widespread, and sophisticated attacks on critical infrastructure remain a pressing concern. Despite skepticism toward global “tech alliances,” minilateral cooperation offers a more pragmatic path for trust-building and information sharing. This study addresses two central questions: Can Northeast Asian middle powers foster meaningful cybersecurity cooperation despite great power tensions? And how can Korea, through Songdo, Incheon, leverage its technological capacity and middle-power identity to establish a regional cybersecurity hub? By exploring these questions, the paper highlights the potential of Songdo as a platform for shaping norms and advancing security governance in the cyber domain.

Abstract:
Military conflict in the Indo-Pacific would demand overwhelming U.S. naval power. Yet the shipbuilding sector faces capacity shortages, industrial base constraints, cost overruns, and delayed delivery, suggesting that Washington should explore alternative pathways for delivering naval capability. One approach is to enhance cooperation with close allies such as Japan and South Korea. Options for cooperation include allied participation in maintenance, repair, and overhaul (MRO); allied purchase and revitalization of U.S. shipyards; various methods of coproduction, including modular construction; and U.S. purchase of allied-built ships. Novel strategies that leverage the United States’ strong and unique network of allies and partners will require thoughtful implementation of industrial cooperation policy, which has historically been challenging. For the United States to strike the right balance between leaning on its allies and partners to alleviate its shipbuilding problems and investing in its own capabilities at home—for these approaches are not mutually exclusive—it should understand the implications of its various cooperative options with its allies.

5. Ascension of North Korea as a Nuclear State: A Consequence of Childhood Neglect?

Abstract:
North Korea recently announced the rejection of reunification with South Korea, discarding over 70 years of stability in Northeast Asia. Kim Jongun's new approach to the North–South conflict caught many by surprise, including South Korea. Initial reactions were nearly unanimous: North Korea’s decision injects significant uncertainty and risk into an already unstable region, increases instability, and renews fears of a North Koreainitiated war. However, what if North Korea’s decision injected stability and consistency into Northeast Asian geopolitics instead? Using an analytic framework grounded in political psychology, this article explains North Korea’s ascension to nuclear state status as a direct result of chronic neglect by the international community. The authors adapted the concept of Reactive Attachment Disorder (RAD) to diagnose North Korean decision-making and introduce a new concept—Strategic-Reactive Attachment Disorder (S-RAD)—based on the DSM-5-TR diagnostic criteria for RAD. The article argues that a new approach, formally recognizing North Korea as an independent nuclear state, would deescalate the likelihood of war and ensure regional peace and stability in Northeast Asia. The authors also identify policy and strategic actions, aligned with treatment criteria for RAD, which can be taken by the international community to treat the underlying S-RAD attachment ruptures.

6. “Unitary Social Democracy” and Lyuh Woon-hyung’s Relationship with the American Military Government in Korea, 1945-1947

Abstract:
This article will argue that “Unitary Social Democracy” had its roots in egalitarianism as emphasized by Tonghak and Christian Humanism and aimed to promote social democracy through a mixture of democratic electoral politics and a Socialistic welfare system; it was due to such a radical amalgamation of Left-wing and Right-wing ideas which earned Lyuh the American military government’s ire and led Lyuh to an ultimate failure in finding a satisfactory agreement with American officials who refused and could not understand Lyuh’s objectives. However, despite American reluctance to understand his philosophy, Lyuh never gave up on his quest to realize an equitable system of land and property distribution guided by democracy and socialism, and he never relinquished his firm belief that the only solution to eradicating the Manicheanism of the Cold War was through seeking the American military government’s cooperation. This article will also argue that Lyuh showed a highly consistent and dedicated commitment to realizing his ideals such that he never changed or forfeited his philosophy even after north Korea was established in September 1945, keeping his creed intact until his announcement of the Seven Principles for Left-Right Unification in October 1946 and untimely assassination in July 1947.

7. Requirements for nuclear deterrence and arms control in a two-nuclear-peer environment

Abstract:
After decades of seeking to reduce the role of nuclear weapons in international relations, the United States is now grappling with a global landscape marked by intense strategic competition and the growing salience of nuclear weapons—problems that will likely persist for years to come. Over the past year, Russia compounded its aggression in Ukraine with nuclear saber-rattling, modernizing and expanding its nuclear forces over the past decade. Furthermore, Russia’s possession of a substantial inventory of theater nuclear weapons continues to threaten regional deterrence. Meanwhile, in Asia, Beijing is pursuing an unprecedented surge in its nuclear capabilities. If current trends persist, China is projected to possess about 1,500 nuclear warheads by 2035.1 While China was once viewed as a secondary nuclear power, its substantial investment in its nuclear arsenal—including the launch of a third ballistic missile early-warning satellite in 2022 and advancements in land-based ballistic missiles, aircraft, submarines, and hypersonic missiles—positions China to become a near-equal nuclear power in the coming decade. These trends mark a historic shift. For the first time in its history, the United States must face two near-peer nuclear competitors simultaneously. At the same time, Russia’s suspension of its compliance with the New START agreement in 2023 has significantly weakened the last strategic arms control framework established in the Cold War and post-Cold War eras. This move leaves scant provisions governing the future of nuclear capabilities among the United States and its adversaries. For over half a century, Washington and Moscow negotiated to establish treaties that imposed limits on their nuclear arsenals, aiming to manage their nuclear rivalry and mitigate the risk of nuclear conflict. This process served the national security interests of both sides by curbing weapons and activities that could jeopardize deterrence, safeguarding strategic stability, offering insights into nuclear capacities, and potentially steering military competition toward less perilous avenues. However, shifts in the global security landscape have altered this calculus. The Russian Federation, much like the Soviet Union before it, has insisted that future agreements factor in the nuclear capabilities of Britain and France. On the other hand, the United States now confronts a security environment featuring two nuclear-armed adversaries—Russia and China—whose forces will potentially pose significant threats to the United States and its allies. This evolving security landscape may prompt the United States to reevaluate its assessments of its deterrence and arms control requirements. But how should the United States approach this problem?

These four historic vignettes provide context and lessons learned for the US Army as it returns to peer conflict. Although history does not account for the cyber and space domains, the leaders involved in the highlighted conflicts dealt with the reintroduction of maneuver warfare tied to modern fires from land, sea, and air. Peer-level conflict also compelled governments to work intensely in the information space to steel their societies and to influence allies, partners, and adversaries. Using historical reference material and insights from historians and other experts, this essay will help the US Army and the wider community of interest relearn peer rival conflict to support deterrence and prepare for the next large-scale war.

Christine Ahn is the Founder and Executive Director of Women Cross DMZ, the International Coordinator of the Korea Peace Now! campaign, and co-founder of the Feminist Peace Initiative.She is the recipient of the 2022 Social Activist Award from the Nobel Peace Laureates, the 2020 Rotary International Peace Award, and the 2020 US Peace Prize from the US Peace Memorial Foundation for her bold activism to end the Korean War, heal the wounds from the war, and women’s leadership in peacebuilding. Dr. Marie Berry is the Director of the Sié Chéou-Kang Center for International Security and Di- plomacy and an Associate Professor at the Josef Korbel School at the University of Denver. She is also the co-founder and convener of the Inclusive Global Leadership Initiative (IGLI), an effort to elevate and amplify the work that women activists are doing at the grassroots to advance peace, justice, and human rights across the world.
