- The paper deals with the processes of overcoming Russian 'colonial' impediments to the creation of symbolic spaces for the emergence of a new national self - consciousness in Kazakhstan. The paper highlights the importance of Nazarbaev's decision to transfer to and construct a new capital Astana in fostering the ideas of national identity and ethnic belonging. Therefore, an attempt has been made to observe the phenomena of urbanization and reformulation of state symbols in explaining both ethnic and civic mec hanisms of influences on people's consciousness. Additionally, the works of various Kazakh intellectuals and cultural figures have been taken into consideration to examine the notion of Kazakhness and its' contribution to the development of the Kazakh nati onal identity. Content analysis of architectural design of Astana and state symbols is essential to understand the vision of Kazakhstan's imagined future.

- Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

- In the last two decades, Kyrgyzstan has searched for stability while swinging on a pendulum between democratic reforms and suppression of democracy. Political changes in Kyrgyzstan started with the liberal democratic promises of President Akayev in 1990 and President Bakiyev in 2005, but they both ended with disillusionment. The state's capacity had to be reestablished in the post-Soviet period, which was sought to be institutionalized by authoritarian measures. The failure of the authoritarian path proves that the people of Kyrgyzstan are more open to a parliamentary democracy, where the multiplicity of interests in society can be represented. Stability, however, does not only rest upon the representation of different groups' interests but also on increasing economic resources to redistribute wealth across society.

- This paper looks at the trade policy landscape of the EU and the wider Europe, with a focus on issues arising from the signature on 27 June 2014 of Deep and Comprehensive Free Trade Agreements (DCFTAs) between the EU and three East European countries (Georgia, Moldova and Ukraine), and actual or prospective issues relating to the customs union of Belarus, Russia and Kazakhstan (BRK), and the Eurasian Economic Union whose founding treaty was signed on 29 May 2014.The huge expansion of intercontinental free trade area negotiations currently underway, in which the EU is an active participant alongside much of the Americas and Asia, stands in contrast with Russia's choice to restrict itself to the Eurasian Economic Union, which is only a marginal extension of its own economy. Alone among the major economies in the world, Russia does not seek to integrate economically with any major economic bloc, which should be a matter of serious concern for Moscow. Within the wider Europe, the EU's DCFTAs with Ukraine, Moldova and Georgia are a major new development, but Russia now threatens trade sanctions against Ukraine in particular, the economic case for which seems unfounded and whose unilateral application would also impair the customs union.The Belarus-Russia-Kazakhstan customs union itself poses several issues of compatibility with the rules of the WTO, which in turn are viewed by the EU as an impediment to discussing possible free trade scenarios with the customs union, although currently there are far more fundamental political impediments to any consideration of such ideas. Nonetheless, this paper looks at various long-term scenarios, if only as a reminder that there could be much better alternatives to the present context of conflict around Ukraine.

- Kazakhstan needs the short transit route leading to open waters to supply its demands and export oil and gas to international markets. Iran's territorial status in the heart of Eurasia, has offered new capabilities for commerce, industry, and development to this country. But some factors such as the geopolitics of the region, having the second largest resources of energy in the world, and willingness to allow the presence of trans-regional powers with the aim to reduce dependence on Russia and attract foreign investment, has resulted in the presence of these powers in this country and has created serious obstacles for Iran's more effective participation. The main question of this paper is how has Iran benefited from the opportunity to develop relations with Kazakhstan? The authors analyze the most important factors regarding Iran's geopolitical position and status with regards to the development of its relations with Kazakhstan.

- Over the past two decades of independent history, the Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) have developed pragmatic and largely nonideological national security strategies rooted in their perceptions and prioritization of the complex regional realities. The states’ attempts to match their military and security services capabilities to handle a variety of external and internal security challenges highlights the fact that the Central Asian states regard these capabilities as critical elements of hard power. At the same time, while often utilized to help quell various sources of domestic instability, all Central Asian militaries have lacked up-to-date operational experience. A review of their tactical proficiency in dealing with internal conflicts shows that although Kazakhstan and Uzbekistan have contained sociopolitical unrest better than Kyrgyzstan and Tajikistan, all the states struggled to reform and adapt their armed forces to successfully deliver on their doctrinal obligations. This is because they have remained largely outside of contemporary international military interventions such as Operation Iraqi Freedom, the International Security Assistance Force or Kosovo Forces.

- Some national oil companies (NOCs) have contributed heavily to successful efforts to harness benefits from the oil sector and drive broader national development. In other cases, however, NOCs have become inefficient managers of national resources, obstacles to private investment, drains on public coffers, or sources of patronage and corruption. As such, NOC reform—incremental in some cases, fundamental in others—lies at or near the top of the policy agendas of many oil-rich countries. Building on existing literature, we surveyed 12 NOCs from diverse geographical and operational contexts to distill practical steps that policy-makers can take to make their countries' NOCs more effective and more accountable—to governments and to citizens. Our recommendations can be seen in both the executive summary and the full report.

- Dans le Tableau de bord d’Europe centrale et orientale et d’Eurasie de 2009, nous écrivions que les pays de l’Europe centrale et orientale étaient « touchés mais pas coulés » par la crise mondiale. Quatre ans après, ce diagnostic est toujours valable. Si l’Union européenne reste pour eux un idéal et si l’adhésion à cette union demeure un projet clairement balisé pour les Etats qui n’en sont pas encore membres, celle-ci, engluée dans ses contradictions, paraît trop souvent absente, silencieuse. Aux populations qui lui demandent un meilleur niveau de vie et plus de justice sociale, elle répond par des exigences de réformes et d’austérité et alimente ainsi dangereusement leurs désenchantements. Savoir leur répondre, c’est le défi majeur de l’Union européenne aujourd’hui. Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. Cet espace est donc actuellement dans une recomposition qui conditionne les possibilités de son développement.

- Kazakhstan has long been viewed from the outside as the most prosperous and stable country in a region widely regarded as fragile and dysfunctional. The appearance of wealth, based largely on the conspicuous consumption of Almaty and Astana, its main cities, and multi-billion-dollar energy contracts – increasingly with China – hides, however, a multitude of challenges. An ageing authoritarian leader with no designated successor, labour unrest, growing Islamism, corruption, and a state apparatus that, when confronted even with limited security challenges, seems hard-pressed to respond, all indicate that the Kazakh state is not as robust as it first appears. Without a significant effort to push forward with repeatedly promised political, social and economic reforms, Kazakhstan risks becoming just another Central Asian authoritarian regime that squandered the advantages bestowed on it by abundant natural resources.

- The SCO grew out of a Chinese initiative (hence its name) from the late 1990s that brought together all the states that had emerged from the Soviet Union in 1991 and signed bilateral border-delimiting treaties with China: Russia, Kazakhstan, Kyrgyzstan, and Tajikistan. In 2001, these states and Uzbekistan formally created the SCO. Since then it has added observer states—Mongolia, Afghanistan, India, Iran, and Pakistan—and dialogue partners—Turkey, Belarus, and Sri Lanka. The SCO's original mandate seemingly formulated it as a collective security organization pledged to the defense of any member threatened by secession, terrorism, or extremism—for example, from Islamic militancy. This pre-9/11 threat listing reflected the fact that each member confronted restive Muslim minorities within its own borders. That threat may indeed be what brought them together since China's concern for its territorial integrity in Xinjiang drives its overall Central Asian policy. Thus, the SCO's original charter and mandate formally debarred Central Asian states from helping Uyghur Muslim citizens fight the repression of their Uyghur kinsmen in China. Likewise, the charter formally precludes Russian or Chinese assistance to disaffected minorities in one or more Central Asian states should they launch an insurgency. In practice the SCO has refrained from defense activities and followed an idiosyncratic, even elusive, path; it is an organization that is supposed to be promoting its members' security, yet it is difficult to see what, if anything, it actually does. Officially published accounts are of little help in assessing the SCO since they confine themselves to high-flown, vague language and are short on specifics. We see from members' actual behavior that they primarily rely on bilateral ties with Washington, Beijing, or Moscow, or on other multilateral formations like the Russian-organized Collective Security Treaty Organization (CSTO), itself an organization of questionable effectiveness. Therefore, this essay argues that the SCO is not primarily a security organization. Rather, it provides a platform and regulatory framework for Central Asian nations to engage and cope with China's rise and with Sino-Russian efforts to dominate the area. As such, it is attractive to small nations and neighboring powers but problematic for Russia and the United States. Analyzing the SCO's lack of genuine security provision, its membership expansion considerations, and Russia's decline in power will help clarify the organization's current and future roles.

- In Great Game, Local Rules the New Great Power Contest in Central Asia, Alexander Cooley develops an excellent analytical framework for looking at the activities of China, Russia and the United States in Central Asia. Cooley offers three broad arguments. First, he observes that the three big powers have pursued different goals in Central Asia, which has meant that their interests do not necessarily conflict. China's main objective has been to stabilize Xinjiang by ensuring cooperative relationships on Xinjiang's border. This prompted beijing to resolve border disputes with kyrgyzstan, Tajikistan and kazakhstan on favorable terms for its Central Asian neighbors. The U.S. has sought to stabilize Afghanistan by establishing supply and base arrangements in Central Asia. Despite the ups and downs with Tashkent which led to the closing of the U.S. base at karshi khanabad in 2005, washington has largely achieved its objectives in the region. Russia has sought to remain the major power or hegemon in the region. Despite this ambitious goal, Moscow has been willing to accept efforts by the U.S. to establish bases in Central Asia because it also is interested in containing, if not defeating the Taliban in Afghanistan.

198. Accession to the Customs Union: Shaping the strategy for Azerbaijan

- This paper analyses the implications of the potential accession of the Republic of Azerbaijan to the Customs Union of Belarus, Kazakhstan, and Russia, combining qualitative and quantitative approaches. The qualitative approach employs stakeholder and sectorial analysis, while quantitative methodologies include Hedonic Estimation and Linear Regression Models. The stakeholder analysis discusses the implications of accession for different interested parties, namely businesses, citizens and international partners of Azerbaijan. The sectorial analysis assesses the varied probable impact of accession on different economic sectors. The quantitative methods are designed to answer the question following question: How much would the Azerbaijani economy benefit if it had joined the Customs Union when it was established in 2010? Although CESD finds a number of quantitative benefits to accession (for example, an additional two to five percent growth in GDP), qualitative analysis reveals disadvantages that were not captured by quantitative methodologies and helps provide a more comprehensive picture that disfavors accession, namely the long-term disadvantage of ceding independence vis-à-vis Azerbaijan’s energy policy. Accordingly, the Center for Economic and Social Development strongly recommends against accession. However, considering economic, social and political pressures, Azerbaijan may be persuaded to accede. In this scenario, CESD would recommend learning from the experience of the UK while acceding to the European Union and attaining several key exemptions from the rules and regulations of the Customs Union.

- Abstract:
- During the years of independence the Republic of Kazakhstan had evolved sufficiently developed and systemic legislation, which regulates social relations in the field of environmental protection and rational use of natural resources. On the basis of the international environmental conventions ratified by the Parliament, the country adopted the fundamental regulations that created the legal framework for the effective environmental management and optimal activity by the users of natural resources. On December 3, 2003 by Decree of the President of the Republic of Kazakhstan approved the Concept of Ecological Security, which served as a methodological instrument for the further development of the legal framework of the State Environmental Protection of Kazakhstan . In 1997 three environmental bills had been passed – On Environmental Protection in the Republic of Kazakhstan , On Environmental Impact Assessment , On Specially Protected Natural Territories . Later laws On Protection of Atmospheric Air , On Subsoil and Subsoil Use and more than three hundred laws and regulations governing the multifaceted aspects of environmental management had been passed.
