Abstract:
Relationality seems to have attracted a broader audience in international relations (IR) in the last decade. Unlike other approaches of the relational turn that concentrate more on analyzing or stabilizing the international order, the Buddhist theory of IR is mainly concerned with the political practice of the liberation and healing of people. In this article, I will illustrate how Mahāyāna Buddhist teachings can contribute to IR by using case studies. The cases to investigate include the Okinawa base issue, Denmark’s ‘light in the darkness’, and South Korea-Japan diplomatic relations.

Abstract:
Japan will welcome the Biden administration with relief in the wake of what was perceived as Trump’s bombast, threats, and unpredictability – but it will be mixed with apprehension (fair or not) that Biden’s presidency will follow the Obama administration’s perceived weakness, or even accommodation, toward China. It’s a crude simplification, but Japan’s ruling Liberal Democratic Party’s relationship with U.S. political parties is roughly that they share preferences but not perceptions with Democrats, and share perceptions but not preferences with Republicans. In practical terms, this means that Japanese decision makers favor alliances and multilateral approaches over unilateralism and brinksmanship, but are more suspicious of China’s intentions and behavior than they believe Democrats to be. Put more indelicately, the LDP prefers working with Republicans rather than Democrats. This is combined with a traditional perception that Democrats undervalue Japan as a partner. Taken as a whole, this means that the incoming administration may have to do more to convince Japan that its priorities are being taken seriously – but will find in Japan an essential partner for advancing U.S. goals in the Indo-Pacific.

153. Biden Must Assist Japan and South Korea with the History Issue

The Biden administration’s focus on allies and partners and the inability of democratic U.S. allies Japan and South Korea to move beyond historical pitfalls of apologies and treaties provides President Biden’s team the perfect opportunity to show leadership by taking on a mediator role. By taking an active role, the United States can demonstrate that it is not a passive observer to would-be revisionists in the region, shore up its alliances, and signal to the world that the United States is still the leader in the promotion of human rights. Japan’s colonization of Korea from 1910 to 1945 was brutal. The Japanese military coerced between 10,000 and 200,000 women into sexual slavery and many more Koreans were forced to work in the Japanese war machine, the very one that annexed Korea in 1910. Following the abrupt end of Japanese colonization after World War II, brought about by the only direct use of nuclear bombs on a human population in history, Japan quickly signed treaties and paid reparations to former colonies, recovered its economy, and successfully rehabilitated its image with much of the world. However, it was not until 1965 that Japan-South Korea relations were “normalized.” The new Japan-South Korea relationship included abandoning reconciliation with North Korea altogether, and Tokyo providing grants to an authoritarian South Korean leader who was later assassinated and remains a divisive figure in contemporary Korean domestic politics.

154. A U.S.‐Japan Dual‐Citizen Arrangement Can Benefit Both Countries

Abstract:
Although Japan does not recognize dual citizenship, the United States and Japan would both benefit from such an arrangement. A combination of on-the-ground realities of dual citizens in Japan, the emerging needs and capabilities of the Japanese state (namely digitalization of public services and taxation), and the interests of U.S.-based corporations operating in Japan should inspire the United States to encourage dual citizenship initiatives by the Japanese government. The driving forces of globalization and the benefits of exploring new avenues of U.S.-Japan relations combine with domestic developments in Japan to make dual citizenship a “common sense” goal for both countries, at both the institutional and person-to-person level of international diplomacy and mutual understanding. Just as foreign professionals proved indispensable to modernization in Japan’s Meiji Period (1868 - 1912), bi-national Americans currently on the ground in multinational corporations and other entities in Japan are playing a part in economic and cultural synergy, while contributing to a more well-informed U.S. stance on a number of important bilateral issues. Giving these agents of positive change the benefits of dual citizenship will make their lives in Japan easier and more fulfilling, while inviting more Americans with talent and knowledge to the grand project of mutual cooperation.

155. Increasing Support for U.S.‐Japan Alliance in Okinawa is Not a Pipedream

The ongoing political impasse between Japan’s central government in Tokyo and the Okinawa prefectural government over U.S. military basing threatens the long-term stability of the U.S.-Japan Alliance. In spite of the friction between the central government and the prefecture, and the much decried “burden” of U.S. bases on Okinawa there is relatively little deep-seeded resentment among the Okinawan people toward the U.S. military presence or the U.S.-Japan Alliance as a whole, especially among those born after the reversion of Okinawa to Japanese sovereignty in 1972. Surveys also show that Okinawans desire more dialogue with U.S. service members based in Okinawa. But a fraught Okinawan history with mainland Japan and economic marginalization have so far undermined the strong potential for good-faith dialogue that could break the impasse. The relocation of U.S. military bases is essential to the U.S. and Japanese governments’ security policy vis-à-vis emerging threats in the region. Both governments realized in the 1990s that Okinawa could not remain a key power projection node in the Western Pacific if the bases remained a flashpoint of political controversy due to their proximity to densely populated communities. This potentially volatile situation was brought under intense scrutiny with the 1995 rape committed by three U.S. service members against an Okinawan junior high school student and the resulting agreement to close the Marine Corps Air Station at Futenma. Moreover, the construction of the Futenma Replacement Facility also factors into subsequent U.S. Pacific maritime realignment strategy. Further delays could leave Japan less secure and impair U.S. attempts to counter growing Chinese assertiveness in the East and South China Seas.

156. The United States and Japan Should Cooperate to Include India in Indo‐Pacific Economic Governance

Abstract:
Both the United States and Japan consider India as an important strategic partner in their respective Indo-Pacific concepts. However, India still faces many domestic challenges as a developing country. India also has traditionally been reluctant when it comes to trade liberalization. U.S. bilateral trade negotiations with India, and Japan`s effort in promoting an East Asia regional trade agreement that includes India share objectives and interests and hence can be coordinated. On November 15, 2020, the Regional Comprehensive Economic Partnership (RCEP) was signed by 15 countries with the glaring exception of India. RCEP is a regional free trade agreement (FTA) whose negotiations were initiated by ASEAN and six partner countries, namely Japan, China, South Korea, Australia, New Zealand and India in 2012. The signing of RCEP finally came after eight years of negotiations, but India decided to pull out from the pact at the final stage of negotiations. The Japanese and U.S. Indo-Pacific concepts aim to achieve regional peace, stability, and prosperity through ensuring a rules-based international order, and to enhance cooperation among like-minded countries in both economic and security spheres. RCEP can be positioned as an important economic partnership initiative that embodies the Indo-Pacific concepts of rules-based, free and fair trade and investment governance, and contributing to the economic prosperity of the region.

157. Japan Can Remain an Important U.S. Ally Despite Demographic Challenges

The world is aging. Some countries are not only aging, but their populations are shrinking as immigration fails to make up for rapidly falling birth rates. Many U.S. allies and security partners are among those beset by these trends. This raises questions about how decreasing fertility and increasing life expectancies will shape the future world order, and specifically the sustainability of U.S. alliances such as with Japan, whose aging and population decline will make it more difficult for the Japanese Self-Defense Forces (JSDF) to compete for the best Japanese talent as the Japanese labor pool shrinks ever smaller, and Japanese tax dollars with which to hire military personnel grow ever scarcer. Unless SDF recruitment trends change dramatically, Japan’s ability to participate in both technology-intensive and manpower-heavy alliance missions will decline over time. The fulfillment of manpower-intensive missions requires, of course, manpower, while even the fulfillment of technology-intensive missions will be affected by the JSDF’s inability to recruit technologically proficient talent. Ensuring the JSDF meets quantity and quality targets is imperative, but will require more government spending. But an aging and shrinking population will reduce the size of the working age population that pay taxes and increases the size of the retired population that depends on the state’s benefits for the elderly. While this will affect the JSDF’s ability to fulfill both technology-intensive and manpower-heavy missions with the United States in the future, the alliance will remain relevant to U.S. security in the Indo-Pacific because of the value of U.S. bases in Japan which forms the core of the alliance.

158. The U.S.‐Japan Relationship: Modeling New Frontiers in Subnational Diplomacy

In our increasingly networked world, the international activities of states, cities, and other subnational actors are expanding rapidly. Their rising importance has spurred Congress to consider legislation establishing an Office of Subnational Diplomacy within the U.S. State Department that would institutionalize and support these initiatives, while better aligning them with national diplomatic strategies. Moreover, they offer opportunities for envisioning new foreign policy approaches that directly benefit U.S. communities. The U.S.-Japan relationship — with its robust history of subnational interaction, strategic global interests and increasingly integrated economies — offers a fertile environment for developing and implementing new models for subnational diplomacy, with global applicability. While state and local governments cannot commit the federal government to action, they can conduct activities that advance both local and national interests. This is evidenced by an ever-expanding range of trade and business missions, and cultural and educational exchanges that bridge subnational actors with international partners. Increasingly, these activities are evolving into new areas, including technology-driven entrepreneurship, environmental quality and disaster resilience. At their best, subnational initiatives—which national leaders have cited as critical to U.S. foreign relations—create meaningful, long-term relationships amid often-changing national-level politics and officials. By stimulating information exchange, training and research opportunities, and business connections, they deliver concrete benefits to participants on both sides of the Pacific, especially in areas where national governments are not best positioned to engage.

In the 21st century, China’s rise has been shifting global and regional geopolitical scenari- os. Faced with its growth and fears of being perceived as a threat, China sought to associate its eco- nomic and political emergence with the preservation of the current international system, empha- sizing speeches about a peaceful development and harmonious world in which it would be an actor who wants to grow and accommodate the world order. However, changes in the balance of power and its continued rise have caused China’s behaviour to change in its own region, especially regard- ing maritime disputes and affecting other countries’ perceptions. By applying Neoclassical Realism, this paper analyses the Chinese foreign policy in the 21st century, elucidating its behaviour in terms of the country’s action and reactions regarding the dispute over the Senkaku/Diaoyu Islands and shows the perceptions of other countries to that behaviour. The article concludes that perceptions concerning the balance of power, Chinese capabilities, nationalism, regime legitimacy, and on lead- ership images affect the intensity of Beijing’s responses and foreign policy about maritime territorial disputes. Also, the article shows that China’s growing assertiveness in both the East China Sea and the South China Sea is pushing countries that have territorial disputes with China to grow closer

160. New Frontiers for Security Cooperation with Seoul and Tokyo

With a new Democratic administration, Washington is almost certain to moderate its demands that Japan and South Korea pay more for American forces on their soil. This should ease tensions with Seoul to Tokyo. To strengthen security relations with Japan and South Korea, though, more will be required. Rather than simply increase their conventional military deployments, Washington, Seoul, and Tokyo will need to collaborate in new ways to enhance allied security. This will entail working more closely on new military frontiers, such as enhancing allied command of outer and cyber space as well as in underwater warfare. Washington, Seoul, and Tokyo will also want to carve out new functional areas of cooperation to make existing energy sources more secure, communications more reliable, data sharing easier and safer, and allied economic assistance to developing nations in strategic zones more effective. Enhanced collaboration in each of these areas has begun but is not yet locked in or fully institutionalized. It should be. Washington, Seoul, and Tokyo need one another to deal with China and North Korea. Yet, how each currently strategically views Beijing and Pyongyang differs. Nor is America’s preferred military approach to deterring Chinese and North Korean adventurism — by preventing Beijing and Pyongyang from projecting military strikes against their neighbors — all that easy to achieve. Adding new, more tractable items to America’s Asian security alliance agenda won’t immediately eliminate these misalignments. But it will strengthen the security ties they have as liberal democracies — bonds Beijing and Pyongyang are straining to fray.

161. Overheating debate: Why not in Japan?

Abstract:
An intense debate has erupted over whether the unprecedented size of the US fiscal stimulus will cause the US economy to overheat and generate high inflation. To date, the debate has focused primarily on the United States, even though many other developed economies responded to the COVID-19 crisis with unprecedented economic stimulus packages. By some measures, Japan stands out: The total amount of its three consecutive stimulus packages is estimated to exceed 50 percent of its GDP, about twice as high as the US fiscal packages (about 26 percent of US GDP). However, overheating concerns are not being actively raised for Japan. This Policy Brief finds that although Japan’s headline number looks astonishingly high, the actual size of its discretionary fiscal measures is about 16 percent of GDP, substantially smaller than the total size of the US packages. US fiscal stimulus is the largest among Group of Seven (G7) countries relative to GDP, justifying the attention economists have given it. The United Kingdom is estimated to spend more than Japan as a proportion of GDP, but even the UK stimulus program markedly lags behind that of the United States. If additional stimulus measures making their way through the legislative process in Canada are counted, Japan’s fiscal stimulus looks even smaller and would amount to being only average in size among G7 countries. Given this and the lackluster performance of its economy in the first quarter of 2021, it is unlikely that Japan will find itself in overheating territory any time soon.

Abe Shinzo is the longest-serving prime minister in post-World War II Japan. Having occupied the office since December 2012, Abe has attempted to leverage his stable tenure to increase Japan’s international presence. In particular, Abe has tried to reshape the way Japan conducts its foreign policy, from being responsive to proactive. “A proactive contribution to peace with international principle” or chikyushugi o fukansuru gaiko (diplomacy that takes a panoramic view of the world map) symbolizes his government’s approach, part of an earnest attempt to remain relevant on the international scene even as the country grapples with irreversible trends including population decline and aging.

Using a neoclassical realist model, this paper builds an analytical model to understand how countries are able to change or adjust their security and foreign policies. The article analyzes Japan’s foreign and security policies under the Shinzo Abe government, exploring how the Japanese government’s internal and international propaganda on Chinese maritime assertiveness and the Senkaku/Diaoyu Islands issue influenced the government’s capacity to mobilize resources in order to transform security policies and legitimize Japan’s military role in the Asia Pacific.

Growing distrust in East Asia, especially in the security arena, is increasingly critical as new and long-standing hotspots— including the Taiwan strait, Korean peninsula, East China Sea, and South China Sea—become more volatile. The need for confidence-building measures is clear, and a central tool of confidence building is defense transparency. The Defense Transparency Index (DTI), a project of the University of California’s Institute on Global Conflict and Cooperation, ranks six countries on their efforts to promote transparency in defense and national security, including the People’s Republic of China, Japan, the Democratic People’s Republic of Korea (DPRK), the Republic of Korea, and the major external powers most involved in the region—the United States and Russia.

This panel considers the central and formative role of parasitology in Modern Japan (1868-present); and, moreover, explores how Japanese parasitology affected the home islands and the region, not just during the imperial period (Meiji, Taisho, early Showa), but also during post-1945 Showa, suggesting some form of reconfiguration in the post-colonial era. The three papers span specific parasitic diseases and micro- / local Japanese history (Bay), to next considering larger questions of Japan’s public health and ODA (overseas development assistance) structure (Homei), as well as how these ambitions ultimately affected regional partners and neighbors such as South Korea and Vietnam (DiMoia). Simon Toner is the panel discussant, and Paul Kreitman will moderate. If the panel brings together a specific field and a nation-state at its beginning, the aim ultimately is to move forward, looking at how this field influences environments at the micro, regional, and global levels. In sum, the ambition of this panel is to examine parasitology not only as field of practice within Japan / Japanese empire, but also to look at (1) its colonial / imperial implications, and (2) its post-colonial / developmental ambitions. In this sense, the panel seeks to join and contribute to a newer, emerging literature for Japan looking at pre / post-1945 continuities, as well as looking at the effects of Japan’s ODA (overseas development aid) efforts within broader East Asia and Southeast Asia.

Abstract:
In both Japan and the United States, there is a growing recognition that national security and alliance security involve more than just military concerns and extend to new technology areas and their economic effects. Looming over the two allies is a wide-ranging question of how to enable greater science and technology (S&T) research collaboration for commercial and defense purposes, involving such fields as artificial intelligence (AI), quantum information science (QIS), cybersecurity, and space utilization. Competing domestic political and economic considerations in each country make this a particularly complex challenge for policymakers, who can be expected to treat the international sharing or sale of assorted technologies differently. Still, there is little doubt that it is in the mutual interest of Japan and the United States to harmonize their approaches and find acceptable ways to enable deeper and broader S&T collaboration—and to do so expeditiously.

Since the late 2010s, the concept of the “Indo-Pacific” has been becoming increasingly significant in the international political arena. In August 2016, Japanese Prime Minister Shinzo Abe proposed a policy of “Free and Open Indo- Pacific” (FOIP) as Japan’s new diplomatic vision at the Tokyo International Conference on African Development (TICAD) VI held in Kenya. The FOIP strategy was supported by the Donald Trump administration followed by the renaming of the United States Indo-Pacific Command. However, China has viewed the FOIP as a containment strategy against the Chinese Belt and Road Initiative (BRI). The FOIP vision is unclear for general observers, and it might cause a security dilemma with the Chinese BRI. Is it possible for the FOIP vision to coexist with China’s BRI, or are these two strategic visions destined to clash with each other? In an attempt to answer these questions, the article aims to provide multiple perspectives of the FOIP concept by applying international relations (IR) theory. This article warns that the FOIP and the BRI are likely to bring about diplomatic tension that could be escalated into a military skirmish over the territorial dispute. In order to avoid the possible military clash, it finally seeks to explore possible future pathways of the peaceful coexistence of the two visions in the Indo-Pacific region.

Abstract:
Journalists who described Oriental theatres usually based their narrative on personal experience. Both specialist, mass and popular press paid particular attention to elements that distinguished Japanese and Chinese theatre from their European counterpart. The length of performance, innovative technical solutions, different acting style were the elements that received most attention. Nonetheless, sometimes it was impossible to explain the origins of those differences. Furthermore, the above-mentioned differences usually spoke against Chinese theatre. It was criticized for different music, moveable stage scenery, exaggerated acting that was hard to understand. Such attitude was the result of lack of understanding of Chinese opera’s conventions. On the other hand, press eagerly commended the richness of Chinese actors’ costumes and ,,shadow puppet theatre”. Moreover, Polish press also stressed that both classical and modern Chinese theatre enjoyed immense popularity among Chinese people. Polish press went easy on theatrical art in Japan depicting differences that were in many cases the same as in Chinese theatre as something neutral, even positive as it gave the play magical touch. Sometimes it was emphasized that Japanese theatre could become a source of inspiration for its European counterpart. It was praised for masks, costumes, moveable stage scenery and music. It is interesting that in the last two instances Chinese theatre was looked down on. Polish press also spoke favourably of puppet theatre and ,,Takarazuka” performances. On the other hand, magazines’ opinions on acting varied.

South Korea and Japan share common challenges and liberal democratic values but have been unable to build a close security relationship, due mainly to their political differences. This paper examines the two countries’ defense cooperation in the bilateral, trilateral, and multilateral arenas over the past six years to explore how the external security environment, as well as bilateral political problems, have affected their joint activities. The paper’s analysis shows that defense cooperation between South Korea and Japan is not always a binary choice between full cooperation or no cooperation. The two countries not only weigh external threats and bilateral problems, but also ponder such factors as U.S. encouragement to adjust the scope of their cooperation. The paper also shows that while the main constraint for security cooperation between South Korea and Japan is their historical animosity, in recent years, frictions involving the countries’ armed forces have become a new reason for limiting cooperation. As a result, grassroots military-to-military exchanges between the two countries, which in the past continued despite political problems, have largely stopped since late 2018. The paper concludes by proposing that South Korea and Japan work to restore routine bilateral working-level exchanges. It also recommends that the United States continue to urge the two countries to cooperate, and that multilateral exercises be employed as forums for cooperation between the two armed forces, as that is an area that is least impacted by bilateral problems.

Abstract:
Protesters have been gathering in front of the former Japanese Embassy in Seoul, South Korea every Wednesday since January 1992. They call on the Japanese government to officially apologize to Korean victims who were coerced to render sexual services to Japanese military personnel before and during World War II (The Korean Council, 2021). The surviving victims and their supporters advocate for a just resolution to the sexual violence against ‘comfort women’ — those women forced to provide sexual services to Japanese officers and soldiers (Asian Women’s Fund, 2021). As one of the longest-running protest movements in South Korea, the ongoing demonstration movement has gathered broader support over time; has expanded geographically; and, despite obstacles, has continued to be a barometer for Japan-South Korea relations. This report examines five key elements of these demonstrations between January 2018 and December 2020, including the leading role of the Korean Council, the other main actors involved in the movement, the geographic spread of the demonstrations, increased counter-protests, and rising anti-Japan sentiment. As the issue of ‘comfort women’ remains unresolved despite nearly three decades of demonstrations, the movement is likely to persist due to broad support across Korean society, resilience in the face of counter-protest movements, and tense relations between Japan and South Korea.

174. Can the Biggest Emitters Set Up a Climate Club? A Review of International Carbon Pricing Debates

The world’s largest emitting countries are reconsidering the role of carbon pricing instruments and increasingly looking at carbon border adjustment mechanisms (CBAMs) to address leakage concerns. This renewed momentum should trigger a broader discussion on how to make trade policies compatible with the climate agenda. With the Glasgow climate conference (COP26) approaching, the concept of putting a price on carbon is generating unprecedented interest in Canada and the United States (US), China and Japan. But the European Union (EU) still stands as an exception; it is the only regional trading bloc that is determined to leverage the full potential of its emissions trading system (ETS). To date, others have lacked the political backing to deploy nation-wide carbon pricing initiatives with a design sturdy enough to drive meaningful emission reductions. Canada has made significant progress with the adoption of a national framework for carbon pricing in 2018. The country’s draft regulations foresee the introduction of a federal ETS as of 2022 and a gradual increase in carbon prices, but its ambitions risk being upset by the lack of consistent efforts in the US, its largest trading partner. Given US political divides, a federal carbon pricing scheme is unlikely to materialize in the short run. In China, the long-delayed national ETS has finally been launched. However, its scope is restricted to the power sector for now, and it is likely to only have a modest impact on coal use with its current design. Several arguments may discourage China from fully extending its ETS as planned and rather argue in favor of introducing a complementary carbon tax. Japan has also engaged an expert debate on the benefits of introducing carbon pricing at the national level, but the government is struggling to find a balance between the risk of worsening competitiveness and the need to mobilize investment in clean technologies. For the EU, the upcoming reform of the EU ETS is an opportunity to introduce a truly demanding cap reduction for the 2023-2030 period and make this flagship instrument more robust, predictable, and fair. To initiate in-depth decarbonization of its industry, the EU will need to phase out free allowances. Therefore, other measures addressing unfair competition will have to be introduced and CBAM could be part of the solution. A unilateral application is however no panacea. The EU should move cautiously and start implementing the CBAM to a small set of sectors. This also means that the challenge of leveling the playing field with non-EU producers will remain largely unresolved. There is little chance that an international alliance on carbon pricing or “climate club” can be set up within a timeframe compatible with the climate emergency. Yet, the EU’s CBAM proposal can encourage trading partners to accelerate decision-making on carbon pricing, at least to obtain partial exemption. In addition, having a concrete anti-leakage proposal on the table leads to a sense of the inevitable mismatches between the global trade and climate agendas. Large emitters are starting to acknowledge the need for a multilateral discussion on how to decarbonize industries while maintaining a level playing field. The next step should be to kickstart an open discussion in all possible multilateral fora (G20, International Energy Agency, global industry associations, etc.) and mandate the World Trade Organization (WTO) to develop guidance on a wide range of instruments (including CBAM, but also eco-design labelling and standards, differentiated tariffs based on CO2 intensity, etc.) and including a common exemption approach for Least Developed Countries. Exploring a set of workable solutions should be more attractive to trade partners than pushing for a uniform solution, but results would still take time to materialize. Hence, establishing a level playing field with imports will likely require the EU – and all countries with an aggressive decarbonization agenda for their industries – to strengthen their financial and regulatory support to the deployment of innovative low-carbon manufacturing processes. Again, this almost-unavoidable resort to State aid would strongly benefit from a multilateral discussion.

The global pandemic caused by the onset of the novel coronavirus known as COVID-19 has tested governance at both the national and international levels by challenging the capacity of nations to provide effective public health solutions to protect their citizenry. The pandemic has deepened preexisting international rivalries while also creating diplomatic opportunities to promote international cooperation and public diplomacy. Rather than serving as a turning point for a new era in international relations, the pandemic and the global response appear primarily to have accelerated preexisting trends. In Northeast Asia, the pandemic has accelerated deepening rivalry between the United States and China, reinforced political paralysis between Japan and South Korea, primarily by providing a pretext for privileging domestic concerns and constituencies at the expense of international relations, and has generated heightened new foreign policy challenges resulting from deepening identity-based major power rivalries. This chapter reviews the deepening of identity-based challenges facing Japan-South Korea relations prior to 2020, examines the conditions generated by leadership responses in both countries to the pandemic, identifies missed opportunities for pandemic-related cooperation between the two countries, and addresses challenges and opportunities facing the Japan-South Korea relationship in the context of anticipated recovery from the pandemic as well as the shifting geopolitical environment as tensions mount between China and the United States.

Abstract:
The coronavirus pandemic that struck in late 2019 has affected the world profoundly, and Japan is no exception. But the direct impact on Japan has been relatively small considering the number of cases of infections and deaths relative to the size of Japan’s population, particularly considering its elderly population and high density. For instance, among the G7 countries, Japan has had the fewest cases of infections (4,690 per million population as of May 2, 2021) compared to 32,276 in Canada, 40,620 in Germany, 64,804 in the United Kingdom, 66,828 in Italy, 86,283 in France, and 99,652 in the United States. Similarly, among the G7 countries, Japan has had by far the fewest number of deaths (81 per million population as of May 2, 2021) compared to 638 in Canada, 996 in Germany, 1,601 in France, 1,776 in the United States, 1,870 in the United Kingdom, and 2,004 in Italy. This chapter argues that although the direct disruptions to Japan resulting from the pandemic have been less than to the other G7 countries, the effect of the pandemic on other nations with strong geopolitical importance to Japan—in particular, the United States and China—coupled with changes in Japan’s domestic political and economic environment have accelerated changes in geopolitical posture and direction that were already in progress in Japan. The fundamental geopolitical challenge facing Japan is how to ensure its military security, political independence, and economic prosperity in the face of a less reliable and less predictable United States and a more powerful and more assertive China. For Japan, the ideal resolution of this challenge is to maintain positive and constructive relations with both countries, while recognizing the reality that even as economic ties with China—whether in trade, investment, finance, tourism, or the exchange of people—are growing relative to ties with the United States, political and security ties (and the sharing of common values) with the United States remain the centerpiece of Japan’s foreign policy. Given this context, it is only natural that Japan would seek to diversify and strengthen its relationships with other countries, regions, economic arrangements, and international organizations and institutions. This diversification, which could be seen since the end of the Cold War in the early 1990s, has gained momentum in recent years, and the pandemic has served only to accelerate it. The analysis proceeds through the examination of the following: 1) pandemic chronology; 2) Japan’s domestic politics; 3) relations with the United States; 4) relations with China; 5) Japan’s diversification strategy; and 6) conclusions.

Japan led, and was transformed, by the global supply chain revolution. Facing growing protectionism in industrialized markets and reeling from sharp yen appreciation in the aftermath of the 1985 Plaza Accord, Japanese firms responded with a drastic increase in their overseas investment activities. In so doing, many of these companies spearheaded the movement towards the fragmentation of production across national boundaries that sought efficiency gains by pooling the competitive advantages of different locations. Japan’s experience with the first supply chain revolution was transformative. It altered its export-led model with important implications for its foreign policy. Japanese investments in the United States helped abate trade frictions; integrated production was at the heart of the project to rebuild relations with China, and Japan’s lead as foreign investor in Southeast Asia has been a pillar of its blueprint for regional integration. The strains in the rules-based international trade order, however, have raised questions about the ability of global supply chains to continue to operate effectively. The U.S.-China geopolitical rivalry has manifested in a damaging trade war, and moves to restrict tech flows are creating decoupling pressures. The COVID-19 pandemic has exacerbated these trends with lockdowns that disrupt supply chains while export protectionism and calls to renationalize production are on the rise. The intensified risk environment could lead to a second supply chain revolution with a greater emphasis on redundancy and diversification and bifurcation of productive chains. How will Japan respond to the challenges to international production, a central engine of its economic prosperity, and with what consequences for its relations with major powers? To provide greater clarity on this overarching question, this paper is organized as follows. Section 1 describes the central role of Japanese firms in the emergence and deepening of regional production networks. Although Japan’s overall share of intra-regional trade has decreased in the 21st century—in tandem with China’s rise as regional hub- Japanese firms have retained their central role in GVCs (Global Value Chains) through their advanced manufacturing capabilities. Section 2 offers a glimpse of past and recent supply chain shocks—China’s embargo of rare earth metals, the Great East Japan Earthquake in Tohoku, and the Japan-Korea export control dispute—to illustrate both sources of vulnerability and resilience of Japanese GVCs. Section 3 assesses the systemic shift brought about by revived great power competition, and identifies some early adjustment responses from Japanese firms to a new normal of heightened geopolitical tension.

Mounting US-China tensions and the COVID-19 pandemic have led to growing calls in the United States and among its allies and partners, including Japan, to address the vulnerabilities in global supply chains critical to national security and economic competitiveness. Strategic uncertainty has led stakeholders to pose the following questions. What role should government play, and to what extent can, or should, governments require firms to operate more in line with national security interests? How can firms manage short-term and long-term risks to balance national security requirements and commercial interests? How should trusted partners be defined, and what is a desirable allied and multilateral approach to enhancing security and resilience of global high-tech supply chains? With new administrations in both the United States and Japan, the two countries have an opportunity to consider these questions and rethink coordination of their efforts to establish secure and resilient supply chains. This issue brief analyzes recent developments in US and Japanese supply-chain policy, explores the importance of closer coordination through case studies of the semiconductor and rare-earth minerals industries, and provides a set of recommendations for the Joseph R. Biden Jr. and Yoshihide Suga administrations to enhance US-Japan cooperation in the years ahead. These recommendations include actions to operationalize the April 2021 US-Japan Joint Leaders’ Statement by creating a bilateral interagency Supply Chain Steering Committee that includes sector-specific working groups to enhance public-private-partnerships in high-technology industries, and by expanding bilateral supply-chain cooperation into multilateral efforts through flexible and informal frameworks.

Asia’s current security map finds itself being reimaged in the midst of the evolving regional re-alignments in a post-Covid-19 pandemic scenario that has caused unprecedented damage to humanity. The idea of ‘Asia-Pacific’ that seemed apt as a regional framework at least till the late 20th century now encompasses a far broader scope geographically. The regional order matrix has been instrumental in paving the way for the “Indo-Pacific” region at large. As a region including maritime Asia at its core, the IndoPacific finds itself coupled with geographical boundaries that extend from the eastern coast of Africa, through the Indian Ocean, to the Western Pacific. Asia’s tectonic shifts in power politics shall continue to challenge future stability in the region with festering territorial and maritime disputes, worsening resource competition, fast-rising military expenditures, and polarizing waves of domestic nationalism only make more germane efforts towards arriving upon a common understanding and approach for an Indo-Pacific definition of Asia

India gained freedom from the British rule following a long, protracted independence struggle, which had many phases, and defining moments. A significant one amongst them was the role of the Indian National Army (INA) under Subhash Chandra Bose with crucial assistance and aid from Imperial Japan. Bose’s view of India’s struggle for independence differed radically from Mahatma Gandhi’s. For him, the war presented a golden opportunity to reach out to the adversaries of Britain, namely Germany and Japan, and seek their assistance to free India from under the oppressive British rule. Gandhi opposed this realist mode of thought and as a consequence Bose found himself marginalized within the Congress. Subhash Chandra Bose, popularly known as Netaji (Respected Leader) among Indians the world over, became the undisputed leader of this militant wing of India’s nationalist movement, over the disagreement of using force against the British Empire with Mahatma Gandhi and Jawaharlal Nehru. Notably, despite the opposition of Gandhi, Bose was elected President of the Indian National Congress in 1938, and once again in 1939.

In November of 2020, Australian Prime Minster Scott Morrison was the first head of government to physically visit Japan to meet with his new counterpart Yoshihide Suga since the latter’s assumption of office for the annual summit meeting of their bilateral strategic partnership. Commentators were surprised that Mr Morrison would travel internationally in the midst of the COVID-19 pandemic, but his determination to do so, enduring quarantine measures upon his return, was indicative of the high value that Australia ascribes to its “Special Strategic Partnership” with Japan. At a time of simmering strategic rivalr y in the Indo-Pacific region, Canberra places a premium on its close collaborative relationship with Tokyo, as both countries confront similar challenges in navigating the turbulent and unstable regional environment. It is in this context they affirmed their intent ‘to elevate bilateral security and defence cooperation under the Special Strategic Partnership to a new level.

To Japanese authorities, there is no such thing as the “Senkaku question”. China is pursuing with increased assertiveness a strategy of coercion, using ambiguity and “grey zone” operations to put the onus of potential escalation on Tokyo.1 The vague and ambiguous nature of this strategic power play makes it all the more dangerous and complex. When Tokyo proclaims, with reason, that “the government continues to control and administer the territory by such means as patrolling and law enforcement,” it seeks to answer the permanent pressure that China exerts in the zone.2 However, the maintenance of the status quo, when China exerts an almost continuous pressure in the waters surrounding the Senkaku Islands and Japanese fishermen do not have access to part of Japan’s own national territory, poses other types of problems that the People’s Republic of China tries to exploit at the service of broader ambitions. It also poses a challenge in crisis management: how can the Japanese government be active and in control of situational developments, and not just reactive, without going as far as sparking a major incident in the East China Sea?

The year 2020 was characterized by the intensification of US-China confrontation and strategic competition, which had been pointed out in the Strategic Annual Report 2019, in all areas from military and security affairs as well as dominance in advanced technologies and supply chains to narratives on coronavirus responses. Amid this confrontation, the rules-based international order faced even more severe challenges; the multilateral framework established after World War II with the United Nations at its core lost its US leadership and fell into serious dysfunction. While the international community is struggling to cope with the rapidly expanding outbreak of the novel coronavirus, China has been moving to expand its influence through increasingly authoritarian and assertive domestic and international policies on the rule of law and territorial issues, as well as through economic initiatives such as the existing “Belt and Road Initiative” (BRI) and its responses to the pandemic. The confrontation with the United States is becoming more and more pronounced, and the Indo-Pacific region is turning itself into divided and contested oceans. In this transforming strategic environment, expressions of support for the vision of a rulesbased “Free and Open Indo-Pacific” (FOIP) that Japan has been promoting for the past several years, or announcements of similar visions have followed one after the other. The year 2020 also saw significant strengthening of the cooperative framework among four countries – Japan, the United States, Australia, and India (QUAD) – together with the enhancement of bilateral cooperation between countries in this group. At the same time, progress was also made in a regional cooperation framework that includes China with the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement in East Asia. The Strategic Annual Report 2020 looks back at major international developments since last year’s Report through the end of 2020, focusing on the transformation of the strategic environment in the Indo-Pacific region and the response of the international community.

The decline in Japan's birthrate and the aging of its population are rapidly accelerating. Senior citizens aged 65 or over numbered 36.17 million in 2020, accounting for 28.7% of the general population, and both the absolute number of senior citizens and the population aging rate set new all-time highs1. Looking back, the ratio of elderly people went from less than 5% in 1950 to more than 14% in 1995 and then to 23% in 2010, surpassing the 21% level that defines super-aging. A drop of 290,000 from the previous year in Japan's 2020 population marked the start of a downtrend, and the aging of that population is expected to pick up speed. An estimate by the National Institute of Population and Social Security Research contends that the ratio of elderly people will reach 35.3% in 2040, when the generation born during the second baby-boom period (1971-1974) will be 65 years or older.

A summit meeting between Prime Minister Yoshihide Suga and President Joe Biden was held on April 16, 2021, followed by a joint statement. In the statement, for the first time in the 52 years since 1969, the importance of the security of the Taiwan Strait was emphasized by the leaders of Japan and the United States, confirming that both countries are increasingly concerned about the current situation regarding Taiwan. According to a poll conducted by Nikkei Inc. after the summit, 50% of the Japanese public considered the U.S.-Japan summit itself as "positive" (32% "negative"), and 74% of the respondents "agreed" that Japan should be involved in stabilizing the Taiwan Strait, while only 13% "disagreed." These figures were received with some surprise by experts. This paper will analyze these changes in Japan's perception of Taiwan, and then examine the issues that Japan should address in the future following the recent Japan-U.S. joint statement.

On October 31, the general election was held in Japan. The Liberal Democratic Party (LDP) secured a comfortable majority in the lower house, winning 261 seats. Professor Jaeun Yun states this election shows that the majority of Japanese people tend to approve of the Kishida administration. He also points out that the Kishida administration, albeit securing a comfortable majority, needs to address two issues: to recover democracy in domestic politics and to carry out realistic foreign policy for the promotion of democracy in world politics. In order to promote and contribute to democracy domestically and internationally, he suggests that “reluctant realism” could turn out to be “realistic proactive pacifism.”

Korea-Japan relations have been strained for the past 3 years as the feelings of fatigue between the two citizens has been steadily increasing due to the Korean Supreme Court’s ruling on the forced wartime labor in October 2018. Bilateral cooperation to reorganize the world order after COVID-19 also remains bleak. The East Asia Institue (EAI, President Yul Sohn) and Genron NPO (President Yasushi Kudo) conducted the “9th Joint Korea-Japan Public Opinion Poll.” Based on the results of the survey, this issue briefing examines the differences in public opinion between the two countries on security and economic cooperation. This briefing also analyzes the Korean public’s call to improve ROK-Japan relations and increase cooperation. President Sohn argues that ROK-Japan relations should be re-examined under the intensified U.S.-China strategic competition and the possible post-pandemic global risks. He also states that Japan should abandon its one-track approach and understand the Korean’s preference for “future-oriented” cooperation. Additionally, the next Korean administration should respond to public opinion and strive towards the reconstruction of ROK-Japan relations.

Authors of this volume participated in the Indo-Pacific Maritime Security Expert Working Group’s 2021 workshop that took place, virtually on March 23-24. The working group, composed of esteemed international security scholars and maritime experts from Japan, the United States, and other Indo-Pacific states, was formed to promote effective U.S.-Japan cooperation on maritime security issues in the region through rigorous research on various legal interpretations, national policies, and cooperative frameworks to understand what is driving regional maritime tensions and what can be done to reduce those tensions. Abstract:
The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

An ironic feature of U.S. strategic culture is a rather distinctive disinterest in the study of our own or others’ strategic cultures. The U.S. security institutions find themselves energized about cultural study during irregular conflicts in which the cost of cultural ignorance is made plain, but they persist in under developing the ability to apply that same cultural acumen to great power conflict and key relationships with allies. During the last 100 years of fighting, U.S. defense institutions have repeated a pattern of investing in cultural study during short bursts of counterinsurgency fighting and then abandoning it along with its lessons learned at the termination of conflict. As a consequence, U.S. planning efforts—including those now being designed for future great power conflict—suffer from an unnecessarily narrow optic and fail to account for the full range of perspectives and plausible courses of action considered by an adversary. America’s allies know it and are frustrated by it. More importantly, U.S. adversaries know it and plan to exploit it. The study of strategic culture accounts for the ways in which the culture of a group, whether it be the constructed culture of a nascent terrorist organization or the enduring culture of a nation, impacts thinking and decision making regarding defensive and offensive approaches to security. Within a complex state like Russia or China, one must account for sweeping national narratives that cultivate collective mentalities and impact decision making but must also include the internal cultures of key organizations within the nation’s security community. These organizations often develop distinctive identities, values, perceptions, and habits of practice that can be consequential in moments when the organization’s leaders wield instruments of state power. In the first section of this special edition of the Journal of Advanced Military Studies (JAMS) on strategic culture, Drs. Ali Parchami, Ofer Fridman, Neil Munro, W. A. Rivera, and Major Evan Kerrane provide strategic culture profiles on key U.S. adversaries: Iran, Russia, and China. Their work reflects the complexity involved in identifying and analyzing the narratives and drivers that compete for dominance across these three strategic culture landscapes. Acquainting ourselves with the multivariate and often-contested internal constructs that produce the behavior of our adversaries helps expand our own thinking about the range of possible and plausible competitive strategies we are likely to see from them. The second section of this issue highlights the utility of understanding not only U.S. adversaries but also American allies and partners. Drs. Matthew Brummer and Eitan Oren examine the effort by Japan’s military leaders to shift their own strategic culture through an influence campaign aimed at altering domestic perceptions concerning the appropriate role for the military and thereby expanding its ability to more actively cooperate with the United States in maintaining peace and stability in Asia. Whether they are successful has direct implications for U.S. alliance constructs in the Pacific and the action that might be reasonably expected from Japan should U.S. conflict with China become kinetic. Katie C. Finlinson offers analysis that benefits U.S. deterrence and nonproliferation efforts. She employs a two-tiered research approach— leveraging both strategic culture and analysis of national role conception—as a useful framework for assessing the propensity of the United Arab Emirates to consider weaponizing civilian nuclear knowledge and infrastructure. Finlinson offers an approach repeatable for other potential over-the-horizon states and demonstrates the interplay between a state’s strategic culture and powerful exogenous factors—like security assurances from the United States and potential nuclear acquisition by Iran—in determining outcomes. Finally, Dr. Mark Briskey offers a look at the aspects of Pakistan’s strategic culture that exist as an outgrowth of its army’s most formative historic experiences and have resulted in deeply entrenched perceptions of self, of key adversaries, and perceptions of the past that must be understood by Western partners seeking Pakistan’s cooperation and partnership in the region. Our third section offers a close look at the ways in which cultural analysis can illuminate policy options on particularly difficult problem sets. One of these is assessing will to fight on the part of both allies and adversaries. Dr. Ben Connable recommends a diagnostic tool developed and trialed by the Rand Corporation that demonstrates promise in advancing the ability of defense institutions to anticipate will to fight in kinetic conflicts but also will to act in consequential ways by great powers engaged in strategic competition. Benjamin Potter, Emilee Matheson, and Jeffrey Taylor follow with applications of the Cultural Topography Framework, an approach to cultural data assessment and application that benefits from the insights supplied by the sort of comprehensive strategic culture profiles offered in section one of this issue and translates these into actionable intelligence against discrete problem sets. Their work, respectively, illuminates policy options for containing a potentially escalatory situation in Transnistria, decreasing violence and looting through a more effective reintegration strategy for former members of the Lord’s Resistance Army in Central Africa, and reexamining the value of technological advances in the U.S. nuclear arsenal, which may be having a deleterious impact on its deterrence strategy. The special issue concludes with a review essay by Dr. José de Arimatéia da Cruz, which offers readers critical analysis of three volumes of strategic culture scholarship. The articles collected for the special issue demonstrate a range of ways in which the study of strategic culture delivers critical insights to policy planners and strategists. Understanding other great powers on their own terms—the identities they seek to establish or defend, the values that inform their policies, the norms of strategic competition or warfighting that they deem acceptable and effective, and the worldview they espouse (whether an accurate fit with objective realities or not)—prepares policy makers to craft plans and strategies in ways that are tailored for maximum advantage vis-à-vis a particular adversary. Given the steady shutdown of cultural inquiry labs and training facilities across the U.S. defense and security community, it is worth issuing a stern reminder that the advantage of knowing one’s enemy is far more consequential when engaged in great power conflict than in the irregular conflicts in which U.S. institutions have learned its worth. This issue of JAMS is provided as a resource to both reinforce that point and supply a wealth of initial material in advancing it.

By adopting a civilian power ontology within the neoliberal framework, this study analyzes the 2015 NSL and its implications through three hallmark civilian power credentials: internationalization; the scope of the use of force; and the autonomy of security policy. The analysis and empirical evidence suggest that even after allowing for collective self-defense through the 2015 constitutional reinterpretation and the ensuing expanded scope for international security activity, Japan can still be narrowly considered a civilian power.
