Abstract:
The Bank of Japan (BoJ) announced a new approach to monetary policy which effectively targets money supply growth and inflation on March 19. The BoJ has indicated that the immediate consequence of its measures to boost financial system liquidity will be to push short-term interest rates back to zero or virtually zero. It has pledged to maintain rates at this level until deflationary pressures are reversed and the consumer price index becomes positive. The BoJ's actions have the potential to lead to a revival in share prices, corporate activity and bank lending. If the initiative results in a sustained weakening of the yen, the economy may also benefit from stronger export growth. However, the effect of all of these measures will be blunted unless they are accompanied by the structural reforms which the government has for some time foreshadowed, but which have suffered from delay and indecision.

On October 22, 2000, Japanese Prime Minister Yoshiro Mori and Singapore Prime Minister Goh Chok Tong agreed to formal negotiations for the Japan-Singapore Economic Agreement for a New Age Partnership (JSEPA) in January 2001, in light of the September 2000 report from the Japan-Singapore Free Trade Agreement (JSFTA) Joint Study Group. It was the first time Japan entered into negotiations concerning regional economic integration. With a strong emphasis on the need to address the new challenges globalization and technological progress pose; the Joint Study Group explored a possible .New Age FTA. between the two countries, which Prime Minister Goh proposed in December 1999. Thus, for Japan the JSEPA marked a major turning point in promoting regional economic integration.

Abstract:
The November 1998 state visit to Japan by Chinese President Jiang Zemin was historically significant in that it was the first visit to Japan by a Chinese head of state. However, many people, including policymakers in Japan, had the impression that the visit not only failed to promote Japan-China relations, but actually strengthened anti-Chinese sentiments among the Japanese public. Nevertheless, both governments treated the Japan-China Joint Declaration On Building a Partnership of Friendship and Cooperation for Peace and Development—issued by the two governments on the occasion of visit—as a third important bilateral document, following the 1972 Joint Communiqué and the 1978 Treaty of Peace and Friendship. The two sides repeatedly have stressed that all problems should be handled in line with these three documents. There is a belief, especially among policymakers, that the 1998 Joint Declaration will be the bilateral framework upon which a strong partnership will be built for at least the first decade of the 21st century.

Abstract:
In direct reaction to President Bush's speedy reneging on a campaign pledge to set 'mandatory reduction targets' for carbon dioxide emissions from power generation (a mere 53 days into his presidency), Rainer Hinrichs-Rahlwes, Director General of the German Environment Ministry, admitted that 'maybe it will be necessary to ratify the Protocol without the US and to instead pave the way for them to join later'. Since then, this sentiment has been rapidly gaining ground internationally, in particular after President Bush unilaterally declared the failure of the Kyoto Protocol. Indeed, at a meeting in Kiruna (Sweden) on 31 March 2001, EU environment ministers pledged to pursue ratification of the treaty with or without the United States. Environment minister Kjell Larsson, for the Swedish Presidency, stated that 'the Kyoto Protocol is alive, contrary to what has been said from the other side of the Atlantic. No individual country has the right to declare a multilateral agreement dead.'

1005. Finance and Changing US-Japan Relations: Convergence Without Leverage—Until Now

In the postwar era, US-Japan economic relations have been characterized by substantial tensions, yet this has not damaged the underlying security relationship or critically harmed the multilateral economic framework. In fact, these two economies have become more integrated over time even as these tensions played out. These tensions, however, have required an enormous expenditure of political capital and officials' time on both sides of the Pacific and have led to foregone opportunities for institution building and policy coordination. They have deepened since Japan “caught up” with the United States around 1980, and Japanese and US firms began increasingly to compete for profits and market share in the same sectors. Moreover, as both the US and Japanese economies continue to mature – both in terms of the age of their populations and their industrial mix – they will likely face even greater tensions between them over allocating the management and costs of industrial adjustment.

Abstract:
The Toyota Commemorative Museum of Industry and Technology gives its visitors much to ponder. Established at the site in Nagoya where in 1911 Sakichi Toyoda founded his automatic loom factory (the basis of the family fortune, which later funded his son Kiichiro's development of automobile production), the museum was opened on June 11, 1994, the 100th anniversary of Toyoda's birth. It is a popular stop on field trips for Japanese schoolchildren, who are required to study in the 3rd grade the automobile industry. The messages, which Toyota wishes to instill in its young visitors, are the importance of “making things” and of “creativity and research.” And confronting all museum visitors upon entry, having central place in the vast and largely empty first room of the exhibits, is Sakichi Toyoda's one-of-a-kind vertical circular loom.

1007. Foreign Direct Investment in China: Effects on Growth and Economic Performance

Abstract:
By almost all accounts, foreign direct investment (FDI) in China has been one of the major success stories of the past 10 years. Starting from a base of less than $19 billion in 1990, the stock of FDI in China rose to over $300 billion at the end of 1999. Ranked by the stock of inward FDI, China thus has become the leader among all developing nations and second among the APEC nations (only the United States holds a larger stock of inward FDI). China's FDI consists largely of greenfield investment, while inward FDI in the United States by contrast has been generated more by takeover of existing enterprises than by new establishment, a point developed later in this paper. The majority of FDI in China has originated from elsewhere in developing Asia (i.e., not including Japan). Hong Kong, now a largely self-governing “special autonomous region” of China itself, has been the largest source of record. The dominance of Hong Kong, however, is somewhat illusory in that much FDI nominally from Hong Kong in reality is from elsewhere. Some of what is listed as Hong Kong-source FDI in China is, in fact, investment by domestic Chinese that is “round-tripped” through Hong Kong. Other FDI in China listed as Hong Kong in origin is in reality from various western nations and Taiwan that is placed into China via Hong Kong intermediaries. Alas, no published records exist to indicate exactly how much FDI in China that is nominally from Hong Kong is in fact attributable to other nations.

Why do states comply with international norms? The analogy of classical theories on individuals' compliance is useful to understand state compliance with international norms. For example, Friedrich Kratochwil lists three theories related to norm compliance in social life: The Hobbesian or realist position derives compliance with norms from force or the threat of force. A second class of theories explains compliance in terms of the long-term utilitarian calculations of actors, a perspective perhaps best identified with Hume's argument about the nature of conventions. Third is the idealist position of Durkheim, who conceptualizes norms and rules as “social facts” existing objectively and constraining individual choices.

1010. Civil Society and Official Development Assistance: International Politics, Domestic Structures and the Emergence of International Development NGOs in Japan

With comparative cases in North America and Europe as a reference point, this paper examines the recent emergence of international development NGOs (IDNGOs) in Japan and the role of state policies in supporting the growth of international civil society. In contrast to other advanced industrial nations where state-IDNGO cooperation in foreign aid programs developed extensively in the 1960s and 1970s, IDNGOs and NGOs were excluded from Japanese ODA policies until the late 1980s. The paper looks at changes in Japanese state policies vis-à-vis IDNGOs in 1989 and the early 1990s and shows how such changes in turn helped stimulate the creation of new citizen-organized international groups in Japan. To explain this shift in state policy, the paper turns to sociological institutional theories and argues that international norms promoted by international organizations and international actors have played an important role in expanding opportunities for IDNGOs in Japan.

This Report presents the Department of Defense assessment of the relative contributions toward the common defense and mutual security made by our NATO allies, our Pacific allies, (Japan and the Republic of Korea), and the countries of the Gulf Cooperation Council (GCC). Under legislative provisions dating to the Defense Authorization Act of 1981 (P.L. 96-342, Section 1006), the Department of Defense is required to compare the defense burdens borne by our allies, explain disparities, and describe efforts to eliminate such disparities. This Report addresses requirements originally set forth in the 1984 National Defense Authorization Act (P.L. 98-525), Title X, Section 1003, Defense Burdensharing, paragraphs a-d. The most recent baseline legislation addressing this reporting requirement is the FY 1997 National Defense Authorization Act, Title X, Section 1084. This Report also covers burdensharing reporting requirements set forth in the FY 2000 Department of Defense Military Construction Appropriations Act (P.L. 106-52), Section 119.

Historically, Korea has been under the influence of its ambitious neighbors, China, Japan and Russia, which causes Korea's intense concern for its long-term independence. Through the budding signs of North-South Korea unification, Korea perceives that long-term peace and security derive from having a close diplomatic and economic relationship with the United States as the most crucial ingredient. Thus President Kim Dae Jung of South Korea and his counterpart of the North, Kim Jong II, at the June meeting emphasized the continued presence of United States troops in the Korean peninsula for stability and peace in East Asia even after the unification. In association with the United States economy, the unified Korea could play a major role as a regional balancer, giving stability to a new order in Northeast Asia and the Asia-Pacific region as a whole.

A recent meeting of Asian countries on how to combat increasingly violent pirates in the region follows landmark prosecutions of those involve, but years of half-hearted action by coastal states. The International Chamber of Commerce has already called on ASEAN trade bloc nations to join China and Japan in signing the 1988 UN Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation (the Rome convention). It would allow pirates caught in seas beyond national maritime jurisdictions to be prosecuted as international criminals. However, 14 of the 16 countries at the Japanese-sponsored talks in Singapore last March have yet to sign. Findings will be presented to a high-level international conference between regional maritime security agencies and government shipping bodies in Tokyo this month.

1015. Wage Coordination and the Welfare State: Germany and Japan Compared

Abstract:
Is there a relation between welfare state regimes and national wage setting systems? Peter Swenson in his research on the historical dynamics of the US-American and Swedish welfare state has recently claimed that such a relation does indeed exist. The essay aims to check if this also holds true for the German and Japanese case. In the post-war period both countries have established systems of wage-bargaining that are less centralized than the Swedish system, but in which wages are highly coordinated both within and across sectors, and, subsequently, in which wage compression is relatively high as well. Thus, both countries are confronted with the same problems of wage- and welfare-drift and of firms' exit from the 'solidaristic' or coordinated wage setting that are so typical for Sweden. At the same time the German and Japanese welfare state differ from each other in almost all dimensions. Thus, both cases seem to be ideally suited to provide for a plausibility-check of the Swenson hypothesis. The essay reaches the conclusion that there is indeed ample evidence that both the German and the Japanese welfare state contributed critically to the stability of wage coordination in the era of high growth after World War II. They thus have to be understood as an integral part of the German and Japanese post-war growth model.

Abstract:
Scholars describe the East Asian—Japanese and South Korean—state as a network state that guides the private sector by means of embedded relationships (i.e., informal persuasive ties). In theoretical terms, these embedded ties represent informally institutionalized social capital. This study refines the network state thesis by comparing embedded ties with tangible resource exchanges in their effects upon political influence among political (organizational) actors in Japanese and U.S. labor politics. The network state thesis predicts that in Japan embedded ties should channel the flow of tangible resources (e.g., vital information, political support), and that embedded third party brokers should mediate this flow. Embedded ties have generally pervaded the Japanese polity, whereas in the United States, they have remained concentrated within the labor sector. In Japan, the embedded ties form a “bow tie” pattern: the Ministry of Labor (MOL) bridges a structural hole between corporatistic business and labor. The presence of embedded third parties predicts the dyadic exchange of information. Political support, by contrast, forms a distinct, nonembedded network, centered on political parties. Tensions between the embedded network and the instrumental political support network help explain characteristics of Japanese politics, such as the relative slowness of its response to financial crisis.

The Asian financial crisis of 1997–98 involved, among other things, a failure of regulation. Some believe this failure is endemic to global capitalism, and others believe it was profoundly local and idiosyncratic, emanating from regulatory flaws in the affected countries, stretching an arc from Thailand and Indonesia to Korea and Japan. There is also a debate about the nature of the regulation that failed. Some argue that the crisis emanated from a surfeit of nettlesome regulations and endemic industrial policy; others claim it happened for want of effective regulations and (even) industrial policy. Across the hypotenuse of these disagreements, however, stretches a universal recognition that regulatory infrastructure and institutions do matter and that they must play a major role in the way we think about economic development. After the miracle years in East Asia, “good governance” has become the Spirit of the Age.

Abstract:
Short-term volatility in G3 bilateral exchange rates has been a fact of life since the beginning of the post-Bretton Woods float. It has been established, surprisingly, that this volatility is not only disproportionately large relative to the variation in relative macroeconomic fundamentals of Germany, Japan, and the United States, but is in fact largely unrelated to them. The apparent disconnect between fundamentals and dollar-yen and dollar-euro exchange rate fluctuations has led to perennial complaints about persistent exchange rate “misalignments,” and their real effects on the G3 (and other) economies, giving rise in turn to recurring proposals for government policies to limit this volatility. The idea that volatility reflects nothing more than the (perhaps rational, certainly profit-seeking) behavior of foreign exchange traders seems to give justification for a policy response. Yet, the disjunction between macroeconomic expectations and the volatility seems to indicate as well that some deviation from domestic monetary policy goals would be necessary to intervene against exchange rate swings.

1023. The New Asian Challenge

Abstract:
The initial postwar challenge from East Asia was economic. Japan crashed back into global markets in the 1960s, became the largest surplus and creditor country in the 1980s, and was viewed by many as the world's dominant economy by 1990. The newly industrialized countries (Korea, Taiwan, Hong Kong, Singapore) followed suit on a smaller but still substantial scale shortly thereafter. China only re-entered world commerce in the 1980s but has now become the second largest economy (in purchasing power terms), the second largest recipient of foreign direct investment inflows, and the second largest holder of monetary reserves. Indonesia and most of Southeast Asia grew at 7 percent for two or more decades. The oil crises of the 1970s and the financial crises of the late 1990s injected temporary setbacks but East Asia has clearly become a third major pole of the world economy, along with North America and Western Europe.

The institutionalisation of early retirement has become a universal feature of postwar industrial economies, though there are significant cross-national variations. This paper studies the impact of different types of welfare regimes, production systems and labour relations on early exit from work. After an analysis of the main trends, the paper discusses the costs and benefits of early retirement for the various actors — labour, capital and the state — at different levels. The paper outlines both the “pull” and “push” factors of early exit. It first compares the distinct welfare state regimes and private occupational pensions in their impact on early retirement. Then it looks at the labour-shedding strategies inherent to particular employment regimes, production systems and financial governance structures. Finally, the impact of particular industrial relations systems, and especially the role of unions is discussed. The paper finds intricate “institutional complementarities” between particular welfare states, production regimes and industrial relations systems, and these structure the incentives under which actors make decisions on work and retirement. The paper argues that the “collusion” between capital, labour and the state in pursuing early retirement is not merely following a labour-shedding strategy to ease mass unemployment, but also caused by the need for economic restructuration, the downsizing pressures from financial markets, the maintenance of peaceful labour relations, and the consequences of a seniority employment system.

All Northeast Asian nations express support for such efforts, and the current trend toward multilateralism is generally consistent with U.S. foreign policy objectives in Asia as an important complement to America's bilateral security arrangements, which remain the foundation of U.S. security policy in Asia.

The tax bur- den in 1996 exceeded 45% of GDP in five countries, all in Europe – Den- mark, Sweden, Finland, Belgium and France. The Korean peninsula is crucial to Japanese security. Currently, the Japan-United States alliance is being reinvigorated to meet the continuing threat posed by North Korea as well as new challenges in the post-cold war era. The recently announced new defense cooperation guidelines outline the support the Japanese will extend to U.S. forces during peacetime, during an armed attack on Japan, and in emergencies "in areas surrounding Japan." In order to avoid unduly alarming China and to win public acceptance of the reformulation of the alliance in the absence of the kind of mortal threat once posed by the Soviet Union, the continuing danger posed by North Korea has been underlined. Yet, should the North Korean threat disappear, justifying the Japan-U.S. alliance will be that much more difficult. To forestall any danger of unraveling of the alliance, Japan must work with South Korea to formulate a new vision of the security relationship between Seoul and Tokyo that more closely integrates their common interests with those of their mutual ally, the United States.

Analysts who predicted further contraction in Japan's GDP during fiscal 1999 have altered to a more optimistic outlook. The reason for this turnaround is a general change in perception of the recession. Rather than the downturn being part of a decade-long stagnation persisting since the collapse of the bubble economy in 1991, the recession was in fact of more recent origin and, therefore, of a less intractable nature than commonly supposed.

1030. The Macroeconomic Experience of Japan Since 1990: An Empirical Investigation

This paper outlines the macroeconomic experience of the Japanese economy since 1990. The MSG2 multi-country model is used to determine the extent to which the strong yen and growth experience of Japan over this period was due to underlying trends in the Japanese economy and to what extent shocks such as changes in the settings of monetary and fiscal policies in Japan and overseas, as well as the Kobe earthquake, played a role. It is shown that many of the key features of the Japanese economy over this period can be attributed to inappropriate macroeconomic policy settings in Japan as well as reflecting long term trends due to population changes and a maturing of the Japanese economy. In particular, it is shown that announcing expansionary fiscal policy in advance of implementation and exaggerating the extent of actual stimulus, tended to appreciate the yen and raise long term real interest rates which further reduced real GDP growth over the period. The extent to which macroeconomic policy rather than entrenched structural problems can explain the experience suggests that future prospects for the Japanese economy are not as bleak as sometimes predicted. Growth is unlikely to return to the high levels experienced in previous decades because of the maturing of the Japanese economy and low future population growth in Japan. This paper projects growth to be sustainable at around 2.5% per year over the next decade and a continual appreciation of the yen in both real and nominal terms.

Since 1997, Japan's economy has experienced negative growth, a situation unprecedented in the postwar era. At the height of the Cold War, the dominant Western theories of alliance building in interstate relations argued that alliances tend to be motivated more by an external need to confront a clearly defined common adversary than by the domestic attributes of alliance partners. The newly reinvigorated U.S.-Japan alliance, however, together with the newly expanded NATO, seems to depart from the conventional pattern by emphasizing shared democratic values and by maintaining a high degree of ambiguity regarding the goals and targets of the alliance. Although these new features of American-led military alliances provide an anchor in an other- wise highly fluid situation in the post–Cold War world, many Chinese foreign-and defense-policy analysts believe that U.S. alliances with Asian countries, particularly with Japan, pose a serious, long-term challenge, if not a threat, to China's national security, national unification, and modernization. The ambiguity of the revised U.S.-Japan security alliance means that it is at best searching for targets and at worst aiming at China.

This monograph explores contemporary Japan-ROK security relations from the perspective of U.S. strategic interests in Asia. Japan and the Republic of Korea have been aligned but not allied since the beginning of the Cold War, and the United States has long been frustrated in its desire to strengthen the Japan-ROK leg of its network of bilateral alliances in Asia. The United States abandoned the goal of encouraging a formal U.S.-Japan-ROK alliance early on in the Cold War, and in the current strategic environment a trilateral alliance would probably be counterproductive. At the same time, however, the fluidity of East Asian security relations today has heightened the dangers of leaving the Japan-ROK security relationship in an ambiguous state. Closer Japan-ROK security cooperation will enhance U.S. efforts to maintain forward presence, manage diplomacy and potential crises on the Korean Peninsula, and integrate China as a cooperative partner in the region. In contrast, distant Japan-ROK relations would complicate all of these U.S. objectives. Hostile Japan-ROK relations, particularly in the context of Korean reunification, would have a spillover effect on Sino-U.S. relations and could return the region to the great-power rivalry of the last century.

The domestic politics of our Asian alliances is like the story of the dog that didn't bark. Though our defense ties with Japan and Korea were forged in the Cold War, nearly ten years after the Berlin Wall came down, few voices are being raised to amend, let alone terminate, either the Treaty of Mutual Cooperation and Security with Japan or the U.S.-Korea Mutual Defense Treaty. Although large numbers of U.S. troops remain in both countries, congressional criticisms of allied “free riding” are rarely heard. Our alliances with Japan and Korea provoke little discernible opposition from the Congress, the press, or the general public. Polling data suggests that public support for the alliances and for forward deployments in both countries remains high. And no prominent leaders of the Congress are threatening to link security concerns to outstanding economic issues with the Japanese or South Koreans—a tactic frequently utilized a decade ago.

In December 1997, world attention turned to Kyoto, Japan, where parties to the Framework Convention on Climate Change (FCCC) negotiated a protocol to reduce the greenhouse-gas emissions of the industrialized countries by 5 percent below 1990 levels over the next ten to fifteen years. The agreement has been attacked from both sides. Environmental groups assert that much deeper reductions are urgently needed. Opponents claim that the proposed reductions are either unnecessary or premature, would curtail economic growth, or would be unfair or ineffective without similar commitments by developing countries.

The heated dispute that erupted at the end of the GATT (General Agreement on Tariffs and Trade) negotiations between the United States (US) and the European Union (EU) on audio-visual services is fairly representative of the cultural argument in trade. Culture is often proclaimed to oppose full liberalisation of international exchanges of goods and services. In 1989, after the liberalisation of US film import in Korea, angry Koreans directors in some Seoul theatres showing US movies released poisonous snakes Japan traditionally opposed rice imports on the basis that it would endanger Japanese culture. The United States claimed that the "potato-potato-potato rhythm at idle and the staccato beat at cruising speeds" of a Harley-Davidson was part of the American culture with the obvious aim to ridicule any notion of culture, or more precisely of national culture. German director Wim Wenders replied to the latter by provocatively reminding that the essence of US national culture being trade the Americans have no sense of any possible contradiction between trade and culture. When, to justify the remarkable work of the Australian Film Commission, experts came up with a tentative definition of Australian culture, the simple evocation of Crocodile Dundee generated outrage, especially among the feminists. It is uneasy to find an acceptable and workable definition of national culture to analyse its impact on trade.

The spectacular performance, until recently, of East Asia's emerging economies, popularly known as the Asian tigers, has fueled wild speculation in the West about the so-called "Asian Century." "Never before in world history," noted the Economist in March 1997, "has any region sustained such rapid growth for so long." The GDP per capita of Taiwan ($13,200) and South Korea ($11,900) were already impressive enough in 1997 to place them at the gate of the advanced industrialized nations of the world. Japan, of course, has long been an acknowledged super-economy, often said to have led the flock of economic "flying geese" before they turned into what Chung-In Moon ten years ago called the "swarming sparrows" in Asia. Among the now G–8 countries, perhaps the most stable political relationship in the past decade or so has been between Britain and Japan. While the two countries do not necessarily rank high in each other's foreign policy priorities, their leaders have always made sure publicly to endorse the growing ties in strong and positive language. Prime Minister Tony Blair used the occasion of his official visit to Tokyo this January to echo Prime Minister Ryutaro Hashimoto's own positive views of the relationship, expressed to Blair at the G–8 summit in Denver. To Hashimoto's 'Britain is a special partner to Japan', Blair confirmed that UK–Japan relations were 'as strong as ever', in line with the remarks of his predecessors, which had ranged from a 'dynamic, plain-speaking partnership', 'strategic partnership' in the post-Cold War era, to 'natural partnership'. Furthermore, compared with Japan's relations with other major European states, specifically France and Germany, the contours of UK–Japan relations seem to stand out more. There is a strong economic relationship between the two. The UK–Japan Action Agenda of September 1996 was the first of its kind to be agreed between Japan and a European state, reflecting Britain's resolve to be the 'outward looking' member in the EU, and to keep ahead in the primarily economic competition for Japanese interest in Europe. Cooperation between the two countries has been credited as the key to success in some post-Cold War multilateral agreements, such as the UN arms register or the recent Kyoto conference on global warming, here reflecting the scope of official cooperation between the two governments. This track record supports the leaders' claims that Britain and Japan are special partners. Nevertheless, there is a sense that the relationship is still bound in the realm of political rhetoric. Neither the positive language nor the track record of achievements can dispel the perception that Europe—Japan relations are the weakest in the trilateral world of Europe, Japan and the United States. The Hague Declaration of 1991 — a document outlining further commitment to cooperation between Japan and the EU — the UK–Japan Action agenda, and the subsequent similar documents between Japan and France or Germany, have only received cursory attention. 2 While UK–Japan relations may be the key to genuinely strengthening Europe—Japan ties, there are issues that need to be addressed to promote further progress.

The lack of indigenous oil and gas resources in Northeast Asia is a real obstacle to the region's economic development, and the region has paid the price. The importance of the introduction of pipeline gas into Northeast Asia lies not only in diversifying supply sources but also in providing price leverage for the region's consumers. Despite many implementation problems, the Sino-Russian agreement on East Siberian gas and pipeline development laid a firm basis for the introduction of pipeline gas into the region, and this could fundamentally affect the region's energy supply balance in the coming decades. The introduction of pipeline gas will open a new era of multilateral cooperation in the region. It is now no longer a matter of whether but when and how this gas will be introduced. Northeast Asia — comprising China, Russian Asia (Siberia and the Far East), Korea and Japan — forms the world's biggest market for liquefied natural gas (LNG). Out of world trade totalling just over 100 bcm in 1996, 63.8 bcm was imported by Japan and 13 bcm by Korea, together representing 75% of the world total. Given that China is set to import both LNG and pipeline gas in the next decade, there will be further rapid growth in the region's demand for gas. Many questions about the scale of expansion, the introduction of pipeline gas as a part of the expansion, the role of natural gas in power generation, and the establishment of multilateral cooperation for the pipeline development remain unresolved. Nevertheless, recent announcements by CNPC (China National Petroleum Corporation) of two contracts signed with the Kazakstan government for the development of oilfields for transport via pipeline to western China are a strong signal that the Northeast Asian region is set to witness the introduction of long-distance pipeline oil. In the longer term, these developments may be eclipsed by the development of pipeline gas. This paper briefly reviews the potential gas and oil supply sources to the Northeast Asian region and recent developments, together with the problems that need to be tackled for early implementation of pipeline gas. After presenting the results of a unique survey on the views of both Japanese and Korean companies on the Northeast Asian natural gas market and the development of long-distance pipelines, the paper discusses the implications of such developments.

This paper examines the importance of the Korean-American alliance for Japan from a historical perspective. The U.S.-Japan alliance is important for the security of South Korea because it provides logistic support for the U.S. activities on the Korean peninsula. This is obvious if we look into the reasons why the Guidelines for U.S.-Japan Defense Cooperation were revised in September 1997. At the same time, the U.S.-ROK alliance is also important for the security of Japan because it functions as a buffer or shield for Japan. Bounded on the north by China and Russia, and only thirty miles from the closest Japanese island, the Korean peninsula is the fulcrum where the major powers' interests in Asia converge. Tokyo is about one hour from Seoul by jet aircraft.

By almost any criterion of success—be it cost–effectiveness, risk–reward ratio, multiplier effects, or sheer longevity, the Japan America Security Alliance (JASA) stands out as one of the most successful alliances in twentieth century history. For the United States, chief architect of a global network of military relationships, JASA is arguably the most important of its many bilateral alliances. In terms of historic impact, JASA is comparable to the North Atlantic Treaty Organization (NATO), a multilateral alliance that restructured the European security landscape in 1949. For nearly a half–century, JASA and NATO have functioned as the bedrock on which the Cold War security systems of Asia and Europe have been constructed.
