Abstract:
The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

Abstract:
Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

Abstract:
Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

Abstract:
The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

The report “Democratic Backsliding and Securitization: Challenges for Israel, the EU and Israel-Europe Relations” analyses the illiberal trends and democratic backsliding that can be seen in both Europe and Israel. Over the course of a two year project, experts from Mitvim – The Israeli Institute for Regional Foreign Policies, Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs) as well as external experts reflected on the implications these developments have. The authors offer highly relevant recommendations and insights for anyone interested in EU-Israel relations, eroding democratic trends and securitization policies. The report specifically highlights the relationship between the EU and Israel and how these have adapted in light of the illiberal trends, also showing the impact and lack of prospect in light of Israeli-Palestinian peacemaking and advancement towards a resolution of the Palestinian struggle. The relevance of this report goes beyond the specific relations between the EU and Israel, however, also showing global tendencies. It demonstrates the eroding global democratic trend and impact on liberal values. Therefore, this report is not only a research but also a call to action to counter the negative trend in order to protect the liberties we have. Below you can find the full report, as well as three short policy briefs: one on Democracy and Foreign Affairs in Israel, one on Illiberalism in the EU and Israel, and one on the International Alliances with the Israeli left. The findings from this report were presented at both an international conference in Brussels on July 12th, and will be presented in the future in Jerusalem. Abstract:
Environmental issues cross geographic and man-made political boundaries. Shared environmental problems and situations of interdependence may exacerbate conflicts between communities, but they can also offer opportunities for cooperation. This article discusses the capacity of non-governmental organizations to use environmental issues as a platform for promoting peace in the region, especially between Israelis and Palestinians. It focuses on three organizations that see Israeli-Palestinian cooperation as a central pillar of their activities: EcoPeace Middle East, the Arava Institute for Environmental Studies, and Comet Middle East. The article examines the variety of activities these organizations engage in: promoting and encouraging cooperation between political entities, education, facilitating meetings between individuals and groups on both sides, addressing energy and water-related problems (mainly sewage treatment and river pollution), and more. The notable achievements of the three organizations are also highlighted, as well as the considerable difficulties they face. This review of their activities suggests some conclusions and recommendations for organizations and for individuals interested in environmental protection and the future of relations between Israelis and Palestinians. This paper is the second in a series of a joint project between the Mitvim Institute and the Davis Institute for International Relations.

Abstract:
Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

Abstract:
On October 21, Daily Sabah announced that an Israeli spy ring, consisting of 15 agents, was arrested in Turkey early in October. The Turkish newspaper affiliated with the Turkish government and JDP said that the spy ring targeted Israel's opponents in Turkey. A day later, the newspaper affirmed that one of the arrested agents collected information about Palestinians residing in Turkey, and about Turkish military industries. However, Ankara did not officially announce the news, while Israel denied the accusation. A few weeks earlier, the pro-Hamas Shehab News agency announced that seven Palestinian PNA and Mossad agents were arrested in Turkey allegedly for spying on certain Palestinian residents in Turkey.

Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. As the studies in this publication indicate, the potential for regional cooperation is great and its realization also depends on progress towards Israeli-Palestinian peace.

The developments came in the wake of early legislative elections held in Israel in March leading to the formation of a new coalition government headed by Naftali Benett, leader of the right-wing party Yamina. In Iran, presidential elections held on June 18, were won by hardline chief justice Ebrahim Raisi. The internal political dynamics in Tel Aviv and Tehran cast a shadow on the whole political landscape in both countries, and are projected to have an impact on the trajectory of the non-traditional conflict between the two sides, which escalated over the past few months.

Abstract:
This article focuses on relations between Israel and Qatar, analyzing them in historical context, in the context of Qatari foreign policy and in terms of their potential and the limitations imposed by the Israeli-Palestinian conflict. The article describes the shift from a mutual conception of hostility to unusual cooperation over the Gaza crisis. While Israel aspires to avoid additional rounds of violence with Gaza, Qatar seeks to strengthen its regional role as a mediator, and mutual interests converge into joint activity to avert an additional military clash between Hamas and Israel. The cooperation between the states illustrates how the Palestinian issue can leverage regional cooperation. At the same time, the untapped diplomatic, economic and civilian potential of Israel-Qatar relations points to the limitations imposed by the ongoing Israeli-Palestinian conflict.

21. Israel-Africa Relations: What Can We Learn from the Netanyahu Decade?

Since he came to power in 2009, Israel’s Prime Minister Benjamin Netanyahu has not made Israeli-African relations a priority in his foreign policy. After they broke off diplomatic relations with Israel following the Yom Kippur War in 1973, most African states – besides Malawi, South Africa (apart from between 1975 and 1979), Swaziland and Lesotho – finally resumed relations with the Jewish state during the 1980s and 1990s and more recently for some others. The resumption of diplomatic ties was gradual, as peace efforts were initiated regarding Palestine. Israel now enjoys diplomatic relations with more than 40 sub-Saharan African states, but only has 12 embassies throughout the entire continent, including in Cairo. The last ones to be opened were in Kigali (Rwanda) in 2019 and Accra (Ghana) in 2011. The Israeli government today views Africa either as a longstanding sphere of influence (Ethiopia, Eritrea, Cameroon, Ghana, Côte d’Ivoire, Uganda and for the last two decades Rwanda) that needs to be strengthened, or as a new sphere of influence to be developed (the Sahel countries, central Africa, etc.) These relations operate through various conventional channels, including some that have been significantly weakened by Benjamin Netanyahu when he was Israeli prime minister between 1996 and 1999 and since 2009. This is particularly true for the Ministry of Foreign Affairs and its counterpart, Mashav, responsible for development cooperation. However, the security and intelligence sectors (Mossad), controlled by the Prime Minister’s Office, are strong drivers of Israeli foreign policy, hence Benjamin Netanyahu’s dominance over foreign affairs in general, and Africa in particular. The objective of this paper is to explain how political, economic and security relationships between Africa and Israel have developed in practice during the decade 2009-2020. The aim here is to go beyond a mere account of the history of these relationships. Since 2009, Prime Minister Benjamin Netanyahu – still in power at the time of writing – has frequently talked about his country’s return to the African stage, without necessarily providing his government with the financial resources to achieve this.

In this issue of Iqtisadi, Paul Rivlin analyzes economic factors involved in the recent UAE-Israel normalization accords. In August 2020, the US, Israel and the United Arab Emirates (UAE) announced the full normalization of relations between Israel and the United Arab Emirates. In September, the Abraham Accords were signed at the White House between Israel, the UAE, Bahrain and the US. The establishment of diplomatic relations between Israel and the UAE and Israel and Bahrain opens the door for trade, investment and cooperation. Israel is looking for markets, investments and joint projects. The UAE is dominated by two emirates: Abu Dhabi and Dubai. Abu Dhabi is the main oil producer in the UAE and is thus one of the largest in the world. It has a strong interest in reorienting its economy away from oil and has invested in green technologies. Dubai has invested heavily in real estate and tourism and also wants to diversify its economy. Israel is a very suitable trading partner given its strength in hi-tech.

Israel and the European Union (EU) have built a special, strategic relationship over decades, since the 1960s. Following centuries of war, two world wars, tens of millions dead and destruction across the continent, the EU can be declared as the most successful expression of Europeans’ aspiration for peace and prosperity. With a population of 450 million, the EU is not only Israel’s biggest trade partner, it is also the biggest and most generous aid donor to the Palestinian Authority (PA), without which Israel would be forced to allocate extensive budgetary resources for the PA’s preservation and its commitments. Moreover, a large part of the Jewish people in Israel and the Diaspora has its roots in Europe. Many Israelis aspire to the continent’s standards of moral and cultural values and to its political systems. At the same time, many in Europe see Israel and the Israelis as members of the European family. Agreements on economic, trade, science, and other matters of vital value to Israel have been signed over the years within the framework of the special relationship that has developed with the EU.

In October 2018, the Mitvim Institute held its annual Israel-Turkey policy dialogue, for the seventh consecutive year. The dialogue took place in Istanbul, in cooperation with FriedrichEbert-Stiftung, and was participated by Dr. Nimrod Goren, Dr. Roee Kibrik and Arik Segal of the Mitvim Institute. The policy dialogue included a series of meetings and discussions, with Turkish scholars, journalists, former diplomats, and civil society activists. It focused on Israel-Turkey relations, in light of the current crisis in ties, and on Turkey’s foreign policy in the Middle East. The policy dialogue aimed at helping improve Israel-Turkey relations, by enabling experts from both countries to exchange views on regional developments, to identify opportunities for better bilateral relations, and to increase cooperation between researchers and policy analysts from both countries. Throughout the dialogue, there was a sense that Turkey and Israel can find a way to overcome their current crisis and to reinstate ambassadors. Nevertheless, such progress is not expected to lead to a significant breakthrough in the relations. The Turkish counterparts expressed hope that Israel and Turkey will resume talks on natural gas export from Israel; shared their concern over what they perceive as Israel's support of the Kurds in northern Syria; and pointed out that Turkey and Iran should not be considered by Israel as allies, but rather as countries that cooperate at times regarding shared interest but are also competing with each other and adhering to different ideologies and beliefs. The dialogue also emphasized the importance attributed in Turkey to Jewish community in the US, and to the impact it has on the American discourse towards Turkey as well as on US policy towards the Middle East. This paper highlights key insights from the meetings and discussions that took place throughout the policy dialogue. It does not reflect consensus among all participants.

The Israeli discourse surrounding regional cooperation tends to focus primarily on the Gulf States and on security issues; as such, it often overlooks more moderate and pro-Western countries in the region, and alternative cooperation tracks that are more along civil and cultural lines. Israel should pay more attention to Tunisia, which constitutes an important geographical, historical, and political crossroads along the Mediterranean coast; which provides insight into democratization processes; which is home to an ancient Jewish community; and which may serve as either an enabling or inhibiting factor for the realization of Israel’s interests in Africa. Despite the current political obstacles to relations between the two countries, there exists a precedent of positive relations and cooperation between Israel and Tunisia, and there is a possibility of expanding this cooperation in the future. Meanwhile, positive interpersonal, cultural, and civil relations should be advanced. These will assist future political relations, once changes occur in regional politics and progress is made in the Israeli-Palestinian peace process.

Over the last 40 years, since the 1979 Israel-Egypt peace treaty (that alluded to but did not solve the Palestinian question) and the European Community’s 1980 Venice Declaration, Europe has been seeking ways to help advance Israeli-Palestinian peace. The task was not an easy one, mostly due to United States of America (US) dominance of peace negotiations and negative Israeli attitudes towards Europe as a mediator. Thus, while Europeans were key in shaping international language on the conflict, they have remained in the back seat when it comes to shaping dynamics on the ground. Since the collapse in 2014 of the John Kerry initiative to advance the peace process, the task has become even more difficult for the Europeans. Realities on the ground, such as a right-wing government in Israel lacking interest in advancing a peace process, expanded settlement construction, as well as the internal Palestinian split and governance deficiencies in the Palestinian Authority, make the two-state solution ever more difficult to achieve. In addition, Israel’s leadership has worked to weaken and divide the EU in order to limit its role on the issue. In this endeavor, it has profited from different interests and priorities among EU Member States as reflected in discussions and decision-making processes regarding the Israeli-Palestinian conflict. These trends have increasingly intensified in recent years, and it is the goal of this publication to analyze them, assess their impact on European capacities and policies, and devise recommendations to tackle and perhaps even reverse them. The publication includes three analytical chapters focusing on internal European dynamics, on Israel’s foreign policy towards the EU, and on EU policy-making regarding the Israeli-Palestinian conflict/peace process.

Over the last decade, Israel has accelerated a long-term process of annexation in the West Bank through legal, political, physical and rhetorical steps that are both explicit, and increasingly irreversible. What kind of reaction can Israel expect from the international community if these policies continue? This paper summarizes the annexationist trends in Israel, then examines cases of post-World War II annexation, to map the range of international reactions. The analysis shows that the international community (states and meta-state bodies) has responded with diverse tools, all designed to oppose and deter annexation. Yet such measures have only rarely stopped or reversed annexation. When annexation was stopped or reversed, the international pressure focused on violations of other major international norms or reflected state interests. Israeli annexation outright, but the international community can be expected to step up concrete policies of opposition. Not only would such responses not be unique to Israel – it would be an anomaly if the international community did not undertake opposition measures. The paper concludes by proposing that the international community develop a more expansive understanding of the concept of annexation to improve deterrence, and re-commit itself to the fundamental proscription against conquering territory by force.

The Mitvim Institute 3rd annual conference provided an annual assessment of Israel's regional foreign policies. It was held in Tel Aviv on 14 November 2019, in cooperation with the Friedrich-Ebert-Stiftung. The conference included sessions on Israel's ties with its adjacent regions – moderated by Dr. Nimrod Goren, and participated by Amb. (ret.) Michael Harari, former Member of Knesset (MK) Ksenia Svetlova, Dr. Ido Zelkovitz and Dan Catarivas – and on the quest for IsraeliPalestinian peace in Israeli statesmanship – moderated by Yael Patir and participated by Dr. Lior Lehrs, Dr. Dahlia Scheindlin, Kamal Ali-Hassan and Nadav Tamir. MK Yair Lapid (Blue and White party) and EU Special Representative for the Middle East Peace Process Susanna Terstal delivered the keynote speeches. This is a study of Eastern Mediterranean security and how the United States and Israel can improve cooperation to protect their common interests. The study’s particular focus is the maritime domain. Few things in world affairs survive for millennia. It’s also true that few are ever really new. In the Eastern Mediterranean, what has endured for thousands of years is the strategic attention of great powers. The region retains it today, commanding interest not only from local and regional actors, but also from global players. As Iran works to extend its reach to the Mediterranean, Russia, as it has for centuries, strives to exert its influence across the Middle East. The United States, on the other hand, has been signaling a desire to reduce its involvement in the region. Remarkably, China too has become a player. Its increasing presence in the Middle East reflects commercial and strategic motives and signifies its rise as a force competing for global economic and military predominance. China is at once a security challenge and a close economic partner. It is the world’s major rising and disruptive power and plays a huge role in global trade and investment.

After a century of an American world order established by U.S. President Woodrow Wilson at the end of the First World War, we are facing a shift in Washington’s global attitude. President Trump’s approach to world affairs is different. Although Obama, and to some extent Bush before the September 11, 2001 terror attacks, was starting to withdraw from the U.S. historical position of key global superpower, President Trump’s approach to world affairs is a much more drastic acceleration of this move. Continuing in this direction means we may soon face a collapse of America’s century-long preeminence, and the creation of a new world order in which the U.S. is no longer leading the global power, but only first among sovereigns, if at all.

Controversies have abounded, including Palestine and Israel within the UN's Human Rights Council, lack of US support for the International Law of the Sea (since 1994), and the International Criminal Court (since 2002). Collectively, the European Union and its Member States remain by far the largest financial contributor to the UN, providing 30% of all contributions to the budget and 31% of peace-keeping activities in addition to substantial contributions towards project-based funding. 4. Some may object that the European Union has been hampered by the lack of a common position among EU Member States on the future of the UN Security Council (UNSC), where two member-states, UK and France, currently have permanent seats and one, Germany, is desperate to get one.

Haim Koren analyzes the ongoing relationship between Israel and South Sudan. From the beginning, it made strategic sense for Israel to provide military aid to rebels in South Sudan. This would serve as a useful distraction to Egypt and Sudan, and would open a new and vulnerable front against the Arab World. However, it wasn’t until the June 1967 war that Israel truly acted upon this opportunity, following Khartoum’s decision to support Egypt in that conflict. [1] Joseph Lago, then the leader of the South Sudanese Anya-Nya ("Viper Venom") guerrilla organization, appealed desperately to Israel, asking it to help in preventing integration of Sudanese units within the Egyptian army by pinning them down in an ongoing conflict with the fighters of South Sudan. This would carry a number of advantages for Israel, including strengthening Israel’s operational connections with Kenya and Ethiopia, which were states within Israel’s geo-strategic ‘second circle.’ Providing such aid would also carry moral weight: Israel would help a nation struggling for independence against what south Sudanese felt to be Islamic “tyranny.”

The U.S. administration’s Israeli-Palestinian “peace plan,” under President Donald Trump, has so far yielded only an inconclusive talkfest about economic development. The underlying rationale of the plan—that economics must come before any addressing of core political issues—is fundamentally flawed for several reasons. The biggest impediments to Palestinian economic development stem from aspects of the Israeli occupation that would continue under the plan, which rejects a two-state solution and is a slightly revised and renamed version of the current arrangement of limited Palestinian autonomy under Israeli domination. The plan flows directly from the Trump administration’s policy of acquiescing in the preferences of the right-wing government of Israel. Accordingly, the political portion of the plan is indefinitely delayed and might never be announced. Keeping the full plan under wraps serves the Israeli government’s purpose of holding out the promise of—but never delivering—peace with the Palestinians, while more facts are created on the ground

Israel lacks a coherent foreign policy. This has a harmful effect on its position in the world, on the role of its Ministry of Foreign Affairs in decision making processes, and on the conduct of Israel’s diplomacy. The Mitvim Institute is working to change that. Justice and Development Party [JDP] governments’ policies towards Israel were informed by the priorities that the party’s power strategies entailed. In a stark contrast to the friendly policies in its first term in power, the JDP began to employ different discursive strategies based on an anti-Israeli rhetoric since 2009. Geared to bolster the party’s prestige at home and abroad, the new rhetoric seemed to have addressed to the changing priorities of the party leadership. However, the new strategies led to the emergence of a widening gap between the anti-Israeli rhetoric and subtle efforts that the JDP paid to maintain its relations with Israel. Revisiting the last 15 years, the article tries to answer the question as to how Turkey’s relations with Israel were adjusted to meet necessities of miscellaneous power strategies that the JDP leadership pursued.

Like many of his predecessors, President Trump has come to office pledging to solve the decades-long Palestinian-Israeli conflict. In this paper, two veteran U.S. peace negotiators point out the repeated failure of past efforts to reach "all-or-nothing" solutions to this conflict, urge the president not to seek a comprehensive settlement, and instead recommend an approach based on reaching an understanding with Israel on steps that could, preserve the potential for a two-state outcome in the future; blunt the delegitimization movement against Israel; and give the administration leverage to use with the Palestinians, other Arabs, and Europeans. The Palestinian-Israeli conflict has faded in significance in the Middle East against the backdrop of the conflict in Syria, the rise of ISIS, and the regionwide clash of Sunni and Shiite powers. Both the likelihood for a return to the negotiating table and the prospects for a two-state solution are growing dim.

Jerusalem’s holy sites have a way of asserting strategic significance far beyond what their simple physical presence would suggest. Events in the aftermath of the shooting of two Israeli police officers on the Temple Mount highlight this truth. So it was with respect to the Kotel (Western Wall) a month earlier, albeit in a non- security context. Following the Israeli government’s decision to reverse course on an agreement with the liberal streams of Judaism and Diaspora representatives to establish a third section of the Kotel for egalitarian prayer, a crisis erupted that has called into question Israel’s very relationship with Diaspora communities, first and foremost the American Jewish community, which has been steadfast in its support of the US-Israel bilateral relationship. The sense of crisis was deepened further by a separate government decision to advance a law on conversion that could call into question the validity of conversions when Jews converted by Reform and Conservative rabbis overseas come to Israel.

The tension on the Temple Mount and the crisis between Israel and Jordan following the attack on a security guard at the Israeli embassy in Amman need more than ad hoc solutions that leave the basic situation unresolved and the strategic opportunities untapped. Israel would do well to seize the political and operational initiative before international and regional entities do, and propose, inter alia, an international meeting on steps that can prevent radical entities from violating freedom of worship and freedom of access to the Temple Mount, a site holy to both Judaism and Islam. The proposals on the Temple Mount issue relate to another key issue, namely, Israel’s response to key regional changes - the accelerated weakening of Arab political unity and the strengthening of the parties threatening the survival of the moderate Arab regimes.

Increasingly, civil society organizations, businesses and private entrepreneurs are playing a pivotal role in international relations among states. The two conflicts share ethno-nationalist and territorial dimensions; tension between a sovereign state and a sub-state entity, and a hostile military presence; decades of failed negotiations, with both sides showing ambiguous commitment to the intended political framework for resolution (two states, or a federated state, respectively); and high involvement of the international community. The adoption and streamlining of differentiation measures represents a unique and effective European contribution towards Israeli-Palestinian peace at a time in which the Middle East Peace Process in its current configuration has failed. Differentiation disincentives Israel’s illegal acquisition of territory and re-affirms the territorial basis of a two-state solution. It also feeds an Israeli debate over national priorities by framing the negative consequences that Israel will face in its bilateral relations if it continues its annexation of Palestinian territory. Despite Israeli efforts to erode consensus within the EU, differentiation continues to receive broad support among member states. EU officials must allow the correct, full, and effective implementation of existing legislation and policy positions relating to Israeli settlements European entities engaging in financial activity with Israeli settlements – even indirectly – could face serious legal, financial and reputational risks. The EU and its member states should offer more advice on the consequences of doing business with settlement-related entities.

Freedman\'s edited volume, Israel and the United States: Six Decades of U.S.-Israeli Relations, is a compilation of an interesting assortment of essays by Israeli and American scholars from various fields, contending with different aspects of a complicated and multilayered relationship that comprises not only diplomatic and economic links, but also religious, legal, military and strategic connections as well as common beliefs. The first section of the book articulates the political ties between the United States and Israel since 1948. It contends with U.S.-Israeli diplomatic relations, an enquiry of the progression of the pro-Israeli lobby in the United States, and an analysis of the evolution of U.S. public attitudes toward Israel. David Makovsky\'s essay, which deals with the U.S. and the Arab–Israeli conflict, emphasizes that the U.S.\'s relationship with Israel and the Arab world is not a zero-sum game and that the United States can maintain good ties with both sides. The essay reiterates that Israel has been an asset for the United States rather than a liability, which has been suggested by the likes of John Mearsheimer and Stephen Walt. Robert Freedman, in contending with the policies of George Bush and Barack Obama towards the Arab-Israeli conflict, brings to the fore the similarities in their approaches as well as the significant differences, with the former pursuing an episodic approach while the latter has adopted a more continuous line. This rich and erudite work provides a valuable scholarly apparatus for understanding the writing and teaching of four important figures in international law and international relations. Three of them, Hans Kelsen, Hans Morgenthau and Hersch Lauterpacht, are well known; the fourth, Erich Kaufmann, much less so. The general thesis of the book is that to understand fully the personal and intellectual trajectories of all of these figures, one needs to appreciate the specific German–Jewish experience, from emancipation through the Shoah, the particular situation of the Jews in the legal profession and the academy in Germany, and the responses of these thinkers to experiences of persecution, discrimination and exile due to their Jewish family backgrounds as well as to the establishment of the State of Israel.

The breakdown of state structures and the wider regional political order has resulted in a complex tapestry of conflict throughout the Middle East that is likely to produce a continued period of volatility and violence for several years to come. This is because there are numerous dynamics at play that are competing with one another across various levels. Within these dynamics, religion as a mobilizing factor which, alongside sectarianism has emerged as a primary driving force for many of the ongoing conflicts. In addition, the deep crisis of the nation-state has released different dichotomies resulting in overlapping lines of confrontation that seem to be exploding all at once. The situation is exacerbated by the diminished leverage of global players on regional forces and regional players over national ones, thus significantly complicating the search for solutions.

With substantial gas discoveries off the coasts of Israel, and more recently, Cyprus, the Eastern Mediterranean has emerged as an important new hydrocarbons frontier. This article examines Turkey’s energy relations in the Eastern Mediterranean region (focusing on Cyprus and Israel), covering its energy activities before 2011, key political issues influencing hydrocarbons development, and implications for on‐going disputes in the region. It begins with an overview of Turkey’s earlier energy pipeline initiatives with Arab states and Israel, followed by a summary of recent exploration and discoveries in the Levant Basin (Israel, Cyprus, Gaza, Lebanon and Syria). Next the article analyzes how the Cyprus dispute and more recent fluctuations in its relations with Israel are shaping Turkey’s energy policies in the region. It concludes by briefly exploring the extent to which the transformative capacity of hydrocarbons can play a role as an enabler for reconciliation and cooperation between Turkey, Cyprus and Israel.

As Turkey and Israel are working now on mending their relations, the question remains whether they will be able to avoid fierce competition in a relentlessly changing Middle East following the ‘Arab Spring’. As there are also mutual concerns and incentives to cooperate, the term ‘Frenmity’ may be the best way to describe the future relations between the two. In such a complex relationship, the United States may be of help in increasing the elements of amity and cooperation.

The UN Secretary-General's good offices on Myanmar, now in their twentieth year, have been one of the longest such diplomatic efforts in the history of the world organization. The mandate derives from the General Assembly, which since 1993 has been requesting “the assistance of the Secretary-General” in implementing its annual resolutions on the situation of human rights in Myanmar. Since a special rapporteur was already in place at that time, Secretary-General Boutros Boutros-Ghali defined his role as one of “good offices” rather than fact-finding, a decision that has remained unchallenged.1 An informal 1994 framework agreement with the Myanmar government listed three broad categories of subjects for dialogue: (1) return to democracy, including the 1990 election, the National Convention, and the situation of Aung San Suu Kyi and other political leaders; (2) reintegration of the ethnic minorities into the political life of Myanmar; and (3) human rights and humanitarian issues.Yet, in practice, three successive secretaries-general and their special envoys have focused on the first of these, a return to democracy—and in particular, on mediating between the military government and Aung San Suu Kyi, the leader of the democratic opposition.

With its 2009 report on the state of the discipline of International Relations (IR), the Teaching, Research, and International Policy (TRIP) Project of the Institute for the Theory and Practice of International Relations aimed to tackle directly Ole Wæver's claim that IR 'is and has been an American social science' (Wæver 1998: 687). Driven by the question of whether or not one could see national variations in the way scholars think about the discipline, and if one could agree on the existence of a single IR discipline, the TRIP project engaged in an ambitious ten-country survey about 'the state of the discipline' (Jordan et al. 2009). The choice of the ten countries surveyed then (Australia, Canada, Ireland, Israel, Hong Kong, New Zealand, Singapore, South Africa, United Kingdom, and the United States) reflects an obvious yet unmentioned selection criteria: these countries use English as the main language of scientific communication. If no consensus could be reached as to whether IR was an American discipline per se, there could at least be an implicit consensus that to be considered and acknowledged — and thus evaluated, measured, and assessed — the discipline(s) of IR had to be Anglophone by definition. This presumption also underpinned Stephen Walt's recent commentary on the persistent dominance of Anglo-Saxon scholarship in IR. 'I'm still struck', he admitted, 'by the relative dearth of “big thinking” on global affairs from people outside the trans-Atlantic axis, including continental Europe. And by “big thinking” I mean ideas and arguments that immediately trigger debates that cross national boundaries, and become key elements in a global conversation' (Walt 2011).

Research on Chinese International Relations (IR) theory has produced a variety of discourses, including post-positivist analyses, contributions by area specialists and China watchers, and articles by Chinese IR scholars. These strands, however, hardly overlap or communicate with each other. To close the gap between “the self-reflection of the core” (“Western” IR) (Waever/Tickner 2009: 3) and “the periphery's revolt against [“Western”] IR” paradigms (ibid.), it is necessary to view China (and other non-“Western” regions) as more than simply a playground for theory testing. This paper thus goes beyond the metatheoretical debate about the possibility of non-“Western” IR. It argues that even though the IR debates in China are heavily influenced by the trends of “Western” IR Studies, the claim regarding the establishment of a “Chinese school of IR” is not a hollow slogan. Indigenous frameworks are already under construction.

Malaysia's China policy in the post-Cold War era – as an instance of a smaller state's strategy toward a proximate and rising great power – has been characterized by three patterns. First, there was a shift from hostility and guarded rapprochement during the Cold War to cordiality and maturing partnership in the post-Cold War era. Second, despite the overall positive development, Malaysia's China policy has remained, in essence, a hedging approach that is driven by both a pragmatic desire to maximize benefits from a closer relationship with the neighboring giant and a contingent calculation to guard against any long-term strategic risks in the uncertain regional environment. Third, such a two-pronged approach, which took shape since the 1990s under Mahathir Mohamad, has endured beyond the Mahathir era. Indeed, under his successors Abdullah Ahmad Badawi and Najib Tun Razak, Malaysia has continued to pursue a policy of dualism vis-à-vis China. What explains the enduring continuity of the hedging approach in Malaysia's China policy? This paper adopts a neoclassical realist perspective, arguing that the continuity is attributed to both structural and domestic factors. Domestically, the changing bases of political legitimation in the multi-ethnic country, which highlight the increasing salience of economic performance and political inclusiveness as key sources of moral authority to the UMNO-led coalition government, have necessitated the succeeding leaders to continue pursuing a pragmatic policy aimed at ensuring a stable and productive relationship with China, not least to gain from the steadily growing bilateral trade and the giant's growing outward investment. Structurally, Malaysia's position as a smaller state has compelled it to be constantly vigilant about the uncertainty of state intentions and inter-great power relations, which in turn demands it adopts contingent measures to hedge against longer-term risks. It is such structural and domestic determinants that have fundamentally shaped the country's policy towards China in general and the South China Sea issue in particular, which characteristically bears the mark of a delicate dualism, i.e. an explicit preference for engaging China through bilateral and multilateral diplomacy, but one that is backed by a low-key practice of maintaining and strengthening its traditional military links with its Western security partners.

The South China Sea is subject to competing claims of sovereignty by the littoral states. Due to the number of claimants and the complexity of claims, it is called the “mother of all territorial disputes”. China is far the biggest country in the region and claims sovereignty over almost all the South China Sea. This Working Paper elaborates the claims and considers the implications for China's neighborhood relations and the alignments in the Asia-Pacific. The focus is on two faces of power in China's policy, military power and soft power, after China's seizure of Mischief Reef in 1995 that upset its neighbors. China attaches great weight to developing good neighborhood relations and has become an advocate of soft power. However, when it concerns the South China Sea the soft power approach is combined with a continuing use of military power to strengthen its position. It is concluded that the two faces of power present China with new unwieldy challenges.

When Harry Truman became president in April 1945, he had not thought deeply about the exact form a Jewish national home in historic Palestine would or should take. Following his landmark decision to recognize the state of Israel in May 1948, he would suggest that his support for such a development had been unwavering, and that his decisions had come easily. Yet the record shows otherwise. Between Truman's first days as president and Israel's formation, his approach to the idea of a Jewish state evolved significantly, at times seeming to change in response to the last person with whom he met. Although he ultimately made the historic decision, a Jewish state had never been, in his mind, a foregone conclusion.
