2. The Downing Street Declaration: Thirty Years On

- On 15 December 1993, the governments of the United Kingdom and the Republic of Ireland signed the Downing Street Declaration: a "charter for peace and reconciliation" that sought "to remove the causes of conflict, to overcome the legacy of history and to heal the divisions" in Northern Ireland. Signed by John Major and Albert Reynolds, the Downing Street Declaration asserted the principle of self-determination for the North of Ireland. The UK government disclaimed any "selfish strategic or economic interest in Northern Ireland" and promised to facilitate a united Ireland if that was the wish of the majority. The Irish government recognised that "it would be wrong to attempt to impose a united Ireland, in the absence of the freely given consent of a majority of the people of Northern Ireland", and that any settlement must "respect the democratic dignity and the civil rights and religious liberties of both communities" . The result was a landmark moment in the peace process, with consequences that continue to this day. This webinar, held in December 2023, looks back at the making of the Downing Street Declaration and assesses its legacy for the peace process. It brings together two specialists in Irish history, Professor Martyn Frampton (QMUL) and Dr Eleanor Williams (Oxford), in conversation with Dr Robert Saunders, to explore a landmark moment in British and Irish history, and to reflect on the lessons thirty years after it was agreed.

4. Assessing the economic, societal, and cultural benefits of YouTube in Ireland

- YouTube enables Irish content creators to reach a large domestic and international audience. This supports substantial economic value for those who earn income from the platform, for example as they are paid a share of the revenues from advertising placed alongside their videos. A YouTube presence can also help creators earn revenues from other sources, such as product sales, brand partnerships, or live performance engagements. These revenue sources not only support jobs and income for the creators themselves, but also wider activity in supply chains, and through workers’ spending. In total, our economic modelling suggests that YouTube’s creative ecosystem contributed around €30 million to the Irish economy in 2020 and supported 1,600 full-time equivalent jobs. In this report we outline our economic analysis, as well as the findings of wider survey research to investigate how YouTube can build skills and knowledge amongst users; promote cultural diversity; and sustain careers for content creators. We also highlight how YouTube has proved helpful during Covid-19.

- When thinking of the Irish question, it calls to mind the partition of the island of Ireland, ratified by the Government of Ireland Act of 23 December 1920, which was intended to satisfy the aspirations of the Protestant majority in Ulster, who were in favour of keeping the province under the authority of the Crown. Partition was plotted on the basis of a sectarian calculation to separate the six predominantly Protestant counties of Ulster[1] from the overwhelmingly Catholic Republic of Ireland. It inevitably raises the issue of the border that separates the two jurisdictions, which over the last century has been a symbol of injustice for the Catholic minority and a target for republican paramilitary groups, particularly the IRA. Thanks to the Belfast Agreement, the so-called Good Friday Agreement in 1998, which was the culmination of a long peace process, one might have assumed that the issue of the Irish border would not surface in debate again. But this did not take into account the extent of the nationalist and Europhobic current in England, which would lead to the United Kingdom's withdrawal from the European Union by referendum on 23 June 2016.

- In 2015, Ireland became the first country in the world to introduce same-sex marriage through a national referendum vote. The decision to introduce equal marriage received a great deal of attention, and not just because it was the first positive referendum decision on this issue; the vote was also preceded by a citizens’ assembly which recommended the referendum and endorsed a “yes” vote. The resounding victory for the liberal position provided definitive evidence of Ireland’s shift from a conservative, inward-looking European periphery state to a modern, liberal, and inclusive republic.

- Climate change can increase the risks of violent conflict, create risks to human security, and challenge conflict recovery and peacebuilding in different contexts. In many parts of the world, women and girls are significantly affected by the respective and compounding effects of climate change and conflict. They can also be agents of change in addressing climate change, and peace and security issues. This SIPRI Insights paper explores how the Women, Peace and Security (WPS) national action plans (NAPs) of 80 states frame and respond to climate change and security. It finds that they do so in different ways. Seventeen states include direct mention of climate change in at least one of their plans. Of these, three states include comparatively higher numbers of specific goals and activities referencing climate change in different plans. The paper highlights a need for increased action in the area of climate change in WPS NAPs. It argues for a greater focus on supporting women and girls’ participation in action addressing climate-related security risks, as well as a need to evaluate how climate change is framed as a security risk in the plans.

- Today and yesterday, 17-18 June 2020, the UN General Assembly elected India, Ireland, Kenya, Mexico and Norway to the UN Security Council for the period of 2021-2022. With their election, 7 of the 15 members of the Council in 2021 will be “Friends of the Responsibility to Protect” – having appointed an R2P Focal Point and/or joined the Group of Friends of R2P in New York and Geneva. Despite its role as the UN body responsible for the maintenance of international peace and security, all too often the Security Council has been unable to take timely action on mass atrocity situations due to deep political divisions inside the Council over human rights, conflict prevention and national sovereignty. In recent years this has had a debilitating effect on the Council’s capacity to respond to atrocities in Myanmar, Syria, Yemen and elsewhere. It is therefore more important than ever for Council members to work in creative ways to ensure that the international community is able to take timely, practical action to prevent atrocities and protect vulnerable populations. Since 2005 the Security Council has adopted 84 resolutions and 21 Presidential Statements that refer to the Responsibility to Protect, including with regard to situations in the Central African Republic, South Sudan, Syria and eight other country situations, as well as a number of thematic issue areas. As we commemorate the 15th anniversary of the Responsibility to Protect, it is our hope that the Security Council will consistently uphold their commitment to taking decisive action to avert emerging crises and halt atrocities wherever they are threatened.

- The abject failure of British Prime Minister Theresa May to get the United Kingdom’s (UK) Withdrawal Agreement from the European Union (EU) through Parliament on 15 January 2019, with MPs overwhelmingly rejecting it by 432 votes to 202, has been put down to a variety of reasons. Primary among them has been the question of the post-Brexit status of the land border between the Republic of Ireland and the UK’s province of Northern Ireland. Although an issue which was initially seen as of minor importance, the significance of the Irish border steadily grew over time until it became the main stumbling block in UKEU Brexit negotiations brought about by the decision of the British people to leave the EU in a referendum held on 23 June 2016. Indeed, the key term of the ensuing debate, namely ‘the Irish backstop’, produced such confusion among politicians, political pundits and the general public that the House of Commons, split between so-called Brexiteers and Remainers, decided to reject May’s deal out of hand. This article seeks to argue that, from June 2016 (the time of the referendum) up to January 2019 (the time of the first vote on May’s Brexit deal in Parliament), the issue of the Irish backstop was seriously underestimated before suddenly taking centre stage and ultimately sabotaging the Withdrawal Agreement from within.

- Since the World Health Organisation characterised Covid-19 as a pandemic in early 2020 (WHO, 2020), the spread of the virus and efforts to control it have necessitated an ongoing restructuring of interactions between individuals, communities and entire societies. The pandemic has been an inconvenience for some and a disaster for others. Minority communities in particular have increasingly been shown to be disproportionately affected by the direct and indirect impact of the virus, which has highlighted and exacerbated existing inequalities. This paper aims to add to efforts to understand the impact of this multi-faceted crisis on societies and in particular minority communities through an assessment of the space between government and minority community responses in the Republic of Ireland. By considering how Traveller organisations have worked to protect the Traveller community, and the extent to which this effort was met and supported by the Government of Ireland’s ‘governance response’ during the first ‘wave’ of the pandemic, this case study aims to contribute to understandings of minority agency and inclusion in liberal democratic societies both during and outside of times of crisis, and hopes to show that moments of upheaval are not by necessity points of deterioration for minorities, but can carry the potential for more inclusive practices, processes and societies moving forward.

- The murder earlier this month of journalist Lyra McKee in Northern Ireland on the night before Good Friday illustrates the fragility of peace in a region in which terrorist violence has persisted. In our cover article, Aaron Edwards writes that this was “the latest in a series of incidents that have raised the specter of a surge in terrorist violence in Northern Ireland.” In examining the evolution of the threat from militant groupings on both sides of the sectarian divide, he notes there has been a “blurring of the concepts of terrorism and criminality that challenges orthodox perspectives on the security landscape in Northern Ireland.” Our interview is with Edmund Fitton-Brown, the Coordinator of the ISIL (Daesh)/Al-Qaida/Taliban Monitoring Team at the United Nations. This issue features the concluding article of a two-article series focused on IED and WMD network convergence. The first article, published in our February 2019 issue, warned there was a high risk that profit-minded suppliers within vast, transnational IED networks may expand in the future into WMD proliferation. In the second article, Major Stephen Hummel, Lieutenant Colonel Douglas McNair, Colonel F. John Burpo, and Brigadier General James Bonner examine in greater detail the ways this could happen. Audrey Alexander and Bennett Clifford examine the threat posed by Islamic State-affiliated hackers and hacking groups. Through “analysis of several U.S. prosecutions of Islamic State-affiliated hackers and their networks, proficiencies, and activities,” they argue that “very few of these actors demonstrate advanced hacking or cyberterrorism capabilities.” Caleb Weiss examines the evolution of the threat posed by the Islamic State in Somalia, noting the group, “which is believed to only number in the low hundreds of fighters, appears to have significantly expanded its operations across Somalia, albeit from a relatively low base.” He argues the resulting reignition of tensions with the much larger al-Qa`ida affiliate al-Shabaab means “it is far from clear whether the Islamic State in Somalia will be able to sustain its operational expansion.”

- The debate on Irish Unity has intensified. Brexit is only one part of this, as more people question the merits of the existing constitutional arrangements. The focus is now shifting to constitutional conversations about how the island is shared in the future, and the timeframe for what is often referred to as a “border poll”. The difficulty remains that there are several unanswered questions about the process, as many interventions understandably concentrate on the merits of this option. We believe that the debate around the referendums must be normalised as momentum builds towards setting out a precise timeframe. In this paper our intention is to examine logistical and legal questions that have thus far been neglected. - Religion and democracy can make tense bedfellows. Secular elites may view religious movements as conflict-prone and incapable of compromise, while religious actors may fear that anticlericalism will drive religion from public life. Yet such tensions are not inevitable: from Asia to Latin America, religious actors coexist with, and even help to preserve, democracy. In Faithful to Secularism, David T. Buckley argues that political institutions that encourage an active role for public religion are a key part in explaining this variation. He develops the concept of "benevolent secularism" to describe institutions that combine a basic division of religion and state with extensive room for participation of religious actors in public life. He traces the impact of benevolent secularism on religious and secular elites, both at critical junctures in state formation and as politics evolves over time. Buckley shows how religious and secular actors build credibility and shared norms over time, and explains how such coalitions can endure challenges from both religious revivals and periods of anticlericalism. Faithful to Secularism tests this institutional theory in Ireland, Senegal, and the Philippines, using a blend of archival, interview, and public opinion data. These case studies illustrate how even countries with an active religious majority can become and remain faithful to secularism.

- Estonian, Finnish and Irish troops serve under a combined battalion in the UNIFIL mission in south Lebanon. The size of the contribution these three states make to UN peacekeeping is perhaps not well known – they are respectively the fourth, second and first largest European contributors, per capita, to UN missions. For each of them, UNIFIL is their single largest contribution to peace support operations. In this report, commissioned by Ireland’s Department of Foreign Affairs and Trade, we examine the role of small states in United Nations peacekeeping through the lens of UNIFIL. Despite the different backgrounds and military cultures ofthe participating states, the Finnish/Irish Battalion is a successful partnership, bringing direct benefits to each of the countries involved.
