71. Despite Crackdown, U.S. Must Deal with Iranian Regime

Abstract:
Asserting that the Iranian theocracy has become a "thugocracy," CFR President Richard N. Haass says the Iranian regime will likely prevail because of its use of force against the population. This makes the urgency of negotiating an end to the country's nuclear program more pronounced, and possibly more difficult, Haass says. "The Iranian challenge still exists, and may actually be somewhat worse," he says. "I'm talking about the nuclear program, their influence in Afghanistan and Iraq, their support of Hezbollah and Hamas. None of that has changed." Haass says the Obama administration "still ultimately has to try to deal with [Iran]" but adds: "It has become extraordinarily difficult to talk to this regime, and Iran has become in absolute and relative terms far more capable."

Here in Washington, the “silly season” is well and truly upon us. Observing the frenetic campaign cycle, with its endless media appearances, speeches and jostling for political position, it's easy to understand why conventional wisdom has it that no serious policy gets done in an election year. And yet, foreign policy remains front and center on the national agenda. As of this writing, at least one crisis, the conflict between Russia and Georgia over South Ossetia, has broken into the open, while another—that of Iran's nuclear ambitions—waits in the wings.

Iranian President Mahmoud Ahmadinezhad's congratulatory letter to U.S. president-elect Barack Obama was the first of its kind in the history of the Islamic Republic. In his letter, Ahmadinezhad expressed his hope for fundamental change in U.S. domestic and foreign policies. Although some observers speculate that the letter suggests a transformation in the mindset of Iran's supreme leader, Ayatollah Ali Khamenei, about normalizing relations between Iran and the United States, this is unlikely. Majlis speaker Ali Larijani expressed the widespread attitude of Iranian leaders on November 9, saying, "Whoever thinks that Obama will change the U.S. foreign policy is naive."

As most of you already know,? there are many things that we in the intelligence community don't talk about. How's that for an understatement? Here's one thing you might not know about our work, however: our most privileged document, one of the things that, in a community of tens of thousands of people, is read by only a handful. It is called the President's Daily Brief, or PDB. It's the daily intelligence summary that the Office of the Director of National Intelligence prepares for the president. Whenever the president is in town, Director McConnell usually briefs him. About 20 percent of the time, I do it. Each morning, six days a week, one of us goes to the Oval Office with a few subject-matter expert briefers to lay out issues of concern around the world, as best we know them, from the top of the intelligence community. They are based on some of our best collection capabilities, coupled with our most exacting analysis.

It is widely speculated in the media that the relationship between the Shi'a government of Iran and the Sunni insurgent group, al-Qaeda in Iraq, is a hostile one, primarily because of the sectarian differences between the two. However, there is clear evidence of Iranian support for another Sunni group, the Taliban in Afghanistan. Therefore, it is worth investigating the potential links between al-Qaeda in Iraq and the Iranian regime, particularly the Iranian Revolutionary Guard-Quds Force (IRGCQF). The dossier below contains articles, press releases, and Defense Department briefings from the last year that consider the nature of this relationship. While it may not present a definitive explanation of the connection between these groups, it does suggest possible links exist between the groups and the sectarian grounds for dismissing the relationship are likely too simplistic. The most relevant passages have been highlighted in yellow.

Iran's recent detention of 15 British sailors and marines, captured in the contested waters of the Shatt al-Arab near the Iranian coast, has exacerbated tensions between the United States and Iran. The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a conference, “Iran, Its Nuclear Ambitions, the Region, and the West,” on 31 March and 1 April 2006. The conference gathered a group of diplomats and international practitioners concerned with the ongoing Iranian nuclear crisis, as well as academics and experts familiar with the nuclear question, Iran, the region, and related policy issues. Over two days of intensive discussions, participants engaged with the pressing issues of Iran's nuclear aspirations based on the internal politics of the country, Iran's interstate relations and the role it occupies within the Middle East and Central Asia, and Iran's and the wider region's relations with Asia and the West. On Friday, participants viewed, via videolink with the Geneva Center for Security Policy in Switzerland, an address delivered at the Center earlier in the day by Manouchehr Mottaki, Foreign Minister of the Islamic Republic of Iran. On Saturday Ambassador Javad Zarif, Permanent Representative of Iran to the United Nations in New York, also participated in the discussions via videolink.
