Abstract:
In the teeth of its modern despisers, religion has made a comeback in our time — for good or ill. Too often, the negative side is in the limelight. What Gilles Kepel has called the “revenge of God” on inspection usually turns out to be the ill will and vengefulness of religious communities and their leaders. The litany of contemporary religious clashes — or conflicts in good part spawned by religious motives — is long and depressing: Christians pitted against Muslims in Africa and the Balkans; Jews against Palestinians in the Near East; Hindus against Muslims in India and Kashmir; Hindus against Buddhists in Sri Lank, not to forget the old feud between Catholics and Protestants in Northern Ireland.

Abstract:
India and Pakistan have fought three wars against each other since 1947, the first two of which were over Kashmir. In the past fifteen years, the two countries have been embroiled in four military crises, which the United States has played an increasingly assertive role in managing and resolving. A chief component of recent American administrations' foreign policy goals in South Asia, including the current Bush administration, has been to avert the fourth war in the subcontinent. However, attitudes in India and Pakistan are changing, and the internal situation in Kashmir is more fluid than it has been for years. After September 11, America has been able to maintain close ties to both countries. Washington should move beyond managing the crisis and help develop a road to peace in the region.

Abstract:
One of the major challenges facing Washington is how to limit unintended consequences of the war on terrorism in South Asia that could otherwise imperil both the U.S. counterterrorism strategy and the goal of preventing further conflict between India and Pakistan. Senior U.S. officials understandably hoped last fall that the war on terrorism would provide a new opportunity to draw in both India and Pakistan, to strengthen U.S. ties to each, and to nudge them to resolve their differences. Washington expected to expand cooperation with a rising India on a host of issues, while succoring a fragile Pakistan as a reward for abandoning an Afghan policy inimical to the war on terrorism.

Abstract:
This paper examines the current state of the Kashmir dispute between Pakistan and India. While the dispute has been relegated to the back burner by the United States and deemed unsolvable, it could be resolved if the United States invested the resources and energy required. The Northern Ireland dispute serves as a model. Both countries would have to agree to postpone final resolution of the status of Kashmir, while demobilizing armed forces, ending terrorism, establishing a credible human rights regime, and opening the Line of Control to enable free contact by Kashmiris.

1785. One Third of the World's Growth and Inequality

This paper studies growth and inequality in China and India—two economies that account for a third of the world's population. By modelling growth and inequality as components in a joint stochastic process, the paper calibrates the impact each has on different welfare indicators and on the personal income distribution across the joint population of the two countries. For personal income inequalities in a China-India universe, the forces assuming first-order importance are macroeconomic: Growing average incomes dominate all else. The relation between aggregate economic growth and within-country in- equality is insignificant for inequality dynamics.

This paper investigates the effect of a food subsidy programme in India on child malnutrition by addressing the following linked questions using household survey data that includes information on usage of the public distribution system. First, does the food subsidy induce higher expenditures on food? Second, are there gender inequalities in the distribution of food within the household, and in the gains from the food subsidy? Third, does food spending impact on child health? Is this effect similar for boys and girls and in the short and the medium term? These questions are of interest with respect to the unusually high incidence of malnutrition in India, and they are topical in the context of current and controversial reform of the public distribution system through which the food subsidy operates.

Abstract:
Specification counts in the formulation of any economic problem, estimation of its magnitude and its assessment. This is particularly so for problems in the context of economic development. Solutions for poverty alleviation in developing countries like India are often formulated under misspecified premises. This results in wrong choice and design of strategies and policies. Faulty evaluation due to specification errors in estimates of poverty only compounds the error. This paper discusses such an in issue in the context of strategies for and estimates of poverty reduction in the developing countries. The results are general. They are illustrated with reference to India.

1788. Chinese and Indian Engineers and their Networks in Silicon Valley

Abstract:
In recent years, Asian immigrants have played an important role in Silicon Valley's growth, as suppliers of both engineering and entrepreneurial talent. Given their relatively large numbers, the Indian and Chinese communities' contributions have been particularly noted. The Indians' presence became more marked toward the last few years of the century, bolstered by arrivals working on the Year 2000 (Y2K) problem. The Chinese, by contrast, had older roots set down amid long-standing political, economic, and educational links with Taiwan. Both communities have formed extensive ethnic professional networks, with large memberships and well-attended, regular "networking" events, such as monthly meetings and special interest group sessions. The popularity of these events suggests that members find them valuable. While some of the value is probably noneconomic, the avowedly economic mission (see below) and long-term popularity of these gatherings means that most members primarily derive economic benefits. These networks and their members are the subject of this paper. Recent state elections in Jammu and Kashmir, and the loss of power by the National Conference party that has dominated politics there since independence, have created a spark of hope that political tensions in the Kashmir Valley could de-escalate. It was a badly flawed election in 1987 that helped fuel a long running militant insurrection and general uprising, and tens of thousands have died in subsequent violence. Violence has been further amplified by historical strategic tensions between India and Pakistan over Jammu and Kashmir, and Kashmiri hopes for a political voice have often unfortunately become caught up in this broader international rivalry.

With tensions in Kashmir and the confrontation between Pakistan and India appearing to cool in recent weeks, it would be easy for the international community to focus its attention elsewhere. Unfortunately, the dynamics underpinning the conflict between India and Pakistan along the Line of Control (the de facto border dividing the two countries in Kashmir) have not changed, and the potential for strategic miscalculations by both sides and broader fighting remains all too real. Indeed, the heart of the dispute is being driven by both local political conditions in Kashmir and much more sweeping issues of national politics and national sovereignty in both countries. Further complicating the situation, both Pakistan and India have sought to use the U.S.-proclaimed “global war on terrorism” to their own tactical advantage, increasing the risk of military missteps.
