Ordinary people in rural Bihar and in Patna and Delhi have virtually no opportunity to be tested for a hidden talent, be it for athletics or singing or chess or mathematics or art. Not one of more than 800 young people we interviewed has ever competed at the national, state or district level in any of eight activities of different kinds. Alternative careers pass them by. Future champions can remain unidentified and unrewarded. Something better is necessary to make equality of opportunity less a slogan and more a reality. Examples from across the world show what can be done.

Abstract:
Since the 1990s, there has been a marked expansion of the regulatory state in India. Statutory Regulatory Authorities (SRAs) are empowered to create and enforce regulations in their respective fields and often have the authority to issue licenses, conduct inspections, and take enforcement action against individuals or organisations that violate their regulations. This essay recognises the twin-deficit issue with SRAs in India. It focuses on the federal deficit issue and resists exploring the more obvious democratic deficit in them. Our analysis shows that over the twenty-three-year period between 1999 and 2022, the Rajya Sabha (Council of States) has reviewed 4 regulations by SRAs. For context, the securities regulator has issued 661 regulations since its inception in 1992. Such a federal deficit of a lack of State representation disallows decentralisation and restricts means for individuals and communities to have a greater say in the decisions that affect their lives.

Abstract:
The COVID-19 pandemic brought significant challenges to public finances, raising global debt to record-high levels and necessitating the suspension of fiscal rules across the globe. As we approach the aftermath of the pandemic, the challenge is to reset the pillars of the fiscal architecture and better manage public finances across all levels of government—as the lynchpin of any successful growth strategy in a post-pandemic world. This situation offers an opportunity to rethink fiscal rules and make fiscal policy more agile in responding to crises, without undermining fiscal sustainability. A risk-based medium-term fiscal framework that combines standards, rules, and strengthened institutions would strike a better balance between flexibility and credibility. Overall, for India to achieve its full potential for economic growth and development, it needs to improve the quality and efficiency of public spending and financial management across all levels of government. In doing this, India should consider moving toward a new principle-based fiscal strategy, complemented with public financial management reforms and setting up an independent fiscal institution. This process will need to be undertaken in close collaboration with the States.

Migration in India has tended to create friction—between the Union government and State governments, and between different State governments. This chapter reviews the nature of migration in India and its relationship with nativist sentiments and political conflicts. It argues for the establishment of an inter-State migration council, either nested within the existing framework of the Inter-State Council or led by the Ministry of Labour and Employment, that would uphold the constitutional provisions on mobility, lead on the collection and dissemination of statistics on inter-State migration, promote the portability of social security benefits, and work towards resolving migration-related disputes in the federal system

Abstract:
Governors occupy a critical position in India’s constitutional framework as a critical mechanism through which tensions between the central and state governments can be negotiated and managed. In fact, their powers have grown over time as other institutions intended to foster centre-state cooperation and coordination have atrophied. This chapter documents the de jure powers and de facto workings of the office of the Governor since Independence in 1947. It reveals the continuing contestation over Governors’ independent decision-making, a matter which has been debated since the time of the Constituent Assembly. The unresolved matter of how Governors can independently exercise their discretion without acting, or being seeing to act, merely as instruments of the centre remains a vexed issue in the contemporary era.

This jurisdiction has been rarely invoked – until recently. A group of new cases will require judges to re-examine doctrines that they have evolved to limit their own ability to adjudicate federal conflict, and consequently, will require the court to re-evaluate its own function within Indian federalism.

Abstract:
The exodus of millions of migrants during the 2020 Covid lockdowns resulted in an uptick in migrant-inclusive policy initiatives. Leaning on concepts developed in migration studies and organizational theory, this paper analyses emergent policy responses with a focus on the role of government. Without a coherent and explicit approach to governing migration from the Centre, State governments have actively worked towards improving governance responses to migrants. The location of initiatives outside of the nodal State labour department, convergence between departments and bilateral arrangements between States demonstrate how horizontal and vertical boundaries within the governance system were bridged innovatively by temporary orders, enterprising bureaucrats, state-society collaborations and by leveraging hitherto under-utilized provisions in existing schemes. The paper highlights migration governance as an example where the rearrangement of federal relationships under crisis conditions has offered new policy imaginations. A nascent transition away from a centralist model of migration governance has emerged, which can be accelerated and sustained by institutionalizing successful initiatives, including boundary-spanning mechanisms.

Abstract:
Has political centralization induced fiscal centralization in India? This paper examines this question through an institutional analysis of India’s Finance Commission, a constitutional body tasked with determining fiscal transfers from the Union government to the States, and through an analysis of Union government incentives to make discretionary transfers under various schemes. It finds no simple correspondence between political centralization and fiscal devolution. In recent years, despite the presence of a dominant party and considerable centralization of power, fiscal transfers from the Centre to the States have not undergone the sharp reversal that many expected. We argue that a nuanced understanding of the Finance Commission’s unique position is central to understanding India’s institutional landscape more generally. We also argue that understanding the interplay between political contestations and the pursuit of efficiency in the fiscal relations between the Union government and the sub-national governments can help shed new light on how centre-state relations are evolving.

Abstract:
This paper explores the design of Indian regulatory agencies established post-liberalisation from an administrative perspective. Regulatory agencies were set up to replace state inefficiencies, and to discipline profligate state agencies, even as much as they were a response to state-market reorganisations and the challenge of privatization. Regulation provided an opportunity for upper levels of the Indian bureaucratic state to recast their power, with the idea that it would provide a framework for economic rationality, independence and technical specialization to take centre-stage. In actual practice however, the design of each of the regulatory agencies is shaped largely by pre-existing legal frameworks and institutions, and the agencies have remained quite tied in with their counterpart departments and on retired bureaucrats. However, in spite of these limitations, these agencies have some common features imbued by legislative mandate and organisational design which are unique in the context of the Indian state. They have focus and stability, a degree of functional independence, and most importantly, a concentration of power, which enables them to think through and implement complex policy transitions from multi-year and context-specific perspectives. The paper builds on learnings from a series of conversations with regulatory agency chairpersons in order to identify what regulatory governance is, in terms of the powers and mandate of the regulatory agencies and what makes them distinctive from the rest of public administration.

212. Organisation Through Neglect: Understanding Field Administration in India

Abstract:
This paper analyses the structure and processes of field administration in India and matches these with the outcomes on the ground. It highlights features of the administrative structure, human resources, and organisational culture that result in the sub-optimal delivery of social services and policy implementation. Recognizing the importance of historical antecedents, the paper provides a brief account of how field administration has developed over time. Subsequently, it presents the findings of a case study of a district situated in Madhya Pradesh. This is followed by a delineation of the key areas for reform and some possible strategies, though these need to be formulated after rigorous debate. The paper traces the roots of the present-day field administration to the colonial era, when the existing decentralised and diffused field administration system was changed to achieve the government’s goals to maximise revenue from land and forests and maintain order. The district became the key administrative unit in the field, and the district collector (DC) the overall administrative head. After Independence, government goals shifted dramatically, and socio-economic development became a central concern. However, the basic administrative structure was retained, while several departmentalorganisations were added.

213. Frontline Functionaries in India: The Absent Policy

Abstract:
In the context of a high level of dissatisfaction with the delivery of government services in India, this paper traces the evolution of policy regarding key actors in this process— frontline functionaries or street-level bureaucrats. Frontline functionaries form a special subset of the bureaucracy as they come in close contact with citizens, and negotiate government policy with specific citizen needs. The paper provides a historical background illustrating the continuity of colonial era ideas with the current policy regarding frontline functionaries, and also examines it against broader developments in policy and the administrative structure. The policy regarding frontline functionaries is scrutinised against their three roles: as government employees, as professionals or skilled workers in specific fields, and as workers serving the community. The paper shows that frontline functionaries, only loosely connected to the government before colonization, subsequently became government employees, as the government sought to increase the efficiency of revenue collection from land and forests, and to maintain order. Because the colonial government minimized administrative costs, it paid frontline functionaries very poorly, placed them near the bottom of an extremely hierarchical bureaucratic structure and provided them with minimal promotion avenues. Frontline functionaries were not considered worthy of serious responsibility, expected to follow orders, had little education and training and were treated harshly by senior officials. Consequently, their performance was unsatisfactory. They were often corrupt and exploited the community.

214. Regulating Air Quality at an Airshed Level in India

Air pollution is a pan-India problem, and whether viewed in terms of pollution sources or exposure, there is no reason to continue an urban-focus in air pollution mitigation measures. It is imperative for air quality governance in India to transition from a city-centric approach to an airshed approach. As resources to address the pollution crisis are scarce, a coordinated effort across a region, that supports consistent and uniform measures against similar pollution sources, is likely to lead to greater gains in terms of air quality. In this Paper, we unpack some of the key issues relating to airshed-level governance and what is required to make that transition in India. The current regulatory set-up is designed to primarily focus on point sources, and the jurisdictional mandate of regulatory bodies aligns with state or city boundaries. To effectively regulate pollution and reduce pollution exposure, changes need to be introduced to this regulatory architecture, making it adopt an airshed-level approach. To begin with, airsheds have to be demarcated based on several criteria. However, there is sufficient literature available to initiate necessary reform measures, and the transition to an airshed or regional approach is not contingent on perfect airshed demarcation. We propose that airsheds be notified under the Air Act by the State Governments as ‘air pollution control areas’, and the Union Government may constitute, through notification, multi-stakeholder institutions for each airshed under the EP Act. We have outlined the composition of such an institution, its powers, roles, and responsibilities. It will be a focal point for standard setting, policy guidance, planning and knowledge generation for the airshed, while not being involved in enforcement. A key ingredient for successful airshed-level governance is effective accountability mechanisms that ensure compliance by actors across the region. We envisage a role for the Union Government under the EP Act as well as for the National Green Tribunal in this regard.

215. A Health-Centred Framework for Establishing Ambient Air Quality Standards

Abstract:
Air quality standards are primarily health-based standards that define the ambient concentration of air pollution to which the public can be exposed without suffering harm to their health. In India, the Central Pollution Control Board (CPCB) is tasked with setting the National Ambient Air Quality Standards (NAAQS) under the Air (Prevention and Control of Pollution) Act of 1981. The NAAQS were first established in 1982 for four pollutants (suspended particulate matter, nitrogen dioxide, sulphur dioxide and carbon monoxide) and subsequently revised in 1994 and 1998 to include several more. The current iteration of the NAAQS were notified in 2009 and were aligned with the World Health Organization’s (WHO) interim air quality guidelines. The most recent revision of the WHO guidelines for ambient air quality in September 2021 rendered the NAAQS as substantially weaker in comparison. The alignment of the NAAQS with these global guidelines will require integration of the wealth of new health data generated since 2009 on the deleterious effects of air pollution on health both locally and globally. The 2009 NAAQS revisions were notified through the Gazette of India with no contextual information provided on the composition of the committee tasked with the revisions, or on the kind of data or information used by the committee to draw its conclusions on the acceptable levels of exposure to various pollutants. In August 2021, the CPCB convened a committee to review and update the NAAQS. The committee’s wide-ranging remit includes an assessment of the health risks of air pollution, establishing guidelines for monitoring, identifying non-attainment areas, and revising the Air Quality Index (AQI) through which health risks are communicated to the public.

216. Understanding Enablers and Barriers to Social Protection of Sanitation Workers

There has been a strong focus on improving the sanitation situation in the last decade in India due to the Government of India’s flagship program called Swachh Bharat Mission. In the last decade, the country witnessed an increase in the number of toilets, Sewer Treatment Plants and Faecal Sludge Treatment plants. The demand for sanitation services has spotlighted the issue of sanitation workers too. Sanitation workers are vital to the provision of safe sanitation for all the residents in the city. However, hazardous work conditions and low social status, coupled with discrimination, long working hours, and lack of social protection, accentuate their vulnerabilities. Recognizing the high level of social and economic vulnerability and discrimination faced by sanitation workers, the Government of India (GoI) and several state governments have initiated many programs and schemes, including social protection measures for Sanitation workers. The main objective of the research is to identify the enablers and barriers to availing social protection benefits (in the form of healthcare, insurance, pensions, and allowances) for sanitation workers. The study examines the social protection coverage of formal and informal sanitation workers in Dhenkanal, Odisha. Semi-structured interviews with Sanitation workers employed with ULB, private contractors and Area Level Federation were conducted to understand the challenges faced by Sanitation workers in accessing social protection. In addition, key informant interviews were also carried out with leaders from employee unions of sanitation workers, ULB officials, and other stakeholders, including private contractors. The study recognizes enablers such as a favourable policy environment, capacity enhancement, collaboration with other stakeholders, and barriers like low awareness, inadequate capacities, and lack of institutional convergence mechanisms to improve socioeconomic well-being and promote sanitation workers’ safety, dignity, and social protection. This study highlights the disparity in working conditions and employment benefits received by regular and contractual sanitation workers, the need for creating a formal grievance redressal mechanism and undertaking measures to build the capacity of sanitation workers. The report presents key recommendations emerging from the study, such as greater involvement of employee unions, convergence with other departments providing welfare benefits to sanitation workers, improving grievance redressal mechanisms, and creating more awareness and information dissemination to sanitation workers on different social protection measures.

217. Gender and Just Transition: Envisioning a Gender-transformative Pathway to Energy Transition in India’s Coal States

Entrenched gender biases and injustices in the coal political economy cannot be wished away with the ongoing shift from coal to renewable energy. Rather, the energy transition must seek to unwind these entrenched patterns in the 20th century energy system while creating an equal role for and participation of women in the 21st century energy system. To do so, just transition planning must proactively engage with gender questions in coal communities and envision a gender-transformative pathway to the transition in India’s coal states. Analysing the forms of exclusions faced by women in coal economies, this brief argues that women face four structural barriers – entry barrier, distribution barrier, wage barrier and representation barrier – that are consequential for their social and economic status and agency. The combined effects of these barriers, the masculine nature of the coal industry and existing social norms marginalise women in India’s coal communities and confines them to three observed patterns of engagement: 1) social reproductive labour, 2) informal casual labour and coal scavenging, and 3) formal but menial labour in coal mines. The ongoing shifts in our energy foundations offer an opportunity to unwind the gender inequities and injustices of the coal economy and envision a gender equal energy future. In this direction, the brief suggests four immediate steps to engage with the gender question as part of just transition planning. Recognise women labour force in the coal economy through an intersectionality-informed analytical and assessment framework. Ensure women’s representation in just transition planning at different tiers of governance and decision making. Promote gender inclusive economic diversification in coal regions, with particular attention to women- centric and women-led economic opportunities. Treat women as change agents in the energy transition harnessing their potential role in smoothening the disruptions of the transition.

In April 2017, Meghalaya enacted the Meghalaya Community Participation and Public Services Social Audit Act, 2017. The Meghalaya Society for Social Audit and Transparency (MSSAT) is responsible for implementing the Act. This legislation is the first of its kind in the country. This policy note aims to unpack how social audits have been institutionalised in Meghalaya. By identifying strategic action that the State government took to pass the Act, the policy note presents reflections on the current state of affairs on social audits. It thus identifies core areas that the State government and the social audit unit can strengthen to ensure that efficient audits are conducted, thereby meeting the Act’s objectives.

What are heat action plans (HAPs)? HAPs are India’s primary policy response to economically damaging and life threatening heatwaves. They prescribe a variety of preparatory activities, disaster responses, and post-heatwave response measures across state, district, and city government departments to decrease the impact of heatwaves. Our assessment of Indian HAPs In this report, we conduct what is, to our knowledge, the first critical review of heat action plans in India. We analyse 37 heat action plans at the city (9), district (13) and state (15) levels across 18 states and identify several opportunities to strengthen Indian HAPs. We also document an encouragingly wide range of solutions (covering 62 distinct intervention types) prescribed across these HAPs, from promoting green roofs to state-wide school awareness programs (see the interactive figure below). This lays out a consolidated toolbox of options for the Indian HAP designer and policymaker.

220. Where Do the Victims of Gender Based Violence Go: A Needs Analysis for Women’s Safety Schemes in India

Despite several efforts, a survey in 2018 ranked India as the most dangerous country for women. The Government of India’s Ministry of Women and Child Development (MWCD) has several schemes, policies, and legislations, on women’s safety and empowerment. In 2021, MWCD’s key umbrella scheme of Mission Shakti was divided into two sub-schemes called Samarthya and Sambal, focussing on “empowerment” and “safety and security” of women, respectively. Looking at women’s safety, this note explores the needs and finances for two schemes – One Stop Centre (OSC) and Shakti Sadan (SS) – subsumed under Mission Shakti, meant for redressal and rescue of women. There are significant gaps in the number of victims of Gender-based Violence (GBV) receiving assistance to those who may need it. In the Financial Year (FY) 2021-22, MWCD should have spent at least ₹374 crore and ₹449 crore, respectively, on OSC and SS. MWCD needs to construct at least 340 and 822 additional OSC and SS facilities, respectively, to aid all estimated victims of GBV. Lastly, comparing estimated costs for OSC and SS and existing finances, Mission Shakti allocations are only 41 per cent of total costs required for the two sub-schemes.

At the Accountability Initiative, Centre for Policy Research, we have tracked the provision of welfare services and entitlements since 2008, in-step with the country’s evolution over these years. The year 2023 marks a moment to pause and reflect for us as we celebrate our 15th anniversary, and the Centre for Policy Research reaches its milestone of 50 years. But, aside from our legacy of evidence-based knowledge sharing, this reflection is important in one more way. In 2024, India will choose a new government. A lookback on welfare spending and outcomes is an essential first step to understanding future priorities and pathways to development. Drawing from previous Union Budgets, this Special Brief will dive into six major aspects. Firstly, reviewing the sources of funding available with the government. Secondly, analysing trends in expenditures including social sector allocations for key ministries and schemes. Thirdly, the devolution of funds to states who are primary spenders on welfare services. Fourthly, unpacking social sector schemes over the years. Fifthly, analysing select outputs and outcomes over time. Lastly, we offer our own experience by providing a snapshot of the changes in government Management Information Systems which are critical to monitoring welfare schemes, among other aspects. For the purpose of this Special Brief, we are covering the period from 2009-2023. Actual Government of India (GoI) expenditures have been used till Financial Year (FY) 2020-21. For FY 2021-22, figures are Revised Estimates (REs) and Budget Estimates (BEs) for FY 2022-23.

The contemporary trends of Indian foreign policy cannot be studied without understanding the extension of New Delhi’s strategic collaborations with different stats beyond its traditional bilateral and multilateral cooperative frameworks. The prevalence of a minilateral approach to New Delhi's foreign relations has started focusing on creating different trilateral and quadrilateral engagements with diverse states to address the emerging security challenges of contemporary global power politics. These security challenges are fundamentally linked with the emerging role of China in the international system and New Delhi’s longstanding confrontational ties with Beijing. The position of the United States, and its strategic support to New Delhi, cannot be ignored in the evolving India-China confrontations in economic and strategic domains. The continuation of cooperation against common security threats originating from China has witnessed a bilateral Indo-US strategic collaboration against China in the broader Asian balance of power. Thus, the increasing shadows of minilateralism on Indian foreign policy cannot be treated separately from South Asian regional politics, where India has created a security dilemma parallel to introducing various new trends in the regional arms race of South Asia. This new strategic alignment of New Delhi with the international community tries to counter the increasing role of China in the South Asian region, where Pakistan provides a gateway to China for its South Asian entry. Therefore, the central theme of this paper revolves around the newly evolved era of minilateralism in New Delhi's foreign relations and their impacts on the politics of nuclearized subcontinent due to Islamabad's strong trading ties with China. This paper is an academic endeavour to provide a comprehensive understanding of New Delhi's increasing reliance on minilateralism and its relevance with the decades-long India-Pakistan rivalry.

Pakistan's naval modernization efforts and response to India's naval strategy demonstrate a commitment to regional security and stability. Indian naval strategic vision is expansionist in nature. Indian is race for hegemony and dominance in the Indian Ocean Region has direct implications on the security of Pakistan. This study will include an examination of the modernization of Pakistan's naval fleet, the development of new naval bases, and the cooperation with other countries to enhance Pakistan's naval capabilities. The article tries to explore Pakistan's naval strategy and its response to India's naval capabilities. To measure the behaviors involved in this study, two theoretical frameworks have been used. To highlight the geo-politics of Indian Ocean, Sea Power theory of Alfred Mahan has been used. To explore the essence behind the conducts of actors, broader framework of realism has been employed. The research methodology adopted for this study is qualitative in nature. Being an important state actor and due to its strategic location Pakistan’s response carry far reaching impacts on the peace and stability of the Indian Ocean Region. The article concludes with the finding that Indian frantic efforts for domination in the IOR is disturbing balance of power in the region.

The arms control stability between Pakistan and India is currently on wobbly grounds due to the increasing development of modern weaponry in South Asia. The already tense situation is intensified by the arms race, as well as by the enforcement of provocative military strategies, actions and speeches.[1] In 2019, an attempted Indian surgical strike on Pakistan after the Pulwama attack[2] and annexation of Indian-occupied Kashmir into the Indian Union by annulling article 370 of the Indian constitution further heightened tensions between the two countries. There is a rising concern that issues such as Kashmir, cross-border terrorism and disputes over shared management of watercourses could escalate into a conventional or even a nuclear war.[3] The modernisation of militaries and expansion of nuclear weapons arsenals seem to be a distinguishing feature of both countries, which is arguably the result of the mutual and wider regional threats that they perceive.[4] The emerging realities of competition between the US and China, and China and India, have made the strategic environment very complex,[5] which has diminished dramatically the prospects of arms control.[6] Indeed, China’s rise fuels Indian insecurity, while, in turn, India’s hegemonic goals and dominance make Pakistan insecure.[7] Amidst these tensions, in 2019, Indian Defence Minister Rajnath Singh clearly stated that Indian No First Use nuclear policy can change into First Use.[8]

229. Community Health Workers as Rights Defenders: Exploring the Collective Identity of the Mitanins of Chhattisgarh, India

This Working Paper discusses the Mitanin program, a state-run community health worker program in Chhattisgarh state, India. It is based on a year-long reflection and action research exercise by the implementing organization, the State Health Resource Centre (SHRC). It argues that the collective identity of these community health workers (Mitanins) is central to their work defending the social and economic rights of their community. Collective identity often plays an important role in social movements for people’s economic and political rights. However, government-funded workers rarely get involved in such movements. The authors wanted to understand whether collective identity plays a role in driving the multi-issue activism of community health workers. A composite definition of this collective identity emerged from the research. Throughout the interviews and discussions, the Mitanins described their collective identity as a sense of solidarity that all Mitanins share with the community they serve and belong to, and a feeling of sisterhood with other women and each other. It is the shared experience of being a group of empowered women with a common mission who must use their knowledge and compassion to support the people they serve. The value system underpinning their mission dictates that people should not be denied their rights. The Mitanins’ collective identity is layered; they are not merely frontline health workers, but women who care deeply about their community. They are problem-solvers, activists, and community leaders. Their collective action and collective identity as women leaders in solidarity with the community is mutually reinforcing, and has enabled them to undertake multi-issue activism and transform themselves into frontline rights defenders. The authors conducted a state-wide survey along with focus group discussions and in-depth interviews. The survey (n=558) aimed to establish what proportion of Mitanins are involved in multi-issue activism. It found that in the preceding three years, 84 percent had taken rights-based action in at least one of three domains: food security and nutrition (68 percent); healthcare (56 percent); and gender-based violence (21 percent). They refer to these actions as ‘rights-based’ because they involve negotiation and confrontation with local elites and government officials, as well as writing formal complaints to government officials. Other than rights-based actions, Mitanins also provide information to community members about their rights and entitlements to health programs, food security, and nutrition under government programs—information that is often not readily accessible to poor people in India. This paper analyzes the patterns of autonomous collective action through discussion, interviews, and the rights-based songs and slogans written by Mitanins. The authors argue that the Mitanins’ collective identity was formed due to two main factors: the program’s movement-building approach; and the degree of autonomy enjoyed by Mitanins. The movement-building approach nurtured the activist tendencies of Mitanins, and the voluntary nature of their work allowed them to retain their autonomy vis-à-vis the health system bureaucracy

230. Activating Spaces, Scaling Up Voices: Community-based Monitoring and Planning of Health Services in Maharashtra, India

From 2007, the Indian government’s National Health Mission (NHM) supported civil society networks to carry out large-scale participatory monitoring to improve health service access and quality under the Community-based Monitoring and Planning (CBMP) program. In the state of Maharashtra, this social accountability initiative endured more than a decade and a half, despite constraints and unpredictable government funding. The CBMP program in Maharashtra supported state-wide civil society networks to enable active citizen participation in health oversight committees. It was rooted in a broad network of diverse community-based organizations and civil society organizations that work with socially excluded communities, led by Support for Advocacy and Training to Health Initiatives (SATHI). The CBMP network combined many social accountability tools into a multilevel strategy, using community assessments of health services and local meetings with clinic staff to inform problem-solving efforts at local, district, and state levels of the health system. This government-funded civil society initiative worked with local officials to convene public dialogues and to activate previously dormant official oversight bodies, animated by a parallel network of autonomous monitoring committees. This Working Paper presents SATHI’s analysis of the CBMP program’s strategy and institutional dynamics, and documents its lasting effects on two participatory oversight institutions: Village Health, Sanitation, and Nutrition Committees (VHSNCs)—part of local government, and Rogi Kalyan Samitis (Patient Welfare Committees)—part of the health system. Field research, carried out shortly before the pandemic, compared the activation of these hybrid oversight bodies in areas with and without a legacy of intensive CBMP action. Key findings include: Official participatory spaces for citizen engagement with the health system were much more active in districts where CBMP networks had intensively promoted grassroots capacity for voice. Frontline health system responsiveness to issues that could be addressed locally—identified as ‘CBMP-sensitive’—was very high. But the health system’s degree of responsiveness to problem-solving efforts decreased at higher levels. The period of intensive CBMP effort to build grassroots awareness and capacity was limited to six years. Nevertheless, that effort had lasting effects on the levels of activity of local hybrid health oversight bodies. The pandemic revealed additional evidence of the medium-term survival and institutional impact of CBMP-enabled social networks.

Abstract:
This paper analyzes the interaction between caste relations and city space, and its impact on economic development in Indian cities. Much of the literature on caste has focused on rural India, although there is a recent and growing literature that examines caste and caste-based discrimination in cities. We focus on this strand, particularly, studies that have examined caste-based residential segregation in cities. Recent studies have argued that Indian cities are highly segregated along caste lines. Using a socio-spatial methodology, and data from a spatially representative survey that we specially designed to uniquely explore city spaces, we too establish that there is high segregation at the smallest residential spatial scale. However, as expected, there is considerably less segregation at higher spatial scales. What is less known is that Indian cities are much less segregated in terms of caste than American cities are in terms of race at this comparable higher spatial scale. This also has an important consequence - greater integration at this higher spatial scale has important material benefits - economic development defined in terms of lower poverty and higher educational attainment is significantly higher, both for the overall population and for deprived social groups.

232. Climate Adaptation and Job Creation: Addressing the Climate and Livelihoods Crises in India

India was seventh in a list of the ten most affected countries due to extreme weather events in 2019. A sharp increase in the frequency and intensity of such events in the country by the end of the twenty-first century is projected. At the same time, relatively high economic growth rates have not resulted in secure and sustainable employment opportunities in the Indian economy. The loss of millions of jobs due to climate hazards in the country is also projected. In this context, I raise two key questions. First, are livelihoods in certain regions within India more vulnerable to climatic changes? The priority regions for adaptation planning and intervention are identified by constructing a livelihoods vulnerability index. Second, can institutional climate adaptation activities simultaneously address the climate and livelihoods crises in the country? The job creation estimates through five representative adaptation activities support the need for increased spending in a climate adaptation programme. Spending 1.5 percent of the GDP on a climate adaptation programme could create jobs to the extent of 1.3 percent of the labour force as of 2017-18. Investing 3 percent of the GDP on a combined climate adaptation and mitigation programme over the same amount spent instead on a fossil fuel-based programme would lead to net employment gains of around 2 percent of the labour force. This paper argues that investing in climate adaptation activities can secure livelihoods while improving mechanisms to build resilience to climate hazards. Such activities, if planned and implemented in accordance with the geographies, vulnerabilities, and socio-economic patterns of each region, could be transformational.

South Korea officially launched the Indo-Pacific Strategy on 28 December 2022 highlighting the importance of the region and its significance in the current era. The detailed report on South Korea’s Indo-Pacific Strategy is based on the fundamental principles of cooperation with an emphasis on tolerance, trust and mutual benefit. The strategy emphasised the promotion of freedom, peace and prosperity in the Indo-Pacific region through the joint establishment of a rule-based order and cooperation on human rights (MOFA 2022). The Indo-Pacific Strategy proposed by the South Korean government is a 37-page document that is considered to be the country’s comprehensive regional strategy and will shape the future foreign policy towards the Indo-Pacific region. The target areas of the Indo-Pacific Strategy can be understood as the North Pacific, Southeast Asia, South Asia, Oceania, African countries along the Indian Ocean, Europe and Central and South America as highlighted in the report.

The Indian medical devices market was valued at approximately $12 billion in 2021 and is expected to reach $50 billion by 2025, indicating significant growth potential. This study investigates the significance of India's emergence as the world's most populous nation in 2023, surpassing China, and its consequential implications for economic growth. With a focus on the demographic dividend driven by working-age and prime-age populations, we analyze the effects of shifting age distribution on India's labor force, labor market, and economic drivers. Extending the study period by integrating additional datasets, we examine per capita GDP growth, sectoral value-added, and employment shifts at the state level. Results reveal limited influence on per capita output, but significant sectoral effects. Notably, prime age composition within the working-age population emerges as a key driver of economic growth.

The rise of Hindutva or Neo-Hindu nationalism has undermined the inclusive, all embracing and coexisting nature of Indian secular democracy. The political utilization of the doctrine of Hindutva has led to multi-dimensional challenges in the Hindu majoritarian state of India. The exercise of extant communalism has driven the Indian minorities to a state of constant insecurity. It reflects religio-nationalist identity politics particularly under the Modi regime, which is posing security challenges to multiple communities in India. The divided Communalism with Hindu majoritarianism has characterized the state of India with deeply entrenched Hindu racial supremacy that has caused increasing human insecurity in India. The study analyses how the rise of Hindutva is creating problems for the Indian pluralism. The study argues that the rise of ultra-Hindu-nationalism in practice of populist identity intellectual leadership in India has threatened the human security at the domestic level.

238. Addressing Earthquake Risk in India

Earthquakes are among the major hazards in India. The areas vulnerable to earthquakes are the plate boundary regions, e.g., Himalaya, Andaman & Nicobar Islands, northeast India and some of the regions in plate interior, e.g., Kachchh. Unlike other hazards such as cyclones, tsunamis or floods, where forecasts for their likely arrival are made, earthquakes strike without any warning. The current scientific knowledge is not sufficient to predict earthquakes. Hence it is necessary to assess our vulnerability to impacts of earthquakes and ensure preparedness to mitigate their effects on society. The development of such resilience can certainly help to avoid disasters. This issue has to be addressed at three levels: a) earth system level or status of knowledge about earthquake generation processes and it’s hazard potential; b) social system level or response mechanism, role of government, private sector and nongovernment organisations, and infrastructure development; and c) human system level or consciousness, awareness and readiness of people towards an earthquake hazard. Today, in our country, monitoring of earthquakes, estimating earthquake parameters, and disseminating this information has become very efficient. All the earthquake monitoring systems have been networked to provide data in the shortest possible time. It is well known that earthquakes do not kill people; poorly designed and built buildings do. The building codes designed to minimise the impact of earthquakes depend on potential risks from hazards. Microzonation maps, useful in assessing seismic hazards and risk potential, seismic response of engineering structures and land-use planning maps, have been prepared for many cities. During the last two decades, the response mechanism has been made very efficient. The National Disaster Management Authority (NDMA) and National Disaster Response Force (NDRF) along with the central and state governments have been provided necessary relief and rescue. Still, there are certain gaps and many questions to be addressed. a) Is there is a possibility of a large earthquake in Himalaya, especially in Uttarakhand and Himachal Pradesh, in the near future? If so, what actions do we need to take? b) How do we use our current understanding acquired through research in objective hazard assessment? What are the shortcomings, what should, can and needs to be done? c) How can microzonation maps be integrated in urban planning? What are the impediments? d) Are there any precursors to earthquakes? What is the status of precursor research in the country? e) Is early warning of earthquakes possible and can it be safely implemented? 239. Structural Change Reversed: A Comparative Analysis Pre- and Post-2015

Since the well-known research of Simon Kuznets (Nobel Prize Winner in Economics), the structural transformation of all economies is characterised by two simultaneous phenomena. The first is that there is a structural shift in terms of the contribution of the three main sectors—agriculture, industry, and services—to the gross domestic product in favour of non-farm sectors; the second involves total employment in the economy—with a shift away from agriculture towards the other two main sectors of economic activity—first towards industry, followed by services. This paper is motivated by some major developments that have occurred in the macro-economy in India, and their implications for the labour market. It is an attempt to understand these significant changes to the labour market in agriculture in particular, which accounted for around two-fifths of India’s total workforce of 520 million in 2021. This paper is organised in three sections. Section 1 shows that structural transformation, which had been relatively slow for a significant part of the last century, gathered momentum during the first decade of the current century. It has been rather stalled for the last six years and has been reversed by poor economic policies and management. Section 2 examines how workers in agriculture have had to respond to the changed economic conditions and nonfarm labour market trends. The changes have only served to increase rural distress. In other words, far from farmers’ income having doubled between 2015 and 2022, as the Union government had attempted, the quality of work in agriculture has worsened, wages have fallen, and women (and men) who had exited agriculture have been forced to rejoin it. This is a form of disguised unemployment, with workers surviving merely on account of safety nets like Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) or cash transfer (PM Kisan) or Public Distribution System (PDS) rations (Pradhan Mantri Garib Kalyan Yojna [PMGKY] was free during the pandemic). Section 3 examines the reasons for the emergence of these worsening labour market conditions. The concluding section summarises the findings.

Abstract:
The US and India expanded cooperation across various domains in the second reporting period of 2023. The two moved to materialize projects and initiatives that were conceived in the first quarter, in wide-ranging domains with significant geopolitical and geoeconomic scope including defense cooperation, critical and emerging technologies, and infrastructure development. While New Delhi continued to straddle groupings such as BRICS, Shanghai Cooperation Organization, and the Quadrilateral Security Dialogue, the US-India partnership broke ground on more initiatives than any of India’s other bilateral relationships. Modi and Biden visited each other’s capitals and reaffirmed their commitment to a rules-based international order. The rousing reception Modi received in Washington and the continued US preeminence in most major trade and technology initiatives conceived by India highlighted the growing partnership between the two democracies. And the two leaders, while facing elections next year, seem willing to work together on common global priorities—sometimes at domestic political costs. Also, while taking place outside the May-August reporting period, the enormous groundwork Delhi laid over the summer (and earlier), plus the absence of Xi Jinping and Vladimir Putin, transformed the G20 meeting that took place in September into an event that showcased India’s leadership in finding common ground between the priorities of the Global South and the US. The result was potentially transformative geoeconomic initiatives that could reshape geopolitics, and encourage, for example, the conditions necessary for a free, open and inclusive Indo-Pacific. This wasn’t the India of nonalignment; this was an India shaping a realignment, with tacit US support.

In this Forum, six scholars reflect on Rahul Rao’s recent book Out of Time: The Queer Politics of Postcoloniality from other geographies, themes and radical possibilities. Part II explores the analytic of homonationalism in dialogue with Rao’s Out of Time. Jasbir Puar, who coined the term in an earlier path-breaking work, thinks with and against Rao’s book on the relations between homonationalism and what Rao called homocapitalism. Puar also explores how the caste-gender politics of Radical Sikhi during the Farmers’ Protests in India (2020-2021) can serve as an alternative source of inspiration, companion to the queer and trans Dalits of Rao’s book. Shirin Deylami reflects on Rao’s work by exploring the disoriented grammars of the Iranian Islamic state. Specifically, Deylami analyses the way in which the discourse of westoxification has influenced and challenged the divergent state responses to transgender claims for care versus gay and lesbian rights claims.

Now possessing the world’s largest economy and backed up by an increasingly capable military, in recent years China has grown into an ever more significant and complex concern for the United States, its friends and allies, and others in the Indo–Pacific region. It has become not only stronger and more capable but, in a variety of areas, including the South China Sea and the Taiwan Straits, more assertive. In this light, it is only prudent that the United States remain engaged in the region and, along with its allies, maintain robust military capabilities. At the same time, however, it is difficult to understand some of the main features of what has emerged as the conventional wisdom concerning the magnitude, scope and shape of the challenge China represents, particularly in its military dimensions. Among other things, shortcomings in the conventional wisdom include the unsettling degree to which mainstream assessments of the Chinese military challenge have: • devoted enormous attention to various Taiwan contingencies and, by comparison, remarkably little attention to the Chinese military’s capacity — or lack thereof — to directly conquer or coerce any of the major powers in the region; • equated defending Taiwan, and other relatively small nearby economies, with preventing Chinese regional hegemony, without providing significant analytical support for the presumption; • argued that Taiwan is defensible, in part because of the vulnerability of seaborne invasion forces to precision-guided munitions, as well as the difficulties inherent strategies aimed at punishing adversaries into submission (e.g., through bombardment or blockade) — while seeming to ignore the logical inferences of those conclusions for the defensibility of the major powers in the region, which are larger, economically stronger and generally located much farther from China; • analogized the challenge posed by China today to the threats posed by Nazi Germany and Imperial Japan in World War Two and the Soviet Union during the Cold War in ways that — because of differences in, among other things, geography, technology, nationalism, and China’s role in the global economy (including its great dependence on international trade) — may do more to obscure than illuminate the challenge. These analytical shortcomings need to be addressed through additional, more rigorous and better focused research and analysis. While clearly needed, however, it seems unlikely that this additional analysis will come close to fully redeeming the conventional wisdom about the Chinese military challenge as articulated today, including the necessity of some key components of the U.S. military’s existing force structure, modernization and other plans. Taken together, the gaps, weaknesses, blind spots, and analytical leaps upon which the conventional wisdom rests appear too pervasive and deep for such to be the case. Given this reality, rather than the current U.S. strategy, embracing something akin to the Active Denial strategy proposed by a Quincy Institute panel in 2022 would seem to represent a more prudent approach. 1 This strategy embraces some cuts to force structure — especially among ground forces — yielding significant budgetary savings. But it retrains robust air, naval and other forces that would leave the U.S. military with a powerful capacity to deter and, if need be, counter Chinese aggression in the Indo–Pacific and, specifically, to support key U.S. allies and friends in the region. And better addressing the areas noted above could go far towards facilitating the refinement of this more restrained strategy, and ensuring that it is both as effective as possible and can be supported at an affordable and sustainable price.

The emergence of over-the-top (OTT) services has lately revolutionized the way people consume media content. These services have emerged as a significant disruptor in the media industry in recent years. With the advent of OTT platforms, various concerns have arisen over the censorship and regulation of content on these platforms. Accordingly, this paper has examined the current trends in censorship and regulation of OTT content through the perusal of various legal and regulatory frameworks in the United Kingdom, India, and China. It has probed into cases of censorship and examined various aspects of civil and political liberties. The analysis has revealed a persuasive connection between the degree of freedom of expression and creative freedom dispensed in each region. Lastly, the paper has provided recommendations for policymakers and other stakeholders on balancing the need for freedom of expression and access to information with responsible content management and regulation.

After 200 years of bondage, India gained freedom from the British through numerous revolutionary movements in 1947. But, within 20 years of the independence, insurgent movements had started arising against the Indian Government as well. In 1967, the Naxalite insurgency was initiated as a radical protest by the oppressed peasants against the colonial tenancy system retained by the feudal landowners even after the British had left the country for good. The uprising got pinpointed as Naxalism and the rebels as Naxals, as it all started at Naxalbari, a village in the Indian state of West Bengal. Spanning over 50 years, this ongoing movement initially acquired the respect of the general population of India with its radical ideologies of fighting against the oppressor imperialists but soon mutated into a source of terror. A qualitative assessment of the instances taken from secondary sources, such as context-related online journals and blog articles, will help this paper to explain the formation of the contemporary perception of Naxalism as an extreme radical armed revolution and one of the biggest security challenges against the Indian Government.

Recognising the role of cities as catalysts for economic progress, India has placed technology adoption at the heart of governance transformations via its Smart Cities Mission (SCM). Moreover, India’s adoption of smart city solutions has been unique in also responding to the country’s diverse urban contexts and specific urban governance challenges, which this report focuses on capturing. By allowing cities’ choice to interpret ‘smartness’ as per local needs and contexts, the SCM has encouraged cities to have diverse and, in several instances, more resident-centric project portfolios. Bringing in innovative institutional mechanisms, for instance the special purpose vehicle, has afforded localised decision-making flexibility and power to implement projects quickly and efficiently, though concerns about the sustainability of these institutional interventions remain. Lastly, the adoption of data-driven technology and infrastructure across smart cities has not only enhanced service delivery and emergency response but also provided an avenue to improve interdepartmental coordination. Particularly encouraging is the first-time data-based urban transformations unfolding in the mid-sized cities. Improved governance in this fast-growing segment of the Indian urban landscape is expected to yield multiple positive spillovers for economic growth and social cohesion.

250. Finding the Finance: A guide to identifying Centrally Sponsored Schemes to fund heat resilience solutions

This analysis attempts to address a pressing problem at the heart of India’s plans to combat extreme heat: finance. Indian Heat Action Plans (HAPs) contain a welcome diversity of adaptation solutions spanning many sectors, but generally fail to identify viable sources of public and private finance to implement these solutions. In a previous study published in March 2023, we found that only two of the 37 state, district and city heat action plans reviewed had cited specific sources of finance for at least some of their interventions. In this analysis, we map heat-resilience solutions proposed across 37 Indian HAPs against interventions in India’s Centrally Sponsored Schemes (CSSs), Central-Sector Schemes (CSs), and an Act, all implemented by states with significant financial support from the Union government. These cover areas as diverse as the creation of low-cost affordable housing, the construction of artificial water bodies, urban greening, and changing the way settlements are built, among others. CSSs carry a lot of financial firepower and if creatively utilised, could help solve some of India’s climate finance shortfalls. In Financial Year 2023-2024 (FY 2023-24), CSSs were allocated ₹ 4,76,104.59 crores or 10.57% of the total Union budget (₹ 45,03,097 crores). We reviewed a total of 72 schemes which includes 67 CSSs, one CS, one Act and three national missions/action plans related to heat action and with budgetary allocations for FY 2023-24. We found that a quarter (18 schemes) contained interventions that directly correspond to heat resilience solutions identified in the HAPs. Overall, these 18 schemes (16 CSSs, an Act and a CS) could potentially support the implementation of 16 different types of heat solutions.
