Abstract:
The challenging geography of Greece makes it hard for the country to take full advantage of its natural resources and expand its energy grid. Though it has doubled its share of renewables, it needs to redouble those efforts to reach the EU’s ambitious goal of covering a third of its energy needs from renewable sources by 2030. The Greek islands that have been at the forefront of the migration and refugee crises would particularly benefit from a targeted policy to reach that goal, as the transition would increase their energy security, reduce their energy costs, and diversify their economies. Greece has the potential to be a model of sustainability that would enhance the stability of the entire Eastern Med.

Abstract:
The European refugee “crisis” of 2015 first and foremost unfolded in Greece at a critical period for the country and its place in the EU. Amidst the threat of Grexit and domestic political turmoil, the arrival of the refugees raised to the forefront questions of responsibility and burden sharing between Greece and its EU partners. Drawing from de Wilde’s analytical framework, this paper tried to explore whether the question of responsibility became an issue of politicisation in Greece as well as polarisation and whether it resulted in policy change on migration. The analysis draws from three types of sources: online media, parliamentary debates & party announcements, and public opinion polls. Two periods are investigated: the discussion on relocation from May 2015 to November 2015 and the discussions on the EU-Turkey Statement of March 2016. Politicisation of migration pre-existed the crisis and acquired further salience during 2015-2016. Polarisation, in contrast, featured less in 2015, due to the focus on Grexit, but acquires salience in 2016 following the EU-Turkey Statement. Nonetheless two common themes underscore both periods. There is convergence (with varying degrees of intensity) in blaming the member states for failing to adhere to their responsibility and for showing little solidarity. Similarly, there is a broad convergence that migration policy is designed by the European Union and its institutions, with Greece only responsible for the implementation. Thus, the polarisation of 2016 over migration focuses more on the government’s poor implementation and less on the policies initiated at the EU level.

Abstract:
The hardening of Sofia’s position vis-à-vis North Macedonia and the attempt to condition Skopje’s accession process upon the previous satisfaction of a number of key Bulgarian preconditions undoubtedly constitutes a critical moment in bilateral, Bulgarian-North Macedonian relations. No Bulgarian government in the future may easily ignore or abandon these strict conditions. Sofia has “bound itself” into a tough diplomatic position, reminiscent of Greek policy vis-à-vis North Macedonia, where dominant perceptions of history-identity and a feeling of diplomatic superiority dictated a strict diplomatic position that no Greek government dared to openly question, let alone abandon. Some of the key Bulgarian demands on history, however, touch upon fundamental aspects of the North Macedonian national narrative and nation-building and it will be hard for any government in Skopje to accept. It will certainly take a lot of good will and creative thinking by both sides in order to move forward.

Abstract:
Although four years have passed since the 2015 refugee “crisis”, Greece’s reception system is still inadequate in serving the needs of the arriving populations. Since current debates focus on the weaknesses of the reception system, the issue of asylum-seekers and refugees’ integration has been indirectly outweighed. Without underestimating the issue of reception, this policy brief argues that the current political, social and environmental developments highlight the need to move towards decentralized and locally-oriented integration policies. After discussing the past context and the current developments of migration in Greece, we highlight the political, utilitarian and moral reasons that render integration policies both necessary and beneficiary for the domestic and migrant populations. Finally, we conclude with some recommendations regarding the way forward.

126. The Ethics of Kin State Activism: A Cosmopolitan Defense

Abstract:
A notable feature of nationalism’s contemporary resurgence is the increasing eagerness that governments have shown to support and shape the political causes of populations living abroad whom they conceive of as ethnic kindred. Governments engaged in such “kin state activism” assume a natural entitlement to speak for and assert authority over minorities and diasporas in other states, invoking a belief in common territorial, cultural, and even biological origins as a moral basis for that entitlement. A striking example of the trend is the Russian government’s declaration that it will defend the interests of ethnic Russians wherever they may be and regardless of their citizenship.1 The government has made good on this intention since 2014 through the invasion of Crimea and through support for pro-Russia secessionist fighters in eastern Ukraine. Russian officials have also made thinly veiled threats to apply the doctrine in Estonia, Lithuania, and Latvia, where large Russian-speaking minorities reside and maintain strained relations with authorities.2 Kin state activism has also become increasingly apparent in other contexts, even though it has not involved the military coercion and flagrant disregard for international law characterizing Russia’s interventions. Examples that have made headlines recently include Hungarian Prime Minister Viktor Orbán and his Fidesz (Federation of Young Democrats) party’s cross-border political collaborations with Romania’s Hungarians,3 Turkish President Recep Tayyip Erdoğan’s appeal to Greek Prime Minister Alexis Tsipras to take action against the discrimination of Greece’s predominantly ethnic Turkish Muslims,4 and Croatian President Kolinda Grabar-Kitarović’s lobbying for electoral reform in Bosnia so that ethnic Croats there can gain increased representation.5 These and other examples typify a trend in which governments are more stridently assuming a right to protect, counsel, represent, politically organize, indoctrinate, naturalize, financially support, advocate for, and even govern populations beyond state jurisdictions on the basis of an ethnic conception of shared identity.

In late 2015, momentum toward implementation of the 2030 Agenda for Sustainable Development was steadily building in Guatemala. This momentum was driven by the International Commission against Impunity in Guatemala (CICIG) and protesters in the streets demanding action against corruption. Since 2017, however, a political standoff in Guatemala has started reversing these gains. A sustained reversal would undermine efforts to address the country’s longstanding socioeconomic needs. This study analyzes recent gains and setbacks in Guatemala’s efforts to implement the 2030 Agenda and provides recommendations for ways the country can fight corruption and securitization to sustain peace and promote sustainable development. It suggests better communicating the 2030 Agenda through multi-stakeholder outreach, improving monitoring or progress, aligning international aid with local objectives, and continuing to engage with the private sector. This issue brief is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. The project focuses on five case studies: Guatemala, the Gambia, Greece, Lebanon, and Myanmar. Implementation of the 2030 Agenda provides each of these countries an opportunity not only to buttress existing aspirations but also to build new partnerships that transcend traditional approaches.

The goal of the paper is to explore how the intensity of the Greco-Turkish rivalry (in the 19th and 20th centuries) was affected by variation in the intensity of rivalries between major powers that have political and military connections to Greece and Turkey. By comparing the effect of relevant major power rivalries with a battery of alternative domestic, dyadic, military, and political variables, the article serves as a deductive evaluation to see how important, if at all, variation in the volatility of intensity of the relevant major power rivalries is on the Greek-Turkish rivalry intensity volatility.

131. The Economic Forces of Victory Versus Those of Defeat: An analysis of the Greek Economic and Military Mobilization of the 1909-1923 Period

The intellectual aspiration of the paper is to highlight the economic forces, which played an immense role in the wars in which Greece participated during the 1909-1923 period. These were four major conflicts: The two Balkan wars of 1912-1913 against the Ottoman Empire and Bulgaria; the First World War (1914-1918) and the Greek-Turkish war of 1919-1922. The tragic period started with Greek victories and ended with the greatest defeat of the modern Greek state. Although these conflicts were different, there is a clear nexus between them. In the Greek as well as the international bibliography, the majority of studies highlight the strategic, tactical, operational, diplomatic, psychological dimensions of the conflicts of the period, as well as, the personal motives of political and military leaders. Under this intellectual framework, the economic forces of the conflict are marginalized by most academics. The final conflict of the period is primarily known as the ‘Campaign of Asia-Minor’ in the Greek bibliography, whereas in the Turkish bibliography it is considered as ‘the Great Patriotic War.’ Thus in this article we aim to demonstrate that the conflicts of the period are connected and also that the Greek defeat of 1922 was the outcome of a chain of miscalculations which the Greek side has made, but above all it was the nexus of limited economic resources, diplomatic errors and wrong tactical decision making in the front. The structure of the article is as follows: The first section highlights the concept of ‘Megali Idea,’ which defined Greek foreign and defence policy during the 1844-1923 period. This section highlights the crucial developments of the 1909-1919 decade just before the war of the 1919-1922 period and demonstrates that the war developments were directly associated with those of the previous decade period. Thesecondsection analyses the strategic and tactical errors by the Greek side during the conflict and associates them with the economic forces. The third section highlights the Turkish tactical, economic and diplomatic advantages and demonstrates how these were associated to economic power. The fourth section provides an analysis based on the options, which the Greek side had but failed to materialize. Conclusions follow. (We point out that all the dates are with the new Gregorian calendar versus the old Julian calendar).

132. Vulnerable Asylum Seekers and Irregular Migrants in Albania: Trends, Challenges, and Policy Solutions

During the last few years (2015-2018), Albania has witnessed an increased influx of irregular migrants entering the country, mostly via the southern border with Greece. The influx of irregular migrants intercepted in Albania during 2018 was around 5,730 foreign nationals, almost five times higher than in 2017. The share of women and children went up as well in 2018. Many migrants resort to smugglers and criminal networks to avoid detention while crossing borders illegally, often due to a scarcity of other viable and safe avenues for migration. Though Albania is considered a transit path in the “Western Balkan route”, the massive irregular flows of migrants raise the risk of vulnerable groups falling prey to human trafficking and sexual exploitation. The policy brief explores the current immigration trends in Albania and outlines some of the main challenges that the country faces, with a particular focus on vulnerable groups of asylum seekers and irregular migrants, such as unaccompanied and separated children, women, and minors who might potentially be victims of trafficking, exploitation, and abuse.

The paper aims to tackle a controversial issue, namely the anticipated developments regarding defence expenditure once the Greek economy returns to growth. Such a comeback is expected to occur following a prolonged recessionary period during which defence spending cuts were a top priority, as recommended by the IMF, the ECB and the EC, members of the so-called “Troika”. The paper uses both conventional econometrics as well as neural networks to consider and evaluate the hierarchy’s ordering of the determinants used in such a demand for defence expenditure based on their explanatory power. While the role of property resources is certainly pronounced, as expected, human resources variables also seem to be able to explain defence spending developments, especially in the recent past. A forecasting investigation based on this background points to a number of interesting conclusions on the anticipated developments concerning defence spending in the future as well as on the determinants of such developments which might represent a threat to NATO cohesion.

Abstract:
This article focuses on the discursive frames used by policy entrepreneurs in Greece as they attempted to deal with the 2009 crisis and analyses the role played by discourse in handling the crisis’ consequences. Adopting a historical institutionalist framework, I argue that ineffective policy outcomes can be attributed to a path- dependent logic enshrined in the country’s political economy structures following the transition to democracy post-1974. Moreover, the reaction of policy entrepreneurs to the crisis was reinforced by their discursive logic of action, itself embedded in the state’s institutional matrix. Procrastination, a refusal to face an uncomfortable reality and politics as usual colours the response of Greek actors to the country’s biggest crisis in recent memory.

The central argument of this essay is that, in order to understand the reasons behind the Greek economy’s inability to recover sooner from its 8-year recession, analysis must focus on the institutional, political and cultural traits of the country rather than take a primarily “economistic” approach and simply blame “excessive austerity” and/or the euro. In fact, it will be argued that Greece’s positive performance under the euro (until government actions derailed the economy) is generally underappreciated, suggesting that if the country’s institutional weaknesses are addressed, the economy will grow. This paper focuses on stalled Europeanization as a field of practices, institutions and discourse connected with a process of ambivalent reform. The absence of a consensual national strategy of adaptation to a particularly challenging environment, i.e., participation in the eurozone, produced dramatic consequences when confronted with the financial crisis after 2009. It is argued that the country’s sluggish Europeanization reached a critical turning point in 2009 when the urgency of the crisis brought to the fore a number of issues and vulnerabilities. Asymmetric policy adjustment – limited in some areas, extensive in others – has been the combined result of perceived necessity, insufficiently designed and implemented reform packages, party-political repositioning, and plain politicking. Europeanization in Greece became a stalled process in 2015; restarting the stalled process since 2016 leads to ongoing but sluggish Europeanizing interactions, involving shifts in the roles of domestic politics, institutional traditions and interest groups while reshaping the patterns of political contestation.

Since the beginning of the 1990s, while Greece failed to accomplish its vocation at the political level, at the level of the economy the country acted as an important regional actor. The article examines the dynamics of the Greek crisis on the Balkan economies and analyses the major challenges for Greece in this new reality. At the same times, it tries to identify the triple crisis faced currently by Greece: at the level of credibility and status, at the level of mediation between the region and the EU and, finally, at the level of the gradual peripherisation of the country.

Abstract:
Since the signing of the EU-Turkey Statement, there has been a significant reduction in the number of people unlawfully crossing European borders or losing their lives in the Aegean. Turkey plays a crucial and decisive role in addressing the refugee crisis in the Middle East and the Mediterranean region. At the same time, Greece is invited to carry out an unprecedented administrative, legislative and operational project that has not been undertaken so far. Furthermore, Greek authorities have to deal with a series of urgent needs (accommodation, nutrition, asylum procedures, health) or social integration processes (education, training, access to labour). This article focuses on the legal and political aspects in terms of Greek Asylum System as well as special attention is given to the EU- Turkey statement and how its implementation impacts on Greek-Turkish-EU relations. The author notes that this discussion cannot be taken place without taking into account the European institutional and political framework as well as the greatest economic-fiscal crisis faced both by EU and Greece.
