1. Trojan spoofing: A threat to critical infrastructure

This article explores the phenomenon of location spoofing—where the spoofer is able to “teleport” systems in and out of defined locations, either for the purpose of infiltration into no-go zones or for the “teleportation” out of real, defined zones in the physical world. The research relied on a qualitative methodology, utilising academic research findings, media reports, hacker demonstrations, and secondary data from these sources, to situate the spoofing threat in the context of international security. This conceptual, argumentative essay finds that signal spoofing, the methods of which can be followed via online scripts, allows users the ability to overcome geographically defined territorial restrictions. This, as this article finds, allows violent actors to weaponise systems, such as unmanned aerial systems, potentially leading to the escalation of political tensions in extreme but unfortunately ever-frequent episodes. The article concludes that, while Trojan spoofing (in particular) poses a real and an existential threat to international security, it is only a sum-of-all parts in considering other threats to critical functions in society. If geofences are used as a single point of security to protect assets against hostile actors, managers need to be aware of the vulnerability of intrusion and the resulting geopolitical consequences.

Recent advances in big data and analytics, cyber security, automation, and artificial intelligence can make critical contributions to the demonstration of power on the international stage. New technologies not only offer militaries the ability to conduct operations with greater effectiveness but also reduce the potential human cost of operations. In an increasingly digitized world, organizations that do not adopt and leverage these advances can become inefficient and even fall by the wayside. Yet, despite the immense promise of emerging technologies, many organizations struggle to integrate and utilize them. This is true in both the military and business sectors. For business organizations, a failure to adopt and use novel technologies may threaten profits and even their survival. For militaries, where soldiers’ lives are on the line, the consequences can be even more severe. Why is the integration of new technologies often so difficult? This policy brief highlights an important and overlooked reason, namely how gender policy can affect resistance to organizational change. Gender policy reform requires organizations to invest resources in the recruitment and retainment of an inclusive workforce, and therefore demands that organizations be flexible and resilient. Flexibility and resilience are also required to integrate disruptive innovations. Rather than trying to chain a new technology to old systems of ascension and reward, organizations that want to advance technologically must rethink their incentive systems and work hard to restructure entrenched hierarchies.

El análisis de la arquitectura global de gobernanza existente, y de las propuestas para su remodelación, demuestra que existen numerosos aspectos que aún no se encuentran lo suficientemente desarrollados, lo que produce el riesgo de exacerbar las desigualdades y perpetuar las discriminaciones. La regulación de las actividades de las empresas multinacionales para anticipar y mitigar los impactos negativos sobre los derechos humanos que se derivan de las mismas y para que rindan cuentas por posibles daños, se presenta como elemento esencial en este contexto. Igualmente se precisa la adopción de acuerdos internacionales que se apliquen con carácter general a aquellas tecnologías que, por su propia naturaleza, tienen el potencial de poner en riesgo la paz y la seguridad internacionales. Este proceso debe perseguir el objetivo de ofrecer igualdad de oportunidades a los ciudadanos, la protección de los valores compartidos entre los Estados y, en definitiva, el bien común de la humanidad.

The consequences of violence worldwide are dire. More than half a million people die from violent deaths each year. In 2019, violence cost the global economy $14.5 trillion USD, or $1,909 USD per person. Countries with armed conflicts account for 80 percent of humanitarian spending. Beyond these cold numbers, the human toll of violence results in the suffering of families, trauma-affected communities, and increased fear and hopelessness. Different types of violence—such as crime, violent extremism, and armed conflict—are often interlinked and share risk and resilience factors. Although currently siloed, the UN system has the capacities and knowledge to develop approaches to prevention that cut across interlinked forms of violence. This policy paper makes the argument that the UN can and should adopt a more integrated violence prevention strategy across these three forms of violence. It draws from desk review of UN and academic documents, interviews with UN staff working on different types of violence prevention across the UN system, and a workshop among them. The paper discusses why there is a need for more integrated prevention approaches across different types of violence, what benefits that would bring, and what challenges need to be overcome first. It concludes by making four recommendations: governments should use the SDG 16.1 framework to bring actors together at national level; member states should ask the UN to develop evidence-based guidelines on prevention for countries to implement themselves; the UN should initiate a strategic dialogue at headquarters between fields to better identify commonalities in approaches; and country teams should develop an integrated strategy with specialized sub-strategies.

INFORMATION and communication technologies (ICTs) provide humankind with unprecedented opportunities. Mass communication technologies, the Internet of Things, artificial intelligence, cloud computing, blockchain, big data, e-government, digital medicine, and cryptocurrencies have become part and parcel of our life. But at the same time, new ICT achievements bring new threats and challenges – primarily to international peace, security and stability, and the sovereignty and territorial integrity of states. The first international warning about those threats came from the Shanghai Cooperation Organization (SCO). It was issued in the Agreement among the Governments of the SCO Member on Cooperation in the Field of Ensuring International Information Security of June 16, 2009.1 The main threats, the agreement says, are the “development and use of information weapons” and the “preparation and waging of information war.”

9. A Gender Framework for Arms Control and Disarmament

I n recent years, gender has come up in arms control and disarmament deliberations. Ireland, for example, submitted working papers on gender to preparatory committee meetings of the Nuclear Non-ProliferationTreaty (NPT) Review Conferences. The Treaty on the Prohibition of Nuclear Weapons (TPNW) emphasizes that nuclear weapons use affects men and women differently and calls for equal representation in disarmament negotiations. However, such references to gender are so far the exception rather than the rule in arms control and disarmament talks. We argue that a systematic inclusion of gender perspectives advances arms control and disarmament deliberations and negotiations in four main ways. First, a gender lens calls attention to the human and gendered consequences of the development and use of weapons. Second, it exposes arms control and disarmament agreements that lack gender provisions. Third, a gender lens highlights the absence of diversity in arms control and disarmament communities.3 Fourth, gender perspectives help reveal hierarchical power structures and encourage critical reflections on the legitimacy of established processes and agreements. In sum, the inclusion of a gender perspective produces more humane, effective, legitimate and sustainable agreements.

The United States should incentivize European members of NATO to take on additional responsibilities for their defense. Encouraging the European allies to take initiative will help the United States focus on its other domestic and international priorities and may facilitate improving relations with Russia. This approach will also prove attractive to European states concerned about the future direction of U.S. foreign policy. Recalibrating the U.S. role in Europe would conform with the United States’ post–World War II efforts to stabilize European security — and stand as the fruit of Washington’s success in this regard.

12. Bargaining and War: On the Communication Equilibrium in Conflict Games

We present a version of Baliga and Sjostrom’s (2012a) conflict games with two asymmetric players. The players contemplate whether to take an active engagement action to compel the leader of a neighboring state (an extremist) to give up his risky weapons. We show that a player with greater damage from the extremist is more likely to choose an active engagement action than a player with lesser damage. Furthermore, we examine cheap-talk communication equilibria with the extremist. The likelihood of both players choosing the active engagement action decreases by a hawkish extremist who can send a provocative message, if both players are coordination types. If both players are opportunistic types, a dovish extremist can send an appeasement message that causes one player to be more active while another to be more inactive. Lastly, we show that there does not exist any other communication equilibrium for either kind of extremist, for any other combination of player types.

Objectives: This paper attempts to forecast the future of warfare methods in the forthcoming decades of the 21st century. The predictions reflect on the current trends observed in the development of military and civil (dual-use) technologies and changes in thought constructs developed for hostilities. Methods: Empirical and theoretical research methods were utilised in the study. The research data, obtained from the review of source materials, were subsequently subjected to examination through analysis, synthesis and comparison. Results: The methods of warfare at the turn of the 21st century are likely to reflect the technological evolution of the modern age. Considering the present-day trends, there is a good probability that our technology-driven lives will transform people into hybrids of biological organisms merged with the technological environment, integrated with the body. Therefore, hostile action against human soldiers could be taken on three major levels: the biological organism, the mass communication technology integrated into the body, and the mental level – both in the conscious and the subconscious sphere. The study into how the soldier’s mental sphere can be influenced to anticipate and shape behaviours may contribute to further research on the third level impact on enemy soldiers. Conclusions: The conclusions formulated in this analysis may carry significant implications for the works on an innovative methodology of the future warfare, accounting for the technological progress in the next decades of the 21st century, and a methodology for countering future military threats.

Many factors can lead to complacency, but the most significant contributors are lack of knowledge about: events related to nuclear terrorism; weaknesses of nuclear security systems; and the capabilities demonstrated by thieves around the world. People will be more likely to take action to strengthen nuclear security if they believe that nuclear terrorism poses a real threat to their own country’s interests and their actions can significantly reduce the threat. There have been many incidents in recent years that demonstrate the need for strong and sustainable security at both military and civilian nuclear facilities.

The deep changes in Polish legal system and economy that took place after 1989 contributed to the emergence of new challenges for public administration. The legislator, in order to satisfy growing numbers of social demands, appointed new tasks and created a new legal form of action for public administration entities. However, not every of the new forms were fitted to classically understood administrative law. Part of this new forms at the same time combines some features characteristic for administrative law as well as typical for civil law, which gives them untypical (hybrid) character. As an example, there can be mentioned: civil law contracts with so called “overlays” (obligatory additional conditions) imposed by certain legal acts as well as administrative settlements and administrative contracts. The world is experiencing a period of unprecedented demographic change. For the first time in human history, marked disparities in age structures exist across the globe. Around 40 percent of the world's population lives in countries with significant numbers of elderly citizens. In contrast, the majority of the world's people live in developing countries with very large numbers of young people as a proportion of the total population. Yet, demographically, most of the world's states with young populations are aging, and many are doing so quickly. This first-of-its kind systematic theoretical and empirical examination of how these demographic transitions influence the likelihood of interstate conflict shows that countries with a large number of young people as a proportion of the total population are the most prone to international conflict, whereas states with the oldest populations are the most peaceful. Although societal aging is likely to serve as a force for enhanced stability in most, and perhaps all, regions of the world over the long term, the road to a “demographic peace” is likely to be bumpy in many parts of the world in the short to medium term.

After a period of stability, the transatlantic community is facing considerable challenges in maintaining European security. Russia’s efforts to destabilize Europe, terrorism, climate change, energy insecurity, migration, fracturing European identity, and the reemergence of nationalist populism challenge the ability of European institutions to perform their central functions. Different visions for Europe’s future and the lack of a shared threat perception add to these dilemmas.

The end of the Cold War coincided with the beginning of global awareness about the risks of climate change. This paper analyzes a thirty-year period beginning with the establishment of the Intergovernmental Panel on Climate Change (IPCC) in 1988 and the fall of the Berlin Wall in 1989, and ending in the present year of 2018. This period is characterized by unprecedented social, political, economic and climatic shifts, as well as first-time technological change-including improvements in our ability to predict future changes in the climate and their implications for international security.1 Importantly, while some of these changes have caught the international security community off-guard, we have seen the climate risks coming for many decades. The combination of unprecedented risks and foresight underscore a “Responsibility to Prepare.” This involves taking all possible steps to avoid an unmanageable climate, and climate-proofing of our security institutions at national, regional and international levels.

While the cybersecurity industry will require approximately six million workers to meet its projected job demand by 2019, many positions will remain unfilled without more female cybersecurity professionals. Currently, women comprise only 11 percent of global cybersecurity professionals. Women’s underrepresentation in cybersecurity is not just an economic workplace issue, but also has a profound impact on the type of technologies being developed and hence impacts everyone in the digital age. The report will explore some of the main barriers that impede women’s entry, professional advancement, and retention in cybersecurity, including the pervasive gender discrimination in technology professions. Next, I will examine three core reasons why it is essential to get more women in cybersecurity, namely (1) to maximize innovation potential; (2)to expand usability of digital products to meet the needs of all consumers; and (3) to strengthen the global economy by fulfilling the cybersecurity industry’s rapidly growing job demand. Recommendations on how to dismantle the gender gap in cybersecurity and how to create in the digital age a global workforce that is safer, more efficient, and more prosperous are presented.

Donald Trump’s “Deal of the century” is the final phase of the 1993 Oslo Accords, which formalized the final liquidation of the Palestinian anti-colonial national struggle for independence and liberation. The “Deal” is nothing more or less than the last step of the so-called “peace process.” In order to understand the aims of the “Deal,” we need to go back to the Oslo Accords, which anticipated this step and assiduously prepared the ground for it. Since the beginning of the so-called “peace process” inaugurated in Madrid in 1991, the PLO, through its unofficial negotiators, conceded Palestinian rights one by one, in a gradual process culminating in the official PLO signing of the Declaration of Principles in Washington D.C. on September 13, 1993.

The 2018 Small Arms Trade Transparency Barometer (the Barometer) identifies the most and least transparent of 49 major small arms exporters, based on their reporting of their arms-trading activities undertaken in 2015.1 For the first time the Barometer assesses Arms Trade Treaty (ATT) and UN Programme of Action on small arms (PoA) reports to determine small arms exporters’ levels of transparency. These sources provide new information for the Barometer’s assessment of national transfer control systems, while ATT annual reports on arms exports reveal new data compared to national arms export reports; United Nations Commodity Trade Statistics Database (UN Comtrade) data, and the UN Register of Conventional Arms (UN Register). Despite the increase in reports containing information on national transfer control systems and small arms exports assessed by the Barometer, no major exporter received full marks for transparency.

This Briefing Paper analyses the emergence of a life-cycle management of ammunition (LCMA) system in Bosnia and Herzegovina (BiH) during the period 2012–16, with reference to four of the five elements of the Small Arms Survey’s LCMA model: national ownership, planning, stockpile management, and disposal. The paper examines the key challenges faced by the international community and BiH government in addressing the safety and security risks posed by BiH’s post-conflict ammunition surplus, focusing on the international community’s role in facilitating the development, and transfer to national ownership, of an LCMA system. The paper notes ‘ten lessons learned’ that could apply to other post-conflict countries. These lessons stress the importance of building sustainable national capacity in states receiving international assistance. Training, infrastructure, and operating standards need to be country specific to achieve this goal and reduce the risk of unplanned explosions at munitions sites (UEMS) and diversion in the long term.

The historically severe drought in Syria from 2006-2011 led to the migration of rural communities to already overburdened urban centers, which concurrent with the state’s mismanagement of freshwater resources, helped foment the social unrest and the uprisings against President Bashar al-Assad. The ongoing conflict has had repercussions around the globe with refugees fleeing to, and having an unmistakable political impact upon, neighboring states and Europe. The war in Yemen was rooted in the Arab Spring, but while the attempts to overthrow President Ali Abdullah Saleh were eventually successful, the political transition was not. The overextraction of Yemen’s groundwater led to an unprecedented water crisis that has been exacerbated by the civil war. Terrorist cells, militant insurgencies, and foreign interventions have undermined efforts to reform the Yemeni government and address this humanitarian catastrophe.

In 2011, the Department of Defense (DoD) released its Strategy for Operating in Cyberspace, which officially recognized cyberspace as an operational domain akin to the traditional military domains of land, sea, air, and space. The idea to deny sanctuary to terrorist groups lies at the heart of contemporary U.S. counterterrorism strategy. Violent extremist organizations in North Africa, most notably the group al-Qaeda in the Islamic Maghreb (AQIM), have used remote and sparsely populated areas in the Sahara for protection from security forces to perform a range of activities such as training, planning, and logistics in order to conduct terrorist operations like kidnapping, murder, and bombing. Even after 16 years since the September 11 attacks and the resources dedicated to efforts to deny sanctuary, the concept of sanctuary remains largely unexplored. To deny sanctuary requires an understanding of what sanctuary is as an object and how sanctuary is used by terrorist organizations. This monograph proposes a functional understanding of sanctuary and offers fresh ideas to control sanctuary using a detailed case study of the most notorious of the North African terrorists, Mokhtar Belmokhtar, from his arrival to Mali in the late 1990s until the French intervention in early 2012. This multi-disciplinary inquiry utilizes a wide range of open-source documents as well as anthropological, sociological, and political science research, including interviews with one-time Belmokhtar hostage, Ambassador Robert Fowler, in order to construct a picture of what a day in the life of sanctuary-seeking terrorists is like. Belmokhtar and other violent groups remain active and at large in the Sahara in spite of a large French military presence, a small U.S. military presence, and local security forces conducting counterterrorism and counterinsurgency operations. Additionally, the Islamic State movement could be viewed as the emergence of mega sanctuaries for terrorists and other violent extremist organizations. These threats require a new strategy to isolate, contain, or defeat terrorists and violent extremists in their sanctuary areas.

Reform of the Chinese armed forces gained new momentum under Xi Jinping in 2015. The main argument behind the strategy, structure, and equipment modernisation of the People’s Liberation Army (PLA) is the active defence of China’s global interests to strengthen its competitiveness with the United States. A short-term goal is to make the PLA operationally capable of projecting China’s power abroad constantly, using joint exercises, peacekeeping missions, and the development of military infrastructure. One recent example was opening of China’s first foreign military base in Djibouti. The PLA should also be capable of defending China’s territory and overseas interests by performing combat operations abroad. This means a possible change to the non-intervention clause that has until now been a crucial element of China’s foreign policy.

As we survey the world today, we find the nuclear landscape to be more uncertain and precarious than it has been at any time since the end of the Cold War. In recent years, Russia has taken to routinely rattling its nuclear saber—publicly embracing the value and utility of nuclear weapons while rejecting further nuclear arms control efforts—in an effort to intimidate its smaller neighbors and to test European unity along the North Atlantic Treaty Organization’s (NATO) periphery. North Korea’s expansion and diversification of its nuclear arsenal and associated delivery platforms, combined with Kim Jong-un’s penchant for provocation, has raised the risk of nuclear coercion and undermined confidence in current deterrence approaches. Meanwhile, nuclear competition between Pakistan and India continues to grow, spurred on by Pakistan’s now-open acknowledgment of a range of “tactical” nuclear weapons as part of their “full spectrum deterrence.” And China, unabashed in its desire to assert greater regional dominance, is modernizing, diversifying, and hardening its nuclear forces while simultaneously enhancing complementary capabilities in space, cyber, and advanced missile systems.
