Abstract:: The United States Army’s interpretation of nuclear weapon effects needs change and modernization. Wargaming exercises are commonplace in today’s military, however, despite the growing threat of non-strategic nuclear weapons (NSNW), little has been done to inform battlefield commanders on their true effects. Our research seeks to develop a tool for commanders to easily interpret quantifiable effects of a NSNW. Utilizing Monte Carlo simulation, we are developing a new methodology to analyze NSNW effects. Our model allows a commander to calculate the expected unit strength following a NSNW strike which will aid in their operational decision making ability. The Monte Carlo simulation method for analyzing nuclear effects offers a novel approach to account for variation while giving the commander an analytically interpretable output as descriptive statistics that avoids probabilities.

2. Governing Outer Space – legal issues mounting at the final frontier

Abstract:: In 2022, the private space firm SpaceX successfully launched 61 rockets, adding hundreds of satellites to its burgeoning, globe-spanning mega-constellation. SpaceX´s Starlink-project now comprises more than 3,000 satellites. For comparison, the European Space Agency launched six rockets in 2022 and operates less than 50 satellites in total. In the span of a few years, private space companies have dethroned nation states as the dominant actors in outer space. Today the vast majority of satellites are owned and controlled by commercial companies. During the first months of the Russian assault on Ukraine, several commercial space companies stepped in to provide vital satellite images and space-based Internet in support of the Ukrainian defense. This exemplifies the three currently dominant trends of human space activities: expansion, securitization and privatization. The global space industry is undergoing the most fundamental and swift changes since the original space race ended when Neil Armstrong placed the first boot marks on the moon in 1969. The rapid changes raise a number of serious governance issues in areas such as national security, environmental protection and the rule of law in outer space. Denmark, Europe and the international community at large all have an acute interest in insisting on space being a global commons in which conduct can and should be regulated to benefit all of humanity – not just a few profit-seeking billionaire-owned space companies. Developments in the space industry are fast and accelerating. As with other global governance issues, like climate and cyber issues, achieving global accord on new regulations for space activities will be difficult and time-consuming, so prudent policymakers should get started right away.

5. Climate change and security: Preparing for different impacts

Abstract:: As the disastrous impacts of climate change are already visible, the need to respond to them becomes increasingly urgent. Yet there is still a lack of understanding about the comprehensive security impacts of climate change. Climate security impacts tend to be complex as they often take shape through chains of compounded effects. This makes them difficult to fully comprehend, and in the absence of adequate situational awareness, policy responses are likely to fall short. The paper aims to contribute to a better understanding of climate security by providing concrete illustrations of potential direct, cascading and transition impacts. Impacts like forest fires, a heatwave in Europe and increased wind energy production all challenge Finland’s security in various ways, such as threatening human health and livelihoods, fuelling political polarisation and creating new supply chain risks. Strategic foresight, international cooperation and well-planned climate policy can help to counteract climate risks.

6. Logistics outsourcing for armed forces: The mobilisation of civilian transportation vehicles

Abstract:: One aspect of the total defence concept involves the temporary requisition of civilian transportation vehicles to meet the increased logistical demands of a wartime army. These vehicles are selected and managed in peacetime, mobilised at the onset of the war, used by military units throughout the war, and returned to their original owners afterwards. This paper presents a model for the reception process of such civilian vehicles during mobilisation. In practice, however, reception processes are not without challenges. Under the time constraints of mobilisation, issues may arise, including inappropriate reception, missed deadlines, and compromised operational readiness. To investigate these issues, the study employs conceptual modelling, supplemented by insights from professional experience. The main contributions of this paper include a conceptual model of the mobilisation process, a framework for maintaining records of mobilised assets, and a focus on previously underexplored mobilisation issues. Proper reception of mobilised vehicles significantly affects the transportation capability and operational readiness of military units as well as the accuracy of the post-conflict return process. Implementation of the proposed solutions requires careful consideration due to interdependencies with other aspects of the mobilisation process, such as doctrinal arrangements, administrative systems, mobilisation procedures as well as the quality and regularity of both professional and reservist military training.

7. Assessing military cyber maturity: strategy, institutions and capability

Abstract:: Few governments have reached an enduring consensus on just how quickly and how deeply reforms to their military cyber forces must be made. While consensus points have been reached, these are usually tested within a short period of time by international circumstances and technological trends. The main dilemma is whether military cyber strategies and capabilities need more than routine development as just one more element of military power, or whether they warrant radical development pathways and a higher priority than others. One of the most profound influences on the evolution of a country’s military cyber forces and strategies is politics. This paper offers insights into how the governance and organisational factors of domestic politics facilitate or inhibit the dissemination of cyber concepts and capabilities throughout military forces beyond the main signals or cyber intelligence agency. There are at least three reasons to analyse military cyber maturity. The countries currently pursuing such capabilities are not satisfied with the development levels in policy and strategy they have so far reached. There is increasing potential for crippling cyber attacks on key elements of military capability or supporting infrastructure. And no country has yet succeeded in the broad dissemination of cyber capabilities through its armed forces in ways that leading military planners would like. Few governments have reached an enduring consensus on just how quickly and how deeply reforms in the armed forces must be made to satisfy national security needs. While consensus points have been reached, these are usually tested within a short period of time by inter-national circumstances and technological trends. The main dilemma is whether military cyber strategies and capabilities need more than routine development as just one more element of military power, akin to artillery or submarines; or whether they are sufficiently transformative of military power to warrant radical development pathways and a higher priority than others. This paper provides an impact matrix which can be used by governments, their armed forces and research analysts to understand the ways in which military cyber reforms can be facilitated or inhibited by governance and organisational processes.

8. Protecting the environment in times of armed conflict

Abstract:: Armed conflicts cause immense immediate harm to the people affected by them. Therefore, it seems only natural to focus exclusively on the human consequences, downplaying the environmental harm caused by armed conflicts. And although, in some cases, degraded environment and depleted resources like water or fertile soil can be at the root of armed conflict, the environment is frequently a ’silent victim’. However, conflicts can and do cause long-term damage to the environment, whether directly or incidentally, harming people’s health and livelihoods. Attacks and explosive remnants can cause water and soil contamination, or release pollutants into the air. The war in Ukraine, for example, has caused damage to internationally protected wetlands, national parks, and biospheres, and threatens to damage nuclear power plants. During recent fighting in Gaza, incendiary artillery shells set fire to hundreds of tons of toxic pesticides, fertilizers, chemicals, and other farming materials, causing groundwater contamination. Armed conflict can also result in further indirect environmental degradation. When people flee to camps or cities, the need for food and traditional cooking fuels such as firewood and charcoal can contribute to deforestation and resource depletion. Furthermore, armed conflict occupies government capacities. Environmental protection is not always high on states’ agendas, and they may themselves be involved in the unregulated exploitation of natural resources to sustain armed conflict. But all things being equal, armed conflict risks reducing states’ capacity for protecting the environment, controlling the exploitation of natural resources, and managing forcibly displaced populations during and after conflict. A case in point is Libya, a country affected by long-term armed conflict, where oil spills from ill-maintained power plants, oil fields and offshore installations have resulted in widespread pollution.

9. No I in Team: Integrated Deterrence with Allies and Partners

Abstract:: The United States faces a strategic landscape unlike anything it has encountered in its recent history. It faces a rising great power in China, a diminished but still dangerous Russian military threat, and myriad “lesser threats” in the form of Iran, North Korea, and violent extremist organizations. Moving forward, the United States will need to deter aggression by two nuclear armed great-power adversaries while also keeping other threats at bay to protect the U.S. homeland and its global interests. But Washington finds itself in a precarious position where it may not have sufficient capacity, capability, nor readiness to contend with multiple advanced threats and crises. The Pentagon, therefore, needs allies and partners to help it deter Chinese and Russian aggression and manage the lesser but persistent threats that could grow if ignored. To overcome these challenges, the U.S. Department of Defense (DoD) has advanced the concept of integrated deterrence in the 2022 National Defense Strategy (NDS). Integrated deterrence seeks to integrate all tools of national power across domains, geography, and spectrum of conflict, while working with allies and partners. But what integrated deterrence entails in practical terms remains unclear, particularly to the very allies and partners Washington wants more from. This ambiguity raises the risk that integrated deterrence may find itself dead on arrival—and along with it, the ally and partner line of effort in the NDS. This risk is particularly high since the unclassified version of the NDS, which is the only one that is available to most allies and partners, was long delayed and finally released in late October 2022. To enable the DoD’s NDS implementation efforts and turn integrated deterrence from rhetoric to reality, the authors developed a framework to help the department think about and implement its strategy of integrated deterrence with allies and partners. This framework highlights three levels of integration between the United States and its allies and partners: tactical, institutional, and strategic.

11. Spheres of Influence in a Multipolar World

Abstract:: Throughout the modern era, great powers have routinely staked out geographic zones within which they have limited the autonomy of weaker states—often as buffer zones between themselves and potential adversaries or rival empires. Since the nineteenth century, these geopolitical spaces have typically been referred to as spheres of influence. The specific configuration of such spheres depends largely on the distribution of power in the international system. During moments of multi-polarity, multiple great powers will attempt to assert spheres of influence; during the Cold War era of bipolarity, the international order was defined by two superpower-dominated spheres; during the post-Cold War moment of unipolarity, the U.S. alone was able to assert a sphere of influence. Given this, it was inevitable that the return of multipolarity from the 2010s on would result in the crystallization of a new, multipolar, configuration of spheres of influence—one involving multiple great powers each asserting their own sphere. The relevant question now, therefore, is not if the transition to a world of multiple spheres of influence will take place (given the structural changes at the level of international order, it most certainly will), but how Washington should manage this development in ways that are both realistic and conducive to U.S. interests. The most realistic answer to this how question is to adopt a differentiated strategy that recognizes that, while the U.S. will not be able to prevent spheres of influence as a feature of international order tout court, it may be able to thwart specific spheres in certain specific circumstances.

The events in Ukraine have prompted NATO allies to accelerate the expansion of their military capabilities to deter further Russian aggression, resulting in an increased political will to reinforce conventional deterrence. Abstract:: In this publication, BCSP researcher Luka Šterić analyzes how are the militarist narratives used for the legitimising in public the capturing of the state. Defence system capturing is done in various ways. The authorities are using the procurement of armament from different parties to achieve foreign policy goals in order to reduce the external pressure on the authoritarian regime. Insisting on military neutrality and foreign policy balancing, Serbia is trying to keep access to both the Eastern and Western armament markets. Also, through non-transparent contracts, individuals and companies close to the government opulently profit at the expense of the military industry, as well as through exporting weapons oftentimes conducted in contravention of both domestic and international law and norms. However, the focus of this analysis shall be on the militarist narratives constructed by the authorities to legitimise in public the capturing of the state and its defence system. In this publication, we shall present three major militarist narratives used by the authorities to capture the state: the narrative of the personal power of the “commander-in-chief“, the narrative of non-transparent armament in order to defend the country from the external enemy and the narrative of discrediting criticism and political opponents on topics of defence. The narrative of efficient personal power in the defence system has got a dual function. On the one hand, building the cult of a leader as the only guarantor of the state’s success, thus the Army’s success, justifies the non-constitutional concentration of power in the hands of the President. On the other hand, it normalises the military hierarchy as the most efficient model for civilian authorities’ structure, too, whereby the institutional and other mechanisms of government control are discredited. The narrative about the external enemy and the necessity of armament serves to justify the reduced transparency and scandals related to the defence system. The narrative about the inept and non-patriotic former government is used for settling the political accounts with political opponents, as well as for suppression of any criticism against the regime regarding the topics of defence.

14. Are Gender Inclusive Militaries Better at Integrating Disruptive Technologies?

Abstract:: Recent advances in big data and analytics, cyber security, automation, and artificial intelligence can make critical contributions to the demonstration of power on the international stage. New technologies not only offer militaries the ability to conduct operations with greater effectiveness but also reduce the potential human cost of operations. In an increasingly digitized world, organizations that do not adopt and leverage these advances can become inefficient and even fall by the wayside. Yet, despite the immense promise of emerging technologies, many organizations struggle to integrate and utilize them. This is true in both the military and business sectors. For business organizations, a failure to adopt and use novel technologies may threaten profits and even their survival. For militaries, where soldiers’ lives are on the line, the consequences can be even more severe. Why is the integration of new technologies often so difficult? This policy brief highlights an important and overlooked reason, namely how gender policy can affect resistance to organizational change. Gender policy reform requires organizations to invest resources in the recruitment and retainment of an inclusive workforce, and therefore demands that organizations be flexible and resilient. Flexibility and resilience are also required to integrate disruptive innovations. Rather than trying to chain a new technology to old systems of ascension and reward, organizations that want to advance technologically must rethink their incentive systems and work hard to restructure entrenched hierarchies.

These include, first, the psychic roots of othering processes and their encoding into cultural repertoires. Abstract:: The article consists of two parts. The first part describes the essence of the national security system and its structure. Using the Ishikawa diagram and the value chain, the authors presented the shortcomings of the national security system and a sequence of actions that can improve it. The second part of the article is devoted to material stocks and their role in the analyzed system. The survey research presented in this part of the article confirmed the importance of material stockpiles in ensuring national security. In addition, the research highlighted the need for government organizations to cooperate in the continuous replenishment of material stocks during a crisis.

17. Proposed method for building an anti-drone system for the protection of facilities important for state security

Abstract:: Unmanned aerial vehicles (UAVs) pose a threat to buildings and facilities important to the security of the state. As they are able to operate like individual aircraft, the number of ways they can be used for terrorist activity is practically unlimited. Anyone in charge of a facility that is crucial for the reliable functioning of a state is obliged to ensure an acceptable level of security. Since drones can be used to attack protected structures, they need to be protected by an anti-drone system. The paper proposes a method for assessing the effectiveness of systems for detecting and neutralising unmanned aerial vehicles. In order to suggest a new method for assessing the effectiveness of anti-drone systems, an analysis of the scientific literature and other documents describing existing anti-drone systems has been carried out. Attacks involving the use of drones, both in wartime and in incidents of terrorism, are also analysed and existing anti-drone solutions assessed. Because there are a variety of technical solutions for the detection and neutralisation of drones, and different location and weather conditions, a universal method is proposed based on probability calculations and neutralisation of drones, using mathematical formulas. This method allows for the effectiveness of the entire anti-drone system to be assessed on the basis of measuring the probability of detection and neutralisation of drones in real conditions. The proposed method allows the effectiveness of the currently existing anti-drone systems to be evaluated and for new methods for detecting and neutralising drones to be proposed. This method, based on mathematical calculations, enables software to be written for simulating anti-drone systems on computers and for the effectiveness of these systems to be confirmed before their construction in a protected facility.

Abstract:: This paper presents the findings of a George C. Marshall European Center for Security Studies (GCMC) Counterterrorism (CT) Virtual Global Alumni Community of Interest (COI) workshop held on January 20-21, 2021. The objectives of the workshop were as follows: Analyze the effect of the coronavirus pandemic on terrorism and CT nationally and internationally. Identify the extent to which the pandemic has created vulnerabilities that terrorists have been able to exploit to mount attacks and/or attract new recruits. Explore the extent to which the pandemic might make societies more vulnerable to terrorism and irregular warfare in the longer term and the reasons why this could happen. Formulate policy recommendations for the global counterterrorism community from the perspective of GCMC CT Alumni. The virtual workshop was structured around four panels, each with two alumni panelists with practical or academic expertise on the selected topics. GCMC CT faculty acted as panel moderators. The panels examined the impact of the pandemic on terrorist financing as well as terrorism and CT in the Middle East, the Americas, and the Sahel in Africa. Thirty selected global alumni took part in the workshop and raised additional questions and comments after the formal panel sessions. Initially, planning for the COI took place in spring 2020, when it was wrongly assumed that the worst of the pandemic would be over by 2021 and assessments of its impact would, therefore, be relatively conclusive. However, given the continued threat posed by COVID-19, with countries around the world still suffering from its impact, the assessments below must be regarded as interim. Therefore, the workshop made no specific policy recommendations. Marshall Center CT faculty members, along with their colleagues at the Daniel K. Inouye Asia–Pacific Center for Security Studies (APCSS), have researched the impact of the pandemic on terrorism since March 2020.1 The COI followed a survey of alumni on the impact of the pandemic on terrorism and CT conducted in October 2020.2 Over four hundred military and civilian counterterrorism practitioners responded to the survey from Europe, North and South America, Africa, the Middle East, and South Asia. Unsurprisingly, many of the conclusions from the recent workshop are similar to impact statements in the earlier survey.

Abstract:: Botnets, the remotely controlled networks of computers with malicious aims, have significantly affected the international order from Ukraine to the United States in recent years. Disruptive software, such as malware, ransomware, and disruptive services, provided by those botnets has many specific effects and properties. Therefore, it is paramount to improve the defences against them. To tackle botnets more or less successfully, one should analyse their code, communication, kill chain, and similar technical properties. However, according to the Business Model for Information Security, besides technological attributes, there is also a human and organisational aspect to their capabilities and behaviour. This paper aims to identify the aspects of different attacks and present an analysis framework to identify botnets’ technological and human attributes. After researching the literature and evaluating our previous findings in this research project, we formed a unified framework for the human-organisational classification of botnets. We tested the defined framework on five botnet attacks, presenting them as case studies. The chosen botnets were ElectrumDoSMiner, Emotet, Gamover Zeus, Mirai, and VPNFilter. The focus of the comparison was motivation, the applied business model, willingness to cooperate, capabilities, and the attack source. For defending entities, reaching the target state of defending capabilities is impossible with a one-time development due to cyberspace’s dynamic behaviour and botnets. Therefore, one has to develop cyberdefence and conduct threat intelligence on botnets using such methodology as that presented in this paper. This framework comprises people and technological attributes according to the BMIS model, providing the defender with a standard way of classification.

Abstract:: ASPI is delighted to release its 5th edition of the Counterterrorism (CT) yearbook, edited by Leanne Close, APM and Daria Impiombato. The 2021 yearbook provides a comprehensive picture of the current global terrorism landscape. The yearbook's 29 authors found Covid-19—a key theme in most chapters—to have had an impact on global terrorism. However, pervasive online social media platforms have played a more significant role, increasing terrorists’ ability to radicalise and incite individuals to commit terrorist acts, as well as encouraging financial support to terrorist groups. The yearbook begins with an overview of current trends and the terrorism landscape in 2020 identified in the 8th Global Terrorism Index (GTI) produced by Australia’s Institute for Economics and Peace. As well as analysis of the impacts of Covid-19 on terrorist threats globally, several key themes emerge from the yearbook’s chapters, consistent with the trends identified in the GTI. These include the impact of social media and technology on terrorist events and radicalisation, and a nexus between terrorism and organised crime. One concerning example highlights the impact of natural disasters on violent extremism, with a study of 167 countries over 30 years from 1970, which found that an increase in deaths from natural disasters resulted in an increase in terrorism-related deaths and attacks in the following two years. Strong examples of prevention and strategies to counter violent extremism are outlined in the yearbook, providing governments and CT practitioners with contemporary analysis of current and emerging challenges and offering key policy recommendations to combat radicalisation, violent extremism and terrorism in all its forms.

Abstract:: The purpose of the following article is, on the one hand, to introduce the current trends in the utilization of artificial intelligence in the field of national security and defense and, on the other hand, to initiate a research discussion in order to determine the necessity and the feasibility of the use of artificial intelligence for small countries like Georgia. We will also seek to define its importance at the strategic level in terms of ensuring integration and military compatibility. The article also incorporates strategic initiatives of a recommendatory nature which should be discussed in the security sphere as well as at the level of research organizations and the government. Artificial intelligence (AI) is the fastest growing field of technology which is already one of the top priorities in the national security strategies of most countries. The reason for this is that artificial intelligence technologies can alter the ways war is conducted.1 It enables defense, military, cyber security, intelligence and counterintelligence, information and cyber operations, logistics, manufacturing and strategic management/control of autonomous military vehicles. It has already been used by the United States, Israel, China, Russia and many other countries. Artificial intelligence also plays an important role in anticipating and planning national and geopolitical events such as, for example, the program of the director of the United States Intelligence Agency (IARPA)2 which conducts constant research in this area as well as more than 140 operational and research projects of the Central Intelligence Agency which use artificial intelligence. An important and also revolutionary project is SAGE3 which was developed by the Universities of Fordham, Stanford and Columbia in conjunction with the Intelligence Agency and which predicts geopolitical events through artificial intelligence-based projections. High-precision algorithms enable the predicting of events which is a crucial factor in reinsuring national security risks and threats.

Abstract:: The Planetary Security Initiative has launched a first report and overview of climate security practices. Climate security research has evolved tremendously over the past 20 years in the direction of how to address security risks related to climate change. Action on the ground is still limited but holds a lot of potential. Therefore, interest is growing in the development, diplomacy and defence sectors to engage in this space. The climate security practices project from the Planetary Security Initiative seeks to open up a new and vital area of analysis in the climate security community: When it comes to action, what works, and what doesn’t? Although it is still too early to answer this question, it is possible to collect climate security practices and draw lessons from their implementation. With the climate security link having become more evident in many countries and regions of the world it is imperative to scale up efforts to address the climate security nexus and to learn from these efforts. The Planetary Security Initiative aims to inspire learning on how we can combat this complex risk, or at least alleviate security risks related to climate change, and consider it a new entry point for conflict prevention and peacebuilding efforts. The first report draws lessons from and reflects on 8 climate security practices that enhance peace and stability. Many peace-building interventions try to address a wide range of conflict drivers, which include the various manifestations of climate stress such as pressure on natural resources, livelihoods and human security. These can arise from desertification, lack of access to water and unequal natural resource distribution. Examples of these interventions include tree-planting projects, the inclusion of natural resource distribution measures in peace treaties and provision of renewables in refugee camps and military missions. The projects will cover a wide range of practices ranging from human security to hard security-focused practices implemented by actors in the development, diplomacy and defence sectors.

Abstract:: The sea/maritime domain is a critical frontier of human exploration and exploitation for food production, transportation, commerce, research, communication, mining, defence, security, power projection and prestige in international system. These made it a frontier of strategic cooperation, competition and conflict. Consequently, the sea has been militarised by littoral states, which have led to the rise of naval powers, across time and space. Naval power is strategically relevant in defence, security and power projection, as evident in its roles in warfare, deterrence, policing, and diplomacy across history. This is even more pronounced during the golden age of naval power, when the roles of the navy were decisive in outcomes of war, territorial defence and conquest, empire building and maintenance, bargaining, industrialisation, commerce and global policing. Abstract:: This paper proposes a model to support the decision to choose which multilateral export control regime of defense products and sensitive technologies in which Brazil does not yet participate, namely, Wassenaar Arrangement, Australia Group and Zangger Committee, should be prioritized for adhesion. For the development of this model, the Analytic Hierarchy Process (AHP) method was used, considered adequate for solving problems where criteria are qualitative and decisions tend to be based on personal experiences. The hierarchical structure of the problem used seven criteria (Country Legislation, Regulatory System, Licensing Structure, Enforcement Capacity, International Cooperation, Costs of Adhesion and Benefits for the Defense Industrial Base) to compare the three mentioned agreements. A questionnaire was set up and specialists related to National Defense were selected to answer them, after which their answers were collected, standardized, processed and analyzed. At the end, the agreements were ordered by preference to support decision making, illustrating the application of the proposed model.

27. NATO 2030 and the out-of-area conundrum

Abstract:: Over the recent years, the Indo-Pacific has grad- uated from being a geostrategic term reserved for a relatively niche community of analysts to an almost ubiquitous, albeit still fuzzy concept that in generous interpretation could capture as much as five continents. The fact that policymakers around the world are paying greater attention to the region is no doubt a reflection of the impact security and econom- ic developments in this realm have on the rest of the world, and which are by and large a direct consequence, or a by-product of, China’s growing power and asser- tiveness. Thus, a number of NATO Allies have been adjusting their approaches to the region, its key players, and potential Allies and partners. This shift in strategic attention has coincided with a growing foreign policy consensus in the United States and allied states towards ending the “forever wars” in the Greater Middle East, and ceasing the so-called era of out-of-area (OOA) missions by NATO. The Alli- ance has been deemed to have strayed from its orig- inal mission of deterring and defending against Rus- sian aggression in Eastern Europe, which became even more apparent following Russia’s illegal annexation of Crimea and intervention in Ukraine in 2014. Yet, as more NATO member states look towards re- sponding to challenges emanating from the Indo-Pa- cific, the prospects of future OOA operations in this region are becoming likelier than at any point in the post-Cold War era. This in turn leads to a slew of ques- tions around the conceptualisation and execution of potential OOA operations in the Indo-Pacific. At pres- ent, the institutional leadership is adamant: “(T)here is no way that NATO will move into the South China Sea”,1 while some of the major and middle powers in the Alliance are far from foreclosing that option. This Policy Brief first sketches out the strategic vision of those member states that have articulated Indo-Pa- cific strategies, after which it turns to the concept of OOA driven by new strategic imperatives. It concludes by proposing a framework of assessment for the pros- pects of coordination and cooperation among NATO Allies in the Indo-Pacific, and offers some preliminary thoughts on the near- to medium-run OOA activities.

28. Implementing Decision-Centric Warfare: Elevating Command and Control to Gain an Optionality Advantage

Abstract:: Since the Cold War ended, the US Department of Defense (DoD) has developed doctrine and capabilities predominantly for the most stressing campaigns it could face against opponents such as the People’s Republic of China (PRC), Russia, and North Korea. These worst-case scenarios are intended to ensure US forces can address “lesser-included” cases as well. This approach, however, favors concepts and systems designed for large-scale, high-intensity military conflict, and intelligent US adversaries are unlikely to present US forces with confrontations where DoD could leverage its strengths in missions such as power projection or precision strike. America’s rivals have evolved approaches during the past decade to circumvent US military strengths, such as PRC and Russian gray-zone or hybrid operations, that obtain objectives at lower cost and escalation—albeit over longer timeframes—than traditional military combat. DoD should therefore revise its planning to raise the priority of new scenarios that stress the US military in different ways than theater-wide high-intensity combat such as through protraction, varying levels of escalation and scale, and the use of proxy and paramilitary forces. The People’s Liberation Army (PLA) concept of System Destruction Warfare and the Russian military’s New Generation Warfare are representative of the new approaches being employed against the United States and its allies. Although they are very different in their theory of victory and methodology, both concepts share a focus on information and decision-making as the main battlegrounds for future conflict. They direct attacks on an opponent’s battle network electronically and physically to degrade its ability to obtain accurate information while introducing false information that erodes the opponent’s ability to orient. Simultaneously, military and paramilitary forces would present dilemmas to the opponent by isolating or attacking targets in a manner that neutralized their combat potential and controlled the escalation of a conflict.

29. Principles for the Combat Employment of Weapon Systems with Autonomous Functionalities

Abstract:: An international debate over lethal autonomous weapon systems (LAWS) has been under way for nearly a decade.1 In 2012, the Department of Defense (DoD) issued formal policy guidance on weapon systems with autonomous functionalities,2 and nations have come together since 2014 to discuss LAWS through the United Nations Convention on Certain Conventional Weapons (CCW). The discussions at the CCW have been hampered by the lack of an agreed-upon definition for LAWS.3 However, states party to the CCW agreed in 2019 that “human responsibility” for the decisions over the use of weapon systems and the use of force “must be retained.”4 Accordingly, discussions now tend to focus on the type and degree of human involvement required to ensure compliance with international humanitarian law and satisfy ethical concerns.5 Several scholars argue these discussions should focus on “developing objective, commonly held, and function-based understandings of autonomy in the military context” (emphasis added).6 The premise of this paper is that the best way to achieve such an understanding is to develop, debate, and agree upon some commonly accepted principles for the employment of weapon systems with autonomous functionalities in armed conflict.7 This is where the legal, ethical, and moral questions about autonomy in warfare are most acute and deserve the most attention. This paper offers a starting point for these discussions. The seven principles proposed in this paper are intended to complement and build on existing DoD guidance, including DoD Directive (DoDD) 3000.09, Autonomy in Weapon Systems, and DoD’s Artificial Intelligence (AI) Principles.8 They are also consistent with the 11 guiding principles adopted in 2019 by the CCW in its “Meeting of the High Contracting Parties to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects.”9 These seven new principles concentrate on the responsible use of autonomous functionalities in armed conflict in ways that preserve human judgment and responsibility over the use of force and help minimize the probability of loss of control of the system or unintended engagements, especially against noncombatants. This paper is organized into four sections. The first details the history of U.S. weapon systems with autonomous functionalities. It is intended to give the reader a notion of how these weapons have historically been used, why autonomous functionalities are so useful, and why the DoD retains the right to use them. The second section explains why weapons with autonomous functionalities are now being improved through the addition of AI, an important development that aims to make the weapons more discriminate in the application of force. The third section explains why the DoD should consider publishing a new set of principles for the combat employment of weapon systems with autonomous functionalities. The final section outlines seven proposed principles for consideration.

Abstract:: For any emerging technology, defense and homeland security analysts strive to understand (1) its dual-use potential, meaning whether the same research and technology applied for peaceful purposes may be diverted to illicit ends, for example to develop a weapon; (2) the State and sub-State actors with access to that dual-use potential, whether peacefully or illicitly directed; and (3) motivational factors and indicators of intent that might suggest these actors would divert the emerging technology to illicit ends. Precision medicine represents one such emerging technical space. Precision medicine is defined as medical care designed to optimize benefit for particular groups, especially based on genetic (or molecular) profiling. A long-speculated but incompletely understood dual-use consideration of precision medicine is the possible development of a genetic weapon system, defined as a weapon system designed to optimize effect on particular groups based on genetic profiling. This Occasional Paper assesses the potential for precision medicine to be diverted to develop a population-specific genetic weapon system, examines relevant state capabilities and motivations to pursue such an effort, and offers policy recommendations to manage the dual-use implications of this emerging biomedical field while still preserving its potential benefit for human welfare.

Abstract:: When the Covid-19 pandemic began to sweep through the world in the early months of 2020, no country or international organisation had contingency plans in place to deal with a crisis that could occur anywhere and affect everybody simultaneously. In the case of the missions and operations deployed under the framework of the Common Security and Defence Policy (CSDP), Covid-19 had a severe impact, including on Brussels-based personnel and structures, early on. In hindsight, it is easy to criticise the first three months of crisis management at the CSDP structures in Brussels as well as what operations and missions did in the field. However, the unique and novel challenge of this pandemic must never be lost sight of in any assessment of CSDP performance. The pandemic and its effect on the CSDP revealed some crucial challenges faced by EU missions and their operational and planning structures. This Brief tries to shed light on the impact that Covid-19 has had on the CSDP and points to some lessons which can be drawn from the experiences of dealing with the pandemic crisis so far.

Abstract:: It may be customary to begin an analysis on space by referencing famous sci-fi productions such as Star Trek. Yet terms such as ‘final frontier’ or ‘to boldly go where no man has gone before’ are outdated. Today, space is used for countless civil and military applications and it is an increasingly contested and congested political and technological arena. While it is true that space is not yet home to photon torpedoes or deflector shields, reality is starting to catch up with the sci-fi world. Consider that the United States took the decision in December 2019 to create a ‘Space Force’ and in September 2020 France created an ‘Air and Space Force’, which followed on from the creation of a Space Command in 2019. Germany too took the decision in September 2020 to create an ‘Air and Space Operations Centre’. A month later, NATO created its first-ever Space Centre in Germany and in 2021 it was decided that France would host the new NATO Centre for Excellence in military space. Additionally, other EU countries such as Italy have established space-defence capacities and on 8 March 2021 France started its first-ever military space exercise, Aster X 2021.

ASPI’s latest research identifies factors that have led to the erosion of Australia’s policy and planning capacity, while detailing the strengths of our national responses to recent crises. The authors recommend an overhaul of our current business and trade policy settings, with a view to building an ‘agenda that invests in what we’re good at and what we need, values what we have and builds the future we want.’ The authors examine the vulnerabilities in Australia’s national security, resilience and sovereignty in relation to supply chains and the intersection of the corporate sector and government. Abstract:: he world is on the cusp of a revolution in quantum technologies. Countries and private investors around the world are deploying hundreds of millions of dollars to advance research and develop quantum technologies for defence and commercial applications. This interest is driven by what quantum technologies can do relative to their “classical” counterparts. Quantum technologies function by harnessing the key characteristics of the theory of quantum mechanics, including superposition, entanglement and uncertainty. The resulting technologies are expected to be diverse and far reaching. For example, quantum computers are expected to overcome most “public key encryption” systems, presaging a radical change in cybersecurity. Given its aptitude for navigating complexity, quantum tools are expected to shave years off the time to market for medicines. Secure, efficient communications among drones and other autonomous vehicles will underpin safety and operational effectiveness in the crowded skies of the future. Of course, these nearer terms examples will be joined by applications barely yet imagined as the technology matures.

Abstract:: The aim of this paper is to investigate new institutionalism, its trends and their application in the analysis of security and defence institutions. The research is based on an analysis of theoretical literature to explore a system of assumptions about new institutionalism. Different approaches have been examined, including historical, rational choice, and sociological approaches. Historical institutionalism can be applied to identify the usefulness of past decisions, policy choices, appropriate strategy choices, and specific acquisitions for future policymakers, whereas rational choice institutionalism allows us to determine the influence of security and defence institutions on actors and their choices, how actors use the institutional framework for their own benefit, and how actors’ choices influence the state policy. Finally, sociological institutionalism focuses on recognising actors’ cognitive scripts and the changes they undergo, as well as causes that influence and determine cognitive scripts. Defence institutions are based on a precise regulative and normative framework and cognitive scripts of the highest authorities. Therefore, the external framework and the particular political impact on the supranational level can cause changes on the national level. New institutionalism provides an important perspective on the specifics of security and defence policy, actors’ individual and collective goals, their strategies and interests as well as cognitive scripts.

42. Compulsory military service as a social integrator

Abstract:: Compulsory military service has become very rare over the last 30 years, in the western world. In the past, most countries considered military service as a socialisation platform, given the fact that most of the population was recruited and military units were a "meeting point" for different cultures – because of that the service then was functional as a social integrator. The current research studied changes in social attitude during compulsory military service in Israel, where the society is considered to be essentially divided around ethnical and national issues. This study is based on an analysis of the attitudes of 3200 internet questionnaire participants via social networks in Israel, followed by a U-test of the collected data. Half of the participants were high-school students (average age 17) and half of them discharged soldiers (average age 23). Analysis of the results reveals significant evidence: discharged soldiers tend to be more tolerant then high-school students with regard to other cultures and ethnic origins. A discharged IDF soldier is less afraid of security threats and considers budget prioritisation towards social welfare to be more important than security challenges. These findings show that compulsory military service can still be effective as a social integrator, even in the post-modern world where countries are dealing with migration issues and ethno-national tensions.

Abstract:: At the 2016 NATO Summit in Warsaw, cyberspace was recognized as an operational domain in which NATO military forces must be able to maneuver as effectively as they do on land, at sea and in the air. Since then, Allies have conducted several successful offensive cyber operations against non-state adversaries, such as Daesh. Due to technological transformations in recent years, cyber is no longer viewed by NATO and its member states only as a hybrid threat, but also as a weapon in its own right and as a force multiplier in current military operations. Abstract:: Taking a peacebuilding approach to working with local militaries and armed groups means using assistance to fragmented security sectors to increase cooperation between various formal and informal elites in a weak state. This approach places less emphasis on developing conventional military power and more emphasis on facilitating and improving relations between the different factions within the security sector and between the security sector and the civilian population. If international providers help local partners perform better at military tasks without ensuring that the forces have local legitimacy and strong accountability, progress is likely to be fleeting and could actually exacerbate civilian harm and the underlying drivers of violent conflict.

Abstract:: Today countries participating in space activities, share serious concerns about militarization of space. The defense of space can become an important issue in the international arena, because counteracting emerging threats will probably be associated not only with the development of technology and operational capabilities, but also with the creation of political alliances or attempts at international agreement on certain “rules of the game” for space operations. Ultimately, the growing importance of “space for defense” creates the need for “defense of space”. Individual countries remain the main actors in the field of space defense. Military strategies are defined at national level, and the development and exploitation of military space assets are managed by national organizations. Today, most European countries recognize space as a strategic area, next to land, sea, air and, increasingly, cyberspace, but they have adopted different policies and doctrines depending on their sensitivity, priorities and concerns. European space forces also have different governance structures with significant differences in the distribution of roles and responsibilities, including space agencies and private entities.

Abstract:: Words have meaning. European Commission President Ursula von der Leyen took up her mandate calling for a ‘geopolitical Commission’ and Josep Borrell, the High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission (HR/VP), echoed this by stating that the EU needs to ‘learn the language of power’. Reflecting the current geopolitical turbulence facing Europe, the EU’s rhetorical shift could split opinion – at the very least, the choice of language is open to interpretation. It could be argued that the word ‘geopolitics’ sits uneasily alongside terms such as ‘multilateralism’, especially when one considers the historical connotations of geopolitics. The implication is that visions of peace and international cooperation cannot simultaneously sit alongside ideas such as the military control of the ‘heartland’ or mastery of the seas – to put it differently, if the EU is Monnet, can it ever survive in the world of Mackinder or Mahan? EU member states would react to this statement in different ways and this is one among many reasons why it is so difficult to form a ‘common strategic culture’ in Europe. Behind the EU’s mosaic of various national strategic cultures lie profound differences between geopolitical interests and strategic histories. As the 2017 French Defence and National Security Strategic Review observes, ‘[g]eography and history remain important factors in the manner in which European states rank threats and risks, and more generally, in the diversity of their strategic cultures.’ Despite the direction offered by the EU Global Strategy, there is as yet no common approach to how member state governments understand threats to the EU’s security. Defining ‘threats’ is not an easy task and it has split security scholars. Nevertheless, member states have stressed the need for a strategic reflection on security and defence based on ‘a shared assessment of threats and challenges.’ This echoes the EU Global Strategy, which stated that ‘European security hinges on better and shared assessments of internal and external threats and challenges.’

Abstract:: The adoption of the Treaty on the Prohibition of Nuclear Weapons (TPNW) which proposes a complete prohibition of this kind of weapons, gives an opportunity to think about the unlawfulness of its use and, where appropriate, the precise identification of the cases in which the use of nuclear weapons would be accepted by the international community. The goal of the TPNW is to eliminate the nuclear weapons in international relations thus this Treaty proclaims the unlawfulness of the use of such weapons. TPNW is a further step, although still insufficient, in prohibiting the use of nuclear weapons in an absolute and complete way in international relations. However, the simple adoption of this Treaty shows the necessity of agreement regarding such prohibition as well as keeping negotiations in order to achieve unanimous agreement on this matter by the international community. Most likely, the use of nuclear weapons should be considered as a specially prohibited case by the international legal order.

Abstract:: Over 60 years ago, the Soviet Union used a derivative of its R-7 rocket—often called the world's first intercontinental ballistic missile (ICBM)—to launch an artificial satellite into orbit, marking the first orbital space launch from the spaceport now known as the Baikonur Cosmodrome. Since then, launch vehicles have reached orbit from 27 spaceports around the world. With the rate of space launches projected to grow exponentially in the coming years, spaceports will become an increasingly important and potentially limiting factor in the global space industry. This report analyzes ground-based space launches from 1957 to 2018, including brief histories of all active and inactive orbital spaceports, 10 year launch records for the 22 spaceports still in use today, and the current status of several proposals to create new facilities capable of supporting orbital space launches. Ground-based spaceports are typically built in geopolitically favorable locations. Many spaceports are located in the most physically optimal regions available to operators, with geographic characteristics that include close proximity to the equator, opportunities for eastward or near-eastward launch, and favorable environmental factors. Historically, orbital space launch operations have been closely tied with ballistic missile research, leading several ICBM development and testing centers to later become spaceports. Due to the political risk associated with both missile development and orbital space launch testing, several spaceports were originally created such that their precise positions could remain ambiguous. In at least one case, a spaceport was created with the intention of being entirely secret—with its operator denying its existence for more than 15 years.

Abstract:: Russia and China are terraforming the maritime environment as part of their warfare. In both cases the actions are illegal and the performance is offensive to its actual nature. In the case of China, the practice is construction of artificial islands in the South Chinese Sea and in the case of Russia it is about the infamous bridge built over the Kerch strait, Ukraine. Neither Russia nor China expects an armed conflict with the West in the near future. That is a reasonable assumption, which is weaponized at the political-strategically level. The attack of this weaponized situation is that the trust in the West. Primarily the EU (European Union) and NATO (North Atlantic Treaty Organization), is eroded for every day which these countries challenges the international system which the western democracies say that they present and defend. China and Russia offer their authoritarian systems as a replacement and there are a lot of pseudo-democratic or even out-right authoritarian regimes on the sideline watching this challenge unfold. The article highlights the difference for the NATO-countries in logic of practice when it comes to the political social field on one hand and the military political field on the other hand. 62. Stress Tests: An insight into crisis scenarios, simulations and exercises

Abstract:: Until the arrival of General Norman Schwarzkopf to United States Central Command (CENTCOM) in November 1988, American war planners assumed that the US’ biggest threat in the Middle East would come from a Soviet invasion of Iran. The Soviet Union had been a net exporter of oil until the late 1960s, but in order to meet its own growing industrial and energy demands Moscow looked increasingly to the Middle East and countries such as Iran to bolster its oil reserves. Based on his own reading, however, Schwarzkopf turned this planning assumption on its head and with CENTCOM he worked on a wargame based on an intra-regional conflict between Kuwait, Iraq and Saudi Arabia rather than a Soviet invasion. Apart from the precise details about potential US fatalities (Schwarzkopf and his team believed the US would suffer more casualties than it actually did), the general and his wargamers were right: Iraq eventually invaded and annexed Kuwait in August 1990 and Operation Desert Storm was over before the dissolution of the Soviet Union in December 1991. Schwarzkopf’s wargame had been prophetic in preparing the US military for war with Iraq. Of course, the history of wargaming and scenario planning does not always mirror the success achieved by Schwarzkopf. Companies such as Shell that are famed for their in-house scenario planning departments do have notable periods of success, but the company’s ‘futures branch’ was nearly shut down three times in almost 50 years of scenario planning at the firm because Shell’s leaders saw little value in its work. In some cases, sound scenario planning and the assessments they lead to are not taken seriously enough: for example, vulnerability assessments of the Fukushima nuclear plant showed that there was a risk from natural disasters such as tsunamis but the consequences of these assessments were downplayed. Most of the time, however, crisis scenario planning unfortunately emerges in the wake of a major crisis such as the terrorist attacks of 11 September 2001 in the US or the global financial crisis of 2007.

63. Military capabilities and the strategic planning conundrum

Abstract:: This paper aims to question the military capability concept, as a core element of the strategic military planning process, in order to determine its validity or need for expansion. Thus, based on a deductive approach and qualitative research, we argue that the strategic planning process is a conundrum so dependent on capabilities that it is necessary to analyse this concept per se and, if necessary, expand it on a time and threat basis. Otherwise, the more ambiguous the concept, the more subjective the planning process output and, consequently, the greater likelihood of the Armed Forces not being prepared to face the wide range of future challenges. It concludes by suggesting that the military capability concept should be expanded and more integrated and the strategic defence planning process adapted accordingly.

Neo- liberal ideas lead to the multifunctional interdependence of geopolitics, the political economy, international relations, security, and defence issues. 65. “Autonomisation” of security and defence systems

Abstract:: Development of systems with an evolving level of autonomy is among the most controversial and yet promising aspects of military forces’ modernisation. The application of quasi- artificial intelligence in combat machines opens a new uncharted area of possibilities. In essence, these modifications aim to reduce the extent of human interference in the functioning of unmanned systems virtually to none. The potential risks are explored in dangerous scenarios, which consider that apart from offering far-reaching advantages of using platforms with autonomic capabilities, they can be used against humanity. These scenarios assume a pivotal role in forecasting possible directions for development of the armed forces. This paper attempts to determine the essence of combat systems autonomy while focusing on a few of the most sensitive issues. For a transparent and credible debate on combat systems autonomy, it is adviseable that no ambiguity is present in terminological, ethical, legal and technological complexities, whose misinterpretation may become a source of unnecessary understatements or even lead to distortion of the debate.
