Abstract:: The Sexual Violence Research Initiative (SVRI) has, over the last 12 months, been involved in several processes that address the issue of more and better funding for research on violence against women in all their diversity and violence against all children in low and middle-income countries (LMICs). For SVRI, ‘better’ funding for research is grounded in feminist principles, acknowledges, and addresses power dynamics, involves honest, transformative relationships between donors and grantees and creates accessible and equitable processes that support priority driven research in LMICs conducted by LMIC researchers. Throughout 2020 we co-facilitated in a participatory process that culminated in the launch of the global shared research agenda (GSRA), which will be used to advocate for more resources to be put towards building the knowledge base and addressing key research gaps in the field of violence against women (VAW). Simultaneous work is being carried out to identify streams of funding that can be utilised to resource this research agenda and analyse key issues with existing funding mechanisms. These two pieces of work deal with what needs to be funded and where the money is for this.1 We hope the guidance note for funders on ethical and coordinated funding for research on VAW and violence against children (VAC) in LMICs - will be a contribution to advocacy on how resources need to be allocated.

Abstract:: This paper is concerned with the work experiences of women employees in info- service-based offices as telephone call centres. Call centres have grown rapidly in Turkey in recent years, creating a large number of new jobs. In particular, it is concerned with the question of whether call centre jobs are offering women new opportunities for career progression, or whether a more common bias is taking place in which women are being drawn into highly routinized jobs. The collection of data was carried out sourcing a heterogeneous plurality of instruments. Our research confirms that work processes in call centres are close association of surveillance technologies (technologic panoptican), exploitation and high levels of discipline, highly repetitive and heavily monitored, and that the association with the assembly line and Taylorism have dominated much of the rhetoric on call centres. In addition, we have observed that, the structure of women’s employment in the call centre industry tends to polarise.

5. A Gender Framework for Arms Control and Disarmament

Abstract:: I n recent years, gender has come up in arms control and disarmament deliberations. Ireland, for example, submitted working papers on gender to preparatory committee meetings of the Nuclear Non-ProliferationTreaty (NPT) Review Conferences. The Treaty on the Prohibition of Nuclear Weapons (TPNW) emphasizes that nuclear weapons use affects men and women differently and calls for equal representation in disarmament negotiations. However, such references to gender are so far the exception rather than the rule in arms control and disarmament talks. We argue that a systematic inclusion of gender perspectives advances arms control and disarmament deliberations and negotiations in four main ways. First, a gender lens calls attention to the human and gendered consequences of the development and use of weapons. Second, it exposes arms control and disarmament agreements that lack gender provisions. Third, a gender lens highlights the absence of diversity in arms control and disarmament communities.3 Fourth, gender perspectives help reveal hierarchical power structures and encourage critical reflections on the legitimacy of established processes and agreements. In sum, the inclusion of a gender perspective produces more humane, effective, legitimate and sustainable agreements.

6. The evolving gender gap in labor force participation during COVID-19

Abstract:: Despite many significant gains by women in the paid workforce in recent decades, the percentage of women participating in the labor force has remained lower than the percentage of male participants. Now, in response to the COVID-19 pandemic and the global economic downturn it precipitated, the gap in labor force participation between men and women in some economies has actually widened, with potentially damaging repercussions for women’s career prospects and pay. The pandemic has disproportionately affected sectors employing more women, such as retail stores, restaurants, and the hotel and hospitality business. An increase in family caregiving responsibilities because of school and childcare closures has also fallen on working mothers' shoulders. Both factors have pulled women out of the labor force. The authors track trends in male and female labor force participation in 43 countries and find substantial differences across countries in the way women’s participation has been affected relative to that of men. In some countries, such as Colombia, Chile, and Cyprus, the gender gap in labor force participation widened the most during the pandemic. The gender gap also widened in the United States, driving 2.5 million women from their jobs in what Vice President Kamala Harris called a “national emergency” for women. In other economies, such as Luxembourg and Lithuania, the gender gap in labor force participation, unexpectedly, shrank during the early period of the pandemic. On average, female employees have fared better in countries where women are less concentrated in the services sector, less likely to be employed as temporary workers, and where laws supported greater equality at the onset of the crisis. Greater government expenditure on childcare in the pre-COVID-19 era, however, does not appear to have insulated female workers from the damaging repercussions of the pandemic.

7. A UN for All? UN Policy and Programming on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics

Abstract:: Sexual orientation, gender identity and expression, and sex characteristics (SOGIESC) have been on the UN’s agenda for more than twenty-five years. Many of the earliest developments took place in the UN human rights mechanisms and Human Rights Council. Increasingly, however, UN agencies, funds, and programs are also integrating SOGIESC into their policy and programming. This paper explores what these UN entities have been doing to respect, protect, promote, and fulfill the rights of lesbian, gay, bisexual, transgender, and intersex (LGBTI) people. It looks at how the UN’s work on SOGIESC has intersected with its work on human rights, global public health, development, humanitarian affairs, peace and security, and gender. It also assesses what has been driving forward policy and programming on SOGIESC and the barriers that have held back further progress. The paper concludes with recommendations for the UN Secretariat, UN agencies, funds, and programs, supportive UN member states, and LGBTI activists across five areas: Building the human resources needed to institutionalize the UN’s work on SOGIESC; Making the UN a safe and accepting workplace for LGBTI people; Mainstreaming and coordinating work on SOGIESC; Strengthening partnerships between the UN and other actors; and Continuing to expand policy and programming on SOGIESC into new areas.

8. UN Peacekeeping Operations and Gendered Threats to the Protection of Civilians

Abstract:: The intersection between the protection of civilians (POC) and gender has been addressed in Security Council resolutions on POC and on women, peace, and security (WPS) since the late 1990s. Nonetheless, understanding how POC and gender converge, and translating this convergence into implementable action plans, are challenging tasks for peacekeeping missions. One challenge is that neither UN policies on POC in peacekeeping nor UN policies on making peacekeeping gender-responsive focus on the intersection between POC and gender. Likewise, the language in peacekeeping mandates does not always include firm and clear language related to gendered POC threats. At the mission level, POC strategy documents vary greatly in the extent to which they mention gender mainstreaming, and few provide concrete guidance. Accordingly, most missions do not undertake a structured, gendersensitive analysis of threats. When they do, they often focus on sexual and gender-based violence against women, with less attention to other gendered POC threats or POC threats to men, boys, and girls. Moreover, many missions do not systematically disaggregate POC-related data by sex, age, and other relevant demographic factors. Another challenge is the lack of coherence within the UN and between the UN and other stakeholders in conceptualizing and responding to gendered POC threats. While there are conversations on gendered POC threats within missions, and, to some extent, with interlocutors outside of missions, these usually amount to a relatively shallow form of coordination. To ensure the sustainability of their efforts to address gendered POC threats, missions also have to work with national and local actors. While there are many examples of missions grounding their POC work in local structures, it is difficult for missions to sustainably address gendered POC threats that are culturally grounded. To address these challenges, UN peacekeeping missions could consider developing “safeguarding frameworks” on the intersection of POC and gender. These frameworks could provide more detailed guidance that challenges the conflation of “gender” and “women” and the association of gender-related protection primarily with sexual violence. They could also dictate that missions need to assess the gender aspects of every threat and could help move missions from coordinating to integrating their work on POC and gender.

9. Gender Gaps in Employment, Wages, and Work Hours: Assessment of COVID-19 Implications

Abstract:: The COVID-19 pandemic has highly asymmetric effects on labour market outcomes of men and women. In this paper, we empirically investigate the dynamics and drivers of gender gaps in employment rates, wages and workhours during the pandemic. Relying on Estonian Labour Force Survey data, we document that the pandemic has, if anything, reduced gender inequality in all three domains. Our results suggest that, while the evolution of inequalities mirrored the infection rate development – rising as infections mounted and declining as the first wave flattened – overall, the pandemic did not exacerbate gender gaps in 2020. The cyclical increases in gender disparities were largely driven by parenthood, as child-rearing women experienced a major decline in their employment rate and workhours, as well as gender segregation in the most affected industries. The higher propensity to work from home and better educational attainments of women deterred gender wage gap expansion, as wage returns to telework and education rose during the pandemic. Our results suggest no systematic expansion of gender gaps, but rather short-term fluctuations. However, labour market penalties for women with young children and women employed in those industries most affected by COVID-19 may last longer than the pandemic, threatening to widen gender inequality in the long run.

Abstract:: Two decades ago, history was made as far as gender security is concerned. The United Nations Security Council (UNSC) led a revolutionary policy change by passing Resolution 1325 – also known as the women, peace and security (WPS) agenda – on 31 October 2000. The resolution marked the United Nations’ (UN) full-fledged attention to gendered aspects of peace and conflict. This was revolutionary: advocacy for placing women at the centre of peace processes – not merely as victims, but as peacebuilders. The resolution called for the full participation of women in all efforts towards conflict prevention, resolution, peacemaking and post-conflict reconstruction. This resolution is considered a crucial international document for advocating gender equality in all processes of peacebuilding, both during conflict and post-conflict.[1] It brought into focus the official endorsement of the involvement of women in formal peace processes.[2] This article[3] argues that since we recently celebrated the 20th anniversary of UNSC Resolution 1325 in Africa, and elsewhere, a reality check is in order.

Language and terms have been reclaimed by individuals and groups to ensure that their narratives are authentically voiced and portrayed appropriately. The writers recognize that this piece is written in English and it brings in a bias in the ways we communicate information. Language bias can be defined as words or phrases that may make certain individuals or groups feel excluded or underrepresented. In our own awareness of the importance of meaning through language, we must not forget that continuous efforts must be made to decolonize language. To rid language of colonial influence that has shaped the lens we use in our gender- based violence work. The writers intend for this piece to be disseminated to a wide audience of practitioners, researchers, advocates, survivors, and those with lived experiences of violence driven by gender inequality to reflect and discuss the ways language is used and its implications. 13. COVID-19 and the Exacerbation of Gender Inequality: How the Pandemic Disproportionately Affected Women around the World

Abstract:: The gender wage gap, or the idea that women have historically and consistently earned less than men, has been widely studied and accepted over the past few decades. This gender wage gap exists globally and serves as a powerful indicator of the gender inequality experienced by women. As of 2019, according to data amassed by the Organization for Economic Cooperation and Development (OECD), South Korea’s gender wage gap among full-time employees is the largest among the countries that make up the OECD, coming in at 32.5%. Japan was second at 32.5%, followed by Mexico, the United States, and Canada at 18.8%, 18.5%, and 17.6%, respectively. Notably, in countries with higher levels of racial diversity, the gender wage gap is usually significantly exacerbated for women of color. Despite narrowing in recent years, the gender wage gap is extremely stubborn, and very much existent, as is the general global gender inequality that it reflects. In the past 18 months, the world's population and the global economy have been significantly upended by the COVID-19 pandemic. The virus has affected virtually every country in the world, especially nations with fewer resources to help combat its spread. Studies are also beginning to confirm that COVID-19 has had a disproportionate economic effect on women in many countries, amplifying the gender inequality that persisted in the global economy even prior to the pandemic. For example, as outlined in a study published by McKinsey in July 2020, “Women make up 39 percent of global employment but account for 54 percent of overall [COVID-19- related] job losses” (Madgavkar et al. 2020). However, the widening of the gender gap during the pandemic has been far from universal, with some countries seeing the opposite results. This brief seeks to provide an initial exploration, specifically highlighting how variably the pandemic has affected the United States, South Korea, El Salvador, Guatemala, Nicaragua, the Honduras, Australia, the United Kingdom and Germany. When it comes to global gender equality, where progress is so essential and yet so slow, it is extremely important to explore the economic setbacks created by the pandemic. If not addressed properly, these setbacks might not only slow the fight toward gender equality, but could also slow down the global economy.

Abstract:: The relationship between the United Nations Security Council and Non- Governmental Organizations has scarcely been considered in scholarship on international security. This lack of academic interest contrasts with accounts on the engagement of NGOs in the production and advancement of UNSC discussions on women and children. By drawing on international relations and social movements’ theoretical contributions, the paper traces NGOs’ strategies to participate in UNSC thematic debates. By looking at the actions of the Watchlist on Children and Armed Conflict and the NGO Working Group on Women, Peace, and Security, the analysis finds that NGOs have built coalitions among themselves and maintained networks with friendly countries and UN specialized agencies to capitalize on favorable political and institutional opportunities and expand the access to the security sector.

Abstract:: Since 2014, Sweden, Canada, France, Luxembourg, Mexico and Spain have adopted and declared feminist foreign policies (FFPs) and/or feminist international assistance policies (FIAPs). In doing so, all six countries are embedding gender equality as the central purpose and key goals of their foreign policy commitments. Appetite for this approach at a global level is growing and scholars and advocates have called for greater evidence and awareness of how and why these policies have come about. In response, IWDA implemented a multi-country qualitative research project, From Seeds to Roots: Trajectories towards Feminist Foreign Policy. The importance of gender and gender-based categorizations cling to the world of sport like no other realm of culture or society in the twenty-first century. 19. From Female Engagement Teams to Engagement Platoons: The Evolution of Gendered Community Engagement in UN Peace Operations

Abstract:: The military components of UN peacekeeping operations have used engagement teams (ETs) to conduct community engagement activities since at least 2015. While ETs were initially ad hoc initiatives, the UN has recently begun to institutionalize gendered community engagement, including through an ongoing shift from ETs to engagement platoons (EPs). Yet despite a general recognition that ETs have been beneficial, they have not been consistently understood or defined, making it difficult to assess how they have been used and to what effect. This policy paper fills this research gap by presenting data on the prior activities of ETs and the experiences of those deployed to them. It aims to help decision makers align policies and guidance on ETs and EPs with evidence of what has and has not worked and to establish a baseline against which EPs can be measured over time. The paper draws on extensive interviews with members of ETs and policymakers, as well as a questionnaire distributed to military peacekeepers in six peacekeeping missions. Overall, this research found broad support for the ongoing rollout of mixed-gender EPs. It concludes, however, that to effectively implement ETs and EPs, leaders in missions and in national militaries must address the institutional barriers that preclude women’s full participation in peace operations and perpetuate gendered stereotypes. Toward this end, it offers several recommendations to troop-contributing countries and the UN: Provide training on the skills required for community engagement to men and women across all levels of the military; Shift the burden for gendered community engagement off of women; Improve internal reporting and analysis by ETs and EPs; Coordinate between ETs and EPs and other mission components; Build the capacity of missions to engage with communities; and Avoid reinforcing gendered assumptions and stereotypes through the activities of ETs and EPs.

But it is also an operational requirement derived from the need to take into account in decision-making processes the human factor in all its dimensions, to ensure that military actions are adapted to the reality of the scenario in which they take place. This article tries to show that, in the process of integrating this aspect in operations, decision makers tend to only consider the legal aspects of this issue, ignoring the operational benefits that it entails. The official documents of organizations such as the UN or NATO, recognize this duality but, in practice, do not develop this perspective in their operating procedures. All this creates significant problems for those responsible for integrating the gender perspective in operations and requires the introduction of regulatory changes along these lines./Integrar la perspectiva de género en la conducción de las operaciones militares es una exigencia jurídica derivada principalmente de la RCSNU 1325. Pero es también una exigencia operativa derivada de la necesidad de tener en cuenta en los procesos de toma de decisiones el factor humano en toda su extensión, para garantizar que las actuaciones propias se adaptan a la realidad del escenario en el que se desarrollan. A lo largo de este trabajo se evidencia que, en la integración de este aspecto en las operaciones, se tiende a incidir únicamente en los aspectos jurídicos de esta cuestión, pasando por alto los beneficios operativos que conlleva. Abstract:: The Women, Peace and Security (WPS) agenda is a transformative policy mandate with a global constituency. It provides policymakers with the tools to end cycles of violent conflict, create more equitable peace processes, and promote gender equality on a global, national, and local scale. Passed in October 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) underscores women’s agency, voice, and capacities as intrinsic to creating more effective international peace and security policies. Since 2000, more than 80 countries have adopted Women, Peace and Security National Action Plans and other policies to robustly implement the WPS agenda. In 2017, the US Congress adopted the Women, Peace, and Security Act to incorporate the principle of gender equality into US foreign policy. The two main objectives of the WPS agenda are to 1) increase the representation of women in decision-making positions, and 2) to apply a gender perspective to matters of international peace and security.

Abstract:: This paper provides the first global look at how gender discrimination by the law affects women’s economic opportunity and charts the evolution of legal inequalities over five decades. Using the World Bank’s newly constructed Women, Business and the Law database, it documents large and persistent gender inequalities, especially with regard to pay and treatment of parenthood. The paper finds positive correlations between more equal laws pertaining to women in the workforce and more equal labor market outcomes, such as higher female labor force participation and a smaller wage gap between men and women.

31. Women scaling the corporate ladder: Progress steady but slow globally

Abstract:: Despite steady progress, women remain grossly underrepresented in corporate leadership worldwide. The share of women executive officers and board members increased between 1997 and 2017, but progress was not uniform. Partly in response to gender quotas, the shares of female board members have risen rapidly in some countries while lagging elsewhere. This Policy Brief reports results derived from the financial records of about 62,000 publicly listed firms in 58 economies over 1997–2017, which together account for more than 92 percent of global GDP. The authors conclude that if, as emerging evidence in the literature indicates, gender diversity contributes to superior firm performance, then progress in this area could help boost productivity globally. Policymakers and corporate leaders should consider supportive public and private policies, including more gender-neutral tracking in education, firm protocols that encourage gender balance in hiring and promotion, enforceable antidiscrimination laws, public support for readily available and affordable high-quality childcare and maternity and paternity leave, and quotas.

32. Uniformed Women in Peace Operations: Challenging Assumptions and Transforming Approaches

Abstract:: Over the past twenty years, UN peace operations have made progress toward gender equality. Most of their mandates refer to women or gender, and the UN and member states have agreed to numerical targets to increase the percentage of women peacekeepers. Meeting, and exceeding, these targets, however, will require the UN to better understand the barriers and often-unrealistic expectations facing uniformed women. This paper provides an overview of how the UN and troop- and police-contributing countries are trying to integrate uniformed women into missions and how mission mandates interact with the women, peace, and security agenda. It also expounds upon expectations of uniformed women in peacekeeping operations, specifically regarding the protection of civilians, as well as structural barriers, taboos, and stigmas that affect uniformed women’s deployment experiences. It is the first paper published under the International Peace Institute’s Women in Peace Operations project and provides an overview of research that will be conducted through May 2022. The paper concludes with initial findings and guidance for researchers and practitioners. It calls for the UN and member states to consider transformative possibilities for increasing women’s participation that push back against existing assumptions and norms. This requires grounding integration strategies in evidence, transforming missions to improve the experiences of women peacekeepers, and implementing a gendered approach to community engagement and protection.

33. Gender Differences in Professional Career Dynamics: New Evidence from a Global Law Firm

Abstract:: We examine gender gaps in career dynamics in the legal sector using rich panel data from one of the largest global law firms in the world. The law firm studied is representative of multinational law firms and operates in 23 countries. The sample includes countries at different stages of development. We document the cross-country variation in gender gaps and how these gaps have changed over time. We show that while there is gender parity at the entry level in most countries by the end of the period examined, there are persistent raw gender gaps at the top of the organization across all countries. We observe significant heterogeneity among countries in terms of gender gaps in promotions and wages, but the gaps that exist appear to be declining over the period studied. We also observe that women are more likely to report exiting the firm for family and work-life balance reasons, while men report leaving for career advancement. Finally, we show that various measures of national institutions and culture appear to play a role in the differential labor-market outcomes of men and women.

Abstract:: Recent commentary has noted that countries run by women have done a markedly better job at containing the COVID-19 pandemic than countries run by men. Previous commentary has also suggested that the public tends to think that female leaders do a better job on issues related to health and education. But the COVID-19 pandemic is not simply a health issue; it also presents major challenges in international relations, which begs the question: how does gender influence international relations? Gender affects international relations in many ways. It is at the root of many types and forms of conflict, from domestic violence to war. War is usually thought of as being something that is supported primarily by men even if the negative effects disproportionately fall on women. However, a great deal of conflict begins in and around battles over status between men, and between men and women. This is true in both domestic and international realms. Conflict, like much else, begins in the home. Children watch their parents disagree and observe how fights take place. Do parents have reasoned arguments that end in negotiated compromises? Or does their father beat their mother into submission? Children learn from watching, and take lessons about how to resolve conflict—and the role of domination and coercion in relationships—into the larger world, and use these models as the basis for how they feel they, and their nations, should behave.

Abstract:: Tomorrow is the 20th anniversary of the groundbreaking UN Security Council Resolution 1325 on Women Peace and Security (WPS). Where are we on the road to ending conflict-related sexual violence? There is good news and bad news. When the UN Security Council passed resolution 1325 on Women Peace and Security it was a momentous event. Women’s rights and violence against women had never before been on the agenda of the Security Council. Resolution 1325 emphasized the need for increased participation of women in national, regional, and international institutions, and for women’s inclusion in peace negotiations. Perhaps even more importantly, it acknowledged the agency of women in matters of war and peace, in contrast to the predominant idea of women as merely passive victims. A central component of 1325 was to explicitly call on all parties to armed conflict to take special measures to protect women and girls from violence, particularly sexual and gender-based violence.

36. Disrupted: The Reproductive Rights Issue

Abstract:: This journal began with the aim to reject and disrupt the ‘single-story’ of mainstream foreign policy through highlighting both experienced and emerging voices from across the globe. Throughout the last four issues of Disrupted, we have sought to understand, challenge, and critique mainstream foreign policy. Through a post-colonial feminist analytical lens, our contributors from all around the world, have questioned the unquestioned objectivity of elitist, Western-centric foreign policy, and unpacked the complex connections between gender, race, ethnicity, sexuality that are embedded in the everyday actions and politics of people from across the world. We truly believe that Feminist Foreign Policy brings all voices to the table, through whichever medium they choose to express themselves, and alongside our expertly written articles, we aimed to challenge the academic and un-inclusive paradigm that foreign policy is embedded in by including artwork, poetry, and more. Regrettably, this issue will be the last of its kind and - for now - Disrupted as a project will be on hold. Disrupted was a passion project that was started with lots of good intentions but no budget. Until very recently, CFFP has been an entirely volunteer-run organisation, so the volunteer-run journal fit within that scope. No one, including CFFP volunteers and staff, has ever been reimbursed for this project. However, we strongly believe that we cannot continue producing a feminist journal without paying all editors and contributors for their labour. While members have received access to the journal in the past, in no way does the money generated from membership come even close to covering the cost of producing even a part of the journal. The small pot of money generated by Disrupted purchases/membership has only ever covered the cost of printing the journal, but even printing became very unsustainable (financially and environmentally) so we decided to go digital. Charging a small amount for access (£5 for a digital issue) was a path we thought we could use to generate money to offset project and event costs and pay for labour, but again, the numbers haven't got close to balancing out. It's been a bit of trial and error to see how we could make Disrupted sustainable. Indeed, over the past year, we've gotten done a wonderful job at figuring out how to source sustainable funding for projects and pay people for their time. However, Disrupted is one of the pieces of the CFFP puzzle that we haven't quite figured out a solid funding model for, nor found someone willing to fund it (yet!). This brings us to our final issue of Disrupted in its current form. With a thematic focus on Sexual and Reproductive Health, Rights, and Justice, our contributors tackle issues from decriminalising abortion to menstrual equity and sustainability, to reproductive health conditions, to the Trump Administration’s global gag rule, and more. Across the world there is an urgency of providing a platform within foreign policy and beyond for women and minorities’ voices on these issues that directly, and often violently, impact and oppress their daily lives. We hope that we have contributed to building this platform, making foreign policy more feminist, more transparent, and more intersectional. Thank you to every single one of the contributors and volunteer Editors, past and present, who have helped make Disrupted a reality. A special thank you to Louise Scarce – without you, this issue wouldn’t have been possible. And, finally, thank you to you, our members and readers, for supporting us. With your support, we have amplified a different and more nuanced conversation that can better inform policy decisions and begin to alleviate global inequality. While this may seem like a good thing, such policies fail to acknowledge and address existing gendered discrimination, inequalities, and violence. 38. Technology-Facilitated Gender-Based Violence: An Overview

Abstract:: As digital technologies become more sophisticated, so does technology-facilitated gender-based violence (TFGBV). This type of violence can take many forms, from the release of personal information and private images without consent, to online stalking and death threats. For perpetrators of TFGBV, the internet is their weapon of choice — it allows them to monitor and control their targets from anywhere in the world. Victim-survivors have little recourse against the many forms of online gender-based violence, including threats of harm, some of which have been carried out. The resulting mental and physical health effects of TFGBV, among other impacts, have forced many victim-survivors out of online spaces and silenced their voices.

Abstract:: For centuries, protests have been used to mobilize citizenry in efforts to bring about sweeping change in different parts of the world. Protestors have protested to convey their discontent, to demand a moral response, and to speak truth to power. In 2010, antigovernment protests in Egypt inspired similar uprisings in other Arab countries, which became known as the Arab Spring. This year, the killings of Ahmaud Arbery, Breonna Taylor, and George Floyd have led people in the US and across the world to march against racism and police brutality. Despite a global pandemic, thousands have taken to the streets to demand justice for Black lives, demonstrating that the principle of equality, a common moral good, is worth risking both health and life. “Human Rights: An Uprising,” the second issue of our twenty-first volume, sheds light not only on the right to protest itself, but the human rights that have inspired them. Mahmood Monshipouri explores the variations and similarities in contemporary protest while discussing the Black Lives Matter movement. Joudie Roure addresses gender-based violence and LGBTQI rights in Puerto Rico, especially the murder of trans women. Debra DeLaet explains the importance of soft law approaches in making progress toward the realization of gender-based human rights and LGBTQI rights. Randolph Persaud and Jackson Yoder apply the concept of homo sacer to examine differential rights within two key areas: migrants/refugees/asylum seekers in Europe and the effects of COVID-19 on African Americans in the US. Nicholas McMurry argues that the right to be heard is developing in human rights law as expounded in the practice of the UN treaty bodies. Kathleen Mahoney discusses Indigenous rights in Canada. Abstract:: Asking women about violence is a highly sensitive undertaking, requiring adherence to established protocols that centre women’s safety as a first priority.1 Failure to do so is highly unethical, as it places women at risk of (further) violence and other serious violations. Poorly designed research can also result in under-reporting and/ or misrepresentation of the issue, and it wastes important resources. Even under ideal circumstances, it is difficult to ensure that conditions exist in which women can freely share their experiences and perspectives on violence—and accurately measuring incidences of violence against women (VAW) is particularly challenging. It is thus essential that researchers establish emotional and physical safety for both themselves and respondents; doing so requires experience, intensive training, explicit protocols and the availability of referral services. Abstract:: As more and more states and organizations adopt a gendered approach to international policy, trainings on how to conduct gender-based analysis and integrate gender perspectives into policies and programming have proliferated. But despite this increase in gender trainings, it remains unclear how effective they have been due to challenges related to their design, delivery, targeting, and evaluation. After mapping the ecosystem of gender trainings in the realm of international peace and security, this issue brief unpacks each of these challenges. It concludes with a set of recommendations for improving gender trainings, suggesting that those designing gender trainings should consider the following: Conducting a preliminary needs assessment to adapt trainings to their audience; Soliciting feedback at every stage of the training, including “live” feedback during the training; Grounding training in local contexts and providing evidence to back up claims; and, Generating self-reflection by both participants and trainers during evaluations.

Abstract:: The rise of Artificial Intelligence applications is accelerating the pace and magnitude of the political, securitarian, and ethical challenges we are now struggling to manage in cyberspace and beyond. So far, the relationship between Artificial Intelligence and cyberspace has been investigated mostly in terms of the effects that AI could have on the digital domain, and thus on our societies. What has been explored less is the opposite relationship, namely, how the cyberspace geopolitics can affect AI. Yet, AI applications have so far suffered from growing unrest, disorder, and lack of normative solutions in cyberspace. As such, from algorithm biases, to surveillance and offensive applications, AI could accelerate multiple growing threats and challenges in and through cyberspace. This report by ISPI and The Brookings Institution is an effort to shed light on this less studied, but extremely relevant, relationship.

As a fundamental requirement for lifelong health and opportunity, education underlies the success of communities, nations, and the world. Yet girls today are still being left behind. UN data shows of the estimated 25 million primary school-age children globally who were never enrolled in school in 2014, two-thirds were girls. This paper argues that educating girls has the power to break the cycle of poverty and transform societies. Educating girls has a multiplier effect: better health, prevention of early marriage and violence, lower fertility rates, higher family incomes, stronger community engagement, and better outcomes for their own children. Investing in girls’ education can put countries on the path to a more stable, prosperous future. The barriers to educating girls are numerous and complicated. Safety issues, school fees, family demands, and social and cultural norms, as well as lack of access to qualified teachers and adequate facilities, often combine to keep girls out of school. This paper argues that despite ample evidence of the transformative power of educating girls, not enough is being done to advance the advocacy for, research on, and promotion of girls’ education and empowerment. As the author states, education for all girls is not just a right, but a responsibility.

This is not only about the election triumph of populist parties in several countries, but also it is about the impact of populism as a political strategy to other movements in different contexts. This paper focuses on the link between populism and gender. For this purpose, this paper aims to put one of the salient debates in the 2010s with the relational perspective to understand the new trends on rising right-wing populism and anti-gender movement at the same time. By so doing, this paper analyzes the common triggers of right-wing populism and anti-gender movements to see what makes them coherent. Abstract:: The COVID-19 pandemic has affected GNWP’s program implementation at the local, national, regional and global levels, due to restrictions on travels and group gatherings, as well as health and safety concerns for the staff, implementation partners and supporters, as well as the general public. In the face of the global COVID-19 pandemic, GNWP has adopted a number of mitigation and adaptation strategies. GNWP is also proactively identifying opportunities to continue its peacebuilding work, and support local women and youth peacebuilders’ efforts to address the impacts of the crisis on local communities and prevent escalation or outbreak of conflicts. We have developed and are currently implementing this mitigation and adaptation strategy informed by a gender-responsive conflict and crisis analysis. This strategy will be continuously updated based on our global monitoring of the COVID-19 crisis.

Abstract:: The Global Network of Women Peacebuilders (GNWP), with support from the Korean International Cooperation Agency (KOICA), coordinated a global research to analyze historical and contemporary incidences of sexual slavery, from World War Two to the present geopolitical context. The overall goal of the research is to promote synergies in the implementation of the Women, Peace, and Security (WPS) Agenda, international humanitarian and human rights laws, and policies to prevent and counter violent extremism to improve the prevention of, protection from, accountability mechanisms for, and relief and recovery for survivors of sexual slavery. To ensure that this research reflects the voices of survivors of sexual slavery and women’s civil society on the ground in conflict-affected communities, the research team produced three case studies: one on sexual slavery during World War Two in Asia and the Pacific, and two on more recent incidences of sexual slavery in Uganda and Iraq respectively. Key informant interviews and focus group discussions with survivors of conflict-related sexual slavery, women’s rights activists, local and national government officials, human rights lawyers, and grassroots peacebuilders in Korea, Uganda, and Iraq, along with global policymakers were conducted. This advocacy brief summarizes the key findings and recommendations of the global research and case studies. The full-length global research and case studies will also be made available. GNWP hopes that this research will inform and strengthen the global response to conflict-related sexual slavery and survivor-centered implementation of the WPS Agenda. Critically, this research will serve as a key advocacy tool for victims and survivors of sexual slavery and their families, and civil society activists.

52. Gender Gaps in Education: The Long View

Abstract:: Many countries remain far from achieving gender equality in the classroom. Using data from 126 countries between 1960 and 2010, we document four facts. First, women are more educated today than fifty years ago in every country in the world. Second, they remain less educated than men in the vast majority of countries. Third, in many countries with low levels of education for both men and women in 1960, gender gaps widened as more boys went to school, then narrowed as girls enrolled; thus, gender gaps got worse before they got better. Fourth, gender gaps rarely persist in countries where boys are attaining high levels of education. Most countries with large, current gender gaps have low levels of male educational attainment. Many also perform poorly on other measures of development such as life expectancy and GDP per capita. Improving girls’ education is an important goal in its own right, but closing gender gaps in education will not be sufficient to close critical gaps in adult life outcomes.

Abstract:: Existing accountability mechanisms focused on global gender equality are largely retrospective in nature. Where mechanisms do probe at governments’ commitments to future progress, they often lack accompanying incentive structures (“carrots and sticks”) to encourage ambition. Countries re- port their progress implementing the Convention on the Elimination of All Forms of Discrimination against Women and the Beijing Platform for Action, participate in annual Commission on the Status of Women sessions, and touch on gender equality as part of voluntary national review reporting for the Sustainable Development Goals. Although these processes, among others, provide an opportu- nity for country reflection and for civil society engagement, they do not mandate that governments establish and adhere to forward-looking, specific commitments detailing how they aim to promote gender equality. The absence of future commitments makes it difficult for civil society actors to hold governments to account according to well-defined metrics. At the same time, governments and women’s rights advo- cates worldwide are increasingly discussing and adopting “feminist foreign policies” and “gender-re- sponsive budgeting.” There is a need to clearly define with robust and transparent metrics what these terms mean and how to hold countries who claim to be “feminist” and “gender-responsive” account- able for ambitious progress, while also encouraging other countries to increasingly prioritize gender equality.

Abstract:: Sound and timely gender-relevant data is key for adequately and comprehensively addressing armed violence. Global databases have the potential to highlight relevant gendered dynamics, but currently lack crucial information related to the sex and gender of victims as well as the context of the violent events monitored. Gender Counts: Assessing Global Armed Violence Datasets, a Briefing Paper from the Small Arms Survey, highlights these knowledge gaps and indicates ways towards filling them. Reviewing global, regional, and national datasets on lethal violence—including on homicides, and conflict-related fatalities—the study finds that gender relevance of the available data across the board is still low. However, recent developments in the 'Data Revolution' connected to efforts to implement the 2030 Agenda have demonstrated that it is possible to move in the direction of better data on the gendered dimensions of violence. Increasing political support and civil society commitments have started producing more gender-relevant data for a range of related lethal violence, small arms, and gender indicators. The study therefore sees room for optimism, and data for gender analyses will likely be more inclusive and gender-relevant in the near future.

Abstract:: Lenin announced in 1918 that the experience of all liberation movements attests to the fact that the success of a revolution is dependent on the level of women’s participation. Over a century later, this statement continues to tell the story of the women who have built revolutionary movements and movements of resistance to neoliberalism and – most recently – to reactionary populism. The inspiration of the October 1917 Russian Revolution arrived early in the colonised agrarian continents of the Global South; it raised the hope that the working majority could defeat the exploiting minority. This belief motivated popular struggles and stimulated political organisations around the world. National liberation struggles emerged in Africa and Asia during the 20th century, while the capitalist economies in Latin America experienced the contradictions of dependent growth and saw the rise of their own resistance movements. Women played a crucial role in all of these struggles. In a time of resistance against an aggressive assault of conservative neoliberalism, Tricontinental: Institute for Social Research offers its first publication of Women of Struggle, Women in Struggle. This is an introductory analysis of women’s struggles on the continents of Africa, Asia, and America. The policies of neoliberalism and neofascism put immense pressure on women, who become the primary and principal targets of precariousness, oppression, and exploitation. In this series, Women of Struggle, Women in Struggle, we will present the stories of women in struggle who contributed not only to the wider arena of politics, but in particular those who pioneered the establishment of women’s organisations, opening up paths of feminist resistance and struggle throughout the 20th century. It is the task of militants to study the diverse theories of the organisational methods of these women, not only to better understand their political contributions, but also to inspire us as we build our own necessary organisations to fight against oppression and exploitation today.

59. Comparing Global Trends in Multidimensional and Income Poverty and Assessing Horizontal Inequalities

Abstract:: The 2030 Agenda has provided new impetus to two facets of the struggle for poverty alleviation, which is a central goal of the international development community. First, poverty is no longer viewed strictly in monetary terms, but rather as a multidimensional phenomenon. Second, the need to reduce poverty for different social groups and not just at the aggregate, national level is explicitly recognised. Against this background, this paper has three objectives: (1) to analyse the trends in multidimensional poverty in low- and middle-income countries, (2) to explore rural-urban differences in poverty over time, and (3) to assess the validity of the claim that there has been a feminisation of poverty. The analysis relies on a new indicator of multidimensional poverty, the Global Correlation Sensitive Poverty Index (G-CSPI), that incorporates three key components: education, employment and health. The G-CSPI has several methodological advantages over existing measures, including that it is an individual rather than a household-level measure of poverty, which is crucial for gender-disaggregated analysis. Regarding aggregate trends, this paper shows that both income poverty and multidimensional poverty fell between 2000 and 2012. However, the decline in (extreme) income poverty in percentage terms was twice as large as the decline in multidimensional poverty. There is significant heterogeneity in the results across regions. Multidimensional poverty declined the most in Asia, converging towards the relatively low levels of Latin America and Europe, while sub-Saharan Africa’s slow progress further distanced it from other regions. These findings point to the existence of poverty traps and indicate that more efforts are needed to eradicate poverty. Regarding the urban-rural comparison, our analysis shows that poverty is predominantly a rural phenomenon: the rural G-CSPI was more than four times the urban G-CSPI. This difference remained nearly constant over time. As for the third objective, we find no gender bias in 2000 at the global level. This contrasts with the claim made in 1995 in Beijing that 70 per cent of the poor were women. However, we find that multidimensional poverty declined more among men (-18.5 per cent from 2000) than women (-15 per cent), indicating a process of feminisation of poverty. This was triggered by the decline in employment poverty, which was much slower among women. As most existing studies conclude that there was no evidence of the feminisation of poverty, this finding is new to the literature.

Abstract:: This article highlights the continued stark absence of women from key policy spaces and sites of power and restates the case for the importance of gender parity as a fundamental building block of both gender equality and the overall effectiveness of institutions and outcomes. It does so through a focus on the area of international peace and security and the UN’s efforts, highlighting the way in which women’s inclusion is critical for efforts to secure sustainable peace. At a time when both the movement for gender equality and its backlash are ascendant political forces, and the proliferation of armed conflict is testing the credibility of multilateralism, it is significant that the UN is demanding transformation, starting with its own work force; and essential that this focus also include an emphatic insistence on the question of ‘where are the women’ in all areas of peace and security, serving as a model for other international and national actors.

Abstract:: In the second issue of our 20th volume, the critical diplomatic roles from grassroots advocacy to international negotiations are explored. Nahla Valji and Pablo Castillo open this issue, arguing for the importance, and ultimate necessity, of gender parity for the success of the United Nations’ peace and security efforts. This article discusses the great need for gender parity both within the UN system as well as within its advocacy on the ground. Following, Tanya Ansahta Garnett and Kari Øygard offer a case study on women’s roles in peacebuilding and civic engagement in post-conflict Liberia. They discuss whether or not women’s participation and representation is an effective strategy towards meaningful long-term change. Lina Abirafeh then examines the widespread issue of genderbased violence in the Arab region by outlining several case studies. Abirafeh then considers how it continues to withhold women’s political and legal progress in the region. Changing gears, Catherine Tinker and Renata Koch Alvarenga then survey the successes and continued drawbacks to gender equality in climate finance, offering a call to action for quicker implementation of a genderresponsive approach to mitigating the effects of climate change. Rachel Clement and Lyric Thompson conclude this issue by discussing the theory behind a feminist foreign policy and what it will take to move beyond the definition to a comprehensively feminist approach to foreign policy that is engrained in all sectors of diplomacy while also elevating traditionally unheard voices.

Abstract:: The article concludes that all proposals for funding climate action through entities created under the UNFCCC should be screened according to the gender policies and plans of the climate funds, including the GEF and the GCF, and the results should be available publicly to provide transparency and build trust and accountability. Broader inclusion of women in decision-making and the requirement of evidence of a gender perspective prior to approving financing for climate change projects will contribute to the normative element of sustainable development and its implementation. The intersection of gender justice and climate justice in reducing the dangerous effects of climate change means allocating adequate financial resources to women leaders and projects generated and administered by women at international, regional, national and local levels, for large and small projects and programs alike.

Abstract:: Languages use different systems for classifying nouns. Gender languages assign nouns to distinct sex-based categories, masculine and feminine. We construct a new data set, documenting the presence or absence of grammatical gender in more than 4,000 languages which together account for more than 99 percent of the world’s population. We ﬁnd a robust negative cross-country relationship between prevalence of gender languages and women’s labor force participation and educational attainment. We replicate these associations in four countries in sub-Saharan Africa and in India, showing that educational attainment and female labor force participation are lower among those whose native languages use grammatical gender.

Abstract:: There is a lot we don’t know about what automation will mean for jobs in the future, including its impact (if any) on gender inequality. This note reviews evidence and forecasts on that question and makes four main points: Past automation has been (broadly) positive for women’s average quality of life, economic empowerment, and equality. Forecasts of the gendered impact of automation and AI going forward based on the current distribution of employment suggest considerable uncertainty and a gender inequality of impact that is marginal compared to the potential impact overall. The bigger risk—and/or opportunity—is likely to be in the combined impact of automation, policy, and social norms in changing the type of work that is seen as male or female. Minimizing any potential aggravating impact of automation and AI on inequalities in economic power in the future can best be achieved by maximizing economic equality today.

Abstract:: Next week, Women Deliver—the world’s largest conference on gender equality and the health, rights, and wellbeing of women and girls—will kick off. At just around 200 days before the calendar turns to 2020, this conference is an opportunity for the family planning (FP) community—including the FP2020 Core Partners (the Bill & Melinda Gates Foundation, DFID, UNFPA, and USAID) and Reference Group—to review lessons from the past eight years and look forward beyond 2020, the landmark that has long dominated FP discussions. The key question: In a rapidly changing context, how can the FP community sustain gains and realize the benefits of high-quality FP access in low- and middle-income countries, including lower maternal mortality, better newborn and child health, and increased women’s empowerment?[1] This note highlights three issues for the global FP movement post-2020, building on CGD’s engagement in this space, including our working group on alignment in family planning.[2] We review the underlying critical assumptions in FP2020’s initial design along with their strengths and weaknesses, and place future approaches squarely within the context of today’s evolving landscape—one that looks very different than the year 2012, when FP2020 was launched.

Abstract:: The promise of “maintaining international peace and security”1 is one of the most important commitments of the United Nations (UN), and securing peace one of its most central tasks. Yet, it is also a promise that has proven to be the most elusive. Conflict and instability continue to be widespread across the world. According to the Global Peace Index, in 2018, “global peacefulness declined for the fourth straight year (...) as a result of growing authoritarianism, unresolved conflicts in the Middle East and North Africa, and increased political instability across the world.”2 The recent years witnessed major security crises, such as the war against the Islamic State in Iraq and Syria; the Rohingya crisis, with over a million fleeing from persecution in Myanmar; and further security deterioration in 92 countries.3 Even in countries where peace agreements have been signed – such as Colombia, the Philippines, and South Sudan – their implementation remains slow and challenging, and high levels of violence and insecurity persist. In countries that do not experience armed conflict, peace is often disrupted by other forms of insecurity – such as the shrinking of the democratic space, and the persecution, arrests, torture and murder of human rights activists. The failure to achieve and sustain peace has devastating impacts on the lives of thousands of people. As of December 2018, the UN High Commissioner for Refugees documented 68.5 million individuals forced to flee their homes, primarily because of violent conflicts.4 The negative impact of armed conflict on the achievement of development goals has also been documented.5

Abstract:: The findings in this poll came from two online surveys conducted in the summer and fall of 2018 by the Women’s Alliance for Security Leadership/ICAN and World Pulse. Additionally, two focus groups were held in Jakarta, Indonesia in July 2018. The final survey included both qualitative and quantitative questions in five different languages: English, French, Portuguese, Spanish and Arabic. Most participants completed the English version. Participants were asked questions about how they define security, their security concerns and priorities, and security and representation. Women were recruited to participate through ICAN’s membership network, as well as through World Pulse’s networks and through promotions on social media platforms.

Abstract:: Passed unanimously in October 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security (UNSCR 1325) underscores women’s agency, voice, and capacities as intrinsic to creating better policies and more equitable peace agreements.1 UNSCR 1325 was drafted and adopted by the UN Security Council with significant leadership from women-led civil society groups around the world. It has been followed by seven other resolutions (UNSCRs 1820, 1888, 1889, 1960, 2106, 2122, and 2242), which make up the Women, Peace and Security Agenda (WPS).2 WPS is a transformative policy mandate with a global constituency. It provides policymakers with the tools to end cycles of violent conflict, create more equitable peace processes, halt inequalities between men and women, and promote gender equality on a global, national, and local scale.

Abstract:: The publication of the last of three parts of Contexto Internacional’s special issue ‘Gender in the Global South’ is the opportunity to both celebrate and lament the accomplishments of feminist scholarship in the so-called global South. Reflecting from the Brazilian experience and scenario, it is remarkable how much the women, gender and sexuality agenda has grown in the field of international relations: from a marginal perspective at the turn of the century (Nogueira and Messari 2005), it has now become a major locus of resistance and contestation, which can be attested to by looking at the power plays at the Brazilian international relations association’s annual meetings, the multiplication of feminist collectives inside public and private universities, not to mention the growing number of gender-sensitive research articles published by the main national journals – including this triple special issue. From where I look, there is no doubt that feminism has come to shake the conventions of the area and produce a much more plural and interesting picture of international relations – one which encompasses more voices, stories, subjectivities and narratives. From this standpoint, there is much to celebrate and hope for.

Abstract:: This article proposes a re-reading of the problem of gender, or as it has been put, more often than not, ‘the woman problem,’ that resists the reproduction of modern/colonial systems of governance and their political norms, standards, ideals and pacts. In turn, it seeks to open pathways to dialogue with, rather than import, conceptions of gender that respond to the terms through which modern/colonial societies have been forged on the continent of Abya Yala, drawing inspiration from decolonial and diasporic perspectives. To this end, the article maps some of the available channels of the gender debate in what has come to be known as the global South from an array of perspectives that highlight the ways in which the relations between categories of oppression and privilege (such as race, class, sexuality and gender) are reflected and positioned so as to grapple with the coloniality of knowledge, power and being. More specifically, it focuses on three ways of dealing with power dynamics in the context of Abya Yala that have influenced how we conceive and respond to questions of gender. Its primary objective is to investigate the politico-epistemic conditions that structure gender thinking in binary and intersectional ways, and, in turn, open space for imbricated approaches forged from within (post-)colonial histories that do not take as their starting point the importation of theoretical references from places otherwise situated within a global political economy of knowledge/power/being. More than a critique of theoretical standpoints from the global North, in and of themselves, which regardless were not thought to respond to our realities, here we analyse the terms through which gender and feminisms have been put up for debate. Without effectively decentring the Eurocentred references that preoccupy gender thinking in our respective disputes, we risk continued distraction from what is at stake when gender is put on the table: the (im)possibilities of living one’s full humanity on one’s own terms.

Abstract:: Since Cynthia Enloe asked, ‘Where are the women?’ in 1989, studies about the place of women in International Relations have increased. However, most of the analyses since then have focused on the participation of women in international organisations, events and institutional spaces, making invisible other practices and places occupied by black or indigenous women from the South. This article aims to highlight the role of women at the international level, analysing their performance in disputes over the meanings of development in Latin America and the Caribbean, based on struggles against extractivism. In addition to denouncing the impacts of this development model, these struggles seek to construct alternatives that, although they could be essentially local, have been multiplied and articulated throughout the Latin American and the Caribbean territory, as part of a broader resistance to the dominant extractivism in the region. These struggles will be mapped using a database of 259 conflicts around mining activities, developed by the Research Group on International Relations and Global South (GRISUL).

Abstract:: Leticia Sabsay is a prominent Argentinian academic, based at the London School of Economics, whose work has been exploring pressing issues and questions: how gender and sexuality relate to ideas of freedom, how to define human subjectivity, how to politically resist, among others. In Sabsay’s writing, ideas of gender and sexuality cannot be dissociated from our broader political formations and complex processes of becoming subjects in neoliberalism. And our aspirations to evoke political shifts and improvements cannot be separated from a notion of the human as a being with permeable borders, invariably interconnected to others and to a conjunction of experiences – as opposed to the liberal notion of autonomous individuality. I believe she joins theorists like Judith Butler in an attempt to resituate the ontological grounds of our notion of the individual and of our political formations, and she is thus an important reference for feminist and queer efforts to make sense of liberal cooptation, on the one hand, and conservative backlash, on the other. The following is an interview conducted in November of 2018, at the LSE, in which I asked her about her references, her more recent body of work, and her conceptualizations of current tendencies in politics. The interview was lightly edited for clarity.

Abstract:: Marysia Zalewski is a Professor at Cardiff University, in Wales, and a renowned International Relations (IR) scholar. She has become a reference for her work with feminism and gender since the 1990s. She has published several books including The ‘Man’ Question in International Relations (edited with Jane Parpart, re-released in 2019 by Routledge), Feminist International Relations: Exquisite Corpse (2013) and Sexual Violence against Men in Global Politics edited with Paula Drumond, Elisabeth Prügl and Maria Stern (2018), among many other books and articles. Her work has brought important contributions in thinking feminist critical methodologies, as well as looking at everyday life as a productive site for empirical and theoretical analysis of how gender is implicated in international politics. She was in Rio de Janeiro for an event at the International Relations Institute of the Pontifical Catholic University (PUC-Rio), where she was part of two panels called ‘Rethinking the Borders between Gender and Sexuality’ and ‘The Rise of Conservatisms and the Challenges to the Women, Gender and Sexuality Agendas.

Abstract:: The gender aspects of traditional knowledge (TK) protection highlight the important link between intellectual property rights, TK, women and sustainable development. Indigenous and local women’s TK is not only distinct and relevant, but also crucial for accomplishing the United Nations Sustainable Development Goals. National governments and international organizations dealing with TK should pay attention to gender aspects of the issue. Policies and initiatives that ignore gender aspects of TK can have serious implications for the survival and development of Indigenous and local communities and TK itself as a dynamic and living body of knowledge. The economic significance of TK and its trade value make it an enabler of sustainable development and women’s economic empowerment, especially in light of the World Trade Organization’s recent Declaration on Trade and Women’s Economic Empowerment.

86. Incorporating Gender into UN Senior Leadership Training

Abstract:: Comprehensive leadership training is necessary to ensure that peace operations are effective and that senior leaders are prepared for both the daily challenges and the inevitable crises of peacekeeping. A gender perspective is of central importance to such training. However, gender considerations—from gendered conflict analysis to recognition of who is in the room when decisions are made—remain poorly understood at a practical level, including among senior mission leaders. This issue brief discusses what it means to apply a “gender perspective” and the importance of such a perspective for senior leaders to effectively implement mission mandates. It provides an overview of existing gender-related training and preparation techniques for senior leaders, including gaps. It concludes with a series of recommendations on how trainings and approaches to senior leadership training can better reflect these considerations: The current status of gender training for senior leaders should be assessed. Facilitators of trainings should ensure that their curricula address and respond to a peacekeeping workspace dominated by men. Facilitators should be aware that leaders often think they do not need training. Trainings for senior leaders should be designed to reflect the complexity of implementing women, peace, and security obligations in a mission. Efforts to ensure gender parity in senior mission leadership should be strengthened. Gender advisers should be included as formal members of a mission’s crisis management team and play an active role in decision-making bodies. Facilitators should understand the gender dimensions of a given training scenario and be aware of the gender balance among participants. The UN should develop resources for leaders, including key documents and guidance on understanding the gender dimensions of their mission.

87. Focus on 2020: Opportunities for the Twentieth Anniversary of Resolution 1325

Abstract:: As the twentieth anniversary of UN Security Council Resolution 1325 (2000) on women, peace, and security (WPS) approaches, the ad hoc nature of and limited accountability for implementation of the WPS agenda are undermining its full promise. This is despite increasing recognition that efforts to build and sustain peace are dependent upon the full participation of women and respect for their rights. There is thus a need for concerted, strategic commitment to addressing the remaining gaps in implementation of the WPS agenda. This paper identifies opportunities for the twentieth anniversary of the adoption of Resolution 1325, particularly for the UN Security Council, its member states, and the UN system. It builds on IPI’s scene-setting issue brief “The Global Pushback on Women’s Rights: The State of the Women, Peace, and Security Agenda.” The paper concludes with several steps the UN and the international community can take to support substantive progress on WPS: Use creative mechanisms to increase women’s participation: The multilateral system can support new initiatives such as the regional women mediator networks. Leverage the tools of the UN Security Council: The council should consistently request gender-sensitive analysis and recommendations, mainstream the WPS agenda across all policies, and better integrate the work of the Informal Expert Group on WPS into its daily work. Significantly strengthen accountability: Increasing accountability requires changing the political calculus for engaging on the WPS agenda, particularly at the national level. Move the focus to the field: Dialogue around WPS needs to shift from UN headquarters in New York to focus more on the countries and regions grappling with conflict. Increase financing: Donors should increase their financial commitments to the WPS agenda and ensure funding supports long-term peacebuilding efforts.

A feminist foreign policy brings all voices to the table, through whichever medium they choose to express themselves, challenging the academic and un -inclusive paradigm it is embedded in. However, the views and opinions expressed in this issue represent the respective contributors and not CFFP as an organisation; our goal is simply providing a platform for those voices, particularly those that have previously been marginalised, for open discussion and debate. After much consideration, we have recently made several changes to Disrupted, namely transitioning from a print-journal to a digital journal. You will still be able to purchase copies of the journal at our events, but to improve accessibility, we have decided to manage Disrupted primarily online. Abstract:: Extremist groups rely upon women to gain strategic advantage, recruiting them as facilitators and martyrs while also benefiting from their subjugation. Yet U.S. policymakers overlook the roles that women play in violent extremism—including as perpetrators, mitigators, and victims—and rarely enlist their participation in efforts to combat radicalization. This omission puts the United States at a disadvantage in its efforts to prevent terrorism globally and within its borders. Women fuel extremists’ continued influence by advancing their ideology online and by indoctrinating their families. New technology allows for more sophisticated outreach, directly targeting messages to radicalize and recruit women. It also provides a platform on which female extremists thrive by expanding their recruitment reach and taking on greater operational roles in the virtual sphere. The failure of counterterrorist efforts to understand the ways in which women radicalize, support, and perpetrate violence cedes the benefit of their involvement to extremist groups.

Abstract:: This volume is a sampling of research conducted by student fellows in the Project on Gender in the Global Community (GGC) at the Liechtenstein Institute on Self-Determination at Princeton University. 94. Gender and social mobility: Exploring gender attitudes and women’s labour force participation

Abstract:: Women have historically been overlooked in research on social mobility. In contrast, new research focuses on the intergenerational transmission of gender attitudes and norms as determinants of women’s labour force participation in industrialized countries. This paper discusses the measurement of gender attitudes and reviews research findings. Studies reveal that gender attitudes are a key transmission mechanism for intergenerational economic mobility beyond wealth and other economic factors. Mothers’ egalitarian views and less-restrictive gender norms promote greater labour force participation for daughters and daughters-in-law. There are few investigations in developing countries, where restrictive gender attitudes and norms are more pervasive and could potentially have greater impact in shaping women’s labour force participation. The paper concludes with a brief case study of women’s labour force participation in India, where the direct link between gender attitudes and women’s labour market engagement could provide a further explanation for its recent decline.

Abstract:: The joint United Nations Development Programme (UNDP) and International Civil Society Action Network (ICAN) publication, Invisible Women: Gendered Dimensions of Return, Reintegration and Rehabilitation, is an effort to map the gaps and challenges pertaining to the reintegration and rehabilitation of women and girls associated with violent extremist movements and establish a preliminary evidence-base of good practices and approaches. The report and its methodology centralize the experiences of local civil society, in particular women-led civil society organizations (CSOs) who contributed to the report through interviews, dialogues, and case study profiles. The research emphasizes the necessity of integrated, multi-stakeholder approaches that enable state and civil society to work in tandem, based on the comparative advantages of each.

Abstract:: Following the adoption of UN resolution 1325 in 2000, the past two decades have seen increased attention to women’s roles in peace and conflict matters. Despite this, women continue to be marginalised in peacekeeping missions, peace negotiations and peace-building processes. This marginalisation clearly undermines the chances of building a sustainable and equitable peace. The following brief argues that it is time to include women and build gender-just peace by: 1) tackling security concerns both in the public and the private sphere; 2) empowering women socioeconomically; 3) improving the participation and representation of women in higher positions. The brief identifies concrete examples for each of these aspects and concludes that in spite of many dilemmas, there are still many practical steps for moving towards a more gender-just and sustainable peace.

100. Gender Norms and Women’s Economic Empowerment in Low-Income Countries: What We Learned by Reviewing the Evidence

Abstract:: Women around the world face barriers to participating in the labor force, especially in traditionally male-dominated sectors. Addressing these barriers in low-income countries can improve both women’s well-being and the countries’ entire economies (PDF). Building on Urban’s prior research, we recently completed a systematic review (PDF) of qualitative studies of women’s labor force participation and upward mobility. We focused on studies of the higher-productivity, male-dominated sectors of commercial agriculture, mining, and trade and found studies from 18 low-income countries, mostly those in Sub-Saharan Africa, but also in East Asia, South Asia, and Latin America. Barriers to economic empowerment observed by the studies were far ranging, including gender-related laws, violence and sexual harassment, and limited access to land, technology, technology skills, credit and capital, and social and business networks. But one of the strongest and most consistent findings from our review was the influence of social norms about gender.
