Abstract:
It is now rather well established that most International Relations (IR) theories are predicated on Western knowledges. This potentially limits their analytical capacity to explain international relations beyond Western ideological values or interests. However, in recent years there has been a substantial increase in scholarship not only critiquing the Western centric nature of International Relations theory but also exploring the contributions that knowledges from the global South make to the field of IR theory. Thus, the status quo is shifting, albeit slowly. Nevertheless, the impact as well as the implication of this shift toward knowledge plurality for the IR theory curricula has not been paid adequate attention. Consequently, this article investigates whether the demand for knowledge plurality in the realm of IR theory research has made inroads into the arena of pedagogy resulting in the generation of knowledge plural IR theory curricula. Moreover, it examines the different choices and interpretations made by educators in endeavouring to create knowledge plural IR theory curricula in various global contexts. Further, it endeavours to discern the factors that have informed and/or shaped respondents’ curricula and pedagogical choices pertaining to the selection, structuring and transmission of IR knowledge at tertiary education institutions in different geographical contexts. Ultimately, it reflects on the implications of the increase in knowledge plural curricula for the development of greater knowledge plurality within the discipline.

Abstract:
Global International Relations (IR) research promotes more spaces for a broader spectrum of histories, insights, and theoretical perspectives beyond the conventional dominant Western ones in the IR discipline. The primary goal of this paper is to highlight that the study of Regionalism has a significant role in supporting the initiative of ‘globalizing IR’ by representing a sub-discipline that is open to new ideas, theories and methods, especially those emanating from non-Western contexts. As such, Regionalism is one of the sub-disciplines of IR and International Political Economy (IPE) with a tremendous potential to showcase global-IR trends. This article utilizes a bibliometric analysis as a proxy for mapping out the diverse and complex intellectual structure of Regionalism as a sub-discipline of IR. Our findings indicate that the remarkable rise in the total number of contributions from non-Western scholars to the Regionalism literature in the last decade suggests that unlike the theory generating mainstream studies Regionalism studies have become dominated by non-European/non-Western contexts.

Abstract:
Finding common ground between theories that have never or seldom spoken is a necessary first step to bridge-building, particularly concerning their foundational bases. This article proposes to develop such a footing for a dialogue between the Marxist version of Latin American Dependency Theory (MDT) and Robert Cox’s neo-Gramscian Critical Theory (NCT). The onto-methodological debate around the agency-structure relation offers a possible starting point for a discussion of (in)compatibilities, in particular by deciphering how each understands the relation; but also by asking whether they bring particular social ontologies that need to be addressed.

Abstract:
The article offers a critique of recent efforts to read international relations theory – and its theorists – as especially positioned to offer a critique of international politics. It does so by engaging Daniel Levine’s claim that international relations theory has a special vocation for critique which is unparalleled by other disciplines. By problematizing Levine’s political, ethical and epistemological approach to sustainable critique, I argue that international relations theory has been particularly engaged with a politics of crisis that centers Western modes of subjectivity as the only frame of reference for thinking about politics and history. As a consequence, Western international relations theory has become both inadequate and dispensable for many critical theorists of international politics in much of the world, even when it comes to its most critical approaches. By way of conclusion, I offer an approach to critical international relations theory that starts from the politics of colonialism, instead of crisis.

Abstract:
Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

The field of migration studies has long suffered from a weak theoretical base upon which to ground its work. This article proposes a new theoretical approach – network analysis of international migration systems – to serve as a unifying theory for the study of migration. This new approach seeks to combine the best elements of the compatible approaches of network theory and the migration systems. This will also allow scholars to engage in theoretically informed concept formation and variable identification, allowing for an interdisciplinary cumulation of knowledge, thereby allowing scholars to predict future migration flows and assist in making meaningful migration policy.

Tianxia is considered as an alternative institutionalization to govern the international system. It refers to world governance that is regulated by a world institution. Accordingly, a world institution plays the harmonizer role under this system. States, on the other hand, choose their economic models and the leader organizes the relations among different units. This paper thus argues that Tianxia is an alternative framework to Western-oriented IR theories. In that sense, this article aims to explore the similarities between the philosophical idea of Tianxia and Western-oriented IR Theory. More specifically, the article explores the issue from the international system perspective. The epistemological gaps and ontological similarities between the two frameworks will be demonstrated.

Scholars who adopted de-centring as a strategy for globalising IR have embraced the notions of ‘centre’ and ‘periphery’ to highlight structural inequalities between North America and Western Europe and the rest of the world in the production of knowledge about world politics. In doing so, however, de-centring IR scholarship has portrayed the ‘periphery’ as if it is a new entrant to the ‘international’. Yet, such a presumption is not in the spirit of globalising IR, which views the periphery as the ‘constitutive outside’. By re-visiting the 1970s’ centre-periphery approaches, the paper highlights the limitations of the de-centring approaches insofar as they have not always been attentive to the critical concerns of earlier theorisations about ‘centre’ and ‘periphery’, and underscores the need for studying the periphery as ‘constitutive outside’. The periphery is ‘outside’ by virtue of having been left out of those mainstream narratives that the centre tells about the international; it is also ‘constitutive’ because those ideas, practices, and institutions that are typically ascribed to the ‘centre’ have been co-constituted by centre and periphery in toto.

Abstract:
The contemporary IR craft homogenizes a pluriverse of time-spacescapes as if it were a “one-world world.” We propose a strategy of recrafting to engender a nimble discipline for actively encountering ‘the world multiply’ and a generation of scholars capable of engaging various forms of knowing/being/sensing/doing. Worlding multiply requires: (1) taking seriously the plurality of worlds that emerge through distinct existential assumptions and (2) learning how to translate/read across time-spacescapes built through incommensurate ways of doing/being without reducing one to the other. We suggest conscientiously developing tools—new skills, concepts, ways of being—for encountering complexity in both pedagogy and scholarship.

The concept of justice has been a constant issue since its conception. The Greeks also attempted to define justice. They have observed justice as goodness in deeds and so a virtue. In the Greek mind, fairness was an attribute of the spirit or soul, while injustice was a sin. Both Plato and Aristotle defined justice as kindness as well as a desire to follow the law. It alluded to the connection between rights and duties. In human interactions, justice was the pinnacle of excellence and the attitude that animates folks in the right fulfillment of their responsibilities. The development of harmony and peace in thinking and conduct was pre-eminently social. In the same way, Aristotle's and Plato's fairness are complementary; both philosophers seek to discover a concept of ability by which unity, harmony, virtue, and pleasure may be produced in a community. Despite this shared agreement, they are fundamentally different in many ways. In this paper, an attempt has been made by the author to discuss the similarities and dissimilarities in theories of justice propounded by Plato and Aristotle.

In an interconnected world, economic and political interests inevitably reach beyond national borders. Since policy choices generate external economic and political costs, foreign state and non-state actors have an interest in infl uencing policy actions in other sovereign countries to their advantage. Foreign infl uence is a strategic choice aimed at internalizing these externalities and takes three principal forms: (i) voluntary agreements, (ii) policy interventions based on rewarding or sanctioning the target country to obtain a specific change in policy and (iii) institution interventions aimed at influencing the political institutions in the target country. We propose a unifying theoretical framework to study when foreign in fluence is chosen and in which form, and use it to organize and evaluate the new political economics literature on foreign infl uence along with work in cognate disciplines.

Abstract:
The publication of the last of three parts of Contexto Internacional’s special issue ‘Gender in the Global South’ is the opportunity to both celebrate and lament the accomplishments of feminist scholarship in the so-called global South. Reflecting from the Brazilian experience and scenario, it is remarkable how much the women, gender and sexuality agenda has grown in the field of international relations: from a marginal perspective at the turn of the century (Nogueira and Messari 2005), it has now become a major locus of resistance and contestation, which can be attested to by looking at the power plays at the Brazilian international relations association’s annual meetings, the multiplication of feminist collectives inside public and private universities, not to mention the growing number of gender-sensitive research articles published by the main national journals – including this triple special issue. From where I look, there is no doubt that feminism has come to shake the conventions of the area and produce a much more plural and interesting picture of international relations – one which encompasses more voices, stories, subjectivities and narratives. From this standpoint, there is much to celebrate and hope for.

This article reflects on transnational feminist organising by drawing on the experiences of the African Women’s Development and Communication Network (FEMNET) during the consultations leading up to the 2030 Agenda for Sustainable Development. First, we re-examine some of the debates that have shaped the field of women’s rights, feminist activism and gender justice in Africa, and the enduring legacies of these discourses for policy advocacy. Second, we analyse the politics of movement-building and the influence of development funding, and how they shape policy discourses and praxis in respect of women’s rights and gender justice. Third, we problematise the nature of transnational feminist solidarity. Finally, drawing on scholarship about transnational feminist praxis as well as activism, we distil some lessons for feminist policy advocacy across geo-political divides.

This article proposes a re-reading of the problem of gender, or as it has been put, more often than not, ‘the woman problem,’ that resists the reproduction of modern/colonial systems of governance and their political norms, standards, ideals and pacts. In turn, it seeks to open pathways to dialogue with, rather than import, conceptions of gender that respond to the terms through which modern/colonial societies have been forged on the continent of Abya Yala, drawing inspiration from decolonial and diasporic perspectives. To this end, the article maps some of the available channels of the gender debate in what has come to be known as the global South from an array of perspectives that highlight the ways in which the relations between categories of oppression and privilege (such as race, class, sexuality and gender) are reflected and positioned so as to grapple with the coloniality of knowledge, power and being. More specifically, it focuses on three ways of dealing with power dynamics in the context of Abya Yala that have influenced how we conceive and respond to questions of gender. Its primary objective is to investigate the politico-epistemic conditions that structure gender thinking in binary and intersectional ways, and, in turn, open space for imbricated approaches forged from within (post-)colonial histories that do not take as their starting point the importation of theoretical references from places otherwise situated within a global political economy of knowledge/power/being. More than a critique of theoretical standpoints from the global North, in and of themselves, which regardless were not thought to respond to our realities, here we analyse the terms through which gender and feminisms have been put up for debate. Without effectively decentring the Eurocentred references that preoccupy gender thinking in our respective disputes, we risk continued distraction from what is at stake when gender is put on the table: the (im)possibilities of living one’s full humanity on one’s own terms.

Marysia Zalewski is a Professor at Cardiff University, in Wales, and a renowned International Relations (IR) scholar. She has become a reference for her work with feminism and gender since the 1990s. She has published several books including The ‘Man’ Question in International Relations (edited with Jane Parpart, re-released in 2019 by Routledge), Feminist International Relations: Exquisite Corpse (2013) and Sexual Violence against Men in Global Politics edited with Paula Drumond, Elisabeth Prügl and Maria Stern (2018), among many other books and articles. Her work has brought important contributions in thinking feminist critical methodologies, as well as looking at everyday life as a productive site for empirical and theoretical analysis of how gender is implicated in international politics. She was in Rio de Janeiro for an event at the International Relations Institute of the Pontifical Catholic University (PUC-Rio), where she was part of two panels called ‘Rethinking the Borders between Gender and Sexuality’ and ‘The Rise of Conservatisms and the Challenges to the Women, Gender and Sexuality Agendas.

21. The Cartographic Constitution Of International Politics

Abstract:
Our current system of international politics is built on a cartographic real- ity of space. Te legal attachment of sovereignty to territory requires a particular cartographic representation of space. By this I mean that our system of states— being territorially defned—implicitly requires a geography that is mapped in a way that is compatible with our notion of sovereignty. Te cartographic image of state territory enables us to maintain the idea of territorial integrity even when the reality on the ground corresponds very little with the fundamental principles of the UN Charter: Sovereignty (Article 2:1) and Territorial Integrity (Article 2:4).1 When UN operations map the Democratic Republic of Congo it is represented as an integrated territory, and Iraq and Syria maintain their coherent cartographic-territorial representation even when both countries have been divided in all but formal name. Although these are obvious examples of the territorial ideal disagreeing with the power relations on the ground, they actually capture a general logic where the territorial order represented by the map precedes the order on the ground.

Abstract:
This paper reviewed some extense literature in peacekeeping. The review of the literature focused on two areas - concepts and theories of peacekeeping. After having discussed the three major approaches to think conceptually about peacekeeping in the literature, we argued that despite the existence of these multiple frameworks for addressing the conceptual problems of peacekeeping, they overlooked the imperative of the structures and processes of world politics, their impacts and how these have conditioned the roles of peacekeepers in it. Then, we examined four of the main theoretical approaches that are discernible in the peacekeeping literature, which offer possible frameworks for the analysis and interpretation of peacekeeping research. We argued that there is no single theory (or a metatheory) that fully explains the whole gamut of issues involved in peace operations. This is because these theoretical traditions provide different ways in which to comprehend peacekeeping. A single theory is highly unlikely to fully explain the complexities of contemporary peace operations, especially in a continent like Africa featuring different peacekeeping actors. Abstract:
The world is experiencing a period of unprecedented demographic change. For the first time in human history, marked disparities in age structures exist across the globe. Around 40 percent of the world's population lives in countries with significant numbers of elderly citizens. In contrast, the majority of the world's people live in developing countries with very large numbers of young people as a proportion of the total population. Yet, demographically, most of the world's states with young populations are aging, and many are doing so quickly. This first-of-its kind systematic theoretical and empirical examination of how these demographic transitions influence the likelihood of interstate conflict shows that countries with a large number of young people as a proportion of the total population are the most prone to international conflict, whereas states with the oldest populations are the most peaceful. Although societal aging is likely to serve as a force for enhanced stability in most, and perhaps all, regions of the world over the long term, the road to a “demographic peace” is likely to be bumpy in many parts of the world in the short to medium term.

Abstract:
A major puzzle in international relations is why states privilege negative over positive information. States tend to inflate threats, exhibit loss aversion, and learn more from failures than from successes. Rationalist accounts fail to explain this phenomenon, because systematically overweighting bad over good may in fact undermine state interests. New research in psychology, however, offers an explanation. The “negativity bias” has emerged as a fundamental principle of the human mind, in which people's response to positive and negative information is asymmetric. Negative factors have greater effects than positive factors across a wide range of psychological phenomena, including cognition, motivation, emotion, information processing, decision-making, learning, and memory. Put simply, bad is stronger than good. Scholars have long pointed to the role of positive biases, such as overconfidence, in causing war, but negative biases are actually more pervasive and may represent a core explanation for patterns of conflict. Positive and negative dispositions apply in different contexts. People privilege negative information about the external environment and other actors, but positive information about themselves. The coexistence of biases can increase the potential for conflict. Decisionmakers simultaneously exaggerate the severity of threats and exhibit overconfidence about their capacity to deal with them. Overall, the negativity bias is a potent force in human judgment and decisionmaking, with important implications for international relations theory and practice.
