Abstract:
On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

Abstract:
The Simon-Skjodt Center’s “lessons learned” project aims to understand better how policy makers, across all levels of government, can take effective action to prevent mass atrocity crimes and protect civilian populations in situations where they face serious threats of group-targeted, systematic violence. We have sought to identify, distill, and organize insights on a range of policy tools—ranging from “naming and shaming” to sanctions to prosecutions—which are sometimes used to help prevent or respond to mass atrocities. To complement our review of the empirical research literature on the use of targeted sanctions, we conducted interviews with people who had substantial policy or operational experience working in the US government on targeted sanctions prior to 2021. The premise for the interviews is that experienced practitioners have important insights about when and how targeted sanctions can be most effective in helping prevent mass atrocities.3 While one can find many ideas about how to use targeted sanctions most effectively, none that we are aware of are: (1) focused specifically on the use of targeted sanctions for mass atrocity prevention and (2) based on the collective perspectives of a set of experienced practitioners. This report summarizes the results of the interviews with experienced targeted sanctions practitioners. Details on the methods employed and the interview respondents are presented in appendices.

This issues paper is dedicated to the late Sylvia Chant, who named household-level measurement as a barrier to evidence related to the ‘feminization of poverty.’ Her work underpinned the commitment of the author and International Women‘s Development Agency (IWDA) to change the way that poverty is measured so that its gendered dimensions are visible. As IWDA worked with othersi to create an alternative quantitative measure of poverty, Chant’s focus on the “feminization of responsibility and obligation – women’s increasing liability for dealing with poverty (responsibility), and their progressively less choice other than to do so (obligation)” ii informed the inclusion of voice, unpaid work and time use as dimensions of gendersensitive measurement of multidimensional poverty.

5. The Involvement of Civil Society Organizations in Arctic Governance

Abstract:
The Arctic is faced with growing environmental and geopolitical challenges, which require international governance involving a range of actors. Existing research has a limited understanding of the role played by civil society organizations (CSOs) in the emerging governance of the region. This SIPRI Insights paper has reviewed the existing literature and used novel survey data to analyse the involvement of CSOs in terms of their roles and their beliefs in Arctic governance. It finds that CSOs monitor agreements and push for regional accountability, support the implementation of policies, engage in advocacy work, support information sharing and provide input during geopolitical crises. It also finds that CSOs have weak levels of belief in the legitimacy of Arctic governance institutions, or in the appropriateness and impact of their governance of the region. Based on these findings, the paper makes recommendations for the further involvement of CSOs in Arctic governance.

6. Mapping Pathways for Peace through the Composition of Official Development Assistance

Abstract:
Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

7. Towards an Intersectional Feminist Development Policy for Germany

In the development of Germany’s Feminist Development Policy Strategy, the Federal Ministry for Economic Cooperation and Development (BMZ) conducted a consultative process which included online consultations, a high-level conference, and civil society dialogues. While the broadest consultative process by the German government to date, the BMZ process had limitations in terms of Global South participation and language accessibility. To complement the official BMZ-led process, the Centre for Feminist Foreign Policy (CFFP) initiated a comprehensive co-creation process involving diverse feminist civil society organisations from the Global South, Germany, and other Global North countries. Guided by position papers from various perspectives, desk research, and interviews, the CFFP feminist convenings process involved over 100 feminists from diverse backgrounds, spanned over 25 countries, provided compensation to small and Global South organisations, and incorporated intersectional perspectives. The process consisted of in-person and online convenings held in multiple languages, ensuring broad accessibility. This report is a summary of the rich discussions and recommendations of feminists. It aims to influence policymakers and initiate action in shaping Germany's Feminist Development Policy. This report opens by discussing five action areas in chapter 1, which serve as comprehensive guidelines for immediate transformative action across policy areas. The second chapter discusses feminist reflections in six thematic areas: economic justice, climate justice, food sovereignty and agriculture, sexual and reproductive health and rights, protecting minority rights, and education.

In the 1933 movie Dinner at Eight, Jean Harlow’s character notes to her society grande dame hostess that she had read an author who asserted technology would soon take the place of every profession. The hostess eyes her platinum blonde guest and responds with the classic line “My dear, that’s something you need never worry about.” And neither do we in our line of work. There is an enduring critical role for diplomacy—personal and institutional—in a world that is always changing. Today’s diplomacy is facilitated by technology in terms of access to information and communication within Washington, from Washington agencies, between DC and overseas posts, and among our missions to an extent unimaginable when I entered the Foreign Service in 1980. The days of the airgram are long past, of waiting for encrypted teletype messages to be deciphered and printed, of mastering Wang computers and the art of producing documents on daisy wheel printers—and good riddance to all!

The DACOR Bacon House Foundation’s annual conference, held October 6 in its historic mansion near the White House, explored ‘The World After the War: Rebuilding an International Order After the Conflict in Ukraine.’ Instead of focusing on the war itself, its panelists tried to think ahead to what comes next. A period of chaos like the 1930s? The restoration of the current international order? Or some new system that will have to accommodate the interests of a range of countries including Russia, China, and the so-called Global South? This publication is a policy brief accompanying an upcoming in-depth report on financing Women, Peace and Security (WPS) National Action Plans (NAP). This brief provides an overview of WPS NAPs, as well as the current state of funding for WPS NAP implementation, and a breakdown of this data by region. Stay tuned for the upcoming report to learn more about financing WPS NAPs. Key Findings: • As of early 2023, 31 countries out of 101 have estimated the amount of money required to implement WPS NAP activities. Available information does not illuminate whether these funds are secured. • More than 50 WPS NAPs out of 101 mention that a budget is needed to implement WPS activities, but do not include specification of funding. • The majority of WPS NAPs with budget estimates identify responsible parties for activity implementation, including ministries and/or government institutions, predominantly related to foreign affairs and gender equality.
