1. The Ukraine Support Tracker: Which countries help Ukraine and how?

Abstract:
This paper presents the Ukraine Support Tracker, which lists and quantifies military, financial and humanitarian aid to Ukraine in the context of the Russia-Ukraine war. Since the third update we track support by 41 countries, specifically the EU member states, other members of the G7, as well as Australia, South Korea, Turkey, Norway, New Zealand, Switzerland, China, Taiwan, India and Iceland. The database is intended to support a facts-based discussion about support by other countries to Ukraine. Private donations and aid through non-governmental organizations are not included due to a lack of systematic data. To value in-kind support like military equipment or weapons, we rely on government statements as well as own calculations using market prices. We find significant differences in the scale of support across countries, both in absolute terms and as percent of donor country GDP.

The coalition of the Social Democratic Party (SPD), The Greens, and the Free Democratic Party (FDP) came to power with the intention of undertaking significant economic and social reforms. Their ambitious plans were symbolised by the title of the coalition agreement, “Daring to Make More Progress”. The war in Ukraine, though, has forced the government to take revolutionary steps in the areas of defence and energy security. The Chancellor’s vagueness about the supply of weapons to Ukraine has been causing his SPD’s ratings to fall and The Greens’ popularity to rise. To reverse this trend, the chancellor will pursue further social reforms.

Vladimir Putin almost certainly failed to anticipate that Germany would be willing to sacrifice the benefits of cheaper Russian gas to punish Russian aggression in Ukraine. But Tuesday, German Chancellor Olaf Scholz indefinitely paused certification of the completed Nord Stream 2 pipeline to “reassess” the situation. While the move didn’t stop Putin from invading Ukraine—by that point Putin already had too much skin in the game to risk the loss of face from backing down—it has substantially raised the costs for Russia. Why did Germany do this, and why didn’t Putin see it coming?

After two weeks of heavy fighting, the new war between Azerbaijan and Armenia over Nagorno-Karabakh is likely to escalate further. International actors have so far been unable to broker a ceasefire. In this case, the EU, with its limited leverage, can add most value by leading a response to the inevitable humanitarian catastrophe. EU diplomatic efforts should be led by France and Germany, coordinated with other member states, and also with Russia, to the extent necessary.

Abstract:
The world is experiencing a period of unprecedented demographic change. For the first time in human history, marked disparities in age structures exist across the globe. Around 40 percent of the world's population lives in countries with significant numbers of elderly citizens. In contrast, the majority of the world's people live in developing countries with very large numbers of young people as a proportion of the total population. Yet, demographically, most of the world's states with young populations are aging, and many are doing so quickly. This first-of-its kind systematic theoretical and empirical examination of how these demographic transitions influence the likelihood of interstate conflict shows that countries with a large number of young people as a proportion of the total population are the most prone to international conflict, whereas states with the oldest populations are the most peaceful. Although societal aging is likely to serve as a force for enhanced stability in most, and perhaps all, regions of the world over the long term, the road to a “demographic peace” is likely to be bumpy in many parts of the world in the short to medium term.

Abstract:
Isabel Hull's analysis of international law during World War I is a welcome and valuable contribution to an emerging body of scholarship on the laws of war. This is not to undercut its place in the historiography of World War I. Hull rightly points out that most histories of the war have tended to gloss over or even dismiss the role of international law in the war. Hull corrects this bias by delving into British, French, and particularly German archives to show that international law was very much on the minds of all parties to the conflict. 7. State Extraction and Anti-Colonial Rebellion – Quantitative Evidence from the Former German East Africa

Does extraction increase the likelihood of antistate violence in the early phases of state building processes? While much research has focused on the impacts of war on state building, the potential “war‐making effects” of extraction have largely been neglected. The paper provides the first quantitative analysis of these effects in the context of colonial state‐building. It focuses on the Maji Maji rebellion against the German colonial state (1905–1907), the most substantial rebellion in colonial Eastern Africa. Analyses based on a newly collected historical data set confirm the correlation between extraction and resistance. More importantly, they reveal that distinct strategies of extraction produced distinct outcomes. While the intensification of extraction in state‐held areas created substantial grievances among the population, it did not drive the rebellion. Rather, the empirical results indicate that the expansion of extractive authority threatened the political and economic interests of local elites and thus provoked effective resistance. This finding provides additional insights into the mechanisms driving the “extraction–coercion cycle” of state building.

Abstract:
This little memoir, first published in Italian in 1987, is an account of a life well lived. A proud Sephardi Jew, Victor Eskenazi (1906-1987) was fortunate to have been born and raised in Istanbul at a time when that city was still home to an extraordinarily diverse mix of ethnic and religious groups. In the book's introduction, Eskenazi's son John defines his father as Ottoman “because of his inbred cosmopolitanism, his wide vision of the world, his insatiable intellectual curiosity, his instinctive understanding and respect of other peoples, cultures, and behaviours, and when required also a determination and assertiveness that is so prevalent in the Ottoman personality and in the history of the Empire” (pp. 10-11). Although Eskenazi's formal education ended with high school, just growing up in such a city was in itself a liberal education. By the time he finished high school, he was fluent and literate in Greek, Ladino, French, Ottoman Turkish, German, and English. A bright and sensitive child, Victor clearly reveled in the rich variety of sights, sounds, and smells his native city offered him in such profusion.

The sources of World War I are numerous and widely studied. Some scholars have argued that they are underdetermining individually but overdetermining collectively. The purpose of this article is not to fuel the battle among theories claiming complete explanatory power, but rather to examine some lessons for contemporary international relations. Much of the recent commentary on the war's centenary evokes similarities between Germany in 1914 and China in 2014, and between globalization then and now. There are crucial differences on both accounts, however.

A century ago this autumn the first battle of the Marne ended Germany's attempt to crush France and its ally Britain quickly. In that one battle alone the French lost 80,000 dead and the Germans approximately the same. By comparison, 47,000 Americans died in the whole of the Vietnam War and 4,800 coalition troops in the invasion and occupation of Iraq. In August and September 1914 Europe, the most powerful and prosperous part of the world, had begun the process of destroying itself. A minor crisis in its troubled backyard of the Balkans had escalated with terrifying speed to create an all-out war between the powers. 1 'Again and ever I thank God for the Atlantic Ocean,' wrote Walter Page, the American ambassador in London; and in Washington his president, Woodrow Wilson, agreed.

The most publicly discussed link between economics and security is the relationship between economic performance and power. the underpinnings for this relationship come from the philosophical approach that sees political power stemming from economic power. espoused at least since the 17th century by english Civil War philosopher James Harrington, these ideas saw their most well known expression in the philosophy of Karl Marx, who saw economic change driving political change. If economic structures determined politics then the link with security is clear. Carl von Clausewitz's likened war to other areas of conflict within developed societies, such as commerce and politics: “It is a conflict of great interests which is settled by bloodshed, and only in that is it different from others.”

This paper examines Francis Lieber's concept of modern war as “public war” — in the Code he drafted for the 1863 Union Armies and in his earlier writings. Though Lieber was not the first to engage the distinction between private and public war, his treatment of modern war as exclusively public nevertheless deserves special attention. It became, in time, a foundational concept of the 19 th Century effort to modernize and humanize the laws of war. Today, it remains embedded, albeit implicit, in contemporary international humanitarian law and its paradigmatic interstate war outlook.

German political culture has been undergoing gradual but significant changes since unification. Military engagements in combat missions, the introduction of a professional army, and a remarkable loss of recent historical knowledge mostly within the younger generations are hallmarks of the new millennium. Extensive education about the Holocaust is still prevalent and there is a strong continuity of attitudes and orientations toward the Nazi era and the Holocaust reaching back to the 1980s. Nevertheless, a lack of knowledge about history-not only the World War II period, but also about East and West Germany-in the age group of people under thirty is staggering. The fading away of the generation of victims who are the last ones to tell the story of persecution during the Holocaust and a parallel rise of new actors and technologies, present challenges to the educational system and the current political culture of Germany.

A recurring theme in monetary history is the conflict of trust and authority: the conflict between those who advocate a spontaneous monetary order determined by free exchange under the rule of law and those who wish to meddle with the monetary system for their own ends. This conflict is perhaps most clearly seen in the early 20th century controversy over the "state theory of money" (or "chartalism"), which maintained that money is a creature of the state. The one side was represented by the defenders of the old monetary order-most notably by the Austrian economists Ludwig von Mises and Friedrich Hayek, and by the German sociologist Georg Simmel. The other side was represented by the German legal scholar Georg Friedrich Knapp and by John Maynard Keynes. They argued that on monetary matters the government should be free to do whatever it liked, free from any constraints of law or even conventional morality.

Sovereign debt crises might significantly decrease the level of socioeconomic rights enjoyment for the population in the affected state. According to recent data, they even increase the risk of civil unrest. However, the resolution of sovereign debt crises is compromised by legal obstacles which result from the absence of a statutory, obligatory bankruptcy procedure for states. On the one hand, creditors might refuse to accept an exchange of their debt instrument in the frame of a workout and choose to litigate against the state. On the other hand, states might worsen their situation by unnecessarily delaying inevitable workouts. This article explores whether and to what extent the powers UN Security Council could be deployed in order to mitigate these problems. This requires a reconsideration of the concept of peace in Article 39 UN Charter. The article concludes that, at the request of the International Monetary Fund (IMF), the Security Council might put a stay on the enforcement of creditors' claims or order workout negotiations.

States which contribute to various international efforts in Afghanistan will find it increasingly difficult to balance a need to show long-term commitment with an unpredictable political and quickly changing operating environment. Recent events in Afghanistan are threatening to undermine the plans for an orderly transition of security responsibilities to Afghan authorities by the end of 2014. Countries must be ready to adjust contributions in both size and task during both 2012 and 2013. Germany has pledged to only gradually withdraw its forces and maintain its focus on partnering and training, despite an increasingly unstable environment. Current planning also foresees a German commitment in the post-2014 period. Finland will increasingly focus on civilian crisis management efforts and development assistance, and will stay engaged and committed as long as its closest partners also do so. Sweden is set to continue leading a Provincial Reconstruction Team (PRT), but post-2014 commitments are unclear. The United States is set to return to 'pre-surge' force levels (though with a different force structure) of around 68,000 soldiers by autumn 2012. Further withdrawals of up to 30,000 soldiers are being discussed.
