1. Toward the Consolidation of a Gazan Military Front?

Abstract:
This essay considers the place of the Gaza Strip in the broader Palestinian context. Israel’s determination to separate Gaza from the West Bank since the signing of the Oslo Accords and its subsequent withdrawal from the territory in 2005 resulted in a process that culminated in the buildup of a Palestinian military front reminiscent of that established by the Palestine Liberation Organization in south Lebanon in 1975–82. In both instances, the military front appears to serve as a Palestinian counterstrategy to achieve linkage. Palestinians demonstrated their determination to break the isolation of Gaza in the war of May 2021 that was accompanied by mass mobilization across and outside Mandate Palestine. The essay probes the question of whether we are witnessing the consolidation of a Gazan military front and points to the minimal political conditions necessary for such a development to advance the liberation struggle.

Abstract:
This study argues that al-Sisi regime has been haunted by the January 25 uprisings as a potential recurrent threat to the state survival during the formulation of national and foreign politics. In the aim of boosting its international legitimacy before Western allies, especially the US, the regime has capitalized on political instabilities in Gaza as a means to ensure its security grip on power without incurring foreign allies’ critics for human rights violations. How did al-Sisi regime mobilize Gaza as a means for bolstering its international credibility before Western bailers and shunning off the January 25 security ghost? In answering this question, this study refers to haunted politics in foreign policy-making as an informative perspective about the impact of traumatic events on ruling regimes’ interpretation of incidents, convocation of memories, recreation of meanings, and subjugation of citizens. Unlike Mubarak’s limited support for the Palestinian cause and Morsi’s exclusive ties with Hamas, al-Sisi adopted a balanced approach toward Gaza in the aim of counterbalancing the US reservations over the regime’s human rights violations since 2013.

Abstract:
Since the Palestinian division occurred in June 2007, the Gaza Strip has become a geographical area with a political and legal context different from the West Bank. The Gaza Strip is a small area in size, but a large one in problems. It is under the rule of Hamas, which is not recognized in the Arab world, nor internationally. After Hamas took control of the Strip, Israel imposed a comprehensive blockade and exposed it to four, long, destructive wars and dozens of smaller armed confrontations over 14 years. The policy of the suffocating blockade enforced by Israel, as well as the repeated wars and military attacks, have created an unprecedented humanitarian crisis and resulted in massive destruction of infrastructure and all economic sectors and activities.[1] The Gaza Strip is supposedly part of the territory of the Palestinian Authority (PA) and the future state, according to international resolutions and the Oslo Agreement signed between the PLO and Israel. However, as it is not geographically connected to the remaining Palestinian territory, and, since the Palestinian division in 2007 that brought it outside the control of the PA, and the failure of attempts at reconciliation and unity, the question is again raised: ‘What is the future of the Gaza Strip within the next five years?’

Abstract:
The role of social media’s fast coverage is ever more important in shaping grander narrative and exposing state bias. Al Jazeera and Al Arabiya, both state-sponsored media, are emblematic of how these narratives are formed in the MENA region. This paper analyzes and compares the content of tweets from the official Twitter breaking news accounts of Al Jazeera and Al Arabiya in order to observe the narratives and better identify the bias. Doing so, it aims to expose the tight link between the framing of breaking news and the changing political dynamics in the region.

In contemporary conversations around Israel/Palestine, the Gaza Strip is construed as a state of exception, rendering the territory either hypervisible or entirely invisible. Through the prism of the Covid-19 pandemic and Israel’s possible de jure annexation of portions of the West Bank, this piece argues that rather than being exceptional, the Gaza Strip represents the very embodiment of Israeli settler colonialism in Palestine. Its isolation and de-development constitute the endpoint of Israel’s policies of land theft and Palestinian dispossession. This endpoint, referred to as Gazafication, entails the confinement of Palestinians to urban enclaves entirely surrounded by Israel or Israeli-controlled territory. The Trump plan, otherwise known as the “deal of the century,” along with the Covid- 19 crisis, have inadvertently exposed the reality of Gaza as an enclave of the one-state paradigm.

Abstract:
The economy of Palestine is led to a recession and has had serious ramifications–mostly in a time of COVID-19 as a result of the strict adherence and concrete actions instituted by the government to help avert the disease from spreading in the enclave. However, the consequences of COVID extend to correlate the future of Palestine, not by affecting its individuals and governments only, but also all its sectors due to the loss of income for thousands of citizens. According to World Bank studies, in comparing with 2019, which witnessed difficult economic conditions for several reasons, including the Palestinian fiscal revenue leakage and the suspension of American aid, the economy might get down this year by 7.6% if Palestine returns gradually to normal and by 11% if the tough restrictions continue to be imposed.

Abstract:
This article focuses on relations between Israel and Qatar, analyzing them in historical context, in the context of Qatari foreign policy and in terms of their potential and the limitations imposed by the Israeli-Palestinian conflict. The article describes the shift from a mutual conception of hostility to unusual cooperation over the Gaza crisis. While Israel aspires to avoid additional rounds of violence with Gaza, Qatar seeks to strengthen its regional role as a mediator, and mutual interests converge into joint activity to avert an additional military clash between Hamas and Israel. The cooperation between the states illustrates how the Palestinian issue can leverage regional cooperation. At the same time, the untapped diplomatic, economic and civilian potential of Israel-Qatar relations points to the limitations imposed by the ongoing Israeli-Palestinian conflict.

Since President Abdel Fatah a-Sisi’s rise to power in 2014, Israeli-Egyptian ties have been marked by defense-strategic cooperation. This is based on the shared perception of Iran and radical Islamist terror organizations as a threat, and the common interest in managing the Palestinian issue, in general, and specifically the Gaza arena. In the inherent tension between ideology and national interests, Egypt continues to strive for an agreement between Israel and the Palestinians (Fatah, Hamas and the other Palestinian factions) and seeks to bring about internal Palestinian reconciliation beforehand (between the leaderships in Ramallah and Gaza). Its role as a key mediator between Hamas and Israel is crucial, and is in line with Egypt’s international standing as an important regional leader.

Abstract:
This paper focuses on the role of energy in shaping Israel’s policies towards the Mediterranean. It is based on the main points raised at the fourth meeting of the research and policy group on “Israel in the Mediterranean” held in December 2019 at the Hebrew University in Jerusalem. The meeting was held at the initiative of the Mitvim Institute, the Hebrew University’s Leonard Davis Institute for International Relations and Haifa University’s National Security Studies Center. This paper highlights the main repercussions of energy findings on regional cooperation and the opportunities it opens up for Israel. It presents the link between diplomatic and economic considerations, and the emerging energy alternatives that Israel is considering as it formulates and implements policies. Abstract:
Turkey now controls a long stretch of Syrian territory along its southern border that hosts nearly four million people, most of them Sunni Arabs. The challenges for Turkey there include a difficult balancing act with Russia, the huge financial costs of direct rule, the presence of radical Islamist factions, and the lack of a modus vivendi with the Kurds. Turkey faces the risk of the “Gazafication” of the area – the emergence of a militarily controlled territory that is perennially poverty-stricken and unstable. EU member states can find ways to cooperate with Turkey to support stabilisation in parts of the safe zone, without violating their interests and core principles. They should single out the Euphrates Shield Zone for stabilisation work, on the understanding that other areas captured from the Kurds are politically sensitive for European governments and voters alike. Europe should aim to strike a grand bargain with Turkey: in return for targeted European reconstruction aid to the safe zone, the country would lift its veto on stabilisation in Kurdish-controlled areas, allow trade between these zones, or agree to Kurdish participation in the UN-led political process on Syria.

Israeli and Palestinian experts and activists – together with international diplomats – gathered on 31 October 2018 at the UN Headquarters in Jerusalem for a civil society roundtable discussion on “Regional Opportunities in Support of Current Efforts to Improve the Situation in Gaza.” The event, attended by some fifty participants, was initiated and convened by Mitvim - The Israeli Institute for Regional Foreign Policies and Israel-Palestine Creative Regional Initiatives (IPCRI). It included an opening address by UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov and explored how various regional actors can help improve the situation in Gaza, without jeopardizing chances for a broader Israeli-Palestinian peace agreement. It also identified recommendations and possible courses of action. The event was held in cooperation with FriedrichEbert-Stiftung, the Foreign Ministry of the Netherlands, IEMed, and the EuroMeSCo Network. This paper summarizes the discussion.
