  • Abstract: Despite the Biden administration’s push to revitalize U.S. alliances, U.S. relations with NATO are due for a reset. The United States should incentivize European members of NATO to take on additional responsibilities for their defense. Encouraging the European allies to take initiative will help the United States focus on its other domestic and international priorities and may facilitate improving relations with Russia. This approach will also prove attractive to European states concerned about the future direction of U.S. foreign policy. Recalibrating the U.S. role in Europe would conform with the United States’ post–World War II efforts to stabilize European security — and stand as the fruit of Washington’s success in this regard.

  • Abstract: Russia’s recent buildup of A2/AD (anti-access/area denial) forces in Crimea and Kaliningrad, coupled with its increasingly confronting rhetoric in the Black and Baltic Seas, pose a serious challenge for the NATO’s Eastern flank countries. While the mare sui generis status of the Black Sea might be altered under the expected inauguration of Canal Istanbul in 2023 as it would probably require the revision of the Montreux Convention, the mare liberum status of the Baltic Sea might also be questioned as Russia contests NATO’s Enhanced Forward Presence in this region. Facing this challenging geostrategic context, Pilsudski’s ideas of Intermarium seem to have revived within the Central and Eastern European countries under modern interfaces such as the Bucharest Nine and the Three Seas Initiative. This paper proposes a comparative analysis between the Black Sea and the Baltic Sea in terms of their newly-emerged geostrategic context, discusses the feasibility of the recent endeavours to promote cooperation within the Central and Eastern European countries and not ultimately, highlights the utility of a regional military alliance in support of NATO.

  • Abstract: The rise of China poses a strategic challenge for the North Atlantic Treaty Organization (NATO). The Alliance needs a comprehensive political, economic, and security strategy to deal with China’s growing global power. The more assertive a role China plays in world affairs, the more it could undercut NATO’s cohesion and military advantages by translating commercial inroads in Europe into political influence, investing in strategically important sectors, and achieving major breakthroughs in advanced digital technologies.

  • Abstract: The making of the international system from c. 1500 reflected distinctively maritime dynamics, especially “gunboat diplomacy,” or the use of naval force for commercial gain. Comparisons between civilizations and across time show, first, that gunboat diplomacy was peculiarly European and, second, that it evolved through stages. For the majority of the modern era, violence was central to the commercial strategies of European state, private, and hybrid actors alike in the wider world. In contrast, large and small non-Western polities almost never sought to advance mercantile aims through naval coercion. European exceptionalism reflected a structural trade deficit, regional systemic dynamics favoring armed trade, and mercantilist beliefs. Changes in international norms later restricted the practice of gunboat diplomacy to states, as private navies became illegitimate. More generally, a maritime perspective suggests the need for a reappraisal of fundamental conceptual divisions and shows how the capital- and technology-intensive nature of naval war allowed relatively small European powers to be global players. It also explains how European expansion and the creation of the first global international system was built on dominance at sea centuries before Europeans’ general military superiority on land.

  • Abstract: Europe is pursuing significant new defense initiatives that span capability development, policy, and institutional cooperation. Many of these efforts occur under the auspices of the European Union and are part of the EU’s longstanding aim to grow itself as a security and foreign policy actor. But real security challenges in Europe—from Russian aggression to terrorism and regional instability—have contributed to the importance and potential of European efforts. The political dynamics of the transatlantic relationship may also favor Europe’s initiatives: although the Trump administration’s calls for greater European defense spending have rankled European leaders and U.S. officials have legitimate concerns about the details of EU initiatives, the larger issue of strengthening European defense is consistent with U.S. goals. The EU’s security and defense efforts have implications for the transatlantic economy and defense industry, the NATO alliance, and U.S.-European relations generally. While the United States should work to ensure continued transatlantic defense policy coordination, secure and competitive markets for the defense industry, and preservation of the longstanding principle of ‘no duplication’ with NATO, it should also broadly support European efforts to invest more and more wisely on defense. Both the United States and Europe stand to benefit from greater European defense investment and capability. The history of intra-European and transatlantic differences over European defense cooperation endures in the EU’s current efforts. But today’s environment favors change and represents a rare opportunity for bold action.

  • Abstract: Islamic State (IS) has demonstrated unprecedented capabilities in attracting foreign fighters, particularly from Western countries. Between 2011 and 2015, Western foreign fighters coming from North America, Europe, and Australia traveled to Iraq and Syria in order to join IS and the Al-Qaeda affiliate Jabhat Al-Nusra. As IS has been significantly weakened, authorities in many western countries are increasingly worried that returning fighters will come back to their home countries radicalized, battle hardened, and eager to commit terrorist attacks. This concern is clearly manifested in Phil Gursky’s book cover which features a striking image of a Belgian returnee from Syria, Abdelhamid Abaaoud, who has been named by security officials as one of the architects of the attacks in Paris in 2015. ​ In Western Foreign Fighters: The Threat to Homeland and International Security, Phil Gursky, a former analyst at the Canadian Security Intelligence Service, elaborates on the phenomenon of ‘Western Foreign Fighters.’ This book aims at addressing two fundamental issues: “why people leave their homeland to join terrorist groups?” and “do they pose a threat upon their prospective return?”[1] To answer those questions, Gurski relies not only on a detailed analysis of the excerpts and statements by the fighters recently engaged in violent extremism at home and overseas, but also on accounts that delineate historical parallels and differences with previous conflicts sharing similar dynamics. ​ Gurski divides his analysis into eight substantive chapters, an appendix, a glossary and a suggested reading list, using accessible, non-academic prose. He conducts the majority of his historical analysis in chapter three. His discussion of western volunteers—mainly Canadians and Americans—and their involvement in previous conflicts such as the Spanish Civil War and the Boers Wars provides informative and engaging insights, mostly for a general readership.[2] It also sets the stage for shedding light on why Westerners join terrorist groups like IS, and what threat they pose to homeland/international security.   • Abstract: The European Union is increasingly active on cyber issues internationally, guided by its various foreign policy documents and strategies, including its 2013 Cybersecurity Strategy and the 2015 Council conclusions on cyber-diplomacy. In line with these documents, the EU has deepened its bilateral ties with a number of key countries, resulting in a network of cyber partnerships. This article explores these partnerships in depth. It seeks to explain the different types of purposes that they fulfil, and the various mechanisms that underpin them, based on an ambitious mapping exercise. In essence, it is argued that the EU’s cyber partnerships aim not only for bilateral cooperation, but also for ‘reflexive’ results (whereby the EU aim to develop its cyber and diplomatic agency) and ‘structural’ results (whereby bilateral partnerships aim to strengthen the multilateral fabric and global internet governance). Once assessed against these multiple and intertwined purposes, these cyber partnerships appear more useful than meets the eye.

  • Abstract: The question of how the EU should finance peacebuilding in developing countries has challenged policy-makers and pundits for many years. At one level this is a technical and legal issue of budget lines and financing rules. It nevertheless touches on the much deeper political and even moral issues of whether the EU should use development aid to finance security provision, how best the EU can respond to the legitimate needs of partners in conflict-affected countries and what kind of civil and/or military engagements the EU can support as part of its external relations. The question has come to resemble the proverbial can being kicked along the road by successive European Commissioners, Council working groups and parliamentary committees. It has come to a head again because intra-EU negotiations for the next Multiannual Financial Framework for 2021-2027 are starting in earnest. This time, a sensible proposal is on the table which can potentially provide a pragmatic and workable solution, at least for a while.

  • Abstract: Europe’s southern neighbourhood is a diverse but interlinked geopolitical ensemble, whose specificities need to be carefully assessed before Europeans devise dedicated security strategies, divide responsibilities and make policy decisions. This exercise in geopolitical scoping seeks to make sense of the main security challenges present in Europe’s broader European neighbourhood, a space encompassing areas as diverse as the Gulf of Guinea, the Sahel, North Africa, the Levant and the Persian Gulf. It identifies (some of) the main sub-regions that make up the ‘South’, offers an overview of the threat environment in each of them and identifies relevant differences as well as common themes. In doing so we aim to provide a conceptual referent for further policy research on the security of Europe’s ‘South’, and to help inform future strategic and policy discussions within the EU, NATO and their Member States.

  • Abstract: Denmark to be excluded from Europol due to electing not to abolish its JHA opt-outs. The Operational Agreement it has since negotiated with the EU falls short in several key areas, preventing optimal mutual cooperation between Denmark and the EU on important issues such as counter-terrorism and international organized crime. The implications ofthe operational agreement in regards to Europol are potentially far-reaching for Denmark in terms of both its EU policy and security, but also for the EU, which has to balance institutional dilemmas with security concerns.

  • Abstract: Survey data from the ArabTrans 2014 survey contains a unique battery of questions pertaining to the perception of the European Union. This report builds on those questions to analyse perceptions of the EU, its development cooperation programmes, its promotion of democracy, the appropriateness of its response to the Arab Uprisings, and the perception of the EU as an international actor. Overall, the data suggests low levels of awareness and relatively negative opinions of the EU’s actions both in general and in the specific context of its response to the Arab Uprisings. However, respondents’ preferences also suggest avenues for policy development for the Union such that it might simultaneously achieve its interests and meet the demands of MENA populations. Throughout, the paper also takes note of specific patterns and conditions found in individual countries which present particular challenges for the EU.

  • Abstract: European states seek to increase the chances of maintaining the implementation of the nuclear agreement, also known as the Joint Comprehen- sive Plan of Action (JCPOA), concluded on July 14, 2017 between Iran and the P5+1 group of world powers, which includes the European Union, France as well as Germany. The bid is especially driven by the European view that a collapse of the deal would in ict grave consequences on their interests. However, the European bid is facing no easy hurdles. While the United States is keen to impose new sanctions on Iran over its ballistic missile program, Iran is similarly adamant about continuing this program as well as exploiting the nuclear deal to expand its in infuence in the region through backing terrorist organizations and establishing relations with non-state actors.

  • Abstract: This paper will examine two theoretical perspectives about International Security, through the theoretical framework of IR (International Relations) Debates. The focus will be on “thin cosmopolitarianism” and offensive liberalism. Both approaches emphases the linkage between international security and human rights as the core of ideas and practices in the field. International Security has a central role in IR contemporary debates and within them has emerged proposals that pursue the aim of presenting innovative forms and contents for security. Among those approaches experts highlights critical views of cosmopolitarianism and a specific form of liberalism called offensive or interventionist, usually associated with USA security policies. Particularly, this last perspective has not received enough attention in Spanish IR literature. Therefore, the aim of this paper is to review, to compare and to call into question both perspectives, considering that as a basis for analyze international security-human rights relationship.

  • Abstract: This policy brief examines political forgiveness, when countries or groups are able to reconcile or set aside historic enmities. The inability to overcome longstanding grievances—however justified and deeply rooted—often undermine a group’s or nation’s current core interests. This lack of forgiveness manifests throughout the world: tribal warfare in South Sudan, hostility between Saudi Arabia and Iran, seemingly irreconcilable differences within the European neighborhood, and the failure to reach a two-state solution between Israelis and Palestinians. Deep animus often seems to take precedence over interests. What conditions are necessary for political forgiveness, and through what process is it achieved? How is it that some countries, like Germany, have been able to find their way through this thicket, while others, such as Japan, have not—or at least not to a comparable extent? And, in cases of genocide, such as Rwanda, where political forgiveness may well be impossible, should the international community more purposefully examine the social license extended to victims? Ambassador Wendy Sherman makes the case that insights from frameworks of personal forgiveness can help nations seize the moment when their interests align and, accordingly, move to achieve political forgiveness. First, the process of forgiveness requires a sense of justice—victims must feel that perpetrators have been held accountable and will no longer be able to hurt them. It must also be a deep, extended undertaking: when perpetrators offer only superficial acknowledgments of the victims’ pain and attempt to move on quickly, victims perceive those efforts as perfunctory, even disingenuous. Additionally, countries must reestablish genuine, ongoing contact to overcome narratives of “the other” that inhibit forgiveness. They should not assume, however, that political forgiveness will proceed as a linear, three-part process in which the perpetrator issues an apology, the victim accepts the apology, and the two subsequently cultivate their ties on the basis of aligned national interests. This examination finds that the process works best in the reverse order: only upon discerning that their strategic interests happen to align do conflicting countries begin to move toward reconciliation and forgiveness.

  • Abstract: The Institute for the Study of War (ISW) and the Critical Threats Project (CTP) at the American Enterprise Institute conducted an intensive multi-week exercise to frame, design, and evaluate potential courses of action that the United States could pursue to defeat the threat from the Islamic State in Iraq and al Sham (ISIS) and al Qaeda in Iraq and Syria. The planning group weighed the national security interests of the United States, its partners, its rivals, and its enemies operating in or influencing the conflicts in Iraq and Syria. It considered how current policies and interests are interacting in this complex environment. It identified the minimum endstates that would satisfy American national security requirements as well as the likely outcomes of current policies. The group also assessed the threat posed by al Qaeda and ISIS to the United States, both in the immediate and long term, and tested the probable outcomes of several potential courses of action that the United States could pursue in Iraq and Syria.
