1. Economic Priorities in Post-war Ukraine

Abstract:: Ukraine has been a stellar example of a little reform going a long way. First invaded by Russia in 2014, the Ukraine of 2022 was a different country, with more resilience, more ability, and more depth. As it pushes to repel the Russian aggressor, it is never too early to think about how Ukraine can continue its reform process and become a state that is free of Russia, economically strong, and a model for policy reform. The ways in which Ukraine can attain this goal are contained in the economic roadmap, “Economic Priorities in Post-war Ukraine,” produced by Ukrainian experts and world-class policy advisors under CASE-Center for Social Research and CASE Ukraine and funded by agencies from around Europe and the United States. This report focuses on the essential reforms that will help Ukraine with the post-war reconstruction, as well as enable progress in its efforts on the way to EU membership. Over 30 years of independence, Ukraine has launched almost all of the necessary reforms to build and develop a market economy. In 2014, Ukraine signed the EU-Ukraine Association Agreement, and substantial progress has been demonstrated since then. However, the country fought against a legacy of start-stop reforms and inattention to major objectives such as building the rule of law and encouraging private sector competition. Before the full-scale Russian invasion, it had been making progress in institutional reforms but still had far to go. This report addresses many of the complex tasks that Ukraine needs to complete, with the main challenge being the rule of law, a problem lasting for three decades. Our team of experts propose specific mechanisms to make the transition to a country which respects the rule of law, including ways to improve the judiciary, respect property rights, and encourage private sector competition. The report also examines the question on how the Ukrainian government can attract funding and rebuild the country after the war is over, discussing ways in which the EU and the donor community can be involved. The eventual end of the war also provides Ukraine with a unique opportunity to leap ahead in the European integration process and to finish its institutional reforms. With Ukraine now a candidate for EU membership, the prospects of the integration process, the unprecedented support for integration with the EU in Ukrainian society and the continued support of the West, present Ukraine with a way forward and overcoming the obstacles that have delayed, stalled, or even caused the abandonment of reforms in the past.

Abstract:: The essay addresses an outsider's perception of the characteristics and dynamics of the IR field/discipline in Turkey. How may this country serve as a role model or, at the very least, as a source of inspiration, reflection, or evaluation of the field's development in other local/national settings? In this respect, Greece is chosen as a case study. Βy addressing and assessing Turkish self-reflection and the search for disciplinary identity within Turkish IR scholarship, what can be learned, on behalf of Greek IR scholarship, regarding both Greece's and Turkey's social scientific development regarding foreign affairs/policy? A major theme discovered is the acknowledgement of the limitations of the dependency/vulnerability-centered explanations for the development of IR.

3. The Future of EU Blended Finance and Guarantees: An Assessment of Cooperation Strategies with Least Developed Countries in Africa

Abstract:: The European Fund for Sustainable Development Plus (EFSD+) is a core element of EU development cooperation and reflects the EU’s strong commitment to deploying blended finance and guarantees as development financing tools. This discussion paper examines the EU’s intentions concerning how the EFSD+ will be integrated into geographic programmes, focussing on the least developed countries (LDCs) in Africa. Based on a review of the Multiannual Indicative Programmes (MIPs) for 30 African LDCs as well as the regional MIP for Sub-Saharan Africa covering the period 2021-2027, the paper provides an overview of funding reserved for EFSD+ implementation in geographic programmes, identifies the expected EFSD+ sectoral priorities and summarises references to development finance institutions (DFIs) as EFSD+ implementation partners. This descriptive review highlights issues for the future monitoring and assessment of the EFSD+. The paper points to uncertainty about the magnitude of the management challenge that EU institutions face in EFSD+ implementation given the difficulties of predicting the scale of guarantee-backed operations in individual countries, the lack of information on the expected volume of blended finance operations, and the limited analysis of how EFSD+ tools relate to other EU funding approaches. The paper also notes that EU institutions should be more explicit about the criteria shaping EFSD+ resource commitments to clarify relevant prerequisites for the effective deployment of EFSD+ tools. Finally, the broad thematic scope for EFSD+ use implies that knowledge about how blended finance and guarantees function and how the financing approaches interact with other interventions needs to increase throughout the EU system.

4. Forced migration, aid effectiveness, and the humanitarian–development nexus: The case of Germany’s P4P programme

Abstract:: Bridging the gap between humanitarian assistance and development cooperation has been a contentious issue in academia and development practice for decades. Drawing on an evaluation of Germany’s ‘Partnership for Prospects’ initiative, this paper argues that, whilst the supplement of ‘peacebuilding’ to the nexus (humanitarian–development–peacebuilding [HDP] nexus) brought an important context factor into the discussion in an environment of conflict, it is only of marginal help in a context of forced migration to neighbouring countries of a given conflict. For the context of host countries of refugees in a protracted crisis, it is more relevant that host countries show ownership and reliability in their policies to create long-term perspectives for refugees. These policies in turn need to be embedded in reliable rules (polity) and negotiation processes (politics) in host countries. Consequently, the paper suggests that a ‘HD–Triple-P’ nexus would take the necessary political dimension into account more adequately. However, it might also mark the boundary as to what development politics can achieve.

5. European aid to the MENA region after the Arab uprisings: A window of opportunity missed

Abstract:: European official development assistance to Middle Eastern and North African (MENA) countries increased sharply after 2011, ostensibly in support of the social, economic, and above all political changes demanded by the Arab uprisings. The subsequent turn to development policies driven by security and anti-migration agendas, especially following the Syria refugee crisis in the autumn of 2015, raises the question whether initial expressions of support for democratic transformation expressed by European donors were ever backed by concrete measures. This paper discusses this question with an exploratory review of the policy and practice dimensions of four European MENA aid programmes between 2011 and 2016. The policy dimension is explored via an analysis of available documents from the EU, France, Germany, and the UK. The practice dimension is discussed with reference to OECD-DAC aid data on bilateral aid to MENA countries, focusing on aid in the social infrastructure and services sector, and in particular on the government and civil society sub-category. Our analysis reveals that, while all donors promised to support democracy in MENA countries, none had a clear strategy for doing so via their development cooperation. At the practice level, while programmes and projects were aimed at supporting change in specific contexts, increases in aid were mostly unrelated to political change. This indicates a preference for avoiding risks, which served to underpin the region’s political and socio-economic status quo. Accordingly, European donors missed an opportunity to test whether their aid could make a difference in supporting democratic transformation in the MENA. The social, economic, and political tensions behind the Arab uprisings remain unresolved more than a decade on, meaning that there is likely a need to learn lessons from the period following 2011.

6. EU Development Cooperation Policy Shifts from Charity to Self-interest

Abstract:: In recent years, the EU’s development cooperation policy has evolved, moving away from an approach based on poverty eradication and the needs of partner countries to focusing more on its own interests. This change is supported by the majority of EU members. This gives the EU the opportunity to exert strategic influence in the world but risks the loss of its unique identity as an altruistic donor and attractive partner in development cooperation. The change in the Union’s approach is consistent with the position of Poland, which can use it to reform and strengthen its development aid system.

Abstract:: The current Ukrainian-Russian war has far greater-reaching effects than what is typically reported in much of the international news media. The war has significantly impacted African development, which was already harmed during the global Covid-19 pandemic. With the pandemic seemingly over, African nations such as Rwanda hoped for increased economic development. However, the current war in Ukraine sparked increased fuel and food prices throughout the continent, which has impacted expected growth rates. This article reviews the war’s impact on the central African nation of Rwanda. It illustrates Rwandan anger about the economic implications of the war and the frustration from the nation’s inability to stop its effects.

8. Who Learns More from Afar? Spatial Empirical Evidence on Manufacturing and Services

Abstract:: This paper investigates spatial dependence of FDI knowledge spillovers in manufacturing and services using spatial panel techniques applied to the 2006-2014 Bureau Van Dijk’s Amadeus firm-level dataset for Croatia and Slovenia. The paper finds diverse results across the two sectors. The distance between regions does not hinder the absorption of foreign knowledge in manufacturing despite the strong market-stealing effects operating within regions as well as spatially. On the other hand, FDI knowledge spillovers decrease service productivity within regions, because of market-stealing effects operating strongly across a smaller geographical scale. However, its impact is lost as knowledge spillovers from more distant neighbours are accounted for, because the poaching of local labour is impeded by distance due to rising costs of labour mobility. The research indicates that for knowledge absorption, geographic distance plays differing roles in manufacturing and services, due to the different nature of the production process.

9. How Russia Went to War: The Kremlin’s Preparations for Its Aggression Against Ukraine

Abstract:: This report examines Russia’s preparations for its full-scale invasion of Ukraine: domestically, in Ukraine itself, in the global information domain, and in building its relationship with China. For Russia, crushing Ukraine’s quest for democracy was central to meeting its objectives of reshaping the post-Cold War order in Europe and globally, restoring its own status, and reconstituting the Russian empire and Russian world. Its preparations in the political and informational, military, and economic domains for a full-scale war in Ukraine were too extensive and overt to go unnoticed, but they were not acted upon. It is hard to avoid the conclusion that the evidence went against the dominant narrative in the West and was simply brushed aside. In the political and informational domains, Russia’s domestic preparations including cementing the regime’s authority, and taking advantage of the population’s Soviet nostalgia and aspirations for the restoration of the Russian world and the empire. Limited economic preparations were intended to safeguard Russia’s economy against current and future Western sanctions, while Russia’s extensive military preparations involved large-scale defence spending and extensive military modernisation efforts. Russia’s preparations beyond its own territory included: a campaign within Ukraine to divide society and discredit the democratically elected leadership; a campaign directed at the rest of the world about Ukraine, discrediting the country and its people as an object of sympathy and support in their resistance against Russia; and a campaign of intimidation designed to instil in western leaders and populations a fear of obstructing, impeding, or offending Russia. Russia also worked to build a relationship with China. China’s support is essential to Putin’s ambitions. But equally, China’s strategy for confronting the United States – which China cannot do alone – depends on Russia remaining at least a quasi-great power.

10. Hydrodiplomacy and the Food, Water and Energy Nexus: A holistic approach for transboundary cooperation and peace

Abstract:: The rapid social and economic development in the world is leading to increased levels of water stress that point to potential water crises. As the most vital and strategic of natural resources, water can serve as an instrument of domination or of cooperation. Given the presence of key geopolitical concerns in the Near East, regional hydro-diplomatic cooperation is necessary to ensure fair sharing of the resource and to avoid additional tensions and conflict. Nine of the seventeen EMME countries are below the absolute water scarcity threshold of 500 m3/year per capita, including all six countries in the Gulf region, Jordan and Palestine. Those countries that share major transboundary basins in the EMME region such as the Nile, Jordan and Tigris-Euphrates basins are subject to multiple challenges which include unilateral water resources management, water scarcity, and environmental degradation leading to food insecurity. Hydrodiplomacy is a tool for applying integrated water resource management at a national and transboundary level in accordance with a cooperative model seeking peace among riparian countries. Multiple UN agencies contribute to bringing riparian countries together with a view to fostering dialogue and the sharing of information on water management and transboundary cooperation.

Abstract:: The Covid-19 pandemic and the war against Ukraine, with their significant socio-economic costs, have put stronger pressure on development assistance spending among traditional donors, as the cases of Sweden and the United Kingdom attest.[1] Confronted with higher energy costs, inflation and a potential recession, the political imperative across Europe is to allocate resources to tackle immediate domestic challenges rather than expanding international development programmes – against all the lessons of interdependence that the pandemic might have taught. Italy is not immune to this trend, as recent developments also seem to suggest.

12. Cooperation against the odds: Getting small firms to work together in unfavourable circumstances

Abstract:: How can we get small firms to work together in order to achieve mutually beneficial outcomes, despite adverse circumstances? This policy paper provides an answer to this question that could be useful both to policymakers and to local stakeholders seeking to undertake innovative, cooperative economic activities in their area. Based on evidence from eight case studies within the Greek agri-food and tourism sectors, I argue that a small group of local actors, whom I call ‘institutional entrepreneurs’, usually play a key role in catalysing the emergence of cooperation at the local level. Their strategies and experiences carry valuable insights. I also outline the characteristics that macro-level institutional frameworks need to have if they are to facilitate local cooperation. These characteristics can inform the design of institutions at both the domestic and the EU level. The paper’s findings could be relevant to people interested in local development, but also to those concerned with boosting the productivity and export orientation of the Greek economy as a whole. After all, cooperation can improve the performance of small firms, and it is thus an important ingredient for inclusive growth in countries with a lot of small firms, such as Greece.

13. The Second Phase of the EU Southern Gas Corridor: Which role for Azerbaijan?

Abstract:: The operation of the Southern Gas Corridor marks the first attempt of the EU to diversify its pipeline gas supplies and routes beyond Russia. The 2nd Phase of the Corridor, which involves the operation of several gas interconnectors in South Eastern Europe, is being promoted, while the EU is looking for additional supply sources, namely LNG. The Russian invasion of Ukraine, coupled with the intense energy crisis in Europe, has reinforced these trends. Field development in Azerbaijan and future prospects for LNG exports, primarily from the US, are discussed in this article as realistic options for alternative supply sources for Europe.

Abstract:: The European Union’s (EU) development policy is a broad field of activity that has undergone multiple significant modifications in both its definitions and its goals. The external relations of the European Union have long included development policy, resulting in an asymmetrical relationship with Africa. Since the turn of the century, the scope of the EU-Africa relationship has expanded to cover new challenges including climate change, terrorism, trade liberalization, and migration. EU development policies reveal a long-term shift in EU development priorities away from fundamental development goals and toward a wider array of ambitions, actors, and methodologies. Identifying and prioritizing the International Organizations on which it and its member states should best focus their diplomatic and political capital is a challenge. Given the political clout and relevance of the African Continental Free Trade Area (AfCFTA) for the continent’s economic development, the EU can concentrate its efforts on encouraging its implementation by deepening its Economic Partnership Agreements (EPAs). Working together to strengthen multilateralism and support the implementation of the European Green Deal and the AfCFTA form the axis of a new articulated African agency.

16. Russia Futures: Three Trajectories

Abstract:: Beginning in 2018, the Europe, Russia, and Eurasia Program at CSIS initiated a research project to explore scenarios related to Russia’s future development and to consider the transatlantic implications of each scenario. The project, which was generously funded by the Norwegian Foreign Ministry, was intended to provide policymakers with an understanding of how Russia’s domestic political situation, economic outlook, military activities, and foreign policy might evolve in response to modern-day challenges including climate change, growing competition in the Arctic, and the fraught relationship between China and the collective West. Based on original research and workshops involving U.S., Norwegian, and European experts, CSIS identified three potential scenarios for Russia’s future development. The first scenario envisioned a path of continuity, in which Russian leaders strove to maintain the status quo. The second scenario foresaw a trend of risk reduction in the Kremlin’s decisionmaking that led to a partial normalization of relations with the West. The third scenario considered a darker future, in which Russian leaders accepted a higher degree of risk to manage mounting problems at home and abroad, leading to sustained confrontation with the West and the further detachment of the Russian government from its people. These scenarios were being prepared for publication when Russian president Vladimir Putin launched a renewed invasion of Ukraine on February 24 and ushered in a period of deep uncertainty for European and global affairs. Almost immediately, Russia’s act of aggression turned the country into a global pariah, triggering international sanctions far beyond the Kremlin’s expectations and consolidating transatlantic unity to an extent that was difficult to imagine in the tense months immediately preceding the invasion. As orthodoxies have been challenged and expectations reconsidered, contingencies that were thought impossible—from embargoes of Russian hydrocarbons to the potential use of nuclear weapons by the Kremlin—are starting to feature into conversations among policymakers and analysts.

17. Two Shades of Blue: Europe and the Pacific Islands, Strategic Partners in the Indo-Pacific Era

Abstract:: In recent years, France and the European Union (EU) have published their respective Indo-Pacific strategies and a Ministerial Forum was held in Paris on February 22, 2022, bringing together over 60 foreign affairs ministers from European and Pacific Island countries. France and the EU are re-engaging in this strategic region, which is an economic and political center of gravity whose stability is threatened by transnational risks (climate change, epidemics, pressure on natural resources) and by inter-state tensions exacerbated by US-China rivalry. However, the area spanning the 22 member countries and territories of the Pacific Community (SPC) has received less attention and can even be described as a blind spot in these Indo-Pacific discussions. Yet, although they have a population of only 13 million, these Pacific Island states and territories have a combined Exclusive Economic Zone (EEZ) of almost 40 million square kilometers (km2) and are strategically located close to East Asia. These territories and their natural resources have attracted and still attract keen interest and sometimes very violent competition between powers. Today, the Pacific Islands are on the front line of the global existential challenges of climate change, biodiversity protection and sustainable development, but also geostrategic rivalries. Due to the geographical distance and Europe's still limited knowledge of this region, political, economic and media interest is often lacking. For this reason, Ifri and the Pacific Community (SPC) have decided to organize a research program on the strategic importance of the Pacific Islands. This Briefing is based on discussions that took place at the program’s opening conference on March 10, 2022; contributions from panelists will therefore be highlighted. This report provides an overview of current regional issues in the Pacific Islands and argues for greater European engagement in the region. This rapprochement is justified firstly because European and Pacific Island countries share similar values and face similar challenges, and secondly because new European interest and facilities make Europe a partner of choice to support sustainable development in the Pacific Islands. Since this engagement will come with various challenges, recommendations for European decision-makers are outlined in the conclusions.

Abstract:: The aim of this article is to shed a broader light on the social identity of the BRICS group of countries (Brazil, Russia, India, China, and South Africa) whose growing economic power is the defining motive of their social construct in international relations. In line with this purpose, the article examines the BRICS nations’ positions concerning the moral aspect and the notion of responsibility for the nexus between climate change and sustainable development. This article argues that their statements and discourse on climate change and sustainable development forge the process of constructing a separate group identity for the BRICS partners. Abstract:: This report analyses the first round of Total Official Support for Sustainable Development (TOSSD) data from European Union (EU) Institutions. The EU is a key stakeholder in the development of TOSSD, as Co-Chair of the International TOSSD Task Force, and in the promotion of this as an essential metric in the implementation of Agenda 2030. It is our hope that this paper’s detailed examination of the scope of what has been reported by the EU Institutions identifies trends and issues arising from the first reporting round for TOSSD, which can be addressed going forward. It is timely to acknowledge the level of transparency in the proceedings of the TOSSD Task Force, which has been open to comments and suggestions since its inception, and has recently seated CSO representatives as observers. This transparency has put into practical effect the notion that data validation can, to some extent, be entrusted to third parties provided that the relevant information is available to all interested stakeholders on a timely basis. Good norms, such as good reporting instructions, can help steer the development agenda in the right direction for the benefit of the communities of the Global South.

This policy brief argues it could make more use of leading groups of member states under the coordination of the High Representative and European External Action Service (EEAS), the type of strategic thinking that guided the development of the Strategic Compass, and a Team Europe approach to a wider range of international activities, going beyond development cooperation. One idea would be to formulate a European Council Forum on Economic Security and Sanction policy. The Netherlands could contribute proactively, for instance by advocating for a strategic conversation on the topic of economic power at the level of the European Council.

Abstract:: China’s development assistance to the Western Balkans has been little researched and aid-funded projects are often mistermed as Chinese investments. This article aimed to shed light on specific ‘China Aid’ disbursement and management procedures by examining the signed agreements and contracted projects in five countries - Albania, Bosnia and Herzegovina, Montenegro, N. Macedonia, and Serbia during the period 2000-2020. The objective was to determine the impact of China’s development assistance on democratic governance and decision-making. Attride-Stirling’s thematic networks tool was used to analyze the procedures in each project cycle phase and their compliance with the principles of good governance and aid effectiveness. The findings suggest that the assistance, shaped by Chinese rules in combination with Western Balkans domestic agency, is marked by the opacity of the procedures, lack of accountability, disregard for rules in public finance management, and public procurement. Moreover, China could use its grant and loan agreements to influence sovereign decision-making on issues that affect China’s interests. To conclude, although China’s development assistance to the Western Balkans could benefit the recipients’ economic development, it also constrains their democratic governance and decision-making and serves China’s foreign policy interests.

Abstract:: This paper investigates the readiness of customers to shift toward cashless payment by identifying the main factors that impact that shift. The sample consisted of randomly selected individuals identified as potential users of cashless payment and are considered more likely to continue using the new technology. Five hundred eighty-six questionaries were returned and considered complete for the research. The outcomes were assessed employing CFA for validity and determined using Cronbach’s alpha for the reliability of the research, which was stratified by seven regions throughout the country was applied, by covering all levels of the society. The findings show that the perceived risk is connected to the level of correct and believable information offered to customers. It has been confirmed that the respondents trust cashless payment technology, and at the same time, self-efficacy had a lower impact on usage continuance intention. Consequently, the growth of self-efficacy would strengthen the intention to use cashless technologies. Several segments in the financial market may benefit from the results and develop more appropriate and reliable systems and the proper approach toward customers with needed information and insurance related to the security and benefits they may have by adopting the cashless technology.

Abstract:: The paper analyzed the challenges of poverty in Montenegro. It provided an overview of the structure and scope of UN action in Montenegro and general sustainable development policies and their national implementation. The objective was to research the contributions of the UN system to the sustainable development of Montenegro while focusing on the role of the UNDP in eradicating poverty. The methodology consisted of the literature overview and the case scenario analysis of integrated social protection and employment policies. In addition, secondary data analysis has been employed to complement the research findings. The paper has identified the national socio-economic situation and the contributions of the UNDP in eradicating poverty through the design and implementation of integrative policies. The research proved the importance of the UNDP in fighting poverty in Montenegro and the effective role of the UN in achieving sustainable development.

26. The Winding Road to Marrakech: Lessons from the European Negotiations of the Global Compact for Migration

Abstract:: In the summer of 2018, negotiations of the Global Compact for Safe, Orderly, and Regular Migration suddenly became front-page news, drawing far more attention than nonbinding UN agreements before it. The compact’s proponents argued it would help address transnational issues related to migration, while its opponents alleged it posed a threat to state sovereignty and would lead to an increase in migration to Western countries. Although the European Union was initially one of the driving forces behind the pact, as public demonstrations multiplied, these divisions culminated in the fall of the Belgian government and nine EU Member States voting against the compact or abstaining. This report from MPI's Transatlantic Council on Migration explores how the compact negotiations triggered a multilayered institutional and political crisis in the European Union. It charts how the pact became a proxy for broader debates about how external migration policy is decided within the European Union, especially when doing so touches on multiple policy areas, and about democratic accountability in handling nonbinding international agreements. This analysis, which draws in part on interviews with policymakers from EU institutions and Member States, offers lessons learned for public communications about migration policy and assesses the implications of these events for the European Union’s external migration policy, including its implementation of the compact and role in multilateral migration matters.

Abstract:: Germany and the United Kingdom of Great Britain and Northern Ireland (UK) are the second- and fourth-largest providers of official development assistance (ODA) worldwide and are key actors in driving international policy discussions on global development in the Organisation for Economic Co-operation and Development (OECD), the G7, the G20 and other key groupings and platforms. The development policies of both countries witnessed important convergence and detailed cooperation during the first decade of this millennium – a period when Western countries understood development cooperation as a source of considerable soft power, which was demonstrated in rising budgets and like-minded policy directions. The austerity policies that followed the global economic and financial crisis, and the UK’s decision to leave the European Union (EU) in 2016, have challenged the bilateral relationship in the development policy area between Germany and the UK. The UK’s departure from the EU has reduced the number of joint interactions and corresponding opportunities for identifying cooperation initiatives. Halfway through the period envisaged for the completion of the 2030 Agenda, both countries are adjusting their development policies, seeking to determine their future European roles and global development ambitions, but they remain key partners in global development. Both the UK and Germany have recently revised or are in the process of preparing development policy strategies as part of their integrated foreign policies – a reflection process which in recent months has been challenged to adjust to the implications of the war in Ukraine. The case remains strong for regular exchanges and cooperation on development policy between both countries, including by intensifying dialogues and resuming formal secondments between the FCDO and the German Federal Ministry for Economic Cooperation and Development (BMZ). Two areas in particular offer good prospects. First of all, the UK and Germany should closely work together to deliver on the current G7 Presidency agenda – including the key focus on infrastructure investment, as initiated during last year’s UK Presidency. Other key opportunities for cooperation include gender and climate action, as well as the provision of global public goods. Secondly, Germany and the UK should seek to engage in and harness the role of the OECD as a provider of key standards for international development policy and as an important forum for peer learning. As key providers of global development finance, the legitimacy of its reporting system is essential to both countries’ influence and contribution to global development.

28. Europe’s Global Gateway: A New Geostrategic Framework for Development Policy?

Abstract:: The proposal by the European Union (EU) to build a “Global Gateway” to the world is potentially an important juncture in EU foreign relations. Since its official launch in December 2021, most attention has been put on the initiative’s geostrategic implications and whether the EU can compete with China. Less attention has been paid to the Global Gateway’s implications for EU development policy in terms of strategic objectives, decision-making, thematic focus and financing. Two aspects are important in this regard. The first is whether the Global Gateway is a serious proposal that can deliver on its headline promises to massively increase European infrastructure financing in developing countries, provide partners with an alternative economic and political model to that being offered by China, and make a meaningful contribution to their efforts to realise the 2030 Agenda. The EU’s announcement that the Global Gateway will generate up to EUR 300 billion in investment by 2027 grabbed headlines, many of them sceptical. There is, however, no reason to doubt that the initiative will be adequately financed. Although the planning for the EU’s international aid budget for 2021-2027 has mostly been completed, a significant proportion remains flexible and could be spent on Global Gateway projects. As for the EU’s implementing capacity, the Gateway’s financial toolbox draws on the EU’s recent experiences with the Juncker Investment Plan and the External Investment Plan, which have both been utilised by development banks and private investors. The second aspect is whether the Global Gateway heralds a change in the EU’s motivations, objectives and modalities for cooperation with developing countries and regions. On the surface, the Global Gateway does not seem to change much. There are many thematic overlaps with existing strategic frameworks for engaging with Africa and the EU’s Neighbourhood. There is even a sense that the Global Gateway turns back the clock to the days when the EU focussed aid spending on infrastructure and emphasised its “political neutrality”. The geopolitical context in which the EU finds itself is, however, being transformed by pandemic, wars and multipolarity. The impacts of epochal events such as the Covid-19 pandemic and Russia’s invasion of Ukraine are still playing out. The Global Gateway signals a major adjustment in the EU’s response to these transformations, particularly regarding its engagement with the “Global South”. This will create a new paradigm for EU development policy, defined by strategic interests. It is likely that the new geostrategic framework will weaken the EU’s commitment to, and observance of, core development policy principles, especially the focus on poverty, partner country ownership, open governance and the “do no harm” principle. The Global Gateway’s use of aid to catalyse commercial investment risks further instrumentalising EU development policy. Specific measures are therefore needed to safeguard and promote the principles that the EU and its member states have committed themselves to.

29. Ten Recommendations for Germany’s Feminist Development Policy

Abstract:: In early 2022, Germany’s development minister Svenja Schulze announced the adoption of a feminist development policy. With this announcement, Germany joins a growing group of governments that have adopted or declared the adoption of an explicitly feminist perspective in their external policies. Drawing on these governments’ policies and the observations and recommendations by civil society and researchers, this Discussion Paper outlines ten key recommendations for Germany’s first feminist development policy. The first three recommendations focus on the conceptual foundation of the policy and lay out the importance of 1) an inclusive definition of gender, 2) a clarification of the feminist approach and the policy’s overall goal as well as 3) the need for an intersectional approach. The second set of recommendations concerns the implementation of the policy and stresses the importance of 4) a permanent cooperation with gender-focused and feminist organisations and 5) the necessity to increase funding for gender-related objectives in general and 6) for feminist organisations in particular. Further recommendations include 7) widening the range of sectors that target gender equality through a transformative approach and context-sensitive programming and by providing mechanisms to monitor and evaluate the implementation of the strategy’s goals, objectives and activities. The last three recommendations emphasise institutional aspects and the importance of 8) creating an institutional environment that best supports gender equality within the development ministry and its main implementing organisations, 9) the necessity of a coherent feminist approach between the different ministries, and 10) the importance of addressing possible challenges the ministry might face in the implementation of its feminist development policy.

Abstract:: Germany promotes “just transition” as a guiding principle for the global transition to a socially and environmentally sustainable economy that incorporates the necessary climate, environmental and energy policy measures. This includes the urgent transformation of economies to become emission neutral while ensuring a process whereby poverty and inequality are reduced, and no one is left behind. The German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), the World Bank and the German Federal Ministry for Economic Cooperation and Development (BMZ) worked together to explore ways to implement the concept of just transition in German development cooperation. The two papers that have resulted from this process outline approaches to a “just transition for all” and highlight its potential to reduce poverty and inequality (SDG 1 and SDG 10). In recent decades, the interdependencies between social and ecological development have become clear: negative effects of climate change particularly affect vulnerable and marginalised groups living in poverty. At the same time, social inequalities contribute to an exacerbation of climate change. A just transition must effectively address the consequences at the international, national, regional and local levels. Both papers provide an overview of existing approaches and challenges to foster a “just transition for all”. They offer different but complementary perspectives on an increasingly important complex of topics. This first paper, by DIE, takes a broad perspective by considering the decarbonisation of the energy sector as a whole, outlining the connections between just transition, poverty and inequality, and exploring how to ensure a just transition (for both workers and consumers) through the use of different social protection mechanisms. It argues that it is possible to make energy transitions just, but that properly designed combinations of socio-economic and climate policies are needed. A second paper, by the World Bank, zooms in on the transition away from coal. It lays out key social and community impacts resulting from the decommissioning of coal assets, based on experience gained from World Bank operations and from industrialised countries, and articulates an enhanced approach to supporting the coal transition. Both provide practical recommendations for international development cooperation in general, and for German development cooperation in particular.

Abstract:: It is now widely recognized that emigrants and their descendants contribute greatly to the development of their countries of origin or ancestry, not only with remittances but also by starting businesses, through exchanges of knowledge, and more. And many migrant-origin countries have invested in connecting with their diaspora and leveraging its contributions. Far less attention has gone, though, to how countries of destination with substantial official development assistance programs are supporting—or could support—their resident diasporas’ engagement in the development of countries of origin. This report explores the diaspora engagement actions and policies of Western donor governments—including France, Germany, the Netherlands, Norway, and the United States—highlighting distinctive features. It considers a variety of modes of engagement, such as assistance with forming or strengthening diaspora organizations, grants for diaspora-led development projects, consultations, skills circulation initiatives, and support for entrepreneurship. The report also explores why more destination countries have not (consistently) operated diaspora-for-development programs, and offers lessons about effectiveness and sustainability.

Abstract:: This paper explores why business engage with the SDG agenda, with a view to understanding the business case for the SDGs. Building on and extending the responsibility literature’s discussion of the business case for responsibility, the paper develops a conceptual framework for analyzing why business engage with the SDGs. This framework is employed to analyze why a sample of 21 Danish companies decided to engage with the SDG agenda. The analysis finds that most companies view the SDGs as a platform for achieving rather conventional business goals such as mitigating risk, saving costs, and differentiating products and services. However, in a few cases, companies use the SDGs as a lever for carving out uncontested positions in future markets. The paper concludes that companies overwhelmingly view the SDGs as a business opportunity rather than as a business responsibility, something that fundamentally may distinguish the SDG agenda from previous responsibility agendas. The paper fills a gap in the extant literature on business responsibility by developing and validating a classification of the business case for the SDGs based on economic value drivers, and by deepening the empirical understanding of, what precisely this business case may be.

Abstract:: Particularly in today’s evolving geopolitical and economic reality triggered by Russia’s invasion of Ukraine, the Caspian region has gained greater relevance whilst acquiring renewed significance. More specifically, one of the geostrategic consequences of Putin’s ongoing assault against Ukraine and its broader implications for the global economy has been the enhanced impetus for ensuring the pragmatic and strategic utility of the “Middle Corridor” (also more formally known as the Trans‑Caspian International Transport Route, or TITR) for the Caspian region and beyond as a viable commercial transport route alternative to the long‑established northern pathway through Russia. China, which has been eager to expand its economic networks, had hoped to dominate economically the utilization of the Middle Corridor as part of an expanding BRI. But at least some of the countries in the region (and beyond) have grown increasingly uneasy about participating in it. They have viewed China as leaving many of its BRI promises unfulfilled. And they have also become more concerned that Beijing’s BRI engagement comes with too many geopolitical strings attached and can lead to debt traps. By and large, China has invested in a number of infrastructure projects in Central Asia within the framework of BRI. Most of China’s activity has taken place on the eastern shore of the Caspian. Major port, pipeline, and infrastructure projects on the Caspian’s western shore have been done without much, if any, direct Chinese involvement. Making the Middle Corridor work properly is not an easy task: it will take considerable degrees of time, financial means, and political commitment. With many economic and political challenges lingering around, by no means, the cross‑country transportation route could become the cheapest option any time soon. Thus, the paper presents the different ways the investors see their investments contributing to development in the area. The paper is based on interviews with the investors and field work in the areas of investments.

40. Economic and Social Impacts of FDI in Central, East and Southeast Europe

Abstract:: This study assesses the economic and social impacts of foreign direct investment (FDI) in 17 economies in Central, East and Southeast Europe (CESEE). More precisely, we investigate how different FDI inflows have affected various economic and social indicators, such as GDP growth, labour market outcomes, and poverty and inequality, for the period since the fall of communism until 2020. We pay particular attention to FDI that originates from the EU, as well as FDI from Germany and Austria, in order to evaluate whether their effects are different from the effects of FDI from other places of origin. We also examine whether there are differences in the impacts of different types of FDI – equity capital, reinvested earnings and intra-company debt, as well as of FDI that goes to different sectors of the economy – the primary, secondary and tertiary sectors. We find that FDI inflows have had, in general, a positive effect on economic growth in CESEE, and that this effect has been particularly strong for German and Austrian FDI. For total FDI, higher inflows of 1 percentage point (pp) of GDP are associated with 0.19 pp higher GDP growth. For FDI from Germany and Austria, this effect is five times higher – FDI inflows of 1 pp of GDP have led to 0.9 pp higher GDP growth. The positive GDP effects have come from the higher consumption and exports that the FDI has induced. FDI inflows have also reduced unemployment and increased wages, but have had no effects on labour productivity. Total FDI has had only limited effects on inequality and poverty, but FDI from Germany and Austria has been found to reduce both inequality and poverty, likely because they have benefitted mainly lower-income persons. There are differences in the effects of the different types of FDI, with reinvested earnings and equity capital having in general more beneficial effects than intra-company loans. Also, FDI in different sectors of the economy has had different effects, with inflows to the secondary and tertiary sectors having greater effects than inflows to the primary sector. The policy implications of these results are that CESEE economies should not give up on their efforts to attract more FDI, but also that their endeavours should be more targeted, focusing on investments that have greater economic and social impacts. Moreover, foreign investment should not be criticised for the perhaps unsatisfactory economic and social performances of the economies from this region. Instead, the reasons for this should be sought in domestic factors and in the modest growth of the European Union during the past two decades.

Abstract:: If firm profits rise to a level far above than what would have been earned in a competitive economy, this might give the firms market power, which might in turn influence the activity of the government. In this paper, we perform a detailed empirical study on the potential effects of firm profits and markups on government size and effectiveness. Using data on 30 European countries for a period of 17 years and an instrumental variables approach, we find that there exists a robust relationship between firm gains and the activity of the state, in the sense that higher firm profits reduce government size and effectiveness. Even in a group of developed countries, such as the European countries, firm power may affect state activity.

Abstract:: Despite tensions over China’s discriminatory business practices, China’s trade continues to thrive, and the country has taken over from the United States as the first destination for foreign investment. American and European businesses continue to be engaged in China’s large and growing market, even amid a trade war between China and the United States. Drawing on surveys of companies and international comparisons, we show that – contrary to the prevailing narrative – China’s business practices have improved significantly in recent years. China’s business environment is today generally more favourable than that in other large countries at similar levels of development and, in some though certainly not all aspects, is in line with the Organisation for Economic Co-operation and Development average. Differences over geopolitics and human rights must be addressed, but it is clear that trade and investment agreements conditioned on accelerated reforms in China would yield substantial dividends. The benefits of such deals would accrue not only to foreign investors in China and exporters to China, but also to consumers and importers in the European Union and, especially, in the US, where punitive tariffs on China remain in effect. Critical aspects in the negotiations would include better access for American and European investors to China’s market for services and improved enforcement of rules and regulations in China. As in many middle-income countries, uneven enforcement of the law (rather than the law itself) remains a critical problem in China.

Abstract:: The Evaluation of Danish Support to Climate Change Adaptation in Developing Countries has just come out. But what knowledge does it build on and what fundamental questions does it explore? This Preparatory Study, commissioned by the EVAL Department of Denmark’s Ministry of Foreign Affairs in 2019, lays the groundwork for the evaluation. It sought to help define the scope of the evaluation; identify potential country case studies, case projects and evaluation themes; and point out overarching issues and questions to be addressed in the evaluation. To do so, the study provides overviews of all Danish climate change adaptation-related Official Development Assistance (ODA) from 2008 to 2018 and of adaptation support through the Danish Climate Envelope, which provides Fast Start Finance for climate change mitigation and adaptation in developing countries. The study also includes an analysis of trends and gaps in the Climate Envelope. These, and other outputs from the study, are now available in this DIIS Working Paper. The paper’s analysis and findings continue to have relevance for discussions of how we approach climate change, particularly adaptation, in Danish development assistance.

Abstract:: The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources? The paper addresses this question by exploring the implications of recent climate change and livelihoods research on how we approach fragility and, by extension, stabilisation. On the basis of such research, the Working Paper advocates a move away from a sector-based understanding of fragility towards a way of working that is more in line with contextual realities, alongside the ‘comprehensive approach’ to stabilisation that Denmark promotes. The key message is that, programmatically, Danish stabilisation efforts across both regions could benefit from a more explicit focus on supporting the variability that dominant livelihood strategies require and that need to be considered if sustainable security and development outcomes are to be achieved. Failing to do this will only serve to marginalise key communities and may drive them further into the arms of radical groups.

Abstract:: The upcoming EU Action Plan against migrant smuggling 2021-2025, like its predecessor, suggests that the prevention of and the fight against migrant smuggling will continue to be at the centre of a strong and comprehensive European approach to migration management. However, to be effective, the Action Plan must rely on the growing evidence-base concerning the structure and organization of migrant smuggling, as well as rethink the way smuggling research and analysis is produced. Doing otherwise may seriously impact the Action Plan’s implementation and outcomes. Recommendations: Demand that gender, race and class perspectives are present in smuggling and counter-smuggling research and analyses in ways that identify the wider impact of EU actions on communities in countries of origin, transit and destination and within the EU. Include the perspectives of third-country, junior and female researchers, scholars and policy analysts, and involve stakeholders and informants beyond those typically reached out to during research, policy making or knowledge generating processes. Create an open access database that includes examples of smuggling caselaw and legislation that showcase the impact of EU law enforcement agencies’ counter-smuggling efforts in transit, destination and origin countries and within the EU to demonstrate clear efforts towards transparency and accountability.

47. Governance, Social Policy, and Political Economy: Trends in Norway’s Partner Countries

Abstract:: In 2017–2018, NUPI (the Norwegian Institute of International Affairs) headed a project where political economy analyses were undertaken in eleven of Norway’s partner countries. These analyses were published as eleven separate reports. The reports focused on power relations and political developments in the partner countries, but they also analyzed the nature of governance. After the publication of the World Bank’s Worldwide Governance Indicators for 2019, the MFA approached NUPI and requested that we summarize the findings of this report for Norway’s eleven partner countries and assess these findings in light of the political economy analyses. We were also asked to investigate whether there were any connections between the nature and quality of governance on the one hand, and the nature of social policies and the human rights situation on the other. This report presents the findings of this assessment of the governance scores in the light of the above-mentioned political economy analyses. The report is structured as follows: Firstly, after briefly describing the governance indictors used by the World Bank, we summarize the eleven countries’ scores on the various governance indicators. Secondly, we assess the evolution of governance in the eleven countries, by comparing the scores in the 2019 report with those from 2011. Thirdly, we summarize the findings of the political economy analyses of the eleven countries and discuss how they fit with the governance scores. Finally, we present the eleven countries’ expenditure on social policies, as reported in the ILOs World Social Protection Report, and the human rights situation for the partner countries, and then describe how these findings relate to the governance scores.

Abstract:: The EU’s current policy approach toward Venezuela is insufficient to contribute meaningfully to a political transition in the country and protect human rights. Oftentimes, the EU’s policy has been at odds with the US, having permitted unrelated disagreements to cloud its recognition of its strategic interest in a free, prosperous, and democratic Venezuela. The Nicolas Maduro regime’s illicit investment schemes have found fertile ground in the EU at large, with a particular hotspot in Spain. A torrent of investments and acquisitions has allowed corrupt cronies in Maduro’s entourage to engage in unfathomable kleptocracy and stash their ill-gotten gains in the eurozone, vitiating the rule of law in the process. The EU consistently underappreciates the Maduro regime’s multi-faceted security threat, which intersects with and compounds many of the EU’s greatest geostrategic challenges in the post-COVID-19 landscape. China, Cuba, Iran, and Russia are all at once strategic rivals of the EU and enablers of the Maduro regime’s threat to its security. The Joe Biden administration’s commitment to multilateral engagement in Venezuela offers the EU a chance to reclaim transatlantic cooperation and present a common vision for political transition in the country. Beefing up sanctions and developing a coordination mechanism, as well as drumming up humanitarian aid, would constitute serious progress and potentially thrust the EU into the role of indispensable actor in Venezuela’s democratic restoration.

Abstract:: On 18 December 2020, the European Commission welcomed the political agreement reached between the European Parliament and the Member States allocating €79.5 billion to a new Neighbourhood, Development Cooperation and International Cooperation Instrument (NDCI) for the period 2021- 2027. Since its creation, the European Union has been a major player in public aid granted by rich countries to developing countries. The European Development Fund (EDF) was launched by the Treaty of Rome in 1957 and for decades provided aid to the former colonies in Africa, the Caribbean and the Pacific (ACP). The eleventh EDF, covering the period 2014- 2020 with a budget of €30.5 billion, will be replaced by the NDICI (Neighbourhood, Development and International Cooperation Instrument). The Union and its Member States are the world's largest donor of official development assistance. Their contribution of €74.4 billion in 2018 represents more than half of the OECD countries’ Official Development Assistance ($150 billion in 2018).

Abstract:: This paper explores the UK’s proposed “Indo-Pacific tilt” from a development perspective. In light of recent cuts to the UK’s official development assistance (ODA), we ask how the UK can use scarce development resources in the Indo-Pacific more effectively to capitalise on opportunities to support strategic objectives while ensuring that ODA remains squarely focused on development priorities. Our analysis seeks to understand both how the UK is positioned within the Indo-Pacific, which is an already-crowded development landscape, as well as where the UK’s strategic and developmental priorities in the region might meaningfully overlap. We find that while there are some opportunities for the UK to support both development objectives and strategic interests concurrently in the Indo-Pacific—such as in the provision of regional and global public goods—the countries with the greatest strategic value to the UK are not those where additional ODA could contribute most clearly to poverty reduction. We conclude the paper with six policy recommendations. Among others, we propose that the UK should consider partnering with other like-minded providers to maximise its presence in the region.

53. Translating Results-Based Financing from Theory to Operational Reality: Lessons from the Practical Application of RBF at the European Commission

Abstract:: esults-based financing (RBF) is one of several broad approaches to finance official development assistance (ODA) “that attempt[s] to connect at least a portion of payment to the verified achievement of results.” Despite some relatively high-profile programs and pilots—and broad interest and curiosity—RBF approaches have yet to penetrate the routine operations of large institutional grant- and contract-based funders, many of which are governed by complex bureaucracies, restrictive financial regulations, and deeply entrenched, risk-averse corporate cultures. The European Commission (EC) is one large and influential donor that has shown a long-standing interest in RBF approaches but is still in initial phases of implementation. Informed by a research partnership between the Center for Global Development (CGD) and EC Commission Directorate-General for International Partnerships (INTPA), this Policy Paper reflects on the experience and lessons learned in attempting to operationalize RBF at scale within a large funder of ODA, with important implications for the broader international development community. Starting at the macro level, it considers the institutional prerequisites for adoption of RBF within a donor agency—in this case, the European Commission/INTPA. It then zooms into the project-level design and negotiation process, including the choice of implementing partner (in this case a United Nations agency) and political and technical stumbling blocks. It concludes with a discussion of remaining challenges for broader use.

Abstract:: As the EU prepares to significantly scale up its deployment of blended finance, guarantees, and other risk-sharing tools aimed at stimulating investment in developing countries, and, in the face of spiralling needs as a result of COVID-19, this paper analyses how the EU could use its development budget to incentivise private investment in human capital. Abstract:: This paper studies the role played by politics in shaping the Italian railway network, and its impact on long-run growth patterns. Examining a large state-planned railway expansion that took place during the second half of the 19th century in a recently unified country, we first study how both national and local political processes shaped the planned railway construction. Exploiting close elections, we show that a state-funded railway line is more likely to be planned for construction where the local representative is aligned with the government. Furthermore, the actual path followed by the railways was shaped by local pork-barreling, with towns supporting winning candidates more likely to see a railway crossing their territory. Finally, we explore the long-run effects of the network expansion on economic development. Employing population and economic censuses for the entire 20th century, we show that politics at a critical juncture played a key role in explaining the long-run evolution of local economies.

Abstract:: In 2020-2021, Prime Minister Boris Johnson undertook to fundamentally change the operational mode and strategy of relations between the United Kingdom and the African continent bequeathed by his predecessors since 1997. Great Britain and Africa : Boris Johnson's Strategic Reversals He first put an end to the autonomy and power of the great Department for International Development (DfID), by merging it with the Foreign Office. Deciding to make the granting of aid political, he also reduced its amount on the grounds of the recession hitting the country but against British legislation itself. His strategy for external deployment, adopted in March 2021 and based primarily on an “Indo-Pacific tilt”, has marginalised the relationship with Africa to which Theresa May had wanted to give new impetus in the perspective of the Brexit in 2018. While taking up her concept of “Global Britain”, her successor now seems to want to limit ties with Africa to business relations, highly impacted by the coronavirus pandemic, as well as minimal participation in security efforts on the continent. This note analyses such reversals in a historical perspective of the end of a relational cycle. It concludes that Boris Johnson’s very personal policy towards Africa is too reductive not to be amended. In particular on aid and fundamental rights, it neglects the complexity of British positions towards this continent. By reaffirming the strength of the strategic relationship with the United States, it will also have to adapt to the new African policy of the Biden administration.

While the current strategy’s broad principles continue to hold, it must now adapt to the post-pandemic world’s challenges. Furthermore, the original strategy only provided a high-level roadmap, with many areas requiring further development. Abstract:: Foreign direct investments are the cornerstone of the current government’s economic policy. In their statements, the officials call them drivers of development, saying that they have enabled the revival of the economy and turned Serbia into the “economic tiger of Southeast Europe.”1 The fact that the value of the investments Serbia has managed to attract is greater “than what was achieved by all the countries of the Western Balkans put together” 2 is often mentioned as the key measure of success. However, the story of brilliant success quickly loses its lustre when one considers the long-term effects and all-encompassing consequences of this policy. Due to the way they are contracted and implemented, foreign direct investments represent one of the key mechanisms for capturing the state. Hiding behind the stories of a better future and new jobs, the government is breaking down the system of legal regulations and statutory procedures, promoting private interest to the detriment of the public one, and using foreign investments as propaganda ammunition to legitimise unlimited power. The results of such policy are a number of negative consequences for the state and the citizens, such as the increase of public debt, dramatic violation of workers’ rights and alarming problems with environmental pollution. In order to mask the negative consequences and legitimise the policy of attracting foreign investors based on the above described pattern, a complex narrative has been developed presenting foreign investments as a successful, and the only possible, model for state development. This meta-narrative about progress, which media are building up every day, is based on four basic component narratives: on the economic revival, on the efficiency of personal rule, on transparent contracts and on the opponents of Serbia’s development who ‘unfoundedly’ criticise the government’s economic success. In the analysis of the narrative we will focus on the statements of officials made since 2012, which is when the regime led by the Serbian Progressive Party came to power. Many of the described mechanisms, such as non-transparent, harmful contracts and unjustifiably high subsidies, also existed during the previous government.3 However, the capture of the state, carried out - among other things - with the help of foreign direct investments, has reached completely new dimensions under the current regime, while the narratives that accompany it have been significantly ‘improved’.

Abstract:: Increased cooperation between Western Balkan economies in the face of continuously increasing cyberattacks, cybercrime and hybrid threats present a key goal of numerous recent European declarations and initiatives. The Declaration of the 2020 Zagreb Summit between the European Union and Western Balkan leaders notes that so-called hybrid activities originating from third-state actors, including disinformation around COVID-19, have become increasingly prevalent in the Western Balkans and calls for increased cooperation to address such threats. Additionally, The Digital and Green Agenda for the Western Balkans, the Regional Cooperation Council, the Regional School of Public Administration and other regional initiatives provide a general framework for enhanced cooperation. In addressing these important issues, this paper identifies the ways in which closer regional collaboration is beneficial for building resilience, enhancing regional cybersecurity and enhancing strategic communication, collaboration and partnerships. The cybersecurity workforce shortage, skills gap and slow progress in public administration reforms are significant concerns for economic development and national security in the region, especially given the rapid digitization of global and regional economies.

Abstract:: The United Nations’ 2030 Agenda is a global action plan for sustainable development and a key priority for the UN and its member states. Within the 2030 Agenda, SDG 16 has a pivotal role highlighting the security-development nexus and emphasizing the need for strong institutions which adhere to good governance principles. The achievement of SDG 16 requires that national security sectors are well governed, subject to civilian oversight, and respectful of human rights and the rule of law. The bloc needs to manage these dependencies while maintaining the fragile consensus between member states on the European Green Deal and fulfilling its ambitions for global climate leadership. The EU should help deliver a green grand bargain by making use of all its sources of economic, multilateral, and soft power. The bloc should reframe the international debate on energy security to focus on clean energy resources and efficiency, engaging in the market reforms needed to incentivise this shift. The EU should make every effort to reassure countries in the global south that the green transition will not leave them behind. The Global Gateway provides a strong framework for doing this – as would an EU Co-innovation and Green Tech Diffusion Fund. The EU also needs to place European sovereignty at the centre of its internal narrative on the European Green Deal. This could help win support for the agreement from member states that are concerned about the economic and social effects of the green transition.

Abstract:: The Covid-19 pandemic prompted a strong re-engagement in global health. Because the pandemic coincided with geopolitical rifts between the US and China, but required a global response, the EU and its member states took responsibility to safeguard the World Health Organization (WHO) and initiated global arrangements for vaccine sharing for developing countries. Within the EU, mandates and global health functions have traditionally been underdeveloped and divided between the development and health sectors. For the Netherlands, this is perhaps the case to an even larger extent. Development funding has focused primarily on sexual and reproductive health and rights, and the health ministry has had limited interest and capacity on international health issues, with the exception of certain specific issues such as Anti-Microbial Resistance (AMR) and medicine prices. Spending on global health by both the EU and the Netherlands has been fragmented, with mainly ad hoc budgets being made available for the international pandemic response. This policy brief calls for a structural response and more coherent outlook on global health.

70. Priorities for a Development-Friendly EU Carbon Border Adjustment Mechanism (CBAM)

Abstract:: The European Commission unveiled the Carbon Border Adjustment Mechanism (CBAM) in July 2021 as part of its “Fit for 55” climate-policy package. The European Commission had announced this trade-policy instrument under the Green Deal in 2019 as a means of implementing more ambitious climate-policy goals without energy-intensive sectors transferring their emissions abroad (carbon leakage). The CBAM proposal envisages imposing a levy on imports in certain energy-intensive European sectors that is proportional to the carbon content of the goods concerned. The proposal complements the EU’s existing Emissions Trading System by requiring importers of goods purchased from especially energy-intensive sectors (steel, cement, electricity, fertiliser and aluminium) abroad to purchase carbon certificates based on emissions data from abroad. CBAM is primarily designed to promote an ambitious climate policy for the EU. However, the EU’s current proposal creates the impression that it is mainly about improving domestic competitiveness at the expense of climate-policy effectiveness and development prospects. The draft legislation must now be fleshed out in detail by the EU member states and the European Parliament. In addition to addressing climate-policy effectiveness and compatibility with WTO legislation, account must also be taken of the impact on European trading partners, and, in particular, poor developing countries. Many developing countries are expected to face additional export costs as a result of the CBAM. The EU should carefully evaluate the associated disadvantages for developing countries and work towards achieving a development-friendly design of the mechanism. Corresponding improvements should be made to the CBAM in the EU’s legislative process going forward: • The EU must ensure that the border adjustments do not have a detrimental impact on poor countries. Least developed countries (LDCs) should be exempted from the CBAM. • The EU should provide targeted support to the developing countries affected by the mechanism, for instance, by building their capacity for implementing the CBAM and for reducing carbon emissions in the sectors concerned. • The EU should assist low- and middle-income partner countries with the decarbonisation of their manu¬facturing industries. • The EU should also recycle revenue from the CBAM by deploying it primarily for climate-policy purposes abroad. • The affected countries should be involved to a greater extent in future through consultations and diplomatic dialogue in the process for further develop¬ing the mechanism.

71. Municipal Development Policy in Germany: Current Status and Prospects

Abstract:: German municipalities are getting increasingly involved in development policy work in Germany and abroad, with the nature of that involvement becoming ever more diverse. However, very little is known about the background or the type of these activities. Against this backdrop, the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) has conducted a study of municipal development policy (MDP) in Germany. Financed by the Service Agency Communities in One World (SKEW) of Engagement Global, this research drew upon a previous study carried out by DIE in 2009 (Fröhlich & Lämmlin, 2009) with the aim of identifying the current status of and trends in development for this policy area. To this end, DIE collaborated with the German Institute for Development Evaluation (DEval) to conduct a survey of municipalities throughout Germany. In addition, semi-structured qualitative interviews were held with representatives of municipalities and relevant national and federal-state institutions. As the results show, involvement in MDP on the part of German municipalities is increasing in the context of enabling national policies and changing frameworks for international cooperation (e.g. 2030 Agenda). Large municipalities engage far more often in development policy than small municipalities. The latter often focus on low-threshold activities with fewer requirements for project management, such as the promotion of fair trade. In a number of cases, small municipalities carry out projects based on inter-municipal cooperation. MDP covers many different topics, from information and education work to diverse forms of partnerships with municipalities in the Global South. The number and variety of stakeholders involved in the municipal administration partnerships are increasing, along with the functions they carry out. Municipalities serve as implementing agents, facilitators and networkers. They are partly motivated in their international work and corresponding activities by self-interest. Their involvement, for instance, may allow them to take on international responsibility or increase their appeal as an employer to new recruits. Development policy is a shared responsibility of the German national government, federal states and municipalities. MDP is a voluntary municipal activity and is thus not practised everywhere. Human resources are often insufficient and the required knowledge is difficult to obtain. In some cases, municipalities consider the expenditure associated with the management of MDP projects to be too high. Nonetheless, municipalities make a key contribution to transnational sustainability policy through their work, most especially by enabling global objectives to be localised and/or contextualised. One of the specific benefits of MDP is its proximity to citizens and direct contact with local stakeholders in Germany and abroad. However, when measured using conventional metrics and indicators for development cooperation (such as Official Development Assistance, ODA), the municipal contribution is still insufficiently discernible. It is important to continue providing support to municipalities, with as little red tape as possible, in order to fully exploit the potential MDP has in municipalities that are already involved in this work and those which are not yet involved.

72. The External Dimensions of the European Green Deal: The Case for an Integrated Approach

Abstract:: The European Green Deal conveys the EU’s ambition to adjust and “green” its economic growth trajectory and become climate-neutral by 2050, as part of its contribution to the Paris Agreement and the Sustainable Development Goals. While being ambitiously pursued within the Union’s own borders, the Green Deal also has strong external ramifications, as the EU leaves a tremendous ecological footprint in other parts of the world. The EU has referred to this “external dimension” of the Green Deal without further defining it, and appears to primarily understand it as a reflection of the internal strategies and as a call for the EU’s partner countries to follow a sustainable recovery trajectory similar to its own. A number of proposed EU domestic strategies (e.g. biodiversity, blue economy or farm-to-fork) contain chapters on global aspects, yet the EU seems to follow a predominantly sectoral logic to implementing the external dimension of the Green Deal. This approach has certain shortcomings. For one, it creates uncertainty for partner countries on how to adapt to the EU’s new rules, regulations and standards, and the extent of EU support for adjusting to this. It also creates a vacuum for member state engagement by means of their economy, finance, climate and foreign policies. Last but not least, it lacks clear governance mechanisms to address potentially conflicting policy objectives and to strive for greater coherence of domestic and external EU policies. Ultimately, the EU needs to define the different external dimensions of the Green Deal and promote an integrated approach. Whereas this applies universally to all partner countries of the EU, we focus in particular on developing countries in this paper. We consider these dimensions to be (1) promoting the Green Deal in bilateral and regional cooperation, (2) ensuring coherence and addressing negative spillovers, both in trade and domestic policies and (3) the EU’s global leadership in multilateral fora. Combining those three dimensions and governing them across EU institutions and member states allows for the external response to become an integral part of the EU Green Deal. Such an integrated approach allows the EU to claim leadership vis-à-vis other global powers, make credible commitments in multilateral fora for successful “green diplomacy”, and use its market and regulatory power to transform itself and others. In its bilateral relationships, the EU needs to strike a “deal” in the true sense of the word: together formulating and “owning” cooperation agendas that are clear in terms of what is in it for the EU’s partners and how the EU will cushion the potential negative adjustment costs of partners. Overall, the EU needs to avoid a “projectisation” of the external dimension of the Green Deal and clarify how the different Commission services and member states aim to work together to deliver the Green Deal, including through its various external policy areas, of which development is just one.

Abstract:: This paper analyses the European Union’s (EU) evolving motivations, priorities and current approaches to development cooperation under the label of “Team Europe”, following its introduction in April 2020 as the European Union’s global response to the COVID-19 pandemic. It assesses what Team Europe is, to what extent and how the Team Europe approach has changed the EU’s development cooperation, which effects it has on EU initiatives to support partner countries, and discusses the implications of Team Europe on the EU’s development policy in the medium and long term. The paper analyses the Team Europe approach along four dimensions, which are traditionally emphasised in the EU’s development policy: (i) visibility, (ii) effectiveness, (iii) ownership and (iv) integration. It concludes that Team Europe primarily seeks to increase the visibility of EU’s actions in support of partner countries and prioritises European ownership of cooperation priorities over developing country ownership. Although ‘effectiveness’ efforts focus on improving efficacy of the intra-EU-MS coordinated processes, it remains unclear whether Team Europe promotes more programmatic collective action among member states.

Abstract:: Europe faces a looming shortage in skilled workers, one linked to both growing demand in knowledge- and service-intensive sectors and to its aging population and shrinking workforce. For education and training systems, the question is how to train people for the jobs of tomorrow. For migration policymakers, the question is how to attract and retain foreign workers with in-demand skills and experience to help address the shortfall. These priorities are reflected in the European Commission’s New Pact on Migration and Asylum and in the Talent Partnerships the pact proposes. These partnerships will combine new mobility schemes for workers or students from certain non-EU countries with related investments in capacity-building in partner countries, with the aim of attracting talent to Europe and fostering deeper cooperation with third countries on migration. As the European Commission and its partners prepare to launch the first Talent Partnerships in 2022, this MPI Europe policy brief explores how and under what conditions the partnerships could help meet Europe’s labor market needs and provide more tangible benefits for partner countries and migrants themselves. It draws on the experiences of the European Union’s legal migration pilot projects and other past mobility schemes, as well as expert insights, to offer lessons learned on issues including: selecting which countries to partner with, building flexibility into mobility schemes, and thinking critically about how these schemes can dovetail with other policy interventions.

Some are also concerned about the manner in which returns are carried out, with research suggesting that voluntary returns are both more humane and less costly than forced returns. In April 2021, the European Commission published its first EU Strategy on Voluntary Return and Reintegration. The strategy lays out principles to strengthen European assisted voluntary return and reintegration (AVRR) programs, increase voluntary returns, and improve the return process and post-return reintegration assistance. To achieve the strategy’s objectives, European policymakers will need to invest in an often-neglected dimension of AVRR—cooperation with migrants’ countries of origin. This policy brief explores the ways in which origin- and destination-country priorities on returns diverge, opportunities for cooperation where their interests align, and possible next steps for building on the principles outlined in the EU strategy.

Abstract:: Italy was itself a recipient of foreign aid and has now become a donor engaged in multiple forms of humanitarian helping abroad and at home. The institutional context of humanitarian helping in Italy is constituted by a moving constellation of relationships between the state, the church, and the nonprofit sector. As we see the changing institutional context for Italian nonprofits with decreasing public solidarity, negative discursive framing, and the need to diversify fund-raising channels, Italian businesses are being sought out for partnerships between profit and nonprofit actors (De Marchi and Martinez 2020). As in other donor countries, there has been a weakening of public trust in the traditional aid sector of Italian nonprofits combined with recently decreasing national funding for humanitarian helping abroad. These trends have led to an increasing need for nonprofits to pivot their fund-raising campaigns toward individuals and social networks such as Facebook (De Carli, 2019c). Today, the interface for “helping” brings together government legislation, state bodies, for-profit organizations, nonprofit organizations, the church, and individuals. To begin to understand the interface of humanitarian helping and the trends in Italy today, this working paper documents and explains the history of Italian cooperation for development and humanitarian helping. The next section will explore changes in perceptions of non-state helping and doing good. The third section will turn to government-based helping in contemporary Italy to understand the formal structures shaping humanitarianism and international development. The fourth section examines the institutional organization of the contemporary development cooperation system that links actors in helping interventions. Within this, we examine the public funding trends for development helping. Section five then examines the private funding available. Finally we conclude with some reflections on what this institutional context suggests for the mix of public and private helping abroad.

Abstract:: In the often heated European policy debates over migration, conflict, lack of development, population growth, and climate change are often described as the ‘root causes’ that make people seek refuge and a better life in Europe. However, recent research-based literature on the links between migration and development stands in stark contrast to such simplified assumptions. This new DIIS Working Paper explores the relationship between migration, development, and foreign aid. It builds on insights from both quantitative and qualitative studies focusing on Africa – especially West Africa – and is divided into three parts. It first examines the factors that underpin human mobility, then looks at contemporary African migration trajectories, and finally discusses how migration relates to foreign aid. The paper shows that irregular migration to Europe is limited and a result of economic progress, rather than poverty or conflict alone, thus making foreign aid an ineffective instrument to curb it. Furthermore, the paper argues that foreign aid initiatives often focus on externally defined root causes of migration and rarely attempt to understand locally determined drivers of migration. To better grasp how development policies and migration intersect, more in-depth research is needed.

Abstract:: The economic decline of the Muslim world and the rise of Western Europe has long captured the attention of scholars across disciplines. Explanations largely focus either on Islam, whether its financial institutions or the essence of its teachings, or on Western colonialism as the culprit. In Islam, Authoritarianism, and Underdevelopment, Ahmet T. Kuru puts forward a new explanation rooted in class relations. He takes issue with existing approaches, convincingly demonstrating the intellectual and economic vibrancy of the Muslim world between the eighth and twelfth centuries, undermining arguments about Islam’s incompatibility with progress, and asserting that colonialism occurred too late to explain multiple political and socioeconomic crises. Instead, Kuru identifies the eleventh century as a critical juncture when the Muslim world witnessed the emergence of alliances between Islamic scholars (ulema; singular alim) and the military. These alliances persisted through path dependence and gradually hindered intellectual and economic creativity by marginalizing independent intellectual and bourgeois classes in the Muslim world. In turn, the absence of these classes led to the persistence of authoritarianism and the well-documented underdevelopment in the contemporary period.

Abstract:: Climate change has a severe impact on the livelihoods and economies of developing countries and will constrain achievement of the Sustainable Development Goals on virtually all fronts. While efforts to reduce emissions are obviously vital, it is equally critical that societies adapt to the already ongoing impact of climate change. Integrating climate change adaptation broadly into development cooperation is therefore a pressing issue and has never been more relevant. Discussion of the relationship between climate change adaptation and development and how to ‘mainstream’ adaptation into development support is not new. However, uncertainty persists regarding the ways and extent to which adaptation should be addressed as part of broader development efforts. This new DIIS Report seeks to address the integration of adaptation and development, with a particular focus on Denmark’s development cooperation. The report discusses the linkages between adaptation and development, examines the approaches of selected development actors, and discusses selected trends in Denmark’s funding to climate change adaptation. The report concludes that despite challenges there are currently good opportunities and a growing momentum among key actors towards finally integrating adaptation and development. Denmark should take a global leading role in this by making climate action a main aim in development cooperation, and by adopting approaches that address climate change and development in an integrated manner from the outset of policy development and -programming.

Abstract:: The two first decades of the 21 st Century were marked by the recrudescence of two powerhouses, Russia and China. Given their important role on global geopolitics, these two countries took advantage of the gaps resulted from yet another crisis on the structure of global capitalism, which influenced the relative decline of the United States capacity to impose its will on the international system as they had been able to do so since the end of World War II. This article’s objective is to analyze the global geopolitical rearrangement due to a weakened United States which opened the possibility for the BRICS nations to emerge as possible sources of power. To reinforce this analysis, the world-systems perspective, (here on referred to as WSP) elaborated mainly by Immanuel Wallerstein and Giovanni Arrighi is used, as well as a geopolitical approach to provide a link to international relations theories. Therefore, this paper is divided on to four sections. The first one interrelates the geopolitical theories and those of the WSP. The second section is guided towards understanding the origins and fundamentals of the WSP. On the third section, an approach is made towards the motivations and the effects of the rearrangement of power on the world’s geopolitics. Finally, on the last section, the roles and opportunities that have arisen from the emergence of the BRICS nations on the international system are presented.

Abstract:: The Great Recession renewed calls for a return of state activism in support of the European economy. The widespread nationalization of ailing companies and the growing activism of national development banks led many to celebrate the reappearance of industrial policy. By reviewing the evolution of the goals, protagonists, and policy instru- ments of industrial policy since the postwar period, this paper shows how state intervention never ceased to be a crucial engine of growth across the EU. It argues that the decline of the Fordist wage-led production regime marked a turning point in the political economy of industrial policy with the transition from inward-looking to open-market forms of state in- tervention. The main features of open-market industrial policy are then discussed referring to the cases of the internationalization of national champions in public service sectors and the proliferation across the EU of industrial clusters. Finally, the paper reviews postcrisis in- stances of state intervention and highlights how, rather than breaking with past tendencies, the Great Recession further accelerated the shift towards open-market industrial policy.

Abstract:: The end of the Cold War has given way to an impressive tranformation of the security concept, which has experienced an incredible expansion over the last few decades. This expansion has also gone hand by hand with the emergence of new concepts which might allow better analysis in this realm. The human security concept stands out among such new concepts as a result of its analytical value, in spite of all the criticism it has received. One of the questions which has become securitized in the context of the mentioned expansion of the security concept is migration. However, even if migrations have been approached too frequently from a traditional security concept based on the state and its sovereignty, the human seecurity concepts seems a much better tool for the analysis of this reality and its causes. In this sense, we cannot forget that people become migrants or refugees because they see questioned their personal security. Likewise, we have to pay attention to the extent to which, the host states and, particularly, their societies, may see their political, economic and societal security in danger. Therefore, the analysis should pay attention to the security challenges of both, host societies and migrants and refugees. Besides, only an analysis on the basis of the human security concept will allow us to come up with an accurate response to the question of migratory and refugee flows, this is a response which pays attention to some key aspects such as conflict prevention and management an growth and development promotion in the countries of origin of migrants and refugees, always in cooperation with those countries themselves. Such un analysis will show the indivisible nature of security and the fact that the security of host societies and that of migrants and refugees, far from being incompatible, go hand by hand.

Abstract:: France, Germany, and Sahel countries launched the Sahel Alliance in 2017 with the aim of bringing together major international donors to better coordinate development assistance and other financing efforts for the region. The Alliance aimed to integrate security, development, and governance perspectives but has struggled to find coherence and effectiveness – although it has adopted some novel approaches. The worsening security situation in the Sahel led international actors to then set up new initiatives, including the Partnership for Security and Stability in the Sahel and, more recently, the Coalition for the Sahel. However, the relationship between these initiatives remains largely theoretical, with the practicalities of cooperation and burden sharing yet to be fully defined. These new initiatives risk privileging security solutions to complex problems, meaning that necessary governance reforms may fall by the wayside. This is despite widespread acknowledgement, including from senior French officials, that there is no purely military solution to the varied conflicts and challenges in the Sahel.

91. Regional Development Performance in Council Areas of Scotland with the Highest Percentage of Gaelic Speakers

Abstract:: Research on Gaelic language in Scotland has increased substantially in recent decades, as has Scottish regional development programmes following devolution. However, the overlapping of these two aspects remains limited, particularly in the context of regional development data available on regions where Scottish Gaelic speakers mostly reside. This Research Paper uses the OECD Regional Wellbeing index as a framework to measure regional development in Scotland at the level of council area, comparing this with its percentage of Gaelic speakers. Equivalent data for eight of the eleven OECD topics is analysed and the focus is placed on the three council areas with significant Gaelic speaking populations – Argyll and Bute, Na h-Eileanan Siar and Highland. The results show that these three regions consistently perform average or good across the eight topics measured, in comparison to the national average in Scotland. This demonstrates that Gaelic language is not a hindrance to development and the three regions perform comparably to other remote council areas such as the Orkney and Shetland Islands.

Abstract:: The November 10th, 2020, trilateral agreement signed by Azerbaijani President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan, and Russian President Vladimir Putin could become the most significant geopolitical development in the South Caucasus since the collapse of the Soviet Union—perhaps even more than the establishment of the Baku-Tbilisi-Ceyhan oil and Baku-TbilisiErzurum natural gas pipelines. But it is not yet clear that key actors in the Transatlantic community appreciate this opportunity, especially Washington and Paris, who along with Moscow, comprise the Co-chairs of the OSCE Minsk Group, the supposedly impartial mediating body of the Nagorno-Karabakh conflict. The trilateral agreement defines a peace settlement in line with the framework unofficially agreed by the leaders of Armenia and Azerbaijan over a decade ago, and thus stands a good chance to hold. The so-called “Basic Principles” or “Madrid Principles” were originally tabled by the American Russian, and French Co-chairs of the Minsk Group in November 2007 at a meeting of OSCE foreign ministers in Madrid.

As part of its independent trade policy, the government has committed to improve access to UK mar- kets for the poorest countries. This note sets out three ways it can do so: expanding duty-free market access while avoiding piecemeal trade agreements that undermine Africa’s own trade integration ef- forts; using an alternative framework for those trade agreements it does negotiate with developing countries; and supporting a “back-to-basics” multilateral negotiation at the World Trade Organiza- tion that could help to rebuild confidence in that institution and thus protect the interests of small and vulnerable countries. After a brief review of the background and context, it sets out specific pro- posals in each of these areas.

Abstract:: Lenka Farkačová deals with the issue of development of networks of cross-generational teams of individual EU countries, which are to serve as tools to achieve the EU’s competitive advantage in the global market. Identifying and retaining employees with high potential and developing their talents for the benefit of the individual is especially important in order to be globally competitive. However, there is a situation where there are several specialized tools for identifying and developing employees, but the size of the population from which potential employees can be recruited is shrinking. What could help countries to deal with the issue of the current and future shortage of people in the labour markets? "The migration of workers1" is a simple answer from many employers (Confederation of Industry of the Czech Republic, 2019). Disregarding statements like this, it is appropriate to find long-term solutions, e.g. in the form of cross-generation cooperation and partnerships teams.
