Abstract:
During her tenure as Prime Minister, Giorgia Meloni has been far more active on the international scene than most observers predicted. Within the first ten months of her tenure, she has traveled to capitals across Europe, Asia, and North Africa and has hosted numerous foreign leaders on official visits. In July, Meloni visited Washington, D.C. where she and President Biden affirmed their commitment to deepening collaboration across various areas of shared interests. Meloni’s foreign policy agenda has touched on a range of issues including, but not limited to, European security, migration, energy policy, and international trade. It is on this last issue that Italy’s decision-making might be most impactful. As the Meloni administration reassesses its economic partnerships around the world, Italy’s relations—and by extension the European Union’s (EU) overarching position—towards the People’s Republic of China (PRC) could witness lasting changes. At the heart of the new government’s economic policy lies its choice of whether to withdraw from China’s Belt and Road Initiative (BRI). Meloni—along with many members of her cabinet—have voiced skepticism towards the agreement. As such, everything is on the table in the run-up to the decision at the end of the year.

In early 2018, UK Prime Minister Theresa May visited China with a British business delegation, seeking a free trade deal and expressing optimism over Beijing’s “one country, two systems” formula for governing Hong Kong (Global Times, January 31, 2018; Zaobao, January 31, 2018). In her first foreign trip since moving into 10 Downing Street, she promised that the “golden era of relations” between the UK and China would be even better after Brexit (Xinhua, February 1, 2018). Since May’s visit, however, a great deal has happened to move UK-China relations in the opposite direction, with the PRC’s suppression of mass demonstrations in Hong Kong (Global Times, July 29, 2020); the implementation of the 2020 Hong Kong National Security Law that London sees as a breach of “one country, two systems” (PRC Ministry of Foreign Affairs [FMPRC], June 12, 2020); the British riposte in offering a path to citizenship for Hong Kongers (Gov.cn, April 14, 2021); and the escalation of tensions between China and its trading partners, particularly the UK’s closest ally, America (FMPRC, September 24, 2021; Xinhua, October 5, 2021). The British establishment, like their American cousins, have changed tack on China of late. In June 2022, MI5 Director Ken McCallum and FBI Director Chris Wray gave a joint address warning business and academic leaders in Britain of the “massive shared challenge” posed by China (MI5, July 6, 2022). Two years earlier, McCallum said that if Russian behavior is like “bursts of bad weather,” then “China is changing the climate” (CIGI, June 2, 2022). Last November, Prime Minister Rishi Sunak, referring to UK-China relations, said that “the so-called ‘golden era’ is over, along with the naive idea that trade would lead to social and political reform” in the People’s Republic (ThePrint, November 29. 2022). Even the pro-engagement business weekly Beijing to Britain admits that no one in the UK Parliament “believes that an enriched Chinese middle class will steer the country towards democracy” (Beijing to Britain, January 24, 2021). Britain’s conundrum in stabilizing commercial relations with Beijing while heeding American sensibilities is as difficult as at any time since Nixon’s groundbreaking trip to China in 1972. Meanwhile in Beijing, the decades-old ordeal of striving to play the British off against the Americans has become an increasingly uphill battle. In fact, much of today’s menu of bilateral issues between London and Beijing, with the Washington factor always hovering in the background, might be familiar to Clement Atlee, Winston Churchill, Zhou Enlai and Mao Zedong. That brings some predictability to the rollercoaster ride of UK-China relations, but unsettling variables have changed the course of relations and pushed London, not to mention the rest of NATO, ever closer to Washington. Specific aspects of the PRC’s increasingly destabilizing and aggressive policies that have rankled London include the removal of Hong Kong as a centerpiece of the UK-China bilateral relationship; and Beijing’s announcement immediately prior to Russia’s full-scale invasion of Ukraine in February 2022, that “the Sino-Russian cooperation has no limits, no exclusion zone, no ceiling” (中俄合作没有止境 ,没有禁区,没有上限) (Global Times, December 24, 2021; Gov.cn, February 4, 2022).

3. Meloni at the Helm: What Does Italy’s New Government Mean for Sino-Italian Relations?

Abstract:
Questions about the unity of Italy’s new government on several key foreign policy issues persist, ranging from the extent of its support for Ukraine to its commitment to various European Union institutions. However, on the issue of China, the new government of Prime Minister (PM) Giorgia Meloni appears united. This bodes well for transatlantic cooperation and could spell trouble for Beijing, which not too long ago entertained ideas of using Italy as a friendly counterweight in Europe. Under Meloni, Italian foreign policy, particularly toward China, is unlikely to chart a dramatically new course. This is largely because the current government has prioritized its commitment to NATO and needs to focus on domestic issues rather than risk upsetting the international arena. While openings remain for Sino-Italian cooperation in economic terms, such cooperation will be geared toward supporting Italy’s domestic challenges and is unlikely to provide Beijing with the significant foothold that it has long hoped to gain in Europe.

At the Shanghai Cooperation Organization (SCO) foreign ministers’ meeting in late July, which included China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan, People’s Republic of China (PRC) State Councilor and Foreign Minister Wang Yi exhorted member states to uphold the “Shanghai Spirit” (上海精神, Shanghai Jingshen) of mutual trust, mutual benefit, equality, mutual consultations, diverse civilizations, and the pursuit of common development (Gov.cn, July 29). He then presented a “five-point proposal” for building an SCO community “with a shared future” (CGTN, July 30). In doing so, Wang echoed President Xi Jinping’s call in his four-point proposal at the BRICS (Brazil-Russia-India-China-South Africa) summit in June —albeit via a rather elemental poetic allegory of fire, wind, and water –to embark on a “righteous course” toward a shared global future premised on inclusive, comprehensive and close win-win cooperation (Qiushi, June 24). BRICS already has a “Plus” mechanism and is mulling an expansion to include “like-minded” partners.

5. 16 + 1: China’s Push Into Central and Eastern Europe Loses Momentum

Abstract:
Since its inception in 2012, the Cooperation between China and Central and Eastern European Countries (China-CEEC; 中国—中东欧国家合作, Zhongguo—Zhong Dong Ou Guojia Hezuo), better known as the 16+1 or 17+1 initiative, has often been described as a security risk with the potential to divide European structures and make them serve the interests of the People’s Republic of China’s (PRC). The 16+1 is a Sinocentric economic cooperation initiative comprising China and 16 Central and Eastern European (CEE) countries, which share only a mutual Communist past as a common denominator (in 2019, Greece, which is heavily indebted to China, joined, and the platform was briefly renamed to 17+1). Apart from several different formats such as inter-party dialogues and think tank conferences, the 16+1 holds annual summits attended by state heads, with Premier Wen Jiabao (温家宝) and then Li Keqiang (李克强) the official highest-ranking PRC representatives in attendance. In comparison, two other, similar, Sinocentric regional platforms — China-CELAC Forum (中国-拉共体论坛, Zhongguo- Lagongti Luntan); and the Forum on China-Africa Cooperation (FOCAC: 中非合作论坛, Zhongfei Hezuo Luntan) — are regularly attended by President and General Secretary Xi Jinping (习近平) (China-CELAC Forum, March 1, 2018). Thus far, FOCAC has generated the greatest level of interest from participating regional countries (China Brief, December 3, 2021). By contrast, several CEE countries have distanced themselves from the 16+1 platform: in 2021, Lithuania quit the group and this May, a Czech parliamentary committee urged the government to consider making the same move.

In early December, Major General Shao Yuanming (邵元明), the Deputy Chief of the Joint Staff Department of the Central Military Commission of the People’s Republic of China (PRC), traveled to the Islamic Republic of Iran for rare high-level military meetings. These meetings were held for the purpose of organizing a series of unprecedented joint naval drills between China, Iran, and Russia, which were held in the Indian Ocean and the Sea of Oman from December 27–29. The drills took place just as escalating tensions between the United States and Iran reached a crisis point at the end of 2019. The exercise also signified a deepening relationship between Iran and the PRC in economics, diplomacy, and security affairs. China and Russia have both increased military and economic cooperation with Iran in the year and a half since the U.S. government pulled out of the Joint Comprehensive Plan of Action (JCPOA). However, while Iran’s government has repeatedly touted its deepening relations with China and Russia as a show of diplomatic strength, its allies have been less public about the growing relationship. In December, Iranian officials lauded the trilateral exercises—titled “Marine Security Belt”—as proof that Iran can outlast crippling sanctions with aid from its non-Western allies, and declared that the drills signaled a new triple alliance in the Middle East (Tasnim News, December 29, 2019). [1] By contrast, officials from Russia and the PRC were more restrained, framing the joint exercises as part of routine anti-piracy operations, highlighting their peacekeeping priorities and seeking to depoliticize the drills (South China Morning Post, September 23, 2019; Ministry of Foreign Affairs (Russia), October 2, 2019).

Abstract:
The fast build-up and equally sudden decline of Chinese influence in the Czech Republic offers an interesting case study of vulnerability and resilience in the newly democratic small states targeted by the united front operations of the Chinese Communist Party (CCP). [1] Recent revelations about a powerful Czech financial corporation manipulating public opinion in favor of the People’s Republic of China (PRC) demonstrate the complex dynamics between political and economic actors—both Chinese and local—and how private companies are being leveraged to spread pro-PRC propaganda (Aktuálně, December 10, 2019 / English translation). The main vector of influence in the Czech Republic has been the PRC’s “economic diplomacy,” which downplays political differences and emphasizes the economic opportunities offered by closer relationships with China (Sinopsis, March 11, 2019; China Brief, May 9, 2019). In Central and Eastern Europe (CEE), it builds on promises of investments into local economies still lagging behind those in Western Europe. The promised investments may or may not materialize, but the economic enticement alone creates a conducive environment for the cooptation of local political and business elites in a manner similar to more traditional united front tactics (China Brief, May 9, 2019). Apart from the promised investments by Chinese companies, the reverse allure may consist of market access in China for local companies, which may then be manipulated into becoming propaganda echo chambers for the CCP. The Czech Republic offers examples of both of these phenomena.

8. The Vatican Stays Away from the Hong Kong Crisis Due to Fears of Beijing’s Retaliation

On January 9, in his annual message to diplomatic envoys accredited to the Holy See, Pope Francis voiced concern for the conflicts ravaging parts of the Middle East, Africa, the Caucasus, and Ukraine, as well as for the increasing number of political crises gripping Latin America. However, not a single word was offered about the situation in Hong Kong (Vatican News, Vatican State Website, January 9). Serious socio-political unrest began in Hong Kong last June over a now-withdrawn extradition bill that, according to protesters, would allow the extradition of political dissidents to mainland China (China Brief, June 26, 2019). The pontiff has so far said nothing about the crisis in the city, much to the chagrin of many local Catholics. It seems that the Vatican has no intention of supporting the anti-government movement in Hong Kong, as such a move would hinder its attempts to improve relations with the ruling Chinese Communist Party (CCP) in Beijing.

9. Fair-Weather Friends: The Impact of the Coronavirus on the Strategic Partnership Between Russia and China

In June 2019, during a visit to the Kremlin by Chinese Communist Party (CCP) General Secretary Xi Jinping, the People’s Republic of China (PRC) and the Russian Federation announced that they had “agreed…to upgrade their relations to a comprehensive strategic partnership of coordination for a new era” (Xinhua, June 6, 2019). This continued the warming of bilateral relations nurtured by Xi and Russian President Vladimir Putin, who have met at least 30 times during their respective tenures. The strengthening of ties has seen unusually relaxed encounters between the pair, such as when they made blini (traditional Russian pancakes) together in Vladivostok in September 2018 (People’s Daily, September 12, 2018). In more substantive terms, support from Chinese state-linked financial institutions has played a critical role in the construction of a new wave of Russian energy infrastructure, ranging from the Yamal Liquified Natural Gas Project to the “Power of Siberia” gas pipeline. However, the ongoing COVID-19 coronavirus outbreak has opened a stress fracture in the bilateral Sino-Russian relationship. After weeks of gradually escalating restrictions, reports emerged in late February that Moscow public transit drivers had been instructed to call police if they witnessed Chinese passengers using the transit system (Wangyi Keji, February 25). The PRC Embassy in Russia warned that such actions “will harm the good atmosphere for developing Chinese-Russian relations” (Novaya Gazeta, February 25). While China was initially restrained it its public criticism of Russian measures taken in the course of the COVID-19 epidemic, the decision of the PRC Embassy in Moscow to highlight the discrimination being faced by Chinese citizens in Moscow is a reminder of just how quickly tensions can arise between the two countries, even in the age of “comprehensive strategic partnership of coordination for a new era.”

One year ago, Italy was hitting the headlines as Rome became the first G7 country to formally sign a Memorandum of Understanding (MoU) with China to join the Belt and Road Initiative, or BRI (China Brief, April 24, 2019). For Italy-China relations, 2020 would have been in any case a vital year: marking fifty years since the establishment of official diplomatic ties, the Italian President of the Republic Sergio Mattarella was due to visit China by the end of the year, after People’s Republic of China (PRC) President Xi Jinping came to Italy in March 2019 to sign the MoU (La Repubblica, January 17). However, twelve months later, Italy is finding itself facing the worst health and economic crisis it has experienced since World War II—a crisis in which the PRC is playing a number of prominent roles. This global pandemic has been caused by a new strain of coronavirus that emerged in the central Chinese city of Wuhan (Hubei Province) in late 2019. Officials of the ruling Chinese Communist Party (CCP) at first tried to cover up the outbreak, before having to admit to its existence (China Brief, January 17; China Brief, January 29). It was just a matter of weeks before this disease started spreading worldwide. Beyond China itself, the country that has faced the most virulent outbreak is Italy: as of March 31, the COVID-19 virus had claimed the lives of 11,591 Italians, while 14,620 have recovered out of 101,739 people who tested positive (Corriere della Sera, March 31). Such a horrific outbreak has thrown Italy into the worst crisis of its republican history, and one of the worst in its unitary history. This crisis soon assumed a multifaceted dimension: it became not merely a public health emergency, but also developed into a political, institutional, economic, security, and even psychological emergency, with entire Italian communities under lockdown for weeks.

In March 2019, Italy and the People’s Republic of China (PRC) signed a broad and comprehensive, albeit not legally binding, Memorandum of Understanding (MoU) for Italy to join the Chinese-led Belt and Road Initiative (BRI). This has triggered a significant debate—in Brussels as well as in Washington—about whether this decision signalled an Italian shift away from its historical pro-European and pro-Atlantic position, to a more nuanced position open to deepening strategic ties with China. The MoU is not definite proof of such a shift, and the Italian government has denied any strategic change. However, Italy is the first major European country, and the first Group of Seven (G7) member, to formalize its participation with the BRI project. As such, this development is particularly remarkable.

The December 1, 2018, arrest of Huawei chief financial officer Meng Wanzhou, and the arrest of another Huawei employee in Poland, come on the heels of a series of escalating measures—or measures under consideration—by governments in North America and the Pacific Region to restrict the use of Chinese-manufactured telecommunications equipment. Such measures are now increasingly under consideration in Europe, as well, with major implications not only for the international profile of companies such as Huawei, but also for the construction of advanced communications infrastructure throughout much of the world.
