The war in Ukraine has taken its toll on the stability of the Balkans by reshuffling regional geopolitics and reviving diplomatic competition between the West and Russia. Since the summer of 2022, growing tensions between Kosovo and Serbia have raised concerns about a possible Russian involvement and pushed the European Union to react promptly. By brokering a new normalisation agreement, the West seeks to prevent new hotbeds in Europe and push Russia one step back from the Balkans. Meanwhile, the Russian invasion of Ukraine has given new momentum to the integration process of candidate states, making EU membership a tangible goal rather than an unattainable dream. Will the EU be able to stabilise the Balkans? Will Russia continue to exert its influence in the region? Are Belgrade and Pristina on the eve of a new phase in the normalisation process?

Russia’s invasion of Ukraine has weakened its influence in Central Asia, especially in Kazakhstan. Russia is no longer a regional hegemon, which may increase regional instability. Tensions between Kyrgyzstan and Tajikistan are especially dangerous. Despite Moscow’s diminished influence in Central Asia, regional states cannot afford to completely ignore Russian interests. Western hopes for Central Asian gas resources to be pumped westwards and circumvent Russia remain unlikely to be fulfilled.

Abstract:
In the 20 years since the US-led invasion, Iraq’s political order and elite have proven surprisingly resilient in the face of numerous challenges, including terrorism, civil war, threats of secession, and mass protests. The informal consociational system, party politics, patronage networks, and competing paramilitaries are enduring features of Iraqi governance that have maintained stability even as they present many long-term problems. Despite the system’s resilience, Iraq remains deeply challenged by corruption, a lack of economic diversity and development, climate vulnerability, and some persistent security deficits. Europeans should acknowledge the realities of Iraqi governance and work within them to achieve shared European-Iraqi interests rather than seeking to impose their own ideals or solutions. Europeans could, for example, help Iraqis to manage their youth bulge problem, digitise the economy, and prepare for and adapt to climate change.

The rising centrality of the Indo-Pacific is self-evident. What remains to be defined is the potential role the EU could play, notably as a security actor. Given capacity constraints, the EU’s objectives in the region should focus on credibility and on safeguarding shared interests – for example securing sea lines of communication, an objective also shared by Japan. Hard power remains the preferred language in the Indo-Pacific region. Australia unceremoniously dumping the French contract over US nuclear technology in the AUKUS affair, as well as India’s reluctance to take a position against Russia, a major provider of defence equipment, over its full-blown invasion of Ukraine demonstrate that being able to speak the language of power in a credible and reliable way takes precedence. While the EU will unlikely become a defence security provider à la the United States, it is now clear that it must evolve its global stance. The adoption of the EU Indo-Pacific Strategy and cross-references to it in the EU’s Strategic Compass represent an important milestone for bolstering its security and defence posture. The EU would do well to support its efforts to be a more credible security and defence actor in the Indo-Pacific by upgrading relations with its strategic partners, Japan in primis. Further operational, capabilities development, and industrial cooperation with Japan must be considered and reinforced by triangulation with other strategic partners in the region.

On 6 October 2022 there will be an inaugural EU meeting at summit level, with the EU’s close neighbours also invited, to debate security and stability as part of a budding European Political Community (EPC), as proposed by President Macron with support from President Michel. However, the future functions of the EPC have only been sketched in very preliminary and summary terms, which this CEPS Explainer seeks to explore in more detail. We identify several categories: foreign policy and strategic security, and EU internal policies, consisting of energy security and climate change, economic cooperation and mobility. While foreign policy and security issues are obviously prioritised in official statements, so far in the context of Russia’s war against Ukraine, there are serious limitations over how effective this is likely to be (almost all of the EU’s most powerful allies are outside Europe). The other suggested functions link closely to the EU’s competences and resources, and these do offer scope for more solid and consensual cooperation. Overall, the EPC’s organisation and functions should be designed with all these possibilities in mind, especially serving to complement and not displace the EU’s enlargement processes.

When the Council of the European Union decided on 23 June 2022 to grant Moldova the status of EU candidate country, it boosted the morale of a beleaguered government in Chișinău trying to circumnavigate a daunting series of crises. Since Maia Sandu ousted Socialist President Igor Dodon in the presidential election in 2020 and her reform-oriented Party of Action and Solidarity (PAS) obtained a parliamentary majority in 2021, Moldova has barely had a chance to catch its breath. In the year that followed, the country experienced an energy crisis that almost deprived it of gas in the winter of 2021-2022, a budding economic crisis with rampant inflation, and a security and refugee crisis as a result of Russia’s war against Ukraine. The war in its immediate neighbourhood, with Russian troops advancing in the spring along Ukraine’s southern coast to barely over 100 kilometres of Moldova’s borders, has further complicated the already difficult geopolitical balancing act of successive Moldovan governments. It has also aggravated existing security risks. For years, Moldova has balanced its aspirations to join the EU with its constitutional neutrality and its many dependencies on the Russian Federation. While President Putin was quick to congratulate Maia Sandu on her election and has so far refrained from open hostility towards her government, there are still many vulnerabilities that Moscow already leverages and could further exploit if it chose to destabilise Moldova. Not only is Moldova’s economy highly fragile and dependent on Russian energy, there are also political forces and regions that see their interests threatened by the reforms of the PAS government in Chișinău – and over which Moscow has different degrees of influence. Two of such regions are the separatist region of Transnistria in the east and the autonomous region of Gagauzia in the south of the country. A better understanding of these key vulnerabilities could help the EU and the Netherlands to assist Moldova in reducing them and to increase the stability and resilience of the EU’s newest candidate country. The central question of this research report therefore is to what extent Russia’s influence over Moldovan domestic politics as well as the regions of Transnistria and Gagauzia poses risks to the internal and external stability of Moldova.

In 2019, the Libyan Crisis entered a new (and more violent and messy) phase in which outside powers (for example, Russia) intervened and impacted on developments on the ground (politically and militarily) in a profound way. Abstract:
Security of critical economic and energy infrastructure has become a key element in the agenda of both the EU and NATO. The global balance between energy producers and energy importers needs also to be respected in order to secure the smooth operation of global economy and trade. Global energy organizations like OPEC and GAS OPEC see to that. Constructive, multilateral energy diplomacy via the reinforcement of the EMGF (East Med Gas Forum) is considered as the optimum solution to any destabilizing factor in the region. The Eastern Mediterranean has the potential to become a gas supply source for the EU in the future, alternatively to Russia, which is why it has been identified by Brussels as a future gas diversification source. The official strategy of Cairo is to develop indigenous natural gas resources, with the double aim to increase gas production rates and to export significant amounts to Europe in the immediate future. Egypt is bound to lead gas exports of the Eastern Mediterranean countries and diversification for Europe, through its LNG terminals. The East Med pipeline could follow later on.

After a decade of domestic turmoil, Egypt is looking to regain its former role as a major regional player. Growing stability at home, improving economic prospects, and recent détente across the Middle East have boosted Cairo’s feelings of self-assurance. In particular, Egypt is distancing itself from the anti-Islamist alliance it had joined with the UAE and Saudi Arabia and is engaged in dialogue with former adversaries Qatar and Turkey. Major threats along Egypt’s borders, including water security concerns to its south and the war in Libya, have prompted Cairo to re-engage with its European partners – which it expects to help on these issues. American and European fears that Egypt is “too big to fail” further boost Cairo’s confidence. The Egyptian regime has become somewhat more open to discussing matters such as human rights than Western capitals sometimes assume. Europeans should seize this opportunity as part of a wide-ranging engagement addressing European regional interests as well as ongoing concern about the domestic situation in Egypt.

A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. The fourth in a series analysing the ways COVID-19 is affecting stability across the world, this paper explores the impact on organised crime in the Western Balkans of the health and economic crisis brought about by the pandemic. Criminal organisations active in the Western Balkans have proved very apt at exploiting the evolution of the pandemic and related government responses to expand their activities regionally and globally. The key role played by the European Union in recent times to promote the rule of law and institutional reforms against organised crime in the region is at risk of setback given its limited economic firepower post-COVID-19 and China’s increasing influence through its economic and investment diplomacy. Law-enforcement agencies will struggle to prevent criminal groups from further infiltrating the region’s economies amid increasing budgetary constraints. Western Balkans governments should use the current challenging circumstances as an opportunity to redefine medium- and long-term priorities in their efforts against organised crime. However, for these efforts to be successful, the sustained political and operational support of other countries will be needed, given the expanding international reach of regional criminal groups.

There is a risk that the coronavirus pandemic will increase the demand for stabilisation measures while at the same time complicating their supply. France, Germany, and Sahel countries launched the Sahel Alliance in 2017 with the aim of bringing together major international donors to better coordinate development assistance and other financing efforts for the region. The Alliance aimed to integrate security, development, and governance perspectives but has struggled to find coherence and effectiveness – although it has adopted some novel approaches. The worsening security situation in the Sahel led international actors to then set up new initiatives, including the Partnership for Security and Stability in the Sahel and, more recently, the Coalition for the Sahel. However, the relationship between these initiatives remains largely theoretical, with the practicalities of cooperation and burden sharing yet to be fully defined. These new initiatives risk privileging security solutions to complex problems, meaning that necessary governance reforms may fall by the wayside. This is despite widespread acknowledgement, including from senior French officials, that there is no purely military solution to the varied conflicts and challenges in the Sahel.

Abstract:
The growth of the digital economy in the Middle East and North Africa could become one of the key solutions to the region’s youth unemployment crisis. Governments in the region have taken steps to create an environment in which technology startups can thrive. However, they need to overcome challenges such as flaws in their education systems, bureaucratic inefficiency, and a lack of funding for new businesses. Digitisation not only creates new opportunities for employment and political participation but also enables digital authoritarianism in the region. Europeans must help construct the region’s digital infrastructure, to prevent China from popularising its internet governance model there. The European Union should support the digitisation drive in the Middle East and North Africa through regulation, capacity-building, and funding.

In the spring of 2020, the Atlantic Alliance's "large periphery" to the South, which extends from the Sahel to the Asian borders of the Arabian Gulf, remains in a state of dangerous instability. The health and containment measures taken by the authorities against the COVID-19 crisis have put popular claims to rest. The case of Lebanon shows, however, that the urgency of the pandemic has not made the demands of the population disappear. Beyond managing the health crisis, there is no doubt that the future of the region's leaderships will largely depend on their ability to mitigate both the socio-economic consequences of the COVID-19 crisis, as well as the political ones.

This study on Libya is one of a series of reports prepared within the framework of the EU-LISTCO project, funded under the EU’s Horizon 2020 programme. Libya is a special case within the EU-LISTCO project. It is in the western region of North Africa, bordered by the Mediterranean Sea to the north, Algeria and Tunisia to the west, Chad and Niger to the south, Sudan to the south-east and Egypt to the east. The security and stability of Libya is fundamental for the economic and political future of Europe, particularly in relation to migration, radicalisation and political economy. Because of the NATO-led intervention that brought about the collapse of the Libyan Arab al-Jamahiriyah, the country has now entered an interrelated social, economic and political crisis, and violence has been simmering for the past eight years. While the collapse of the previous government has been beneficial for some, numerous armed political actors now control the Libyan territory, supported and funded by external powers that often have contradictory political agendas. The purpose of this report is to answer the following research questions: what is the background of areas of limited statehood and contested order in Libya?; how and when can areas of limited statehood and contested order in Libya turn into governance breakdown and/or violent conflict, and how can these threats affect the security of the EU?; what are the resilience mechanisms in Libya?

The main subject of interest of this paper is the current situation and the trend of international terrorism in the European Union explained thorough security analysis of the committed terrorist attacks and their influence on the European security and stability. Even though on the international level there isn’t a common definition of terrorism as a criminal act, the European Union and the Council of Europe through their most important documents set the concept for terrorism which has helped in the process of creating national security systems for the fight against the terrorism. This paper will go through the circumstances of terrorist attacks (failed, foiled, and completed) in the European Union Member States, as well as the conditions of the criminal acts through analysis of the statistical data about the court proceedings and the verdicts.

Abstract:
China has become the largest lender to developing countries, and a major investor there too. As a result, it has a major stake in many countries facing political and economic instability. Western policymakers involved in responding to instability and crises overseas need to understand how China navigates these situations. China’s approach is similar in some respects to that of Western states, but there are also important differences. China’s policy towards countries facing political and economic instability is driven by four main concerns: It seeks to strengthen and maintain its partnerships with those countries to ensure they remain open to and supportive of the Chinese government and its businesses. China is determined to protect its financial interests, businesses and citizens from the harms that result from instability. It is concerned to see its loans repaid, its investments secure, its workers safe and its supply chains undisrupted. It wants to maintain its narrative of non-interference. Any intervention in the politics or policies of its partner states must be seen as being at the invitation of their governments (although China may pressure its partners for consent). China wants to increase its influence in the world, independently and distinctively. It is increasingly proactive in its response to instability in partner countries. Some responses seek to address the instability directly; other responses are intended to protect Chinese interests in spite of the instability. This paper analyses the political economy of China’s responses to instability, identifies the types of responses China undertakes, and assesses these responses.

32. The Union for the Mediterranean Ten Years After Its Foundation - How to Overcome the Frustrated Ambitions

Abstract:
It is a busy diplomatic period among the Heads of State and Ministers of Foreign Affairs of the European Union and the Mediterranean countries. On the 24 and 25 February 2019, the EU and the League of Arab States (LAS) are set to hold their very first Euro-Arab Summit at the level of heads of state. The two regional blocks are meant to focus on “stability” and “migration”, going back to prioritising the security and stability agenda over the promotion of democracy and human rights. The aim is also to forge a new European-African Alliance, where Arab countries must play a necessary bridging role. This goal already questions whether the centre of gravity of EU-Arab cooperation is moving away from the Mediterranean to Africa. A few months back, the Conference of Mediterranean Ministers of Foreign Affairs – that includes all EU countries and 10 Arab countries – marking the tenth anniversary of the Union for the Mediterranean (UfM), was held on the 8th of October 2018. However, it passed almost unnoticed on mainstream media. The event could be considered as an achievement in itself given that it gathered the 43 UfM countries, with their divergent and sometimes antagonistic geopolitical agendas – including Israel, Turkey, alongside the European and Arab countries – and allowed to reaffirm a rhetorical commitment to this regional partnership that focuses more on the socioeconomic issues. The Conference did not manage to produce a formal conclusive document, but just a mere declaration signed by the co-presidents1 . The UfM Conference was followed more recently by the Meeting of Foreign Affairs Ministers of the 5+5 dialogue (Western Mediterranean Forum2 ) on 18 and 19 January 2019, where parties adopted a declaration focused on reinforcing western Mediterranean ties focusing on “sustainable development, youth, migration and mobility”3 . The Union for the Mediterranean (UfM) ten years after its foundation - How to overcome the frustrated ambitions 2 In that regard, France is pushing for its initiative of the “Summit of the two shores”, announced by President Macron, that will take place on the 24th of June 2019 in Marseille. It aims to revive the 5+5 Dialogue format, with 10 of the 43 countries of the UfM, while making it more inclusive and less government-driven, including civil society and all actors of the “voices of the Euro-Mediterranean dialogue”. It proposes a new “Mediterranean policy”, hinting on the existing failures of the UfM formula4 . In this paper, the authors zoom in the UfM, today considered, within the Mediterranean countries political and diplomatic circles, as a positive forum for formal political dialogue among its 43 member-states. However, throughout the past ten years, none have passed without analysts or politicians asking for revitalisation and necessary changes in the partnership, which lacks depth and vision. If you address the 43 capitals of the UfM, you are likely to find at least 20 different interpretations of the value and meaning of this somehow forgotten partnership. The EU, on a discursive level, presents the UfM as a model for regional integration complementing its Neighbourhood policy. Southern Mediterranean countries, on their end, continue to maintain low profiles, showing their moderate interest in an organisation which has failed to become a partnership based on equal footing – one country, one vote- that would increase regional economic integration with the EU. Critical security and geopolitical issues are put on the discussion table outside the UfM’s realm, through the League of Arab States or 5+5 Dialogue. The partnership’s lack of coherence and articulation with the other forums and partnerships (Neighbourhood Policy, 5+5, EU-Arab League) contributes to its weakening. At a time when multilateralism is vilified all around the world, when the EU is internally divided and marked by the rise of nationalist populist forces and securitydriven agendas; at a time when the Arab world, all the more divided, stands far from the short-lived optimism brought by the Arab Springs, is the Mediterranean agenda going to be central to its member states’ international cooperation? Will the UfM hold a central place in the Mediterranean agenda and more broadly EU-Arab relations, or just be one of many actors? Despite all its shortfalls, the authors believe in the added value of the UfM forum to advance people-centred socioeconomic models. 33. EU-Turkey Policies in Iraq & Syria: Challenges & Opportunities

Turkey is in every way ideally placed to bridge the EU with its southern neighbours and together tackle their common challenges and myriad business opportunities. The question is, can they align priorities and policies to make the most of the opportunities? The answer is: not easily. Given the complexity of and uncertainty in Turkey and Iraq, as well as Syria’s security dynamics, sustained EU-Turkey convergence in all areas of common interest is unlikely in the foreseeable future. Although both Turkey and the EU have adopted multifaceted foreign policies vis-a-vis the Middle Eastern countries, yet they have converged only on specific issues, such as dealing with the Iran nuclear deal. Both sides consider the US withdrawal from the deal as a “matter of concern”, believing that maintaining the deal and keeping Iran engaged through diplomatic and economic means instead of sanctions or military threats is crucial even after the US withdrawal. Otherwise, Turkey and the EU diverge on the overall approach to the most troubled neighbours, namely Iraq and Syria, which have been sources of grave concern to all. Iraq continues to be a fragile country, struggling to keep its integrity. The country was at the brink of failure between 2014-2017 after the emergence of the so called Islamic State (IS), and further threatened by the Kurdish referendum for independence in 2017. Iraq was pulled back to survival, mainly by international assistance. Interestingly, in 2018 Iraq saw two transformative general elections, one for the Federal and the other for the Kurdistan Region’s Parliament. The outcome of these elections brought about a degree of change in the political landscape, a sense of optimism for future recovery and a clear promise for creating new business opportunities for international partners. However, in keeping with the past, the formation of government in both Baghdad and Erbil became protracted and problematic. These features indicate that the Iraqi leaders remain ill focused on the country’s priorities in terms of state-building and provision of services or addressing the root causes of its fragility. Turkey and the EU share the objectives of accessing Iraq’s market and energy supply, and prevent onward migration of the displaced populations. Of course, the EU is to a large extent dependent on Turkey to achieve its goals. Therefore, it would make sense for the two sides to converge and cooperate on these issues. However, Turkey’s foreign policies in the southern neighbourhood are driven primarily by its own domestic and border security considerations and – importantly – Turkey sees the economic, political and security issues as inextricable. While Iraq has lost its state monopoly over legitimate violence and is incapable of securing its borders, Turkey often takes matters into its own hands by invading or intervening in Iraq, both directly and indirectly (through proxies). Of course, the Iraqi government considers Turkey’s interventions as acts of aggression and violations of its borders, but is unwilling to take measures against them. For Iraq, Turkey is a regional power and an indispensable neighbour. It has control over part of Iraq’s oil exports, water supply and trade routes. The EU, on the other hand, considers Turkey’s interventions as acts of self-defence but frowns upon them as destabilising factors, adding to the fragility of Iraq. In Syria, the political landscape and security dynamics are very different from Iraq, but the EU-Turkish policies follow similar patterns. Syria remains a failed state with its regime struggling to secure survival and regain control over its territories. Meanwhile, Turkey has become increasingly interventionist in Syria via direct military invasion and through proxies, culminating in the occupation of a significant area west of Euphrates, and threatening to occupy the Eastern side too. Turkey has put extreme pressure on the USA for permission to remove the Syrian Democratic Front (SDF) and its lead organisation (Democratic Union Party, PYD) from governing North East Syria (also referred to as Rojava). However, the EU and USA consider the SDF and PYD indispensable in the fight against IS and fear the Turkish interventions may have grave consequences. Federica Mogherini, the EU High Representative and Vice-President of the European Commission recently emphasised that “Turkey is a key partner of the EU”, and that the EU expect the “Turkish authorities to refrain from any unilateral action likely to undermine the efforts of the Counter-IS Coalition”. Therefore, EU-Turkey divergence or even conflict with some EU Member States is possible over Syria.

Abstract:
The discourse on religious extremism in the past few decades has largely been dominated by Islamist-oriented trends and actors. However, there are emerging alternate discourses of religious extremism that are becoming relevant in South and Southeast Asia – Buddhist and Hindu extremism. The March Issue thus focuses on Sri Lanka and Myanmar as case studies depicting the rise of Buddhist extremism and related intolerance towards the minority Muslim communities. The Issue also delves into two different responses to counter-terrorism by the state and community stakeholders in their bid to tackle religious-motivated terrorist groups. It takes a look at two divergent ‘hard’ and ‘soft’ counter-terrorism responses: (i) leadership decapitation; and (ii) the Danish de-radicalisation programme. First, Amresh Gunasingham narrows in on radical Buddhism in Sri Lanka and Myanmar focusing on the rise of the Bodu Bolu Sena (BBS) and Ma Ba Tha groups respectively. The author argues that these groups, rooted in Theravada Buddhism, have justified intolerance and violence towards minority Muslim populations that could escalate further, if neglected or exploited by the state. In Sri Lanka, periodic attacks against Muslims since 2014 and the legitimacy of groups such as BBS have emboldened a segment of the Sinhalese Buddhists. In Myanmar, the violent clashes between the Buddhist majority and the Rohingya, minority Muslim community since 2012, coupled with Ma Ba Tha’s rhetoric bordering on Islamophobia, have exacerbated intolerant ethno-nationalist sentiments within the country. The author proposes the need for a national identity that is inclusive and peaceful in both countries with political leaders taking a stand against intolerant narratives to mitigate long-term unrest. Kenneth Yeo Yaoren discusses leadership decapitation as a counter-terrorism strategy, which includes killing or arresting the senior leadership of a terrorist group. The author outlines the varying outcomes of the strategy in the context of religiously-motivated terrorist groups in the Israel-Palestine and Malay Archipelago regions. The impact of leadership decapitation on four key groups: Hamas, Hezbollah, Abu Sayyaf Group and Jemaah Islamiyah in terms of the frequency and lethality of attacks after the arrests or killings of their leaders are observed. It is argued that, “leadership decapitation is not a silver bullet against terrorism”, necessitating broader responses to counter the ideology and operational strength of religiously-motivated terrorist groups. Lastly, Ahmad Saiful Rijal Bin Hassan focuses on Denmark’s de-radicalisation programme in light of the returning foreign terrorist fighters (FTF) phenomenon. The author delineates the components and key features of the ‘De-radicalisation – Targeted Intervention’ and the ‘De-radicalisation Back on Track’ projects which constitute a ‘soft’ approach towards dealing with homegrown terrorists and FTFs in the country. Overall, three guiding principles dictate Denmark’s de-radicalisation programme – (i) inclusion over exclusion; (ii) collaboration between public, private and people sector bodies; and (iii) assumption that every individual aspires to live a ‘good life’. The article then focuses on the perceived efficacy of the programme in the Danish context vis-a-vis contending views made by other interested observers.

one hunDReD YeaRs ago, mankind entered the 20th century as the “golden age” of realized ideals of freedom and humanism. Reality proved to be different: this was the cruelest and the bloodiest period in the histo- ry of modern civilization. The new generation of political dreamers, with anglo-saxon roots in the first place, expected the 21st century to become a period of a more or less stable development of the world led by the united states with the help of its closest satellites. In his The Choice: Global Domination or Global Leadership, Zbigniew Brzezinski (who together with henry Kissinger can be described as a “classic” of the contemporary geopoliti- cal thought) wrote that since the end of the Cold War the united states “assumed the unique global security role” and “america’s global socio- cultural celebrity makes it the world’s center of attention.”1 he arrived here at a fairly debatable (as later developments showed) conclusion that “america’s role in ensuring the security of its allies ... justifies it in seek- ing more security for itself than is predictably attainable by other states.”2 This trend of military-political thinking that dominated across the ocean in the 1990s and early 2000s has not changed in fifteen years that elapsed since the time when the maître of american political science wrote the lines quoted above. Formally a Democrat and President Jimmy Carter's national security advisor in the latter half of the 1970s, he nur- tured the ideas that differ but little from those of the present master of the White house, a conservative Republican determined to “make america great again,” that is, to restore its role of the unquestioned world leader in all trends and in all hypostases. nothing what President Trump has said so far clarifies when, in his opinion, america lost its greatness. It seems that he piles the accusations on Democrat obama whom he called a “softy” and who allegedly allowed the adversaries to push america into a tight corner from which the country is scrambling out under his guid- ance. let’s go several decades back. The end of the Cold War, the victory in which Washington arrogant- ly “appropriated” and its rise, at least in its own eyes, became a watershed of sorts in american understanding of the contemporary realities and of certain basic postulates that for a long time remained the cornerstone of the perception of the world by Washington and Moscow. This relates, first and foremost, to the strategic security concept. Brzezinski admitted: “It was until the late 1950s and perhaps not even until the Cuban Missile Crisis that america was jarred into recognition that modern technology has made vulnerable a thing of the past.”3 “The intense national debate on these issues [in the united states] eventually led to a consensus that a relationship of stable deterrence with the soviet union was attainable only through mutual restraint.”4 henry Kissinger fully agrees with the above. In his World Order, he has written: “strategic stability was defined as a balance in which neither side would use its weapons of mass destruction because the adversary was always able to inflict an unacceptable level of destruction in retalia- tion.”5 This adds special importance to what anatoly Dobrynin, soviet ambassador to the u.s., had to say in his book In Confidence: Moscow’s Ambassador to Six Cold War Presidents about his talk to Robert Mcnamara, united states secretary of Defense, in april 1967: “Mcnamara explained that u.s. nuclear doctrine was grounded in the idea that the united states should be ready to absorb a surprise nuclear- missile strike while preserving its capability to hit back and cause irreparable damage to the enemy. as far as he could understand, Mcnamara said, the soviet military doctrine was based on the same prin- ciple. he was convinced that both sides possessed such capability. It was precisely this factor that in a peculiar way provided the stability and ade- quately guaranteed that neither of the two great powers would attack the other, because each well knew that an attack on the other meant suicide.”6 Colonel-general Yury Baluyevsky, a prominent soviet and Russian military theoretician who served as Chief of the general staff of the armed Forces of the Russian Federation, has pointed out the fol- lowing: “[The] term strategic stability has been used for a fairly long time to assess the situation in the world. at first it was limited to the relations between the two superpowers – the soviet union and the united states – and described them as the mutually assured destruction of the sides and the rest of the world in a global nuclear war.... This stability is a product of nuclear arms race that resulted in the parity of strategic offensive armaments of the ussR and the u.s. and the situation of the so-called nuclear stalemate.”

36. Climate Security in the Sahel and the Mediterranean: Local and Regional Responses

The Mediterranean connects Europe to Africa. The Mediterranean basin is thus an area of ​​interaction between the two continents. However, there is a perception that limits the Mediterranean basin to its strictest geographical sense, that is to say the countries of southern Europe and those of North Africa, which border the Mediterranean. This traditional conception ignores the geopolitical context, which broadens the vision of the Mediterranean basin by including all the spaces that impact it. Some human phenomena, such as migration, show that Mediterranean relations do not only concern the states bordering this sea, but a much larger area including the whole European Union, on the one hand, and North African, Sahelian and Sub-Saharan countries, on the other hand. The present study takes into account the broader conception of the Mediterranean. In this sense, it not only deals with the effects of climate change on the countries bordering the Mediterranean, but extends its analysis to the whole European Union (EU), to the Maghreb and especially to the Sahel. Due to its geography, climate, demography, proliferation of conflicts or its precarious level of industrialization, the Sahel region is the most threatened in the world by climate change. Any deterioration of the situation in the Sahel countries undoubtedly has repercussions on Europe and its relations with Africa. The four authors of the study examine the impact of climate change on the stability of the Sahel and the effects that the instability of this region could have on the Mediterranean space. The authors question the potential links between climate change and security. They outline the positions and frameworks of European actions as well as the different initiatives taken by EU institutions. Finally, they put forward some recommendations on how to effectively address this phenomenon.

Multilateralism is core to Europe’s approach to foreign policy, but in recent years this has weakened as EU countries disagree among themselves. The US, China, and Russia have each sought to challenge or disrupt the existing, post-1945 world order; and each seeks to divide Europeans from one another. The turmoil in the current system represents an opportunity for Europeans to shape a new order that meets their strategic needs. In addition to the fight against climate change, European interests include: increasing stability on its troubled periphery; managing migration more effectively; and defending the open world trading system. European countries will need to transform EU foreign policy decision-making processes, deepen their cooperation in multilateral settings, and set multilateral standards for emerging technologies.
