1. From Interconnection to Integration: German-Italian Energy Relations and the SoutH2 Corridor

Abstract:: On 22 November 2023, the German Chancellor, Olaf Scholz, and the Italian Prime Minister, Giorgia Meloni, signed a German-Italian Action Plan.[1] The Plan promises greater collaboration between the two countries on the biggest challenges currently facing Europe. Among these priorities is environmentally sustainable economic growth and the acceleration of climate protection. While the Action Plan is relatively terse, focusing on the establishment of fora for greater cooperation rather than providing a detailed roadmap, its energy and climate section does highlight a specific project as an example of closer cooperation: the acceleration of the completion of the so-called South-Central Corridor for the transport of hydrogen throughout Europe. This Corridor has the primary function of enabling the import of hydrogen produced in North Africa into the very core of Europe and thus to the high-demand areas of Germany and Northern Italy. One especially important part is the so-called SouthH2 Corridor, which includes a pipeline running the entire length of the Italian peninsula before connecting to Southern Germany via Austria. There are strong political and strategic arguments for a deeper energy cooperation between Italy and Germany, despite some differences.[2] Hydrogen and gas infrastructure is a key area where intensified cooperation is crucial.[3] Through the SouthH2 Corridor, the two countries have indeed expressed their willingness to collaborate precisely on hydrogen infrastructure, notably the SoutH2 Corridor. However, such cooperation cannot be limited to the infrastructural part; it must extend to a series of related issues in which both countries should seek to align their political and legal initiatives, starting from overcoming uncertainties regarding the development of hydrogen demand and the use of other net-zero technologies in both countries. In short, cooperation on infrastructure can be used as a jumping off point for a deeper collaboration on and exchange of information about their broader transition strategies. Such bilateral coordination would also contribute to the achievement of EU Green Deal objectives more broadly.

2. Charting the Course: European Perspectives on EU–Tunisia Relations

Abstract:: Over the past year, a surge in migrant people arriving from Tunisia to Europe has thrust the North African country into the heart of European political agendas, sparking concerns across the continent’s capitals about its hardships and risk of economic and social collapse. The immediate policy response involved a frenzy of Euro-Tunisian diplomatic activity guided by the Italian government – itself needing to demonstrate some kind of answer to increased migratory arrivals to its shores – and culminated in the signing of the EU-Tunisia Memorandum of Understanding (MoU) in July 2023.[1] The MoU, structured around five key areas of collaboration – macroeconomic stability, trade cooperation, green energy transition, people-to-people contacts, and migration and mobility – is said by so-called “Team Europe” to aim fostering a strategic and comprehensive partnership between the European Union and Tunisia. However, observers highlighted its detrimental shortsightedness, the flaws in its legal nature, as well as the necessity to allocate political and financial resources beyond migration management to truly diversify the agreement.[2] Against this backdrop, three European experts offer here considerations on challenges and prospects in EU–Tunisia relations and propose alternative avenues where cooperation can evolve, emphasising the creation of a stable and equitable political environment in both Europe and Tunisia.

Abstract:: The 10th EU-Republic of Korea Summit, held on 22 May in Seoul, reaffirmed the importance of South Korea as a critical Asian partner of the Union. The meeting also signalled the growing importance of security issues in bilateral relations. South Korea shares the EU’s assessment of Russian aggression against Ukraine and intends to continue to support the invaded country, but not with supplies of military equipment for now. The announcement of a “green” partnership indicates both sides’ willingness to engage in other areas of cooperation, which also will benefit the development of Polish-South Korean relations.

5. Global trends in countries‘ perceptions of the Belt and Road Initiative

Abstract:: Drawing on global media reports, we conduct a sentiment analysis of the image of China’s Belt and Road Initiative (BRI) and the evolution of its image over time. Our main finding is that perceptions of the initiative deteriorated significantly in many geographies from 2017 to 2022. The notable exception is in sub-Saharan Africa where the BRI’s image remains positive, even if slightly less so than in the past. This is notwithstanding increases in debt levels with China, much of which now face potential restructuring. Furthermore, we find significant inter- and intra-regional differences in the average sentiment towards China’s landmark project, as well as a much worse image of the initiative in countries which, until today, are not part of the BRI. Finally, we focus on the European Union, Africa and China’s immediate neighbourhood to better understand the complexities behind the perceived benefits and challenges associated with China’s Belt and Road Initiative.

6. North Korea-Germany Relations: An Ambassador's Perspective of Diplomacy with Pyongyang

Abstract:: Germany established diplomatic relations with North Korea, also known as the Democratic People's Republic of Korea (DPRK), in 2001 at the request of the South Korean government, which hoped that Germany and the European Union (EU) would play a more active role in supporting the “Sunshine Policy.” Since then, Germany, together with the other EU states, has sought to moderate North Korea through a “Policy of Critical Engagement” to convince it of the benefits of international cooperation, respect for the rule of law, and improving the political and economic situation of its people. In doing so, Germany could build on the long relationship between North Korea and the former East Germany. “Critical engagement” means being willing to talk and get involved, but without holding back on criticism—and, if need be, imposing sanctions. It also implies that comprehensive engagement is not (yet) possible because of the circumstances. There is ample cause for a constrained approach from North Korea’s aggressive foreign policy and systematic human rights violations to the absence of suitable economic and fiscal conditions for business and development cooperation. Moreover, the lack of will on the part of considerable segments of the North Korean regime to engage with other countries also hampers broader engagement.

Abstract:: Power is a critical factor in several types of diplomacy. India-EU relations are a classic case of how changing geopolitics prompted diplomatic acumen. This scoping review assesses the changing relations of both partners as a manifestation of Smart Power. The dynamic relations from normative-based to pragmatic and inclusive interests based are evaluated. Their value-based relations are put under international relations theories. Their changing factors of cooperation are used to justify their smart diplomacy, where contemporary relations are less likely to be affected by multilateral interests. To solidify claims of smart power in their relations, the recent TRIPS waiver schism illuminated health diplomacy between the two regions. This health diplomacy discourse promotes smart power diplomacy between India and the EU, where new avenues of cooperation emerge despite pandemic disagreements. The article explores how hybrid power is better than soft and hard power in silos by systematically searching and selecting the existing knowledge in the contemporary context.

Abstract:: Turkey-EU relations are affected by Russia’s war on Ukraine and its consequences for the EU’s place in the world. Another major factor is Turkey’s presidential and parliamentary elections held in May, which are defining the prospects for the country’s democratic future and its foreign policy. The second round of the presidential election took place on 28 May. The re-election of President Erdoğan indicates that the unilateral foreign policy and strained relationship with the West is likely to continue, although there is a chance of a short-term burst of cooperation due to Turkey’s economic troubles. There are increasingly divergent views about Turkey in the West, and the EU’s future relationship with Turkey needs to accommodate these different conceptualizations of the country as a state actor. The EU needs to be flexible in the coming months and to find ways to engage with Turkey in a more fruitful manner, irrespective of the election results.

Abstract:: Algeria’s president Abdelmadjid Tebboune is seeking to reinvigorate the country’s role as a regional power, deal with instability in its neighbourhood, and boost its economy ahead of the presidential election in 2024. Russia’s full-scale invasion of Ukraine has bolstered Algeria’s standing as a key energy provider for Europe while complicating its security relationship with Russia, pushing Algiers to look for new security partners. Europe shares Algeria’s concerns about instability in the region, where Russian influence is growing, and security and economic problems loom large. The range of overlapping interests between Europe and Algeria form the basis for a broad partnership that extends beyond energy cooperation to economic partnerships and foreign policy coordination. Such a partnership would not only help Europe meet its energy needs, it would also improve regional prosperity, weaken Russia’s foreign influence, and make both parties more effective at stabilising the southern neighbourhood.

12. Rebooting the Entente: An Agenda for Renewed UK-France Defense Cooperation

Abstract:: The Franco-British Summit on March 10th, 2023, will mark a much-needed reset in bilateral cooperation, following years of strained relations. With a recently re-elected French president and a new British Prime minister, both sides are committed to making this summit a success and re-launching a positive agenda for bilateral cooperation. The summit, the first since Sandhurst in 2018, will focus on three key topics: migration, energy, and foreign policy. Defense cooperation will also be addressed, as it remains the cornerstone of the bilateral relationship, though it may take a less prominent part than on previous occasions. Rebooting the Entente: An Agenda for Renewed UK-France Defense Cooperation Download 1.38 Mo Several concrete topics for joint work should therefore be discussed and agreed, from strategic discussions on European security frameworks to joint operational deployments and capability projects. It is crucial to ensure that the symbolic reset of the bilateral relationship at the summit leads to a realistic yet ambitious defense roadmap, with concrete commitments and deliverables. As the Franco-British Summit approaches, defense cooperation remains the cornerstone of the bilateral relationship. As the war in Ukraine continues, it increases the rationale for resuming closer UK-France defense cooperation. Lessons needs to be drawn from the Lancaster House Treaties : overly ambitious and structuring plans are less likely to succeed than pragmatic, budget-conscious and ready-to-use projects. The need to prepare for high-intensity warfare opens new perspectives for capability development in all domains and for operational cooperation across the globe. 15. The Lion, the Wolf Warrior and the Crossroads: UK-China Relations at a Turning Point

Abstract:: In early 2018, UK Prime Minister Theresa May visited China with a British business delegation, seeking a free trade deal and expressing optimism over Beijing’s “one country, two systems” formula for governing Hong Kong (Global Times, January 31, 2018; Zaobao, January 31, 2018). In her first foreign trip since moving into 10 Downing Street, she promised that the “golden era of relations” between the UK and China would be even better after Brexit (Xinhua, February 1, 2018). Since May’s visit, however, a great deal has happened to move UK-China relations in the opposite direction, with the PRC’s suppression of mass demonstrations in Hong Kong (Global Times, July 29, 2020); the implementation of the 2020 Hong Kong National Security Law that London sees as a breach of “one country, two systems” (PRC Ministry of Foreign Affairs [FMPRC], June 12, 2020); the British riposte in offering a path to citizenship for Hong Kongers (Gov.cn, April 14, 2021); and the escalation of tensions between China and its trading partners, particularly the UK’s closest ally, America (FMPRC, September 24, 2021; Xinhua, October 5, 2021). The British establishment, like their American cousins, have changed tack on China of late. In June 2022, MI5 Director Ken McCallum and FBI Director Chris Wray gave a joint address warning business and academic leaders in Britain of the “massive shared challenge” posed by China (MI5, July 6, 2022). Two years earlier, McCallum said that if Russian behavior is like “bursts of bad weather,” then “China is changing the climate” (CIGI, June 2, 2022). Last November, Prime Minister Rishi Sunak, referring to UK-China relations, said that “the so-called ‘golden era’ is over, along with the naive idea that trade would lead to social and political reform” in the People’s Republic (ThePrint, November 29. 2022). Even the pro-engagement business weekly Beijing to Britain admits that no one in the UK Parliament “believes that an enriched Chinese middle class will steer the country towards democracy” (Beijing to Britain, January 24, 2021). Britain’s conundrum in stabilizing commercial relations with Beijing while heeding American sensibilities is as difficult as at any time since Nixon’s groundbreaking trip to China in 1972. Meanwhile in Beijing, the decades-old ordeal of striving to play the British off against the Americans has become an increasingly uphill battle. In fact, much of today’s menu of bilateral issues between London and Beijing, with the Washington factor always hovering in the background, might be familiar to Clement Atlee, Winston Churchill, Zhou Enlai and Mao Zedong. That brings some predictability to the rollercoaster ride of UK-China relations, but unsettling variables have changed the course of relations and pushed London, not to mention the rest of NATO, ever closer to Washington. Specific aspects of the PRC’s increasingly destabilizing and aggressive policies that have rankled London include the removal of Hong Kong as a centerpiece of the UK-China bilateral relationship; and Beijing’s announcement immediately prior to Russia’s full-scale invasion of Ukraine in February 2022, that “the Sino-Russian cooperation has no limits, no exclusion zone, no ceiling” (中俄合作没有止境 ,没有禁区,没有上限) (Global Times, December 24, 2021; Gov.cn, February 4, 2022).

Abstract:: As the German Chancellor heads to Beijing – the first visit by a G7 leader since the pandemic began, Germany and the EU must reevaluate their approach to China, especially after the recent Communist Party Congress further cemented a system of uncontested authoritarian power. European unity is critical in dealing with China. Russia’s war in Ukraine has exposed Germany’s energy dependency and many Western companies have had to leave Russia. To be prepared for a possible escalation of geopolitical tensions with China, Germany needs to draw lessons and review critical dependencies and corporate risks. Better corporate risk management, a diversified trade policy, and a targeted industrial policy are necessary to manage economic risks.

Abstract:: The excellent status of Greek-American relations is reflected in the economic sphere. The stock of American Foreign Direct Investment (FDI) in Greece has increased in the recent years. The technology sector has captured the attention of American digital giants, which have displayed a tendency to choose to build some of their innovation hubs in Greece. Although this is not a new phenomenon, the last few years have seen several new investments, as well as an increasing number of tech-labs in which Greece’s digital ecosystem flourishes. Over and beyond Greece’s digital transformation, the country’s shift toward green energy has sparked the interest of American companies, keen to explore opportunities. In tandem, the US is a critical supplier of liquefied natural gas (LNG) to Greece, which is, in addition, slowly acquiring the infrastructure capacity to function as an artery through which American LNG can be transported to other markets in the Balkans. Greek ship-owners are playing a significant role in the new energy market. The investment of ONEX in Syros is crucial for Greek-American co-operation in the maritime sector and could possibly be replicated in the Elefsis shipyards. The real estate sector appears attractive for American companies. Focused principally on the acquisition and/or renovation of hotels, this is expected to boost the tendency of American tourists to return to Greece after the two-years hiatus imposed by the COVID-19 pandemic. The positive momentum could also encourage more American students to study in Greece. The volume of Greek-American trade has steadily increased since 2016, with Greece maintaining a diminishing surplus.

18. Germany and the UK: Perspectives for Deepening the Bilateral Dialogue on Development Policy

Abstract:: Germany and the United Kingdom of Great Britain and Northern Ireland (UK) are the second- and fourth-largest providers of official development assistance (ODA) worldwide and are key actors in driving international policy discussions on global development in the Organisation for Economic Co-operation and Development (OECD), the G7, the G20 and other key groupings and platforms. The development policies of both countries witnessed important convergence and detailed cooperation during the first decade of this millennium – a period when Western countries understood development cooperation as a source of considerable soft power, which was demonstrated in rising budgets and like-minded policy directions. The austerity policies that followed the global economic and financial crisis, and the UK’s decision to leave the European Union (EU) in 2016, have challenged the bilateral relationship in the development policy area between Germany and the UK. The UK’s departure from the EU has reduced the number of joint interactions and corresponding opportunities for identifying cooperation initiatives. Halfway through the period envisaged for the completion of the 2030 Agenda, both countries are adjusting their development policies, seeking to determine their future European roles and global development ambitions, but they remain key partners in global development. Both the UK and Germany have recently revised or are in the process of preparing development policy strategies as part of their integrated foreign policies – a reflection process which in recent months has been challenged to adjust to the implications of the war in Ukraine. The case remains strong for regular exchanges and cooperation on development policy between both countries, including by intensifying dialogues and resuming formal secondments between the FCDO and the German Federal Ministry for Economic Cooperation and Development (BMZ). Two areas in particular offer good prospects. First of all, the UK and Germany should closely work together to deliver on the current G7 Presidency agenda – including the key focus on infrastructure investment, as initiated during last year’s UK Presidency. Other key opportunities for cooperation include gender and climate action, as well as the provision of global public goods. Secondly, Germany and the UK should seek to engage in and harness the role of the OECD as a provider of key standards for international development policy and as an important forum for peer learning. As key providers of global development finance, the legitimacy of its reporting system is essential to both countries’ influence and contribution to global development.

Abstract:: In the fourth brief in our Germany and Baltic Security series, we turn our attention to the meaning of Germany’s bilateral relationships. Here, Marko Mihkelson examines the German-US relationship. The health of this relationship is vital for Baltic security, but it has sometimes been turbulent. Berlin’s refusal to support Washington’s invasion of Iraq caused a deep and long-lasting fracture. More recently, their relations have been troubled by Donald Trump’s attacks on Germany, especially over defence spending and the trade imbalance, and by energy politics. To the surprise and disappointment of the Baltic states, President Biden, looking to restore US-German relations, cancelled the Trump administration sanctions that had prevented the completion of the Nord Stream 2 pipeline. With Russia again threatening Ukraine, what to do with Nord Stream 2 is now a question for Germany’s new chancellor. Meanwhile, there is little to suggest that Berlin will meet Washington’s expectations for improving defence spending any time soon and diverging US and German policies towards China present fresh challenges to their relationship. It Is vital that Germany recognises, when it deals bilaterally with the US, that it is unavoidably acting as a representative of its European allies too.

Abstract:: In the fifth and final brief in our Germany and Baltic Security series, Kalev Stoicescu examines another of Germany’s key bilateral relationships—with Russia. Relations between Germany (or historical German and German-led states) and Russia have greatly influenced the Baltic region for centuries. In recent years, what the Baltic states see as Germany’s over-reliance on Russian gas supplies, even as they themselves have tried to secure energy independence from Russia, has been a source of tension. The Nord Stream pipelines, which Germany claims are a business project, but which the Baltic states regard as a security risk, have been particularly problematic. But at the same time, the Baltic states recognise that Germany has since 2014 adopted a resolute approach towards Russia regarding sanctions; even if they are sceptical that Berlin’s ambiguous policies towards Moscow, being both firm and conciliatory, will change Russia’s behaviour. With the appointment as foreign minister of Annalena Baerbock, who has opposed Nord Stream 2 and strongly criticised Russia’s misconduct, Olaf Scholz’s new government may stand closer to Baltic perceptions and interests and become a more principled and difficult counterpart for Russia. The Baltic states might be encouraged to trust Germany more in its dealings with Russia, but the new government must first prove itself in its words and actions.

Abstract:: The cordial bilateral relations between Greece and Georgia are mostly centered on the culture and education domains, with less progress achieved in the areas of the economy, foreign policy, and security. Greece can emerge as Georgia’s key supporter in its EU membership aspirations, with Greek experts and diplomatic circles contributing their experience to the country’s EU integration process. This support can be realized at both high and low levels, through EU Twinning projects and results-oriented memoranda between state institutions to import best practices, so Georgia can successfully carry out the required democratization reforms and implement the EU Association Agreement effectively. As the international system becomes more multipolar and the strategic significance of the Black Sea and Caucasus regions increases, Greece and Georgia should work to deepen their ties and build interest-oriented synergies in order to forge a strategic alliance. The promotion of Western and European interests can be significantly aided by a democratic Georgia on the road to European integration and a resurgent Greece with a stronger regional presence in the Black Sea and Caucasus.

Abstract:: Despite the substantial progress that Georgia has made in implementing the EU Association Agreement and related reforms, it has been experiencing democratic backsliding since 2018. The divergence of Georgia’s ruling party from a pro-European trajectory, as well as the political polarization that has been dominant in recent years, have contributed to the deterioration of ties between Georgia and the EU. Unlike Ukraine and Moldova, Georgia, which was once seen as a “reform pioneer,” was not given candidate status in June 2022. Georgian public opinion has always supported membership of Euro-Atlantic institutions, with more than 80% of Georgians today being Euro-enthusiasts and overwhelmingly in favour of joining the EU. The EU is Georgia’s largest donor and trading partner. Georgia’s key strategic option boils down to Russia vs. the West. Georgia should foster closer relations with certain EU member states that could provide key support for its EU membership aspirations.

24. Geopolitics is Local – Ramifications of Chinese Projects for Human Security in Serbia

Abstract:: This report examines the Chinese presence in Serbia through a human security lens, in terms of how it impacts the quality of life and the security of local communities. China’s “no-strings attached” financing of infrastructure has become attractive for Serbia’s ruling elite after the global financial crisis of 2008. However, it took Chinese companies almost a decade to take over two state-owned giants – the Smederevo Steel Mill and the RTB Copper Smelter – and invest in the construction of a new tyre factory. To maintain social peace, employment and legitimise themselves among the constituents, the ruling elite invested a lot of effort in facilitating the arrival of Chinese capital. This effort included drafting laws that suited PRC investors, donating arable land and providing subsidies, circumventing environmental and construction standards, turning a blind eye to labour and human rights violations, and making many other concessions at the expense of citizens and the local communities. Lack of transparency and public scrutiny is common to all PRC investments. In a short period of time, the profit-oriented exploitation of natural resources by PRC investors has led to various environmental hazards that have endangered public health and human existence, causing environmental (anti-government) protests and resentment towards the Chinese. But combating environmental threats and rule of law violations associated with the Chinese projects is difficult, especially since the Serbian government is willing to quell criticism and provide such projects with full political backing. The research was conducted in three Serbian cities with large PRC investments – Smederevo, Bor and Zrenjanin – to establish the impact of these projects on local communities and how they affect human security, understood in terms of human rights and human dignity. Several forms of human security endangerment were observed in the course of the research project: environmental hazards, public health, socio-economic and human rights, rule of law, cross-cultural issues and surveillance.

Abstract:: Over the past 75 years, the United States and the United Kingdom have built the deepest intelligence alliance in the world. Despite decades of cooperation, however, there exists today a significant misalignment between the strategic prioritization of this “special relationship” and the regulations, policies, organizational cultures, and technologies that facilitate its day-to-day activities. This report’s recommendations are designed to encourage the adoption of policies, procedures, and tools that will enable the United States and the United Kingdom to achieve the deep level of collaboration they have repeatedly committed to in bilateral agreements, national security strategies, and intelligence guidance. If allies and partners are an indispensable pillar of both nations’ strategies to challenge rising and revanchist authoritarianism and other threats, then the U.S. and UK intelligence communities should jointly pursue robust interoperability that appropriately balances risk with opportunity.

26. The Sino-Lithuanian Crisis: Going beyond the Taiwanese Representative Office Issue

Abstract:: The year 2021 marked the 30th anniversary of the establishment of diplomatic relations between China and Lithuania. Instead of commemorative events and customary lofty rhetoric, the bilateral relationship rapidly plunged to a level rarely seen in either country’s foreign policies since the end of the Cold War. Sino-Lithuanian relations remain de facto downgraded to the level of chargé d’affaires, Lithuania’s physical embassy in Beijing is empty, while the southernmost Baltic state continues to withstand China’s multidimensional campaign of diplomatic, discursive and, most importantly, economic pressure. The principal cause behind this diplomatic crisis was the opening of the Taiwanese Representative Office in the Lithuanian capital of Vilnius in mid-November 2021. This Briefing will argue, however, that there were other important reasons behind the current state of affairs that had been accumulating over the course of two years. The opening of the Taiwanese Representative Office in the Lithuanian capital of Vilnius in mid-November 2021 triggered an unprecedented diplomatic crisis between the People’s Republic of China and Lithuania. China resorted to massive economic coercion measures to pressure Vilnius, such as the freezing of bilateral trade. European multinational companies also reported that Beijing blocked their exports because of Lithuanian components in their products. In late January 2022, the European Union (EU) launched a case at the World Trade Organization against China over discriminatory trade practices against Lithuania. The current crisis must be understood in the broader context of the degradation of the relations between China and Lithuania, but also the EU, since 2019. As such, this crisis is symptomatic of the developing trend in the relationship between the EU and China.

Abstract:: Since Maia Sandu became president of Moldova in December 2020, Romanian-Moldovan relations have steadily improved. In November 2021 she met for a fourth time with Romanian President Klaus Iohannis, signing a “roadmap” of cooperation. Both countries recognise that a linguistic, historical, and cultural community binds them, however the challenge is to move from declarations to the implementation of projects, especially in infrastructure. Romania’s effective involvement in such projects, given its special ties with Moldova, may contribute to the success of its pro-European transformation, which is also supported by Poland.

29. The war in Ukraine and the future of Russia-China relations

Abstract:: The China-US rivalry, observed since late 2017, has pushed Moscow and Beijing closer togeth- er, but it has not transformed their relation- ship. One reason is the persistent cautiousness of both states, another is Moscow’s lack of capabilities to offer genuine support to China in such areas as the econo- my, trade or technology. The official rhetoric, boasting about the relationship being “better than an alliance”, in reality hides real obstacles to a more substantial co- operation. The first “post-pandemic” in-person meeting be- tween Vladimir Putin and Xi Jinping on 4 February 2022 seemed to have opened the new era in Sino-Rus- sian relations. The joint communication was unusually ideologised, with both states claiming their democratic traditions. China offered support for Russia’s “legiti- mate security concerns” in Europe and opposed fur- ther NATO enlargement. Russia reciprocated by sup- porting China in Asia. The slogans of the relationship having “no limits” or no “red lines” dominated the post-summit narratives. Russia’s war against Ukraine has pushed the Si- no-Russian relationship into uncharted waters. Mos- cow’s failure to secure a quick victory has put Beijing in an uncomfortable position. The future direction of Sino-Russian cooperation will depend heavily on the length of the Russia-Ukraine conflict and the ultimate decision of Beijing as to what extent (if at all) to prop up Russia economically. Regardless of whether Beijing decides to assist Mos- cow in bypassing Western sanctions, the unravelling of the Sino-Russian relationship is highly implausible. We can expect either China’s explicit economic support for Russia or the maintenance of close political ties without economic support. In the first scenario, Russia’s dependence on China would increase dramat- ically, diminishing Moscow’s room for manoeuvre in foreign policy and ultimately turning Russia into Chi- na’s asset in the latter’s global rivalry with the US. In the second scenario, Russia would remain an autono- mous actor, pursuing close political cooperation and normative anti-Western convergence with China, but increasingly isolated and weakened economically. It is only domestic political change in Russia, the end of Vladimir Putin’s personal rule in particular, that would provide Moscow with an opportunity to reassess the relationship with China.

Abstract:: Tensions between Morocco and Algeria have risen lately, and there is now a heightened risk of armed conflict arising. The escalation is rooted in the dispute over the status of Western Sahara, where Morocco appears to feel that its claim to sovereignty is gaining international support. Morocco and Algeria have significant relationships with Israel and Russia respectively, but they also have important partners in common that could play a role in preventing the standoff from worsening. Morocco and Algeria have interests in Europe that the EU and member states can use to minimise tensions, and reduce the risk of instability and increased migration flows across the Mediterranean. To achieve this, Europeans should strike a more balanced relationship with Morocco that does not alienate Algeria while also aiming to solidify its engagement with Algeria.

Abstract:: Russia and Turkey’s complex relationship has significant implications for U.S. and North Atlantic Treaty Organization (NATO) strategic interests. The two states cooperate, deconflict, and compete in multiple theatres within Turkey’s extended neighborhood, which straddles United States Africa Command (USAFRICOM), United States Central Command (USCENTCOM), and United States European Command (USEUCOM) areas of responsibility (AORs). 1 Their bilateral strategic trade has created mutual dependencies and vulnerabilities across multiple sectors, such as natural gas, nuclear energy, and tourism. Russia’s invasion of Ukraine in February 2022 has many implications for the Russia-Turkey relationship. While engaging actively with Russia and stoking fears that its commercial ties with Moscow could serve Russia’s evasion of Western sanctions, Turkey has also provided TB2 Bayraktar drones to Ukraine, invoked the Montreux Convention, and offered itself as a mediator on various operational issues in the Russia-Ukraine war. As a result of these steps, Turkey’s leverage over both Russia and NATO allies has increased since February 2022. From a U.S. perspective, the implications have been mixed as Turkey has translated its increased leverage into foreign policy steps that threaten to undermine U.S. interests and NATO cohesion. Turkey remains of significant importance to the United States in enabling its interests in the three aforementioned AORs, preventing third actors like China and Iran from operating in the “seams,” and generating an enhanced, unified, and credible NATO capability and capacity in response to Russian aggression. It follows that Turkey’s interplay with Russia in its extended neighborhood has far-reaching implications for the United States and NATO. This study aims to shed light on this relationship, its likely trajectory over the coming decade, its implications for U.S. strategic interests, and how the United States and NATO might shape the Russia- Turkey interplay to their advantage.

Abstract:: Questions about the unity of Italy’s new government on several key foreign policy issues persist, ranging from the extent of its support for Ukraine to its commitment to various European Union institutions. However, on the issue of China, the new government of Prime Minister (PM) Giorgia Meloni appears united. This bodes well for transatlantic cooperation and could spell trouble for Beijing, which not too long ago entertained ideas of using Italy as a friendly counterweight in Europe. Under Meloni, Italian foreign policy, particularly toward China, is unlikely to chart a dramatically new course. This is largely because the current government has prioritized its commitment to NATO and needs to focus on domestic issues rather than risk upsetting the international arena. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

Abstract:: Despite tensions over China’s discriminatory business practices, China’s trade continues to thrive, and the country has taken over from the United States as the first destination for foreign investment. American and European businesses continue to be engaged in China’s large and growing market, even amid a trade war between China and the United States. Drawing on surveys of companies and international comparisons, we show that – contrary to the prevailing narrative – China’s business practices have improved significantly in recent years. China’s business environment is today generally more favourable than that in other large countries at similar levels of development and, in some though certainly not all aspects, is in line with the Organisation for Economic Co-operation and Development average. Differences over geopolitics and human rights must be addressed, but it is clear that trade and investment agreements conditioned on accelerated reforms in China would yield substantial dividends. The benefits of such deals would accrue not only to foreign investors in China and exporters to China, but also to consumers and importers in the European Union and, especially, in the US, where punitive tariffs on China remain in effect. Critical aspects in the negotiations would include better access for American and European investors to China’s market for services and improved enforcement of rules and regulations in China. As in many middle-income countries, uneven enforcement of the law (rather than the law itself) remains a critical problem in China.

Abstract:: The European Union is very open to foreign direct investment. By comparison, despite considerable liberalisation in the past two decades, foreign investors in China’s markets still face significant restrictions, especially in services sectors. Given this imbalance, the EU has long sought to improve the situation for its companies operating or wanting to operate in China. After eight years of negotiations, the EU and China concluded in December 2020 a bilateral Comprehensive Agreement on Investment (CAI). The text awaiting ratification aims to give foreign investors greater market access, enforceable via state-to-state dispute settlement. It does not yet, however, cover investor protection (such as against expropriation). Meanwhile, investor protection is covered by bilateral investment treaties between EU countries and China, which remain in force. The CAI has been met in some quarters with scepticism on economic and geopolitical grounds. The main criticism is that it provides little new market access in China, and that this small economic gain for the EU comes at the price of breaking ranks with its main political ally, the United States. Our assessment, which focuses on the economic implications, is different. It is true the CAI provides only modest new market access in China, but this is because China has already made progress in recent years in liberalising its foreign investment regulations unilaterally. The CAI binds this progress under an international treaty, marking an improvement for EU firms insofar as their market access rights can be effectively enforced. Most important, the CAI includes new rules on subsidies, state-owned enterprises, technology transfer and transparency, which will improve effective market access for EU firms operating in China. These bilateral new rules could also pave the way for reform of the multilateral rules under the World Trade Organisation, with the aim of better integrating China into the international trading and investment system – a goal shared by the EU, the United States and other like-minded countries. From an economic viewpoint therefore, the CAI is an important agreement, and one worth having. However, its ratification by the European Parliament is unlikely while China continues to apply sanctions against some members of the European Parliament and other critics of China’s human rights record.

Abstract:: The most recent India-EU summits, held on 15 July 2020 and 8 May 2021, significantly enhanced the strategic dimension of the bilateral relationship. India was one of the first countries to establish diplomatic relations with the European Union when representatives of the then EEC met with several Indian diplomats based in Europe in 1961. But it was not until much later that the first high-level summit between India and the EU took place in Lisbon in June 2000, marking the real beginning of meaningful bilateral relations. It was followed in 2005 by the launch of a “strategic partnership” between the two parties. The push to deepen bilateral cooperation in recent years is all the more important and necessary given that economic and political relations between Europe and India have long been better defined with individual Member States, rather than with the European Union as a whole. This has been reinforced by a certain inertia in the intensity of the bilateral link over the years, as EU-India bilateral summits, although annual in principle, were blocked between 2012 and 2016 and the negotiations launched in 2007 for a Free Trade Agreement are still ongoing. The strategic strengthening of Indo-EU dialogue over the past three years therefore marks an important turning point and underlines a clear commitment to move forward on major issues of common interest to move beyond piecemeal politics and give the bilateral relationship a more strategic, long-term focus.

The two States are shaped by similar political models and have comparable economic structures. They have experienced similar social crises, trajectories and a homogeneous sense of decline[1]. France, Italy's leading investor and third largest country for the establishment of Italian subsidiaries, is Italy's second largest trading partner and Italy is France's second largest trading partner: in 2019, before the Covid crisis, the volume of trade between the two countries was close to €90 billion. The interconnection and proximity between a significant share of the two populations is expressed by language, a certain lifestyle, the relationship to heritage, a common culture: Latin, Mediterranean, European. Reflecting on the relations between these two areas since the 17th century, three historians have recently taken up this old idea: France and Italy are "two sister nations" whose history is increasingly "intertwined[2]". This proximity, which seems so obvious, brings a paradox to the fore. Can we really say that within the framework of European integration there is a FrancoItalian dimension, in the same way as there is one that is Franco-German?

A potential reconciliation with Moscow goes against Italy’s national interest at this point. Russia accounts for only 1.5% of Italy’s exports against its Western partners’80%. Besides, the EU’s interconnected gas market requires a coordinated plan to overcome the energy crisis. Finally, the reconquest of Kherson by Ukraine in November makes support for the Kremlin political suicide. Coalition allies Salvini and Berlusconi are ready to take advantage of this gap to weaken Meloni’s leadership. This is typical of Italy’s fragile parliamentary democracy. To avoid further disappointing her electorate, Meloni is rapidly satisfying other demands of theirs, on issues such as migration, family values and tax policies.

55. The French Military's Perception of the Turkish Military and Turkey's Expansion in the Eastern Mediterranean

Abstract:: In the summer of 2020, the Central and Eastern Mediterranean became the center of unusual tensions between France and Turkey. Given that these tensions were also military, which is uncommon for the two countries, the perception that the French military has of Turkey’s army and its doctrine is particularly relevant to address. From the interviews that were conducted with French officers, it appears that for the French military, 2016 and 2020 are two milestones in the evolution of both Turkish political and military Turkish attitudes. From 2016 onwards, the Syrian and Libyan conflicts uncovered diverging interests between France and Turkey, with military implications for France. In the same year, Turkish military behavior in the Eastern Mediterranean started shifting, but was at first seen as of little consequence. Additionally, the failed coup attempt against President R. T. Erdogan decreased the level and quality of communication and cooperation between both militaries. In 2020, Turkish aggressiveness openly manifested itself in the Eastern Mediterranean, including directly against France with the Courbet incident. This attitude was criticized by the interviewees who specified that such behavior, along with unilateral actions and faits accomplis, would not be tolerated in the future. Yet, it also appears that the French military show respect for the Turkish armed forces. The latter are generally accredited with professionalism, reliability, efficiency, and determination. The interviews revealed no sign of animosity by the French officers towards their Turkish counterparts: sometimes, even the opposite was detected.

Abstract:: Since its official adoption in 2005, Turkey’s “Africa Opening” (Afrika Açılımı) has become one of the most important elements in its foreign policy and resulted in the diversification of Turkey’s economic and political relations with sub-Saharan African states. While African-Turkish relations were broadly perceived as advanced by 2010, Ankara´s humanitarian involvement in Somalia the following year has been a catalyst for Turkey´s growing influence in the Horn of Africa and the Sahel. Emphasizing both the absence of a colonial past and its religious affinities, Turkey has further promoted its relations and influence across the continent. This is most evident in the Sahel, where the strategies of Ankara and Paris are at loggerheads. EU and Turkish interests in Africa are not necessarily irreconcilable; Africa, a continent whose economic and strategic significance is set to sharply rise, deserves more attention from Greece and the European Union.

Abstract:: With the EU putting the Western Balkan countries in an undefined waiting room, there was more room for maneuver for non-EU players. Turkey among others used this space to broaden its influence in the Balkans from politics to the economy, from culture to military cooperation, albeit from a very low starting point. The bilateral relations with all countries of the region are rather good, President Erdogan enjoys the recognition he is often lacking in other parts of the world. While the pandemic further harmed the EU’s image, it was mostly China and Russia who could fill the void with their own vaccines. Lacking its own vaccine so far, Turkey was much less visible. However, in the long-run, Turkey is not interested in an EU-Turkey confrontation over the Western Balkans, but that these countries join the EU. An updated EU-Turkey Statement should rectify certain provisions of the current Statement on migration regarding Greece as well as Turkey’s intention to exploit migrants and refugees. Greece is in favor of a “rules-based” relationship between the European Union and Turkey. It could be an active contributor to the advancement of the EU strategy of “balancing engagement” by co-shaping Turkey’s new relationship with the EU.

66. Military cooperation between Serbia and the USA: dynamically under the public radar

Abstract:: Military cooperation between Serbia and the United States is the topic of the latest analysis by BCBP researcher Maria Ignjatijevic. Serbia and the United States have had intensive cooperation in the field of security and defense for years, members of the armed forces have participated in over 70 military exercises in the last ten years, and the United States is one of the largest donors to the Serbian defense system. However, if we follow only media reports in Serbia, the intensity of this cooperation will not be so obvious. Defense cooperation with Russia gets far more space in the media than activities with the US and NATO members. Thus, for example, the military exercise “Slavic Shield” completely occupied the public’s attention before and after its organisation in October 2019. Although undeniably a significant activity between the two armed forces, to which Russia brought its S-400 and Pantsir systems, it gained a disproportionately large space in the media compared to other exercises that took place that year with other partner countries. Apart from the image being sent to the public through media and various foreign policy moves, a very dynamic and practical defense cooperation with all partners takes place behind the scenes. The United States is one of Serbia’s important partners in the field of defense, and cooperation with the US Department of Defense has been achieved in various fields. Every year, Serbia and the US conduct about 100 different bilateral activities. In the eyes of the Serbian public, perception of relations with the United States, and especially perception of military cooperation, is burdened by the NATO intervention in 1999. In order to avoid losing political points at home and endangering relations with Russia, the political elite in Serbia avoids talking about cooperation with the United States and other NATO members, and the pro-regime media report accordingly. Regardless of the fact that military cooperation is often used as a foreign or domestic policy tool, it is important to discuss the practical aspects of this cooperation, benefits for Serbia and the US, their defense systems, but also the citizens. At the online discussion “Serbia and the USA: Together we are safer”, specific examples of military cooperation between Serbia and the US and practical benefits for our defense system and its members from this cooperation were discussed. Defense cooperation between Serbia and the United States takes place on several levels, through joint exercises, cooperation with the Ohio National Guard, a student exchange program, as well as donations.

Abstract:: Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

Abstract:: Since the beginning of the 2000s, China has embarked on an unprecedented path of economic development, as evidence of which is the largest economic project of the XXI century initiated by the People's Republic of China. The global Belt and Road Initiative announced by the first person of the country, Xi Jinping, is a shortened name of the ‘Silk Road Economic Belt’ and ‘XXI Century Maritime Silk Road’. It covers the Asia-Pacific, Europe, Central Asia, Southeast Asia, West Asia, and Africa and involves more than a hundred countries, international organizations, and leading economic actors. The main participants in the project are China, Mongolia, Russia, Azerbaijan, Belarus, Poland, Germany, the Netherlands, Kazakhstan, Kyrgyzstan, Pakistan, Bangladesh, Iran, and India. The article reviews the role of the Chinese project in a global context. The paper focuses on the role and purpose of Georgia in the Belt and Road Initiative. This study will try to reveal the results for the benefit of Georgia, which is one of the participating countries, and the role of China through research to be made from documents and academic studies on the subject. Georgia tries to conduct its relations with China, as a partner in the project, with a policy of balance without disturbing its relations with the West.

We immediately realized something new would replace the Cold War, but one of my few certainties was that if Moscow released its grip on the Warsaw Pact, Hungary – Eastern Europe’s freest and most economically diverse society — would be quickest to integrate smoothly into Western Europe. President George H.W. Bush’s goal of a “Europe whole and free” has come closer, but we are not there yet, and Hungary, where I held a similar position earlier, has lagged. Respected observers Freedom House and Transparency International chart a course that puts it dangerously close to, even within, the autocratic zone. Worse, it champions a nationalist populism and “illiberal democracy” directly challenging key principles to which the European Union (EU) of which it is a member and the U.S., its ally in NATO, subscribe. What should be done?

Abstract:: The countries of central and eastern Europe have often worked together politically and militarily to advance their security interests vis-a-vis NATO. They have been most successful when they have had a clear goal, such as joining the Alliance in the late 1990s and early 2000s or ensuring that NATO would adopt robust enhancements to its deterrence posture following Russia’s aggression against Ukraine in 2014. In the seventh of our series of policy briefs intended to shed light on some of the issues related to the Alliance’s further adaptation, Justyna Gotkowska of the Centre for Eastern Studies argues that regional cooperation has given way to efforts to enhance bilateral relations with NATO’s larger Allies. Abstract:: While the EU had initially engaged with North Korea through a conciliatory approach, its stance against the authoritarian state has been more critical, manifest in its policy of ‘critical engagement.’ In this commentary, Ramon Pacheco Pardo, Professor of International Relations at King's College London and the KF-VUB Korea Chair at the Brussels School of Governance, claims that the EU, among key players, cannot remain idle amid the growing security dilemma on the Korean Peninsula fueled by mutual hostility. The author claims that the EU should adopt a more proactive approach in order to accommodate reconciliation between the two Koreas and address the issue of denuclearization. The author adds that the EU's role in dealing with issues on the Korean peninsula is irreplaceable, given its experience and technical expertise. Specifically, the union and European countries can support security on the Korean Peninsula by hosting track-2 dialogues or pressing Pyongyang on its human rights record.
