Abstract:
“Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

Abstract:
One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

Italy inaugurated its year of G7 presidency with the Italy-Africa summit on 28-29 January in Rome, an event representative of the current government’s ambitions.[1] The long-awaited meeting was the first test for the strategy of “cooperation as equals” with African states that Giorgia Meloni has repeatedly proposed as central to her government's foreign policy. It was also the first occasion to test the real scope of the so-called Mattei Plan for Africa, the project with which the Italian government wants to substantiate this strategy but whose official strategic outline has yet to be announced.

5. The Impacts of the Russo-Ukranian War on Latin America in the Age of Strategic Competition

Abstract:
As we enter the second year of the Russo-Ukranian war, it is prudent that the foreign policy community examine the impacts of the conflict on other regions, including Latin America. Despite the distance between Latin America and Ukraine, the conflict has disrupted the region and exacerbated the negative impacts of the COVID-19 pandemic. COVID-19 disproportionately affected Latin America’s fragile socioeconomic, fiscal, and political situation. For example, Brazil, a major regional economic powerhouse, was one of the worst-struck countries in the region, and the pandemic significantly impacted its economy. The country’s GDP contracted by 4.1% in 2020, and unemployment reached a record high of 14.1% in the first quarter of 2021. The pandemic also impacted Brazil’s fiscal situation, with the country’s debt reaching 90% of GDP. Brazil’s downturn is not an isolated incident, albeit a microcosm of the region. In addition, the instability allowed authoritarian regimes to further consolidate control in places like Nicaragua, Venezuela, and El Salvador. For instance, leaders like El Salvador’s Nayib Bukele capitalized on the chaos of the pandemic and a desperate citizenry to strengthen his power. Furthering the impacts on domestic politics, the confluence of the pandemic and war in Ukraine disrupted global supply chains, agriculture production, and energy resources. Moreover, as tensions between the West and nations such as Russia and China continue to grow, globalization is becoming increasingly divided. This will likely lead to further political turmoil and socioeconomic disparity in Latin America, which has already been compounded by the war and the lackluster COVID-19 recovery efforts. With these repercussions still lingering, a lack of economic and trade development, an intensifying energy crisis, and rampant inflation prevailing in 2023, the region’s outlook remains bleak.

Abstract:
Since 1945, most States, on achieving independence, seek admission to the United Nations. This is a shortcut to international recognition on the world stage and secures their statehood against future challenge. Although in theory States do not require formal recognition from other States to come into existence, it is desirable. Rather than seeking recognition and/or expensive diplomatic relations with dozens of other States, admission to the UN puts to bed any doubts about the nation’s existence as a State once and for all. Membership is available to States in Free Association (FA States). UN Members each hold a seat on the General Assembly with an equal vote (irrespective of population or economy). The General Assembly controls the UN budget and elects Member States to other major UN bodies (e.g., ECOSOC, Human Rights Council and Security Council). Membership of these bodies allows States to influence UN focus and policy. A small, new Member State may not desire or have the capacity to seek a seat on these bodies directly, but it can engage in “vote-trading” to promote its interests within the broader system. The General Assembly is also a crucial diplomatic forum in which Member States build trust and alliances with one another.

On 1 January 2020, the Cook Islands was removed from the OECD Development Assistance Committee’s List of Official Development Assistance (ODA) Recipients. Having been assessed as a “high-income status country”, this re-classification rendered the Cook Islands ineligible for OECD development assistance. It was unfortunate timing. The Covid-19 pandemic hit a few months later and caused a significant contraction in the tourism sector on which the Cook Islands is economically dependent. The result was, by the government’s own description, a “severe recession” with a total contraction of -21.6% of GDP in 2020/ 2021. Thus, only months after being recognized as having a sufficiently high income as to no longer warrant OECD development-assistance, the Cook Islands lost nearly a quarter of its GDP. This was especially significant for a country that is particularly susceptible to climate change and weather-related hazards. The Cook Islands is made up of 15 coral atolls and volcanic islands. Over 90% of the residents of the 12 inhabited islands live within one kilometer of a coastline. In addition, its already modest population of just under 15,000 people is rapidly decreasing (down from approximately 17,500 in 2016), undermining social and economic resilience to shocks. Despite notable economic growth in the years preceding Covid-19, greater infrastructure and other investment remains essential to brace the country for future climate-related changes. A question thus arises as to the benefits of Free Association in circumstances where the former colony faces crises.

8. The European Political Community: Putting politics first?

Abstract:
The European Political Community (EPC) was launched in Prague on October 6th of 2022 in the presence of 44 European heads of state and government, including all 27 Member States of the EU, as well as governments of neighbouring European countries, most notably the United Kingdom, Ukraine and Turkey. The initiative came in the wake of Russia’s invasion of Ukraine and its stated aims was to address the shortcomings of the European institutional architecture. While the project is a direct emanation of the French government, its objectives, perspectives and potential as an intergovernmental forum for political and strategic discussions about the future of Europe remain unexplored. The gathering has already planned three future summits (in Chișinău, Moldova; Granada, Spain and the United Kingdom) but it is as yet unclear if and how the new format can contribute to the wider European security architecture in light of the war, ongoing NATO enlargement to Finland and Sweden and the EU’s opt-out referendum in Denmark. This brief aims to spell out three questions surrounding the evolution of the EPC across three key dimensions that concerns its possible institutional, policy and power-related contribution to the wider European constellation.

On March 31, 2023, the sixth Concept of the Foreign Policy of the Russian Federation was published (The Ministry of Foreign Affairs of the Russian Federation 2023). The document was updated for the first time in six years, the main reason for which is the deteriorating international situation for Moscow amid the Russo-Ukrainian war. The text of the concept is highlighted by harsh and revanchist calls against the West and especially the USA. The document almost entirely refers to the Russo-Ukrainian war, at the same time, the concept shows that the current war is only one part of Russia’s confrontation with the Western world. The concept contains a number of statements inconsistent with the real policy of Russia and even lies, but despite the absurd, propagandistic content of the new document, it is important to find out how the new concept differs from its predecessor, and also what factors Russia relies on in the current difficult international situation? Based on the 2023 Concept of the Foreign Policy of Russia the impact of Russia’s imperialist worldview on its foreign policy in the light of full-scale military intervention in Ukraine, the changed attitude towards the West, the prospects of Russia-West relations, Russia’s attempt to strengthen ties with non-Western countries, and finally, threats from Russia to Georgia are discussed in this publication.

Abstract:
This paper aims to analyze Germany’s approach to the Eastern Partnership against the backdrop of the “turning point” (Zeitwende) in German foreign policy announced by Olaf Scholz in February 2022. The deviation from the previous policy came as a result of Russia’s war against Ukraine, which disrupted the European collective security system and called into question the main characteristics of German foreign policy. The outbreak of the war on the territory of Europe showed the German leadership that the use of non-military means in the foreign policy, as well as their policy of openness and normalization towards the East (Ostpolitik), which largely implies Russia, turned out to be wrong. Russia’s war in Ukraine also became the basis for the rethinking of yet another political concept - change through trade (Wandel durch Handel), according to which trade and economic interdependence with Russia will facilitate its integration into Europe and push it towards peaceful mutual cooperation. Germany’s dependence on Russian natural resources on the one hand gave Russia a lever of political influence, and on the other made the German economy vulnerable.

The tectonic plates of geopolitics are shifting in such a profound way that has not been seen since the end of the Cold War. The Russian invasion of Ukraine on 24 February 2022 has not only increased tensions between the world’s major powers, but also severely impacted the regions in which they traditionally strive to project their power. This applies especially to areas in the wider Eurasian region that the Russian Federation unjustifiably considers as part of its sphere of influence, such as the South Caucasus. Russia’s failure to achieve a quick and decisive victory in its full-scale invasion of Ukraine has not only forced the Kremlin to limit its objectives on the battlefield, at least for the time being, to Ukraine’s east. It has also reduced the credibility of the Russian military that much of its power projection has depended upon – and has reduced its attractiveness as a security partner for countries that have traditionally regarded Russia as such. Russia has had to withdraw some of its troops and military equipment from the South Caucasus, its leadership is preoccupied with Ukraine, and it has not lived up to its security commitments to Armenia. This has contributed to a geopolitical vacuum and uncertainty in the South Caucasus that other actors are eager to exploit.

The stagnating EU accession process needs political will and procedural changes allowing eastern candidates to advance. In the meantime, they should be more supported to use the full potential of existing opportunities for gradual economic and sectoral integration with the EU. An upgraded Eastern Partnership needs a comprehensive security dimension linking resilience, connectivity, and defense policy, as well as cooperation in the area of the Common Security and Defence Policy. The protracted regional conflicts (in Moldova and the South Caucasus) require a more active EU engagement as existing OSCE formats continue to be blocked, and Russia’s role and military presence weaken. New openings for conflict resolution mean higher demand for the EU’s diplomatic, monitoring, and peacekeeping capacities. A new eastern Neighborhood Policy should be designed for the wider region, connecting the Black Sea and the South Caucasus with Central Asia and thus creating viable alternatives to the competing geoeconomic and governance “offers” of China, Russia, and Turkey.

Bridging the gap between humanitarian assistance and development cooperation has been a contentious issue in academia and development practice for decades. Drawing on an evaluation of Germany’s ‘Partnership for Prospects’ initiative, this paper argues that, whilst the supplement of ‘peacebuilding’ to the nexus (humanitarian–development–peacebuilding [HDP] nexus) brought an important context factor into the discussion in an environment of conflict, it is only of marginal help in a context of forced migration to neighbouring countries of a given conflict. For the context of host countries of refugees in a protracted crisis, it is more relevant that host countries show ownership and reliability in their policies to create long-term perspectives for refugees. These policies in turn need to be embedded in reliable rules (polity) and negotiation processes (politics) in host countries. Consequently, the paper suggests that a ‘HD–Triple-P’ nexus would take the necessary political dimension into account more adequately. However, it might also mark the boundary as to what development politics can achieve.

Although South Africa declares it is neutral regarding the war in Ukraine and offers mediation, it remains a de facto ally of Russia. This is due to the strong sentiment among the ruling elites for the period of cooperation with the USSR, its successor Russia and its activity and influence in this country, and the perception that BRICS will help elevate South Africa’s international importance. If Vladimir Putin visits Johannesburg as scheduled in August, the authorities of the state, which is party to the Rome Statute, will not be willing to fulfil their obligation to arrest him or may even leave the International Criminal Court.

China perceives the Russian aggression against Ukraine as an expression of resistance to the U.S. and NATO hegemony and an important element of building a new international order that marginalises the West. Based on this, China is strengthening strategic cooperation with Russia, striving to weaken the international position of the U.S., the EU, and their partners, while testing reactions to a possible escalation of Chinese actions towards Taiwan, for example. President Xi Jinping expressed this policy course during his March visit to Russia. At the same time, China is trying to gain support from the countries of the Global South. This approach means a continuation of China’s assertive policy towards the European Union, among others.

Spanning the Eurasian landmass, Russia’s actions in adjacent Ukraine invariably affect the geopolitical state of play on the similarly adjacent Korean Peninsula. Although ties between the Democratic People's Republic of Korea (DPRK) and Russia have been of largely secondary importance for both countries since their veritable rupture in the early- and mid-1990s, Moscow-Pyongyang relations became more mutually beneficial in 2022. Whereas most countries have outright condemned Russia’s invasion of Ukraine or taken up an ambiguous position, the DPRK has been vocal in its support for Russia. From the DPRK perspective, the Kremlin’s post-2022 diplomatic and economic estrangement from much of the world has provided Pyongyang with an opening to leverage ties with Russia to push for an easing of its own diplomatic and economic isolation. Meanwhile, strengthening its DPRK ties allows Russia to undermine US influence on its Asian periphery. In supporting Russia’s full-scale invasion of Ukraine, North Korea appears to be aiming toward obtaining economic benefits from closer ties with Russia, a country whose economy has managed to stay afloat despite heavy Western sanctions. Russia’s full-scale invasion of Ukraine has provided the impetus for Pyongyang’s outreach to Moscow. However, the roots of the current upswing in Moscow-Pyongyang relations go back to the April 2019 summit between Kim Jong Un and Vladimir Putin. Kim received an invitation to meet with Putin in May 2018 yet waited eleven months to meet with the Russian leader, even as Kim regularly met with the leaders of other major players on the Korean Peninsula. Kim may have decided after the February 2019 Hanoi summit yielded few results that strengthening ties with Russia, which was more reluctant than China to support UN sanctions against Pyongyang in 2017, was a more viable option for sanctions relief. Aside from the fact that Russia has demonstrated a clear unwillingness to impose new sanctions against the DPRK, North Korean citizens are reported to still be working in Russia in contravention of UN Resolution 2397. North Korean workers’ earnings are said to have suffered because of Russia’s reduced access to hard currency. Yet, the ruble’s continued resilience may mean that earning currency in Russia is still worthwhile for laborers dispatched at Pyongyang’s behest.

As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

Germany established diplomatic relations with North Korea, also known as the Democratic People's Republic of Korea (DPRK), in 2001 at the request of the South Korean government, which hoped that Germany and the European Union (EU) would play a more active role in supporting the “Sunshine Policy.” Since then, Germany, together with the other EU states, has sought to moderate North Korea through a “Policy of Critical Engagement” to convince it of the benefits of international cooperation, respect for the rule of law, and improving the political and economic situation of its people. In doing so, Germany could build on the long relationship between North Korea and the former East Germany. “Critical engagement” means being willing to talk and get involved, but without holding back on criticism—and, if need be, imposing sanctions. It also implies that comprehensive engagement is not (yet) possible because of the circumstances. There is ample cause for a constrained approach from North Korea’s aggressive foreign policy and systematic human rights violations to the absence of suitable economic and fiscal conditions for business and development cooperation. Moreover, the lack of will on the part of considerable segments of the North Korean regime to engage with other countries also hampers broader engagement.

More than a year after Russia’s invasion of Ukraine, the morale of the United States and its Western allies appears high.1 Spurred into action by Moscow’s act of aggression, NATO appears more united, the EU has seemingly become more of a geopolitical actor, and Ukraine has resisted and repulsed the Russian onslaught to a degree that few initially thought possible. The Biden administration has thus far laudably managed to ramp up assistance to Kyiv without directly confronting Moscow. However, while the current U.S. policy toward Russia and Ukraine may be sustainable for some time, that does not mean it will never run out of road. Sanctions against Russia — a major global economy — have been ramped up to a level previously unseen, but they have not been effective in compelling Moscow to change course. The United States and its allies have yet to agree on what they deem to be an acceptable endgame to the war. Great power or not, Russia will remain a populous, powerful and potentially disruptive actor in Europe. Without clearly and credibly proposing policies that can lower the temperature, and without beginning to envisage what a future European security order might look like, the United States risks prolonging the conflict — with potentially unforeseeable consequences if popular war–weariness continues to grow.

Barring an improbable complete victory for Ukraine or Russia, the conflict in Ukraine will end, or more likely be suspended, in the form of a compromise. The fighting is therefore now essentially about the geographical and political lines along which this compromise will be drawn. These will become much clearer once the results of the forthcoming Ukrainian counter–offensive are known, and the aftermath of the offensive will be the time for an intensive diplomatic effort to bring about a ceasefire. Ideally, this compromise should take the form of a peace settlement like Northern Ireland’s in 1999, that would end the war and allow the creation of a stable, consensual and peaceful security order in Europe. More likely, however, is a ceasefire that (as in the cases of Kashmir, Korea, and Cyprus) will freeze the existing battle–line, wherever that runs. Such a ceasefire will in any case be necessary if talks aimed at a formal peace settlement are to take place; and even if such a treaty cannot be reached, such a ceasefire, if far from ideal, might still prove reasonably stable and permanent. Both the U.S. and Ukrainian administrations stated after it began that the war would inevitably end in a negotiated peace. In the first month of the war President Volodymyr Zelensky put forward peace proposals that included suspending the issues of Crimea and the eastern Donbas for future negotiation. Since then, however, both Ukraine and Russia have adopted positions that make any agreement between them exceptionally difficult. Given these circumstances, the United States must play the greatest role in achieving a ceasefire.

The 2020s have been characterized by a profound crisis of confidence in international relations and world politics manifested in the use of political, psychological, and rhetorical methods and techniques that are atypical of traditional diplomatic practices and do not correspond to generally recognized norms of diplomatic protocol. Such manifestations include, for example, the use of unverified information and disinformation, the dissemination of deliberately false information (“fake news”), the unilateral disclosure of confidential face-to-face or telephone conversations to the media, and the publication of diplomatic correspondence not only as an unofficial translation but also as direct copies of informational documents (notes, letters, telegrams, and attachments to them). In this paper, we use a novel firm level dataset for Germany to investigate the effect of sanctions on export behaviour and performance of German firms. More specifically, we study the sanctions imposed by the EU against Russia in 2014 in response to the annexation of Crimea and Russia's countermeasures. We find a substantial negative effect on both the extensive and intensive margin of German exports. While the negative effects are strongest for firms exporting products subject to trade restrictions, we provide further evidence on the indirect effects of sanctions. Analysing the impact on broader measures of firm performance, we document that the cost of sanctions is heterogeneous across firms but overall modest. Our results reveal that the negative impact of the shock was concentrated primarily among a small number of firms that were highly dependent on Russia as an export market and those directly affected by the sanctions.

Space activity is experiencing a boom with the scope and importance of space technologies and services fuelling rapid growth upon growth. While the space boom is catalysing transferral of the ownership of previously public infrastructure and capabilities to corporate control, many space technologies have critically important military and civilian applications. As the importance of space sectors grows, both public and private cyberoperations targeting space infrastructure proliferate. This makes it more difficult to attribute the perpetrators of cyber operations. The United States’ lead in the space sector is increasing. Starlink, a satellite internet constellation operated by the US-based company SpaceX, will serve to bind many nations to one more US-controlled communication architecture. As a result of the implications of space technologies for comprehensive security, building space resilience is becoming paramount. States must diversify their supply of space-related services and tighten cooperation with like-minded states.

Today, it is of essence to recognise the immense potential that this relationship promises. Demographic growth, rapid economic development, and expanding IT markets on the continent boost its global influence. As Africa gains more weight in international affairs, Estonia can engage in a mutually beneficial exchange. Africa’s prospective influence and Estonia’s existing expertise lay the foundation for a partnership that will fuel innovation and drive progress.

From late June to mid-July 2023, I visited Georgia, Moldova, Hungary, Poland, and Lithuania on a research trip. The analysis and conclusions in this report are based, in part, on conversations with a wide variety of individuals from former government officials, university students, academics, and members of non-governmental organizations to ordinary citizens. The Kremlin desires to reestablish a sphere of influence in former Soviet republics and Warsaw Pact states between the Black and Baltic Seas. To do so, it is fighting a conventional war in Ukraine and political wars elsewhere to remove Western influence and reestablish hegemony. Russia’s political warfare operations have a major flaw; they only offer people the past and not a future. However, US efforts against them could be more effective and citizens in frontline states facing Russian subversion have constructive criticisms to improve them. Resisting Russian subversion depends as much on the political health of the targeted state as Western countermeasures. Efforts to oppose backsliding on democratic norms are vital, even if they spark tensions with partners and allies. Several countries in the region will hold elections between the fall of 2023 and 2025 that will determine their geopolitical orientation. If the war in Ukraine is a battle of modern weapon systems, these elections will be a war of ideas between East and West. It is important that the United States not cede the narrative for these elections to Moscow and work with allies and partners to counteract anti-Western propaganda.

Russian missiles and Iranian drones strike Ukrainian cities daily, often hitting civilian targets. Russia is the aggressor. Ukraine is the victim. For Americans who believe in respect for national borders, the primacy of national sovereignty, and the right to self-defense, support for Ukraine is natural. Meanwhile, Russia is among America’s top geopolitical adversaries. Americans are raising questions about the tracking and oversight of aid to Ukraine. Russia has long sought to dominate Ukraine, and wherever Russia hooks its tentacles, corruption naturally follows. By helping Ukraine defeat Russia on the battlefield, the United States can strike a major blow against corruption in Europe. In the meantime, the US government is carefully tracking American aid to Ukraine. The Department of Defense (DoD) established a Security Assistance Group Ukraine last fall that tracks military shipments. (By contrast, the US did not establish a similar effort in Afghanistan until seven years into the war). Moreover, Congress required significant reporting on oversight and accountability in each major assistance package passed to date: the four Ukraine supplementals, the FY2023 NDAA, and the FY2022 and FY2023 omnibus bills. Specifically, Congress mandated the creation of a list of all security assistance and defense articles provided to Ukraine—and enhanced monitoring of that equipment once it enters Ukraine. Congress also mandated that the DoD reports on all end-use of military equipment. As of this writing, the DoD has found no evidence of Ukraine diverting US-supplied defense equipment. This makes basic sense: a smaller, weaker country like Ukraine could not defeat its much larger Russian adversary if Western weapons were not reaching the front lines. Indeed, Ukraine’s battlefield successes follow a basic rhythm. In June, the US released Harpoon coastal defense systems to Ukraine. Later that month, the British Defense Ministry announced that Ukraine used this Western system to sink a Russian ship on its way to Snake Island, causing the Russians to abandon the strategic outpost. The HIMARS launcher, first sent last summer, propelled Ukraine’s counteroffensives in the south and east, enabling Ukraine to liberate Kherson and take back major territories in the Kharkiv region. And the US shipment of over 100 M777 Howitzers proved effective against Russian equipment at a time when the Ukrainians were running dangerously low on artillery systems. Still, in keeping with its responsibilities, the new Republican majority in the House is standing watch and directing new efforts. Earlier this month, Mike Rogers, chairman of the House Armed Services Committee, led a congressional delegation to Romania and Poland to oversee the distribution of Ukraine aid. Following the trip, the bipartisan group of lawmakers agreed that they “came away with a clear understanding of the various safeguards the US government, in partnership with the Ukrainians and other nations, have put in place to ensure each article is accounted for and tracked to the frontline of the war.” Because Congressman Rogers sees oversight as a top priority of his committee, he will press the point in an oversight hearing on Tuesday, February 28.

Ukrainian Foreign Minister Dmytro Kuleba recently said that the summit should present “a clear plan on when and how Ukraine will enter [NATO].” Meanwhile, Ukrainian Defense Minister Oleksii Reznikov said that “there is no alternative to Ukraine's accession to NATO.” With expectations high, NATO leaders and policymakers need to start developing a plan to keep Ukraine on the path to eventual membership while deepening NATO-Ukraine relations. With some creative thinking and political will, the summit could serve NATO’s interests and meet the Ukrainian government’s reasonable and understandable expectations.

I support the judgment of the commander of United States Indo-Pacific Command (INDOPACOM), Admiral John Aquilino, who was recently asked by Senator Roger Wicker, “There’s some people who feel our support for Ukraine is taking away from our capability and credibility in the Indo-Pacific. . . . What do you say?” Adm. Aquilino replied, “Senator I do not . . . I believe we have to do both to maintain the peace.” Why is Adm. Aquilino correct in linking the defense of Taiwan and deterrence of Communist Chinese aggression to our support for Ukraine? First, US victory in Ukraine is essential for generating support for Taiwan at home. Winning in Ukraine will help generate the domestic resolve to fight for Taiwan. If we pull back from Ukraine, however, the US will strengthen those isolationists who pit baby formula against defense spending. Success creates a slipstream of confidence, which the country is currently lacking after our experience in Iraq and Afghanistan. A victory in Ukraine can restore confidence in our ability to win wars—at home and abroad.

Ukraine aid is a good investment for the US. The United States has given Ukraine $43.7 billion in military assistance since Russia’s full-scale invasion last year. This is about 5 percent of America’s fiscal year 2023 defense budget, or less than two-tenths of 1 percent of its gross domestic product. Ukraine is degrading one of America’s two major adversaries. Ukraine has destroyed more than 11,350 pieces of Russian military equipment, including 2,164 main battle tanks, 2,566 infantry fighting vehicles, more than 500 pieces of towed artillery and multiple rocket launchers, 84 aircraft, 99 helicopters, and 12 naval ships—all without shedding a single drop of US blood. President Zelensky: “Ukraine never asked American soldiers to fight on our land instead of us.” Ukraine matters to the US economy. In 2021, Europe accounted for $3.19 trillion of foreign capital investment in the US (out of a total of $4.98 trillion). In 2022, 45 out of 50 states—including the largest single-state economy, California—exported more goods to Europe than to China. Ukraine shapes global commodities markets. Ukraine ranks in the top ten in the production of corn, wheat, barley, sunflower, sunflower oil, sunflower meal, and canola. It has reserves of 117 of the 120 most widely used minerals and metals in the world, including titanium, iron, lithium, coal, and other energy deposits. At present, Russia occupies Ukrainian territory containing at least $12.4 trillion worth of raw materials.

The EU is concerned at rising tensions in the north of Kosovo and the prospect of Russian interference in disputes between Kosovo and Serbia. To address this, the EU drew up a new proposal for engagement between Kosovo and Serbia, which the two sides have agreed to. The agreement makes some progress on the unresolved question of mutual recognition but is not yet a roadmap to full normalisation. Tepid EU efforts to enable Western Balkans states to advance Euro-Atlantic ambitions are part of the reason for the unresolved issues in northern Kosovo. The EU can transform this dynamic by setting out clearer prospects for accession for both Kosovo and Serbia.

A new poll suggests that Russia’s war on Ukraine has consolidated ‘the West;’ European and American citizens hold many views in common about major global questions. Europeans and Americans agree they should help Ukraine to win, that Russia is their avowed adversary, and that the coming global order will most likely be defined by two blocs led respectively by the US and China. In contrast, citizens in China, India, and Turkiye prefer a quick end to the war even if Ukraine has to concede territory. People in these non-Western countries, and in Russia, also consider the emergence of a multipolar world order to be more probable than a bipolar arrangement. Western decision-makers should take into account that the consolidation of the West is taking place in an increasingly divided post-Western world; and that emerging powers such as India and Turkiye will act on their own terms and resist being caught in a battle between America and China.

Abstract:
The world is changing – and European governments are struggling to decide how to position themselves within it. Middle powers outside Europe are preparing for a fragmented, not a bipolar world, and approaching the emerging order with some confidence. The EU can learn a great deal from their strategies. The EU has a myriad of interdependencies with other powers and will never be totally self-sufficient. To protect its interests and values, it needs a foreign policy strategy that acknowledges this: strategic interdependence. The EU should anchor this approach in an understanding of where it needs partnerships – and the potential power it wields within them. It should prepare for political coexistence and competition, privilege de-risking over decoupling, and invest in key relationships rather than in defending the old order.

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Abstract:
New research for ECFR suggests pro-Russia and pro-China narratives are present in online and traditional forms of discourse in Italy. It finds that forms of anomalous activity spiked just ahead of the country’s 2022 general election. Despite the shock to Italian foreign policy caused by Russia’s war on Ukraine, economic ties between the countries remain. Moreover, the political environment in Italy remains conducive to Russian influence, with the leaders of four of the five largest parties in parliament prone to echoing talking points favourable to Moscow or advocating for “peace” while suggesting the withdrawal of military support to Ukraine. Italy has been slow to put in place the structures needed to combat foreign influence. The new governing coalition appeared to place little value on tackling the problem, but it has now started to build on the more considerable progress made under former prime minister Mario Draghi. Italy should seize opportunities to strengthen the battle against disinformation, such as: encouraging the next European Commission to incorporate this task into its mandate; and placing the topic in Rome’s forthcoming G7 presidency programme.

Russia’s war on Ukraine has shown European citizens that they live in a world of non-cooperation. But their cooperative foreign policy instincts are only slowly adapting to this new reality. Europeans want to remain neutral in a potential US-China conflict and are reluctant to de-risk from China – even if they recognise the dangers of its economic presence in Europe. However, if China decided to deliver weapons to Russia, that would be a red line for much of the European public. Europeans remain united on their current approach to Russia – though they disagree about Europe’s future Russia policy. They have embraced Europe’s closer relationship with the US, but they want to rely less on American security guarantees. European leaders have an opportunity to build public consensus around Europe’s approach to China, the US, and Russia. But they need to understand what motivates the public and communicate clearly about the future.

In the 20 years since the US-led invasion, Iraq’s political order and elite have proven surprisingly resilient in the face of numerous challenges, including terrorism, civil war, threats of secession, and mass protests. The informal consociational system, party politics, patronage networks, and competing paramilitaries are enduring features of Iraqi governance that have maintained stability even as they present many long-term problems. Despite the system’s resilience, Iraq remains deeply challenged by corruption, a lack of economic diversity and development, climate vulnerability, and some persistent security deficits. Europeans should acknowledge the realities of Iraqi governance and work within them to achieve shared European-Iraqi interests rather than seeking to impose their own ideals or solutions. Europeans could, for example, help Iraqis to manage their youth bulge problem, digitise the economy, and prepare for and adapt to climate change.

Criticism of realism is based on a largely superficial understanding of the paradigm. Critics treat realism as a one-dimensional approach. Realism is a paradigm that encompasses different and sometimes mutually contradictory approaches. Realist scholars strongly opposed U.S. military interventions, such as Iraq, which have proved disastrous. Offensive realism’s rationale is unconvincing in the case of Ukraine. However, the international community’s response falls well within the realist paradigm. Deterrence remains a vital policy recommendation of realism, as evidenced by the U.S. response to the Taiwan debacle.

Abstract:
This article explores the correlation between Russian influence and the European Union (EU) integration process in the Western Balkans. The focus is on analyzing the impact of Russian influence expressed through political, economic and cultural means on the region’s integration into the EU. The article argues that the Russian foreign policy toolkit inhibits the EU accession process for the six countries of the Western Balkans, as it interferes with the internal functioning of these countries, which, in turn, affects their ability to fulfill EU requirements. Using a comparative case approach this study has found evidence that Russian cultural, political and financial support negatively affects the Western Balkans’ European integration process, hindering progress towards accession. Additionally, the findings support the argument that Western Balkans countries with Slavic populations are more susceptible to Russian influence. The article highlights the significant impact of Russia on the EU integration process in the Western Balkans and underscores the need for EU policymakers to address this issue to ensure a smooth and successful accession process for the region.

As French President Emmanuel Macron (accompanied by Ursula von der Leyen) is on a state visit to China, some twenty Ifri researchers decipher the stakes of the U.S./China/Europe strategic triangle. This 16-text study follows Olaf Scholz’s visit to Beijing (November 2022) and precedes that of Emmanuel Macron (April 2023). It comes especially one year after the beginning of a geopolitical and geoeconomic shock of a rare magnitude: the invasion of Ukraine by Russia. The War in Ukraine or the Return of Bloc Geopolitics? The war in Ukraine has broken ties between the European Union (EU) and Russia for the foreseeable future, particularly in the field of energy, though not without consequences in the Middle East, Africa, and the Indo-Pacific. Furthermore, this war has become the main show of active indirect confrontation between the United States—which has provided military support to Ukrainians, with help from its European allies—and China, which has supported Russia politically and economically. In February 2022, Moscow and Beijing declared their “no limits friendship”; in March 2023, Xi Jinping offered his personal support to Vladimir Putin after the International Criminal Court issued a warrant for his arrest. In its position on the political settlement of the Ukraine crisis, presented in February 2023, China stated: “All parties should oppose the pursuit of one’s own security at the cost of others’ security, prevent bloc confrontation, and work together for peace and stability on the Eurasian Continent”. China is no more of a mediator than the United States: it would be unrealistic to believe so. We appear to be witnessing a return of bloc geopolitics, albeit in a starkly different context than that of the Cold War (1947-1991). Globalization has produced strong economic and technological interdependencies that make any prospect of decoupling very costly, if not impossible. Economic partners are no longer necessarily military allies, and vice versa. In other words, a gap is opening up between geopolitical perceptions and geoeconomic realities. The term “decoupling” is popular in the United States, though much less so elsewhere. The rejection of bloc geopolitics is particularly acute outside of the West, where a “pragmatic” approach to foreign policy is often promoted. The Saudi foreign minister summed this up during the World Policy Conference in December 2022: “Polarization is the last thing we need right now. […] We need to build bridges, strengthen connections, and find areas of cooperation”. A few months later, China pulled off an extraordinary diplomatic coup by brokering a deal to restore relations between Riyadh and Tehran. For the EU, the situation is particularly delicate: Europe is in the Western camp, but a severing of ties with Beijing would cause a crushing economic blow. In 2022, China accounted for more than 20% of the EU’s imports, while the United States accounted for around 12%. By 2030, the EU’s GDP is expected to rise to $20.5 trillion, compared to $30.5 trillion for the United States and $33.7 trillion for China. In January 2023, the President of the European Commission declared at Davos: “We still need to work and trade with China, especially when it comes to this transition. So, we need to refocus our approach on de-risking, rather than decoupling”. For its part, Beijing has encouraged European aspirations of “strategic autonomy”, understood in China as a form of detachment from the United States. At the same time, the EU is constantly strengthening its military, technological, financial and energy ties with the U.S. This collective study notes a hypothetical search for balance on the part of the Europeans, faced with a war on their territory (the Western peninsula of the heartland), who cannot escape Sino-American mechanisms, and who do not form a monolithic whole. It also analyzes the strategy of several important actors outside our continent, and shows that, from Ukraine to Taiwan, via Africa and the Middle East, Europeans have little room for maneuver. This is why the study proposes recommendations to try, at a crucial moment, to reinforce their positioning.

With ties forged under Soviet rule, Russia has historically enjoyed warm relations with many African countries, as their economic and ideological ambitions often align and their ties are bolstered by a mutual mistrust of the West. The spread of Africa’s votes on United Nations (UN) resolutions to condemn Russia’s invasion of Ukraine in 2022, however, indicates three key themes. Firstly, many African countries are pulled in competing directions by broader global geopolitics—for many, abstaining was the rational choice. Secondly, Russia’s support on the continent may be overstated and is not unconditional. Finally, Russian influence is often limited by the extent to which it can influence the political elite of a country and in some cases co-opt that elite into patronage networks. The split in the way African countries voted to condemn Russia’s actions is an important departure point for an exploration of the changing nature of Africa’s ties to Russia. There have been myriad interpretations of the votes, most of which have focused on the failure of several African countries to denounce the invasion. Few have questioned whether the nonaligned stances of these countries were tacit refusals to be used as supporting actors in public displays of condemnation by the United States and European Union (EU), to distract from the inability to offer meaningful practical or military support. Fewer still have explored whether the nonaligned stances signal weakening Russian influence on a continent it has typically relied on for support. This paper examines political relations between Russia and Africa, delving into the legacy of independence, military support, diplomatic and foreign policy stances, aid, foreign direct investment, and trade. It will also unpack whether Russia’s invasion of Ukraine was a catalyst for what appears to be Russia’s diminishing influence or whether the former Soviet Union’s waning global standing and economic relevance precipitated a loosening of ties. The fluidity of geopolitics has left many African states between a rock and a hard place. What does this mean for Africa, not only in terms of its relationship to Russia but also more broadly on the geopolitical stage? Further, how would Africa be positioned on the global stage should Russia prevail, should the war drag on, or, more interestingly, should Ukraine emerge victorious?

The EU’s Eastern Partnership (EaP) lacks a security dimension and this is an urgent reform need. In particular, the EU should become the leading provider of civilian security support in the EaP countries, particularly Ukraine. But significant weaknesses in this policy field inhibit its capability to do so. Sweden’s long-term focus on the EaP, its experience in augmenting domestic cyber and hybrid resilience as well as in placing the civilian aspect at the heart of its national security, and it its leading contribution to the EU’s Common Security and Defense Policy (CSDP) missions put it in a unique position to be a champion of the security dimension of the EaP during its presidency of the Council of the EU. Sweden can do so by pushing for: a EU-NATO memorandum of understanding on the EaP; the provision of a rapid financing mechanism to assist EaP countries in nonmilitary defense; a more coordinated training, planning, and implementing process for CSDP missions between EU actors and the EaP countries; a more targeted approach towards EaP countries; and prioritization of deepening of cooperation with EaP countries in the domain of hybrid threats.

Nicu Ceausescu, the wastrel younger son of Romanian dictator Nicolae Ceausescu and his wife Elena, was widely believed in the 1980s to be the heir apparent to his father. Unlike his older siblings, Valentin and Zoia, he had been an indifferent student and was more interested in drinking, gambling, and carousing than in any more serious pursuits. Nevertheless, by the 1980s he held high positions in the Romanian Communist Party and government while still in his early thirties —he was First Secretary of the Union of Communist Youth and a member of the Party’s Central Committee, as well as deputy in the parliament and Minister of Youth Affairs. Higher-level positions awaited him. In mid-September 1983, during my assignment as Romania Desk Officer at the State Department, the Romanian Embassy approached me for help in setting up a meeting for Nicu at the highest possible level. Although he was considered a lightweight and his visit to the U.S. was little more than a junket, my Romanian Embassy colleagues obviously were terrified lest he be dissatisfied with his reception in Washington, with possibly unpleasant consequences for themselves and their careers. They were desperate to arrange something for Nicu that would give his Washington stay at least the appearance of substance. After some discussion within our office, we dutifully sent forward an appointment request for him to meet with Under Secretary for Political Affairs Lawrence Eagleburger, with little expectation that the third highest ranking official in the department would agree.

Russia has become Europe’s ogre. Beyond the brutality of Moscow’s onslaught on Ukraine looms a harsher ideological backdrop. Too many Russian citizens have been enticed into seeing this invasion as a defence of Russia’s security, national pride and identity, history, Weltanschauung, international standing, and imperial stature. They eulogise Russia’s national church as a defensive shield despite its abuse of spiritual humanity, its soldiers as crusaders. Europeans, in response to this baggage respond with a mixture of fear or unease. Anger, too, along with frustration and ultimately something akin to hatred. With all this comes an inclination in the western world to reject everything Russian. This rejection of a rich culture risks tarnishing our mindset and that of our children. Russian orchestras, dancers and sopranos have been banned from western stages—largely on the pretext that they have not condemned Putin and his acolytes. Ultimately Russian culture risks being airbrushed out of western European mentalities. It is worth pausing for a moment and just looking at what we are rejecting, perhaps unconsciously. Hitherto—and for many Europeans still —Russian culture has had an important place in our education and upbringing. Tchaikovsky, Borodin, Rimsky Korsakov, Shostakovich and the sublime Prokofiev have delighted our concert audiences for decades. Marc Chagall’s imagination has stimulated ours. Ballet in Europe—or the US, for that matter—would not be what it is without the great influence of the ballet russe. Nor, in a related world, would we be so intellectually rich without the heritage of Russian scientists, physicists and mathematicians.

While most Western analysts and commentators place responsibility for the war in Ukraine squarely on Vladimir Putin, a few contend that NATO’s enlargement provoked the Russian invasion. Based on my personal interactions with Putin while serving as a U.S. diplomat in St Petersburg in the 1990s, I would argue that a collision between the West and a revisionist Russia led by Putin was virtually inevitable.

In 2022, Europe and the U.S. marked the 75th anniversary of the Marshall Plan, and this year is the 20th anniversary of a permanent Paris exhibit that documents its achievements. When I was posted to Paris as the Public Affairs Officer from 2002 to 2006, the public affairs offices (except for the press section), along with the consular affairs services, were in the Hôtel de Talleyrand facing the Place de la Concorde, about a block from the main U.S. embassy building. The Talleyrand, as we called it, gave visitors easier access for these more public functions of the embassy. Running back and forth to meetings at the embassy was a small price to pay for offices overlooking the majestic Concorde. In 2003, the Talleyrand marked a new milestone. Following initial restorations of the Talleyrand’s State Apartment rooms, the embassy invited representatives of the Marshall Plan’s participating nations and restoration sponsors to celebrate the opening of the George C. Marshall Center and its permanent exhibit, “The Marshall Plan: The Vision of a Family of Nations,” created by French and American historians and curators to memorialize the project that revitalized Europe after the devastation of World War II. The Talleyrand has an illustrious history dating from the 18th century and a no-less- illustrious list of inhabitants that included the building’s namesake today, Charles-Maurice de Talleyrand-Périgord, and the Rothschild family, who made the Talleyrand their home until the German occupation of Paris. The “hôtel particulier” (private urban mansion) lived through an evolving history of changes, including its own salvation when only quick action by the Allied forces saved the Place de la Concorde and surrounding buildings from Hitler’s order to destroy Paris.

In Esprit de Corps, Lawrence Durrell’s classic satirical riff on diplomatic life in Belgrade during the 1950s, he writes that “it was a slack period diplomatically and as always happened during slack periods the Corps busied itself trying to see which Mission could give the most original parties.” Life in general and diplomatic life in particular in the Bucharest of the 1970s and in 1950s Belgrade, of course, were not identical. Nevertheless, there were certain similarities, both being the capitals of “Balkan” communist states and hosting a capable but sometimes underemployed resident diplomatic corps. Aside from the diplomatic club, a relic from pre-communist times that featured a golf course, six tennis courts, an outdoor swimming pool, and a clubhouse restaurant, Bucharest provided relatively few social outlets for local diplomats. Contacts with Romanians for most embassies in the early 1970s were perforce limited, and tended to be stiff and formal when they did occur. In order to accept an invitation from a foreign (non-communist) mission or diplomat, most Romanians first had to obtain permission from the appropriate authorities. Such permission often was delayed or denied, except to the favored, and reliable, few. Consequently, frequent, and at times imaginative, parties and other social events characterized diplomatic life among the embassies in Bucharest. The younger staff members of the Western missions, and those of a few other friendly countries such as Japan, Israel, Turkey, and Brazil, were in many cases lively, intelligent, and creative. They were not content to sit quietly at home when they could arrange or attend a good party or other diversion. Far from it!

During her tenure as Prime Minister, Giorgia Meloni has been far more active on the international scene than most observers predicted. Within the first ten months of her tenure, she has traveled to capitals across Europe, Asia, and North Africa and has hosted numerous foreign leaders on official visits. In July, Meloni visited Washington, D.C. where she and President Biden affirmed their commitment to deepening collaboration across various areas of shared interests. Meloni’s foreign policy agenda has touched on a range of issues including, but not limited to, European security, migration, energy policy, and international trade. It is on this last issue that Italy’s decision-making might be most impactful. As the Meloni administration reassesses its economic partnerships around the world, Italy’s relations—and by extension the European Union’s (EU) overarching position—towards the People’s Republic of China (PRC) could witness lasting changes. At the heart of the new government’s economic policy lies its choice of whether to withdraw from China’s Belt and Road Initiative (BRI). Meloni—along with many members of her cabinet—have voiced skepticism towards the agreement. As such, everything is on the table in the run-up to the decision at the end of the year.

In early 2018, UK Prime Minister Theresa May visited China with a British business delegation, seeking a free trade deal and expressing optimism over Beijing’s “one country, two systems” formula for governing Hong Kong (Global Times, January 31, 2018; Zaobao, January 31, 2018). In her first foreign trip since moving into 10 Downing Street, she promised that the “golden era of relations” between the UK and China would be even better after Brexit (Xinhua, February 1, 2018). Since May’s visit, however, a great deal has happened to move UK-China relations in the opposite direction, with the PRC’s suppression of mass demonstrations in Hong Kong (Global Times, July 29, 2020); the implementation of the 2020 Hong Kong National Security Law that London sees as a breach of “one country, two systems” (PRC Ministry of Foreign Affairs [FMPRC], June 12, 2020); the British riposte in offering a path to citizenship for Hong Kongers (Gov.cn, April 14, 2021); and the escalation of tensions between China and its trading partners, particularly the UK’s closest ally, America (FMPRC, September 24, 2021; Xinhua, October 5, 2021). The British establishment, like their American cousins, have changed tack on China of late. In June 2022, MI5 Director Ken McCallum and FBI Director Chris Wray gave a joint address warning business and academic leaders in Britain of the “massive shared challenge” posed by China (MI5, July 6, 2022). Two years earlier, McCallum said that if Russian behavior is like “bursts of bad weather,” then “China is changing the climate” (CIGI, June 2, 2022). Last November, Prime Minister Rishi Sunak, referring to UK-China relations, said that “the so-called ‘golden era’ is over, along with the naive idea that trade would lead to social and political reform” in the People’s Republic (ThePrint, November 29. 2022). Even the pro-engagement business weekly Beijing to Britain admits that no one in the UK Parliament “believes that an enriched Chinese middle class will steer the country towards democracy” (Beijing to Britain, January 24, 2021). Britain’s conundrum in stabilizing commercial relations with Beijing while heeding American sensibilities is as difficult as at any time since Nixon’s groundbreaking trip to China in 1972. Meanwhile in Beijing, the decades-old ordeal of striving to play the British off against the Americans has become an increasingly uphill battle. In fact, much of today’s menu of bilateral issues between London and Beijing, with the Washington factor always hovering in the background, might be familiar to Clement Atlee, Winston Churchill, Zhou Enlai and Mao Zedong. That brings some predictability to the rollercoaster ride of UK-China relations, but unsettling variables have changed the course of relations and pushed London, not to mention the rest of NATO, ever closer to Washington. Specific aspects of the PRC’s increasingly destabilizing and aggressive policies that have rankled London include the removal of Hong Kong as a centerpiece of the UK-China bilateral relationship; and Beijing’s announcement immediately prior to Russia’s full-scale invasion of Ukraine in February 2022, that “the Sino-Russian cooperation has no limits, no exclusion zone, no ceiling” (中俄合作没有止境 ,没有禁区,没有上限) (Global Times, December 24, 2021; Gov.cn, February 4, 2022).

With the 2015 nuclear deal dead in all but name, Iran is getting closer to Russia and more repressive at home, while EU member states’ priorities about the Islamic Republic now extend beyond nuclear proliferation to human rights and European security. This shift in priorities cements a re-orientation of the EU’s approach to Iran from conditional engagement to confrontation. EU member states’ options are limited, however. Pressure worked prior to the nuclear agreement because the EU cut off significant trade with Iran. But US extraterritorial sanctions, re-imposed after the United States left the deal in 2018, have rendered EU-Iran trade so modest that cutting it would have little impact. The EU could get more leverage by providing incentives, yet the political inexpediency of rewarding Iran at a time of rising belligerence of the Islamic Republic greatly restricts the range of benefits potentially on offer. Still, in the mid- to longer term, the EU and its member states will need to combine pressure with some form of incentives if they want to defend their interests in non-proliferation, European security and the protection of human rights in Iran. They also need to resort to a variety of international partnerships in order to maximise their residual leverage.

In a Union of 27 Member States, differences in (geo)political interests, socio-economic realities, historical trajectories and national identity construction constantly threaten internal unity and thus also the external coherence of the EU’s Foreign and Security Policy (EUFSP). The following three factors and their mutually reinforcing interplay appear to have a significant impact on the creation and shaping of EUFSP, especially when it comes to managing international crises and conflicts: internal contestation, regional fragmentation and multipolar competition. The analysis in this paper draws on the main findings from nine case studies carried out under the Horizon 2020 JOINT project. The paper first assesses the (generally negative) impact of the three factors on EUFSP in these contexts of international crises, identifies common patterns and divergent approaches. The second part of the paper identifies strategies to mitigate and/or reduce the (negative) impact of these challenges on EUFSP and points towards windows of opportunity to take action moving forward. The ultimate aim of this research is to provide experts and officials with concrete ideas about how EU policy decision-making processes can enable greater coherence among EU institutions and Member States in their response to international crises and conflicts.

Abstract:
The EU’s Regulation for Deforestation-free Products (EUDR) marks an important milestone in addressing demand-side deforestation governance, being the first regulation targeting deforestation driven by agriculture. Yet it must be understood as more than an effort to protect the world’s forests – it showcases the European Commission unilaterally acting to promote values and policy ideas abroad. It displays issues of transnational social justice and power discrepancies, shedding light on shifting market power dynamics in global structures. And it questions the EU’s standing as a trustworthy partner on the international stage as well as its relationships with important producer countries. Analysing the EUDR from these angles offers valuable insights that can be transferred to other due diligence instruments that are currently being drafted or negotiated, such as the Corporate Sustainability Due Diligence Directive (CSDDD). Unilateral action may provide a semblance of control but is by nature limited in the depth of scope. As its market influence wanes, the need for the EU to position itself as a reliable partner becomes increasingly important. To prevent leakage, demand-side measures such as the EUDR must be paired with supply-side measures. The EUDR’s success will hinge on careful and efficient implementation, accompanied by meaningful consultations and engagements with producer countries. Overall, prioritising the external dimensions of such legislation must first and foremost uphold trust and strengthen collaborative relationships with partner countries.

Abstract:
What is Global Gateway’s unique offer? How does it beat the competition? Why is Global Gateway a values-based offer and what does this entail in practical terms? Amid criticism and comparisons, the EU’s Global Gateway deserves scrutiny and effort to define its purpose and added value, both within and outside the EU. Initially designed as a foreign policy strategy, Global Gateway has not been put to its intended use. Instead, the first two years of implementation have highlighted conceptual and structural challenges that fall short of the EU’s international needs and ambitions. Up to now, it has focused on delivery, namely Team Europe, flagship projects, and investment packages. The EU’s projected power and credibility with its international partners is at stake. However, trusted and resilient connectivity links are difficult to build without putting the foreign policy versus development debate to rest. Differentiating the EU’s offer from its competitors and addressing dwindling credibility requires strong and coherent international leadership. As this CEPS Explainer outlines, resources aggregation approach ‘à la IMEC’, holds the potential to better connect narrative to implementation and build the EU’s external power. Developing on from this, the strategic connectivity clusters (SCCs) approach streamlines international connectivity cooperation.

Abstract:
What do Germans und US citizens think about the most pressing foreign policy issues? Here are the highlights of this year’s public opinion survey, addressing Germany’s international role, biggest challenges and most important partners. A majority (57 per cent) of Germans believe that Germany’s international influence has declined over the past two years, despite Chancellor Olaf Scholz’s proclaimed Zeitenwende. As a result, only 38 per cent of respondents would like to see Germany become more engaged in international crises. This is the lowest figure since the start of the survey in 2016. 76 per cent believe that this involvement should preferably be of a diplomatic nature, compared to 65 per cent last year. 71 per cent of respondents are against Germany taking a leading military role in Europe.

In autumn 2022, the electoral victory of the right-centre coalition led by Giorgia Meloni’s Fratelli d’Italia (FdI, Brothers of Italy) and the subsequent establishment of her government caused scepticism and apprehension among international commentators. Concerns stemmed not only from it being the first administration in the history of post-war Italy whose majority partner, FdI, is rooted in the post-fascist tradition; more concretely, the inclusion within the coalition of parties such as Matteo Salvini’s Lega (League) and Silvio Berlusconi’s Forza Italia (Come on Italy), which had entertained political and personal relations with Vladimir Putin’s Russia prior to the invasion of Ukraine, raised doubts about Italy’s continuing support for Kyiv and the Western coalition. In reality, unwavering Atlanticist and pro-Ukraine views were repeatedly voiced by Meloni during the election campaign already, and – apart from a few unfortunate remarks by single individuals – this stance has been unambiguously upheld by the new government since it took office, as sealed by the Prime Minister’s visit to Kyiv in February and to Washington in July 2023.[1] A more complex picture emerges regarding relations with the European Union and European partners. Historically, in the post-war period, European integration has been a crucial dimension of Italy’s foreign policy, along with Atlanticism and strong support for multilateralism. Rome was one of the founders of the European communities, and European integration was long seen by ruling and opposition parties alike as key to Italy’s economic, cultural and social modernisation. Since the 1990s, however, criticism of the European project began to emerge in Italy, especially among the new centre-right parties, which developed a so-called “Euro-realist” approach when in government, whereby Italy’s national interest would not necessarily coincide with deeper European integration.[2] Outright Euroscepticism became more apparent since the Eurozone and migration “crises” of the 2010s, leading to the emergence of so-called “sovereigntist” narratives depicting the EU as an “antagonist”, which found resonance especially among populist parties.[3] This narrative, however, lost momentum as a result of the unprecedented level of funding granted to Italy through the NextGenerationEU programme in response to the Covid-19 pandemic. In the aftermath of the 2022 election, managing relations with Europe was thus a crucial task for the newly elected Italian government.

ince the International Monetary Fund (IMF) and the Tunisian authorities reached in October 2022 a staff-level agreement to support Tunisia’s economic policies, Tunisian President Kais Saied has been standing at the Rubicon. Lacking a vision to revive the Tunisian economy, President Saied has opted for a strategy of diversion and scapegoating. By blowing on the embers of xenophobia among his supporters and more recently by stoking the flames in the Middle East, he continues to deflect attention to conceal his economic short-sightedness and claims autonomy from foreign – mainly European – aid, in the name of sovereignty. This posture has now trapped him in his own rhetoric at a time when the Tunisian economy struggles without signs of recovery or resilience in a challenging regional and global landscape. Time is ticking, the situation remains grim, and the country may miss another opportunity to resume economic growth.

76. Timing Is Everything: Italy Withdraws from the Belt and Road Initiative

After months of rumours and speculations, on 6 December 2023, the Italian newspaper of record, the Corriere della Sera, broke the news that Rome had finally withdrawn from China’s Belt and Road Initiative (BRI), via a note sent to Beijing three days earlier.[1] In the absence of an explicit request to withdraw before the end of December, the memorandum of understanding (MoU) instrumental to Italy’s participation in the BRI would have automatically been renewed for another five years starting from March 2024. Italy’s subdued withdrawal from the BRI marked the epilogue of a long, laborious, yet ultimately successful diplomatic process that reflected a reassessment of its bilateral relations with China. The origins of this reassessment can be traced back to the government led by Mario Draghi between 2021 and 2022. In June 2021, during the first post-pandemic, post-Trump G7 Leaders’ Summit in Carbis Bay, Draghi stated that his government would “examine […] carefully” the MoU.[2] Draghi’s words reflected a deeper awareness of the broader implications of Beijing’s assertiveness in international politics and a close alignment with the Biden administration in Rome. This shift also reflected the absence of tangible economic benefits from BRI membership for Italy, although this was also due to the devastating effect of the Covid-19 pandemic on the designed trajectory of Sino-Italian economic relations.[3] Furthermore, the security-driven decision of the Draghi government to repeatedly exercise its “golden power” to veto Beijing’s investments in Italy’s strategic sectors contributed to shaping the MoU’s outcome.[4] This course correction in Rome’s China policy survived the fall of the Draghi government in July 2022 and the victory of the centre-right coalition led by Giorgia Meloni and her Fratelli d’Italia (Brothers of Italy, FdI) party in the legislative elections of September that year. After all, Meloni and her party had consistently opposed the MoU with China from the very beginning, a decision arguably also linked to the perceived need to bolster the party’s credentials as a reliable partner in the eyes of Washington – as in the case of the clear support for Ukraine well before the September electoral victory.

Three months ago, the most far-right government in the history of Israel was sworn in by the Knesset under the leadership of Benjamin Netanyahu. Notably, Itamar Ben-Gvir, the Kahanist leader of Jewish Power and former convict for racist incitement, has been appointed the head of the newly created Ministry of National Security.[1] Additionally, Bezalel Smotrich, leader of the settler-based Religious Zionism party, has been given major control over the administration of the occupied West Bank as the head of the Finance Ministry.[2] The new government has spurred a nationwide mobilisation in Israel, as many criticise the proposed judicial reform aimed at curtailing the Supreme Court’s power to exercise judicial review of legislation, giving the government control over judicial appointments and granting the Knesset the power to override the Court’s rulings. After weeks of protests – mainly attended by secular liberal Jewish Israelis[3] – the reform has been put on hold as part of a coalition agreement which includes the establishment of a National Guard led by Itamar Ben-Gvir and tasked with handling “Arab unrest”, thus anticipating even more state-sanctioned violence on Palestinians.[4] In fact, the number of Palestinians killed in 2023 is already set to surpass last year’s data, with at least 95 deaths since January.[5] This record in violence has been characterised by near-daily raids carried out by the Israeli military across the occupied West Bank, particularly in Jenin, Nablus and Jericho, aiming at curbing the resurgence of Palestinian armed resistance to the occupation.[6] In the same time span, at least 16 Israelis have been killed.[7]

The cabinet led by Giorgia Meloni – a centre-right coalition often portrayed by commentators as right-wing and nationalist – is rebalancing Rome’s policy in the Far East by scaling down ties with Beijing and by effectively lending support to the United States and its Asian allies vis-à-vis an increasingly assertive and self-confident China. Moving away from previous centre-left governments that tended to prioritise commercial relations with Beijing, the conservative coalition in power since September 2022 has been fostering defence-related cooperation with Japan and India and chip-related cooperation and investments with Taiwan. Moreover – and remarkably for a country that has long been absent from Asian security – the Italian government has sent a patrol vessel to the South China Sea and plans to forward the country’s flagship aircraft carrier to the area to conduct joint exercises with the navies of Australia, Japan, the United Kingdom and the United States. The quantity and quality of initiatives being undertaken warrant the label of an Italian ‘pivot’ to the Indo-Pacific. By upgrading its presence in the region, Italy joins the other G7 nations in their efforts to uphold the rules-based order and dissuade Beijing from invading Taiwan. However, to consolidate the western anchorage of this pivot, the Meloni government needs to fully align its policy towards Beijing with that of the Euro-Atlantic allies – which includes deciding whether to continue to lend Italy’s official support to China’s Belt and Road Initiative or not.

Over the past year, US and European engagement in the South Pacific has noticeably accelerated. Wooing these islands away from Chinese influence is clearly a priority but there are many dimensions to this. The “Blue Pacific” is more than a consortium of scattered islands. They see themselves as large ocean states, which collectively make up the second-largest Exclusive Economic Zone in the world. While they are important as we game out Taiwan scenarios, the peoples of the South Pacific want their region to remain immune from “great-power games.” This calls for a subtle Transatlantic strategy emphasizing partnership. Turkish foreign policy under Recep Tayyip Erdogan has gone through a number of turns since 2003, characterized by the country’s leader continuously taking stock of domestic and global dynamics whilst navigating between the U.S. and Europe, Russia, and the Middle East. He came to power in Ankara 19 years ago after rising through Türkiye’s political Islamist movement, serving first as prime minister and since 2014 as president. Erdogan’s foreign policy approach over two decades can be divided into a number of periods: an initial era of aspirational multilateralism with a strong pro‑EU tilt, until roughly 2009; an ambitious period of regional assertion marked by failed support for the Muslim Brotherhood and the Arab uprisings, until around 2015; an increasingly unilateral, hard‑power driven period through 2020; and what appears to be a new era blending hard power—enabled and symbolized by Turkish drones—and a Ukraine war, in which Türkiye is, simultaneously, selling drones to Kyiv and courting Washington while implementing the 1936 Montreux Treaty to limit its frenemy Moscow’s access to the Black Sea. Together with recent steps aimed at rapprochement with Israel and Gulf Cooperation Council (GCC) states like Saudi Arabia and the United Arab Emirates (UAE), these last factors encapsulate the new era of Turkish foreign policy—albeit one overshadowed at the moment by Ankara’s unwillingness to unconditionally approve Swedish and Finnish accession to NATO.

The fall of the Berlin Wall in 1989 and the resignation of Mikhail Gorbachev as president of the Soviet Union in 1991 marked the start of the USSR’s collapse—but not the collapse itself. While the USSR ceased to exist as a legal entity after 1991, the collapse of the USSR is still happening today. The two Chechen Wars, Russia’s invasion of Georgia in 2008, Russia's annexation of Crimea in 2014, the on-and-off border skirmishes between Kyrgyzstan and Tajikistan, and the 2020 Second Karabakh War between Armenia and Azerbaijan are just a few examples showing that the Soviet Union is still collapsing today. However, future historians will likely describe Russia's February 2022 invasion of Ukraine as the most consequential moment, if not the final moment, of the Soviet Union’s collapse. When the war in Ukraine will end is unknown, but it will likely mark the dissolution of the Russian Federation (the legal successor of the Soviet Union) as it is known today. Russia has undeniably suffered a major blow to its economy, devastation to its military capability, and degradation of its influence in regions where it once had clout. The borders of the Russian Federation will likely not look the same on a map in 10 or 20 years as they do now. As the final collapse of the Soviet Union plays out and as the Russian Federation faces the possibility of dissolving, policymakers need to start planning for the new geopolitical reality on the Eurasian landmass. The goal of this policy memo is not to advocate for regime change in Russia—this will be a matter for the Russian people. Nor does this paper predict exactly how Russia and the broader Eurasian region will emerge after the final collapse of the Soviet Union and the dissolution of the Russian Federation. Instead, it establishes realistic goals for Western policymakers, outlines assumptions on which these goals are based, and highlights the questions that decision-makers should ask now to better prepare for the future.

Georgia’s relationship with the West has deteriorated over the last year and a half. The Georgian government’s actions have prevented the country from becoming a candidate for EU membership. Three-quarters of Georgians see themselves as pro-Western; only a tiny proportion of the population is pro-Russian. Oligarch Bidzina Ivanishvili appears to be largely responsible for this dissonance between Georgian foreign policy and public opinion. Through his control of the Georgian Dream party and the government, Ivanishvili may be attempting to manoeuvre Georgia into Russia’s sphere of influence. It is still possible for the EU to work with Georgia. But the bloc should condition the financial and political support it provides – starting with the 12 points that Brussels designated in June 2022.

Policymakers across the EU agree Russia poses a multifaceted threat to their security. Europeans have responded quickly to the challenges posed by the war in Ukraine, but they lack a ‘theory of victory’. They have no shared view about how the conflict is likely to end. No single EU member state is guiding Russia policy; a ‘leaderless unity’ has emerged. This could provide the bloc with a form of dispersed strength – but a change in US leadership could expose the weakness of this situation. EU policymakers do not believe that Europeans have the means to bring about regime change in Russia; at the same time, they are unable to foresee a stable future relationship with a Putin-led Russia. Policymakers are uncertain how Russia’s war on Ukraine will affect their interaction with other parts of the world, including China and the global south. This could prevent Europeans from mounting a more effective global response. Europeans should re-examine the support they give to Russians fleeing the regime – emigrés represent an important connection to Russian society, which will be valuable whoever occupies the Kremlin.

For eight years, Yemen has suffered a civil war, whose conduct has been exacerbated by outside powers, principally Saudi Arabia and the UAE on one side, while Iran has supported the other. Yemen is a politically, socially, geographically, and religiously fragmented country, including within the two broad areas controlled by the internationally recognised government and the Houthis respectively. Saudi Arabia and the UAE may soon decrease their military interference in Yemen – but their exit could expose divisions in both government and Houthi areas. Yemen was poor before the conflict, but a corrupt war economy has now taken hold, strengthening an array of local power holders, while the Yemeni people slip into ever-deeper destitution. Short-term measures introduced with the support of the international community have failed to stabilise the situation. Europeans should take a longer-term approach to Yemen. They should promote the country’s cause in their diplomacy with Gulf Arab states and make a commitment to economic support, a values-based approach, and an emphasis on human rights in Yemen.

97. Europe’s Global Gateway: A New Geostrategic Framework for Development Policy?

The proposal by the European Union (EU) to build a “Global Gateway” to the world is potentially an important juncture in EU foreign relations. Since its official launch in December 2021, most attention has been put on the initiative’s geo­strategic implications and whether the EU can compete with China. Less attention has been paid to the Global Gateway’s implications for EU development policy in terms of strategic objectives, decision-making, thematic focus and financing. Two aspects are important in this regard. The first is whether the Global Gateway is a serious proposal that can deliver on its headline promises to massively increase European infrastructure financing in developing countries, provide partners with an alternative economic and political model to that being offered by China, and make a meaningful contribution to their efforts to realise the 2030 Agenda. The EU’s announcement that the Global Gateway will generate up to EUR 300 billion in investment by 2027 grabbed headlines, many of them sceptical. There is, however, no reason to doubt that the initiative will be adequately financed. Although the planning for the EU’s international aid budget for 2021-2027 has mostly been completed, a significant proportion remains flexible and could be spent on Global Gateway projects. As for the EU’s implementing capacity, the Gateway’s financial toolbox draws on the EU’s recent experiences with the Juncker Investment Plan and the External Investment Plan, which have both been utilised by development banks and private investors. The second aspect is whether the Global Gateway heralds a change in the EU’s motivations, objectives and modalities for cooperation with developing countries and regions. On the surface, the Global Gateway does not seem to change much. There are many thematic overlaps with existing strategic frameworks for engaging with Africa and the EU’s Neighbourhood. There is even a sense that the Global Gateway turns back the clock to the days when the EU focussed aid spending on infrastructure and emphasised its “political neutrality”. The geopolitical context in which the EU finds itself is, however, being transformed by pandemic, wars and multipolarity. The impacts of epochal events such as the Covid-19 pandemic and Russia’s invasion of Ukraine are still playing out. The Global Gateway signals a major adjustment in the EU’s response to these transformations, particularly regarding its engagement with the “Global South”. This will create a new paradigm for EU development policy, defined by strategic interests. It is likely that the new geostrategic framework will weaken the EU’s commitment to, and observance of, core develop­ment policy principles, especially the focus on poverty, partner country ownership, open governance and the “do no harm” principle. The Global Gateway’s use of aid to cata­lyse commercial investment risks further instrumentalising EU development policy. Specific measures are therefore needed to safeguard and promote the principles that the EU and its member states have committed themselves to.

The geostrategic environment is currently replete with confrontations and "fait accompli" policies, set against a backdrop of national power reassertion and conflicting competitive interest[1]. Maritime spaces are also increasingly embroiled in this tension as economic, commercial and even strategic issues remain inextricably linked to the maintenance of good order at sea. Consequently the world faces two strategic paradoxes. The first of these is the tension between national and global interests. The interdependence of world economies and the pressing issue of climate change require a global approach to problem resolution. Indeed it is from this imperative that the notion of common spaces was born, initially in the maritime domain before being extended to the air, space and cyber domains. Freedom of navigation enabling the ability to trade in the maritime environment is therefore a fundamental element of collective wealth. The second paradox is the contradictory pressure between the maintenance of the international framework and the law of the strongest. Some States increasingly uses intimidation and coercion as the transactional mode of choice. This challenge to the role of the international community is contributing markedly to increased instability and regional tensions. Certain stakeholders are attempting to appropriate maritime areas over which they claim sovereignty. The European Union (EU) must take account of this evolving ominous change to the stability of geostrategic environment. While the extent of the EU maritime domain is synonymous with major opportunities, it also brings with it a corresponding level of challenges to be met, first and foremost that of the security of these maritime areas of common interest. Accordingly, to ensure continuity of the work undertaken within the framework of the Strategic Compass, the theme of "maritime issues" must be taken into account in the Member States' discussions. The French Presidency of the Council, which lasts until 30 June 2022, should also provide an opportunity to capitalise on the relative consensus of the collective opinion concerning the importance of the "maritime factor". This would allow us to further promote the EU to assume a broader remit, both as a security provider with a global vocation and as an actor that invests and innovates in this crucial strategic area.

For Germany, the return of war to European soil, a few hundred kilometres from its territory, is a stinging rejection of the policy of normalisation and openness towards the East (Ostpolitik) supported by Chancellor Willy Brandt (1969-1974) and to which the Social Democratic Party (SPD) and the left-wing party (die Linke) had until then been very attached. The pacifism that permeates German society and the resulting restraint in foreign policy, a sign of German contrition for the horrors of the Second World War, are also being questioned: they could potentially lead to a 'soft' response to the aggression against Ukraine, which might then encourage further Russian attacks on Western European security. This aggression also challenges the concept of the "Exportnation" – the exporting nation - dear to the Christian Democrats (CDU), who gambled that trade and the interdependencies it entails would guarantee peace with Russia. Instrumentalised as a weapon of war, Germany's cheap energy supplies from its Russian neighbour, which had never been at issue - even in the worst hours of the Cold War - have become a major source of vulnerability for German economic growth. While it was already experiencing tensions before the Russian aggression, the German foreign policy model has now entered into a period of accelerated change and new directions are taking shape, in the course of the speeches made by its Chancellor Olaf Scholz (SPD) and Ministers of Foreign Affairs and Defence, Annalena Baerbock and Christine Lambrecht. They confirm or deny the trajectory defined in the 'Ampel' coalition contract between the SPD, the Greens and the Liberals (FDP). The answer is threefold: at national level, certain decisions taken in response to the Russian invasion could change Germany's international and European positioning; initially, the war in Ukraine created a GermanAmerican "transatlantic moment", but it also has opened up strong prospects for a revival of European integration, in which Germany intends to play a leading role; for a long time an economic giant but a political dwarf, Germany seems to be abandoning the posture of restraint that characterised its foreign policy, deciding to fully deploy all the facets of its power on the European and international stage. This is both a challenge and an opportunity for the Franco-German couple in the construction of Europe.

Abstract:
Civil wars in Syria and Libya, endless conflicts in Palestine and Western Sahara, failed states such as Lebanon, authoritarian regimes in Egypt and Algeria, and recurrent migratory crises are all upheavals that have created a periphery of chaos in the European Union's southern neighbourhood. It is struggling to respond to it, from " Arab Springs " to authoritarian autumns, in the face of the geopolitics of Moscow, Ankara and Teheran, which are fuelling conflict. And all of this whilst dealing with ambiguous partners between Russia and the West. Regional integration initiatives have been forgotten, while Algiers and Rabat are engaged in an arms race. The spectacular, sudden emergence of China has marked the past decade and illegal immigration remains a contentious issue. The New Agenda for the Mediterranean, welcomed by the Council on 19 April 2021, proposes excellent cooperation measures. But it does not have the means to achieve its ambitions. And it fails to address the most vexing issues[1].
