The EU’s Eastern Partnership (EaP) lacks a security dimension and this is an urgent reform need. In particular, the EU should become the leading provider of civilian security support in the EaP countries, particularly Ukraine. But significant weaknesses in this policy field inhibit its capability to do so. Sweden’s long-term focus on the EaP, its experience in augmenting domestic cyber and hybrid resilience as well as in placing the civilian aspect at the heart of its national security, and it its leading contribution to the EU’s Common Security and Defense Policy (CSDP) missions put it in a unique position to be a champion of the security dimension of the EaP during its presidency of the Council of the EU. Sweden can do so by pushing for: a EU-NATO memorandum of understanding on the EaP; the provision of a rapid financing mechanism to assist EaP countries in nonmilitary defense; a more coordinated training, planning, and implementing process for CSDP missions between EU actors and the EaP countries; a more targeted approach towards EaP countries; and prioritization of deepening of cooperation with EaP countries in the domain of hybrid threats.

After years of lower interest, France has signaled its ambition to re-engage in the Western Balkans. It is not starting from scratch. Historical affinities with the countries of the region abound, in culture, sciences, politics, and economy. But shifting priorities in the past decades have eroded French presence in the region. To regain a foothold in this important part of Europe, France has taken a series of initiatives aimed at boosting its engagement. In 2016, it hosted the Berlin Process summit; in 2017, it launched with Germany an initiative to coordinate the drive against firearms trafficking in the Western Balkans; in 2018, it expanded the intervention mandate of the French Development Agency (AFD) to all Western Balkans countries and adopted a national Strategy for the Western Balkans; in 2020, after a two-year stalemate, it withdrew its reservations against the opening of accession negotiations with Albania and North Macedonia, while sketching the contours of the revised enlargement methodology. Drawing from a series of consultations in the region and structured cooperation with partner think-tanks, this policy paper is conceived as an independent, expert contribution to French efforts at re-engaging with the Western Balkans. It explores perceptions of French re-engagement in the region and reflects the potential of the 2019 Strategy for the Western Balkans in light of the forthcoming French Presidency of the European Council and in the context of the grands débats on the future of Europe.

The year 2021 marked the 30th anniversary of the establishment of diplomatic relations between China and Lithuania. Instead of commemorative events and customary lofty rhetoric, the bilateral relationship rapidly plunged to a level rarely seen in either country’s foreign policies since the end of the Cold War. Sino-Lithuanian relations remain de facto downgraded to the level of chargé d’affaires, Lithuania’s physical embassy in Beijing is empty, while the southernmost Baltic state continues to withstand China’s multidimensional campaign of diplomatic, discursive and, most importantly, economic pressure. The principal cause behind this diplomatic crisis was the opening of the Taiwanese Representative Office in the Lithuanian capital of Vilnius in mid-November 2021. This Briefing will argue, however, that there were other important reasons behind the current state of affairs that had been accumulating over the course of two years. The opening of the Taiwanese Representative Office in the Lithuanian capital of Vilnius in mid-November 2021 triggered an unprecedented diplomatic crisis between the People’s Republic of China and Lithuania. China resorted to massive economic coercion measures to pressure Vilnius, such as the freezing of bilateral trade. European multinational companies also reported that Beijing blocked their exports because of Lithuanian components in their products. In late January 2022, the European Union (EU) launched a case at the World Trade Organization against China over discriminatory trade practices against Lithuania. The current crisis must be understood in the broader context of the degradation of the relations between China and Lithuania, but also the EU, since 2019. As such, this crisis is symptomatic of the developing trend in the relationship between the EU and China.

The hour of reckoning is when one confronts past mistakes and decides what to do next. Russia’s war in Ukraine reveals numerous European mistakes in the past and accelerates the development of a new foreign policy paradigm. Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

13. China's messaging on the Ukraine conflict

In the early days of Russia’s invasion of Ukraine, social media posts by Chinese diplomats on US platforms almost exclusively blamed the US, NATO and the West for the conflict. Chinese diplomats amplified Russian disinformation about US biological weapon labs in Ukraine, linking this narrative with conspiracy theories about the origins of COVID-19. Chinese state media mirrored these narratives, as well as replicating the Kremlin’s language describing the invasion as a ‘special military operation’. ASPI found that China’s diplomatic messaging was distributed in multiple languages, with its framing tailored to different regions. In the early stage of the conflict, tweets about Ukraine by Chinese diplomats performed better than unrelated content, particularly when the content attacked or blamed the West. ASPI’s research suggests that, in terms of its international facing propaganda, the Russia–Ukraine conflict initially offered the party-state’s international-facing propaganda system an opportunity to reassert enduring preoccupations that the Chinese Communist Party perceives as fundamental to its political security.

Abstract:
ACCORDING to many of our international relations experts, a presidential decree to approve a new edition of the Foreign Policy Concept of Russia will be one of the most significant developments of 2022. It will be the sixth doctrinal document in our country’s recent history: Previous versions of the key diplomatic “manifesto” were issued in 1993, 2000, 2008, 2013, and 2016. The media treat them as routine events when in fact they offer us a unique opportunity to trace all transformations in the foreign policy thinking of the country’s leaders and to analyze the events and trends of the last 30 years. The response to the latter has determined the nature and substance of the conceptual foundations of Russia’s foreign policy. More than 30 years have passed since the breakup of the Soviet Union in 1991. The new generation that grew up, studied at, and graduated from institutions of higher education knows next to nothing about the Soviet superpower, bipolar confrontation, socialist internationalism, and games with “inter-imperialist” contradictions. The system of Russia’s foreign policy priorities has been broken, reestablished, and altered several times. This and the country’s revival inspired us to reassess an article published in 2007 [1] and to correct assessments made then of global processes.

EU Member states can be divided on China, even on issues such as human rights. Often singled out as an agent of division is the Hungarian government of prime minister Viktor Orbán. Hungarian dissent begs the question: how can the EU move forward on China given Hungary’s strategy of obstructive dissent? European cooperation ought not wait for unanimity, nor should it rely on value-politics: member states should play the power game to circumvent or break lingering impasses. Member States should support setting up a 27+1 Forum as the main platform for European China-policy, form a leading group tackling strategic corruption and corrosive capital, and initiative a track 1.5 dialogue on China with Germany and the Visegrád Countries.

The EU is not always united and visible in foreign policy. This policy brief argues it could make more use of leading groups of member states under the coordination of the High Representative and European External Action Service (EEAS), the type of strategic thinking that guided the development of the Strategic Compass, and a Team Europe approach to a wider range of international activities, going beyond development cooperation. One idea would be to formulate a European Council Forum on Economic Security and Sanction policy. The Netherlands could contribute proactively, for instance by advocating for a strategic conversation on the topic of economic power at the level of the European Council.

17. A new formula for collaboration: Turkey, the EU & North Africa

Over recent years, relations between Turkey and the European Union (EU) have been difficult and driven more by crisis management rather than equal partnership. Yet, despite this downward spiral, both blocs remain key partners on domains such as trade, migration and counterterrorism and repeatedly express their interest in developing a more cooperative and constructive relationship. This report is a product of the ‘Searching for a New Formula for collaboration between Turkey and the EU in/with North Africa’ project, which investigated the extent to which Turkey and the EU could collaborate in and with North Africa, more specifically, Morocco, Egypt and Algeria. North Africa was chosen because it offers an underexplored area of research for Turkey-EU relations; Morocco, Egypt and Algeria were selected for specific study as they are the countries with which both Turkey and the EU have the highest trade volumes in the region. Moreover, there are currently no joint projects between Turkey and the EU in Morocco, Algeria or Egypt, although the region is an area of strategic importance for both Turkey and the EU. The recent war in Ukraine has also increased the value of North Africa as a provider of agricultural products and gas for the region. Libya and Tunisia were excluded from the research to narrow the scope of the project. To avoid the traps of reproducing ‘neo-colonial’ or ‘neo-Ottoman’ discourses and of following a top-down approach, this study used action research as a democratic, participatory and collaborative research methodology. It engaged diverse participants from Turkey, the EU and North Africa in semi-structured in-depth interviews, conferences and a survey. Through a cyclical process, the study devised a tripartite collaborative model and concrete project ideas under five major policy options in which cooperation between Turkey, the EU, Morocco, Algeria and Egypt could be actionable. This report gives a detailed account of the abovementioned tripartite collaborative model and the subsequent project ideas which were designed to be mutually beneficial for all three blocs –Turkey, the EU and North Africa. It should, nevertheless, be mentioned that current geopolitical uncertainties in the wider region could challenge the implementation of these projects. The civil war in Libya, the political tension between Turkey and Egypt or Morocco and Algeria, and the influence of China and Russia in the region could pose potential risks for collaboration. However, we maintain that such uncertainties make it even more timely to seek opportunities for a future collaborative environment in the Mediterranean as, ‘if the Mediterranean is weak, all Mediterranean countries are weak’.

18. The Russians are coming! The Russians are coming? Russia’s growing presence in Africa and its implication for European policy

The growth of Russia’s presence across Africa over the last decade has generated significant international concern, further exacerbated after Moscow’s invasion of Ukraine. Russia’s engagement can affect the interests and policies of the European Union (EU) and its member states (MS) in Africa. How should European policymakers understand these developments and respond to them? To answer this question, this report looks at Russia’s engagement in Africa, reaching three main conclusions. First, Moscow’s engagement with Africa has so far remained limited as compared to that of other global players, particularly in the economic domain. The current level of (media) attention devoted to Russia’s role in Africa is thus not supported by sufficient evidence of its actual engagement in the continent. At the same time, however, the growth of Russia’s presence is a real trend. Second, Russian actors are guided by a rather loose strategy when it comes to Africa. The Russian state has some interests that act as a broad framework. However, the actual engagement is carried out not only by state actors, but also by state-backed conglomerates and politically connected private businesses. These latter actors have their own specific interests, which are not always fully aligned with those of the Russian state. While state actors are often driven by geopolitical considerations, Russian companies are more interested in economic opportunities. Third, Russia’s engagement in African countries is significantly shaped by the different national contexts and by the interests of African governments. For instance, in a strong state like Ethiopia, Russia’s engagement takes place exclusively at the governmental level. By contrast, in Sudan and Mali (contexts with weaker state structures), other Russian actors like PMCs and private businesses are involved. Yet, in all three cases, Moscow’s presence tends to grow when relations between African governments and their international partners (especially in the West) deteriorate, often in the wake of authoritarian turns. This shows the opportunistic nature of Russia’s engagement, as well as the complex trade-offs faced by EU/MS governments when engaging with African governments. These findings have significant consequences for the policy response of the EU and its member states. This report suggests that: (i) Rather than trying to respond reactively to Russia’s presence, EU/MS should focus on strengthening their own relations with relevant African partners. Addressing some of the political and economic imbalances in the Europe-Africa partnership may be an effective way to strengthen such relations, and by doing so to reduce the chances of an increase in Russia’s influence. (ii) In countries where this preventive strategy is difficult to implement (e.g. when facing authoritarian governments), decisions on whether/how to engage should go beyond debates about Russia’s (potential) presence, and be based instead on a comprehensive understanding of EU/MS interests and norms. Partnerships with non-governmental actors (e.g. the private sector, traditional authorities) may allow EU/MS governments to remain engaged despite souring ties with the government. (iii) In countries where Russia’s presence is already established, evidence-based and context-specific assessments of this presence should inform the EU/MS policy response. This can allow EU/MS governments to avoid overreacting to Russia’s influence, while also not underestimating its dangers. (iv) To pursue their interests in an increasingly multipolar world, EU/MS governments should try to strengthen their leverage vis-à-vis Russia (as well as other actors). To do so, EU/MS policymakers should leverage more strategically the engagement of European businesses across Africa.

Abstract:
In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

Abstract:
Europeans are disillusioned with how the global system of international cooperation is handling today’s challenges. Seventy-one per cent of them believe that the system is not working on climate change. Yet it is at the European level that they see a need to strengthen strategic sovereignty. Even in the weeks leading up to Russia’s invasion of Ukraine, when ECFR’s survey took place, a plurality of respondents said that there was a need for European cooperation to guarantee security at their borders and to tackle future pandemics. They are comfortable with the idea of French leadership on such cooperation efforts. The next French president should pursue a strong European foreign policy agenda to protect Europeans against the threats they are most concerned about, driving the European Union to engage geopolitically with Russian and Chinese efforts to reshape the international order. In doing so, the new French president will cement Europeans’ conviction that the EU can face up to today’s challenges.

China is a geopolitical latecomer to Bulgaria, having traditionally shown more interest in other countries in south-eastern Europe. Beijing has long struggled to gain influence in Bulgaria due to the country’s EU membership and entrenched interests in sectors such as infrastructure and energy. China has responded to this challenge by adopting a multi-track strategy of engagement with state and non-state actors at the national and subnational levels. Beijing has significantly expanded its subnational cooperation with Bulgaria in areas such as culture, education, agriculture, research, public procurement, and e-governance. China has focused on strengthening its frameworks of cooperation and building relationships with local elites to circumvent national policies. China’s growing presence in Bulgaria has concerning implications in areas such as technology transfers, agriculture, research, ‘smart city’ and governance projects, control of critical infrastructure, and public procurement.

Britain and Africa are deeply connected through their history and people as much as through trade, investment, aid, and culture. They can both benefit greatly from this relationship – especially in areas where their interests converge, including economic development, security, education, and climate. But political forces on both sides could push them apart – even as, increasingly, Britain needs Africa more than Africa needs Britain. The British government and the EU need to understand the relationship in its geostrategic context – the influence of China, Russia, Gulf states, and others affects African countries’ views on their place in the world. A closer and more responsive relationship between Britain, Africa, and the EU would have significant benefits for all sides – partly because each is weaker individually than they are together, and because Britain still has strengths that are most useful in cooperation with others. But this will only be possible if the British government significantly changes its approach to Europe as well as to Africa.

A multipolar Middle East is emerging as the US “right-sizes” its posture in the region – and as regional states and external powers, including Russia and China, become more assertive. Russia’s war on Ukraine is accelerating these dynamics, while also provoking destabilising price shocks and underscoring the region’s importance to energy markets. The Middle East’s geopolitical shifts pose huge challenges to Europe, but multipolarity could create space to promote European interests more effectively. A coherent European approach should be guided by principled pragmatism: acknowledging the region as it is rather than as Europeans want it to be, while staying focused on the principles needed to secure longer-term stability. Europeans need to enhance transatlantic complementarity and stop ceding leverage to their Middle Eastern partners. While they compete for influence with Russia and China, they should maintain room for coordination with both countries. Europe should tap into the opportunities created by stabilisation support, green energy, and economic diversification – areas that could provide an edge over China.

European officials are frustrated at India’s apparent fence-sitting over Russia’s invasion of Ukraine. Yet, for Indian policymakers, maintaining a workable relationship with Russia is central to counterbalancing Chinese hegemony in their shared neighbourhood. India also depends significantly on Russia for arms supplies, including advanced systems that help it keep pace with China. Despite this, India has for some time been slowly decoupling from Russia and strengthening its relations with the West, especially the US. Europeans should be aware of how India defines its own strategic positioning, and support India where possible as they negotiate the tricky issues relating to the Indo-Pacific region.

In much of Africa, growth is being driven by “green energy innovation ecosystems”, which combine telecoms, digital platforms, solar power, and the internet of things. European companies and states risk losing out on business opportunities and political influence if they fail to integrate their services and infrastructure into these emerging ecosystems. China and other economic and geopolitical rivals will become African states’ main partner if Europeans stand aside from this key growth trajectory. The EU can: assist on offering world-class data regulation and supporting the construction of data centres; support the construction of other infrastructure, such as for 5G; and help roll out off-grid solar power generation and electric vehicle manufacturing. Europeans should work in joint ventures with African firms as this model is proven to create value added that China’s investments often fail to produce. The EU should merge its nascent Global Gateway international connectivity programme with the European Green Deal. The objectives of both require similar levels of investment in African infrastructure and they can unlock the investment potential of European public-private partnerships.

In the fourth brief in our Germany and Baltic Security series, we turn our attention to the meaning of Germany’s bilateral relationships. Here, Marko Mihkelson examines the German-US relationship. The health of this relationship is vital for Baltic security, but it has sometimes been turbulent. Berlin’s refusal to support Washington’s invasion of Iraq caused a deep and long-lasting fracture. More recently, their relations have been troubled by Donald Trump’s attacks on Germany, especially over defence spending and the trade imbalance, and by energy politics. To the surprise and disappointment of the Baltic states, President Biden, looking to restore US-German relations, cancelled the Trump administration sanctions that had prevented the completion of the Nord Stream 2 pipeline. With Russia again threatening Ukraine, what to do with Nord Stream 2 is now a question for Germany’s new chancellor. Meanwhile, there is little to suggest that Berlin will meet Washington’s expectations for improving defence spending any time soon and diverging US and German policies towards China present fresh challenges to their relationship. It Is vital that Germany recognises, when it deals bilaterally with the US, that it is unavoidably acting as a representative of its European allies too.

36. Turkey's Response to the Russia-Ukraine Crisis

On October 26, 2021, Ukraine’s Ministry of Defense released video of a TB2 unmanned combat aerial vehicle (UCAV) striking a separatist D-30 howitzer in Russian-occupied Donbas. The strike was Ukraine’s first confirmed use of the now ubiquitous TB2, the Bayraktar-manufactured drone that the Turkish military has used to great tactical effect in Syria, Libya, and Nagorno-Karabakh. The Turkish-Ukrainian defense relationship is understudied, but it could become an important factor in how Russian elites view North Atlantic Treaty Organization (NATO) support for non-member Ukraine, and be used to justify an invasion to assuage Moscow’s concerns about a US-allied military presence along its borders. The Turkish support for Ukraine is not the main driver of Russian discomfort about the future of Ukraine. The TB2 is also not a decisive game changer, and the use of UCAVs is almost certain to have little impact on how Russian leadership weighs risk during debates about the efficacy of armed conflict in a neighboring state. Nevertheless, Turkish-Ukrainian defense ties are worthy of deeper study, precisely because Ankara’s relationships with Kyiv and Moscow have a secondary impact on American interests in Eastern Europe. The Turkish-Russian relationship is marred by bureaucratic distrust, which is papered over by a very functional leader-to-leader dynamic that enables the two Black Sea neighbors to cooperate and manage numerous regional conflicts. The Turkish-Ukrainian dynamic, in turn, is part of a broader Turkish effort to establish itself as an independent actor, committed to pursuing a foreign policy that often clashes with much of the NATO alliance. This paper will explore Turkish-Russian and Turkish-Ukrainian relations; the reasons for Turkey’s efforts to “fence sit” and establish itself as a neutral political actor in the Black Sea; and what these efforts portend for US interests in the region.

37. How Will China Respond to the Russia-Ukraine Crisis?

How will China respond to a potential Russian military escalation against Ukraine? Relations between Russia and China have intensified in recent years, with Vladimir Putin and Xi Jinping holding regular summits and the two countries’ militaries participating in joint exercises and cooperating in some defense industrial efforts. Ties between Moscow and Beijing are now closer than any time since the days of Stalin and Mao, driven by a shared perception that the United States is each country’s primary foreign policy challenge. One top Russian official told media in December 2021 that the relationship now “exceeds an alliance.”[1] Chinese state media, meanwhile, have vocally backed Russia in arguing that the current crisis stems from the US “using NATO as a tool to cannibalize and squeeze Russia’s strategic space.”[2] The 2014 war in Ukraine and annexation of Crimea was an important factor driving Russia and China closer to each other, as Russia sought to reduce post-Crimea international isolation and as Beijing realized it could drive a hard bargain in its bilateral relationship with Russia on issues like energy. China’s response to the 2014 war, however, was generally to avoid taking sides. China accepted a narrative that placed blame on the West for causing the crisis, with top diplomats citing Western “foreign interference for causing the crisis,” but didn’t approve of Russia’s seizure of Crimea or its military actions in the Donbas.[3] China abstained from voting on the key United Nations resolutions regarding Crimea, for example, and it still declines to recognize Crimea as Russian territory. Similarly, it verbally rejected US and European sanctions on Russia though it let Chinese firms, including the country’s big state-owned banks, abide by these sanctions to avoid being cut off from US financial markets and the international banking system. Compared to 2014, however, China may find it more difficult to avoid involvement in an escalating crisis. Leaders in Beijing and around the world will see the US response to any military escalation against Ukraine as sending signals about whether the US could effectively respond to future crises in the Taiwan Strait or East or South China Seas. The success or failure of US efforts to impose meaningful costs on Russia if it escalates will be seen as a test of whether the US could do something similar in Asia. Moreover, after repeated summits between Chinese President Xi Jinping and Russian President Vladimir Putin, including Xi’s description of Putin as his “best friend,” China’s approach to Russia amid a crisis will also be interpreted as sending signals about China’s own capabilities and influence. Because of this, China will not see a new phase of war between Russia and Ukraine as a peripheral issue in its foreign policy, even though China has no core issues at stake in Ukraine itself. China is most likely to be implicated in the crisis by potential Western sanctions on Russia, which in contrast to 2014 will impose substantially more pressure on Beijing to take sides. China’s decision either to adhere to new Western sanctions or to help Russia avoid them will shape escalation pathways and determine the magnitude of economic and political isolation that sanctions impose.

The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

In 2021, the U.K., France, and Germany deployed 21 naval ships to the Indo-Pacific with a stated aim of helping the U.S. shoulder the burden of collective security and sustaining the “rules-based international order.” Naval deployments by the U.K., France, and Germany are symbolic and unlikely to affect the balance of power in Asia. A European pivot to the Indo-Pacific draws scarce attention and resources away from defense issues in Europe. Instead of encouraging Asian forays, the U.S. should encourage its European allies to assume primary responsibility for European security, freeing the United States to focus on the Pacific, if needed.

40. To Prevent War and Secure Ukraine, Make Ukraine Neutral

The U.S.-NATO-Russia-Ukraine crisis could be resolved by a grand bargain among the parties that defines Ukraine as a neutral state. Neutrality deals worked well in the past to forestall Franco-British conflict over Belgium in the 1830s and East-West conflict over Finland and Austria in the Cold War. The Belgian, Finnish, and Austrian neutrality deals enhanced the security of the states they made neutral. Neutrality was an asset for Belgium, Finland, and Austria, not a handicap. Major powers never calmly accept the close approach to their borders of unfriendly powers or alliances. Russia is no exception. It will not accept a settlement that leaves open the possibility of Ukraine in NATO or NATO in Ukraine. Hence, a neutrality solution is both sufficient and necessary to resolve the current crisis. Ukraine is not worth a costly confrontation for the U.S. Hence, U.S. leaders should be open to compromise. If compromise proves elusive, the U.S. should not pay high costs or run large risks to impose a deal on its terms, as it has higher priorities at home and elsewhere.

41. France Should Embrace the Transatlantic Relationship—and Help Lead It

French President Emmanuel Macron’s assertion three years ago that the transatlantic alliance was “braindead” rings as utterly misguided today.1 The resurgence of war in Europe has reinforced NATO’s raison d’être and forced Europeans to face the fact that there is no realistic alternative to transatlantic cooperation. Further, more European policy leaders recognize China’s increasing threat,2 which bolsters the case for Western “friend shoring” on defense and other issues. This process will require leadership on both sides of the Atlantic. France, the largest military power in the European Union and the second-largest EU economy, is more reluctant to embrace Atlanticism than most of its NATO counterparts. This hesitance risks limiting the success and scope of efforts to reinforce transatlantic cooperation. Nonetheless, in the evolving geopolitical context, France’s best shot at preserving its interests and influence would be through embracing Atlanticism and helping lead the reinforcement of transatlantic cooperation in the realm of defense and beyond. American policymakers should encourage and extend a hand to their oldest ally to embrace such a shift.

The relationship between Turkey and the European Union has never been easy. It is now affected by the activism of Ankara’s foreign policy, conducted in disregard of international law. Turkey remains, however, an important partner for the EU, as it is still officially a candidate for membership (since 1987) and in the Customs Union (since 1995). It impacts the EU, both in its internal (immigration, trade, other common policies) and external policies (through its gunboat diplomacy against two Member States (Greece and Cyprus) and countries eligible to the European Neighbourhood Policy). Moreover, the impact of the war in Ukraine will affect relations between Brussels and Ankara. In the face of Turkish activism, the EU lacks the capacity to anticipate and react, a problem that concerns not only its relations with Turkey, but its overall neighbourhood and association relations with its periphery. In the framework of the work on the neighbourhoods of the European Union (EU) carried out by the Institute for European Studies of the University of Saint-Louis and following its Annual Conference, with the aim of contributing to a better account of the Union’s relations with its periphery, the working group “Turkey” presents its elements of analysis in the run-up to 2023, which will be marked both by the centenary of the Republic and by long-awaited elections. Although much of this work was done before the outbreak of the war in Ukraine (24 February 2022), it has lost none of its relevance. One might even think that a stronger EU attitude towards Turkey in 2018-2020 might have made the Kremlin think twice. Faced with Turkish bellicosity in the eastern Mediterranean, the weakness of European reactions may have convinced Moscow that it could act with impunity against a country that is a member of neither the EU nor NATO.

Turkey’s long-term search for strategic autonomy, shifting global power relations, and Central Asian governments’ desire to foster multi-vector foreign policies have prompted Turkey to successfully intensify its activities in Central Asia. From the 1990s onwards, Turkey’s activism in Central Asia has strengthened cultural, trade, and diplomatic relations. Its multilateral coordinating body, the Cooperation Council of Turkic Speaking States, is being further institutionalized into the Organization of Turkic States. Turkey’s potential for acquiring a greater role in the region is limited. Its economic engagement remains modest, and Central Asian states’ responses to the Taliban takeover in Afghanistan indicate that Russia and China remain the region’s preferred security partners. Although Turkey, China, Russia, and other external actors compete in Central Asia, no full-fledged confrontation has taken place in the region so far. Turkey’s new initiatives are unlikely to change this dynamic, as long as they are conducted in the spirit of inclusive multipolarity.

Since the start of Putin’s third presidential term in 2012, geopolitical competition has also become rooted in the Nordic region, and small states’ room for manoeuvre in security policy has shrunk. In Russia’s view, maintaining ‘good neighbourly relations’ is primarily the responsibility of small states that always need to negotiate the limits of their sovereignty with great powers, such as Russia. From the Nordic point of view, the relations may require walking on eggshells. Prior to 2014, Norway was often mentioned among Russia’s ‘good neighbours’, but now Russia regularly calls off its policy of ‘reassurance and deterrence’. There are increasing signs that, in Russia’s view, a ‘good neighbour’ should refrain from extensive security collaboration and training with NATO and the US. Hence, Finland and Sweden cannot wholly avoid political tension with Russia merely by staying outside of the Alliance.

A reassessment of Germany’s relations with Russia started after the annexation of Crimea in 2014, and was catalyzed by several offensive actions taken by Moscow, including hacking attacks against the national parliament, disinformation campaigns, as well as an attempt on the life of Russian opposition politician Alexei Navalny. The new German government, formed following the September 2021 Bundestag election, is different from its predecessors in all important respects regarding foreign policymaking towards Russia. The Chancellor, the governing coalition, as well as the composition of the parliament have all changed. These changes have been pushing Germany towards a gradual reconsideration of its traditional Ostpolitik, which perceived mutually beneficial economic cooperation with Moscow as a guarantee of stability and predictability in Europe. Russia’s full-scale war against Ukraine, launched on 24 February, marks the point of no return. The war made Berlin cross several important red lines of German foreign policy, such as agreeing to very heavy sanctions against Russia, halting the Nord Stream 2 pipeline, and delivering weapons to Ukraine. This de facto marks the end of Ostpolitik.

Abstract:
The Russian attack on Ukraine has activated a series of tropes about the international balance of power in Europe. Most mainstream opinion outlets have published criticisms of Germany for supposedly being dependent on Russia and threatening the European security system by hesitating when decisive action is required. The following points serve to reintroduce some facts into the conversation. The current war in Ukraine is primarily the result of German-Russian rivalry. The war is a case of an established power, Russia, miscalculating in its efforts to prevent a rising power, Germany, from absorbing a nation within its sphere of cooperation: Ukraine. Germany’s strategy has been subtle, seeking to manage through economic interdependence an international conflict predicated upon balance of power considerations. Since circa 1900, Turkey has also played a key role in the German security system in the Black Sea region. With the benefit of hindsight, Germany’s strategy has been the most appropriate to the situation, given that Russia has been completely isolated while Germany is surrounded by allies. Germany’s problems today are not in its Russian policy, but rather in self-defeating ideologies which include the “Green” movement and economic statism.

Abstract:
The cordial bilateral relations between Greece and Georgia are mostly centered on the culture and education domains, with less progress achieved in the areas of the economy, foreign policy, and security. Greece can emerge as Georgia’s key supporter in its EU membership aspirations, with Greek experts and diplomatic circles contributing their experience to the country’s EU integration process. This support can be realized at both high and low levels, through EU Twinning projects and results-oriented memoranda between state institutions to import best practices, so Georgia can successfully carry out the required democratization reforms and implement the EU Association Agreement effectively. As the international system becomes more multipolar and the strategic significance of the Black Sea and Caucasus regions increases, Greece and Georgia should work to deepen their ties and build interest-oriented synergies in order to forge a strategic alliance. The promotion of Western and European interests can be significantly aided by a democratic Georgia on the road to European integration and a resurgent Greece with a stronger regional presence in the Black Sea and Caucasus.

Abstract:
Russia’s intervention in Syria in September 2016 turned out to have much broader objectives. The development of air and naval bases provided Moscow with platforms for operations in the Mediterranean and in Sub-Saharan Africa. The delivery of S-400 missile systems to Turkey added another major strategic gain. The European Union is faced by broad challenges on its South, with a sharp decline in rule of law, political instability, and a surge in authoritarianism. Wider phenomena such as climate change, demographic trends, and criminal activities of human trafficking networks add to the challenges. ISIL is still a threat too. Turkey’s choice of disruptive policies has perplexed EU and NATO leaders in the recent past. Tensions with the EU have risen due to challenges to maritime boundaries and sovereignty of Cyprus and Greece. Although largely a consequence of Russia’s invasion of Ukraine, the European Union’s major foreign policy initiatives in 2022 have marked a watershed moment and constitute a useful precedent for the Union’s policies with third countries. In the near future, the EU will have to invent a new format, distinct from accession, for its relationship with the countries of ‘Wider Europe’ and to use its now diversified ‘foreign policy toolbox’ in a coherent and effective fashion.

Abstract:
Russia’s invasion of Ukraine is a game changer for Europe and the global system and a call for the EU to emerge as a coherent security actor. Any EU discussion about an autonomous EU military capacity becomes irrelevant in the face of a systemic global security challenge, such as Russia, which cannot be dealt with through the existing or envisaged EU military instruments. Faced with a security challenge on a global scale, NATO remains the only game in town. The EU ambition of developing its strategic autonomy becomes practically meaningful only within the transatlantic alliance. EU member-states should take advantage of the existing clauses that enable significant steps to be taken towards foreign and security integration. The existing Treaty framework provides legal space for significant advances in the field of foreign and security integration, even though all relevant Treaty Articles contain strong ‘brakes’ which enable member-states to retain control of the process. Enhanced cooperation in EU foreign and security policy remains an important way forward, even though there are significant safety clauses. The ‘mutual defence’ or ‘mutual assistance’ clause (Article 42(7) of TEU) and the ‘solidarity clause’ (Article 222 of TFEU) are the closest things the EU has to security guarantees. Adding teeth to 42(7) should be an EU priority. Supporting EU ‘coalitions of the willing’ (Article 44 of TEU) also provides the opportunity for swifter military action under the EU aegis. The modality of cooperation between such coalitions and the EU rapid deployment capacity, which is also envisaged in the Strategic Compass and the Permanent Structured Cooperation (PESCO), has still to be worked out. Transition to qualified majority voting (QMV) in EU foreign policy decision-making presents both advantages and disadvantages, both from the standpoint of the EU and of the dissenting member states. The EU cannot become a credible global power if it cannot reach collective decisions on EU foreign and security policy. Moving towards QMV would address structural weaknesses and serve the objective of European sovereignty. However, smaller member-states need a strong and explicit reassurance that they can always use the existing emergency brakes when they consider an issue which is to be decided on by QMV to be a matter of national security. Transition to QMV should be the result of the gradual forging of a common foreign policy understanding on the major security challenges facing the EU. Human rights issues and sanctions are a good place to start when building momentum towards QMV. In the meanwhile, the current reform effort should be focused on investing in the institutional framework of EU foreign and security policy and making good use of existing instruments.

Turkey’s rising foreign policy ambitions have been best reflected in its pivot to Africa. One of the tropes used by the Erdoğan administration to advance its cause are references to the colonial heritage of the European Union (EU) and its member states. The AKP and its officials have employed this discourse to challenge the French influence in Mali since the 2020 coup d’état. As this paper shows, Turkey uses anti-colonial discourse to exploit postcolonial sentiments with a view to challenging the political and economic power of Western actors, to portraying Turkey as a legitimate and “anti-colonial” ally and partner and, in the long run, to establishing a robust Turkish presence in Mali, the Sahel and beyond. In order to counter Turkish influence, the EU needs to promote fair cooperation with Mali and West Africa, to assist with political and economic development in the region, and to mobilise Member States which are unencumbered with a colonial past.

Russia’s invasion of Ukraine on 24 February 2022 has triggered a watershed moment for the European Union. To deal with the challenges in this new era, the EU must adapt its decision-making processes to the new circumstances, in particular regarding the unanimity requirement in key policy areas profoundly affected by the Zeitenwende, including foreign and security policy, the EU budget, as well as enlargement. While unity among member states is politically important, it makes it harder to take ambitious decisions quickly. This Discussion Paper by Fabian Zuleeg and Janis A. Emmanouilidis provides two concrete proposals to address this ambition-unity dilemma and improve the EU’s decision-making capacity in times of crisis. The EU should introduce a super-qualified majority in the (European) Council. If that is not possible, it should consider recourse to action outside the EU treaty framework via an ´intergovernmental avantgarde´. Unless the Union finds ways to upgrade its decision-making processes, ambition will suffer, and the EU will not be able to defend its values and protect its interests in Europe and beyond.

Russia’s reinvasion of Ukraine in February 2022 is producing ripple effects that will reverberate far beyond Ukraine for years to come, affecting issue areas and regions where the United States and Europe must manage relations with Moscow. Such effects will certainly be felt in the Arctic (which for this study will be limited to the European Arctic or the “High North”). Already, Russia’s aggression in Ukraine has compelled Finland and Sweden to apply for NATO membership, altering the region’s security architecture. Amid the changes that are unfolding, it is critical that analysts and policymakers reexamine long-standing assessments and assumptions about Russia. To that end, this paper reexamines Russia’s approach to the Arctic in light of events in Ukraine. Given the high degree of uncertainty about the trajectory of the war in Ukraine and its effect on Russia, it is impossible to confidently project a single future for Russia’s Arctic policy. CNAS researchers, therefore, identified four drivers that are most likely to shape Russia’s approach to the Arctic: Russia’s perception of the Western threat, the impact of Western sanctions, China’s role in the Arctic, and whether Putin remains in power. Using different permutations of those drivers, the authors developed three scenarios for how the future Russian approach to the Arctic could evolve looking out to 2025.

This policy brief is a product of the Center for a New American Security Transatlantic Forum on Russia, an initiative designed to spur coordination between the United States and Europe on Russia-related policy across multiple issue areas. The policy briefs are informed by a series of dialogues with leading experts from both sides of the Atlantic. The analysis and recommendations in the memo reflect areas of agreement between U.S. and European experts. Where there are notable differences in perspective, we highlight those to better enable policymakers to navigate fissures that can hinder coordination. Introduction As Russia continues to build its forces on Ukraine’s border, the United States and its allies have laid out the economic costs that Russian President Vladimir Putin would face for any further aggression against Ukraine. The Biden administration has stated it is willing to pursue “economic measures that we've refrained from using in the past.”1 In addition, the United States has indicated it is prepared to use export controls on U.S.-origin technologies that are key to Russia’s industrial sectors and potentially enact a Russia-focused Foreign Direct Product Rule—a tool that, to date, has only been used against Huawei. It is unclear if such a package is enough to deter Putin, especially if he is intent on pursuing his maximalist objectives—autonomy for parts of eastern Ukraine that would give Russia a veto over Ukrainian foreign policy and closing NATO’s door to Ukraine. Nonetheless, implementing such sanctions if Putin further escalates in Ukraine is critical for raising the costs to Putin and for restricting Russia’s ability to sustain its aggressive foreign policy over the long term. Regardless of what happens in Ukraine, however, U.S.-Russia relations are on a new course. The era of working toward a stable and predictable relationship with Russia is over for now. The United States will need a new, more proactive approach—one in which sanctions will be a tool (among many) that Washington should use to deter future Russian attacks on liberal democracies and disrupt Russia’s destabilizing actions, especially the corrupt networks that Moscow uses to spread its influence and sustain its hold on power. This policy brief outlines the current state of play of U.S. and European sanctions policies on Russia and how the United States and Europe can update its sanctions approach in this new era of relations with Russia.

56. Leaving Stabilocracy Behind – Rethinking the French Approach to the Western Balkans

In this paper, BCSP researcher Luka Steric calls for the U-turn in the French and EU approach to the Western Balkans, calling for the end of support for stabilocracy. The spring elections have resulted in regime continuity in both France and Serbia. President Macron has secured the second term with a convincing victory in the second round against the archrival Marine Le Pen. Simultaneously, President Vucic has stroke another landslide victory in the first round of the elections, with his Progressive Party holding on to power although losing absolute majority in the Parliament for the first time since 2014. However, the political landscape has changed radically since their previous victories five years ago. The war in Ukraine has shifted the focus of the European Union toward geopolitics, pushing the Western Balkans, seemingly forgotten, back on the European agenda. The threats of instability and the rising influence of third powers in the region have rung the alarm in the new global context, opening the floor for the discussion on how to revamp the European strategy which has been largely inadequate for the past decade. In contrast to previous periods in which France had a more passive approach and appeared mostly indifferent to the developments in the Western Balkans, during the first term of Macron’s presidency the official Paris has retaken a major role on the regional stage. As part of his ambition to become the political leader of Europe, Macron has launched several initiatives attempting to modify the European enlargement policy. Based on the consequences of these initiatives, we can conclude that the goal was to stop the enlargement process for a foreseeable future, substituting it with an economic and political presence that would ensure the stability of the region within the European sphere of influence. For this purpose, Macron was more than ready to collaborate with autocratic regimes such as the one in Serbia which he believed to be crucial for keeping the Western Balkans relatively stable. This strategy has contributed to the region steadily becoming both less secure and less democratic, eroding the once unquestionable European credibility and influence. The tectonic shifts we are witnessing on the European continent should be a wake-up call to critically evaluate and rethink the French policy in the Western Balkans, including a U-turn in the relationship with the current regime in Belgrade.

Youth brain drain is one of the most worrisome problems for the Western Balkan Six countries (WB6)—Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Kosovo, and Serbia. The pace and intensity of youth brain drain, rank the WB6 among the top brain drain leaders in the world, with estimations to lose a quarter to half of its skilled and educated young citizens in the forthcoming decades. A situation that cast serious doubts on the democratic and economic progress of WB6, and their prospective membership into the EU. Youth brain drain is a historically rooted topic in the culture and tradition of the WB6, provoking huge sentiments and heated public debates. Due to its sensitivity, it is prone to politicization and misuse by the political parties that did not manage to find a compromise for its full acknowledgment as a separate policy field. Therefore, to date, the policy approach to youth brain drain is declarative and inconsistent, tackled as part of bigger policy areas such as youth employment, education, and diaspora engagement. Although formally, all WB6 countries have policies and institutional mechanisms in place, youth emigration and the desire to leave are constantly on the rise, underlining their limited scope and impact to keep youth home. This paper analyzes the conceptual shortcomings of the current policy approach. In line with the latest trends and tendencies of youth brain drain, it offers fresh policy options for utilization of the potential of the regional youth diaspora as the new WB6 development doctrine. The paper sees the youth diaspora not only as a source of remittances but also as a source of investments, know-how, skills, and connections as per the examples of several EU member states. The paper further announces the necessary paradigm change grounded in the shift of the public narrative and redesign of return and circulation policies through deepening regional cooperation and establishing a new migration deal with the EU under the framework of the WB6 accession processes.

Abstract:
Hydrogen looks like the fuel that can facilitate global decarbonization because it can be used in diverse applications—such as heat and power generation, transport, and manufacturing—without any carbon emissions. But, while many countries (including in Europe) view renewables-based, zero-carbon hydrogen as the ultimate goal in transitioning to a hydrogen economy, today most hydrogen is produced from natural gas. Thus, it is unlikely that the hydrogen transition will happen without relying on this fossil fuel. Russia is the country with the world’s largest natural gas deposits, and it has been exploring ways to adjust its energy sector to the needs of the emerging global hydrogen one. In 2021, it announced the goal of capturing up to 20 percent of the world’s hydrogen market by 2030. This came after all the major importers of Russia’s energy products had developed their hydrogen strategies, and its key energy companies started to explore new opportunities. Having signed memoranda of understanding with some of the world’s major energy companies to jointly develop Russia’s hydrogen export potential, they focused on Europe as the key destination. Some of Asia’s hydrogen pioneers and most promising future importers, such as Japan and South Korea, were also included among Russia’s potential partners. These steps could have resulted in long-lasting and fruitful collaborations generating large profits for Russia, but its ambitions have been jeopardized by its invasion of Ukraine in February 2022. This has led to Russia losing key political and economic partners in Europe and also in Asia, which—in combination with being the target the toughest sanctions in its history—is likely to cripple its nascent hydrogen sector. Having planned to convert its natural-gas pipelines to transport hydrogen to future buyers in Europe, Russia is unlikely to be able to use this infrastructure for this purpose anymore. The EU will be an unlikely buyer of Russian hydrogen for the foreseeable future. Turning to Japan and South Korea would not be a success either, since they have joined the sanctions regime against Russia and, like the EU, have been officially labeled as unfriendly by Moscow. This will make the transfer of the technologies critical for the production of low- and zero-carbon hydrogen from the world leaders to a technologically backward Russia very problematic. Europe will also feel long-lasting repercussions of Russia’s war in Ukraine in the energy and hydrogen sectors. With no steady supplies of cheap Russian gas or hydrogen, Europe’s decarbonization efforts and building up its hydrogen industry will be inhibited and require a lot more effort and money. Russia will have to seek alternative markets for its energy commodities and it will seek deals with China, the only country whose energy consumption can rival that of Europe. But, as one of the world’s largest producers of electrolysers and of conventionally manufactured hydrogen, China probably will not need to import Russia’s hydrogen to build up its own hydrogen sector. Possessing critical technologies of its own, it will instead increase imports of Russian primary energy sources (such as natural gas) that it can use for producing hydrogen. The influx of huge volumes of cheap Russian feedstock will speed up China’s transformation from a country with a nascent hydrogen sector into a dominant player on the global hydrogen market. If the EU or the United States—the only two actors comparable to China in economic, technological, and geopolitical strength—do not develop similarly strong hydrogen sectors, Beijing could end up dominating the global energy landscape. To avoid the geopolitical consequences of this and for global balance to be maintained, further cooperation between the EU and the United States will be needed to speed up the creation of strong hydrogen sectors for both.

We were in the dark. Launching an aid program as the Soviet Union collapsed, covering 12 countries across 11 time zones from Kiev to Vladivostok, took the U.S. Agency for International Development (USAID) into totally new territory. Most of us had spent careers in the tropics. Almost no one in USAID knew anything about Russia or the former Soviet Union. No one spoke Russian. In June 1992, I joined USAID’s recently formed New Independent States (NIS) Taskforce as Russia Desk Officer. My knowledge of Russia consisted of what I had learned from “Russian Lit in Translation” sophomore year and a one-week trip with the University of California to see about a possible partnership with the university in Puschino, a small town dedicated to microbiology 90 kilometers south of Moscow. Concerned that Puschino, formerly a closed city, might be a center for research on biological warfare, we went to the CIA for reassurance—they said it wasn’t.

In March, 1999, while serving as the press attache at the U.S. Embassy in Kyiv, I hosted a full-day international conference to mark the 50 years since NATO was established. Speakers included the Secretary of the Ukrainian National Security Council Volodymyr Horbulin, U.S. Ambassador to Ukraine Steven Pifer, U.S. Principal Deputy to the Ambassador at Large for the New Independent States Ross Wilson, the chairman of the British parliamentary committee on national security, and Sergei Karaganov, a leading Russian expert on foreign policy and now a close advisor to Russian President Vladimir Putin. One could argue that the goal of such a conference sponsored by the American Embassy was to promote NATO expansion, particularly to urge Ukraine to join the Western alliance. But that is not how I remember it. Typically, U.S. government public diplomacy like this does not bluntly advocate, but rather presents information or views that would be new to our local audiences. A more forceful NATO appeal for membership for eastern European countries, including Ukraine, emerged from the NATO summit in Bucharest in April 2008.

For the moment as western Europeans watch the nightly media display of Russian brutality in Ukraine, many instinctively feel it’s a long way away. An echo of British Premier Neville Chamberlain’s dismissal of Hitler’s threats to Czechoslovakia in 1938 as a “quarrel in a faraway country, between people of whom we know nothing.” One Czech emigrée saw the fatuousness of Chamberlain’s stance—Madeleine Albright. Balts and Poles, their memories fresh of Russian occupation, are clearly nervous. At greater distance, Portuguese, Greeks and Italians feel less threatened. French people show more concern with cost-of-living hikes—albeit driven by Russia’s actions. Yet the violence is happening on all Europeans’ doorstep. One false move, deliberate or careless, and NATO’s Article 5 activates. Perhaps. Let us look at the complexities of the context in which this war has come to pass.

The Russian invasion of Ukraine is the most powerful and destructive example in generations of a nation-state attempting to recreate its lost imperial history. This is not a defense of empire. It is Russia’s rejection of nationhood as a legitimate basis for sovereign existence in the world order. That this is being done by a major power with a long history of imperial ambition, expansion, and domination makes it a serious global issue. Putin’s actions are his rejection of the 20th century decline and extinction of empires and a challenge to the international order founded on and by nation-states.

Moscow will act when and if it declares that the West has escalated contention rather than responding positively to its entreaties – principally those regarding NATO expansion and implementation of the Minsk II agreement. Recent, new US/NATO troop deployments and weapon transfers to Ukraine may already count as relevant escalation. Russian forces surrounding Ukraine stand at an exceptionally high level of readiness and significantly exceed the scale of previous deployments. Nonetheless, a full-scale invasion aiming to seize the whole of Ukraine is highly unlikely. Indeed, Russian action may involve no more than large-scale conveyance of weapons and munitions to the rebel areas, possibly along with an influx of “volunteers.” Several other options ranging between these two are discussed below.

The battle within Ukraine and the USA-Russia contest over it has returned Europe to the darkest, most ominous period of the 1947-1989 Cold War. That this should happen with both the United States and Russia barreling grimly forward reflects a singular failure of diplomacy and common sense. There were two recent points in time when positive leadership might have turned us away from the path of disaster. Fortunately, one of these is not yet foreclosed. Movement toward resolution begins with recognizing that all sides, all stakeholders share fault for the current crisis. And no side has told the whole truth of it. Without question, Russian intervention in Ukraine’s civil conflict violates international law. Although Russia has the right to defend itself from attack, this proviso does not apply in the current situation. The annexation of Crimea was illegal, as is Russian intervention in the Donbass. This is indisputable.

Although neither provocation nor “facilitation” amount to “cause,” such dynamics might have played a role in moving us toward this war. The comforting narrative of a dependable and stable nuclear deterrence between the US and Russia has been thrown into disarray by the War in Ukraine. This narrative, propagated widely in the years following the Cuban Missile Crisis in 1962, held that both the Super Powers fully appreciated that they could not “win” a nuclear battle and, therefore, would avoid direct conventional warfare, which might then quickly escalate into nuclear war. In a necessary corollary, it was thought that Russia and the US would make every effort to avoid a conventional war in Europe. Why? Because there are so many paths to escalation to nuclear war in Europe. Elsewhere in the world, US and Russian interests were more diffuse and, therefore, not so vital.

Questions about the unity of Italy’s new government on several key foreign policy issues persist, ranging from the extent of its support for Ukraine to its commitment to various European Union institutions. However, on the issue of China, the new government of Prime Minister (PM) Giorgia Meloni appears united. This bodes well for transatlantic cooperation and could spell trouble for Beijing, which not too long ago entertained ideas of using Italy as a friendly counterweight in Europe. Under Meloni, Italian foreign policy, particularly toward China, is unlikely to chart a dramatically new course. This is largely because the current government has prioritized its commitment to NATO and needs to focus on domestic issues rather than risk upsetting the international arena. While openings remain for Sino-Italian cooperation in economic terms, such cooperation will be geared toward supporting Italy’s domestic challenges and is unlikely to provide Beijing with the significant foothold that it has long hoped to gain in Europe.

At the Shanghai Cooperation Organization (SCO) foreign ministers’ meeting in late July, which included China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan, People’s Republic of China (PRC) State Councilor and Foreign Minister Wang Yi exhorted member states to uphold the “Shanghai Spirit” (上海精神, Shanghai Jingshen) of mutual trust, mutual benefit, equality, mutual consultations, diverse civilizations, and the pursuit of common development (Gov.cn, July 29). He then presented a “five-point proposal” for building an SCO community “with a shared future” (CGTN, July 30). In doing so, Wang echoed President Xi Jinping’s call in his four-point proposal at the BRICS (Brazil-Russia-India-China-South Africa) summit in June —albeit via a rather elemental poetic allegory of fire, wind, and water –to embark on a “righteous course” toward a shared global future premised on inclusive, comprehensive and close win-win cooperation (Qiushi, June 24). BRICS already has a “Plus” mechanism and is mulling an expansion to include “like-minded” partners.

Since its inception in 2012, the Cooperation between China and Central and Eastern European Countries (China-CEEC; 中国—中东欧国家合作, Zhongguo—Zhong Dong Ou Guojia Hezuo), better known as the 16+1 or 17+1 initiative, has often been described as a security risk with the potential to divide European structures and make them serve the interests of the People’s Republic of China’s (PRC). The 16+1 is a Sinocentric economic cooperation initiative comprising China and 16 Central and Eastern European (CEE) countries, which share only a mutual Communist past as a common denominator (in 2019, Greece, which is heavily indebted to China, joined, and the platform was briefly renamed to 17+1). Apart from several different formats such as inter-party dialogues and think tank conferences, the 16+1 holds annual summits attended by state heads, with Premier Wen Jiabao (温家宝) and then Li Keqiang (李克强) the official highest-ranking PRC representatives in attendance. In comparison, two other, similar, Sinocentric regional platforms — China-CELAC Forum (中国-拉共体论坛, Zhongguo- Lagongti Luntan); and the Forum on China-Africa Cooperation (FOCAC: 中非合作论坛, Zhongfei Hezuo Luntan) — are regularly attended by President and General Secretary Xi Jinping (习近平) (China-CELAC Forum, March 1, 2018). Thus far, FOCAC has generated the greatest level of interest from participating regional countries (China Brief, December 3, 2021). By contrast, several CEE countries have distanced themselves from the 16+1 platform: in 2021, Lithuania quit the group and this May, a Czech parliamentary committee urged the government to consider making the same move.

74. The African-France Summit and an Overview of its Recommendations Since 1973

France’s earliest profit-making involvement in Africa in the business of buying and transporting slaves started in the 17th century when the local Indian population proved unable to work in plantations in America compared to black Africans. France’s interest in Africa reached its zenith in the 19th and early 20th centuries when France acquired a gigantic African empire. Though several reasons could explain the scramble for Africa by France, we present herein the three most important. First, the defeat of France in the 1870 Prussian war in which she lost influence and a reduction in her international ego. Second, the anxiety to implement Colbert’s mercantilist philosophy emphasized that any rising industrial power required to have both the source of raw materials and market extension under her control. Third and finally, as Europeans scrambled for Africa, France feared their traditional enemies could annex a remarkable share of the territory. Hence, from the outset, it was not the financial gains that many thoughts motivated France’s involvement in Africa but politics and national ego. It will only be later that France saw Africa as a cheap source of military manpower that could help balance demographic stagnation in France. This perception will later be reinforced by her experience in the two World wars. In this light, Iliffe (2007) holds that French colonial policy was characterized by the exploitation of rich resources from Africa. In the midst of all these benefits from colonization in Africa, Charles de Gaulle‘s decision to retain influence in Africa after decolonization in 1960 was driven by the need to persist with these benefits under neo-colonization. According to Abdurrahim (2014), in Africa, France uses a realist foreign policy in which states shape their foreign policies based on their national interests. To facilitate the implementation of this realist foreign policy, France will design the Franco-African summit that will cement France’s influence in her former colonies to date. Were France’s policies put in place through the Franco-African summits shaped to benefit France solely? This paper aims to present the Franco-African Summit and carry out a stocktake of France’s commitments through recommendations from the Franco-African Summit.

One of the costs of Brexit is the weakened ability of both the UK and the EU to shape a strong joint response to Russia’s threats to pan-European security. In the standoff over Ukraine, the need for close cross-Channel cooperation is particularly acute for any effective sanctions package negotiated with the US. Yet, post-Brexit relations between the UK and the EU are currently governed by a narrow Trade and Cooperation Agreement (TCA) which does not include a designated chapter on political dialogue and that, barring a handful of exceptions, does not contain any provisions on cooperation on foreign and security matters. Fortunately, the preparatory work undertaken to reach the bilateral accord contains the answer to the question on how trust between the parties can be regained through procedural means. This policy brief highlights the embers of the Brexit bonfire that might be raked up to rekindle the flame of dialogue and cooperation between the UK and the EU in foreign affairs and security policy.

It is often said that the EU is forged in crisis. After weathering what feels like so many crises over the past 15 years, the EU’s swift and decisive response to the Russian invasion of Ukraine has, for the most part, been welcomed as the EU finally getting a crisis right. In the first weeks of the war, the EU adopted an impressive series of sanctions, rapidly widening the net cast over growing numbers of targeted individuals and institutions. It has also provided over EUR 2 billion of ‘lethal aid’ to Ukraine to help it fight off the invaders, a notion that would have been absolutely unthinkable only a few short months ago. In advance of our 2022 edition of the annual CEPS Ideas Lab and harnessing our broad inhouse expertise, we gave our CEPS contributors a simple instruction for compiling this special report – to dive deep into their specialist areas and provide their perspective on whether the invasion and subsequent crisis is a true ‘game changer’ in terms of the EU’s immediate and ongoing policy response. Or, to put it another way, will 2022 be viewed by future historians as a year of genuine transformation, a transformation fuelled by the largest conventional conflict in Europe since the end of the Second World War? The picture that emerges from the fog of war is a fragmented one. A general conclusion is that while there have been some positive changes in certain policy areas (such as migration, sanctions, energy and climate), the use of the term ‘game changer’ is as of yet unwarranted. The only real exception here, and where an alleged transformation can be argued is really starting to place, is in security and defence policy.

On 6 October 2022 there will be an inaugural EU meeting at summit level, with the EU’s close neighbours also invited, to debate security and stability as part of a budding European Political Community (EPC), as proposed by President Macron with support from President Michel. However, the future functions of the EPC have only been sketched in very preliminary and summary terms, which this CEPS Explainer seeks to explore in more detail. We identify several categories: foreign policy and strategic security, and EU internal policies, consisting of energy security and climate change, economic cooperation and mobility. While foreign policy and security issues are obviously prioritised in official statements, so far in the context of Russia’s war against Ukraine, there are serious limitations over how effective this is likely to be (almost all of the EU’s most powerful allies are outside Europe). The other suggested functions link closely to the EU’s competences and resources, and these do offer scope for more solid and consensual cooperation. Overall, the EPC’s organisation and functions should be designed with all these possibilities in mind, especially serving to complement and not displace the EU’s enlargement processes.

Realist foreign-policy pundits have become synonymous with ‘neorealists’, who prefer a negotiated end to the Russia-Ukraine war to restore stability to the relationship between great powers in the international system. However, realism cannot be treated as a monolithic theory of international relations. It includes also ‘classical realism’, which derives state conduct from domestic politics rather than international structure. This CEPS Explainer highlights several qualitative insights about the war derived from classical realism, which seem more relevant to the conduct of Western foreign policy. These insights make a convincing case for continuing and perhaps increasing the military support to enable Ukraine to liberate further territory. The first is the acknowledgement that the Western nations have a significant interest in enforcing the principle of non-aggression and restore deterrence to the European security system, which Russia seeks to overthrow. The second insight is into the psychology of the Kremlin’s escalation potential, which depends on the Russian people’s willingness to sacrifice and on diplomatic pressure exerted by China (and India). The third is that the military investment in Ukraine pays off with very high dividends and with the degradation of Russia’s fighting power as an additional benefit to NATO.

The core argument presented here is that Russian foreign policy agency – the intention and the ability to act as transgressor and challenger to the liberal international order, defined as the space for norms-based multilateralism – played the key role in the full-fledged restart of the war in Ukraine in February 2022. Taking a critical look at the five pillars of Russian agency, this inaugural CEPS Explainer concludes that the current model of Russia’s international agency is a precarious and vulnerable construct that is unlikely to survive the regime currently sat in the Kremlin.

The word “border” carries much complexity. It encompasses many facets of the human condition, from purely geographical locations to intangible beliefs and personal or individual traits. Yet, today, the term border is often manipulated, coupled with verbs or adjectives that aim to emphasise its importance or demonise its significance; the border has increasingly become a stigma, used indiscriminately by all political forces, with some calling for its demolition and others its strengthening. Frequently, borders tend to be considered as vestiges of a now deceased past or as a sort of chimera, a utopia whose return is preached as a solution to many everyday challenges. Yet, the term border is not just a word: the border exists, it is there, and there are people who inhabit it. By examining the case of the Italian-Slovenian border crossing in the Italian town of Gorizia, one can understand if the border itself has actually lost value in today’s world, or if it still retains traces of its past significance.

Should the polling prove accurate, Italy will soon be governed by its most radical right-wing government since World War II. Come 25 September, a coalition of political parties – dominated by the hard-right and anti-migrant Brothers of Italy party (Fratelli d’Italia – FdI) and Matteo Salvini’s League (Lega) – appears poised to secure a clear, if not resounding, majority in parliament. This will return Italy to a right-wing government, the first since Silvio Berlusconi’s centre-right coalition collapsed amidst the risk of Italian bankruptcy back in 2011. Despite its neo-fascist roots, heading the polls with about 25 per cent of the vote is Giorgia Meloni’s FdI, the frontrunner to become the country’s first female premier and first far-right head of government in Italy’s Republican history.[1] Salvini’s League and Silvio Berlusconi’s Go Italy (Forza Italia) party are the other major members of the right-wing coalition, whose impact if elected will reverberate far beyond Italy. For Europe, the polls are another indication of the spread of hard-right conservativism, following the French National Front’s electoral gains over the past few years and the recent victory by the Sweden Democrats this September.

Following the collapse of Mario Draghi’s national unity government in July, Italy is set to elect a new parliament on 25 September 2022, the first general election since 2018. Grappling with a myriad of socio-economic and energy challenges, the next government will face significant hardship in turning the tide, with Italy widely expected to be governed by a right-wing conservative government at a time when all indications point to Italy moving into recession in 2023. A conservative coalition of far- and centre-right parties, led by Brothers of Italy (Fratelli d’Italia – FdI), the League (Lega) and Go Italy (Forza Italia) party, is expected to win a significant majority of seats in parliament. While Russia’s invasion of Ukraine and the ensuing inflation and energy crisis have dominated the electoral campaign, other issues should not be overlooked, not least in light of their impact on domestic politics as well as broader Italy–EU relations.

Few may have noticed, but Italy recently advanced its own diplomatic proposal for a resolution of the war in Ukraine. Rome’s ambitious peace plan[1] received little international recognition, although it was reportedly shared with the Quint – an informal consultation group comprising the United States, France, Germany, the United Kingdom and Italy – and formally presented to UN Secretary General António Guterres on 18 May 2022.[2] Crucially, the plan failed to impress the leaderships in both Ukraine[3] and Russia,[4] leading Foreign Minister Luigi Di Maio to put it aside on the grounds that circumstances are not “ripe” for such an initiative.[5]

Turkey and the United Arab Emirates are engaged in a decade-long feud that is reshuffling the geopolitical order in the Middle East and North Africa. They see each other as existential rivals and are waging a series of proxy wars between the Horn of Africa and the eastern Mediterranean. Their rivalry also plays out in the halls of Washington and Brussels, the global media discourse, the energy industry, and, lately, ports and the high seas. Europe should avoid being sucked into this power struggle to redefine the Middle East and North Africa. Instead of using the UAE to push back against Turkey or vice versa, Europe should develop its own strategy on their rivalry. Europe should establish a NATO deconfliction mechanism, push ahead with the political process in Libya, and design a constructive new framework to insulate European-Turkey relations from the rivalry.

In her latest policy paper from the Eastern Monitor series, our research fellow Jana Juzová focuses on US President Joe Biden's foreign policy administration in relation to the EU and possible future cooperation in the Western Balkans. After the drift in the transatlantic relations under the Trump administration in the past four years many changes are expected by the new Joe Biden administration. One of the foreign policy areas where major changes are to come is Western Balkans and the continued stabilization and normalization processes in the region. While in most of areas the capacity of the new U.S. President and his administration to achieve visible changes during the short time span of the first term is limited, in the case of the Western Balkans it represents a real opportunity for some positive impact. The historical experience showed that progress in the region can be achieved only through a coordinated joint approach by the U.S. and the EU. The result of the elections is also due to Biden’s history with the region great news especially for Kosovo. His hard stance on Serbs in the 1990s as well as his open support to Kosovo independence suggest that the small nation will now have a strong partner on its side, and Biden is the most desirable President for Kosovo. This expectation was reaffirmed by Biden’s statement urging for the continuation of the Dialogue, leading towards mutual recognition.

Moscow’s resurgent foreign policy and the undemocratic rule of President Vladimir Putin ended the relatively friendly relations that had been possible between Russia and the West in the 1990s. In the seven years since Russia annexed Crimea and started a war of attrition against Ukraine, the security situation in the transatlantic region has continuously deteriorated. The Kremlin has demonstrated hostility towards the West, crises and security issues have continued to multiply instead of being resolved, and the risk of outright conflict has come close to Cold War peaks. There is an obvious and urgent need to lower tensions, but Moscow prefers to demonstrate its readiness to escalate. This report analyses Western-Russian relations and proposes a way forward for conducting dialogue with Russia. It offers an analysis of Russia’s relations with NATO and the EU, an overview of the bilateral relations of various Western countries with Russia, a glimpse of China’s role, and an assessment of the main interests and contentious issues in Western-Russian relations.

During the immediate post-Cold War period, the importance of Lithuania, along with other Central-Eastern European countries, to U.S. foreign policy increased. Lithuania became one of the jumping-off points for further “democratic enlargement” in Europe, Eurasia, and the Greater Middle East. Today, U.S. policy is focused on retrenchment and consolidation—defined by a shift in attention and resources away from the Euro-Atlantic region and the Greater Middle East towards the Indo-Pacific region—as well as the growing priority of climate change and the environment as central organizing principles. U.S. foreign policy is also increasingly subordinated to domestic political considerations about the costs and benefits of overseas action for constituencies within the United States. In the 2020s, Lithuania’s importance will rest less on the Russia dimension and further Euro-Atlantic enlargement into the post-Soviet space, and more on its ability to play a greater role in European affairs, to assist in the rebalance to Asian affairs more generally, and to contribute to energy, supply chain, and environmental security.

When Xi Jinping, the chairman of the Chinese Communist Party (CCP), dreams of global domination, he worries about one thing above all else: a hostile United States backed by its allies—and on the Eurasian landmass, the US has no more important ally than Europe. As a result, Xi has worked to weaken the transatlantic alliance through a two-pronged economic stratagem. First, under the guise of globalization, China has insinuated itself into the European economy, creating dependencies. Second, Beijing is manipulating those dependencies to hollow out and supplant Europe’s advanced economies. To give this deception cover, China has built a vast political network across Europe, from basic sympathizers to outright spies. Until recently, barely anyone took notice, but the financial crisis and forever wars of the past two decades, culminating in the election of Donald Trump as president of the United States, lured the self-confident Xi out into the open. During the coronavirus pandemic, China revealed an aggressive attitude toward Great Britain’s former colonies that shocked the United Kingdom. In the span of mere months, London shifted from cooperation to confrontation. In July, it became the first country in Europe to block the Chinese telecommunications giant, Huawei, from its next-generation networks. Germany, the continent’s most important country, still sees China as key to post-pandemic recovery and economic growth, however. Xi has exploited this attitude to strike an investment agreement with the European Union (EU), the chief purpose of which is to forestall a transatlantic approach under the new US president, Joe Biden. Together, the United States and Europe have unparalleled advantages against any competitor. Now is the time for cooperation, before Xi’s dreams become our collective nightmare.

The race for the limited Covid19 vaccines has led to shifts in the geopolitics at play in the Western Balkans. Despite the impressions that China and Russia have the upper hand, however, the European Union (EU) has not been absent from the region. Given the difficulties to meet vaccine needs in its member states, the EU has concentrated on long-term consequences of the Covid19 pandemic in the Western Balkans. Meanwhile, Covid19 cases and deaths are increasing in the region, pointing to the need for more attention on short-term challenges. The handling of the pandemic in the Western Balkans has also reaffirmed long-standing shortcomings in the EU foreign policy. Given that the vaccination is on track in EU member states, the time has come for the EU to prioritise the delivery of Covid19 vaccines to the Western Balkans.
