Released quarterly, the UK in a Changing Europe UK-EU Relations Tracker assesses relations between the UK and EU as well as relationships between the UK and EU member states. This edition of the tracker covers developments from July to September 2023. On 1 October, the UK government introduced the green-lane/red-lane system to ease the flow of goods between Great Britain and Northern Ireland as part of the Windsor Framework. In the context of thawing relations post Windsor Framework, the UK and EU have reiterated their commitment to making the most of the Trade and Cooperation Agreement (TCA). The political agreement on the UK’s association to the Horizon and Copernicus programmes was an important milestone. In other areas, the tracker notes that discussions are ongoing. On the future of the relationship, the tracker highlights a growing mismatch between debates on the two sides. Within the UK, the Labour Party have set out plans for building on the TCA in pursuit of a closer trading relationship. The EU, on the other hand, shows little appetite for revisiting the terms of UK-EU trade. Bilaterally, the UK has now signed general statements or declarations with most EU member states. The focus is therefore shifting from formalising relations to maintaining and implementing them. This requires continued engagement, which the tracker indicates can be difficult to sustain at the highest political level.

Abstract:
One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:
Although South Africa declares it is neutral regarding the war in Ukraine and offers mediation, it remains a de facto ally of Russia. This is due to the strong sentiment among the ruling elites for the period of cooperation with the USSR, its successor Russia and its activity and influence in this country, and the perception that BRICS will help elevate South Africa’s international importance. If Vladimir Putin visits Johannesburg as scheduled in August, the authorities of the state, which is party to the Rome Statute, will not be willing to fulfil their obligation to arrest him or may even leave the International Criminal Court.

4. Two Peripheries: The Ukraine War's Effect on North Korea-Russia Relations

Spanning the Eurasian landmass, Russia’s actions in adjacent Ukraine invariably affect the geopolitical state of play on the similarly adjacent Korean Peninsula. Although ties between the Democratic People's Republic of Korea (DPRK) and Russia have been of largely secondary importance for both countries since their veritable rupture in the early- and mid-1990s, Moscow-Pyongyang relations became more mutually beneficial in 2022. Whereas most countries have outright condemned Russia’s invasion of Ukraine or taken up an ambiguous position, the DPRK has been vocal in its support for Russia. From the DPRK perspective, the Kremlin’s post-2022 diplomatic and economic estrangement from much of the world has provided Pyongyang with an opening to leverage ties with Russia to push for an easing of its own diplomatic and economic isolation. Meanwhile, strengthening its DPRK ties allows Russia to undermine US influence on its Asian periphery. In supporting Russia’s full-scale invasion of Ukraine, North Korea appears to be aiming toward obtaining economic benefits from closer ties with Russia, a country whose economy has managed to stay afloat despite heavy Western sanctions. Russia’s full-scale invasion of Ukraine has provided the impetus for Pyongyang’s outreach to Moscow. However, the roots of the current upswing in Moscow-Pyongyang relations go back to the April 2019 summit between Kim Jong Un and Vladimir Putin. Kim received an invitation to meet with Putin in May 2018 yet waited eleven months to meet with the Russian leader, even as Kim regularly met with the leaders of other major players on the Korean Peninsula. Kim may have decided after the February 2019 Hanoi summit yielded few results that strengthening ties with Russia, which was more reluctant than China to support UN sanctions against Pyongyang in 2017, was a more viable option for sanctions relief. Aside from the fact that Russia has demonstrated a clear unwillingness to impose new sanctions against the DPRK, North Korean citizens are reported to still be working in Russia in contravention of UN Resolution 2397. North Korean workers’ earnings are said to have suffered because of Russia’s reduced access to hard currency. Yet, the ruble’s continued resilience may mean that earning currency in Russia is still worthwhile for laborers dispatched at Pyongyang’s behest.

5. United Kingdom Engagement with North Korea

As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

6. From Coy to Cold Shoulder - The European Union and North Korea

The European Union (EU)—then 15 member states prior to its 2004 enlargement to 25—formally established diplomatic relations with Pyongyang in 2001 after a high-level visit to Pyongyang by Göran Persson, Swedish Prime Minister and then President in office of the European Council of Ministers. There, accompanied by EU security affairs chief Javier Solana and EU foreign affairs commissioner Chris Patten, he met with Kim Jong Il. Less than five years before, Commission officials were under orders not to even speak to officials from North Korea, officially the Democratic People's Republic of Korea (DPRK). However, at this meeting, the two parties agreed to establish both Political and Human Rights Dialogues; the latter modeled on the EU’s ongoing Human Rights Dialogue with Beijing. This move by the EU followed pressure from President Kim Dae-Jung in Seoul for allies to normalize relations as part of his ‘Sunshine’ policy. Some of the EU’s peripheral member states had long-standing relations with Pyongyang, in some cases dating back to before they had even joined the EU, with Finland, Sweden, and Denmark establishing relations in 1973, Austria in 1974, and Portugal in 1975. However, only Sweden had chosen to establish an Embassy, with the rest represented from Beijing. At the turn of the century, that pressure from Seoul resulted into most of the remaining dominoes falling in place. Italy and the UK jumped the gun in 2000, with Tony Blair and UK Foreign Minister Robin Cook agreeing to extend diplomatic recognition and establish an embassy en route to the Seoul Asia-Europe Summit.

NATO will hold a major summit in Vilnius, Lithuania, from July 11 to 12, and Ukraine will undoubtedly be a top agenda item. Ukrainian Foreign Minister Dmytro Kuleba recently said that the summit should present “a clear plan on when and how Ukraine will enter [NATO].” Meanwhile, Ukrainian Defense Minister Oleksii Reznikov said that “there is no alternative to Ukraine's accession to NATO.” With expectations high, NATO leaders and policymakers need to start developing a plan to keep Ukraine on the path to eventual membership while deepening NATO-Ukraine relations. With some creative thinking and political will, the summit could serve NATO’s interests and meet the Ukrainian government’s reasonable and understandable expectations.

Abstract:
Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.

9. Assessing Realist and Liberal Explanations for the Russo-Ukrainian War

Abstract:
Many commentators have claimed that the Russo-Ukrainian War invalidates or refutes core aspects of realist international relations (IR) theory. However, the opposite is the case: many realists correctly predicted the war, and realism offers a compelling explanation for its causes, while explanations based on liberal IR theory are weak and often inconsistent with the evidence. By focusing on factors like the balance of power and the security dilemma, the realist explanation for the Russo-Ukrainian War emphasizes Russian security concerns in the face of NATO expansion and Western-sponsored regime change. Liberal explanations, by focusing on the internal attributes of states and their decision-makers, instead attribute the war to the pathologies of the Russian government. The dominant liberal narratives regarding the causes of the war are that Russian President Vladimir Putin has always been intent on reincorporating Ukraine into Russia and/or that the democratic example set by post-Maidan Ukraine would threaten President Putin’s own autocratic rule at home. Neither of these explanations stand up to scrutiny. For decades, a long list of policymakers, diplomats, and scholars warned against Western encroachment on Russia’s borders and cautioned that a crisis like the current war could erupt due to continued NATO enlargement. These predictions are consistent with realist theory and the explanations for the war offered by realists. Liberal IR theory encourages a crusading, messianic, and highly militarized foreign policy that consistently produces outcomes inimical to U.S. interests. Realist IR theory offers a better framework through which to understand international politics and encourages a more prudent foreign policy that defends fundamental U.S. security interests while avoiding unnecessary conflicts with other powers.

The war in Ukraine has become a showcase for the new commercial paradigm emerging in the space sector (New Space). As such, it seems to confirm the relevance of adaptation efforts led by the United States – more specifically the Pentagon – since the mid-2010s. Thus, it highlights ongoing transformations and announces potential disruptions in the exploitation of orbits, particularly in the fields of satellite connectivity and remote sensing. It also shapes future tensions, while the structuring of international relations around the two poles constituted by the United States and China raises questions about the consequences on the safe, sustainable, secure, and stable use of space. With these developments, Europe is faced with the challenge of remaining relevant.

12. Will the Invasion of Ukraine Change Russia-Africa Relations?

With ties forged under Soviet rule, Russia has historically enjoyed warm relations with many African countries, as their economic and ideological ambitions often align and their ties are bolstered by a mutual mistrust of the West. The spread of Africa’s votes on United Nations (UN) resolutions to condemn Russia’s invasion of Ukraine in 2022, however, indicates three key themes. Firstly, many African countries are pulled in competing directions by broader global geopolitics—for many, abstaining was the rational choice. Secondly, Russia’s support on the continent may be overstated and is not unconditional. Finally, Russian influence is often limited by the extent to which it can influence the political elite of a country and in some cases co-opt that elite into patronage networks. The split in the way African countries voted to condemn Russia’s actions is an important departure point for an exploration of the changing nature of Africa’s ties to Russia. There have been myriad interpretations of the votes, most of which have focused on the failure of several African countries to denounce the invasion. Few have questioned whether the nonaligned stances of these countries were tacit refusals to be used as supporting actors in public displays of condemnation by the United States and European Union (EU), to distract from the inability to offer meaningful practical or military support. Fewer still have explored whether the nonaligned stances signal weakening Russian influence on a continent it has typically relied on for support. This paper examines political relations between Russia and Africa, delving into the legacy of independence, military support, diplomatic and foreign policy stances, aid, foreign direct investment, and trade. It will also unpack whether Russia’s invasion of Ukraine was a catalyst for what appears to be Russia’s diminishing influence or whether the former Soviet Union’s waning global standing and economic relevance precipitated a loosening of ties. The fluidity of geopolitics has left many African states between a rock and a hard place. What does this mean for Africa, not only in terms of its relationship to Russia but also more broadly on the geopolitical stage? Further, how would Africa be positioned on the global stage should Russia prevail, should the war drag on, or, more interestingly, should Ukraine emerge victorious?

The study tries to outline interim conclusions about the concept, the ideology, the objectives and the tools used by the Russian federation in this barbaric war of attrition against Ukraine – a war of a nuclear superpower against a smaller neighbouring country. The study does not aim to analyse the strange way the war is developing – Russians carry on military attacks in both a regular and terrorist manner 7 on the whole territory of Ukraine, while the Ukrainians are deterred to counter-attack the aggressor on the latter’s own territory and to fight with longer-range arms even on their own land. The author understands how many issues from the theoretic fields of international relations, foreign, security and defense studies need to be considered to understand in a holistic way the final result of the interaction of domestic Russian, international, political, economic, governance, psychological and other problems that led to launching an aggressive and devastating war in the European continent by Moscow. The purpose of the study is not to outline the avalanche of mistakes in the policy of the collective West towards a showing for decades signs of revenge imperialist Russia. Neither it aims to point to the multitude of military mistakes by the aggressor in the last year. The aim of the study is to outline and discuss the concept, the ideology, the objectives and the means of the Russian aggression. Revealing the Nazi-like behaviour of the Russian leadership and its armed forces could serve to construct the broader picture of the developing conflict and learn how to prevent a similar invasion by Moscow. The study aims to prove that the legal and moral consequences of the war will be the conviction of the aggressor for the genocide and the war crimes. This would be the only possibility for normalising the life of the Ukrainians and the Russians as well as of the broader international relations system.

Six and a half years since the Brexit referendum, UK relations with the EU have still not settled into a coherent and consistent pattern. Partly, this is because the process of leaving itself took so long. Partly, too, because there is much still to resolve, not least whether the treaties signed will be fully applied. This report examines the contours of that relationship. It assesses both where we have got to and how the relationship might evolve. The reports sets out the state of play on trade, migration, public opinion, as well as the various party positions on the relationship. It also highlights the deadlines and decisions on the horizon in a number of areas, such as financial services, electric vehicles and fisheries. Finally, it examines the ways in which the TCA could be deepened, and steps that might be taken beyond the TCA – both unilaterally and through increased cooperation with the EU – concluding that changes to the relationship are likely to be slow and incremental.

Italy is stepping up its involvement in the Indo-Pacific, both in the economic and security realms. The cabinet led by Giorgia Meloni – a centre-right coalition often portrayed by commentators as right-wing and nationalist – is rebalancing Rome’s policy in the Far East by scaling down ties with Beijing and by effectively lending support to the United States and its Asian allies vis-à-vis an increasingly assertive and self-confident China. Moving away from previous centre-left governments that tended to prioritise commercial relations with Beijing, the conservative coalition in power since September 2022 has been fostering defence-related cooperation with Japan and India and chip-related cooperation and investments with Taiwan. Moreover – and remarkably for a country that has long been absent from Asian security – the Italian government has sent a patrol vessel to the South China Sea and plans to forward the country’s flagship aircraft carrier to the area to conduct joint exercises with the navies of Australia, Japan, the United Kingdom and the United States. The quantity and quality of initiatives being undertaken warrant the label of an Italian ‘pivot’ to the Indo-Pacific. By upgrading its presence in the region, Italy joins the other G7 nations in their efforts to uphold the rules-based order and dissuade Beijing from invading Taiwan. However, to consolidate the western anchorage of this pivot, the Meloni government needs to fully align its policy towards Beijing with that of the Euro-Atlantic allies – which includes deciding whether to continue to lend Italy’s official support to China’s Belt and Road Initiative or not.

This paper explores the different ways in which the English School of International Relations (ES) can contribute to the broader Global IR research agenda. After identifying some of the shared concerns between the ES and Global IR, such as the emphasis placed on history and culture, the paper proceeds with discussing what the authors believe to be the areas in which the ES can align itself more closely with the ideas and values underpinning Global IR: a more thorough engagement with the origins of global international society rooted in dispossession, violence, and colonialism; a more localised and diverse understanding of ‘society’; a sharper and more grounded conceptualisation of ‘the state’ as a basic ontology; an embracement of the interpretivist principle of charity; and a problematisation of assumptions of ‘globality’ of international society. The paper concludes with a tentative research agenda, emphasising the value of fieldwork, local practices and languages, archives, and a theorisation of international society that is grounded in the very social contexts being investigated.

Abstract:
The report “Democratic Backsliding and Securitization: Challenges for Israel, the EU and Israel-Europe Relations” analyses the illiberal trends and democratic backsliding that can be seen in both Europe and Israel. Over the course of a two year project, experts from Mitvim – The Israeli Institute for Regional Foreign Policies, Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs) as well as external experts reflected on the implications these developments have. The authors offer highly relevant recommendations and insights for anyone interested in EU-Israel relations, eroding democratic trends and securitization policies. The report specifically highlights the relationship between the EU and Israel and how these have adapted in light of the illiberal trends, also showing the impact and lack of prospect in light of Israeli-Palestinian peacemaking and advancement towards a resolution of the Palestinian struggle. The relevance of this report goes beyond the specific relations between the EU and Israel, however, also showing global tendencies. It demonstrates the eroding global democratic trend and impact on liberal values. Therefore, this report is not only a research but also a call to action to counter the negative trend in order to protect the liberties we have. Below you can find the full report, as well as three short policy briefs: one on Democracy and Foreign Affairs in Israel, one on Illiberalism in the EU and Israel, and one on the International Alliances with the Israeli left. The findings from this report were presented at both an international conference in Brussels on July 12th, and will be presented in the future in Jerusalem. 20. Lessons for Europe from China’s quest for semiconductor self-reliance

Semiconductors are a critical input to production of information and communication technology and many other goods. The major economies want to be able to produce chips at home to avoid excessive dependence on supply chains in an increasingly unpredictable world, where trade is being compromised because of national security concerns. China was first in terms of timing and scale of funding to support its its semiconductor industry. Since 2015, China has spent $150 billion upgrading its semiconductor industry. Success, however, has been limited. China’s massive industrial policy effort has been most successful in increasing capacity for assembly of chips, though that is also the least value-added part of the semiconductor supply chain. Progress on chip design and fabrication in China remain underwhelming. The United States has also started implementing its $50 billion package to support the production of chips. The European Union, meanwhile, has not yet fully finalised its main semiconductor initiative, the European Chips Act. China’s experience offers a number of lessons. First, chip fabrication requires massive fixed asset investment and, therefore, large subsidies, but with no guarantee of success. Second, one reason for the underwhelming results of China’s semiconductor policy is US containment, through export controls and other measures. In this respect, the EU should find it easier than China to upgrade its chips industry but, given the costs, focusing on the highest-end part of the supply chain would be the best approach. Assembly and production of lower-end semiconductors already face overcapacity, given the financial resources already invested by China.

The study is an example of the series on issues analyzing the EU-Azerbaijan economic relations which can be considered a step forward to empower economic approach in the policy-making process aiming to provide an alternative view in addressing current challenges and developments in Azerbaijan. The European Union’s relations with Azerbaijan have been formulated based on the EU-Azerbaijan Partnership and Cooperation Agreement which entered into force since 1999. In February 2017, the EU and Azerbaijan began negotiations on a new framework agreement designed to enhance the political dialogue, trade and mutually beneficial cooperation covering a wide range of economic aspects. One of the most important strategies of EU in the energy policy is to ensure energy security through diversification of energy routes. Abstract:
Policymakers across the EU agree Russia poses a multifaceted threat to their security. Europeans have responded quickly to the challenges posed by the war in Ukraine, but they lack a ‘theory of victory’. They have no shared view about how the conflict is likely to end. No single EU member state is guiding Russia policy; a ‘leaderless unity’ has emerged. This could provide the bloc with a form of dispersed strength – but a change in US leadership could expose the weakness of this situation. EU policymakers do not believe that Europeans have the means to bring about regime change in Russia; at the same time, they are unable to foresee a stable future relationship with a Putin-led Russia. Policymakers are uncertain how Russia’s war on Ukraine will affect their interaction with other parts of the world, including China and the global south. This could prevent Europeans from mounting a more effective global response. Europeans should re-examine the support they give to Russians fleeing the regime – emigrés represent an important connection to Russian society, which will be valuable whoever occupies the Kremlin.

Technological innovation has been a driving force for U.S. global leadership and economic prosperity for over a century. This legacy of innovation largely stands on the foundation of a key component: semiconductor chips, found today in almost all electronic products. Semiconductors are an integral component of various consumer products across industries, including cars, smartphones, and household appliances. But semiconductors can also be used in dual-use goods—products that have both military and civilian applications—such as air guidance systems for both civilian and military aircraft. The tension between economic gain and security risk inherent within dual-use semiconductor goods is heightened in fields with national security implications, such as supercomputing and artificial intelligence (AI). How the government and private sector manage the global value chains (GVCs) of chips will directly affect U.S. global competitiveness and national security going forward. Given the evolving security relationship between the United States, the Quad, and the European Union, this paper focuses on both Quad and EU countries and the possibilities for friend-shoring in both. It assesses how the EU and U.S. governments can collaborate to avoid duplicative policies that fail to enhance the overall resiliency of transatlantic semiconductor supply chains.

Abstract:
Article “Public and cultural diplomacy in cities’ branding” is a try to set ideas of city diplomacy and idea of branding into theory of international relations. Also, analysis of two West-European and two East-European cities is a chance to analyze chances and threats that both states and cities can encounter during a process of brand building. The main questions that article is answering are “Can cities use their resources and connections to make public and cultural diplomacy?” and “What influence on that process has factor of being a city in post-soviet country or former Soviet Satellite state?” It can be said that cities are able to brand and rebrand itself and they are more flexible than states that cannot run away from some aspects of its identity. In case of difference between western and post-soviet states, the difference is none. In research, numerous rankings, articles and analyses were used as a primary sources in order to characterize how different are images of Italy, Germany, Hungary and Ukraine. Also, paper tries to determine, what is relation between states brand and branding of its cities.

Abstract:
Structural realism is a useful tool to examine the implications of the war in Ukraine for global politics. Because structural realism emphasizes the anarchic nature of international relations, it suggests the war is unsurprising, a reminder that states still compete for security, sometimes violently, and the prudent will prepare for it with tools for self-preservation. The realist lens also sees lessons for nuclear deterrence: The prospect of mutual nuclear destruction constrains great power war and has limited U.S. and NATO support for Ukraine. Other states may take note and seek their own nuclear deterrents. The war demonstrates some limits of economic interdependence, which not only failed to pacify Russia, but also left Russia exposed to economic coercion, in a way both it and China may look to avoid in the future. Other important lessons for states from a realist perspective include the importance of military power—large, capable armies and the enduring advantages of defensive warfare, especially when infused with nationalism. The war leaves the “liberal international order,” a byproduct of the eroding post-Cold War U.S. power position, looking threadbare, but it is thus far reviving the U.S. Cold War coalition—a less liberal grouping—which could prove useful in dealing with China.

The Troubles period in Northern Ireland (1968 to 1998) left victims, their families, and the region with a legacy of trauma that has remained unaddressed for the past 24 years. Despite various legislative proposals to provide victims with forms of recourse, leaders have yet to implement justice provisions detailed in political agreements. As a result of government inaction, victims and survivors have lived without the truth of the past and without the ability to seek criminal charges against perpetrators who inflicted violence against them and/or their loved ones. This paper explores why civil society organizations are the best option to meet victims’ needs in the absence of government intervention.

In classic wars, we waited for the military result, and then we formed a political response. In new wars, there is not a final resolution; there is only the stronger party imposing its conditions. Additionally, there is also geographical control, regime projection, or behavior modification goals. Russia is seeking to maintain its national security and enhance its regional and international position. It has a deep fear that NATO will expand, bringing weapons to its border with Ukraine. Now that the first shock of the war has receded, the world realizes that the war will not exceed Ukraine’s borders. Russia has given indications that it will limit itself to the minimum that preserves its national security by preventing Ukraine from joining NATO. Global concern about the consequences of war is high. People are wondering if it will continue or stop. Additionally, sanctions have been announced. In this context, developing and poor countries are affected by conflict because they depend on foreign aid. Their positions on the war will determine where they are positioned, and how the political, economic and security consequences will affect them. Trying to show a neutral position would not endear them to the great powers. On the face of it, it may seem to be a war fought on Ukrainian lands only, but it is a world war of influence. The survival of developing nations depends on the strength of the international community and the extent to which it supports these nations in the light of political realism, not because of their strength and resources. Many places cannot survive without traditional international support.

Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

In the last few years, there have been a number of articles written about the revitalization of relations between Japan and the EU following the signing of the Strategic and Economic Partnership. However, Japan’s rapprochement with the EU does not end in Brussels. On the contrary, Japan has drawn increasing attention to another European platform, the Visegrad Four. The V4+Japan regional cooperative framework started in 2004 by a series of meetings between the countries’ representatives, who discussed several domains of cooperation such as strengthening economic relations, political dialogue, promoting research and development in science and technology or providing development assistance to third countries. However, despite the noticeable expansion of relations, it remains far from becoming an institutionalized framework and is currently facing many challenges including Chinese rising global influence and strategic geo-economic shifts.

Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

The policy of repression of Uyghurs in Xinjiang has become a significant element of criticism of China in the world. In March this year, the EU, U.S., Canada, and the United Kingdom imposed sanctions on China over the matter. Moreover, the Netherlands, the U.S. and Canada described China’s actions as genocide. For China, however, its actions involving Uyghurs are a key element of domestic politics, which is why it presents accusations as disinformation. It has imposed counter sanctions, including on the EU, and their wide scope indicates that for China, Xinjiang is more important than, for example, the ratification of the Comprehensive Investment Agreement (CAI) with the EU.

The concept of ‘European strategic autonomy’ is girdled by myths and resistance. These common misconceptions can be overcome by member states to strengthen the EU in the face of today’s challenging security environment. RECOMMENDATIONS: Ways forward for the concept of strategic autonomy: Level of ambition: strategic autonomy should not be seen as an end in itself but as a means to protect and promote common values and interests across strategically important EU policy areas. Geography: strategic autonomy should enable the EU to undertake activities, in particular in the immediate European neighbourhood. Policy scope: strategic autonomy should encompass the entire spectrum of foreign and security policy, and not just defence.

The upcoming EU Action Plan against migrant smuggling 2021-2025, like its predecessor, suggests that the prevention of and the fight against migrant smuggling will continue to be at the centre of a strong and comprehensive European approach to migration management. However, to be effective, the Action Plan must rely on the growing evidence-base concerning the structure and organization of migrant smuggling, as well as rethink the way smuggling research and analysis is produced. Doing otherwise may seriously impact the Action Plan’s implementation and outcomes. Recommendations: Demand that gender, race and class perspectives are present in smuggling and counter-smuggling research and analyses in ways that identify the wider impact of EU actions on communities in countries of origin, transit and destination and within the EU. Include the perspectives of third-country, junior and female researchers, scholars and policy analysts, and involve stakeholders and informants beyond those typically reached out to during research, policy making or knowledge generating processes. Create an open access database that includes examples of smuggling caselaw and legislation that showcase the impact of EU law enforcement agencies’ counter-smuggling efforts in transit, destination and origin countries and within the EU to demonstrate clear efforts towards transparency and accountability.

According to official statistics, the African continent has been relatively spared by the Covid-19 pandemic compared to Europe, America and Asia. The factors behind the low incidence of coronavirus in Africa are not fully understood. According to the WHO, the African continent has benefited from certain structural factors such as the limited international connectivity of most African countries, with the exception of some regional "hubs" such as Johannesburg, Casablanca, Addis Ababa and Nairobi. Incidentally, the most 'connected' African countries such as Morocco and South Africa have incurred the highest prevalence rates of Covid-19, which may lend credence to this explanation.

Abstract:
Geopolitical competition in Africa is here to stay, and the question for the EU is not if but how to position itself in this global competition. In the case of the Red Sea region, the EU should support regional initiatives to build effective regional maritime governance and promote global public goods such as maritime security and the blue economy. Under the Presidency of Ursula von der Leyen, the European Commission has branded itself a ‘Geopolitical Commission’. With regard to geopolitics, the Red Sea has for years been seen as a primary focus of action, a point the European Council stressed in July 2021, when it identified the region as a ‘geostrategic priority’. In 2018, the Council of the European Union adopted conclusions on the Horn of Africa and the Red Sea, finding that there was ‘renewed geopolitical competition on both shores of the Red Sea’. The EU further stressed that ‘at stake are the preservation of the security of the Bab el Mandeb maritime route through which a significant proportion of trade to and from Europe passes; the harnessing of irregular migration flows; the containment of terrorist threats; and the prevention of instability in the EU’s wider neighbourhood’.

44. EU-China Engagement in Humanitarian Aid: Different Approaches, Shared Interests?

Protracted crises and frequent natural disasters have generated an unprecedented number of people in need of humanitarian assistance. The international community faces a great challenge in supporting these populations, as the gap between needs and available funding is growing. To close this resource gap, the European Union (EU) aims to step up its engagement with emerging donors, particularly China, to increase their level of funding. Although China has previously been reluctant to engage in the international humanitarian system, its response to the COVID-19 pandemic indicates a change in attitude. Over the past year, China has delivered hundreds of tonnes of personal protective equipment (PPE) to over 150 countries and dispatched medical teams abroad. It has also donated $100 million to the World Health Organization (WHO) and the United Nations (UN) and pledged to establish a global humanitarian response depot and hub in China in cooperation with the UN. Amidst increasing geopolitical tensions between China and the EU, China’s growing humanitarian engagement opens an opportunity for the EU to engage with China in the humanitarian sector. However, rather than framing China’s increased engagement in solely financial terms, the EU should develop a long-term strategy as to how to engage with China on humanitarian matters. A dialogue that takes both parties’ different approaches towards humanitarian aid into account and searches for common ground could open the door towards possible cooperation. This would not only help in narrowing the funding gap but carry the potential for greater coordination and consequently more effective assistance provision. China conceptualises humanitarian aid as a subcategory of development aid and provides the majority of its assistance bilaterally. Beijing’s state-centric approach to humanitarian assistance means in practice that it engages mostly in the aftermath of natural disasters rather than conflict settings. The EU, on the other hand, has a separate humanitarian aid policy that guides the allocation of funds and provides its humanitarian assistance through non-governmental organisations (NGOs), UN agencies and the International Committee of the Red Cross (ICRC). This Briefing Paper maps out the characteristics of Chinese humanitarian aid and outlines two areas on which the EU’s tentative steps towards a dialogue with China could focus. • Food security sector: Food insecurity is a key component in existing humanitarian needs, only exacerbated by the COVID-19 pandemic. Food assistance and nutrition are already a key area of engagement for the EU and China. The EU should advocate for China to scale up its contributions to global food security through the World Food Programme (WFP), with whom China has a good working relationship. This could be combined with a political dialogue on how to foster cooperation on food security assistance. • Anticipatory humanitarian aid: Disaster risk reduction, preparedness and response play an increasingly important role in global humanitarian aid. China has built up its most significant expertise in response to natural disasters. Enhancement of disaster risk reduction is one of the strategic priorities of the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) for 2020–2024. In light of both parties’ interest in anticipatory humanitarian aid, knowledge exchange in this area has the potential to open the door for future cooperation.

On August 24th, Ukraine celebrated the 30th anniversary of its independence. This offered a window of opportunity for the country’s president, Volodymyr Zelensky, to mobilise the population domestically around patriotic rhetoric and, internationally, to engage in diplomatic initiatives. However, on both fronts, the Ukrainian leader faces important challenges: mounting Covid-19 cases, intensification of Russian pressure, and Western states’ refusal to meet Kyiv’s expectations. The EU-Ukrainian summit planned on October 12th 2021 represents the occasion for both sides to reflect on these difficulties and for the EU to clarify its position vis-à-vis its eastern neighbour.

When Xi Jinping, the chairman of the Chinese Communist Party (CCP), dreams of global domination, he worries about one thing above all else: a hostile United States backed by its allies—and on the Eurasian landmass, the US has no more important ally than Europe. As a result, Xi has worked to weaken the transatlantic alliance through a two-pronged economic stratagem. First, under the guise of globalization, China has insinuated itself into the European economy, creating dependencies. Second, Beijing is manipulating those dependencies to hollow out and supplant Europe’s advanced economies. To give this deception cover, China has built a vast political network across Europe, from basic sympathizers to outright spies. Until recently, barely anyone took notice, but the financial crisis and forever wars of the past two decades, culminating in the election of Donald Trump as president of the United States, lured the self-confident Xi out into the open. During the coronavirus pandemic, China revealed an aggressive attitude toward Great Britain’s former colonies that shocked the United Kingdom. In the span of mere months, London shifted from cooperation to confrontation. In July, it became the first country in Europe to block the Chinese telecommunications giant, Huawei, from its next-generation networks. Germany, the continent’s most important country, still sees China as key to post-pandemic recovery and economic growth, however. Xi has exploited this attitude to strike an investment agreement with the European Union (EU), the chief purpose of which is to forestall a transatlantic approach under the new US president, Joe Biden. Together, the United States and Europe have unparalleled advantages against any competitor. Now is the time for cooperation, before Xi’s dreams become our collective nightmare.

The visit of PM Mitsotakis to Sochi could open a new chapter in Greek-Russian relations as bilateral deals are in the pipeline. The Greek position is firm and unchanging: a normalization of EU-Russian relations would be in Europe’s best interests. The Greek government might be prepared to help bring about a new EU-Russia dialogue. The strengthening of Greek-American relations will not prevent Greece from employing a multidimensional foreign policy, vis-à-vis Russia, too. Stronger Greek-Russian relations could send a message to Turkey that some of its regional policies are alienating other actors. Greek-Russian relations enjoy greater historical depth than Turkish-Russian relations. While its strategic commitment to NATO and the EU remains steadfast, Greece is a valuable partner for Russia. Greece is in the process of diversifying its sources of natural gas imports, but considers Russia a critical market.

Tensions between Turkey and the West have steadily worsened over the past five years, but analysts are still no closer to predicting what this means for the future. Many assume that longstanding strategic and economic ties will ultimately force both sides to muddle through and preserve their relationship, while others anticipate that pressure will build to the point where a decisive break becomes inevitable. This paper examines a number of different scenarios that have been put forward for Turkey’s relations with the US and EU, then tries to navigate between the most plausible among them to predict how this hostile dance might progress.
