1. Environmental Inequality in Industrial Brownfields: Evidence from French Municipalities

Abstract:: Recent research on environmental inequality has extended its focus from ongoing pollution to legacy pollution by examining the geography of industrial brownfields, defined as nonproductive, contaminated land. This article is the first extensive brownfield analysis for a European country from an environmental inequality perspective, exploiting the political momentum in France where brownfield restoration has become a national priority. In doing so, we combine data on over 7,200 industrial brownfields from the 2022 geodatabase ‘Cartofriches’ with socio-economic variables at the municipality level. We demonstrate communities with higher percentages of foreign-born and unemployed persons are disproportionately more likely to be located near brownfields. The social gradient increases significantly in communities that host many brownfields, the so-called hotspots. There is an inverted U-shaped relationship with income, with a positive correlation until the 75th percentile (C23,700 annually). These findings are robust to different controls, including across urban and rural areas, though with regional differences. Further, we also account for the location of noxious industrial facilities sourced from the E-PRTR database to show the existence of cumulative impacts of environmental risks. Our analysis provides crucial entry points for restorative environmental justice considerations and has important implications for Europe’s just transition and cohesion policies.

Abstract:: In June 2023, the Arctic Council resumed its work after a year’s suspension in response to Russia’s invasion of Ukraine.[1] The Council is a pillar of the institutional architecture of the region; the main framework for cooperation between the Arctic states that also involves the North’s indigenous peoples in issues of environmental protection and sustainable development. In recent years, the overlap between climate and security crises has profoundly transformed the region, generating economic opportunities but also endangering local populations and amplifying international competition.[2] The European Union, which is increasingly interested in the issue of climate security (the multiplier effect of climate change and its, even indirect, impact on security risks spanning several dimensions – economic, human and political),[3] has long tried to devise an Arctic policy that takes into account such changes by tackling emerging challenges and grasping opportunities. To better address these issues, since 2013 the EU has been applying for full observer status to the Council; however, it has only been permitted to observe the organisation’s activities without a formalisation of its role. At the same time, however, to be able to play an active role in the region, the EU’s strategy must cover the full width of the Arctic institutional architecture, which encompasses a plurality of diplomatic, legal and institutional instruments that go beyond the framework of the Council.

4. Kazakhstan could lead Central Asia in mitigating the world’s energy and food shortages

Abstract:: Russia’s war against Ukraine has had significant economic and political repercussions across the globe, including energy shortages and growing food insecurity. The war has forced Central Asian states to emphasize their independence from Moscow and accelerate their economic diversification. Central Asia—comprising Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—has the potential to mitigate global shortages of energy, food, and fertilizers, caused by Russia’s war of aggression. The primary challenges for Central Asia and its Western partners remain diversifying export routes and expanding the capacity of alternative transportation corridors, especially the Trans-Caspian International Transportation Corridor, or the “Middle Corridor.” Kazakhstan is the leading producer of uranium ore in the world, grows 2 percent of the world’s wheat, and has major hydrocarbon reserves. Kazakhstan has the opportunity to lead Central Asia forward on the path to becoming an important supplier of energy, grain, fertilizers, and nuclear fuel to world markets. The energy crisis in Europe spurred renewed interest in the long-planned Trans-Caspian natural gas pipeline. A potential United States and European Union ban on uranium civilian-reactor fuel exports from Russia could ensure Kazakhstan’s importance as a nuclear fuel exporter to Europe. To do this, Kazakhstan first needs to build its own conversion and enrichment facilities. This would allow it to double its share in the European market while utilizing the Middle Corridor. By encouraging Western investment, the states of Central Asia can become an important force in global commodity markets. To this end, they should implement the recently signed far-reaching regional agreements on cooperation and integration, so that they are less susceptible to “divide and conquer” strategies from predatory foreign powers and can exercise greater leverage when negotiating as a bloc. The US and the EU should also recognize that Central Asia’s energy and agricultural potential and resources make the region an area of strategic interest with promising business opportunities. The Central Asian states need to intensify their Western-oriented diplomatic outreach to attract support from state and private actors for investment and technological partnerships. Geographic proximity to Russia and China means Central Asian countries will always have economic relationships with Moscow and Beijing. But greater Western engagement in the region can diminish the chances for Russo-Sino cooperation in Central Asia. Russia’s war against Ukraine has weakened its geopolitical position and the Western sanctions on its economy have opened up new opportunities for Central Asia to supply critical energy and food commodities to world markets. Kazakhstan, as the region’s largest economy and its largest producer of oil, uranium, and grain, is well-positioned to lead this transition.

Abstract:: The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

The Union has promoted concrete measures to increase green spaces in cities, but there is more the EU can do, both as a facilitator and coordinator of urban adaptation, including: Mainstream green urban planning across the EU. Launch an EU-wide assessment of environmental equality in urban settings. Link EU funds to environmental equality. Make private adaptation financing transparent. Make urban climate adaptation a strategic foresight priority. Bring the green urban agenda forward on a global scale. The record-breaking summers of tomorrow require more ambitious urban solutions. While Europe’s cities are still relatively cool today, a long adaptation path is necessary to make them liveable and resilient for the future.

11. Environmental Protection and Climate Change Budgets of Metropolitan Municipalities: An Assessment For 2021

Abstract:: It is argued that cities can fulfill significant functions in the fight against global warming and climate crisis, and it is stated that for this reason, they can play a pioneering role in both reducing greenhouse gases and adapting to the changing climate. Approximately 600 cities in Europe and 9,400 cities around the world have begun to implement mitigation and adaptation measures against climate change at different levels. It is known that big cities, including many metropolitan municipalities from Turkey, cooperate at an international level for the purpose of mitigation and adaptation. The primary aim of this study is to classify1 the environmental protection and climate change (EPCC) goals stated in 2021 performance programs of 14 metropolitan municipalities (MM) and their affiliates (i.e. AF, water and sewerage administrations and transportation departments) with the highest expenditure under the goals of mitigation, adaptation, waste and other environmental goals, and to examine the budgets allocated to these goals. Also, in this review, the pros and cons of the budgets allocated for the mitigation, adaptation and waste related goals of 14 metropolitan municipalities will be evaluated together, and concrete policy recommendations will be developed as to the areas where the allocated budgets should be increased/decreased.

Abstract:: The Kremlin’s weaponization of natural gas exports to Europe as winter approaches has shattered any illusions that Russia could be a reliable supplier. Europe urgently needs to import gas from other suppliers to heat its homes and power its industry. In doing so, Europe can build a more secure and sustainable energy system while cutting off funds for Moscow’s war machine. Painfully high energy prices are already having a serious impact on quality of life and economic development in Europe. New natural gas supplies and expanded interconnections to bring them to market will drive down the costs of energy and reduce the likelihood of social unrest over energy poverty. The surest means to end Russia’s energy leverage over Europe include accelerating the green transformation, curtailing gas demand, and boosting energy efficiency. However, the continent cannot implement these changes overnight. Gas remains instrumental in Europe’s transition from dirtier fossil fuels, electrification of power-hungry sectors, and integration of large-scale intermittent renewables. Natural gas will likely remain a critical part of Europe’s power baseload for at least the medium term. Procuring an adequate supply of gas in the short to midterm is not at odds with the energy transition. Europe must cultivate alternative suppliers, build non-Russian-oriented import infrastructure, and accelerate decarbonization in tandem to boost energy security and affordability. Sourcing gas from non-Russian suppliers will sustain longer-term decarbonization efforts and prevent regression back to dirtier fuels amid the energy crunch. To diversify their energy systems, European states must determine how much Russian gas can be replaced and from where, as well as what new infrastructure will be necessary to enable new imports. The European Union (EU) needs to clearly articulate the anticipated natural gas supply gap to identify investment opportunities for the relevant market players. This issue brief examines potential sources of alternative gas supplies, the infrastructure required to bring new supplies to European consumers, and the financial and regulatory mechanisms needed to support diversification efforts. It offers recommendations for measures that European countries decoupling their energy supplies from Russia should take to give themselves the best chances of succeeding.

17. Determinants and Effects of Foreign Direct Investment in Austria: Spillovers to Novel Innovative Environmental Technologies

Abstract:: This study investigates the determinants of FDI in Austria, as well as their spillovers to innovating technologies, productivity, and employment, using firm-level data, for the period 2008-2018. The findings point out that a decrease in the costs of trade increases investment in foreign-owned subsidiaries in Austria, and that FDI is pre-dominantly carried out in industries characterised by greater capital-intensity, higher wages, more agglomeration and regional concentration. Furthermore, FDI is higher in regions with a larger GDP and with a larger share of the population with upper secondary and post-secondary non-tertiary education. The study also finds that there are positive spillovers of FDI to the domestic economy, which are strongest and most positive for innovative activities in environmental technologies. In other words, FDI helps Austrian firms to become more innovative in major environmental technologies. Such innovative efforts are best supported at the firm-level by supporting the total assets and investment of domestic firms, and at the regional level by increasing the share of the population with higher levels of education and employing more R&D personnel. The active presence of innovative foreign MNEs that enjoy extensive technological capacities, high-skilled labour, experienced management, and large-scale resources are also conducive to innovative activities.

Abstract:: Protecting the environment is one of the most pressing issues countries face today. Yet, nations disagree over how to achieve this goal. In international fora, states often fail to coordinate on protecting the environment. For example, for two decades, countries at the World Trade Organization (WTO), unsuccessfully discussed how to protect the ocean’s biomass. Governments spend $35 billion of taxpayers’ money annually on subsidies to support the fishing industry. Two-thirds of these subsidies directly contribute to overfishing—that is, fishing beyond environmentally sustainable limits. Yet, WTO member countries couldn’t agree on restrictions on environmentally-destructive fishing subsidies.

20. Local community views on Marine Protected Areas on Greek islands

Abstract:: Marine Protected Areas (MPAs) are usually designated in areas with intense human activity. An MPA is therefore a complex socioeconomic system whose success and/or failure, and ability to deliver environmental, social and economic benefits, depend on local communities and their sensitivities. This paper examines how recently designated MPAs on three islands in the Cyclades group (Kythnos, Milos and Santorini), with differently structured local economies and levels of touristic development, are perceived by their local communities. Data are drawn from a phone survey of local residents, and the results show that the awareness, attitudes and perceptions of the local groups differ significantly depending on the area and their stake in the MPA. How much local communities know about the MPA regulatory framework and its location, past experiences and socioeconomic factors are deemed good predictors for the local communities’ behaviors towards the MPAs. The positive interplay between the operation of an MPA and the development of scuba diving is also acknowledged, although the perceived trade-off between marine protection and fishers’ revenue remains the main challenge facing MPA implementation. The paper’s findings highlight the urgent need to deal with the information and knowledge deficit, and to bridge the gap between the perceptions and expectations of local communities and the MPAs’ actual output. Applying a participatory approach to MPA decision-making and operation would build capacity for effective implementation. Thus, the delimitation of the protection zones within the MPAs, and the provision of specific constraints, should be based on both ecological and socioeconomic criteria.

Abstract:: The impact of Russia’s war against Ukraine has been devastating both politically and environmentally. On top of the environmental damage directly caused by military operations, the invasion has put an abrupt end to the EU-Russia “green cooperation”, which had previously raised many hopes. At the same time, it has also shifted international attention away from climate and environmental concerns, which are particularly acute in the post-Soviet region. This Report analyses some of the main climate change and environmental issues in the post-Soviet space, providing an initial assessment of the invasion’s impact. The bulk of the latest scholarly and policy production on these matters focuses on Russia — given the country’s geopolitical and energy relevance. However, this analysis finds that environmental disasters such as the desertification of the Aral Sea transcend state borders and require a broader approach both from an analytic and policy standpoint.

Abstract:: Our UK Green Growth Index, produced on behalf of Lloyds Banking Group, assesses the degree to which each UK nation and region may be impacted by the challenges of the net zero transition, and how well placed they are to capitalise on green growth. The transition to net zero will require substantial investment and adaptation across the UK economy. This will create unique opportunities for British businesses to innovate, produce, and supply the goods and services needed to enable the transition, not only in the UK but globally. At the same time, for many parts of the economy the transition will create challenges due to the need to adapt products, processes, and skills. Our UK Green Growth Index, produced on behalf of Lloyds Banking Group, assesses the degree to which each UK nation and region may be impacted by these challenges, and how well placed they are to capitalise on green growth. Our research suggests that green growth opportunities are especially strong in Scotland, given its existing base of green economy activity and its access to a workforce with relevant skills. Similarly, Wales appears well placed to capitalise on green growth opportunities, although it may face greater disruption in the nearer term due to its reliance on high emitting industries. Northern Ireland is also relatively exposed to disruption and may need to accelerate efforts to put in place the factors needed to fully exploit green economy opportunities. Amongst English regions, the South East and South West appear to be best placed to capitalise on the green economy and are less exposed to disruption from the transition than many other parts of the UK. In contrast, Yorkshire and the Humber may face greater disruption and has further to go to develop some of the factors needed to capitalise on green growth. London is somewhat of an outlier: its status as a city-region with a service-orientated economy means it is much less exposed to the challenges than areas which rely more on industrial activity, but it also has less scope to capitalise on green economy opportunities in fields such as manufacturing and energy (although it is well positioned to develop as a centre for green finance and other professional services).

Abstract:: Achieving the goals of the Paris Agreement and of climate neutrality by 2050 in the European Union will require mobilizing financial investments towards clean energy innovation. This study examines the role of internal finance (cash flows and cash holdings) and financing constraints for innovation in energy technologies. We construct a dataset for 1,300 Europeans combining balance-sheet information and patenting activities in renewable (REN) and fossil-fuel (FF) technologies and estimate the sensitivity of patenting activities to's internal finance. We use count estimation techniques and control for a large set of-specific characteristics and market developments in REN and FF technologies. We find that patenting activities ofs specialized in REN innovation are significantly more sensitive to a shock in cash flows thans specializing in FF innovation. Hence, our results emphasize that innovatives in clean energy may be particularly vulnerable to financing constraints. We discuss the implications of these results for energy transition policies aiming to redirect finance towards clean energy R&D.

Abstract:: European countries are at a crossroads on their path to carbon neutrality. Today, they are at the forefront of the global clean hydrogen race but going forward they would be better served by collaborating instead of working alone. Overall, the European Union (EU) is highly competitive in clean technologies manufacturing and thus well-positioned to benefit from the emergence of global hydrogen markets. But a narrow focus on short-term cost considerations could drive member states to implement national roadmaps with little or no coordination among themselves and hence little or no chance of competing globally. As a bloc, the EU has pledged to reach carbon neutrality by 2050. Clean hydrogen is a cornerstone of this transformational effort; accordingly, in July 2020, the EU adopted its hydrogen strategy with the ambition of deploying open and competitive clean hydrogen markets for all energy sectors and segments by 2050.1 Success hinges around implementing a cohesive long-term strategy to address a fundamental ques- tion and its associated challenges: where could the EU source competitive and secure renewable hydrogen supplies? As our previous research shows, all countries have access to renewable resources (such as solar or wind), to different degrees, and could produce some renewable hydrogen locally. However, while resource-rich countries, such as Spain, could evolve into regional exporters, no EU member state has the potential to become a global export champion. At the same time, North African countries, such as Morocco, are well-situated to act as key suppliers to the EU. Furthermore, imports from resource-rich regions like North America could help to address security of supply concerns.2 Today, EU hydrogen demand stands at 7.8 million tons per year (Mt/yr), equivalent to about 10% of global demand. Germany and the Netherlands are the largest consumers, accounting for over a third of EU demand, followed by Poland, Spain, Italy, Belgium, and France, which consume about 0.5 Mt/yr each.3 According to available projections, as hydrogen use grows across all economic sectors, EU hydrogen demand could reach 76 Mt/yr by 2050. But while the EU strategy sets clear targets on electrolyzer deployment by 2030, it provides very few details on how the bloc could meet demand—and at what cost—by 2050.

No major power is more economically dependent on the export of hydrocarbons; at the same time, two-thirds of Russia’s territory lies in the arctic north, where melting permafrost is already imposing growing damage. Climate change also brings drought and floods to Russia’s south, threatening the country’s agricultural exports. Thane Gustafson predicts that, over the next thirty years, climate change will leave a dramatic imprint on Russia. The decline of fossil fuel use is already underway, and restrictions on hydrocarbons will only tighten, cutting fuel prices and slashing Russia’s export revenues. Yet Russia has no substitutes for oil and gas revenues. The country is unprepared for the worldwide transition to renewable energy, as Russian leaders continue to invest the national wealth in oil and gas while dismissing the promise of post-carbon technologies. Nor has the state made efforts to offset the direct damage that climate change will do inside the country. Optimists point to new opportunities—higher temperatures could increase agricultural yields, the melting of arctic ice may open year-round shipping lanes in the far north, and Russia could become a global nuclear-energy supplier. But the eventual post-Putin generation of Russian leaders will nonetheless face enormous handicaps, as their country finds itself weaker than at any time in the preceding century. Lucid and thought-provoking, Klimat shows how climate change is poised to alter the global order, potentially toppling even great powers from their perches.

28. The EU Green Deal and Its Industrial and Political Significance

Abstract:: The European Green Deal, the flagship initiative of the incumbent European Commission, aims to cut greenhouse gas (GHG) emissions to 55% by 2030 (from the current target of cutting 40% of 1990 levels) by overhauling fiscal, trading and regulatory regimes. Brussels is well-placed to deliver the interregional distribution or the minutiae of technical regulations that this challenge calls for. Energy diversification is also central to EU competitiveness and strategic autonomy. But this initiative is not costless: its official impact assessment points to a GDP loss of additional -0.3 to -0.7%, by 2030, relative to the previous level of ambition. The full loss could be up to -2.5%. These costs are also unevenly, and the inability to cushion asymmetrical shocks have nearly torn the Union apart in the past. A carbon-neutral Europe could also make losers out of today’s winners among stakeholders and give the EU a significantly different industrial structure, forcing over-exporting Northern Europe into reforms that are probably overdue. Most importantly, the gap between the financing needed and the financing available is unprecedented. The success of the European Green Deal and a cost-efficient transition hinge on the rapid and effective mobilisation of investments – as the diffusion period for new energy-related technology is 40-50 years. Therefore, a smart climate policy does not just distribute costs and investments between different groups, but also over time: The investments are needed now, if we are to reap their benefits before 2050.

Abstract:: Denmark encountered a number of unforeseen obstacles when negotiating the Nord Stream and Baltic Pipe gas pipelines, and the country ended up standing exposed and alone. A better politics of energy alliances and better strategic preparation are key lessons for small states like Denmark when dealing with the problematic combination of security and energy. RECOMMENDATIONS: Small states should include energy in strategic documents pertaining to foreign and security policies, as energy is a tool in the security toolbox of the great powers. Self-sufficiency in energy does not mean that a country is shielded from the dynamics of international energy. Small states should strive to build enduring political alliances focused on energy. Small states should prioritise sending experts to the NATO Centre of Excellence for Energy Security in order to stay on top of the international security situation concerning energy.

Abstract:: The Evaluation of Danish Support to Climate Change Adaptation in Developing Countries has just come out. But what knowledge does it build on and what fundamental questions does it explore? This Preparatory Study, commissioned by the EVAL Department of Denmark’s Ministry of Foreign Affairs in 2019, lays the groundwork for the evaluation. It sought to help define the scope of the evaluation; identify potential country case studies, case projects and evaluation themes; and point out overarching issues and questions to be addressed in the evaluation. To do so, the study provides overviews of all Danish climate change adaptation-related Official Development Assistance (ODA) from 2008 to 2018 and of adaptation support through the Danish Climate Envelope, which provides Fast Start Finance for climate change mitigation and adaptation in developing countries. The study also includes an analysis of trends and gaps in the Climate Envelope. These, and other outputs from the study, are now available in this DIIS Working Paper. The paper’s analysis and findings continue to have relevance for discussions of how we approach climate change, particularly adaptation, in Danish development assistance.

Abstract:: The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources? The paper addresses this question by exploring the implications of recent climate change and livelihoods research on how we approach fragility and, by extension, stabilisation. On the basis of such research, the Working Paper advocates a move away from a sector-based understanding of fragility towards a way of working that is more in line with contextual realities, alongside the ‘comprehensive approach’ to stabilisation that Denmark promotes. The key message is that, programmatically, Danish stabilisation efforts across both regions could benefit from a more explicit focus on supporting the variability that dominant livelihood strategies require and that need to be considered if sustainable security and development outcomes are to be achieved. Failing to do this will only serve to marginalise key communities and may drive them further into the arms of radical groups.

Abstract:: The agricultural sector is seriously affected by changes in many economic, social, or environmental factors. Hence, the necessity of supporting the sector by governments in various ways has become an indisputable reality. However, regional characteristics must be taken into account in order for these supports to reach their goals. Using a dataset spanning from 2002 to 2020, the current study comparatively analyses the changes in the agricultural support and agricultural production, income, and the value of products in two agricultural regions of Turkey, Central Anatolia and Southeast Anatolia regions. The results highlight that the increase in agricultural income is very low in both regions compared to the substantial changes in agricultural support policies. Additionally, the increase in the values of agricultural products in both regions is much higher than the increase in agricultural income, suggesting that the costs in agricultural activities are too high in the analysed regions.

Abstract:: Anthropogenic climate change due to the emission of greenhouse gases into the atmosphere is the greatest threat facing society this century. The Intergovernmental Panel on Climate Change (IPCC) highlights the urgency of ambitious climate action and the devastation that may be caused if this action is not realized.2 As such, decarboniz- ing the economy is a pressing challenge, and funding the zero-carbon transition will require large-scale finance. To achieve the scale and rate of change required for global carbon net neutrality by mid-century, both public and pri- vate finance must be mobilized to fund mitigation efforts across industries. In addition to directing capital toward mitigation projects, funding to carbon-intensive projects must be evaluated and ended if not aligned with decar- bonization targets. As stated in a 2019 feature in Nature, “[f]inanciers will have to step away from approaching cli- mate change on a project-by-project basis—a wind farm here, a solar plant there—and start thinking about the car- bon impact of every dollar spent. That means an end to projects that lock in unsustainable futures.”3

Abstract:: On June 3, 2021, Columbia University’s Center on Global Energy Policy (CGEP) and the Stiftung Wissenschaft und Politik (SWP, the German Institute for International and Security Affairs), in cooperation with the European Climate Foundation (ECF) and the European Union (EU) Delegation to the US, cohosted a private virtual roundtable focusing on energy security issues during a period of heightened action on climate goals. This document summarizes the June 3 roundtable, which was conducted on a not-for-attribution basis. Participants in the roundtable included just over 50 senior corporate executives, civil society representatives, academic and think tank experts, energy analysts, and government officials from the European Union and United States. In June 2021, President Joe Biden traveled to Europe, his first overseas trip since his inauguration as president, and he met with European heads of state and government in the context of a British-hosted G7 meeting, a North Atlantic Treaty Organization (NATO) Summit, and a US-EU Summit.[1] The journey signaled a concerted effort by the United States and the European Union to rebuild bilateral relations, which were battered during the Trump administration. Protecting the global climate and accelerating the transition to clean energy are objectives that unify top leaders on both sides of the Atlantic today. The European Union has a legislated mandate of climate neutrality by the year 2050 and is implementing its comprehensive European Green Deal and elaborating a corresponding legal and regulatory framework for an enhanced 2030 target. In the United States, the Biden administration reentered the Paris climate agreement and announced plans to reach net-zero emissions by midcentury, though climate protection still faces significant political challenges in the US Congress and in certain states. If the European Union and the United States proceed as these plans indicate, their energy systems face a period of accelerating, unprecedented, and sustained change—new technologies, new supply chains, new business models, and new interdependencies between economic sectors.

Before examining the content of this “new” CAP, It would be worthwhile to recall the changes it has undergone over the last three decades, since the major reform of 1992, and to take stock of them. A policy is considered to be alive if it can evolve and adapt to changes in its environment. From this point of view, the CAP is still very much alive.

Abstract:: The Mediterranean Basin enjoys very at- tractive geographical, climatic, and cultural features. It hosts a high-density population mainly in the coastal areas, of over 500 million people which has doubled in the last 40 years, and it is still increasing at a high pace. The region faces severe threats including water stress, impaired food production, food security, desertiﬁcation, severe pollution to mention just a few. These threats have been exacerbated in the last decades by increased demography, migration to urban areas, tourism (the ﬁrst tourist destination in the world), and very importantly, climate change. The Mediterranean suffers from an increase of temperature 20% higher than the world average. It is a real hotspot of climate change. The present monography, sponsored by the European Institute of the Mediterranean (IEMed), addresses the socioeconomic impact of climate change. There are a lot of studies on the biophysical impact of climate change. Its socioeconomic impact has been less studied probably because of its complexity. Important knowledge gaps do exist. The purpose of gathering knowledge on the socioeconomic impact of climate change is to advise decision-makers on the difﬁcult decisions to be taken to mitigate and adapt to climate change in a region facing severe threats that climate change only exacerbates. For decision-makers, the socioeconomic impact is more relevant than the biophysical impact of climate change.

Abstract:: Climate change is already threatening the security and stability of societies in various ways, and the impacts will only be exacerbated in the future. The security consequences of climate change can be broadly categorised into direct, cascading and transition impacts. Direct impacts refer to the damage to people and infrastructure caused by extreme weather and other climate phenomena, while in cascading impacts climate change is combined with political, economic and cross-border effects. Transition impacts are linked to the adverse consequences of climate change mitigation and adaptation. It is increasingly imperative to comprehensively integrate climate change into foresight and preparedness activities. In addition to the identification of individual climate security impacts, it is also necessary to identify and continuously monitor broader political and economic developments relevant to climate security. Cooperation across national borders is important for advancing the climate security agenda. International organisations and individual countries should coordinate and exchange information in order to develop preparedness mechanisms and practices.

Abstract:: Fighting climate change makes a green energy transition imperative. The transition will have significant geopolitical consequences, notably a shift of power away from fossil fuel producers that do not adapt to a decarbonizing world. Access to critical minerals, rare earth elements and storage technology for renewable energy applications will be essential, and will determine the new geopolitics of energy. Some critical elements such as cobalt are only found in a few areas of the globe. Hydrogen is a carbon-free energy carrier that will allow the storage and dispatch of energy produced by intermittent renewable sources such as solar and wind. While hydrogen trade could lead to new dependencies, it will provide a back-up for the electricity system and strengthen energy security. Currently, China is a leader in securing resources for the energy transition. The Belt and Road Initiative could consolidate its position. Abstract:: The impact of climate change, environmental degradation, and disasters on migration and human mobility is receiving more and more attention, by policymakers, academics, and the press alike. While there are gaps in the evidence base, much suggests that the vast majority of people will seek to move internally and regionally, rather than internationally. That being said, there are good reasons as to why high-income countries may want to facilitate so-called international “environmental migration” by adapting their existing legal and policy frameworks. This paper outlines how countries such as the United States of America (US), Canada, New Zealand, Australia, Japan, and various European countries have explored, created, or adapted their legal and policy frameworks to explicitly respond to international environmental migration, and the lessons learned therein. It concludes with a series of policy recommendations for the government of the United Kingdom of Great Britain and Northern Ireland (UK) as to how the UK could adapt their own legal and policy frameworks to better respond to international environmental migration.

Abstract:: It has been argued that the U.S. shale revolution, the Trump Administration’s energy policies, and the global shift towards low‑carbon energy sources and renewables have contributed to shape a new energy order—one that challenges the market power traditionally enjoyed by petro‑states. Nowhere are these developments more relevant than in Azerbaijan, as the country’s expensive investments in the Southern Gas Corridor come under increasing pressure. Unless Azerbaijani gas can be decarbonized at a competitive cost, it may risk becoming redundant within a couple of decades as Europe embraces a greener future. Geopolitics and Geo‑economics The Southern Gas Corridor (SGC) is a $45bn mega‑project ($25bn for the development of the Shah Deniz II field and at least $15bn for the delivery system) to supply natural gas from the Caspian Sea to Europe and, by so doing, reduce reliance on Russian imports. This is a priority that has taken on urgency in the wake of Russia’s 2014 annexation of Crimea and the sharp deterioration in relations between Moscow and Brussels that ensued. Currently, the SGC is made up of two pipelines to deliver gas from Azerbaijan’s Shah Deniz II field to Turkey and Europe—one called TANAP that is already operational and runs the length of Turkey, and another known as TAP stretching from Turkey’s border with Greece across Albania to Italy, which started pumping gas in late 2020. This is how a leading ADA University policy expert described the situation to me in October 2020, in light of technical delays in the pipeline’s inauguration and the big changes in energy markets described above: “the TAP pipeline is 90 percent completed and will be inaugurated soon. Unlike oil pipelines, whose flexible delivery to the end‑consumer can be sorted out once they are built— as oil travels via tanker, rail, etc.— gas pipelines are more rigid investment endeavors. [...] You don’t agree on a gas pipeline unless you have secured a buyer on the other end.” While natural gas supplies from Azerbaijan’s Shah Deniz field are already contracted, the project has seen numerus twists and turns since it was signed with great fanfare at the end of 2013. The SGC is an expensive endeavor and the institutions that lined up to finance it are a testament to the degree of strategic importance it carries for the EU. The project has, indeed, been designated as one of the EU’s “priority projects.”

Abstract:: The EU steps up its efforts to curb its territorial CO2-emissions. It is planning to introduce a carbon border adjustment mechanism (CBAM) to level the playing field and to raise own resources. The authors point out that unilateral European climate policy action, whether shored up with a CBAM or not, can only play a limited role in reducing global CO2-emissions. A EU-CBAM cannot stop indirect leakage, it has ambiguous effects on other countries’ mitigation efforts, and it poses the risk of conflicts with trade partners. They propose that the EU, together with the US and other like-minded countries, should push hard to establish a climate club with a common minimum price of CO2 and a common CBAM applied to third countries. Such a framework would incentivize other countries to join while limiting leakage and reducing the risk of trade policy disputes.

Abstract:: Linking the EU and Chinese Emission Trading Systems (ETS) increases the cost-efficiency of reaching greenhouse gas mitigation targets, but both partners will benefit – if at all – to different degrees. Using the global computable-general equilibrium (CGE) model DART Kiel, we evaluate the effects of linking ETS in combination with 1) restricted allowances trading, 2) adjusted allowance endowments to compensate China, and 3) altered Armington elasticities when Nationally Determined Contribution (NDC) targets are met. We find that generally, both partners benefit from linking their respective trading systems. Yet, while the EU prefers full linking, China favors restricted allowance trading. Transfer payments through adjusted allowance endowments cannot sufficiently compensate China so as to make full linking as attractive as restricted trading. Gains associated with linking increase with higher Armington elasticities for China, but decrease for the EU. Overall, the EU and China favor differing options of linking ETS. Moreover, heterogeneous impacts across EU countries could cause dissent among EU regions, potentially increasing the difficulty of finding a linking solution favorable for all trading partners.

Abstract:: Russia’s role in international climate policy is central. Russia is the fourth largest emitter of carbon dioxide and has vast potential for developing renewable energy. However, its fossil fuel-based economy and the legitimacy it creates for the Kremlin make climate action inherently difficult. Thanks to the growing politicization of environmental issues, the relevance of climate change may increase in the Russian public debate. The effects of climate change, such as melting permafrost and the Siberian forest fires, could catalyze this process. Climate-sceptical populism may sometimes feature in the rhetoric of the political elite, but its proliferation in society is unlikely. Most Russians are concerned about climate change, even if less so than Western Europeans. However, Russia’s decision-making on climate policy is highly centralized, with little or no input from civil society actors. The energy transition in Europe can eventually deprive Russia of its main market for fossil fuel exports, but it also creates new prospects for cooperation in green energy development.

Abstract:: Increased deforestation in the Amazon is the outcome of Brazil’s long political crisis. What started in 2013 with a bus fare hike has traversed through contestable impeachment and populist uprising into a constitutional stalemate. European institutional investors have been in the vanguard of checking Brasília’s lax approach to deforestation and other environmental challenges. While investors continue to carry a big stick, European and US political leadership should consider what carrots they can offer Brasília. Brussels and Washington have changed course rapidly from an approach that emphasised closer ties with Brasília to one of dissatisfaction and distancing. This is both a cause and an effect of Brazil’s international standing diminishing both in terms of economy and country brand. In recent years, Brazil has simultaneously tried to raze more rainforest and build North Atlantic trading relations; the two cannot be done at the same time. A politics of rapprochement with Brazil requires much closer coordination between Europe and the United States than the parties are accustomed to; a commitment to a climate-sensitive globalisation is necessary from Brasília.

This policy brief examines specific options for public participation in policymaking – stakeholder consultation, citizens’ assemblies and local projects – and discusses the extent to which each is already included in the European Green Deal. Although the most effective public participation takes place at national, regional or local level, it should nonetheless be encouraged or coordinated by the EU. Abstract:: Dolphins are being spotted in harbours, canals in Venice have never looked so clean and the temporary ban of corridas has spared the lives of a hundred Spanish bulls. Looking at the bright side of things is an admirable quality, but we should not get too carried away with the idea that COVID-19 is good for the planet. Besides the anecdotal phenomena quoted above, the collapse of mobility and economic activity induced by COVID-19 are generating meaningful short-term consequences for the environment. These include a sharp reduction in Hubei’s and Northern Italy’s air pollution levels and a likely reduction in global CO2 emissions in 2020. Rejoicing over such news rests on a short-sighted view. The interlinkages between COVID-19, energy and climate issues are so complex that we are actually looking at a mixed bag of consequences.

Abstract:: This Working Paper analyses the main aspects of the European Green Deal proposed by the European Commission in December 2019. It puts the Green Deal into the broader context of EU climate governance in order to assess whether and how it advances the EU’s climate agenda. The paper proposes four broad and interrelated categories to evaluate the Green Deal. Its performance depends on whether it is and will remain a policy priority, despite the Covid-19 emergency and the ensuing economic crisis. Second, successful implementation depends on adequate financial endowment, including the shift of public funding from hydrocarbons to renewables and energy efficiency in post-pandemic economic programmes. The legal competence of EU institutions to coordinate and enforce the implementation of the Green Deal is also essential, as highlighted by ongoing discussions concerning the governance to achieve zero net emissions by 2050. Furthermore, international cooperation with third partners on issues such as border carbon adjustment, technology transfers and green industry will influence both the implementation of the Green Deal in the EU and the contribution of other major emitters to the climate agenda.

Abstract:: According to the International Panel on Climate Change, climate change will affect the rivers leading to the Mediterranean, desertification will increase, rise in sea level will affect coastal settlements, and crop productivity will decrease in the region. Therefore, climate change is an important issue for the Mediterranean region. The European Union (EU) is a frontrunner in climate change policy, committing itself to a decarbonized economy by 2050. The EU also promotes climate action in the world through its climate diplomacy. Such EU action in promoting the norm of climate action can be explained with reference to EU’s economic interests. In this paper, I analyse whether the EU serves its economic interests by promoting climate action in its neighbourhood policy towards Egypt. Based on documentary analysis, this paper argues that European companies benefitted from the market-based solutions adopted by the Kyoto Protocol in Egypt, exported renewable energy technologies to Egypt and face a level-playing field in terms of regulations promoted for them by the EU in Egypt.

55. The Recycling of Lithium-Ion Batteries: A Strategic Pillar for the European Battery Alliance

Abstract:: Although it is still marginal, the market for electric vehicles (EVs) is growing. According to the French Institute of Petroleum and Renewable Energies (IFPEN, Institut Français du Pétrole et des Énergies Renouvelables), EVs accounted for a little more than 2% of the light vehicle market in 2019. This was up by 54% compared to 2018, but EVs still only represent 0.8% of the global car fleet. That said, the International Energy Agency (IEA) estimates EVs could make up between 15% and 30% of vehicle sales in 2030. However, while European manufacturers have so far developed EVs such as the Renault Zoé or the BMW i3, they are highly dependent on Asian companies for the supply and manufacture of materials for cells and electric batteries, such as nickel, cobalt, lithium used to build precursors, or cathodes and their components. Asia provides more than 90% of world car battery output, half of which comes from China alone. European dependence is not only related to the manufacture of batteries, but occurs throughout much of their value chain, from extraction and processing of raw materials to the preparation of necessary treatment processes for recycling. The recycling market for batteries from small electronic objects (smartphones, computers, tablets, etc.) has also been led by Asian countries.

Morningstar, András Simonyi, Olga Khakova, and Jennifer T. Gordon, provides insights into how the United States and European Union (EU) can work together to strengthen European energy security. The Global Energy Center’s new report recommends that the United States and the EU focus their energy cooperation in several areas that will benefit the EU’s efforts to meet climate targets and that, at the same time, will also bolster energy security. These areas include: the development of competitive and transparent energy markets; the identification of alternative energy sources and routes; collaboration on new energy technologies to reduce greenhouse gas emissions; and coordination of a transatlantic financing strategy. Additionally, new energy infrastructure, interconnected grids, the European Green Deal, and broader geopolitical challenges also represent areas of opportunity for cooperation between the United States and the EU.

Abstract:: Climate change has a severe impact on the livelihoods and economies of developing countries and will constrain achievement of the Sustainable Development Goals on virtually all fronts. While efforts to reduce emissions are obviously vital, it is equally critical that societies adapt to the already ongoing impact of climate change. Integrating climate change adaptation broadly into development cooperation is therefore a pressing issue and has never been more relevant. Discussion of the relationship between climate change adaptation and development and how to ‘mainstream’ adaptation into development support is not new. However, uncertainty persists regarding the ways and extent to which adaptation should be addressed as part of broader development efforts. This new DIIS Report seeks to address the integration of adaptation and development, with a particular focus on Denmark’s development cooperation. The report discusses the linkages between adaptation and development, examines the approaches of selected development actors, and discusses selected trends in Denmark’s funding to climate change adaptation. The report concludes that despite challenges there are currently good opportunities and a growing momentum among key actors towards finally integrating adaptation and development. Denmark should take a global leading role in this by making climate action a main aim in development cooperation, and by adopting approaches that address climate change and development in an integrated manner from the outset of policy development and -programming.

60. Economic Costs of Ex ante Regulations

Abstract:: Regulations are an indispensable part of an economy and are proven to generate a significant impact on the economic, environment and social landscape. Through an extensive survey of literature and empirical study, the paper contrasts the benefits and costs arising in the light of the imposition of ex ante regulations of attempting to regulate a market sector, before a market failure has even occurred. It diverges from the norm of regulating ex-post, i.e. addressing market failures as they arise, which is the case in most modern open economies. The study highlights the economic impacts of shifting from ex post to ex ante in the online services sector as stipulated by the proposals for the Digital Services Act. It estimates a loss of about 85 billion EUR in GDP and 101 billion EUR in lost consumer welfare, due to a reduction in productivity, after accounting for other control variables. These costs are equivalent to losing all the gains that the EU has achieved to date from all its bilateral free trade agreements; or losing the contribution of passenger cars to the EU trade balance with the rest of the world. In the context of the pandemic-induced economic contraction, the GDP loss is equivalent to one-quarter of EU current account surplus projected for 2020. The extraordinarily high costs and rarity of ex ante rules warrant a discussion on the true objectives of the Digital Services Act. It is unclear which market failures it is envisaged to address – or how these failures can be so critical for the well-being for the European citizens, yet so irreparable and impossible to remedy ex post.

Abstract:: Substantial private investment is required if public policy objectives aim to increase the market share of Electric Vehicles (EVs) and prevent locking-in emissions-intensive development pathways. To maximize the effectiveness of future policies and successfully attract private capital, policy makers need to gain a better understanding of how investors behave, and of how policy design can drive investments decisions. This paper leverages an adaptive conjoint analysis (ACA) method to investigate the policy preferences of 41 European investors affiliated with different investment institutions. Findings reveal that investors' characteristics as institution type and size of assets under management affect investors' preferences over different e-mobility policy attributes. Furthermore, this study shows that behavioral factors, namely investors' a-priori beliefs on the impacts of climate change and the COVID-19 crisis, play a role in determining investors' policy preferences. By providing an analysis of investors' behavior, this research can support policymakers to design more effective policy instruments to attract investments in electric mobility during and after the COVID-19 crisis.

Abstract:: By coincidence perhaps more than design, the ‘winds of change’ in the twelve months between autumn 2018 and 2019 ushered in new governments—whether through national elections or through coalition reshuffling—in five Baltic Sea littoral states: Finland, Estonia, Latvia, Lithuania, and Poland. Yet, amidst sometimes rather turbulent domestic political debates, one key cluster of topics was virtually absent: energy security and climate policy. With the vital exception of Finland—a state with a relatively strong Green movement and long tradition of climate and environmental activism—no country saw climate or energy security targets raised as key campaign issues. To the extent that energy security and climate topics were mentioned at all, they either were minimized due to parties’ fear of alienating key voting blocs (as with the coal mining sector in Poland), confined to energy stakeholders and technical audiences due their complexity (as with electricity desynchronisation in the Baltic countries) or completely assimilated into a cross-party foreign policy consensus (as in the universal opposition in Lithuania to the Astravyets nuclear power plant project in Belarus). While domestic factors—including perceived national interests in ensuring energy self-sufficiency—contributed to a serious case of policy inertia, small and interconnected countries do not of course exist in a vacuum. Accordingly, international factors—from the continuing use of energy policy as an instrument of geopolitical power by Russia, to the growing consensus in the EU in favor of more ambitious climate targets—have done more to raise the salience of these issues, especially after the von der Leyen Commission took office in Brussels at the end of 2019 and put forward the so-called European Green Deal. These exogenous factors have finally, for instance, triggered a broader reassessment in Estonia of that country’s rather leisurely planned phase-out of oil shale power generation, while pushing political leaders in all five countries at least rhetorically to embrace the goal of a carbon-neutral future (albeit with considerable differences in timelines and methodology). Amidst a volatile international economic and geopolitical context that—since the time work began on this report—now includes a major global pandemic and a dramatic fall in fossil fuel demand and prices, the region’s political and economic leaders clearly cannot count on being able to make their policy selections in a vacuum. While the goal of an integrated regional energy market is closer than ever to being achieved, regional cooperation still has much to be desired; differing attitudes to issues both technical (e.g. harmonising natural gas regulations, which has left Lithuania outside a new regional market) or fundamental (importing third-country electricity generated without regard to EU climate or pollution standards) leave all five countries less able to respond to challenges ahead. While the region’s countries have largely relied on Brussels to broker compromises (often with the help of considerable funding), in a post-pandemic world, both the political bandwidth and financial resources will likely be constrained. In its country sections, this report captures a valuable snapshot of the relative inertia as well as the degree of evolution of the energy and climate policies of the five countries in the face of that year’s fairly calm international context. Given the significant economic, human, and political changes underway as a result of the pandemic, however, it is an open question to what extent the region can weather the far more turbulent times ahead. The political and societal willingness to pursue the energy transition to a carbon-neutral future through new—more ambitious and certainly more expensive—energy and climate policies as a response to the climate emergency will very much depend on how the impact of the pandemic plays out globally, in Europe and in the Baltic area. It will also require strong leadership from a new generation of political, business and societal leaders able to see green recovery as a major opportunity for their nations in terms of economic development, social welfare and national security.

Abstract:: The European Union’s Green Deal, a €1 trillion, 10-year investment plan to reduce greenhouse gas emissions by 55% in 2030 (relative to 1990 levels), has been hailed as the first comprehensive plan to achieve climate neutrality at a continental scale. The Deal also constitutes the Union’s new signature mission, providing it with a new raison d’etre and a shared vision of green growth and prosperity for all. Because the stakes are high, a dispassionate, realistic look at the Green Deal is necessary to assess to what extent it reflects ‘what is politically attainable’ and to what degree it does ‘what is required’ in the face of continuous global warming. This paper considers the ambition, scale, substance and strategy of the Deal. It finds that the Green Deal falls short of ‘what is imperative’ but also of ‘what is politically possible’. By choosing to make the Green Deal dependent on global finance, the European Commission itself closes down all policy space for systemic change as well as for ambitious green macroeconomics and green industrial policies, which would enable achieving climate neutrality in a socially and economically inclusive manner. Hence, Otto von Bismarck would have been as unpersuaded by the Green Deal proposal as Greta Thunberg, who dismisses it as mere “empty words”.

Abstract:: Eradicating the exploitation of agri-food workers, promoting fairer food supply chains, and offering consumers effective tools to make truly informed food choices remain huge challenges in Europe. This report highlights the limitations of relying solely on food labelling schemes to meet these goals, and finds that voluntary certification schemes do not adequately enforce regulations or protect human rights. The report also argues, however, that the EU can use a number of tools to foster more just food supply chains, with ethical labels playing a role in that process as part of a “smart mix” of measures. The case studies in this report show that it is possible to have increased transparency in food labelling and supply chains, as well as better protections of workers in Europe and throughout the world. Additionally, the report explains how the EU can play an important role in providing food businesses with clear regulatory frameworks to ensure their operations do not harm workers or the environment.

Abstract:: Water is essential for all life on earth and is a key prerequisite for attaining many of the Sustainable Development Goals (SDGs). Many countries, however, suffer from physical water scarcity, a lack of access to a safe water supply and sanitation, water pollution or hydrological extremes (droughts and floods) due to climate change. The generality and severity of water problems lead many to speak of a global water crisis. While this crisis mostly manifests at the local or in some cases transboundary level, two global issues are often overlooked. First, global trends such as climate change and the spread of water-intensive consumption and trade patterns are key triggers that cannot be addressed at the local level alone. Second, the aggregation of local or regional water problems may add up to a universal threat to sustainable development. In the face of current challenges, (fresh) water should be conceptualised as a global common good, and global water governance should contribute to improving its protection. This study reveals that the current global water governance architecture is a highly fragmented and incoherent regime consisting of numerous norms, paradigms and actors, each covering single aspects of global water governance. Given the diversity of issues, a “classical” formation of one comprehensive international water regime in the form of a framework convention, and equipped with a specific global governance institution (such as for climate stability, biological diversity or the prevention of desertification) has so far not emerged. The authors suggest a global water governance regime that could evolve from the improved interplay of the existing elements of global water governance (i.e. norms, targets, paradigms and actors). This could be complemented by two innovations at UN level: installing an Intergovernmental Body on Water allowing for mandated decisions on water in the UN system, and a Scientific and Practice Panel on Water improving the science-policy interface. Such an approach that combines global norms and joint guidelines to be adapted to local contexts and needs may be able to increase urgently needed political support for governing water as a global commons, beyond the nation-state interests and their perception of water resources as sovereign goods.

Abstract:: EuroPACE is an innovative tool designed to make home renovation simple, affordable and reliable for all Europeans by combining affordable financing with people-centric technical assistance. EuroPACE offers 100% up-front financing that can be repaid over a long term of up to 25 years. The innovation lies in the collection and repayment mechanism – financing is attached to the property and is repaid regularly with charges linked to a property. Homeowners are offered logistical and technical support throughout the process and access to trained and qualified con-tractors. Thus, EuroPACE overcomes the main barriers to home renovation – lack of financing, technical knowledge and complexity of the works. The concept of EuroPACE is inspired by the success of a financing model called Property Assessed Clean Energy (PACE), launched in California in 2008. In the United States (US), the PACE market reached over USD 6 billion in funded projects, including the retrofit of over 220,000 homes, which resulted in more than 50,000 new local jobs and the creation of hundreds new companies.EuroPACE combines the best practices from the US PACE market with project partners’ substantial experience in improving energy efficiency in European buildings. EuroPACE is a three-year project that intends to assess market readiness, deploy a pilot programme in Spain and scale across Europe to four leader cities. A two-phase research (firstly – legal & fiscal readiness, and secondly – market demand) has been carried to assess the overall readiness for adaptation of this model across the European Union (EU). This document is the second phase of the EuroPACE readiness assessment developed to identify European countries most suited for EuroPACE implementation. It complements the legal and fiscal assessment by focusing on the “demand dimension” by analysing local needs for energy efficiency (EE) and renewable energy sources (RES) in residential building renovation of seven selected countries. Based on the results of legal and fiscal analysis of the EU28 MS, in October 2018 the Steering Committee Group of the EuroPACE Horizon2020 (H2020) project chose seven countries: Austria, Belgium, the Netherlands, Italy, Poland, Portugal, and Romania, for the second phase of evaluation. These countries were selected based on the scoring outlined in D2.1 and two additional considerations developed by the Steering Committee Group. First, a diverse geo-graphical distribution of the countries was an important element for the selection of these seven countries. Secondly, the knowledge and expertise of the Steering Committee Group about the national potential market opportunity was taken into consideration during the selection process. While in Austria a similar mechanism has already been tested but was unsuccessful, the country still has been chosen for further analysis. In Belgium, despite being a federal state, there is a strong local and regional interest in new financial mechanisms designed to upscale residential retrofits across the country. In the Netherlands, asset-based financial instruments are currently being discussed at the national level, which opens a window of opportunity for EuroPACE to be tested in the country. As for Italy, although the property-taxation system is far from stable, potential synergies with successful programmes like Ecobonus or Sismabonus should be explored. In Poland, nearly 70% of the 6-million residential buildings need significant energy efficiency overhaul; these buildings contribute to some of the worst air quality across the EU leading to approximately 47 thousand premature deaths annually. Portugal, given its Mediterranean climate, proves a great potential not only for EE, but also prosumer RES development, given that current incentives are far from sufficient. Romania has been chosen mainly because of its highest home-ownership rate across the EU and the most institutionalised property-related taxation, possibly setting a stable base for EuroPACE being collected alongside existing charges.

78. Climate Politics in a Fragmented Europe

Abstract:: Europe’s “‘man on the moon’ moment” was how European Commission President Ursula von der Leyen spoke on December 11, 2019, of the European Green Deal, a comprehensive program for a fair transition to a low-carbon economy.1 Rarely has the EU undertaken such an ambitious project requiring such a massive mobilization of resources and fundamental changes to most of its policies. The political momentum behind the transition is strong because the vast majority of Europeans, especially young ones, feel a sense of urgency to take action to prevent catastrophe. But political obstacles will rise again as the EU starts to implement practical measures. The union already has a long track record of climate change policy, both as a leader of international climate diplomacy and through the creation of laws and innovative policies such as the Emissions Trading Scheme. However, its efforts have suffered from significant deficits. Clashing interests of member states, some of which still heavily depend on coal, and industrial lobbies raising concerns about international competitiveness and jobs have constrained the EU’s ambitions. Insufficient mechanisms for monitoring and compliance have handicapped the implementation of these policies. The ongoing fragmentation of Europe’s political scene poses additional hurdles. Divisions between Eastern and Western Europe and Northern and Southern Europe hinder efficient decisionmaking. Populist parties already are mobilizing resistance to the necessary policies. Under these circumstances, the EU’s traditional method of depoliticizing difficult issues and submitting them to long technocratic discussions is unlikely to deliver results. To sustain democratic consent, there is no alternative to building public support for a fair climate transition and to deepening democratic engagement.

There are, however, signals that ocean conservation is poised to occupy a more significant role in international climate law and policy going forward. This paper argues that improved conservation and sustainable use of high-seas living marine resources are essential developments at the convergence of climate action and ocean governance that should manifest, at least in part, as climate-informed high-seas marine protected areas.

Abstract:: Four years after the Paris Agreement, atmospheric carbon dioxide (CO2) concentration continues to rise at the same speed as it did before, reflecting unabated growth in global CO2 emissions. In the meantime, CO2 concentration reached 415 parts per million (ppm), a level not found on Earth for15 million years, since the Miocene era, when the average global temperature was at least 4 degrees Celsius higher and sea levels were at least 25 meters higher than today. Further rises in global temperature are unavoidable. The speed and maximum reached will, however, depend on how successful humankind is in achieving carbon neutrality within the coming years and decades. Many cities and towns, especially in subtropical and tropical climate zones, are already being confronted with the devastating effects of climate instability manifested in more frequent, widespread or intense droughts, wildfires, floods, heatwaves, storms and other phenomena, which lead to crop failure, water scarcity, economic devastation and socio-political and security instability. Cities and towns in Europe and other moderate climate regions will soon be confronted with similar situations, and these will make it difficult to fulfil the needs at the base of the Maslow pyramid of human needs. Now is the time for deep climate adaptation and resilience building, while European societies are still rich and stable. The failure to understand the causes and consequences of the climate crisis brings with it the risk of widespread disasters, including the potential collapse of urban centers.

Abstract:: This paper concentrates on a particular example of cooperation between European cities and indigenous peoples of the Amazon river basin, namely that of Climate Alliance. The New Urban Agenda adopted at the UN Habitat III conference in October 2016 emphasizes that cities and other human settlements should meet the challenges and take advantage of the opportunities for current and future sustainable and economic inclusive development. Cities should also take measures to address climate change and protect and manage their ecosystems, water resources, the environment and biodiversity. Indigenous peoples, just like cities play a crucial role in the fight against climate change. 80 % of the territories with high biodiversity level are indigenous lands. Their indigenous ecological knowledge may serve as a valuable tool in initiatives aimed at fighting climate change. The aim of the paper is to show whether there are any benefits of such cooperation and what is its significance in the fight against climate change. The main research question is: what are the forms of cooperation between European cities and Amazonian indigenous peoples in the framework of Climate Alliance? In which way can European cities support indigenous peoples in their fight for their rights and consequently for the nature’s preservation? The hypothesis is that European cities may learn from indigenous peoples of the Amazon how to combat climate change.
