1. United Kingdom Engagement with North Korea

Abstract:: As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

2. North Korea-Germany Relations: An Ambassador's Perspective of Diplomacy with Pyongyang

Abstract:: Germany established diplomatic relations with North Korea, also known as the Democratic People's Republic of Korea (DPRK), in 2001 at the request of the South Korean government, which hoped that Germany and the European Union (EU) would play a more active role in supporting the “Sunshine Policy.” Since then, Germany, together with the other EU states, has sought to moderate North Korea through a “Policy of Critical Engagement” to convince it of the benefits of international cooperation, respect for the rule of law, and improving the political and economic situation of its people. In doing so, Germany could build on the long relationship between North Korea and the former East Germany. “Critical engagement” means being willing to talk and get involved, but without holding back on criticism—and, if need be, imposing sanctions. It also implies that comprehensive engagement is not (yet) possible because of the circumstances. There is ample cause for a constrained approach from North Korea’s aggressive foreign policy and systematic human rights violations to the absence of suitable economic and fiscal conditions for business and development cooperation. Moreover, the lack of will on the part of considerable segments of the North Korean regime to engage with other countries also hampers broader engagement.

3. Chinese Military-Civil Fusion: Sino-Italian Research Cooperation

Abstract:: The Chinese government exploits foreign academic infrastructure and talent to build a world-class military. Although cooperation with China offers alluring investments, it risks research objectives being mandated by or from China and may result in unintended knowledge transfer in critical areas. Considering the extent of Chinese military-civil fusion, any collaboration—with military and non-military institutions alike—is likely to boost Chinese military capabilities. Utilising academic exchanges to further military ambitions is a coordinated and broad long-term strategy that has benefited from the West’s limited knowledge of Chinese institutions and their links to the military. To repurpose a quote by Nelson Mandela, “Education is the most powerful weapon which you can use to change the world.” And for now, that weapon is handed out without deep consideration or proper regulation.

Abstract:: What are the public policy challenges confronting the UK? What plans do the parties have for addressing them? To what extent are these plans fit for purpose? As Parliament returns from its summer recess, Full Fact and UK in a Changing Europe have partnered to produce a series of evidence led, research-based assessments of the key issues that politicians will confront. To do this, we brought together a group of leading experts from respected institutions including the Health Foundation, the Institute for Fiscal Studies, and the Royal United Services Institute. We asked each of them to consider, based on the findings of their own research, the challenges the country faces in their area of expertise, the immediate and longer-term issues politicians will need to address, and the potential implications of any choices they might make. We selected the issues based on the Ipsos issues index, and added security, defence and foreign affairs, which did not figure amongst the public’s priorities in July of this year. The intention of the collection is to inform and not persuade. Each article in this collection is the responsibility of its author.

5. The COVID-19 Catalyst: Learning from Pandemic-Driven Innovations in Immigrant Integration Policy

Abstract:: Despite talk of COVID-19 as a “great equalizer,” the pandemic and its economic fallout have hit certain segments of European and North American societies particularly hard. Among them are immigrants and refugees, and especially groups with distinct vulnerabilities, such as refugee children, irregular migrants, and migrant women. Without swift government intervention, the twin public-health and economic crises risk jeopardizing immigrant integration and creating durable rifts in diverse societies. Yet precisely at a time when bold and agile policy responses are needed, the pandemic has disrupted governments’ usual ways of working. When lockdown and social-distancing measures were introduced in 2020, many in-person integration services were suspended, and both these programs and the day-to-day work of governments and civil-society organizations shifted online. This opened new opportunities but also hindered the engagement of migrants, policymakers, and other stakeholders with limited digital access or literacy. This report examines how governments’ immigrant integration strategies, partnerships, and policy priorities have changed in the two years since the pandemic began. It explores how this period of forced adaption has worked as a catalyst for innovation at the local, national, and (in Europe) EU level, drawing on interviews with senior policymakers and other experts in North America and Europe. The report then distills recommendations on how to leverage these innovations to durably improve the governance of immigrant integration.

6. Applying an intergenerational mindset to European technology investments

Abstract:: Russia’s war of aggression in Ukraine and the upcoming winter of discontent have accelerated the permacrisis, with serious consequences, not just in the short term, but also for Europe’s future. If the EU proves unable to work together and address today’s strategic challenges, member states risk leaving future generations with a Europe that is economically, politically, and socially fragmented and constrained. But this is not the moment for defeatism. Rather, the EU should adopt an intergenerational approach across all policy areas, asking: how will our reactions to today’s severe challenges affect future generations? This should include a common investment strategy: to counter our common societal challenges and crises, the EU should invest in technology and education, increasing Europe’s human and intellectual capital. However, despite technology’s prominence in the EU political agenda, the Union still struggles to make decisive steps to achieve global leadership in many areas. This Discussion Paper argues that the EU should have access to and control over new technologies to guarantee that these “public goods” are, at least in part, in common ownership. Taking equity stakes in technology should be at the heart of the European Sovereignty Fund, announced by Ursula von der Leyen in her 2022 State of the Union speech. Additionally, member states should work together to create a better environment for future private investment by harnessing the power of the Single Market and completing the Capital Markets Union. By adopting this intergenerational mindset, the EU can start the process of building technological wealth which will be accessible to everyone and help tackle Europe’s fundamental challenges. This new investment strategy will offer hope and ensure that the EU can provide peace, prosperity, and sustainability for the current and, more importantly, future generations.

7. Preparing youth for defence: Socialisation, education, and training of young people in Europe for national security

Abstract:: This article compares military and defence-oriented training, education, and socialisation in seven European countries—Sweden, Germany, France, Latvia, Lithuania, Estonia, and Poland. The comparative case study approach has been employed to identify the systemic solutions employed in the defence education of young people in those European Union countries. The criteria that have guided the analysis of defence education in each country include purpose, characteristics, duration and possible shortcomings. The results identify common content and alternative delivery patterns and establish a research agenda for further study based on gaps in policy knowledge and programme evaluation. The defence education solutions implemented in each of the countries under analysis lead to conclusions and recommendations regarding the need to create common solutions in the area of cooperation between the armed forces and the civilian population of EU countries. The experience of each country shed light not only on defence-oriented training of young people but also on the potential of various activities aimed at strengthening national security.

9. Different Choices, Divergent Paths: Poland and Ukraine

Abstract:: We compare the economic growth trajectories of Poland and Ukraine since 1990 to try to understand the extent to which the observed growth differentials can be traced to increased efficiency in the use of capital and other factors (intensive growth), rather than to simple accumulation of capital (extensive growth). We stress the role of qualitative factors such as education, governance and institutions. We ask whether the EU perspective and NATO membership played a role. We discuss the closely related histories of the two countries and note the stark differences between them, including their different approaches to the EU vs Russia, full vs incomplete transition to a market economy, and democracy vs anocracy, as well as different initial conditions. We compare key determinants of growth and growth trajectories, using economic as well as social indicators, and trying to disentangle efficiency and accumulation and combine path dependence and the role and scope of creative destruction. While Poland had the shortest and mildest transformation recession among CEE countries, Ukraine has been stagnant, or in decline, since 1990. The statistics we report and the stories we tell suggest that both countries have a complex relationship with democracy and that the nearly threefold difference in per capita GDP at PPP in 2021 in Poland’s favour, with the ratio of investment to GDP similar in both countries, can most plausibly be traced to: (a) Poland’s more extensive and diversified exports, and fewer restrictions on trade, in addition to more comprehensive and quicker restructuring of the national economy inspired by the EU perspective; (b) Poland’s more extensive and better-quality education; (c) Poland’s greater democracy and longer experience of democracy, lower levels of corruption, better governance, and freer press; (d) Poland’s smaller agricultural sector and greater emphasis on manufacturing; and (e) Poland’s lower inflation and higher level of financial development. Furthermore, Poland built market-friendly institutions to EU specifications and joined NATO. Against all this, Ukraine had more economic equality and lower unemployment as well as, from the early 1990s, a lower initial level of income per person, but was hampered by political divisions, path-dependent corruption and poor governance. During the global Covid-19 pandemic, Ukraine apparently suffered fewer deaths than Poland, despite fewer vaccinations.

10. Children of War: The Ukrainian Case

Abstract:: The war in Ukraine has imposed considerable physical, mental, and emotional damage on children. It is critical to provide mental health and psychosocial support (MPHSS), as well as to reinforce psychological and social infrastructure—in Ukraine and countries hosting refugees—to help them cope with the immediate trauma of war and promote resilience for future reconstruction efforts. Severe damage to civilian infrastructure has left many children without access to schools, healthcare resources, and support networks within care facilities, while those who have fled Ukraine risk falling victim to human trafficking and exploitation. Moreover, children are targets of the Kremlin’s efforts to erase the Ukrainian identity, brutally executed through oppressive policies such as forced school curriculum in the occupied territories and atrocious practice of ’filtration’, with children separated, abducted, and then put up for adoption in Russia. Inside and outside of the country, Ukraine’s youth are left extremely vulnerable to abuse, with the consequences to their mental health to last for generations—and to affect the nation’s post-war recovery—if not taken care of already today. Without developing proper coping mechanisms in children and adolescents now, the trauma imposed on the young generation will hinder rebuilding efforts and undermine societal institutions. It is thus imperative to support MHPSS initiatives and contribute to a resilient society in post-war Ukraine.

12. A Generation of Italian Economists

Abstract:: We examine the role of financial aid in shaping the formation of human capital in economics. Specifically, we study the impact of a large merit-based scholarship for graduate studies in affecting individuals’ occupational choices, career trajectories, and labor market outcomes of a generation of Italian economists with special focus on gender gaps and the role of social mobility. We construct a unique dataset that combines archival sources and includes microdata for the universe of applicants to the scholarship program and follow these individuals over their professional life. Our unique sample that focuses on the high end of the talent and ability distribution also allows us to analyze the characteristics of top graduates, a group which tends to be under-sampled in most surveys. We discuss five main results. First, women are less likely to be shortlisted for a scholarship as they tend to receive lower scores in the most subjective criteria used in the initial screening of candidates. Second, scholarship winners are much more likely to choose a research career and this effect is larger for women. Third, women who work in Italian universities tend to have less citations than men who work in Italy. However, the citation gender gap is smaller for candidates who received a scholarship. Fourth, women take longer to be promoted to the rank of full professor, even after controlling for academic productivity. Fifth, it is easier to become a high achiever for individuals from households with a lower socio-economic status if they reside in high social mobility provinces. However, high-achievers from lower socio-economic status households face an up-hill battle even in high social mobility provinces.

14. Silk Road Academic Connections: China–Italy Cooperation in Higher Education and Its Implications for the West

Abstract:: Cooperation in higher education and research is a positive aspect of the broader Italy–China relationship as it contributes to the advancement of the scientific and cultural environment in both countries. China has invested considerable sums to promote cooperation and exchanges with the Italian academy, including through the establishment of a dozen Confucius Institutes and a number of Confucius Classrooms. Italian universities have set up academic partnerships with Chinese entities on almost every subject. These have improved Italy’s research outlook, but have also posed inevitable risks of self-censorship and kowtowing to Chinese wishes. Moreover, there has been a surge of academic sponsorships by Chinese firms, in particular ICT companies such as ZTE and Huawei, which raise further concerns for Italy’s security interests and cooperation with its Western allies.

15. China in Italy: Risk Assessment and Preventive Solutions

Abstract:: Italy’s 2019 decision to sign a Memorandum of Understanding with China in support of the Belt and Road Initiative sparked a heated debate at home and abroad. The possibility of Italy upgrading its trade and investment relations with China through the shortcut of a political endorsement of President Xi Jinping’s flagship foreign-policy initiative was framed as either a heaven-sent opportunity or a serious strategic threat. Two years on, most of the concerns pointed out in the debate, especially regarding infrastructures, have proven unsubstantiated (although the economic opportunities for which the Italian Government wished have also failed to materialise). However, cooperation initiatives between Italian and Chinese entities in sectors often overlooked in the mainstream debate, such as media and academic partnerships, do present risks. The creation of an interagency China Information and Coordination Unit would help to prevent – or, at least, to minimise – such risks. 16. West African Elites’ Spending on UK Schools and Universities: A Closer Look

Abstract:: Political, business, and cultural elites from around the world have a strong affinity for the United Kingdom (UK) education system. Nowhere is this truer than in West Africa, where some families in Nigeria and Ghana have a long tradition of sending their children to private boarding schools and universities in the UK. These institutions are especially popular destinations for the offspring of prominent politically exposed persons (PEPs) from the region. Immigration officials, admissions staff, and UK law enforcement are not likely to scrutinize the conditions under which the children of PEPs enroll in British schools, even though the PEPs themselves may have modest legitimate earnings and opaque asset profiles that in other circumstances would raise serious financial concerns. This relative lack of review has allowed some West African PEPs to channel unexplained wealth into the UK education sector. It is not easy to estimate the overall value of this flow, yet it likely exceeds £30 million annually.1 Most of these funds emanate from Nigeria and, to a lesser extent, Ghana; compared with these two countries, only a handful of students from elsewhere in West Africa seek an education in British schools. Tackling this small but significant illicit financial flow should be a priority for UK policymakers. In doing so, they would be helping to realize the UK’s global anticorruption objectives, advance its International Education Strategy, and close a troublesome anti–money laundering (AML) loophole. Failing to do so would exacerbate existing corruption challenges both at home and abroad and increase the UK education sector’s reputational liabilities.

17. Public development aid should refocus on agriculture and education in Africa

Abstract:: On 18 December 2020, the European Commission welcomed the political agreement reached between the European Parliament and the Member States allocating €79.5 billion to a new Neighbourhood, Development Cooperation and International Cooperation Instrument (NDCI) for the period 2021- 2027. Since its creation, the European Union has been a major player in public aid granted by rich countries to developing countries. The European Development Fund (EDF) was launched by the Treaty of Rome in 1957 and for decades provided aid to the former colonies in Africa, the Caribbean and the Pacific (ACP). The eleventh EDF, covering the period 2014- 2020 with a budget of €30.5 billion, will be replaced by the NDICI (Neighbourhood, Development and International Cooperation Instrument). The Union and its Member States are the world's largest donor of official development assistance. Their contribution of €74.4 billion in 2018 represents more than half of the OECD countries’ Official Development Assistance ($150 billion in 2018).

18. How Can Europe Deliver on the Potential of Talent Partnerships?

Abstract:: Europe faces a looming shortage in skilled workers, one linked to both growing demand in knowledge- and service-intensive sectors and to its aging population and shrinking workforce. For education and training systems, the question is how to train people for the jobs of tomorrow. For migration policymakers, the question is how to attract and retain foreign workers with in-demand skills and experience to help address the shortfall. These priorities are reflected in the European Commission’s New Pact on Migration and Asylum and in the Talent Partnerships the pact proposes. These partnerships will combine new mobility schemes for workers or students from certain non-EU countries with related investments in capacity-building in partner countries, with the aim of attracting talent to Europe and fostering deeper cooperation with third countries on migration. As the European Commission and its partners prepare to launch the first Talent Partnerships in 2022, this MPI Europe policy brief explores how and under what conditions the partnerships could help meet Europe’s labor market needs and provide more tangible benefits for partner countries and migrants themselves. It draws on the experiences of the European Union’s legal migration pilot projects and other past mobility schemes, as well as expert insights, to offer lessons learned on issues including: selecting which countries to partner with, building flexibility into mobility schemes, and thinking critically about how these schemes can dovetail with other policy interventions.

19. COVID-19 and the Demand for Labor and Skills in Europe: Early Evidence and Implications for Migration Policy

Abstract:: The European Union and several of its Member States have in recent years launched policies designed to increase the demand for and supply of skilled workers in Europe. This includes educating or attracting non-EU workers with in-demand digital skills and those with the expertise needed to further other policy aims, such as the European Union’s Green Deal. These were already ambitious goals before the COVID-19 pandemic hit, heralding an economic recession and high levels of unemployment. Weathering this crisis and setting the stage for a speedy recovery are now top priorities for policymakers across Europe. Yet longer-term labor market trends linked to technological developments and demographic shifts in some countries—as residents age and older workers leave the workforce—remain important, even as pandemic-related labor market disruptions and constrained national budgets may make pursuing policies to adapt to these changes more difficult. This MPI Europe issue brief explores how the pandemic is shaping the demand for workers and skills in the European Union, and how policymakers can respond to these trends. It also considers how leaders can keep one eye on Europe’s longer-term skills needs. Among its recommendations are investments in education and training systems; in measures that ensure migrants living in Europe are able to successfully integrate into the labor market and apply their skills; and in data-driven, transparent mechanisms to detect where resident workers are unable to meet labor demands and migration from beyond the European Union may be needed.

Abstract:: The COVID-19 pandemic has ushered in harsh effects across European economies, and uncertainty persists even as vaccination campaigns have picked up speed. EU governments’ prompt investments in historically large job retention measures have temporarily cushioned the pandemic’s blow to labor markets, but this also means that the full impact is yet to be felt. What is clear, however, is that the crisis has exacerbated the labor market challenges some immigrant groups, such as recently arrived refugees and migrant women, were facing even before the pandemic began. Among the contributing factors are immigrants’ overrepresentation in hard-hit sectors, precarious work arrangements (such as part-time contracts and gig work), difficulties accessing social benefits, and some countries’ temporary suspension of integration supports. This MPI Europe report explores how the pandemic has affected immigrant workers thus far and how labor market trends such as automation, remote work, and the growth of the platform economy may affect migrant integration as European economies begin to recover. It also presents policy ideas and recommendations for crafting inclusive pandemic recovery strategies.

Abstract:: Across Europe, the COVID-19 pandemic has strengthened awareness of the importance of robust, well-functioning welfare states in helping individuals, families, and communities weather threats to their lives and livelihoods. Initial EU and Member State responses to the pandemic and its economic fallout were much more vigorous than responses to other recent economic shocks, such as the Great Recession and the European debt crisis. Even so, European societies will likely have to contend with long-term social and economic impacts, which in many cases are exacerbating existing inequalities. The shift in the structure and goals of welfare spending since the start of the pandemic can be understood through the prism of “social investment.” In recent decades, European welfare states have moved away from a predominantly reactive focus on financial safety nets that protect individuals during periods of unemployment and illness, and toward investing in people’s human capital and employability to help them navigate life transitions and drive growth in advanced knowledge economies. Looking ahead, the success of social-investment policies will depend on their ability to account for immigration and diversity, increasingly prominent features of European societies that are central to understanding the nature and development of socioeconomic inequalities. This report explores whether the social-investment approach to welfare states could serve as a tool for post-pandemic recovery—particularly in diverse, immigrant-receiving societies. It examines how European welfare systems fared and adapted during the Great Recession, how social investment seeks to balance social and economic goals, and how lessons from recent immigrant integration policy developments could help improve the reach, accessibility, and relevance of social-investment initiatives.

Abstract:: This paper maps activities undertaken to educate the next generation of Europeans on non-proliferation and disarmament-related topics with a view to training future scholars and professionals, excluding capacity-building efforts. Most members of the European network of independent non-proliferation and disarmament think tanks conduct informal and formal educational activities, ranging from courses for students to workshops for young professionals, internships, networking events and mentoring programmes. However, the geographic distribution and dominant political science focus of these efforts illustrate the lack of accessibility and multidisciplinarity of non-proliferation and disarmament education currently available in Europe. Treating education as empowerment rather than a one-way process of recruitment can facilitate the introduction of new approaches and tools. Education can tap into existing potential among the next generation, such as intercultural competencies, multilingualism or technical know-how. Forms of participatory learning and autonomous project work place more responsibility on the learner to develop the skills required to deal with tasks.

Abstract:: The educational system in Greece has always been at the center of public discourse, not only for the shortcomings of its design, but also for the quality of the education offered. In this context, during the last decades, the rise in wage inequalities had led the literature to investigate the existence of a possible causal relationship between the level of education and income inequality. The present paper by Pery Bazoti examines the relationship between tertiary education and economic inequality. Taking into consideration the fact that potential inequalities in access to education can hinder the redistributive role of education, the starting point of the study is the access to tertiary education. The design and flaws of the Greek education system prevent university candidates from equal opportunities since the entrance to tertiary education institutions relies heavily on the economic background of their families. The economic crisis highlighted these inequalities mainly through the decline of the disposable household income and exacerbated the already crippled abilities of the education system due to the extensive cuts that took place during this time. Nevertheless, the data reveals that private expenditure -typically related to students’ preparation for exams for entrance into university, despite its decrease, continues to have the larger share of the households’ education budget.

25. The Evolution of Inequality of Opportunity in Germany: A Machine Learning Approach

Abstract:: We show that measures of inequality of opportunity (IOP) fully consistent with Roemer (1998)’s IOP theory can be straightforwardly estimated by adopting a machine learning approach, and apply our novel method to analyse the development of IOP in Germany during the last three decades. Hereby, we take advantage of information contained in 25 waves of the Socio-Economic Panel. Our analysis shows that in Germany IOP declined immediately after reunification, increased in the first decade of the century, and slightly declined again after 2010. Over the entire period, at the top of the distribution we always find individuals that resided in West-Germany before the fall of the Berlin Wall, whose fathers had a high occupational position, and whose mothers had a high educational degree. East-German residents in 1989, with low educated parents, persistently qualify at the bottom.

Abstract:: The rapid spread of COVID-19 forced policy-makers to swiftly find solutions to reduce infection rates and keep mortality as low as possible. Empirical analyses on the effectiveness of control measures are hereby of primary importance. School closures were among the earliest measures enacted by the governments of most countries. However, while schools are now reopening in many countries, the impact of school closures on the course of the epidemic is still an open question. Adopting parametric and non-parametric synthetic control methods we estimate the effectiveness of pro-active school closures, and other early social distancing interventions, in three countries that reacted relatively early during the course of the pandemic. Our findings suggest that these interventions were effective at reducing the mortality rate of COVID-19, especially when enacted early.

27. When more delivers less: Comparing the US and French COVID-19 crisis responses

Abstract:: The US package of measures to help households hit by the economic shock from the COVID-19 crisis, including the Paycheck Protection Program, is almost twice as large in proportion of GDP as the French package, but it has proven less effective in curbing unemployment because of poor design and implementation. In contrast, the increase in the unemployment rate in France has been five times less than the increase in the United States. Cohen-Setton and Pisani-Ferry dive beneath the unreliable headline numbers to assess the effectiveness of government support provided to households in March–May 2020 in the two countries. They conclude that the French approach (mirrored in some other European countries) delivered a bigger bang for the buck. But the fact that the US approach has fallen short should not diminish the significance of the policy shift signaled by the enactment of measures to maintain household income.

29. Economic Mobility across Generations: Old versus New EU Member States

Abstract:: A country where an individual’s chances of success depend little on the socio-economic success of his or her parents is said to be a country with high relative intergenerational mobility. A government’s motivation for seeking to improve mobility is arguably two-fold. There is a fairness argument and an economic efficiency argument. When mobility is low, it means that individuals are not operating on a level playing field. The odds of someone born to parents from the bottom of their generation will be stacked against him or her. This is not only unfair but also leads to a waste of human capital, as talented individuals may not be given the opportunity to reach their full potential. Reducing this inefficiency will raise the stock of human capital and thereby stimulate economic growth. Since the waste of human capital tends to be concentrated toward the bottom of the distribution, the growth brought about by mobility-promoting policy interventions tends to be of an inclusive nature, in line with the spirit of Sustainable Development Goal (SDG) 10 on reducing inequality. For large parts of the world’s population, individual education is still too closely tied to the education of one’s parents, and there is a clear divide between the high-income and developing world. The patterns observed globally are also observed within Europe. Intergenerational mobility (or equality of opportunity) is visibly lower in the new member states (i.e. Eastern Europe), where national incomes are lower. Raising investment in the human capital of poor children towards levels that are more comparable to the investment received by children from richer families will curb the importance of parental background in determining an individual’s human capital. Countries at any stage of development can raise intergenerational mobility by investing more to equalise opportunities. The evidence strongly suggests that public interventions are more likely to increase mobility when: a) public investments are sufficiently large, b) are targeted to benefit disadvantaged families/ neighbourhoods, c) focus on early childhood, and d) when there is a low degree of political power captured by the rich.

31. An Expanded View of Government’s Role in Providing Social Insurance and Investing in Children

Abstract:: While private provision of goods often yields the efficient outcome, there are a number of goods that are not efficiently provided in the private market. Here, we outline two such situations: investments in child care and education, and insurance against risks created by business cycles, poor health, and old age. Because private markets work poorly for these goods, and the costs of market failure are large, standard economic reasoning implies a significant role for government provision. The reduction in economic insecurity that this would bring could help to improve political stability as well, by reducing the stakes that people perceive in discussions of trade, immigration, technological change, and countercyclical policy (Inglehart and Norris, 2016). Many observers (e.g, Hacker, 2018) have pointed to economic anxiety as a potential contributor to populist reactions in the U.S. and many European countries; a public sector that acts to reduce the risk that households face could ameliorate this, generating political spillovers and improving the state of the country more broadly.

32. Young Generations for New Balkans visit EU Institutions

Abstract:: In December 2019 we had another possibility to present our initiative Young Generations for the Balkans – Vision 2030 by visiting European Union institutions in Brussels. We had two days of fruitful meetings at the European Parliament and the European Commission, exchanging views on areas ranging from the state of democratic freedoms in the region to education policies and student performance in the Western Balkans Six. Furthermore, we presented a policy paper that has been developed as a result of this initiative that over the last two years has grown to include 25 members coming from all six EU aspirant countries plus Croatia. Our meetings in Brussels have proved the European Parliament’s and the Commission’s steadfast commitment to the European integration of the Western Balkans, despite the recent setback in this process when in October 2019 the decision to open the long awaited accession negotiations with North Macedonia and Albania was blocked by France, the Netherlands and Denmark. The upcoming year 2020 offers a number of opportunities to reinvigorate the integration process. Those opportunities come not without their own challenges and therefore need to be carefully considered. First, Croatia will hold the presidency of the European Union in the first half of 2020. Zagreb has already declared the European integration of the Western Balkans to be its number one external policy priority. The Western Balkans Summit will supposedly be held in May and some significant progress is expected to happen by that time, including the opening of accession talks with North Macedonia and Albania, as well as visa liberalization for Kosovo. It is nevertheless important for the EU and its member states to be vocal about the setbacks in democratic freedoms that Croatia itself currently experiences. Lack of reaction to these negative trends sets a bad precedent for other EU aspirant countries in the Balkans. Secondly, while the French veto for North Macedonia and the French, Dutch and Danish vetoes for Albania certainly undermined the EU’s credibility in the region, the discussion about these member states’ decision helped bring back the European enlargement back to the top of the EU agenda. The enlargement process, its positive aspects and deficiencies are being widely discussed across the Union and beyond. In this respect, the French proposal of an enlargement process reform has been one of the most discussed ones. It is clear from that document that the French government sets the priority on the rule of law in the Western Balkans Six and conditions any further progress on the integration path on the adoption and implementation of the European law in this area. While rule of law is indeed a special area of concern in the region, with many countries, such as Serbia or Montenegro, backsliding in this respect, it is not possible to make progress in one area of the European acquis without working simultaneously on many others. In other words, the French proposal sees the European integration as a linear process where one chapter of acquis communautaire can be closed after another. However, it does not work this way in reality. Progress on different chapters of the European law must happen in parallel. For example, one cannot complete the law and justice reform without starting reforms in the economic or environmental sectors. In addition, there are concerns about how the French proposal for the enlargement process reform might complicate and prolong it by opening further possibilities for Member States to veto the whole process after taking every new step. Another positive aspect that year 2020 brings for the Western Balkans youth is new educational opportunities in the European Union. The European Commission is set to double its funding of Erasmus+ programs for this region form EUR 33 million to EUR 66 million. National Erasmus+ offices in the region will further promote these opportunities, thereby reaching out to a broader public. This great support in education and training that the EU provides needs to be further enhanced by necessary reforms in the education system at home. In their discussions with the Members of the European Parliament and the European Commission representatives, young experts drew attention to a number of negative trends that will become major problems in future if they are not addressed already today. Thus, democratic backsliding in many countries of the region is worrisome. Journalists are attacked and threatened for expressing opinions critical of the government. In Serbia, for example, the government’s de facto monopoly on television coverage creates erroneous narratives about the role of the EU and its relations with Serbia. It is a common misperception in Serbia that Russia and China are the main foreign contributors to the Serbian economy while in reality and over the years it has been the EU. The EU thus needs to focus more on its communication strategy in the Southeastern Neighborhood. In this context, the Young Generations Initiative also had a discussion with leaders of the Serbian opposition which happened to pay a visit to the European Parliament on the same day. We discussed the intention of the opposition to boycott the next parliamentary elections. We fully shared their criticism of the lack of democratic behavior in Serbia, but many from our group had doubts about the usefulness of boycotting the forthcoming elections that are set to happen in spring 2020. However, it is also a responsibility of the EU to make it clear to President Vučić and his government that the authoritarian way to rule the country – including manipulating the media – is not in compliance with the EU principles and values. Even if progress is made on the issue of Serbian-Kosovar reconciliation, the EU cannot turn a blind eye to the democratic backslides in domestic policy, especially considering that Serbia and Montenegro are accession candidates. A point was raised about the ongoing democratic deficiencies in EU countries, like Hungary and Poland. The situation there is another reason why enlargement is not popular these days. Hungarian prime minister Viktor Orbán is a good friend of Serbian president Vučić, former North-Macedonian leader Nikola Gruevski was granted asylum in Budapest even though he was convicted of corruption in North Macedonia. In addition, the new EU commissioner for enlargement, Olivér Várhelyi, is claimed to be a loyal companion of Viktor Orbán. These facts are worrisome for many people active in civil society and endanger their efforts to promote democracy and European values in the region. Another concern is an enormous outflow of (educated) people from the region who migrate primarily to Western Europe in search of a better life. In this sense, European enlargement to the Balkans is already happening. While the countries themselves are not members of the EU, young people from the region emigrate to the EU in large numbers, promting many observers to note ironically that if the EU doesn`t come to the Western Balkans, the Western Balkans will come to the EU. Unlike some decades ago, ‘better life’ is increasingly being defined today not in the material terms (people do not migrate primarily because of higher salaries), but as a demand for a stable political system, just and transparent public institutions, livable healthy environment, proper education and corresponding job opportunities. The governments in the region should thus look into creating incentives for professionals to stay in or return to their home countries. This can be done through special tax incentives, more favorable conditions for running businesses and adjusting education systems to the demands of the labor market. The European Union, in its turn, can encourage and offer its support to the regional governments in promoting circular migration among qualified workers. Education is a further problematic area in the Western Balkans. The latest PISA 2018 survey findings conducted by the OECD place four out of the six countries in the region at the bottom of the list. In Albania, Bosnia and Herzegovina, Kosovo and North Macedonia every second school student in functionally illiterate, while in Serbia and Montenegro it is every third one. One of the consequences of the failing educational system is the mismatch between what it offers and the demand of the markets. Despite numerous pressing concerns, the youth in the region feel hopeful about their future. They are ambitious and full of ideas, although sometimes they have wrong perceptions of what is possible. Thus, recent polls in North Macedonia indicated that about 60% of young people expect their country to become a part of the European Union. About 75% of those think that it will happen before 2025. This is a very unrealistic assessment that will lead to disappointment and possibly even higher motivation to migrate abroad in the very near future. 5.png6.png In order to create space for young people to realize their ambitions and ideas in the region, without leaving it for the rest of their lives, there is a number of specific issues that can be addressed by the EU as well as regional policy makers already today. In general, political will of the governments in the region is imperative for any genuine reform to be implemented. The EU should encourage this change in the attitude among those governments who still ‘tick the boxes’ just to showcase the result on paper but are not really willing to make thorough changes.

The article is based on the experience of conducting the research integrity workshops at the regional institution of higher education. Data was carried out as a qualitative face-to-face semi-structured interviews to learn about the sources of knowledge on research integrity. The findings of the study may help to identify key factors that influence the effectiveness of research integrity trainings, and develop effective tools to promote research integrity at the Ukrainian higher educational institutions.

Abstract:: The dramatic increase in the number of asylum seekers arriving in Europe during 2015–16 sparked a burst of social innovation. Grassroots groups, tech start-ups, and businesses of all sizes brought new thinking and resources to bear on the challenges of receiving and integrating newcomers into European societies. Many of these challenges continue to echo across education systems, health services, labor and housing markets, and neighborhoods, even as the keen sense of crisis has waned. This report explores how social innovation in the field of refugee inclusion has evolved in the three years since the peak of the crisis. Given the successes and limitations of different initiatives thus far, it asks the question: what can social enterprises, funding bodies, and policymakers do to maintain the momentum and turn promising initiatives into broader system change? In the decades to come, European societies will have to grapple with a number of fundamental structural challenges—from changes in the world of work to new pressures on housing and health-care systems. Much will depend, the authors conclude, on governments’ ability to build on and extend the reach of the current surge in innovation, and to make the case that “innovation for refugee inclusion can be innovation for all.” This study draws on a number of convenings, advisory board meetings, and informal discussions that have taken place since 2016 as part of the Social Innovation for Refugee Inclusion (SI4RI) conference, co-organized by the Migration Policy Institute Europe with the U.S. and Canadian Missions to the European Union and the European Economic and Social Committee (EESC).

Abstract:: The purpose of the article is to examine selected examples of types of security education in Poland. At the beginning of the 20th century, national security was centered on military and political aspects, but recent decades have seen the successive shifting of the focus from the military-political plane of security to other areas. It seems that educational concepts adapt to emerging challenges. This thesis is confi rmed by the concept of global education, the idea of military classes, as well as the military training of pro-defensive organisations within the framework of the Passport Program. All of these educational concepts were covered in the study. One of the most important conclusions of the article will be to emphasise the correlation between the evolution of the understanding of security, the transformation of threats and changes in the field of educational concepts.

Abstract:: The dispute over the rights of the Hungarian minority in Transcarpathia is based on a fundamental difference of interests. While Ukraine aims to strengthen its citizens’ sense of belonging to the country, Hungary strives to extend the rights of the minority, which means there are no prospects for easing the tensions in the short term. What is more, further escalation is likely, since both parties use the dispute in domestic politics. The difference in Hungary’s and Poland’s approach to Ukraine will weigh on Polish-Hungarian relations.

Abstract:: The Future Youth School Forums (FYS-Forums) project took place in Cyprus, Italy, Poland, Lithuania and the UK from 2015 to 2018 and was funded by EU Erasmus+. Its aim was to show how creating a group of engaged young global participants requires the engagement of teachers in activities to promote global citizenship – and to provide teachers and young people with the tools to promote effective and inclusive youth leadership across formal and informal education through global citizenship forums. This report on the project looks at the role of teachers and partnerships with students in raising critical awareness of global citizenship.

Abstract:: When it comes to education policy-making for Roma children, both research and policy-making focus mostly on issues related to segregation, access to education, poverty, and social exclusion. One item that has so far been mostly absent is a focus on the school and classroom environment, namely the prejudiced, hostile, and discriminatory attitudes and actions either of teachers or of classmates towards Roma pupils. In response to this gap, this Working Paper will focus on bullying and microaggressions against Roma pupils in schools, acknowledging it as a significant factor shaping these children’s experience at school. After reviewing the relevant academic debates on bullying and microaggressions, the Working Paper will attempt to summarise the existing evidence of bullying of Roma children in schools across Europe. Finally, following an overview of the existing recommendations by European organisations, as well as of national level policy responses to this issue, the Working Paper will conclude that there is a pressing need for comprehensive data collection, academic research, and policy-making concerning bullying and microaggressions against Roma pupils in schools.

Abstract:: We grew up in a century defined by the Second Industrial Revolution. Today, that revolution is being eclipsed by a Digital Revolution. The uncertainty that we are experiencing in every aspect of our society is the same disorientation that occurred between 1870 and 1910 when the first Industrial Revolution ended and a second one began. It eventually vaulted nations like America and Australia to the top of the world order. But it also produced the Gilded Age, labor unrest, mass migrations, the Great Depression and two world wars. That era is closing, and we are now experiencing the new great disruption that Silicon Valley promised. Digital technology—while solving crucial problems—is creating or compounding others. It has outstripped the capacity of government to control it and amplified the collapse of public confidence in democratic governments. It has inflamed rivalries between those who benefit and those who don’t. It has undermined standards—of altruism and of civility—that are necessary for us to find common ground. To appreciate this, we have to see where we’ve come from. A hundred and fifty years ago, we went through the same thing. Changes in technology revolutionized media, global integration and demographics. The changes were profound. In 1879, during a three-month period, both the electric light and a workable internal combustion engine were invented. Those two inventions alone produced over the next 40 years a dizzying number of new technologies. The telephone, phonograph, motion pictures, cars, airplanes, elevators, X-rays, electric machinery, consumer appliances, highways, suburbs and supermarkets—all were created in a 40-year burst from 1875 to 1915. Technology fundamentally transformed how people live. We’ve known for a while that the structures created by this Second Industrial Revolution were running their course, at least in advanced economies, and that it was being replaced by a new revolution, the digital revolution. Recently, the pace of these advances has started to build exponentially, and the pressure has been mounting. Everyone who has had to throw out their CD player for a DVD player for an iPod for an iPhone for Spotify knows what I mean. Further, the pace at which our world is being changed just keeps accelerating. Every year a new massive theory of disruption emerges: “the digital economy,” “the social network,” “the Internet of things,” “sharing economy” and “big data.” Last year, “machine learning”—where machines teach themselves things we do not know—was the buzzword. The word in Silicon Valley this year is “singularity”—where our species itself is altered by technology (gene-editing, bionics, artificial intelligence), creating a new hybrid species.

Abstract:: This report provides an analysis of the issues related to female brain drain between Poland and Germany in the years 1989-2015: female and male migration patterns during specific time periods, the challenges of female migration, the emigration of highly-skilled individuals in Poland and Germany, as well as the issues regarding brain drain from a gender perspective. Global female migration is a topic frequently studied in academic literature; however, the topic of female brain drain is one that has long been ignored by academic research. This gap in research on female brain drain is closely related to a significant lack of relevant quantitative data, and, consequently, has led to gaps in policymaking. The aim of this report is to gather all available information on female brain drain and its impact on labour markets, gender equality, female migration, and human capital, while noting the gaps in data and policymaking. A further objective of this report is to highlight the issues that are important for policymaking, as well as to propose adequate polic recommendations. The report aims to provide a current and comprehensive analysis of female brain drain in Poland and in Germany – two neighbouring countries, with complex histories of population migration – as well as an analysis of the economic and societal consequences of this phenomenon for both countries. The publication was prepared within the project “Brain drain/brain gain: Polish-German challenges and perspectives - Focus on the gender aspects of labour migration from 1989” with financial support from the Polish-German Foundation for Science and The Foundation for Polish-German Cooperation.

Abstract:: A look at the role of textbooks in shaping worldviews, global literacy, and national pride. The middle of the twentieth century was a watershed period in history for many reasons, with one of the most significant being the rise of mass education systems across the world. As Britain shed its colonies, newly independent countries with influential leaders launched efforts to educate their masses—efforts that had been held back under colonial rule. India and Egypt, under Nehru and Abdel Nasser respectively, began using government schools to strive for social integration and mold their citizens’ worldviews to enlist them in national economic development and modernization. Britain, too, launched a much-needed expansion of its secondary education system and revamped its elementary schools to meet the demands of the postwar baby boom.

46. The Economic Impact of the University of the West of England

Abstract:: In total, UWE Bristol is estimated to have supported 8,280 jobs in the West of England, or one in every 79 people in employment in the area. Some 59 percent was as a result of the University’s expenditure, with the remainder of jobs stimulated by additional students’ and their visitors’ spending. The University contributed £400.1 million in gross value added to the West of England economy. This is equivalent to 1.3 percent of the local economy. As a result of this activity, in 2014/15, the University, its employees, additional students, and their visitors supported a £88.7million tax contribution to the Exchequer. The University had a major impact on businesses and the local economy through its role in the supply of graduate talent. A significant proportion of the thousands of graduates from the University annually are employed within the city-region, including many of those attracted to study at UWE Bristol from elsewhere.

Abstract:: Intelligence Studies have established themselves as a common subject in higher education in the Anglosphere. Germany so far offers no dedicated program in the field. A postgraduate program that promotes an understanding of the role and context of intelligence, strengthens analytical skills and deepens subject-matter expertise would combine the best features of various educational models, and provide a real contribution to building a cadre of highly qualified intelligence professionals. In this research report, the authors succinctly document the state of the discipline, present examples of some twelve degree programs, and, finally, develop initial proposals for an intelligence curriculum for German universities.

48. The Economic Impact of Bath Spa University

Abstract:: Bath Spa University supported over 2,050 jobs in Bath and North East Somerset in 2014/15 – equivalent to one in every 49 jobs in the district. The University itself employs 966 people. This makes it the fifth largest employer in Bath and North East Somerset. It is considerably more than are employed by some of the city’s most famous institutions. In total, the University generated a value-added contribution of £93.9 million to the Bath and North East Somerset economy in 2014/15. This is equivalent to 2.0 percent of the district’s economic output. Of this, the University supported a £51.7 million contribution and the University’s additional students and their visitors the remaining £41.7 million contribution to GDP. In 2014/15, Bath Spa University made a total tax contribution of £21.1 million to the UK Exchequer. This could fund the Royal United Hospital’s and Royal National Hospital for Rheumatic Diseases’ running cost for about a month.

49. Minority Rights Governance: Avoiding the Pitfalls of Equal Treatment when Budgeting for Education

Abstract:: When governments are faced with economic crises, the education sector is often the first sector to experience budget reductions. This may hit educational programmes for minorities disproportionally harder, if austerity measures are applied equally across the board, as positive measures adopted as a result of minority protection schemes are more costly than regular educational programmes. Minority educational programmes incur higher cost per pupil due to additional and extra-curricula topics and activities aimed at preserving and promoting minority cultures. Cutting special programmes may inadvertently or perhaps deliberately lead governments to discriminate against minority pupils, who have enrolled in minority schools or programmes. Unfortunately, there is little guidance for policy makers and school principals in this regard. International human rights law instruments prescribe positive measures without explaining how these should be safeguarded during economic hard times. Only two international soft law documents provide some guidance with regard to education for minorities. This Issue Brief will examine the standards and guidance available in international law and put these in a perspective of actual practice of education for minorities in Europe. The main argument is that equal treatment or equal reductions across the board do not secure equality; equitable processes protecting positive measures are needed.

Abstract:: Tackling the high and increasing unemployment rate ranks at the top of the EU policy agenda, especially with regard to young people. There is a general consensus that to achieve employment growth, especially for vulnerable groups, it is not enough to kick-start economic growth - skills among both the high-and low-skilled population also need to be improved. However, we need to move beyond simplified narratives and generic policies in order to better understand a much-debated and lamented phenomenon : the lack of graduates in subjects related to science, technology, engineering and mathematics (STEM).
