201. The Non-Americanization of European Regulatory Styles: Data Privacy Regulation in France, Germany, Italy, and Britain

Abstract:
European countries have experienced massive structural transformation over the past twenty-five years with the privatization of state-owned industries, the liberalization of markets, and the rise of the European Union. According to one prominent line of analysis, these changes have led to the Americanization of European regulatory styles: previously informal and cooperative modes of regulation are becoming adversarial and litigation-driven, similar to the American system. This article explores the Americanization hypothesis with a structured comparison of data privacy regulation in four countries (France, Britain, Germany, and Italy) and a review of three other policy areas. It finds that European regulatory systems are converging, but not on American-style litigation, rather on an administrative model of deterrence-oriented regulatory enforcement and industry self-regulation. The explanation for this emerging regulatory strategy is to be found in government responses to market liberalization, as well as the pressure created by the governance process of the European Union.

How should we tell the histories of academic disciplines? All too often, the political and institutional dimensions of knowledge production are lost beneath the intellectual debates. This book redresses the balance. Written in a narrative style and drawing on archival sources and oral histories, it depicts the complex pattern of personal and administrative relationships that shape scholarly worlds. Focusing on the field of social anthropology in twentieth-century Britain, this book describes individual, departmental and institutional rivalries over funding and influence. It examines the efforts of scholars such as Bronislaw Malinowski, Edward Evans-Pritchard and Max Gluckman to further their own visions for social anthropology. Did the future lie with the humanities or the social sciences, with addressing social problems or developing scholarly autonomy? This new history situates the discipline's rise within the post-war expansion of British universities and the challenges created by the end of Empire.

The mining of diamonds, their trading mechanisms, their financial institutions, and, not least, their cultural expressions as luxury items have engaged the work of historians, economists, social scientists, and international relations experts. Based on previously unexamined historical documents found in archives in Belgium, England, Israel, the Netherlands, and the United States, this book is the first in English to tell the story of the formation of one of the world’s main strongholds of diamond production and trade in Palestine during the 1930s and 1940s. The history of the diamond-cutting industry, characterized by a long-standing Jewish presence, is discussed as a social history embedded in the international political economy of its times; the genesis of the industry in Palestine is placed on a broad continuum within the geographic and economic dislocations of Dutch, Belgian, and German diamond-cutting centers. In providing a micro-historical and interdisciplinary perspective, the story of the diamond industry in Mandate Palestine proposes a more nuanced picture of the uncritical approach to the strict boundaries of ethnic-based occupational communities. This book unravels the Middle-eastern pattern of state intervention in the empowerment of private capital and recasts this craft culture’s inseparability from international politics during a period of war and transformation of empire.

Abstract:
For a long time scholars of industrial relations tended to associate notions of internationalization with the debate about the cross-border convergence of industrial relations systems. Convergence versus path dependence was thus a key controversy in industrial relations studies for decades. This debate was mirrored in multinational companies when their attempts to “export” industrial relations practices to foreign subsidiaries encountered host country influences that constrained such attempts. In recent years many scholars shown the need for a wider and more complex analysis of internationalization processes that goes beyond the convergence/path dependence dichotomy. Building on this development, the paper presents a historical case study of the impact of cross-border subsidiary integration on industrial relations at Ford Germany and Ford UK between 1967 and 1985. I argue that convergence and path dependence need to be combined with a third “differential internationalization” approach that reflects the country-specific gradual change that emerges from subsidiary integration. The paper concludes by reflecting on the implications of the case study for contemporary internationalization debates.

One of the main factors that led directly to the present status quo in Cyprus tends to be forgotten. This was the extraordinary display of timidity on the part of Great Britain in the 1960s when confronted with determined Greek Cypriot attempts to make Cyprus Greek. And, needless to say, the subsequent forceful division of the island by Turkey in 1974 should always be seen in this earlier context: not, that is, as some kind of unforeseeable interruption in the island's natural and peaceful progression towards its Hellenic 'redemption'; least of all as the result of a brutal and arbitrary interference in a sovereign state on the part of a 'foreign power', both of which notions still circulate among many Greeks and their political sympathisers.

India and Britain were much bigger players in the 18th century world market for textiles than was Egypt, the Levant and the core of the Ottoman Empire, but these eastern Mediterranean regions did export carpets, silks and other textiles to Europe and the East. By the middle of the 19th century, they had lost most of their export market and much of their domestic market to globalization forces and rapid productivity growth in European manufacturing. Other local industries also suffered decline, and these regions underwent de-industrialization as a consequence. How different was Ottoman experience from the rest of the poor periphery? Was de-industrialization more or less pronounced? Was the terms of trade shock bigger or smaller? How much of Ottoman de-industrialization was due to falling world trade barriers—ocean transport revolutions and European liberal trade policy, how much due to factory-based productivity advance in Europe, how much to declining Ottoman competitiveness in manufacturing, how much to Ottoman railroads penetrating the interior, and how much to Ottoman policy? The paper uses a price-dual approach to seek the answers. It documents trends in export and import prices, relative to each other and to non-tradables, as well as to the unskilled wage. The impact of globalization, European productivity advance, Ottoman wage costs and policy are assessed by using a simple neo-Ricardian three sector model, and by comparison with what was taking place in the rest of the poor periphery.

Abstract:
The increase in fighting in the summer of 2009 has led to renewed debate in many of the countries contributing troops to the international mission in Afghanistan. In the UK the heavy loss of life amongst British soldiers has been central to the discussion on Britain's continued contribution. In Germany the debate has more focused on the increasingly offensive actions that the Bundeswehr is undertaking. France's contribution to the Afghanistan mission is less politically controversial than in other European countries because of the president's power over foreign and security policy. For many years Italy's Afghanistan contribution was less politically sensitive compared to the Italian presence in Iraq, but this is changing with the increase in violence in Afghanistan. In Sweden the annual parliamentary approval process and the increased expeditionary focus of the armed forces have lead to a strong consensus on the need to participate in Afghanistan. The debate in Finland is sporadic and reactive as there is not an annual parliamentary debate as is the case in Sweden and Germany. Nevertheless Finland's contribution is centrally linked to the decision made in those countries.

Stuart Mitchell's foray into the first decades of post-World War II British history is a welcome addition for those scholars who took an interest in the burgeoning historiography of this period. Mitchell's main focus is on the administrations of Harold Macmillan (1957-1963) and Sir Alec Douglas-Home (1963-1964), whose brand of 'modernizing Conservatism' antagonized both traditionalists and neoliberals within the Conservative Party. Mitchell thus seeks to painstakingly illuminate Macmillan's attempts to 'modernize' Britain during a period when its postwar consensus – dictated by the 1944 White Paper on Employment Policy - was beginning to unravel.

The cocoa tree is an important source of income for millions of farming families in equatorial regions. Cocoa originates in the river valleys of the Amazon and the Orinoco in South America. Its discoverers, the Maya people, gave it the name 'cocoa' (or 'God's food'). Cocoa was introduced to Europe in the fifteenth century. Cocoa imports were heavily taxed, and as a result it was consumed as a drink only by the wealthy. Investment from Great Britain and The Netherlands, combined with the launch of the chocolate bar in 1842 by Cadbury, resulted in a greater demand for chocolate. This led to the gradual expansion of cocoa production, spreading to Africa in 1870.

How do states use economic-security linkages in international bargaining? Governments can provide economic benefits as a side payment to reinforce security cooperation and use close security ties as a source of bargaining leverage in economic negotiations. Domestic political pressures, however, may constrain the form of linkage. First, economic side payments are more likely to be chosen in areas that will not harm the key interests of the ruling party. Second, involvement by the legislature pushes governments toward using security ties as bargaining leverage for economic gains. Evidence from negotiations between Britain and Japan during the Anglo-Japanese alliance of 1902 to 1923 supports the constraining role of domestic politics. Economic-security linkages occurred as Britain gave favorable economic treatment to Japan in order to strengthen the alliance. Economic competition between the allies, however, made it difficult for Britain to grant asymmetrical economic benefits. In tariff negotiations where business interests had more influence in the domestic policy process, the alliance was used as leverage to force reciprocity.

America has found its strongest, most enduring alliance in its Special Relationship with Great Britain. This relationship has been defined by consistent and recurring cooperation, systematic engagement, and enduring bilateral relations that emerged from common values and obvious interests. Mutual recognition of the value of democratic government, the rule of law, individual rights, and the market economy are combined with a single historical and cultural experience until 1776, continued cultural intermingling since then, and a common language. America and Britain, in other words, have a relationship of both “blood and philosophy.”

This paper analyzes major changes in the regulation of the financial sector in Europe over the last three decades. Focusing on the pattern of change across five countries (Britain, France, Germany, Italy and Spain), the paper identifies two major periods of regulatory change: first, the shift away from postwar patterns of credit regulation in the 1970s and 1980s, and second, the intensification of state supervisory powers and the introduction of new regulatory structures from the 1990s to the present. In both cases, the authors point to the way in which different models of financial sector regulation affect the political consequences of macro-economic policy for political elites as an explanation for choices that governments have made in the regulatory arena. More specifically, while regulatory change in the first period may be largely explained by the way in which different postwar models of credit regulation impinged upon a government's political ability to impose disinflation, choices in favor of different regulatory structures in the second period (single regulator in Britain and Germany versus multiple regulators in the other countries) can be related to differences in the area of pension reform. By focusing on the political implications that different modes of financial regualtion can have for elected officials in the context of different macroeconomic scenarios, the authors offer an explanation of regualtory change that differs from accounts which emphasize the primacy of financial market forces in driving such change.

This paper explores Malaysia's bid to become the world leader in rapidly expanding halal (lawful or permitted) markets on a global scale. Over the last three decades, a powerful state nationalism has emerged, represented by the United Malays National Organisation (UMNO), the dominant political party in Malaysia. The state has effectively certified standardised and bureaucratised Malaysian halal production, trade and consumption. Now, the vision is to export this model, and for that purpose the network as a strategic metaphor is being evoked to signify connectedness and prescriptions of organisation vis-à-vis more deep-rooted networks. Building on empirical material from research in Malaysia and Britain, I shall show how networks are understood and practised in a metaphorical sense.

IN RECENT MONTHS, there has been a spate of seemingly good news in the counter-terrorism arena, as former terrorist leaders and clerics have renounced their previous beliefs. Former Egyptian Islamic Jihad head Sayyid Imam al-Sharif (also known as Dr. Fadl), whose treatises al-Qa`ida often cited to justify its actions, has written a new book rejecting al-Qa`ida's message and tactics. Shaykh Salman bin Fahd al-Awda, an extremist cleric whose incarceration in the 1990s by the Saudis reportedly helped inspire Usama bin Ladin to action, went on television to decry al-Qa`ida's operations, asking Bin Ladin, “How much blood has been spilt? How many innocent people, children, elderly, and women have been killed…in the name of al Qaeda?” In the United Kingdom, former members of the radical group Hizb al-Tahrir3 (also spelled Hizb-ut-Tahrir) established the Quilliam Foundation, which describes itself as “Britain's first Muslim counter-extremism think tank.”

In the 1870s, the scope of Great Britain's financial empire exceeded the scope of its political empire. Dependence on British investors sometimes was a precursor, though, to informal—or even formal— political control. When Egypt's khedive needed to raise cash to cover his personal debt to private British banks, he sold his large personal stake in the Suez Canal to the British state. Egypt's ruler did little better managing Egypt's public debt: difficulties making payments led Britain and France to assume control over Egypt's treasury and, by 1882, to full British political control.

Despite the belief of some that British Prime Minister Brown's attitudes towards the European Union could not be predicted, much in his period as Chancellor of the Exchequer suggested that Britain's role within the European Union would not be a high priority of his premiership. Early indications bear out this expectation. There will probably not be a British referendum on the Reform Treaty, but the rhetoric employed by Brown's government to describe the Treaty will be negative and minimalist. Although no significant body of British opinion favours with-drawal from the European Union, British popular resentment towards the Union is unlikely to disappear under Brown's leadership.

The conflict between Iran and the United States began in 1979 with the Iranian Revolution and the seizure of the American Embassy in Tehran. Born partly of ideological differences and partly of real and perceived differing national interests, it has continued, alternately hot and cold, for almost three decades and seems unlikely to end soon. Like most previous conflicts, its conclusion cannot be foreseen. Many such struggles, like the Anglo-German tensions between 1871 and 1945 and the centuries-long tensions between Britain and France, lead to full-scale war. Others, like the Anglo-Russian or Russian-Ottoman tensions throughout the nineteenth century, lead to more limited conflict. And some, like the U.S.-Soviet Cold War, are resolved without direct armed confrontation. One key to resolving any such conflict is understanding both the nature of the enemy and the scope of the conflict—insights that have eluded most Americans and, indeed, many Iranians. This report addresses this lack of understanding and argues that while neither Americans nor Iranians desire full-scale military confrontation, Iranian activism and American passivity are contributing to a drift toward war.

This essay explores the relationship between West Germany's “economic miracle” and the goal of reunification in the early postwar decades. It argues that Konrad Adenauer was reluctant to mobilize economic resources on behalf of German unity—instead he sought to win trust by proclaiming unswerving loyalty to the West. Ludwig Erhard, by contrast, made an overt attempt to exchange financial incentives for political concessions—to no avail. Both of these chancellors failed to appreciate how West Germany's increasing prosperity undermined its diplomatic position, at least in the near term, given the jealousies and misgivings it generated in Western capitals and in Moscow. Only a gradual process of normalization would allow all four of the relevant powers—France, Britain, the United States, and the USSR—to develop sufficient trust in the economically dynamic Federal Republic to facilitate the country's eventual unification.

Intelligence and law enforcement agencies in western democracies are turning increasingly to electronic surveillance tools in their efforts to identify and combat new terrorist threats. But this does not mean that they are equally equipped to undertake these measures. As the author shows by comparing surveillance activities in three countries—Great Britain, the United States, and Germany—the Federal Republic's more restrictive legal norms and institutions provide its government with much less freedom of maneuver than its allies.

Abstract:
On March 23, at 10:30 a.m. local Iraqi time, fifteen British naval personnel were seized by Iran's Islamic Revolutionary Guard Corps (IRGC) in the northern Persian Gulf. The British personnel -- eight from the Royal Navy and seven from the Royal Marines -- were in two light craft returning to the frigate HMS Cornwall after successfully inspecting a merchant ship for goods being smuggled into Iraq. Iran has accused the personnel, who include one woman, of illegally entering Iranian territorial waters, and has threatened to put them on trial. The incident is a diplomatic and military embarrassment to Britain. Meanwhile, fears of escalation in the Gulf have contributed to a global surge in oil prices.

On July 29-30, just over a month after taking over from Tony Blair, new British prime minister Gordon Brown will meet with President Bush at Camp David. It will be the first opportunity for direct, substantive discussions between the two leaders and is widely expected to be a difficult summit. Brown is seen as wanting to establish a very different -- and cooler -- relationship with Bush. Although the effect of this public distancing on longstanding U.S.-British cooperation is uncertain at the moment, the change in substance and style will no doubt have implications for current policies in Iraq and Afghanistan, as well as the way the two leaders relate in the event of future crises.

British police have been praised for their speedy and effective efforts in thwarting terrorist attacks this month in London and Glasgow, as well as for the arrest and subsequent prosecution of four men who attempted to bomb the London transport network on July 21, 2005. Today, those bombers were each sentenced to a minimum of forty years in prison. (Two alleged accomplices, on whose guilt the jury could not agree, face a retrial.) But details of the cases and official comments suggest that Britain's vulnerabilities to al-Qaeda-style terrorism remain acute and could lead to tension with the United States.

There are fast-moving developments in the British hunt for the terrorist cell that tried to set off two car bombs in central London on June 29. Two men were arrested after they tried to crash a vehicle loaded with flammable material into a Glasgow airport terminal on June 30. And a man and woman were arrested yesterday when their vehicle was stopped on the major highway between London and Scotland. Houses have been searched in several parts of Britain, and the number detained rose to eight today, including one in an undisclosed foreign country.

Sami al-Arians plea agreement, unsealed last week in Tampa, Florida, has been almost universally billed as a domestic counterterrorism victory. Al-Arian pleaded guilty to providing financial and material support to Palestinian Islamic Jihad, a U.S. specially designated terrorist group, and agreed to be deported. He is one of a small but important number of U.S. deportees (out of approximately 200,000 annually) who have connections to international terrorism.Many in the United States will say good riddance to people like al-Arian, a sentiment shared by a substantial portion of Europeans whose governments are increasing their own efforts to send terrorist suspects back to their countries of origin. Since the July 7 London transit bombings, Britain has signed deportation agreements with Jordan, Libya, and Lebanon, and is negotiating a similar one with Algeria. Spain, Germany, Italy, and the Netherlands have all recently introduced or passed legislation that will facilitate deportation on national security grounds, while the French for their part wonder why other Western democracies have been so slow to catch on. France has been deporting terrorist suspects and other extremists for more than a decade, including more than a dozen radical imams in 2005 alone. American and European deportation policies differ in key areas. U.S. policy is aimed at lawbreakers generally, whereas Europe, because of its more ingrained challenge of domestic radicalism, targets extremist imams and other purveyors of jihadist ideology who can have a pervasive radicalizing effect on a community. Nevertheless, the same rationale underpins deportation on both sides of the Atlantic, and enthusiasm for the policy seems almost universal. Sending problem immigrants back to their native countries allows Western governments to deal with extremists outside the framework of domestic legal codes that remain woefully ill-equipped to address the threat of terrorism. Deportation minimizes the need to adopt draconian measures such as indefinite detention. It is counterterrorism on the cheap, and has become the policy of first choice for domestic law enforcement agencies that lack the personnel and resources to conduct adequate surveillance on all potential terrorists. But although deportation of terrorist suspects may be the most appealing of several bad policy options, it is by no means a perfect solution. Deportation is designed to displace the threat, but it may ultimately create a host of other challenges for the West in Muslim countries and ultimately on its own territory.

Some kind of middle range theory could be formulated based upon historical case studies. 236. Debunking the 1930s Analogy: Neville Chamberlain's Grand Strategy Re-Examined

The key events of the 1930s Hitler's rise to power, Germany's reoccupation of the Rhineland, the Anschluss with Austria, Munich and the subsequent German occupation of Prague in March 1939, and the outbreak of World War II in September 1939 transpired some seventy years ago. The events of the 1930s or at least Churchill's depiction of them have provided the standard images that have shaped U.S. foreign policy and scholarly research alike: falling dominoes, insatiable dictators, the interdependency of strategic commitments, the importance of demonstrating resolve, and the impossibility of achieving diplomatic accommodation with nondemocratic regimes. But does the myth track with the historical record? Does the 1930s myth accurately explain British grand strategy in the 1930s? Simply stated, my argument is that the 1930s myth as commonly understood in the United States is bad history, and that its use has contributed importantly to a series of dubious policy decisions by U.S. decisionmakers and still does. As I demonstrate, the British, in fact, were not willfully blind to the German threat or indifferent to the need to rearm to meet it. Rather, during the 1930s, London formulated a quintessentially realist grand strategy that attempted to blend deterrence and diplomacy to contain Hitler's Germany (and Japan and Italy), and defend Britain's interests as a world power by avoiding what, for Britain, could only be a disastrous war.

Although the U.S. and British governments have offered gestures of mutual diplomatic support and apparent political agreement in the aftermath of the July 7 terrorist bombings in London, such efforts mask the wide differences between their approaches to the increasing threat of al-Qaeda terrorism. On July 15, President George W. Bush, speaking in North Carolina about the bombings, stated, “The killers . . . did not care about their religion. . . . These people will not be stopped by negotiations. . . . There is only one course of action. We will take the fight to the enemy, and we will stay in this fight until this enemy is defeated.” The next day, Prime Minister Tony Blair, stated, “The greatest danger is that we fail to face up to the nature of the threat we are dealing with. . . . [N]o sane person would negotiate. . . . It cannot be beaten except by confronting it, symptoms and causes, head-on. Without compromise and without delusion.” The similarity in language was probably intentional. Yet, Washington's apparent preference for military force contrasts with Blair's categorization of Britain's strategy: “In the end, it is the power of argument, debate, true religious faith, and true legitimate politics that will defeat this threat.”

Beginning on July 6, British prime minister Tony Blair will host the G8 summit in Gleneagles, a hotel and golf course in Scotland. Africa and climate change are the two main topics on the agenda, but counterterrorism, proliferation, and political reform in the Middle East are scheduled to be discussed as well. The annual G8 summit has become the sole forum in which the leaders of the seven top industrialized countries (Britain, Canada, France, Germany, Italy, Japan and the United States) and Russia meet to discuss and decide on courses of action. Diplomatic grandstanding and expected antiglobalization demonstrations aside, the summit is an opportunity to set the international political and bureaucratic agenda for months ahead.

The concept of financial globalization has been extensively debated in the international political economy literature since the 1980's. In fact financial globalization appeared in relation to the economy of Great Britain in the last quarter of the 19th century. In its essence, this research aims to present the fact of London centered financial globalization which appeared in the last quarter of the 19th century with a Neo-Gramscian theoretical perspective. The study summarizes hegemony theories under the two the main headings of order-centered hegemony theories and power-centered hegemony theories. Within the framework of power-centered hegemony theories, a separate category has been given to the Neo-Gramscian theory of hegemony. In conclusion, this study aims to explain the evolution of financial sector globalization within the framework of the Neo-Gramscian theory of hegemony and its relation to the struggle for world dominance.

In modern times a succession of world powers shaped the global system. The active focus for global organization has always been a world power and that the identity, values and resources of that power have shaped modern world experience. We observe that, since 1500 four states have in turn played a dominant role in the management of global interdependence and therefore fit the description of a world power: Portugal, the Netherlands, Britain and the US. In a fairly regular pattern each world power has been succeeded by another in a process that recalls, though it is not to be confused with the long-term succession of political regimes in a political system lacking regularized elections. One long cycle corresponds to each global power, except in the case of Britain, who has experienced two such cycles.

In this working paper, Kristin Marie Haugevik seeks to analyse the nature of the changes in Britain's approach to the European Security and Defence Policy (ESDP) after 1998. Ever since the beginning of the European integration process in 1951, Britain's approach to European security and defence cooperation has been characterized by anti-federalism and transatlanticism. Hence, it was unexpected when Tony Blair, together with Jacques Chirac, took the initiative to frame a common security and defence policy for the EU in Saint Malo in 1998. This paper discusses to what extent Britain's new approach to the ESDP after 1998 can be explained as the result of a strategic adaptation, and to what extent it can be seen as a result of more profound changes in the British identity and security interests. These two accounts are tested by analysing Britain's approach to some of the most important ESDP documents since 1998: the Saint Malo declaration, the Laeken declaration, the Nice Treaty, the European Security Strategy, and the Constitution Treaty.

It was Turkish membership in the European Union that the Viennese social worker quoted in the Guardian was against. As the Commission of the European Union has recently delivered a report that suggests the opening up of EU accession negotiations with Turkey, old fears seem to be awakening on the continent; “Turcophobia”, as the Guardian calls it. The liberal Viennese news weekly Profil the same week described the prospect of Turkish membership as “not so much a risk as a danger” in an editorial titled “The Turks at the Gates of Vienna.” But not only Turks are experiencing a resurrection of animosities that many thought were long since buried. In the aftermath of the attacks on September 11, anti-Arab sentiments surged along with verbal and physical attacks on Muslims in both Europe and the U.S. Perhaps the secretly held view of too many in Europe and the “West” is that of Britain's Robert Kilroy-Silk. According to his column in the Sunday Express on September 25 of this year, Arabs are no more than "suicide bombers, limb-amputators, women repressors". This essay digs deep to find the historical roots of today's images of Turks, Arabs, and Muslims.

The vital U.S. relationship with Britain is much more fragile than many Americans think. Thanks to the Bush administration policy on a range of issues, hostility to the United States among the British public is higher than it has been since the Vietnam War. Only the personal commitment and moral courage of Tony Blair made British participation in the Iraq War possible—and the result has been seriously to endanger his leadership at home. Above all, Americans must understand that the strategy of this British government, and of the British foreign policy establishment in general, is to avoid having to make a definitive choice between Britain's alliance with the United States and its place in the European Union. If Washington forces Britain to choose between the two, it may not choose the United States, and a collapse of the relationship with Britain would leave the United States without a single major Western ally. The consequences for U.S. power and influence in the world would be nothing short of disastrous.

In May 2004, ten countries are due to join the European Union. They are therefore obliged to join the European Monetary Union (EMU) and adopt the euro as their national currency. Most of them, moreover, have been eager to do that. None of them sought an opt-out of the sort that Britain and Denmark obtained in 1991, when the Maastricht Treaty was drafted. Membership in EMU is not automatic, however, because the accession countries must first satisfy the preconditions contained in the Maastricht Treaty. Although those preconditions are rigorous, and some of the accession countries are still far from meeting them, most of those countries have indicated that they want to enter EMU at the earliest possible date.

Somewhere, at this very moment under one of the world's oceans, there is a Royal Navy 'Vanguard' class nuclear powered and armed submarine (SSBN) on patrol. Before it returns to port, another one of the four Vanguard class boats will head out into the deep ocean, meaning that no matter what occurs, Britain will always have an unreachable nuclear counter-strike facility. That one submarine, always out at sea and submerged, is now Britain's whole nuclear deterrent; all other nuclear weapons that Britain held during the Cold War, both land based and air-launched, have been decommissioned and dismantled over the last decade. The UK has the smallest nuclear arsenal of all the five nuclear-armed permanent members of the UN Security Council (it is even believed that Israel – undeclared as a nuclear power – now actually possesses more warheads than the UK does). The number of warheads quoted by the Ministry of Defence is now “fewer than 200”, and estimated by independent sources as likely to be around 160.

Over the last decade, opium poppy cultivation in Afghanistan has been rising incrementally, culminating in a bumper crop in 1999 that produced approximately 80 percent of the global supply of illicit opium. Despite this predicament, the dynamics of the illicit drugs trade in Afghanistan has received little attention. Most media reports and government statements over-simplify the situation, making it appear as though the Taliban controlled the planting, cultivation, production and trafficking of all opiates. For example, The Times, in an article published in January 2000, reported “The Taliban rulers of Afghanistan have become the world's biggest producers and smugglers of hard drugs, overtaking rings in Colombia and Burma. They are now responsible for 95 per cent of all the heroin entering Britain.” Following the September 11 attacks, this responsibility was shared with Usama bin Laden and the Al-Qaeda network. British Prime Minister Tony Blair thus stated that the “arms the Taliban are buying today are paid for with the lives of young British people buying their drugs on British streets”, and subsequently added that the Taliban and Usama bin Laden “jointly exploited the drugs trade.” This view has also been propagated in the United States by leading news agencies. CNN, for example, explicitly reported that the Taliban both taxed and trafficked in narcotics, which were directly used to finance their military operations.

During the nineteenth century, European powers encroached upon, occupied and annexed various territories in the Middle East. With the disintegration of the Ottoman Empire after World War 1, Britain, and to a lesser degree France, became the undisputed external actors in the region and in large part created the modern Middle Eastern state system. Although a certain degree of power was devolved to local leaders, Britain and France ensured their prerogatives over foreign and defence issues and assumed responsibility for regional stability. Other powers, such as the Soviet Union and the United States, were not absent from the region but did not essentially challenge the European hegemony. The Soviet Union's power projection had been greatly reduced in the aftermath of revolution, civil war and internal consolidation; the United States deliberately abstained from assuming a political role, with all its tainted colonial connotations, and only demanded an 'open doors' policy in relation to its trade and commercial interests. In this relatively unchallenged strategic environment, Britain had a remarkable freedom to act as the principal regional security actor. In practice, the period of British dominance was to be relatively brief, being characterised by one historian as 'Britain's moment' in the Middle East, and was also increasingly to be frustrated by the growing inter-ethnic conflict in Palestine.

The British industrial revolution created an industrial economy. While casual discourse conflates industrialization and economic growth, Britain was remarkable primarily for the pronounced structural change that occurred rather than for rapid economic growth. Uniquely the British labour force became highly industrialized even prior to the move to free trade in the 1840s. On the eve of the abolition of the Corn Laws the share of agriculture in employment had already declined to levels that were not reached in France and Germany until the 1950s.

Abstract:
It may come as a surprise to American readers that during the Second World War, both the Vichy regime and la France libre cared deeply about public opinion in French Canada. Yet resource-rich Canada was Britain's principal ally against Nazi Germany before the collapse of the Hitler-Stalin pact and the attack on Pearl Harbor. If public opinion in English-speaking Canada rallied immediately behind Great Britain and was solidly interventionist, this was not the case in Quebec. In his study, Montreal historian Eric Amyot demonstrates that the opposing French camps well understood the necessity of waging a war for public opinion in the largely French-speaking province. At stake were Canadian government policy and the respective claims for legitimacy of Vichy and la France libre both at home and on the world stage.

Since the Left returned to power in 1997, there have been remarkable changes in the debate over the "integration" of immigrant minorities in France. After a long period in which political elites emphasized the challenges associated with minority ethnic cultures and social disadvantage, the spotlight has shifted to the blockages arising from racial discrimination by members of the majority ethnic population. No less remarkably, there has been a significant abatement in the demonization of so-called Anglo-Saxon approaches to the management of ethnic relations, habitually branded by politicians and civil servants as the antithesis of France's "républicain" model of integration. Whereas British and American policies have encouraged "race" awareness in combating both direct and indirect forms of discrimination and have established powerful agencies to assist minorities suffering from unfair treatment, until recently there was a wide consensus in France that "integration" policy could best be served by erasing as far as possible any reference to ethnicity.

This essay compares the preferences of France, Italy, and Britain on the creation of the European Monetary System in 1978-1979, especially the Exchange Rate Mechanism, which stabilised nominal exchange rates. My claim is that the different conclusions reached by the governments (France and Italy in, Britain out) cannot be explained by economic circumstances or by interests, and I elaborate an intervening institutional variable which helps explain preferences. Deducing from spatial theory that where decisionmakers 'sit' on the left-right spectrum matters to their position on the EMS, I argue that domestic constitutional power-sharing mechanisms privilege certain actors over others in a predictable and consistent way. Where centrists were in power, the government's decision was to join. Where left or right extremists were privileged, the government's decision was negative. The article measures the centrism of the governments in place at the time, and also reviews the positions taken by the national political parties in and out of government. It is intended to contribute to the growing comparativist literature on the European Union, and to the burgeoning literature on EU-member-state relations.

Abstract:
We find little support for the Schumpeterian hypothesis of a positive relationship between market power and innovation in 1950's Britain even though many economists and policymakers accepted it at the time. Price-fixing agreements were very widespread prior to the 1956 Restrictive Practices Act and they seem to have had adverse effects on costs and productivity. Competition policy appears to have been much too lenient but the productivity problems of British industry at this time are best viewed as arising largely from the difficulties of reaping the benefits of innovation rather than from a failure to innovate per se.

The “Golden Age” of post-war European economic growth has witnessed extraordinary changes not only in the economic, but also in the social and cultural outlook of Western European societies. Eric Hobsbawm's statement that “[h]istorians of the twentieth century in the third millennium will probably see the century's major impact on history as the one made by and in this astonishing period” is perhaps a little bit too enthusiastic; but it shows that the “Great Boom” has come to be regarded as a key period on the road to the present-day Western world. In the past fifty years five US President's from Truman to Clinton have directly or indirectly, affirmed US interests in the Middle East. The 'doctrines' in the case of Carter (1979) and Reagan (1981) specifically addressed the security of the Persian Gulf. The same period has seen the withdrawal of imperial powers. Three decades ago Britain managed the security of the Persian Gulf. Two decades ago France had the largest naval force in the Indian Ocean. The contraction of these commitments was encouraged by the US, which was unwilling to be associated with colonialism and its evils. Yet since Britain's withdrawal from the Gulf which occasioned the Nixon doctrine, the US has been grappling with how best to assure security. Reliance on regional states ("twin pillars") was upset by the Iranian revolution. In the 1980's the long Iran-Iraq war underscored the need for a Western role, but neither its shape nor its duration were clear. Local forces were reluctant to envisage any thing beyond an "over the horizon presence."

260. The Myth of Meritocracy? An Inquiry into the Social Origins of Britain's Business Leaders Since 1850

Recent sociological analysis of the extent to which modern British society has become more meritocratic raises important conceptual issues for the recurrent economic history debate concerning the social mobility of Britain's business leaders. The majority view in this debate is that high social status backgrounds have predominated in the profiles of businessmen throughout the nineteenth and twentieth centuries. François Crouzet's The First Industrialists reveals that Britain's industrial pioneers were drawn largely from the middle-and upper-classes, and that the image of the self-made man as the mainstay of the Industrial Revolution is a myth. Stanworth and Giddens identify a prevalence of 'elite self-recruitment' among deceased company chairmen active in large corporations and banks between 1900 and 1970. Scott's work on the upper classes distinguishes a 'core' business stratum characterised by kinship and privilege. Bringing together a range of research on the social origins of businessmen in the twentieth century, Jeremy asserts that 'it was rare for sons of the semi-skilled and unskilled to rise to national leadership in Britain'. The typical twentieth century business leader is upper-or upper middle-class by social origin, rising through the public schools and Oxbridge into the higher echelons of the business community.

Abstract:
In the period between 1758 and 1834 repertoires of contention in Britain changed from parochial, particular, and bifurcated to cosmopolitan, modular, and autonomous. In other words, eighteenth century actions "that included a good deal of ceremonial, street theater, deployment of strong visual symbols, and destruction of symbolically charged objects" through the course of time lost their relative predominance and instead "demonstrations, strikes, rallies, public meetings, and similar forms of public interaction came to prevail during the nineteenth century." These new routines for the eighteenth century contentious events are the ones that ordinary people in the United States and Western Europe still to this date principally employ to make claims. This conclusion merges from a systematic study of more than 8,000 contentious gatherings, in Southern England (1758-1820) and Great Britain as a whole (1828-1834).
