101. Romanian–British Commercial Exchanges at the Lower Danube: The Consular Report of Percy Sanderson on the Year 1883

Abstract:: Researchers consider that the slight increase in commerce through Brăila and Galaţi after 1883 was mainly due to the reorientation of Romanian foreign trade by the dualist monarchy towards other European states. The Danube route-way regained some of its importance, although the port of Galaţi still suffered after the loss of the rich region of Southern Bessarabia and because of the inconvenient manner by which the town was linked to the Romanian railway system. Thus, the paper insists on the quantity and value of commercial exchanges (exports, imports), the grains, the main economic partners and the specific character of Brăila, Galaţi and Sulina in the Romanian economy. This study analyses the results of this fact upon the foreign commerce of the ports, as there are opinions that it had positive consequences for development of commerce and navigation at the Maritime Danube. The text proper is preceded by a short historical comment on the activity of the International Trade in the Lower Danube region.

102. Does Material Hardship Affect Political Preferences? It Depends on the Political Context

Abstract:: To what extent does material hardship affect political preferences? We argue that preference updating happens at the intersection of contextual pull factors, such as elite discourse, and individual push factors, such as an individual’s economic conditions. One key implication is that individuals are more likely to translate personal hardship into higher support for left-wing redistributive social policies when political elites actively compete over these issues. Using data from 22 European countries, we show that income is a better predictor of support for redistribution in countries where parties polarize over economic and redistributive issues. To unpack the causal relationship between preferences and elite behavior, we examine individual-level panel data from Great Britain, a country where elites have converged to the center on economic issues. We find that changes in the discursive context help understand both when material interest matters and how much it affects economic policy preferences.

Abstract:: Despite the fact that the public in Britain had predominantly negative attitudes towards the Easter n enlargement of the European Union (EU) in 2004, the British government endorsed this policy . Since the legitimacy of elite actions on EU affairs depends on the level of public support, it is important to study the formation of public opinion and the poli tical communication processes in the European context. Using Flash Eurobarometer survey data, this article first tests the determinants of public support for EU enlargement in Britain. It then examines the nature of the relationship between elites and publ ic opinion on the 2004 enlargement. It concludes that the public discussion about enlargement in Britain was fuelled by hysteria rather than facts, and that the British policymakers failed to both provide the worried public with clear facts on the possible effects of enlargement and take substantive policy decisions to alleviate popular concerns.

Abstract:: This paper is an offshoot of research conducted in preparation for the University of Calgary History conference of 2014 focussing on new perspectives of the Great War. My primary intent in that research was to explore the notion that air services were, using the recent educational concept of the Learning Organization, in fact precursors of this concept within a military context. One of the conclusions I came to is that this learning was not just happening within the air services but took place even at the national, or grand strategic, level where decisions had to be made both about how to use this new means of warfare and about the allocation of resources while continuing to support the needs of the army and navy. The former had to do with strategic bombing of enemy targets and the balance of this paper looks at how the concepts and practice of strategic bombing evolved in France, Germany and Britain.

105. Military Highly Enriched Uranium and Plutonium Stocks in Acknowledged Nuclear Weapon States

Abstract:: Plutonium and highly enriched uranium (HEU), called “fissile materials,” were first produced in large quantities for use in nuclear weapons. Starting in World War II, and for over two decades afterwards, almost all the plutonium and HEU in the world was produced for these immensely destructive weapons. This production was centered almost exclusively in five states: Britain, China, France, Russia, and the United States. In the Nuclear Non-Proliferation Treaty (NPT) these five countries are designated as “nuclearweapon states” because all five had manufactured and exploded a nuclear weapon prior to January 1, 1967. To this day, they remain the only acknowledged nuclear weapon states. Although other countries possess nuclear weapons, the acknowledged states have gained a special status in international affairs. As part of that status, however, these five states also committed to work towards nuclear disarmament, in particular steps accompanied by the elimination of their own stocks of fissile material for nuclear weapons. At the end of 2014, these five states had military stocks totaling about 238 tonnes of plutonium and 1,330 tonnes of HEU, mostly weapon-grade uranium (WGU is defined as HEU enriched over 90 percent). Table 1 provides a summary of the results. Tables 2 and 3, located at the end of the report, provide official declarations or detailed estimates of each country’s military plutonium and HEU holdings. These tables provide extensive endnotes describing official declarations, other sources, and the derivation of the various estimates. In addition to aggregate totals, tables 2 and 3 provide partial information about the various types of military stocks held by these five countries, including fissile material dedicated to nuclear weapons activities and naval propulsion programs, and declared excess to defense requirements.

Abstract:: The role of seapower in nurturing American security and prosperity has long been exaggerated, if not wholly misrepresented. Throughout the nineteenth century, the nation’s first generations of leaders exhibited a healthy skepticism toward free trade and the maritime hegemony of the British Empire. By focusing on domination of the country’s littoral space during the Civil War, the U.S. Navy succeeded in shielding the Union from European interference. It was not the assumption of the British mantle that safeguarded the nation; rather, U.S. preeminence was secured by rejection of maritime overreach. Strong anti-British tariffs and industrial protectionism were the cornerstones of sustained commercial growth and genuine national independence. The unique problem with seapower, even in the contemporary period, is how easily we can glorify it. We love the sea, and mighty ships, and we tend to flaunt what we love, but this relationship has no place in a grand strategy that acknowledges the limited historical contribution of free trade to the American economy.

Abstract:: On the eve of the Second World War, the noted journalist John Gunther could still maintain that: “Great Britain, as everyone knows, is the greatest Asiatic power.”[1] The British Empire in Asia controlled a vast territory and large population, sweeping in a great arc from New Zealand and Australia in the South Pacific, to Southeast Asia and South China, and on to India and the Middle East. Britain stood as a superpower with economic interests and security commitments stretching around the globe, much as the United States stands today. That position of leadership, however, was endangered. The emergence of major new industrial great powers was transforming the international landscape. These challengers, as they converted their growing economic strength into military power, confronted Britain’s leaders with uncomfortable strategic choices. In Asia, one of those rising challengers, imperial Japan, posed a dangerous threat to Britain’s standing as a world power after it embarked on a policy of expansion. We know the outcome of Japan’s challenge: war and the catastrophic breakdown of Britain’s standing in Asia. The collapse of British power was in part brought about by dynamic changes in technology and the lethality of modern weaponry, particularly the advent of naval aviation, which shifted the naval balance in Japan’s favor. On the eve of war, Britain sought to deter Japan by forming a naval force in the Pacific, known to history as Force Z, consisting of the battleship Prince of Wales and battle cruiser Repulse. Even as Force Z steamed eastward, the Admiralty could spare none of its aircraft carriers, to protect it from air attack. Nor did the Royal Air Force have enough modern aircraft based in the Far East to offer adequate protection for Force Z. Britain’s inability to control the skies meant the Royal Navy could not command the seas, and this permitted the Japanese to land ground forces in Malaya and seize Singapore, the strategic pivot of British defenses in Asia. Not since Yorktown had Britain suffered such a crushing setback. The world’s leading naval power had been bested by a challenger that exploited innovations in technology and doctrine to gain a marked qualitative edge in fighting power.

Abstract:: A former writer of British military doctrine, Jim Storr, recently lamented that, although many books explore what happens in war (history) or why wars happen (international relations), very few focus on how wars should be fought (warfare). He concluded this reflects warfare's status as 'a poorly developed discipline'. Consequently, 'It is incoherent, contains a range of poorly described phenomena and is pervaded by paradox.' The underdeveloped discourse concerning warfare, and within it the limited consideration of different approaches to command, may be considered an important contributor to the longstanding gulf between the doctrine of Mission Command espoused by the United States and British armies and actual operational practice, such that the doctrine is 'realized only in some places some of the time'.

111. Why a British referendum on EU membership will not solve the Europe question

Abstract:: This article scrutinizes the merits of holding a referendum over UK membership of the EU. It queries the assumption that direct democracy can somehow resolve the longstanding Europe question in British politics. To do this, the analysis traces the existence of an exceptionalist approach to the EU within Britain, now associated with re-negotiating UK membership in the shadow of a referendum. The article argues that the prospects for a radical reconfiguration of the UK's treaty obligations are slim, thereby increasing the risk of a vote to withdraw. Yet withdrawal would be the opposite of a simple solution to the Europe question. Political and economic interests dictate lengthy politicking over a highly complex post-Brexit settlement revisiting free movement of goods, services, capital and people. Such negotiations undermine any mooted cathartic benefits of a popular vote, while Eurosceptics will remain dissatisfied in the event of a yes, a result likely to further destabilize the Conservative Party. Consequently, the simplicity and decisiveness that a referendum—particularly one that spurns the EU—promises is merely a mirage as relations with the EU necessarily form part of an enduring British political conversation.

112. Scholarship and the ship of state: rethinking the Anglo-American strategic decline analogy

Abstract:: This article uses the centenary of the First World War as an opportunity to re-examine a major element of the existing literature on the war—the strategic implications of supposed British decline—as well as analogies to the contemporary United States based upon that interpretation of history. It argues that the standard declinist interpretation of British strategy rests to a surprising degree upon the work of the naval historian Arthur Marder, and that Marder's archival research and conceptual framework were weaker than is generally realized. It suggests that more recent work appearing since Marder is stronger and renders the declinist strategic interpretation difficult to maintain. It concludes by considering the implications of this new work for analogies between the United States today and First World War-era Britain, and for the use of history in contemporary policy debates.

Abstract:: The tale of the Chagos Archipelago (British Indian Ocean Territory, BIOT) raises a wide spectrum of transnational legal questions, all across the fields of human rights, environment and disarmament. Last-born of the Empire’s colonies, the BIOT was established – and systematically depopulated – for the sole purpose of accommodating a strategic US military base during the Cold War years in 1965–1966. The territory has since generated extensive litigation in the national courts of the United Kingdom (UK) and the USA as well as proceedings in the European Court of Human Rights and an arbitration under Annex VII of the Convention on the Law of the Sea (UNCLOS). Stephen Allen, senior lecturer at the University of London’s Queen Mary College, has long followed and commented on legal developments in the Chagos cases as an observer. The focus of his attention remains the plight of the native Chagossians, a small Kreol-speaking people of African and Malgasy origin, whose exile (mainly to Mauritius, the Seychelles and the UK) has lasted for more than 40 years.

Abstract:: Michael Fakhri in his book Sugar and the Making of International Law takes inspiration from Antony Anghie, a scholar who famously disrupted prevalent conceptions of public international law. Using sugar as a ‘trace element’, Fakhri follows Anghie’s lead in retracing the historical origins of international trade law in order to challenge pervasive perceptions about this legal regime. What he is keen to demonstrate is that free trade, like state sovereignty, is not something that international institutions are merely officiating. Rather, the meaning of this concept has shifted over time as it has been applied by different institutions and actors within the international legal order to differential effect. It has been both conditioned by, and received the conditioning of, broader political, economic and social forces. Critically, it is as much the product of international institutions governing trade as it is their purpose.

115. Skyjackers, jackals and soldiers: British planning for international terrorist incidents during the 1970s

Abstract:: On 5 January 1974 a column of 150 British Army troops, supported by armoured vehicles, arrived at Heathrow airport in full battle order, and over the course of the following two weeks they patrolled its runways and the perimeter. These soldiers had been ordered in by Edward Heath's government in response to intelligence reports that the Palestinian fedayeen intended to use a portable anti-aircraft missile to shoot down a passenger jet, and the British authorities had already devised contingency plans (codenamed Operation Marmion) to deploy the army in order to deter a terrorist attack at the airport. Marmion was implemented on three further occasions in 1974—in June, July and September—and in each case the troop presence at Heathrow attracted considerable parliamentary and press comment. Some critics argued that in each case the British government was over- reacting to the threat at hand, and that the military patrols at Heathrow were essentially intended as a public relations exercise. However, Operation Marmion also had an effect which ministers and civil servants had not intended, as it fed contemporary fears that the British Army and right-wing extremists within the establishment and security services were preparing for a coup.

Abstract:: Since its widespread settlement by Europeans in the 1840s, New Zealand (NZ) has been an agricultural economy. As has been pointed out “there [has been] no serious challenge to the fundamental precept that the country's economy rested on an agricultural foundation” (Macdonald and Thomson 1987, 231), and dairy has been a significant focus of that base. Dairy production was introduced to New Zealand with the clear intent to establish New Zealand as an adjunct to the economic needs of Britain (Hawke 1985). Indeed, the closeness of the relationship between “the Britain of the south” and the metropolitan centre is one of the fundamental characteristics of any environmental history of NZ agriculture (Pawson 2008). This would persist in a material sense for more than a century, until the United Kingdom joined the European Community (EC) in 1973.

Abstract:: India and Israel share many common characteristics such as having emerged from a colonial past of the British Empire, and having a parliamentary system which encompasses moderate and radical forces. In spite of this shared background, for nearly four decades, India did not show interest in establishing complete diplomatic relations with Israel, and in general supported and voted for defense of the Palestinians and the Arab Middle-Eastern governments and for condemnation of Israel in world bodies such as the United Nations. However the broad changes in the world stage arising in the 1990's such as the break-up of the Soviet Union, the occupation of Kuwait by Iraq and the subsequent crisis in the Middle-East, the rise of the price of oil, the reduction in the remittances sent back to India by the returning Indian workers from Arab countries, and also the change of the political climate in India, the increase in support for the right wing (B J P) all changed the direction of the attitudes of most Indian politicians towards Israel. But developing Indo-Israel relations does not affect Indo-Iran's relations.

Abstract:: The US-UK special relation has always been an attractive and important issue in international relations. The pro-American tendencies of the British and their partnership with American policies as opposed to being willing to more clearly align with the EU and other European countries, have raised various questions in the minds of scholars. Now, considering that David Cameron's Premiership is coming to an end and the next year's election in the UK and also the different challenges which Barack Obama faced in foreign affairs during his presidency along with his declining popularity in the US, this paper is going to find out whether the Anglo-American special relations have already came to an end or not. At the end, the Anglo-American dispute over Iran would be also examined. The Constructivism theory of international relations has been used here to analyze data which have been gathered from library sources and various other internet resources. It is concluded that the Anglo-American special terms which started after the Second World War and were deepened in the Cold War, have lost its strength in one way or another – especially after Bush-Blair era- and is waiting for a new shape with the change of British Premiership.

Abstract:: All through the ages, Shakespeare's literary oeuvre has occupied a canonical status in world literature, primarily because of its universal relevance in terms of thematic preoccupation, characterization, and setting amongst several literary components. Though widely regarded as the greatest writer in the English language and the world's pre- eminent dramatist, Shakespeare has been translated into every major living language and is performed more often than any other playwright. His dramatic works have been repeatedly adapted and rediscovered by new movements or perspectives in scholarship and performance. Even now, his plays remain highly popular and are constantly studied, performed and reinterpreted in various social, cultural and political contexts throughout the globe. One of these contexts is the Second World War. Regarded as the longest, bloodiest and deadliest conflict in history, World War II was fought predominantly in Europe and across the Pacific and Eastern Asia, pitting the Axis powers of Nazi Germany, fascist Italy and Japan against the Allied nations of Great Britain, France, China, United States and the Soviet Union. It is the most widespread war in history with more than one hundred million people serving in military units from over thirty different countries, and death tolls estimated to be between fifty and eighty-five million fatalities. Despite the fact that theatre stands as a “simulacrum of the cultural and historical process itself, seeking to depict the full range of human actions within their physical context, has always provided society with the most tangible records of its attempts to understand its own records” (3), the role of Shakespeare during the Second World War had not yet been given sustained, critical and detailed scholastic documentation. Herein lies the relevance and necessity of Shakespeare and the Second World War – as a writers' quota to fill the scholastic lacuna. Most of the war's belligerents showed affinity with Shakespearean works as a depiction of their society's self-image. Divided into fifteen illuminating, diverse, and yet coherent essays by seasoned and erudite academics, Shakespeare and the Second World War is a small sampling of reviewed and extended essays from “Wartime Shakespeare in a Global Context/Shakespeare au temps de la guerre” – an international bilingual conference that took place at the University of Ottawa in 2009. Within the spatial and temporal context of the war, Shakespeare's oeuvre is recycled, reviewed and reinterpreted in the chapters. In a Manichean manner, these essays cannot be collectively pigeonholed as either pro or anti–war. In fact, there is a sort of ambivalence with vacillating opinions by the writers.

Abstract:: Diplomatic relationship between Iran and the United Kingdom is one of the most heated debates in the foreign policy of the Islamic Republic. The pros and cons of these relations have always been subject to argument and controversy among politicians and academics. This article seeks to analyze diplomatic ties between the Islamic Republic of Iran and the United Kingdom, applying the cost-benefit analysis method. In this relationship, the costs and benefits are discussed in three situations including the maintenance, downgrading, and rupture of diplomatic relations. The main question answered by the authors is how diplomatic relations between the Islamic Republic of Iran and the United Kingdom can be analyzed according to the cost-benefit analysis method, and what costs and benefits can be brought about for Iran in case of the rupture, downgrading or maintenance of diplomatic relations with Britain. The final conclusion of this research suggests that under the current circumstances, downgrading diplomatic relations with the United Kingdom can lead to fewer costs and further benefits for the Islamic Republic of Iran in comparison to the other two options.

Abstract:: Arnold J. Toynbee (1889–1975) was synonymous with the Royal Institute of International Affairs for the first half of its history. He held the post of Director of Studies from 1925 to 1954, and thereafter retained an office in Chatham House until his death. Throughout that half-century he combined the roles of scholar and public intellectual, using International Affairs—along with many other outlets—to communicate the fruits and findings of his research to policy-makers and the wider community. During his 50 years at Chatham House Toynbee contributed 19 essays to the journal—which must surely be the most of any individual author—and produced his two monumental multi-volume works, the Survey of international affairs, which he penned, edited or commissioned from 1925 until 1958, and A study of history, which appeared in twelve volumes between 1934 and 1961. He also published a further 50 books and hundreds of scholarly articles during his lifetime, as well as many interviews and lesser pieces. If one includes reviews of books by others, Toynbee's complete works amount to almost 3,000 items.

Abstract:: Before the ink on the Treaty of Versailles was dry, the idea of creating an organization dedicated to educating, informing and advising future leaders about the causes and consequences of war was already gaining traction. At 'a series of unofficial meetings held in Paris in 1919',1 Lionel Curtis, an Oxford professor and visionary with a reputation for possessing an impressive array of entrepreneurial skills, was spearheading efforts to establish an Anglo-American research institution where scholars could explore international problems and advocate policy solutions.2 This kind of organization appealed to Curtis and to those with whom he discussed it for several reasons, not the least of which was that it could provide a valuable forum for both policy-makers and prominent policy experts in the leading western powers to talk to one another about international affairs. It was also a concept with which several of the delegates attending the Paris peace talks had some familiarity. In the nineteenth and early twentieth centuries a number of institutions had already taken root in Great Britain and in the United States with the aim of helping policy-makers navigate their way through complex policy problems. They included the Royal United Services Institute for Defence and Security Studies (1831), founded by the first Duke of Wellington; London's Fabian Society (1884), home to a number of prominent scholars, including Sidney and Beatrice Webb, co-founders of the London School of Economics; the Washington-based Carnegie Endowment for International Peace (1910), established by the Scottish-American steel tycoon Andrew Carnegie; and the Institute for Government Research (1916), which merged with two other institutions to form the Brookings Institution in 1927.3 Curtis and his colleagues in Great Britain and the United States were also aware of the ground-breaking research that had been conducted at hundreds of settlement houses in their respective countries. It was at places such as London's Toynbee Hall (1884) and Chicago's Hull House, co-founded by Jane Addams in 1889, that sociologists and other university faculty with expertise in social welfare policy could study the working conditions of the poor.4 In short, proponents of establishing a foreign affairs research institution recognized the importance of encouraging a dialogue between leading social scientists and high-level policy-makers.

Abstract:: THE NAQSHBANDIYYA is perhaps one of the widest-spread Islamic religious brotherhoods due to its active involvement in political affairs. Its 'strength' comes from the fact it could trace the sheiks of the order as far back as to the Prophet of Islam through his companion Abu Bakr. The silsila (the chain of transmission) of the order also contains some very important figures in Islamic history, like Salman al-Farisi and Bayazid al-Bistami. Despite the importance of the order and its worldwide expansion, the published works on the subject could fill only a small shelf. The order also has a great number of followers in Turkey, including some prominent political figures. Since Shah Bahauddin Naqshband, the founder of the order, the succeeding sheiks of the Naqshbandiyya tarikat (religious order) have currently been handed to Sheikh Nazim al-Kibrisi al-Haqqani, a Turkish Cypriot. The Sheikh has been given the task of expanding the order to the West, and as a result of arduous efforts he has been able to establish some centers in various European and American cities, with the biggest one being in London. Author Tayfun Atay studied this center for his Ph.D. thesis submitted to London University.

So, it looks at the American invasion of Iraq and the British response, and argues that Brain always prevails over brawn. United States was and still is a hard power. Britain plays a soft power role in international relations. Britain usually uses the American strength and resources for the benefit of Britain. When the British describe their relations with the United States as "special," they mean that they have the power to influence and direct US foreign policy. For an understanding of the international politics, we must concentrate on Anglo-Saxon "interdependency" through the "special relationship" which often exists between British Prime Ministers and US Presidents. Winston Churchill, British Prime Minister of the 1940s, Harold Macmillan in the 1960s, Margaret Thatcher in the 1980s and Tony Blair in the 2000s, all had special relationships with their US counterparts. While not always the case, the relationship between Tony Blair, British Prime Minster, and George Bush, American President, was beneficial to British interest and Blair's doctrine of International Community declared in 1999. it is imperative not only to understand international politics, but also to react properly to international politics. As it has been proven in the Iraq case, Tony Blair manipulated US foreign policy during the George Bush presidency.

Abstract:: What paved the way for the establishment of the foreign policy of the Pahlavi dynasty in Iran? This paper seeks to analyze the phenomenon of the construction of the enemy image in the diplomatic history of Iran from 1798 to 1921 and assess its historical roots as it can be useful for the understanding of the attitudes of Iranian policy makers towards the West. The authors' proposal is to explain the construction of enemy image in a historical context in the cognitive structure of Iranian political leaders towards the great powers in the 20th century until the advent of the Islamic Revolution in February 1979. In doing so, the authors have proposed the following hypothesis: With the continuation of Iran's diplomatic relations with Western powers (Great Britain and Russia) under the Qajar dynasty in 1798, a process took shape which gradually led to the construction of an enemy image in the cognitive structure of future Iranian statesmen in the Pahlavi era, underpinning their political relationships with contemporary powers. The authors' findings include the notion that the historical process in question under the Qajar Dynasty involved a combination of military domination, political influence and economic exploitation by the aforementioned powers.

Abstract:: This paper compares and contrasts Russian policy towards Iran in the early years of 20th century which led to the Anglo-Russia convention of 1907 with the Soviet Union's policy towards Iran during Iran-Iraq war in 1980s. It will explain Russia's involvement in the Great Game with British Empire in regard to expansion of its sphere of influences in Persia. With this in mind, this paper will address both internal and external factors in this period which turned Russia and Britain's competition into an alliance – the Anglo-Russia entente. The Soviet policy towards Iran will also be discussed from the time of the overthrown of the Shah's regime and the establishment of the Islamic Republic up to mid-1987 when the Iran –Iraq war ended. Based on this study, we will conclude that the Russian/Soviet policy towards Iran was constant and the spirit of expansionism lied at the very nature of their foreign policy. They were aggressive when they were a hegemonic power in the region and they compromised with rivals when they were weak.

Abstract:: The bequest for the Church Peace Union-the predecessor of today's Carnegie Council for Ethics in International Affairs (and the publisher of this journal)-was given by Andrew Carnegie in February 1914. The Church Peace Union subsequently sponsored the first worldwide gathering of religious leaders, which was held in Constance, Germany, on August 2, 1914. Convened under the shadow of an impending war, not all delegates made it to the gathering. Six months previously, Carnegie had stipulated that the Church Peace Union devote its funds to the deserving poor "after the arbitration of international disputes is established and war abolished, as it certainly will be some day." This could happen, he noted, "sooner than expected, probably by the Teutonic nations, Germany, Britain, and the United States first deciding to act in unison, the others joining later." The outbreak of war was a catastrophic blow to such hopes, as the very nations expected to be at the core of this civilized project descended into an orgy of destruction the likes of which the world had never seen.

Abstract:: SINCE SEPTEMBER 11, 2001, the United States has damaged its reputation and national security by lurching from one war to the next. Afghanistan, which began triumphantly for the Bush administration, has devolved into a protracted and inconclusive war in which the Taliban is making fresh inroads as American and allied forces hand over security to the Afghan army. Then there is Iraq. It was purveyed by the Bush administration to the American public as a mission that could be accomplished swiftly and smoothly. Neither occurred. Since then, President Obama's self-styled humanitarian intervention in Libya has led to instability, allowing local militias, among other things, to pretty much bring the oil industry to a standstill by disrupting major export terminals. Most recently, it looked as though Syria might be Libya all over again-an American president embarks on an uncertain crusade, and Britain and France join to provide the necessary diplomatic persiflage for justifying a bombing campaign.

Abstract:: Socrates' pupil Chaerephon once asked an oracle “who is the wisest of all men?” The oracle responded that Socrates is the wisest of all because of his self-awareness. According to philosophers from Socrates to Montaigne, Spinoza, Kant, true wisdom and full knowledge may be a utopian fantasy. In a world of uncertainty where mistakes are unavoidable facts of daily life for citizens and politicians alike, how politicians will be able to avoid foreign policy mistakes is the main concern of this book. There are some other questions of crucial importance which the book deals with: What are foreign policy mistakes and how and why do they occur? The answers to those questions are available in this book and it concentrates on the concept of power. Regarding the concept of power, the main question is “kto-kovo?” (Lenin's famous question, “who controls whom?”) The answers to the question “what are foreign policy mistakes?” and conceptualizing foreign policy mistakes are quite blurry and complicated. There may be lots of different kinds of mistakes, such as violating moral rules, lack of cognitive judgment, and policies costing too much and having unanticipated and undesirable results. The mistakes can be classified as omission (too little/too late) and commission (too much/too soon). For example, mistakes of omission are evident in the British policies towards Germany which failed to deter Germany's occupation of Sudetenland in 1938 and to reassure the Russians that they would negotiate an alliance against Germany. This failure of the British decision makers led to a non-aggression pact between Stalin and Hitler in 1939. The Katyn Forest massacre exemplifies best how Soviet Russia misperceived the gains in cooperating with Germany in the removal of Poland from the map of Europe because according to the authors, the Soviet decision to execute Polish POWs and bury them in the Katyn Forest is a foreign policy decision that falls into three domain; morality, intelligence and policy. It was a violation of international law, based on a diagnostic judgement blinded by ignorance of the future and by communist ideology, which led to a prescription for a policy action that alienated future allies.This, at the same time illustrates the mistake of commission (too much/too soon) and moral failure. Foreign policy choices are not only concerned with rational choices, but, as Axelrod and Jarwis clearly defined it, they also stem from some sources of mistakes such as subjective cognitive maps, heuristics, attribution errors, desires to maintain cognitive consistency and avoid cognitive dissonance, selective attention, and other emotional or cold cognitive biases. Khong explains why human beings are “creatures with limited cognitive capacities” by emphasizing that leaders, like every human, tend to turn to historical analogies for guidance when confronted with novel foreign policy challenges. However the issue is that the result is often a foreign policy mistake since this only helps the leaders “access analogies on the basis of surface similarities”.

Abstract:: Formed in 1971 following Britain's departure from the Gulf, the United Arab Emirates (UAE) is a federation made up of seven monarchies, each of which retains traditional powers alongside more formal emirate-level and federal governments. With the bulk of the UAE's hydrocarbon reserves in the largest emirate of Abu Dhabi, the latter's ruling family continues to dominate UAE politics. Although a semi-elected consultative council exists, this is far from being an effective parliament, and since the 2011 “Arab Spring” there have been strong calls for greater democracy, which have led to the imprisonment of more than 50 activists. Externally, Iran remains the most significant threat to the UAE regime, having occupied three UAE islands since 1971 and continuing to alarm the UAE with its nuclear programme. Although the UAE is a wealthy country, often suffering from “voluntary unemployment” among its nationals, there is a serious wealth distribution problem, with poorer parts of the country experiencing poverty. Hydrocarbons remain the mainstay of the UAE's economy, although there have been some spirited attempts to diversify into other sectors, especially in Dubai, which is the UAE's most business-friendly emirate.

Abstract:: The great international intervention in Afghanistan is due to run down to a token presence by 2014. Foreign troops are returning home already, and their continued reduction will change the nature of the operation there. Closer to Europe, the Arab Spring has displaced more than a million people along the north coast of Africa. The efforts of those refugees to migrate toward Europe could begin to unsettle the region. Meanwhile, the European economy seems to be heading for long-term decline, and last summer's rioting in the United Kingdom (UK) has alarmed politicians and damaged British urban areas. Looking ahead, this article argues that 2015 may mark the start of a rather different security era, one in which the British government may have to determine whether the safety of its own population takes priority over supporting U.S. operations overseas.

Abstract:: Pushed to extremes, austerity is bad economics, bad arithmetic, and ignores the lessons of history. We, an international group of economists and social scientists, are outraged at the narrow range of austerity policies which are bringing so many people around the world to their knees, especially in Europe. Austerity and cutbacks are reducing growth and worsening poverty. In our professional opinions, there are alternatives – for Britain, Europe and all countries that currently imagine that government cutbacks are the only way out of debt. The low-growth, no-growth trap means that the share of debt in GNP falls ever more slowly, if at all. It may even rise – as it has in some countries.

Abstract:: On 18 January 2012 the British Prime Minister, David Cameron, updated the House of Commons about his government's position on the Falkland Islands: The absolutely vital point is that we are clear that the future of the Falkland Islands is a matter for the people themselves. As long as they want to remain part of the United Kingdom and be British, they should be able to do so. That is absolutely key. I am determined to make sure that our defences and everything else are in order, which is why the National Security Council discussed the issue yesterday. The key point is that we support the Falkland Islanders' right to self-determination. I would argue that what the Argentinians have said recently is far more like colonialism, as these people want to remain British and the Argentinians want them to do something else.

Abstract:: In this article we draw upon both critical and feminist international political economy (IPE) approaches in order to interrogate processes of change effecting specific localities in the context of neoliberal global restructuring. We give a closer focus to our interest in the global/local nexus by concentrating on issues of citizenship, community and discourse and practice on community cohesion. After setting out our framework, we develop a critique of community cohesion policies and practices in contemporary Britain. We then briefly review some of the current literature on gender and citizenship paying particular attention to how issues of material inequality, poverty and exclusion currently figure in academic debates. We conclude that gender inequality must be taken seriously if strong and cohesive communities are to be realised and that there is a need for further research that connects critical and feminist IPE to emerging critical literatures on community and citizenship.

Abstract:: The British school of International Political Economy (IPE) has been highly innovative in encouraging inter-disciplinary work, revealing – while allowing for – an eclecticism of research and investigation that stands in clear contrast to its American counterpart. Critical theorists in the British school of IPE in particular have been highly prolific in recent years and have introduced research on a wide range of contemporary issues in the global political economy. However, this school tends to overlook two very important areas of analysis: work and employment. More thus needs to be done. This article argues that researchers from seemingly autonomous fields can teach critical IPE a lesson: inter-disciplinarity is not a fantasy. The analysis suggested here is of how governmental policy idealises a particular subjectivity wherein workers are not employed, but are employable. Not only would a focus on this problem enhance existing research in critical IPE: it is also essential if we are to address the needs of humanity in the increasingly unstable and flexibilised world of work. The British school of critical IPE is the forum within which this conversation could and should be continued.

Abstract:: What should be the role of the United States and other foreign powers in unstable areas of the world? gis question, which is as pertinent as it has ever been, may seem like an issue for presidents, cabinet members, and flag officers—and it is—but it also affects the military and foreign policy establishments all the way down to ground level, where junior officers, enlisted troops, and State Department/USAID personnel are engaging the local populations. Indeed, those of us who have served in a military or civilian capacity among the people in Iraq or Afghanistan will recognize many similarities in the challenges that we faced with those Robert Angevine describes that confronted the U.S. Army in the Philippines a century ago.ge author quotes one Constabulary officer who noted that he “had to know not only military work, but he also had to be an executive as well as a tactful politician.” It is also important to know the local culture, including landmark historical events and how the memory of them continues to have impact. In his article on the Battle of Maiwand, fought by the British in Afghanistan in 1880, Erich Wagner quotes our current commanding officer with Marine Corps Combat Development Command, Lieutenant General Richard P. Mills, as saying that the Afghans regularly reminded him in 2010 of “the Maiwand War”and of how their ancestors had made Afghanistan the “the graveyard of empires.” As Wagner writes, and vividly details in his piece, “the memory of those times is still alive in the community.” Instability has been the order of the day in Somalia for decades now, but Peter Pham’s article offers at least some hope from the northern part of that country, which is known as Somaliland. Pham, who is widely recognized as one of the leading experts on the region and is a senior advisor to U.S. Africa Command, posits that lessons from the Somaliland experience may be applicable in other countries.

163. War-Time Contingency and the Balfour Declaration of 1917: An Improbable Regression

Abstract:: Rejecting deterministic views of the 1917 Balfour Declaration as an expression of the inevitable work of history returning Jews to their ancient homeland, this article argues that Britain's fateful endorsement of the idea of a national home for Jews in Palestine was, in fact, the result of a combination of fortuity and contingency related primarily to World War I and the concerns and personalities of the British politicians involved. The article highlights the historic improbability of the Declaration and its implementation in the League of Nations Mandate for Palestine, noting the regression it represented at a time when British imperial policy aspired to more flexible accommodations with colonial populations. FOR MANY ZIONISTS in the early twentieth century, the establishment of a national home for the Jews in Palestine through the British government's Balfour Declaration of 1917 and its League of Nations Mandate of 1922 represented, momentously, the now-imminent return of a diasporic people, comparative aliens in gentile societies, to their ancient home in the Levant. The mystic Zionist, Abraham Isaac Kook, saw it all as an expression of divine purpose, a great restorative sweep of God-driven history. Such ideas were rooted, albeit with a political twist, in the ancient Jewish sense of a “sacred” history and a related metaphysic of material events. There was an even grander reclamation: a “return to history” (ha-shiva la-historia) itself. Until that point, lacking territoriality and incoherent as a nation, the Jews had been, in David Ben-Gurion's words at the time of the Balfour Declaration, “extricated from world history.” Now, through the official agency of the British, they were poised for a dramatic reentry. REGRESSION To the disinterested historian, however, what commands attention is not some working through of ineluctable religious or secular historical forces but rather the sheer short-term contingency, much of it war related, of the enabling factors underlying both the Declaration and Britain's Mandate over Palestine in which it was ultimately incorporated. If there was any great movement of events, it was more a regression than an advance, involving as it did the establishment of a European settler community in an already well-peopled and well-charted territory. Britain's sponsorship of the Zionist project stood in contradiction to the “Wilsonian” spirit of the times, in which self-determination for formerly imperialized societies had been, notionally at least, a significant concern in post–World War I political dispositions. The British were remarkably explicit in their denial of democratic rights to the Palestinian Arabs. The author of the Declaration, Foreign Secretary Arthur Balfour, insisted, in an oft-quoted remark, that the aspirations of Zionists were “of far profounder import than the desires and prejudices of the 700,000 Arabs who now inhabit that ancient land,” and that Arab claims to Palestine were “infinitely weaker than those of the Jews.” These views were consistent with the Declaration's promise of protection for the “civil and religious,” but not “political,” rights of the so-called “non-Jewish” population of Palestine. Lord Alfred Milner, one of the drafters of the Declaration, suggested that history and tradition of “the most sacred character” made it “impossible . . . to leave it to the Arab majority . . . to decide what shall be the future of Palestine.” The prime minister, David Lloyd George, was more succinct: “You mustn't give responsible government to Palestine.” Nor could the indigenous population do much by way of effective complaint: Sir Ronald Storrs, successively military governor of Jerusalem and civil governor of Jerusalem and Judea between 1917 and 1926, observed that the Palestinian Arabs, in making pleas for political justice, had “about as much chance as had the Dervishes before Kitchener's machine guns at Omdurman.” There was, of course, a widespread failure on the part of European colonial powers to deliver self-determination to their subordinate societies: It took a second world war to bring that about. But there was a distinct sense in British imperial policy that aspired to more flexible accommodations with colonial populations—notably in India, Ireland, and Egypt. Winston Churchill as colonial secretary had, despite his own vigorous Zionism, a clear sense of the inflammatory inconsistency involved, declaring in 1922 that the problem with the idea of a Jewish homeland was “that it conflicted with our regular policy of consulting the wishes of the people in mandate territories and giving them a representative institution as soon as they were fitted for it.” Another friend of Zionism, Sir Mark Sykes, insisted in 1918: “If Arab nationality be recognised in Syria and Mesopotamia as a matter of justice it will be equally necessary to devise some form of control or administration for Palestine” that recognizes “the various religious and racial nationalities in the country . . . according equal privileges to all such nationalities.” The regression, however, was implemented, and proved to be of the greatest historical significance, with bloody consequences for the near-century ahead. The clear implication was that the Jewish national home in Palestine, inserted in newly conquered British territory, could survive only through radical moderation of its colonialist instincts and an historic compromise with the Arab majority; or, alternatively, by iron-fisted attempts to impose unmoderated Jewish political will. The second approach—the one that came to govern events—was well articulated by the “revisionist” Zionists, most notably by the Odessa-born Vladimir Jabotinsky. As Avi Shlaim indicates, Jabotinsky did not subscribe to the common, tendentious illusion that “backward” Arabs would welcome “modernizing” Jews into their midst. Conflict was bound to ensue, he maintained, and it was incumbent upon the arriving settlers to prepare psychologically and militarily for the battles to come. “Any native people,” Jabotinsky wrote in 1923, “views their country as their national home, of which they are complete masters. They will not voluntarily allow, not even a new master, but even a new partner. And so it is for the Arabs. . . . They look upon Palestine with the same instinctive love and true fervor that any Aztec looked upon his Mexico or a Sioux looked upon the prairie.” The analogies were not happy ones.

164. Mahal and the Dispossession of the Palestinians

Abstract:: The participation of thousands of overseas volunteers (the Mahal) in Zionist military operations conducted throughout the 1948 war has received insufficient critical attention. Mainly English-speaking World War II veterans recruited by the Zionist movement in the West for their expertise in such needed specializations as artillery, armored warfare, and aerial combat, the Mahal's importance to the military effort far exceeded their numbers. Situating their involvement within the broader historical context of Western support for the Zionist project, this article examines their role within the Haganah and Israel Defense Forces (particularly in aerial and armored units) in operations involving the violent depopulation of Palestinian communities. IN 1948, thousands of overseas volunteers traveled to Palestine to take part in Zionist military operations. While various accounts of their participation are available, the record of those Zionist combatants formally designated as Mahal (from the Hebrew Mitnadvay Hutz La'aretz, “volunteers from abroad”) has been distorted in deference to conventional Zionist historiography. The Mahal recruits are generally depicted as “forgotten heroes,” as historian David Bercuson describes them in The Secret Army. Providing the foreword to a study published amidst Israel's jubilee celebrations in 1998, Binyamin Netanyahu praises the “contribution to the struggle for liberation” made by Mahal fighters. “For them,” the authors of the study explain, “justice lay entirely on the side of the Jews”. The various memoirs written by volunteer combatants themselves likewise emphasize heroics in the service of a just cause. Yitzhak Rabin summarizes the standard narrative in his forward to one such volume: “The contribution of this small band of men and women is a glorious chapter in the story of Israel's struggle for freedom.” Estimates vary regarding the number of Mahal personnel interspersed throughout the Zionist forces. An initial Israeli census produced an estimate of 2,400, a figure now roundly considered low. Bercuson asserts that there were “more than 5,000 foreign volunteers who served with the Israeli forces”; Benny Morris cites an estimate of “more than 4,000.” A short study published by Israel's Ministry of Education in 2007 puts the figure at approximately 3,500. In any event, with total Israeli troop levels nearing 100,000 by the end of 1948, the significance of Mahal combatants did not lie in their numbers. “Mahal's special contribution,” in the words of David Ben-Gurion, “was qualitative.” Mostly English-speaking veterans of World War II, Mahal recruits devoted specialized skills to the Zionist military effort. Their expertise in modern military organization, artillery, armored warfare, naval, and aerial combat crucially facilitated the development (and early application) of Israeli military power. This “glorious chapter,” as Rabin calls it, has gradually been written into the “heroic version” of Israel's establishment. The role of foreign recruits in the political and demographic transformation of Palestine effected in 1948 merits a more critical recounting. What is recorded in the annals of Zionist historiography as Israel's War of Independence was experienced by Palestinians, some 750,000 of whom were displaced from their homes in the process, as colonial conquest. Widespread ethnic cleansing was among its principal features—a painful reality made more so by the denials, disinformation, and even celebrations that have surrounded it since. The present article reexamines the record of Mahal recruits in this light. THE POLICY OF COERCION AND ITS INTERNATIONAL UNDERPINNINGS From its establishment in 1897, the World Zionist Organization (WZO) pursued its ambitions concerning Palestine through organizational activity in Europe and North America and a strategic orientation toward the paramount imperial powers of the time. This approach succeeded in spectacular fashion during World War I when the Zionist movement secured British sponsorship for the creation of a Jewish “national home” in Palestine—a sponsorship given force by Britain's occupation of Palestine during the war and incorporated into its subsequent rule over Palestine under a Mandate approved by the League of Nations. With the growth of the prestate Jewish settlement (the Yishuv) during the period of British Mandatory rule (1922–1948), the center of Zionist decision making gradually shifted from Europe to Palestine. The WZO presidency of Chaim Weizmann, anchored in London, was overtaken by the leadership of David Ben-Gurion, based primarily “in the field.” But militarily as otherwise, the strength of the Yishuv remained heavily dependent upon international support. Funds from Western affiliates of the WZO—notably, the United Palestine Appeal (UPA), which channeled North American funds to Palestine through the Keren Hayesod (Foundation Fund)—were allocated according to the priorities of the Zionist Executive, including building military capacity. In matters of formal politics and diplomacy, the WZO operated in post-World War I Palestine as the Jewish Agency, which enjoyed formal juridical standing within the British Mandatory regime. Its military arm, the Haganah, though formally illegal, in practice also received important (albeit uneven) support from British authorities. This was most significant during the Palestinian Arab rebellion of 1936–1939, when sections of the Haganah were equipped and trained by the British to help put down the uprising within the framework of “Special Night Squads” and the Supernumerary Police force. Their experience bolstered the Haganah's capacities and contributed to shaping its military doctrine, particularly its preference for night-time assaults on Arab villages. By the late 1930s, as Nur Masalha has shown, leading Zionist decision makers were engaged in frank internal discussions regarding the prospect of forcibly expelling (or “transferring”) Palestinians to clear the way for a Jewish state. The fate of statist Zionism and its quest for a Jewish demographic majority would thus rest on coercive power. In a June 1938 discussion of transfer with the Jewish Agency Executive, Ben-Gurion emphasized that although the Zionist movement should seek Arab acquiescence, it “must enforce order and security and it will do this not by moralizing and preaching 'sermons on the mount' but by machine guns, which we will need.” “For Ben-Gurion,” writes biographer Shabtai Teveth, “the Yishuv's relationship with the Arabs of Palestine was now a military and not a political question.”

165. The One-State Solution: An Alternative Vision for Israeli-Palestinian Peace

Abstract:: This essay examines the one-state alternative to the commonly accepted two-state solution, which has been the basis of the Israeli-Palestinian peace process since 1993. It reviews the prospects for success of the two-state solution and sets out the arguments for and against such a settlement. The history and interpretation of the one-state alternative, whether binational or secular democratic, are explored, and the future chances of its success assessed. The author finds that to date no "road map" exists for how to implement the one-state solution, without which it is likely to remain an idealistic dream. THIS ARTICLE IS WRITTEN against the background of the latest round of Israeli-Palestinian peace talks that began in Washington on 2 September 2010. The object of the talks, as of the peace process launched in 1993, is the termination of the conflict through the creation of a Palestinian state “alongside” Israel, that is, the two-state solution. However, changes on the ground in the occupied Palestinian territories since 1993 threaten to make such a solution unlikely, if not impossible. The Israeli colonization of the West Bank and East Jerusalem has so advanced as to make questionable the logistical possibility of creating a viable Palestinian state on the territory that remains. Yet there is an extraordinary reluctance on the part of most politicians concerned with the conflict to look the facts in the face and draw the obvious conclusion: A two-state solution that complies even with minimalist Palestinian requirements cannot emerge from the existing situation. Rather like Hans Christian Andersen's tale of the emperor's new clothes, none of them is willing to see the naked truth. As the feasibility of the two-state solution recedes, the debate has turned to the one-state alternative, often as an undesirable outcome of last resort failing implementation of the preferred option. Both sides have used it as a threat against those standing in the way of the two-state solution. Israel's former prime minister Ehud Olmert, for example, told Ha'Aretz on 30 November 2007 that if the two-state solution collapsed, leading to a South African-style struggle for equal rights, Israel would be “finished.” And former Palestinian prime minister Ahmed Qurai' declared in 2004 that if the two-state solution became impossible, Palestinians would have to aim for one state. Whatever the motivation, the idea of a unitary state has attracted renewed interest. In fact, the idea of sharing the land between Arabs and Jews is older than that of the two-state solution, which is a recent notion in Palestinian history that emerged in response to a series of defeats for the Palestinian national movement. Though never totally absent from the debate about a solution, the unitary state has increasingly become part of mainstream political discourse. A number of one-state groups have come into being, half a dozen conferences have been held, and a growing literature on the topic has appeared. Given the reality on the ground in what remains of Palestine, the uncertainty of success for peace negotiations aimed at two states, and the precariousness of the political situation, it would be irresponsible not to seriously examine the one-state alternative. THE EVOLUTION OF THE TWO-STATE IDEA The two-state solution has become something of a mantra for all those involved in the peace process. But the proposition that it is the ultimate solution, to the point of obviating the need to consider others, is neither true nor consonant with elementary notions of justice. Not only does it divide the Palestinians' historic homeland into grossly unequal parts, made possible by coercion and force of arms, it also forecloses any meaningful return for the refugees driven out. The idea that it could reasonably settle a conflict whose very basis is dispossession and injustice without addressing those issues is, to say the least, unrealistic. The two-state solution is in fact a recent position for Palestinians, who always rejected the idea of partition as a device used by Britain and later the UN and Western states for accommodating Zionist ambitions in the country. Today's Western support for a two-state solution springs fundamentally from the same motives. The Zionists first proposed partition to the Mandate authorities as far back as 1928, when the Jewish population of the country was 20 percent. In 1937 the Peel Commission, set up by the British Government to find a solution for the conflict between Jews and Arabs in Mandate Palestine, recommended that the country be divided into Jewish and Arab states. In 1947, the partition of Palestine was enshrined in UN General Assembly resolution 18, which was passed thanks to overwhelming U.S. pressure and against strong Arab opposition. The Palestinians at the time saw partition as an outrageous assault on the integrity of their country and an undeserved gift to a newly arrived immigrant Jewish minority imposed on them. This remained the Palestinian position after 1948, when the aim of the newly formed PLO in 1964 was “the recovery of the usurped homeland in its entirety,” as the preamble to the 1964 Palestine National Charter phrased it. It was the 1967 war, which spectacularly demonstrated Israel's superior military power, (not to mention its staunch Western support), that forced a change in the Palestinian position. The question of partition returned implicitly to the national agenda in 1974, precipitated by the peace negotiations that followed the 1973 Arab-Israeli war, offering hope of a comprehensive settlement and a role for the PLO. At its twelfth meeting, the Palestine National Council (PNC) formally resolved to set up a “national, independent and fighting authority on every part of Palestinian land to be liberated” from Israeli occupation. Although there was no mention of a Palestinian state as such, the resolution paved the way for new thinking about the future. This was reflected in the next PNC meeting in 1977, which called for “an independent national state” on the land with no reference to its total liberation. By 1981, the PNC had welcomed a Russian proposal for the establishment of a Palestinian state, and the idea of a two-state solution was gaining ground.

Abstract:: Why did Germany pursue naval expansion at the turn of the twentieth century? This question has long puzzled scholars of international security, who consider German naval ambition to be an instance of suboptimal arming—a decision that decreased Germany's overall security and risked the survival of the German state. This article argues that the social desire to be recognized as a world power guided Germany's decision to challenge British naval hegemony. From the beginning of its naval planning, Germany had one clear aim: a powerful fleet of battleships stationed in the North Sea would alter the political relationship with Britain in such a way that it could no longer ignore Germany's claim to world power status. Reconceptualizing Germany's naval ambition as a struggle for recognition elucidates the contradictions at the center of German naval strategy, explaining how the doomed policy could proceed despite its certain failure. The article concludes that the power-maximizing practices of great powers should be seen as an important component of identity construction and an understudied dimension of contemporary security practice.

Abstract:: For the Armenians of Palestine, the three decades of the Mandate were probably the most momentous in their fifteen hundred-year presence in the country. The period witnessed the community's profound transformation under the double impacts of Britain's Palestine policy and waves of destitute Armenian refugees fleeing the massacres in Anatolia. The article presents, against the background of late Ottoman rule, a comprehensive overview of the community, including the complexities and role of the religious hierarchy, the initially difficult encounter between the indigenous Armenians and the new refugee majority, their politics and associations, and their remarkable economic recovery. By the early 1940s, the Armenian community was at the peak of its success, only to be dealt a mortal blow by the 1948 war, from which it never recovered.

Abstract:: In the aftermath of the First World War, Britain aimed to create an autonomous Kurdish state – or states – in northern Mesopotamia to be governed under its protection. It therefore experimented with various different methods between the years 1918 and 1920. All those attempts were proven futile. Using mainly the British and Ottoman archival material it has been inquired how the British authorities had developed the plan for Kurdistan, how they tried to implement it in the northern Iraq (then the Mosul vilayet) and the southeastern Anatolia respectively, and how they failed. The reasons for Britain's failure had been discussed. After the failure new policy options had been given consideration among which, the debates on retreat came into prominence. The diplomatic negotiation process between the allies and the legal arrangements on Kurdistan that took pace in the Treaty of Sevres was of a nature of keeping up appearances. Kurdistan plan, though failed in 1920's, gained ground in the following years as the international conditions became more convenient. As the Kurdish problem has once again become an issue of worldwide concern, it will be interesting to see how the British government dealt with this complicated problem when it first emerged, some ninety years ago.

Abstract:: On 28 June 1914 the heir presumptive to the Austro-Hungarian throne was assassinated. The Austrian government alleged official Serbian involvement, issued an ultimatum, and, rejecting negotiation, began hostilities on 29 July with a bombardment of Belgrade. In a linked series of decisions, four other major European powers—Germany, Russia, France, and Britain—joined the struggle. Ultimately, twenty-nine nations, including Japan and the Ottoman Empire, would be involved. In all instances, the decision makers recognized the inherent hazards. They knew their choices could enlarge the conflict and significantly escalate the dimensions of the struggle.

Abstract:: I can recall a time, prior to the fall of the Berlin Wall, when any attention paid to Southeast Asia by most observers in the West (outside of Australia and New Zealand, at least) was conditioned by that region's importance within the context of the Cold War. Books with titles such as Soviet Strategies in Southeast Asia, or the preposterous assertion on the dust jacket of a volume on the Konfrontasi campaign that Britain's victory in Borneo was of "immense" importance in "stemming the spread of Communism," attest to the fact that political and military writers of that era —or at any rate their publishers—were mainly concerned with which Southeast Asian country would be the next "domino" to fall in what appeared to many to be communism's inexorable march through the region. Today, in the aftermath of the terrorist attacks of September 11, 2001, another simplistic, binary opposition between the West and "someone else" has been ushered in, the so-called "War on Terror," and so, like a soldier replacing the red lens of a military-issue angle flashlight with a green one, interest in Southeast Asia is now often structured around its character as an important centre of political Islam.

Abstract:: With British and French aircraft undertaking most of the air operations over Libya and some fiftyfive years on from the Suez debacle, historical irony abounds. On November 2 2010, London and Paris agreed the Defence and Security Cooperation Treaty1 (see box below). On the face of it the accord is by and large military-technical: to develop co-operation between British and French Armed Forces, to promote the sharing and pooling of materials and equipment including through mutual interdependence, and leading to the building of joint facilities. This it is hoped will promote mutual access to each other's defence markets, through the promotion of industrial and technological co-operation. But what has the treaty to do with the European Union (EU) and the Common Security and Defence Policy (CSDP)? Does the treaty mark the first step on the road to regalvanising Europe's strategic defence or is it simply the strategic pretence of two aging, failing powers unable to accept a world that has moved on?

Abstract:: Turkey, due to its geopolitical position, was subject to political and military pressures by the Great Powers during and immediately after World War Two. During the war, the Great Powers exerted substantial pressures on Turkey to obtain its compliance in operating the Straits policy in accordance with their own strategic interests. This situation led to collaboration and competition among the Great Powers. In fact, the rivalry and collaboration of the Great Powers in the eastern Mediterranean during these periods, and the interaction of British, Soviet and American policies with those of regional states, has been examined by a number of Turkish and foreign researchers in recent years. Nicholas Tamkin is one of these authors and he has meticulously trawled through British archives and other published and unpublished sources available in Britain to elucidate Turkey's role in British strategy and diplomacy during World War Two. He makes a significant contribution on the formulation of British foreign policy and wartime strategy towards Turkey with a special emphasis given on Turkey's place in the uneven relationship between Britain and the Soviet Union.

Abstract:: This article argues that the American empire cannot be fully understood without reference to the ways in which American imperial identities have been associated with the historical experience of England/Britain. To make this argument, the article considers four discourses of identity in particular – Anglo-Protestantism (religion), Anglo-Saxonism (ethnicity/race), Anglo-Saxon capitalism (institutions) and English (language). US imperial development was conditioned by many forces, but none match the aggregate power of America's 'Anglo-ness'. Although it is too early to assess the ways in which these discourses are negotiated, critiqued and reproduced in the 'age of Obama', the American empire is likely to continue to protect and project Anglo-ness vis-à-vis to the rest of the world.

Abstract:: Japan is an Indian Ocean power of long standing. Ten years ago, in a post-9/11 show of solidarity with the United States and to exercise a more muscular foreign policy, Tokyo committed vessels of the Japan Maritime Self-Defense Force (JMSDF, or MSDF) to the coalition naval contingent supporting combat operations in Afghanistan. JMSDF tankers resupplied coalition warships, while Aegis destroyers guarded against air and surface threats in the Arabian Sea. Japanese seamen posted impressive statistics for this naval enterprise. The Japan Ministry of Defense reported that JMSDF vessels supplied about 137 million gallons of fuel oil and some 2.8 gallons of water to customers from about a dozen countries, including the United States, Pakistan, France, Britain, and Germany. Tokyo spent over $110 million on the logistics mission in its final two years according to Defense Ministry spokesmen, even as demand for such support dwindled.

Abstract:: The combination of the recession and financial crisis of the last few years has led to quite the outpouring of books by economists purporting to explain what happened and why, and how to avoid a repeat performance. This very crowded field has seen a range of quality, but a good number of these books have been quite well done. Alchemists of Loss by Great Britain's Kevin Dowd and Martin Hutchinson is another very good treatment of the issues. The authors bring a wealth of experience to their book. Dowd has had a long career as an academic, with much of his work focusing on the history and theory of “free banking” and other forms of financial deregulation. Hutchinson is a longtime financial journalist and has worked in the merchant and investment banking industries in Britain. They have written a comprehensive, fairly detailed, and surprisingly entertaining account of the historical context, theoretical framework, and actual events of the crisis.

Abstract:: This article analyses the conduct of British operations in Helmand between 2006 and 2010 and discusses the implications for the legacy and future of British counterinsurgency. A number of lessons stand out: first, competence in the field of counterinsurgency is neither natural nor innate through regimental tradition or historical experience. The slow adaptation in Helmand—despite the opportunity to allow the Basra experience to be a leading example of the need for serious changes in training and mindset—is an indication that the expertise British forces developed in past operations is but a distant folktale within the British Armed Forces. Substantially changed training, painful relearning of counterinsurgency principles and changed mindsets are therefore necessary to avoid repeated early failures in the future. Moreover, despite eventually adapting tactically to the situation and task in Helmand, the British Armed Forces proved inadequate in dealing with the task assigned to them for two key reasons. First, the resources of the British military are simply too small for dealing with large-scale complex engagements such as those in Helmand or southern Iraq. Second, the over-arching comprehensive approach, and especially the civilian lines of operations that underpinned Britain's historical successes with counterinsurgency, are today missing.

181. Dr Fox and the Philosopher's Stone: the alchemy of national defence in the age of austerity

Abstract:: The history of British defence reviews has been one of repeated disappointment: a cycle in which policy failure is followed by a period of inertia, giving way to an attempt at a new policy framework which is then misimplemented by the defence leadership. Each failed defence review therefore sows the seeds of its successor. With this in mind, in 2010 the new coalition government embarked upon an altogether more ambitious exercise: a strategy review comprising a National Security Strategy and a Strategic Defence and Security Review. This article suggests, nevertheless, not only that the 2010 strategy review looks likely to follow past performance, but also that it is coming unstuck at an unprecedented rate. This is a pity since the 2010 review had much to commend it, not least the adoption of a risk-based approach to security and defence policy-making. What is the explanation for this outcome? Is it that the British have, as some have suggested, lost the ability to 'do strategy', if ever they had it? The authors offer a more nuanced understanding of the policy process and argue that the coalition government in fact has a very clear and deliberate strategy—that of national economic recovery. Yet the coalition government cannot allow national defence and security to fail. The authors conclude with an assessment of the options open to the defence leadership as they seek to address the failing 2010 strategy review and suggest a variety of indicators which will demonstrate the intent and seriousness of the political, official and military leadership of the Ministry of Defence.

182. Britain's coalition government and EU defence cooperation: undermining British interests

Abstract:: The formation of a coalition government by the Conservatives and Liberal Democrats, combined with the need for important cuts to Britain's armed forces has raised significant uncertainties about Britain's attitude to defence cooperation within the European Union. Since taking office the coalition, while grappling with the implications of Britain's fiscal challenges, has shown an unprecedented interest in strengthening bilateral defence collaborations with certain European partners, not least France. However, budgetary constraints have not induced stronger support for defence cooperation at the EU level. On the contrary, under the new government, Britain has accelerated its withdrawal from the EU's Common Security and Defence Policy (CSDP). This article assesses the approach of the coalition to the CSDP. It argues that, from the perspective of British interests, the need for EU defence cooperation has increased over the last decade and that the UK's further withdrawal from EU efforts is having a negative impact. The coalition is undermining a framework which has demonstrated the ability to improve, albeit modestly, the military capabilities of other European countries. In addition, by sidelining the EU at a time when the UK is forced to resort more extensively to cost-saving synergies in developing and maintaining its own armed forces, David Cameron's government is depriving itself of the use of potentially helpful EU agencies and initiatives—which the UK itself helped set up. Against the background of deteriorating European military capabilities and shifts in US priorities, the article considers what drove Britain to support EU defence cooperation over a decade ago and how those pressures have since strengthened. It traces Britain's increasing neglect of the CSDP across the same period, the underlying reasons for this, and how the coalition's current stance of disengagement is damaging Britain's interests.

Abstract:: The geography of power is at present being dramatically transformed, notably by the rapid economic rise of China. What makes international order legitimate in a world in which political and economic foundations are rapidly shifting? This article examines analogies and lessons from a previous transition, from a world order centered on Britain, to a US dominated global order. The article looks at two interpretations of the transition, one by E. H. Carr, the other by Charles Kindleberger. China is beginning to behave in the way expected of a Kindleberger hegemon, but also sees the possibilities of asserting power in a world that in the aftermath of 2008 looks much more like the chaotic and crisis-ridden interwar period as interpreted by E. H. Carr. The challenge for the management of the new international order will lie in the ability of China to embrace the universalistic vision that underpinned previous eras of stability, in the nineteenth century and in the late twentieth century.

People labored hard in grueling conditions but produced little wealth for their efforts; food was scarce; disease was rampant; child mortality was about 50 percent; and life expectancy was twenty to thirty years. To borrow from Thomas Hobbes, life was “nasty, brutish, and short.” ©2008 Frankie Roberto http://commons.wikimedia.org/wiki/ File:James_Watt%27s_Workshop.jpg Today, by contrast, in developed countries such as Britain and the United States, the relatively few people who are considered “poor” typically work in comfortable jobs (if they work at all); have refrigerators, electric light, indoor plumbing, televisions, telephones, and the like; and can expect to live into their seventies. Their “poverty” appears rather fortunate compared to the wealth of kings past. The average person today works in even greater comfort; has a car, a computer, a cell phone, countless other devices of luxury, and a lifestyle that would make any king living in the pre-industrial era look like a peasant. The dramatic transformation from universal poverty to widespread wealth began in the late 18th century with the Industrial Revolution, which originated in Britain. The Industrial Revolution was just that: a revolution of industry—a revolution in which an enormous increase in the commercial production and sale of goods changed the world and improved man's standard of living by orders of magnitude. As historian Eric Hobsbawm remarks, “No change in human life since the invention of agriculture, metallurgy and towns in the New Stone Age has been so profound as the coming of industrialization.”1 To see what caused this dramatic transformation, let us look first at the political climate and living conditions of the medieval era that preceded the British Industrial Revolution; then we will consider the politico-economic system in which the Revolution occurred, several related developments that illustrate the nature of the era, and the economic growth that these developments brought about.

Abstract:: This article looks at the impact of Turkish voters in German politics since the 1980s with a special attention to the latest elections in September 2009. While Turks were almost entirely connected with the Social Democratic Party (SPD) in Germany in the 1960s and 1970s, the 1980s witnessed the rising appeal of the Greens among immigrants in general and Turks in particular. This was followed by the success of Turkish candidates in the Left Party in the 2005 elections. The latest elections in September 2009 witnessed a further diversification of Turkish representation as the SPD, Greens, Left, and the (liberal) FDP each sent a Turkish member into the Bundestag, while the CDU/CSU remained the only party without Turkish representation at the federal level. Despite persistent under-representation in the political arena, and some obstacles against their acquisition of citizenship and religious observance, the Turkish minority in Germany still registers a higher level of political presence than the Muslim minorities in France and Britain.

Abstract:: This article attempts to analyze various aspects of ethnic and religious identity configurations among the Turkish Sunni Muslims in Britain and to explore how such social processes influence their socio-political integration. It tries to situate the Turkish community in the context of British Muslim identity politics. Findings in this article are based on in-depth interviews on perceptions and attitudes the Turkish Sunni Muslims have and their implications in the planning of collective activities, especially in the field of education. This study reveals that although the current level of integration among the Turkish Sunni Muslims in Britain is less than expected, neither living in a non-Muslim country nor claiming to have a British identity are perceived as incompatible with Turkish and Islamic values. This paper concludes that educating Turkish youths in ethnic and religious values is a priority, as it is seen as a means to protect against assimilation, while allowing for successful integration.

187. Command and Control? Planning for EU Military Operations

Abstract:: This paper assesses the effectiveness of the European Union's capability for the planning and conduct of military operations. Given the fact that the planning and conduct phases of an operation can never be fully isolated from each other, the paper does include some references to the conduct dimension, i.e. command and control (C2). However, it is with planning issues that this paper is most directly concerned. It argues that the lack of a permanent planning and conduct capability cripples the Union's planning and C2 performance as well as the development of the European Security and Defence Policy (ESDP) more broadly. This capability, though, need not adopt the form of a fully-fledged Operational Headquarters (OHQ). The paper explains that the nature and evolution of the Union's planning and C2 capability is largely the result of compromises between France, Britain and Germany (the Union's 'Big Three') and argues that a coincidence in British-German objectives – the 'awkward alignment' – is particularly responsible for the continuing absence of a permanent military planning and C2 capability.

Abstract:: The British general election of 2010 has, despite all expectations, become a genuinely exciting and possibly ground-breaking event. If, as more and more opinion polls indicate, the outcome on May 7 is a hung parliament, with no one party having an overall majority, the result will reverberate through the British political system and onwards through European politics more generally. Until very recently, Britain's European partners were, like the British punditocracy, expecting a Conservative win and a new round of British Euroscepticism as a result. Now, the sudden rise of the Liberal Democrats, by far the most pro-EU of the three big British parties, is calling all that into question. This briefing looks at why a hung parliament is now possible and after considering the manifesto policies on European and foreign affairs of the three main parties, considers what it might mean for Britain's relations with the EU and wider world.

189. The Non-Americanization of European Regulatory Styles: Data Privacy Regulation in France, Germany, Italy, and Britain

Abstract:: European countries have experienced massive structural transformation over the past twenty-five years with the privatization of state-owned industries, the liberalization of markets, and the rise of the European Union. According to one prominent line of analysis, these changes have led to the Americanization of European regulatory styles: previously informal and cooperative modes of regulation are becoming adversarial and litigation-driven, similar to the American system. This article explores the Americanization hypothesis with a structured comparison of data privacy regulation in four countries (France, Britain, Germany, and Italy) and a review of three other policy areas. It finds that European regulatory systems are converging, but not on American-style litigation, rather on an administrative model of deterrence-oriented regulatory enforcement and industry self-regulation. The explanation for this emerging regulatory strategy is to be found in government responses to market liberalization, as well as the pressure created by the governance process of the European Union.

Abstract:: How should we tell the histories of academic disciplines? All too often, the political and institutional dimensions of knowledge production are lost beneath the intellectual debates. This book redresses the balance. 191. Diamonds and War: State, Capital, and Labor in British Ruled Palestine

Abstract:: The mining of diamonds, their trading mechanisms, their financial institutions, and, not least, their cultural expressions as luxury items have engaged the work of historians, economists, social scientists, and international relations experts. Based on previously unexamined historical documents found in archives in Belgium, England, Israel, the Netherlands, and the United States, this book is the first in English to tell the story of the formation of one of the world’s main strongholds of diamond production and trade in Palestine during the 1930s and 1940s. The history of the diamond-cutting industry, characterized by a long-standing Jewish presence, is discussed as a social history embedded in the international political economy of its times; the genesis of the industry in Palestine is placed on a broad continuum within the geographic and economic dislocations of Dutch, Belgian, and German diamond-cutting centers. In providing a micro-historical and interdisciplinary perspective, the story of the diamond industry in Mandate Palestine proposes a more nuanced picture of the uncritical approach to the strict boundaries of ethnic-based occupational communities. This book unravels the Middle-eastern pattern of state intervention in the empowerment of private capital and recasts this craft culture’s inseparability from international politics during a period of war and transformation of empire.

192. Beyond Convergence versus Path Dependence: The Internationalization of Industrial Relations at Ford Germany and Britain (1967–1985)

Abstract:: For a long time scholars of industrial relations tended to associate notions of internationalization with the debate about the cross-border convergence of industrial relations systems. Convergence versus path dependence was thus a key controversy in industrial relations studies for decades. This debate was mirrored in multinational companies when their attempts to “export” industrial relations practices to foreign subsidiaries encountered host country influences that constrained such attempts. In recent years many scholars shown the need for a wider and more complex analysis of internationalization processes that goes beyond the convergence/path dependence dichotomy. Building on this development, the paper presents a historical case study of the impact of cross-border subsidiary integration on industrial relations at Ford Germany and Ford UK between 1967 and 1985. I argue that convergence and path dependence need to be combined with a third “differential internationalization” approach that reflects the country-specific gradual change that emerges from subsidiary integration. The paper concludes by reflecting on the implications of the case study for contemporary internationalization debates.

Abstract:: One of the main factors that led directly to the present status quo in Cyprus tends to be forgotten. This was the extraordinary display of timidity on the part of Great Britain in the 1960s when confronted with determined Greek Cypriot attempts to make Cyprus Greek. And, needless to say, the subsequent forceful division of the island by Turkey in 1974 should always be seen in this earlier context: not, that is, as some kind of unforeseeable interruption in the island's natural and peaceful progression towards its Hellenic 'redemption'; least of all as the result of a brutal and arbitrary interference in a sovereign state on the part of a 'foreign power', both of which notions still circulate among many Greeks and their political sympathisers.

194. Ottoman De-Industrialization 1800-1913: Assessing the Shock, Its Impact and the Response

Abstract:: India and Britain were much bigger players in the 18th century world market for textiles than was Egypt, the Levant and the core of the Ottoman Empire, but these eastern Mediterranean regions did export carpets, silks and other textiles to Europe and the East. By the middle of the 19th century, they had lost most of their export market and much of their domestic market to globalization forces and rapid productivity growth in European manufacturing. Other local industries also suffered decline, and these regions underwent de-industrialization as a consequence. How different was Ottoman experience from the rest of the poor periphery? Was de-industrialization more or less pronounced? Was the terms of trade shock bigger or smaller? How much of Ottoman de-industrialization was due to falling world trade barriers—ocean transport revolutions and European liberal trade policy, how much due to factory-based productivity advance in Europe, how much to declining Ottoman competitiveness in manufacturing, how much to Ottoman railroads penetrating the interior, and how much to Ottoman policy? The paper uses a price-dual approach to seek the answers. It documents trends in export and import prices, relative to each other and to non-tradables, as well as to the unskilled wage. The impact of globalization, European productivity advance, Ottoman wage costs and policy are assessed by using a simple neo-Ricardian three sector model, and by comparison with what was taking place in the rest of the poor periphery.

Abstract:: The increase in fighting in the summer of 2009 has led to renewed debate in many of the countries contributing troops to the international mission in Afghanistan. In the UK the heavy loss of life amongst British soldiers has been central to the discussion on Britain's continued contribution. In Germany the debate has more focused on the increasingly offensive actions that the Bundeswehr is undertaking. France's contribution to the Afghanistan mission is less politically controversial than in other European countries because of the president's power over foreign and security policy. For many years Italy's Afghanistan contribution was less politically sensitive compared to the Italian presence in Iraq, but this is changing with the increase in violence in Afghanistan. In Sweden the annual parliamentary approval process and the increased expeditionary focus of the armed forces have lead to a strong consensus on the need to participate in Afghanistan. The debate in Finland is sporadic and reactive as there is not an annual parliamentary debate as is the case in Sweden and Germany. Nevertheless Finland's contribution is centrally linked to the decision made in those countries.

Abstract:: Stuart Mitchell's foray into the first decades of post-World War II British history is a welcome addition for those scholars who took an interest in the burgeoning historiography of this period. Mitchell's main focus is on the administrations of Harold Macmillan (1957-1963) and Sir Alec Douglas-Home (1963-1964), whose brand of 'modernizing Conservatism' antagonized both traditionalists and neoliberals within the Conservative Party. Mitchell thus seeks to painstakingly illuminate Macmillan's attempts to 'modernize' Britain during a period when its postwar consensus – dictated by the 1944 White Paper on Employment Policy - was beginning to unravel.

197. Towards a Sustainable Cocoa Chain: Power and possibilities within the cocoa and chocolate sector

Abstract:: The cocoa tree is an important source of income for millions of farming families in equatorial regions. Cocoa originates in the river valleys of the Amazon and the Orinoco in South America. Its discoverers, the Maya people, gave it the name 'cocoa' (or 'God's food'). Cocoa was introduced to Europe in the fifteenth century. Cocoa imports were heavily taxed, and as a result it was consumed as a drink only by the wealthy. Investment from Great Britain and The Netherlands, combined with the launch of the chocolate bar in 1842 by Cadbury, resulted in a greater demand for chocolate. This led to the gradual expansion of cocoa production, spreading to Africa in 1870.

Abstract:: How do states use economic-security linkages in international bargaining? Governments can provide economic benefits as a side payment to reinforce security cooperation and use close security ties as a source of bargaining leverage in economic negotiations. Domestic political pressures, however, may constrain the form of linkage. First, economic side payments are more likely to be chosen in areas that will not harm the key interests of the ruling party. Second, involvement by the legislature pushes governments toward using security ties as bargaining leverage for economic gains. Evidence from negotiations between Britain and Japan during the Anglo-Japanese alliance of 1902 to 1923 supports the constraining role of domestic politics. Economic-security linkages occurred as Britain gave favorable economic treatment to Japan in order to strengthen the alliance. Economic competition between the allies, however, made it difficult for Britain to grant asymmetrical economic benefits. In tariff negotiations where business interests had more influence in the domestic policy process, the alliance was used as leverage to force reciprocity.

Abstract:: The state-of-the-art British-sponsored fasttrack assessment of the global impacts of climate change, a major input to the much-heralded Stern Review on the Economics of Climate Change, indicates that through the year 2100, the contribution of climate change to human health and environmental threats will generally be overshadowed by factors not related to climate change. Hence, climate change is unlikely to be the world's most important environmental problem of the 21st century.
