As turmoil has shaken all its neighbors, the royal family has managed to guard its sovereignty and independence. King Abdullah II, described as the 43rd generation direct descendant of the Prophet Mohammad, ascended the throne of the Hashemite Kingdom on the death of his father in February 1999. Educated in the United States and Britain, after training at the British military academy at Sandhurst, he served as a major general in the Jordanian Army. During his 14-year reign, the kingdom's economy has flourished, and he has played a major role in encouraging an Israeli-Palestinian peace process. World Policy Journal editors asked His Majesty to illuminate, in his own words, the roots of Jordan's extraordinary record of security and democracy and the unique challenges posed by the complex neighborhood where his nation finds itself.

Abstract:: The bequest for the Church Peace Union-the predecessor of today's Carnegie Council for Ethics in International Affairs (and the publisher of this journal)-was given by Andrew Carnegie in February 1914. The Church Peace Union subsequently sponsored the first worldwide gathering of religious leaders, which was held in Constance, Germany, on August 2, 1914. Convened under the shadow of an impending war, not all delegates made it to the gathering. Six months previously, Carnegie had stipulated that the Church Peace Union devote its funds to the deserving poor "after the arbitration of international disputes is established and war abolished, as it certainly will be some day." This could happen, he noted, "sooner than expected, probably by the Teutonic nations, Germany, Britain, and the United States first deciding to act in unison, the others joining later." The outbreak of war was a catastrophic blow to such hopes, as the very nations expected to be at the core of this civilized project descended into an orgy of destruction the likes of which the world had never seen.

Abstract:: One hundred and ten years ago, on the eve of his coronation, Edward VII had appendicitis. The coronation was postponed for six weeks. In those days, ocean travel was the only transportation link between Great Britain and its former colony. Many Americans were in London for the coronation—an event that they had never seen since Queen Victoria's reign had lasted 64 years—so during this unplanned interval, they had lunches, and dinners, and dinners and lunches—and at one of them, on the very eve of the Royal event, a hundred Englishmen and Americans who saw in the greater alliance of their two countries the possibilities of a better world, forged the structure of the Pilgrims Society, an organization to exist separately in London and New York with the mutual purpose of “promoting the brotherhood among nations especially the United States and the British Empire.” In its illustrious history, Presidents, Prime Ministers, and Reigning Sovereigns have praised the Pilgrims Society's role as an advocate of the Special Relationship between Britain and America.

Abstract:: Socrates' pupil Chaerephon once asked an oracle “who is the wisest of all men?” The oracle responded that Socrates is the wisest of all because of his self-awareness. According to philosophers from Socrates to Montaigne, Spinoza, Kant, true wisdom and full knowledge may be a utopian fantasy. In a world of uncertainty where mistakes are unavoidable facts of daily life for citizens and politicians alike, how politicians will be able to avoid foreign policy mistakes is the main concern of this book. There are some other questions of crucial importance which the book deals with: What are foreign policy mistakes and how and why do they occur? The answers to those questions are available in this book and it concentrates on the concept of power. Regarding the concept of power, the main question is “kto-kovo?” (Lenin's famous question, “who controls whom?”) The answers to the question “what are foreign policy mistakes?” and conceptualizing foreign policy mistakes are quite blurry and complicated. There may be lots of different kinds of mistakes, such as violating moral rules, lack of cognitive judgment, and policies costing too much and having unanticipated and undesirable results. The mistakes can be classified as omission (too little/too late) and commission (too much/too soon). For example, mistakes of omission are evident in the British policies towards Germany which failed to deter Germany's occupation of Sudetenland in 1938 and to reassure the Russians that they would negotiate an alliance against Germany. This failure of the British decision makers led to a non-aggression pact between Stalin and Hitler in 1939. The Katyn Forest massacre exemplifies best how Soviet Russia misperceived the gains in cooperating with Germany in the removal of Poland from the map of Europe because according to the authors, the Soviet decision to execute Polish POWs and bury them in the Katyn Forest is a foreign policy decision that falls into three domain; morality, intelligence and policy. It was a violation of international law, based on a diagnostic judgement blinded by ignorance of the future and by communist ideology, which led to a prescription for a policy action that alienated future allies.This, at the same time illustrates the mistake of commission (too much/too soon) and moral failure. Foreign policy choices are not only concerned with rational choices, but, as Axelrod and Jarwis clearly defined it, they also stem from some sources of mistakes such as subjective cognitive maps, heuristics, attribution errors, desires to maintain cognitive consistency and avoid cognitive dissonance, selective attention, and other emotional or cold cognitive biases. Khong explains why human beings are “creatures with limited cognitive capacities” by emphasizing that leaders, like every human, tend to turn to historical analogies for guidance when confronted with novel foreign policy challenges. However the issue is that the result is often a foreign policy mistake since this only helps the leaders “access analogies on the basis of surface similarities”.

Abstract:: Formed in 1971 following Britain's departure from the Gulf, the United Arab Emirates (UAE) is a federation made up of seven monarchies, each of which retains traditional powers alongside more formal emirate-level and federal governments. With the bulk of the UAE's hydrocarbon reserves in the largest emirate of Abu Dhabi, the latter's ruling family continues to dominate UAE politics. Although a semi-elected consultative council exists, this is far from being an effective parliament, and since the 2011 “Arab Spring” there have been strong calls for greater democracy, which have led to the imprisonment of more than 50 activists. Externally, Iran remains the most significant threat to the UAE regime, having occupied three UAE islands since 1971 and continuing to alarm the UAE with its nuclear programme. Although the UAE is a wealthy country, often suffering from “voluntary unemployment” among its nationals, there is a serious wealth distribution problem, with poorer parts of the country experiencing poverty. Hydrocarbons remain the mainstay of the UAE's economy, although there have been some spirited attempts to diversify into other sectors, especially in Dubai, which is the UAE's most business-friendly emirate.

Abstract:: The great international intervention in Afghanistan is due to run down to a token presence by 2014. Foreign troops are returning home already, and their continued reduction will change the nature of the operation there. Closer to Europe, the Arab Spring has displaced more than a million people along the north coast of Africa. The efforts of those refugees to migrate toward Europe could begin to unsettle the region. Meanwhile, the European economy seems to be heading for long-term decline, and last summer's rioting in the United Kingdom (UK) has alarmed politicians and damaged British urban areas. Looking ahead, this article argues that 2015 may mark the start of a rather different security era, one in which the British government may have to determine whether the safety of its own population takes priority over supporting U.S. operations overseas.

Abstract:: Pushed to extremes, austerity is bad economics, bad arithmetic, and ignores the lessons of history. We, an international group of economists and social scientists, are outraged at the narrow range of austerity policies which are bringing so many people around the world to their knees, especially in Europe. Austerity and cutbacks are reducing growth and worsening poverty. In our professional opinions, there are alternatives – for Britain, Europe and all countries that currently imagine that government cutbacks are the only way out of debt. The low-growth, no-growth trap means that the share of debt in GNP falls ever more slowly, if at all. It may even rise – as it has in some countries.

Abstract:: On 18 January 2012 the British Prime Minister, David Cameron, updated the House of Commons about his government's position on the Falkland Islands: The absolutely vital point is that we are clear that the future of the Falkland Islands is a matter for the people themselves. As long as they want to remain part of the United Kingdom and be British, they should be able to do so. That is absolutely key. I am determined to make sure that our defences and everything else are in order, which is why the National Security Council discussed the issue yesterday. The key point is that we support the Falkland Islanders' right to self-determination. I would argue that what the Argentinians have said recently is far more like colonialism, as these people want to remain British and the Argentinians want them to do something else.

Abstract:: In this article we draw upon both critical and feminist international political economy (IPE) approaches in order to interrogate processes of change effecting specific localities in the context of neoliberal global restructuring. We give a closer focus to our interest in the global/local nexus by concentrating on issues of citizenship, community and discourse and practice on community cohesion. After setting out our framework, we develop a critique of community cohesion policies and practices in contemporary Britain. We then briefly review some of the current literature on gender and citizenship paying particular attention to how issues of material inequality, poverty and exclusion currently figure in academic debates. We conclude that gender inequality must be taken seriously if strong and cohesive communities are to be realised and that there is a need for further research that connects critical and feminist IPE to emerging critical literatures on community and citizenship.

Abstract:: The British school of International Political Economy (IPE) has been highly innovative in encouraging inter-disciplinary work, revealing – while allowing for – an eclecticism of research and investigation that stands in clear contrast to its American counterpart. Critical theorists in the British school of IPE in particular have been highly prolific in recent years and have introduced research on a wide range of contemporary issues in the global political economy. However, this school tends to overlook two very important areas of analysis: work and employment. More thus needs to be done. This article argues that researchers from seemingly autonomous fields can teach critical IPE a lesson: inter-disciplinarity is not a fantasy. The analysis suggested here is of how governmental policy idealises a particular subjectivity wherein workers are not employed, but are employable. Not only would a focus on this problem enhance existing research in critical IPE: it is also essential if we are to address the needs of humanity in the increasingly unstable and flexibilised world of work. The British school of critical IPE is the forum within which this conversation could and should be continued.

Abstract:: What should be the role of the United States and other foreign powers in unstable areas of the world? gis question, which is as pertinent as it has ever been, may seem like an issue for presidents, cabinet members, and flag officers—and it is—but it also affects the military and foreign policy establishments all the way down to ground level, where junior officers, enlisted troops, and State Department/USAID personnel are engaging the local populations. Indeed, those of us who have served in a military or civilian capacity among the people in Iraq or Afghanistan will recognize many similarities in the challenges that we faced with those Robert Angevine describes that confronted the U.S. Army in the Philippines a century ago.ge author quotes one Constabulary officer who noted that he “had to know not only military work, but he also had to be an executive as well as a tactful politician.” It is also important to know the local culture, including landmark historical events and how the memory of them continues to have impact. In his article on the Battle of Maiwand, fought by the British in Afghanistan in 1880, Erich Wagner quotes our current commanding officer with Marine Corps Combat Development Command, Lieutenant General Richard P. Mills, as saying that the Afghans regularly reminded him in 2010 of “the Maiwand War”and of how their ancestors had made Afghanistan the “the graveyard of empires.” As Wagner writes, and vividly details in his piece, “the memory of those times is still alive in the community.” Instability has been the order of the day in Somalia for decades now, but Peter Pham’s article offers at least some hope from the northern part of that country, which is known as Somaliland. Pham, who is widely recognized as one of the leading experts on the region and is a senior advisor to U.S. Africa Command, posits that lessons from the Somaliland experience may be applicable in other countries.

175. War-Time Contingency and the Balfour Declaration of 1917: An Improbable Regression

Abstract:: Rejecting deterministic views of the 1917 Balfour Declaration as an expression of the inevitable work of history returning Jews to their ancient homeland, this article argues that Britain's fateful endorsement of the idea of a national home for Jews in Palestine was, in fact, the result of a combination of fortuity and contingency related primarily to World War I and the concerns and personalities of the British politicians involved. The article highlights the historic improbability of the Declaration and its implementation in the League of Nations Mandate for Palestine, noting the regression it represented at a time when British imperial policy aspired to more flexible accommodations with colonial populations. FOR MANY ZIONISTS in the early twentieth century, the establishment of a national home for the Jews in Palestine through the British government's Balfour Declaration of 1917 and its League of Nations Mandate of 1922 represented, momentously, the now-imminent return of a diasporic people, comparative aliens in gentile societies, to their ancient home in the Levant. The mystic Zionist, Abraham Isaac Kook, saw it all as an expression of divine purpose, a great restorative sweep of God-driven history. Such ideas were rooted, albeit with a political twist, in the ancient Jewish sense of a “sacred” history and a related metaphysic of material events. There was an even grander reclamation: a “return to history” (ha-shiva la-historia) itself. Until that point, lacking territoriality and incoherent as a nation, the Jews had been, in David Ben-Gurion's words at the time of the Balfour Declaration, “extricated from world history.” Now, through the official agency of the British, they were poised for a dramatic reentry. REGRESSION To the disinterested historian, however, what commands attention is not some working through of ineluctable religious or secular historical forces but rather the sheer short-term contingency, much of it war related, of the enabling factors underlying both the Declaration and Britain's Mandate over Palestine in which it was ultimately incorporated. If there was any great movement of events, it was more a regression than an advance, involving as it did the establishment of a European settler community in an already well-peopled and well-charted territory. Britain's sponsorship of the Zionist project stood in contradiction to the “Wilsonian” spirit of the times, in which self-determination for formerly imperialized societies had been, notionally at least, a significant concern in post–World War I political dispositions. The British were remarkably explicit in their denial of democratic rights to the Palestinian Arabs. The author of the Declaration, Foreign Secretary Arthur Balfour, insisted, in an oft-quoted remark, that the aspirations of Zionists were “of far profounder import than the desires and prejudices of the 700,000 Arabs who now inhabit that ancient land,” and that Arab claims to Palestine were “infinitely weaker than those of the Jews.” These views were consistent with the Declaration's promise of protection for the “civil and religious,” but not “political,” rights of the so-called “non-Jewish” population of Palestine. Lord Alfred Milner, one of the drafters of the Declaration, suggested that history and tradition of “the most sacred character” made it “impossible . . . to leave it to the Arab majority . . . to decide what shall be the future of Palestine.” The prime minister, David Lloyd George, was more succinct: “You mustn't give responsible government to Palestine.” Nor could the indigenous population do much by way of effective complaint: Sir Ronald Storrs, successively military governor of Jerusalem and civil governor of Jerusalem and Judea between 1917 and 1926, observed that the Palestinian Arabs, in making pleas for political justice, had “about as much chance as had the Dervishes before Kitchener's machine guns at Omdurman.” There was, of course, a widespread failure on the part of European colonial powers to deliver self-determination to their subordinate societies: It took a second world war to bring that about. But there was a distinct sense in British imperial policy that aspired to more flexible accommodations with colonial populations—notably in India, Ireland, and Egypt. Winston Churchill as colonial secretary had, despite his own vigorous Zionism, a clear sense of the inflammatory inconsistency involved, declaring in 1922 that the problem with the idea of a Jewish homeland was “that it conflicted with our regular policy of consulting the wishes of the people in mandate territories and giving them a representative institution as soon as they were fitted for it.” Another friend of Zionism, Sir Mark Sykes, insisted in 1918: “If Arab nationality be recognised in Syria and Mesopotamia as a matter of justice it will be equally necessary to devise some form of control or administration for Palestine” that recognizes “the various religious and racial nationalities in the country . . . according equal privileges to all such nationalities.” The regression, however, was implemented, and proved to be of the greatest historical significance, with bloody consequences for the near-century ahead. The clear implication was that the Jewish national home in Palestine, inserted in newly conquered British territory, could survive only through radical moderation of its colonialist instincts and an historic compromise with the Arab majority; or, alternatively, by iron-fisted attempts to impose unmoderated Jewish political will. The second approach—the one that came to govern events—was well articulated by the “revisionist” Zionists, most notably by the Odessa-born Vladimir Jabotinsky. As Avi Shlaim indicates, Jabotinsky did not subscribe to the common, tendentious illusion that “backward” Arabs would welcome “modernizing” Jews into their midst. Conflict was bound to ensue, he maintained, and it was incumbent upon the arriving settlers to prepare psychologically and militarily for the battles to come. “Any native people,” Jabotinsky wrote in 1923, “views their country as their national home, of which they are complete masters. They will not voluntarily allow, not even a new master, but even a new partner. And so it is for the Arabs. . . . They look upon Palestine with the same instinctive love and true fervor that any Aztec looked upon his Mexico or a Sioux looked upon the prairie.” The analogies were not happy ones.

Abstract:: The participation of thousands of overseas volunteers (the Mahal) in Zionist military operations conducted throughout the 1948 war has received insufficient critical attention. Mainly English-speaking World War II veterans recruited by the Zionist movement in the West for their expertise in such needed specializations as artillery, armored warfare, and aerial combat, the Mahal's importance to the military effort far exceeded their numbers. Situating their involvement within the broader historical context of Western support for the Zionist project, this article examines their role within the Haganah and Israel Defense Forces (particularly in aerial and armored units) in operations involving the violent depopulation of Palestinian communities. IN 1948, thousands of overseas volunteers traveled to Palestine to take part in Zionist military operations. While various accounts of their participation are available, the record of those Zionist combatants formally designated as Mahal (from the Hebrew Mitnadvay Hutz La'aretz, “volunteers from abroad”) has been distorted in deference to conventional Zionist historiography. The Mahal recruits are generally depicted as “forgotten heroes,” as historian David Bercuson describes them in The Secret Army. Providing the foreword to a study published amidst Israel's jubilee celebrations in 1998, Binyamin Netanyahu praises the “contribution to the struggle for liberation” made by Mahal fighters. “For them,” the authors of the study explain, “justice lay entirely on the side of the Jews”. The various memoirs written by volunteer combatants themselves likewise emphasize heroics in the service of a just cause. Yitzhak Rabin summarizes the standard narrative in his forward to one such volume: “The contribution of this small band of men and women is a glorious chapter in the story of Israel's struggle for freedom.” Estimates vary regarding the number of Mahal personnel interspersed throughout the Zionist forces. An initial Israeli census produced an estimate of 2,400, a figure now roundly considered low. Bercuson asserts that there were “more than 5,000 foreign volunteers who served with the Israeli forces”; Benny Morris cites an estimate of “more than 4,000.” A short study published by Israel's Ministry of Education in 2007 puts the figure at approximately 3,500. In any event, with total Israeli troop levels nearing 100,000 by the end of 1948, the significance of Mahal combatants did not lie in their numbers. “Mahal's special contribution,” in the words of David Ben-Gurion, “was qualitative.” Mostly English-speaking veterans of World War II, Mahal recruits devoted specialized skills to the Zionist military effort. Their expertise in modern military organization, artillery, armored warfare, naval, and aerial combat crucially facilitated the development (and early application) of Israeli military power. This “glorious chapter,” as Rabin calls it, has gradually been written into the “heroic version” of Israel's establishment. The role of foreign recruits in the political and demographic transformation of Palestine effected in 1948 merits a more critical recounting. What is recorded in the annals of Zionist historiography as Israel's War of Independence was experienced by Palestinians, some 750,000 of whom were displaced from their homes in the process, as colonial conquest. Widespread ethnic cleansing was among its principal features—a painful reality made more so by the denials, disinformation, and even celebrations that have surrounded it since. The present article reexamines the record of Mahal recruits in this light. THE POLICY OF COERCION AND ITS INTERNATIONAL UNDERPINNINGS From its establishment in 1897, the World Zionist Organization (WZO) pursued its ambitions concerning Palestine through organizational activity in Europe and North America and a strategic orientation toward the paramount imperial powers of the time. This approach succeeded in spectacular fashion during World War I when the Zionist movement secured British sponsorship for the creation of a Jewish “national home” in Palestine—a sponsorship given force by Britain's occupation of Palestine during the war and incorporated into its subsequent rule over Palestine under a Mandate approved by the League of Nations. With the growth of the prestate Jewish settlement (the Yishuv) during the period of British Mandatory rule (1922–1948), the center of Zionist decision making gradually shifted from Europe to Palestine. The WZO presidency of Chaim Weizmann, anchored in London, was overtaken by the leadership of David Ben-Gurion, based primarily “in the field.” But militarily as otherwise, the strength of the Yishuv remained heavily dependent upon international support. Funds from Western affiliates of the WZO—notably, the United Palestine Appeal (UPA), which channeled North American funds to Palestine through the Keren Hayesod (Foundation Fund)—were allocated according to the priorities of the Zionist Executive, including building military capacity. In matters of formal politics and diplomacy, the WZO operated in post-World War I Palestine as the Jewish Agency, which enjoyed formal juridical standing within the British Mandatory regime. Its military arm, the Haganah, though formally illegal, in practice also received important (albeit uneven) support from British authorities. This was most significant during the Palestinian Arab rebellion of 1936–1939, when sections of the Haganah were equipped and trained by the British to help put down the uprising within the framework of “Special Night Squads” and the Supernumerary Police force. Their experience bolstered the Haganah's capacities and contributed to shaping its military doctrine, particularly its preference for night-time assaults on Arab villages. By the late 1930s, as Nur Masalha has shown, leading Zionist decision makers were engaged in frank internal discussions regarding the prospect of forcibly expelling (or “transferring”) Palestinians to clear the way for a Jewish state. The fate of statist Zionism and its quest for a Jewish demographic majority would thus rest on coercive power. In a June 1938 discussion of transfer with the Jewish Agency Executive, Ben-Gurion emphasized that although the Zionist movement should seek Arab acquiescence, it “must enforce order and security and it will do this not by moralizing and preaching 'sermons on the mount' but by machine guns, which we will need.” “For Ben-Gurion,” writes biographer Shabtai Teveth, “the Yishuv's relationship with the Arabs of Palestine was now a military and not a political question.”

177. The One-State Solution: An Alternative Vision for Israeli-Palestinian Peace

Abstract:: This essay examines the one-state alternative to the commonly accepted two-state solution, which has been the basis of the Israeli-Palestinian peace process since 1993. It reviews the prospects for success of the two-state solution and sets out the arguments for and against such a settlement. The history and interpretation of the one-state alternative, whether binational or secular democratic, are explored, and the future chances of its success assessed. The author finds that to date no "road map" exists for how to implement the one-state solution, without which it is likely to remain an idealistic dream. THIS ARTICLE IS WRITTEN against the background of the latest round of Israeli-Palestinian peace talks that began in Washington on 2 September 2010. The object of the talks, as of the peace process launched in 1993, is the termination of the conflict through the creation of a Palestinian state “alongside” Israel, that is, the two-state solution. However, changes on the ground in the occupied Palestinian territories since 1993 threaten to make such a solution unlikely, if not impossible. The Israeli colonization of the West Bank and East Jerusalem has so advanced as to make questionable the logistical possibility of creating a viable Palestinian state on the territory that remains. Yet there is an extraordinary reluctance on the part of most politicians concerned with the conflict to look the facts in the face and draw the obvious conclusion: A two-state solution that complies even with minimalist Palestinian requirements cannot emerge from the existing situation. Rather like Hans Christian Andersen's tale of the emperor's new clothes, none of them is willing to see the naked truth. As the feasibility of the two-state solution recedes, the debate has turned to the one-state alternative, often as an undesirable outcome of last resort failing implementation of the preferred option. Both sides have used it as a threat against those standing in the way of the two-state solution. Israel's former prime minister Ehud Olmert, for example, told Ha'Aretz on 30 November 2007 that if the two-state solution collapsed, leading to a South African-style struggle for equal rights, Israel would be “finished.” And former Palestinian prime minister Ahmed Qurai' declared in 2004 that if the two-state solution became impossible, Palestinians would have to aim for one state. Whatever the motivation, the idea of a unitary state has attracted renewed interest. In fact, the idea of sharing the land between Arabs and Jews is older than that of the two-state solution, which is a recent notion in Palestinian history that emerged in response to a series of defeats for the Palestinian national movement. Though never totally absent from the debate about a solution, the unitary state has increasingly become part of mainstream political discourse. A number of one-state groups have come into being, half a dozen conferences have been held, and a growing literature on the topic has appeared. Given the reality on the ground in what remains of Palestine, the uncertainty of success for peace negotiations aimed at two states, and the precariousness of the political situation, it would be irresponsible not to seriously examine the one-state alternative. THE EVOLUTION OF THE TWO-STATE IDEA The two-state solution has become something of a mantra for all those involved in the peace process. But the proposition that it is the ultimate solution, to the point of obviating the need to consider others, is neither true nor consonant with elementary notions of justice. Not only does it divide the Palestinians' historic homeland into grossly unequal parts, made possible by coercion and force of arms, it also forecloses any meaningful return for the refugees driven out. The idea that it could reasonably settle a conflict whose very basis is dispossession and injustice without addressing those issues is, to say the least, unrealistic. The two-state solution is in fact a recent position for Palestinians, who always rejected the idea of partition as a device used by Britain and later the UN and Western states for accommodating Zionist ambitions in the country. Today's Western support for a two-state solution springs fundamentally from the same motives. The Zionists first proposed partition to the Mandate authorities as far back as 1928, when the Jewish population of the country was 20 percent. In 1937 the Peel Commission, set up by the British Government to find a solution for the conflict between Jews and Arabs in Mandate Palestine, recommended that the country be divided into Jewish and Arab states. In 1947, the partition of Palestine was enshrined in UN General Assembly resolution 18, which was passed thanks to overwhelming U.S. pressure and against strong Arab opposition. The Palestinians at the time saw partition as an outrageous assault on the integrity of their country and an undeserved gift to a newly arrived immigrant Jewish minority imposed on them. This remained the Palestinian position after 1948, when the aim of the newly formed PLO in 1964 was “the recovery of the usurped homeland in its entirety,” as the preamble to the 1964 Palestine National Charter phrased it. It was the 1967 war, which spectacularly demonstrated Israel's superior military power, (not to mention its staunch Western support), that forced a change in the Palestinian position. The question of partition returned implicitly to the national agenda in 1974, precipitated by the peace negotiations that followed the 1973 Arab-Israeli war, offering hope of a comprehensive settlement and a role for the PLO. At its twelfth meeting, the Palestine National Council (PNC) formally resolved to set up a “national, independent and fighting authority on every part of Palestinian land to be liberated” from Israeli occupation. Although there was no mention of a Palestinian state as such, the resolution paved the way for new thinking about the future. This was reflected in the next PNC meeting in 1977, which called for “an independent national state” on the land with no reference to its total liberation. By 1981, the PNC had welcomed a Russian proposal for the establishment of a Palestinian state, and the idea of a two-state solution was gaining ground.

Abstract:: With British and French aircraft undertaking most of the air operations over Libya and some fiftyfive years on from the Suez debacle, historical irony abounds. On November 2 2010, London and Paris agreed the Defence and Security Cooperation Treaty1 (see box below). On the face of it the accord is by and large military-technical: to develop co-operation between British and French Armed Forces, to promote the sharing and pooling of materials and equipment including through mutual interdependence, and leading to the building of joint facilities. This it is hoped will promote mutual access to each other's defence markets, through the promotion of industrial and technological co-operation. But what has the treaty to do with the European Union (EU) and the Common Security and Defence Policy (CSDP)? Does the treaty mark the first step on the road to regalvanising Europe's strategic defence or is it simply the strategic pretence of two aging, failing powers unable to accept a world that has moved on?

During the war, the Great Powers exerted substantial pressures on Turkey to obtain its compliance in operating the Straits policy in accordance with their own strategic interests. This situation led to collaboration and competition among the Great Powers. In fact, the rivalry and collaboration of the Great Powers in the eastern Mediterranean during these periods, and the interaction of British, Soviet and American policies with those of regional states, has been examined by a number of Turkish and foreign researchers in recent years. Nicholas Tamkin is one of these authors and he has meticulously trawled through British archives and other published and unpublished sources available in Britain to elucidate Turkey's role in British strategy and diplomacy during World War Two. He makes a significant contribution on the formulation of British foreign policy and wartime strategy towards Turkey with a special emphasis given on Turkey's place in the uneven relationship between Britain and the Soviet Union.

Abstract:: This article argues that the American empire cannot be fully understood without reference to the ways in which American imperial identities have been associated with the historical experience of England/Britain. To make this argument, the article considers four discourses of identity in particular – Anglo-Protestantism (religion), Anglo-Saxonism (ethnicity/race), Anglo-Saxon capitalism (institutions) and English (language). US imperial development was conditioned by many forces, but none match the aggregate power of America's 'Anglo-ness'. Although it is too early to assess the ways in which these discourses are negotiated, critiqued and reproduced in the 'age of Obama', the American empire is likely to continue to protect and project Anglo-ness vis-à-vis to the rest of the world.

Abstract:: Japan is an Indian Ocean power of long standing. Ten years ago, in a post-9/11 show of solidarity with the United States and to exercise a more muscular foreign policy, Tokyo committed vessels of the Japan Maritime Self-Defense Force (JMSDF, or MSDF) to the coalition naval contingent supporting combat operations in Afghanistan. JMSDF tankers resupplied coalition warships, while Aegis destroyers guarded against air and surface threats in the Arabian Sea. Japanese seamen posted impressive statistics for this naval enterprise. The Japan Ministry of Defense reported that JMSDF vessels supplied about 137 million gallons of fuel oil and some 2.8 gallons of water to customers from about a dozen countries, including the United States, Pakistan, France, Britain, and Germany. Tokyo spent over $110 million on the logistics mission in its final two years according to Defense Ministry spokesmen, even as demand for such support dwindled.

Abstract:: The combination of the recession and financial crisis of the last few years has led to quite the outpouring of books by economists purporting to explain what happened and why, and how to avoid a repeat performance. This very crowded field has seen a range of quality, but a good number of these books have been quite well done. Alchemists of Loss by Great Britain's Kevin Dowd and Martin Hutchinson is another very good treatment of the issues. The authors bring a wealth of experience to their book. Dowd has had a long career as an academic, with much of his work focusing on the history and theory of “free banking” and other forms of financial deregulation. Hutchinson is a longtime financial journalist and has worked in the merchant and investment banking industries in Britain. They have written a comprehensive, fairly detailed, and surprisingly entertaining account of the historical context, theoretical framework, and actual events of the crisis.

Abstract:: This article analyses the conduct of British operations in Helmand between 2006 and 2010 and discusses the implications for the legacy and future of British counterinsurgency. A number of lessons stand out: first, competence in the field of counterinsurgency is neither natural nor innate through regimental tradition or historical experience. The slow adaptation in Helmand—despite the opportunity to allow the Basra experience to be a leading example of the need for serious changes in training and mindset—is an indication that the expertise British forces developed in past operations is but a distant folktale within the British Armed Forces. Substantially changed training, painful relearning of counterinsurgency principles and changed mindsets are therefore necessary to avoid repeated early failures in the future. Moreover, despite eventually adapting tactically to the situation and task in Helmand, the British Armed Forces proved inadequate in dealing with the task assigned to them for two key reasons. First, the resources of the British military are simply too small for dealing with large-scale complex engagements such as those in Helmand or southern Iraq. Second, the over-arching comprehensive approach, and especially the civilian lines of operations that underpinned Britain's historical successes with counterinsurgency, are today missing.

186. Dr Fox and the Philosopher's Stone: the alchemy of national defence in the age of austerity

Abstract:: The history of British defence reviews has been one of repeated disappointment: a cycle in which policy failure is followed by a period of inertia, giving way to an attempt at a new policy framework which is then misimplemented by the defence leadership. Each failed defence review therefore sows the seeds of its successor. With this in mind, in 2010 the new coalition government embarked upon an altogether more ambitious exercise: a strategy review comprising a National Security Strategy and a Strategic Defence and Security Review. This article suggests, nevertheless, not only that the 2010 strategy review looks likely to follow past performance, but also that it is coming unstuck at an unprecedented rate. This is a pity since the 2010 review had much to commend it, not least the adoption of a risk-based approach to security and defence policy-making. What is the explanation for this outcome? Is it that the British have, as some have suggested, lost the ability to 'do strategy', if ever they had it? The authors offer a more nuanced understanding of the policy process and argue that the coalition government in fact has a very clear and deliberate strategy—that of national economic recovery. Yet the coalition government cannot allow national defence and security to fail. The authors conclude with an assessment of the options open to the defence leadership as they seek to address the failing 2010 strategy review and suggest a variety of indicators which will demonstrate the intent and seriousness of the political, official and military leadership of the Ministry of Defence.

187. Britain's coalition government and EU defence cooperation: undermining British interests

Abstract:: The formation of a coalition government by the Conservatives and Liberal Democrats, combined with the need for important cuts to Britain's armed forces has raised significant uncertainties about Britain's attitude to defence cooperation within the European Union. Since taking office the coalition, while grappling with the implications of Britain's fiscal challenges, has shown an unprecedented interest in strengthening bilateral defence collaborations with certain European partners, not least France. However, budgetary constraints have not induced stronger support for defence cooperation at the EU level. On the contrary, under the new government, Britain has accelerated its withdrawal from the EU's Common Security and Defence Policy (CSDP). This article assesses the approach of the coalition to the CSDP. It argues that, from the perspective of British interests, the need for EU defence cooperation has increased over the last decade and that the UK's further withdrawal from EU efforts is having a negative impact. The coalition is undermining a framework which has demonstrated the ability to improve, albeit modestly, the military capabilities of other European countries. In addition, by sidelining the EU at a time when the UK is forced to resort more extensively to cost-saving synergies in developing and maintaining its own armed forces, David Cameron's government is depriving itself of the use of potentially helpful EU agencies and initiatives—which the UK itself helped set up. Against the background of deteriorating European military capabilities and shifts in US priorities, the article considers what drove Britain to support EU defence cooperation over a decade ago and how those pressures have since strengthened. It traces Britain's increasing neglect of the CSDP across the same period, the underlying reasons for this, and how the coalition's current stance of disengagement is damaging Britain's interests.

Abstract:: The geography of power is at present being dramatically transformed, notably by the rapid economic rise of China. What makes international order legitimate in a world in which political and economic foundations are rapidly shifting? This article examines analogies and lessons from a previous transition, from a world order centered on Britain, to a US dominated global order. The article looks at two interpretations of the transition, one by E. H. Carr, the other by Charles Kindleberger. China is beginning to behave in the way expected of a Kindleberger hegemon, but also sees the possibilities of asserting power in a world that in the aftermath of 2008 looks much more like the chaotic and crisis-ridden interwar period as interpreted by E. H. Carr. The challenge for the management of the new international order will lie in the ability of China to embrace the universalistic vision that underpinned previous eras of stability, in the nineteenth century and in the late twentieth century.

This question has long puzzled scholars of international security, who consider German naval ambition to be an instance of suboptimal arming—a decision that decreased Germany's overall security and risked the survival of the German state. This article argues that the social desire to be recognized as a world power guided Germany's decision to challenge British naval hegemony. From the beginning of its naval planning, Germany had one clear aim: a powerful fleet of battleships stationed in the North Sea would alter the political relationship with Britain in such a way that it could no longer ignore Germany's claim to world power status. Reconceptualizing Germany's naval ambition as a struggle for recognition elucidates the contradictions at the center of German naval strategy, explaining how the doomed policy could proceed despite its certain failure. The article concludes that the power-maximizing practices of great powers should be seen as an important component of identity construction and an understudied dimension of contemporary security practice.

Abstract:: For the Armenians of Palestine, the three decades of the Mandate were probably the most momentous in their fifteen hundred-year presence in the country. The period witnessed the community's profound transformation under the double impacts of Britain's Palestine policy and waves of destitute Armenian refugees fleeing the massacres in Anatolia. The article presents, against the background of late Ottoman rule, a comprehensive overview of the community, including the complexities and role of the religious hierarchy, the initially difficult encounter between the indigenous Armenians and the new refugee majority, their politics and associations, and their remarkable economic recovery. By the early 1940s, the Armenian community was at the peak of its success, only to be dealt a mortal blow by the 1948 war, from which it never recovered.

Abstract:: In the aftermath of the First World War, Britain aimed to create an autonomous Kurdish state – or states – in northern Mesopotamia to be governed under its protection. It therefore experimented with various different methods between the years 1918 and 1920. All those attempts were proven futile. Using mainly the British and Ottoman archival material it has been inquired how the British authorities had developed the plan for Kurdistan, how they tried to implement it in the northern Iraq (then the Mosul vilayet) and the southeastern Anatolia respectively, and how they failed. The reasons for Britain's failure had been discussed. After the failure new policy options had been given consideration among which, the debates on retreat came into prominence. The diplomatic negotiation process between the allies and the legal arrangements on Kurdistan that took pace in the Treaty of Sevres was of a nature of keeping up appearances. Kurdistan plan, though failed in 1920's, gained ground in the following years as the international conditions became more convenient. As the Kurdish problem has once again become an issue of worldwide concern, it will be interesting to see how the British government dealt with this complicated problem when it first emerged, some ninety years ago.

Abstract:: On 28 June 1914 the heir presumptive to the Austro-Hungarian throne was assassinated. The Austrian government alleged official Serbian involvement, issued an ultimatum, and, rejecting negotiation, began hostilities on 29 July with a bombardment of Belgrade. In a linked series of decisions, four other major European powers—Germany, Russia, France, and Britain—joined the struggle. Ultimately, twenty-nine nations, including Japan and the Ottoman Empire, would be involved. In all instances, the decision makers recognized the inherent hazards. They knew their choices could enlarge the conflict and significantly escalate the dimensions of the struggle.

Abstract:: I can recall a time, prior to the fall of the Berlin Wall, when any attention paid to Southeast Asia by most observers in the West (outside of Australia and New Zealand, at least) was conditioned by that region's importance within the context of the Cold War. Books with titles such as Soviet Strategies in Southeast Asia, or the preposterous assertion on the dust jacket of a volume on the Konfrontasi campaign that Britain's victory in Borneo was of "immense" importance in "stemming the spread of Communism," attest to the fact that political and military writers of that era —or at any rate their publishers—were mainly concerned with which Southeast Asian country would be the next "domino" to fall in what appeared to many to be communism's inexorable march through the region. Today, in the aftermath of the terrorist attacks of September 11, 2001, another simplistic, binary opposition between the West and "someone else" has been ushered in, the so-called "War on Terror," and so, like a soldier replacing the red lens of a military-issue angle flashlight with a green one, interest in Southeast Asia is now often structured around its character as an important centre of political Islam.

Abstract:: For most of human history, the vast majority of people lived in squalor and bitter poverty. People labored hard in grueling conditions but produced little wealth for their efforts; food was scarce; disease was rampant; child mortality was about 50 percent; and life expectancy was twenty to thirty years. To borrow from Thomas Hobbes, life was “nasty, brutish, and short.” ©2008 Frankie Roberto http://commons.wikimedia.org/wiki/ File:James_Watt%27s_Workshop.jpg Today, by contrast, in developed countries such as Britain and the United States, the relatively few people who are considered “poor” typically work in comfortable jobs (if they work at all); have refrigerators, electric light, indoor plumbing, televisions, telephones, and the like; and can expect to live into their seventies. Their “poverty” appears rather fortunate compared to the wealth of kings past. The average person today works in even greater comfort; has a car, a computer, a cell phone, countless other devices of luxury, and a lifestyle that would make any king living in the pre-industrial era look like a peasant. The dramatic transformation from universal poverty to widespread wealth began in the late 18th century with the Industrial Revolution, which originated in Britain. The Industrial Revolution was just that: a revolution of industry—a revolution in which an enormous increase in the commercial production and sale of goods changed the world and improved man's standard of living by orders of magnitude. As historian Eric Hobsbawm remarks, “No change in human life since the invention of agriculture, metallurgy and towns in the New Stone Age has been so profound as the coming of industrialization.”1 To see what caused this dramatic transformation, let us look first at the political climate and living conditions of the medieval era that preceded the British Industrial Revolution; then we will consider the politico-economic system in which the Revolution occurred, several related developments that illustrate the nature of the era, and the economic growth that these developments brought about.

Abstract:: This article looks at the impact of Turkish voters in German politics since the 1980s with a special attention to the latest elections in September 2009. While Turks were almost entirely connected with the Social Democratic Party (SPD) in Germany in the 1960s and 1970s, the 1980s witnessed the rising appeal of the Greens among immigrants in general and Turks in particular. This was followed by the success of Turkish candidates in the Left Party in the 2005 elections. The latest elections in September 2009 witnessed a further diversification of Turkish representation as the SPD, Greens, Left, and the (liberal) FDP each sent a Turkish member into the Bundestag, while the CDU/CSU remained the only party without Turkish representation at the federal level. Despite persistent under-representation in the political arena, and some obstacles against their acquisition of citizenship and religious observance, the Turkish minority in Germany still registers a higher level of political presence than the Muslim minorities in France and Britain.

198. Identity and Integration among Turkish Sunni Muslims in Britain

Abstract:: This article attempts to analyze various aspects of ethnic and religious identity configurations among the Turkish Sunni Muslims in Britain and to explore how such social processes influence their socio-political integration. It tries to situate the Turkish community in the context of British Muslim identity politics. Findings in this article are based on in-depth interviews on perceptions and attitudes the Turkish Sunni Muslims have and their implications in the planning of collective activities, especially in the field of education. This study reveals that although the current level of integration among the Turkish Sunni Muslims in Britain is less than expected, neither living in a non-Muslim country nor claiming to have a British identity are perceived as incompatible with Turkish and Islamic values. This paper concludes that educating Turkish youths in ethnic and religious values is a priority, as it is seen as a means to protect against assimilation, while allowing for successful integration.

199. Command and Control? Planning for EU Military Operations

Abstract:: This paper assesses the effectiveness of the European Union's capability for the planning and conduct of military operations. Given the fact that the planning and conduct phases of an operation can never be fully isolated from each other, the paper does include some references to the conduct dimension, i.e. command and control (C2). However, it is with planning issues that this paper is most directly concerned. It argues that the lack of a permanent planning and conduct capability cripples the Union's planning and C2 performance as well as the development of the European Security and Defence Policy (ESDP) more broadly. This capability, though, need not adopt the form of a fully-fledged Operational Headquarters (OHQ). The paper explains that the nature and evolution of the Union's planning and C2 capability is largely the result of compromises between France, Britain and Germany (the Union's 'Big Three') and argues that a coincidence in British-German objectives – the 'awkward alignment' – is particularly responsible for the continuing absence of a permanent military planning and C2 capability.

Abstract:: The British general election of 2010 has, despite all expectations, become a genuinely exciting and possibly ground-breaking event. If, as more and more opinion polls indicate, the outcome on May 7 is a hung parliament, with no one party having an overall majority, the result will reverberate through the British political system and onwards through European politics more generally. Until very recently, Britain's European partners were, like the British punditocracy, expecting a Conservative win and a new round of British Euroscepticism as a result. Now, the sudden rise of the Liberal Democrats, by far the most pro-EU of the three big British parties, is calling all that into question. This briefing looks at why a hung parliament is now possible and after considering the manifesto policies on European and foreign affairs of the three main parties, considers what it might mean for Britain's relations with the EU and wider world.
