351. Surviving Corruption in Brazil: Lula's and Dilma's Success Despite Corruption Allegations, and Its Consequences

Abstract:: This article analyzes the continued popular support for Lula and Dilma in the face of multiple corruption allegations throughout their respective presidencies. What explains their ability to survive corruption? And what are the implications of this – at first sight – lack of electoral punishment for Brazilian democracy? In searching for answers to these questions, this article looks at four mechanisms that help explain the continued popularity of politicians amid allegations of corruption: the use of clientelism as payoffs, informational failures, the relevance of other issues, and rouba mas faz. By analyzing Lula's and Dilma's terms in office and their inopportune links to corruption, this article argues that the shifting strategies used to deal with corruption allegations effectively shifted the reputational costs of corruption away from individual political leaders and toward the Workers' Party and the political system as a whole. This finding emphasizes the mid- to long-term consequences of corruption scandals on political parties and democratic institutions, while also shedding light on the paradoxical relationship between corruption as a voting valence issue and continuing electoral support for politicians allegedly involved in corruption.

352. The Worker's Party, from Contention to Public Action: A Case of Institutionalization

Abstract:: The Worker's Party (PT) was created in 1980 during the liberalization of authoritarian rule in Brazil, in the context of contentious mobilizations, which were especially strong in the union sector in São Paulo. The PT then attracted increasing support at the polls and won a number of local executives before winning the federal presidency in 2002; this process has often been labeled as “institutionalization”. This paper defines the notion of institutionalization and proposes an approach for observing institutionalization processes at the grass roots of party organization. The paper then analyzes the PT's transformation at the national level, whereby it became a majority, consolidated its organization, and moderated its ideological discourses. We also analyze the social components of the institutionalization of the PT. Based on the case of rank-and-file PT members in Recife, we show that this process included upward social mobility for local party leadership, included party leaders as professionals in the political arena, and created a growing distance between the party organization and the contentious space.

Abstract:: What is the source of the Partido dos Trabalhadores' (PT) success? And is the PT likely to thrive into the future as a key player in Brazil's party system? In this paper we weigh in on an emerging debate about Lula's role in the PT's rise to power. Without Lula's ability to win more votes than his party, we might not be discussing lulismo at all, much less its difference from petismo. Yet despite Lula's fame, fortune, and extraordinary political capabilities, lulismo is a comparatively weak psychological phenomenon relative to and independently of petismo. Lulismo mainly reflects positive retrospective evaluations of Lula's performance in office. To the extent that it indicates anything more, it constitutes an embryonic form of petismo. The ideas that constitute lulismo are similar to the ideas that constitute petismo in voters' minds, and they have been so since the party's founding – a nonrevolutionary quest to make Brazilian democracy more equitable and more participatory. Both lulismo and petismo are key sources of the PT's strength, but petismo is likely to endure long after Lula has departed the political scene.

Abstract:: It is impossible to comprehend Brazil without understanding the dimensions of this continent-sized country, which occupies a land mass larger than that of the lower 48 of the United States. Brazil’s land border, which it shares with ten South American neighbors, is five times larger than the border between the United States and Mexico. Brazil is the fifth largest country in the world in terms of population. (For context, Indonesia is fourth.) It has abundant natural resources of every kind, including the world’s largest reserves of fresh water. It is home to two-thirds of the iconic Amazon, the globe’s largest tropical rainforest. It is the second largest economy in the Western Hemisphere and, depending on one’s calculus, the seventh or eighth largest economy in the world. The State of Sao Paulo alone has an economy larger than that of Argentina. Brazil has more cities with a population of over one million people than the United States. It is the world’s second largest exporter of agricultural goods after the United States. It derives 75 percent of its energy needs from hydro-electric sources—some of the cleanest energy platforms among large nations—and its current production of oil and gas make it among the top ten energy producers in the world. Brazil could become an even larger global producer with the development of its pre-salt oil reserves. With Embraer, Brazil has the world’s third largest aviation company after Boeing and Airbus, and in Gerdau, the top producer of long steel in the Americas. And this is just an illustrative sampling. One needs to keep in mind these basic facts about Brazil to help put surface events, including today’s headlines, in perspective.

355. Capital Controls and Implications for Surveillance and Coordination: Brazil and Latin America

Abstract:: From 2009 until 2011, Brazil utilized capital controls to deter real exchange rate appreciation. These measures may have obstructed necessary changes in the fiscal policy stance from occurring. In Chile, which employed capital controls heavily in the 1990s and then decided not to use them again during the commodity super-boom in the 2000s, suggests that an adequate fiscal policy stance provides better results than the use of capital controls. In addition, the recent experiences of Colombia and Peru demonstrate capital controls are not always necessary. This paper makes recommendations for capital control surveillance and coordination, using the Brazilian experience as an example, and draws on experiences in other Latin American countries. When analyzing the implications for surveillance and coordination, international institutions, such as the International Monetary Fund, should take into consideration that, no matter how many caveats are listed before its guidelines, capital controls mainly serve to bypass needed changes in macroeconomic policy, thereby jeopardizing economic performance.

Abstract:: Situational crises tend to concentrate economic activity in centers where such activity already is historically more significant. As a result, financial markets — especially the organized markets — tend to coalesce around these same centers because they benefit from the higher level of liquidity that concentrated economic activity offers. This undoubtedly was one of the major causes of the waning of the financial market in Rio de Janeiro, and the hegemony conquered by São Paulo as of the 1980s.

Abstract:: The US government became used to face the world, especially after the Cold War end, as a chessboard. But a chessboard in which it was the only chess player to play – the others were just pieces . This practice reflected the disintegration of the USSR and the North - American perception that the world had turned unipolar. During the 1990s, China prioritized modernization and the overcoming of the vulnerabilities resulting from the socialist camp's collapse; Brazil, with great economic hardships (unemployment, foreign debt with the IMF, stagnation), had a foreign policy with a high degree of alignment towards the decision - making centers of the international system; India initiated reforms and sought to overcome the constraints related to the stressed tensions with Pakistan and due to the effects of going nuclear; and Russia faced a unique disorganization during a peace scenario. Naturally, such scenario reduced the scope of peripheral countries which s eek an autonomous and/or non - aligned international insertion.

This trend of the debate ideologization and internal polarization that breaks down into currents which are in favor or against an autonomous foreign policy, in opposition to the alignment with the U.S., has remained until the twenty-first century, going through the administration of Luis Inácio Lula da Silva (2003/2010) and reaching that of Dilma Rousseff (2011/2014).Whereas in the Lula administration the international assertiveness prevailed and raised Brazil's global presence, even facing the U.S. and despite criticism, Dilma Rousseff‟s period seems to represent an inflection point in this process. Such difference would correspond to an attempt to reconcile the aspects of autonomy and alignment. Nonetheless, this process has proved to be quite controversial and sensitive, since the option for an autonomous foreign policy refers to a project of state and not just a project of government. This equation failed to take into account the comprehensive elements of the exchange and the U.S. position as hegemon. Facing this scenario, this article seeks to analyze the evolution of the bilateral relations in the Rousseff administration, identifying its main pillars, controversies, limitations and opportunities, having as backdrop the broader context of Brazil's international relations as an emerging country. It is a contemporary analysis, which will bring a study based on conjunctural themes and long-term considerations about the strategic views of both partners. For that purpose, the text is divided into two parts: diversification and accommodation (2011/2012), detachment, rethinking and stagnation (2013/2014).

Abstract:: The international system is returning to multipolarity—a situation of multiple Great Powers—drawing the post-Cold War 'unipolar moment' of comprehensive US political, economic and military dominance to an end. The rise of new Great Powers, namely the 'BRICs'—Brazil, Russia, India, and most importantly, China—and the return of multipolarity at the global level in turn carries security implications for western Europe. While peaceful political relations within the European Union have attained a remarkable level of strategic, institutional and normative embeddedness, there are five factors associated with a return of Great Power competition in the wider world that may negatively impact on the western European strategic environment: the resurgence of an increasingly belligerent Russia; the erosion of the US military commitment to Europe; the risk of international military crises with the potential to embroil European states; the elevated incentive for states to acquire nuclear weapons; and the vulnerability of economically vital European sea lines and supply chains. These five factors must, in turn, be reflected in European states' strategic behaviour. In particular, for the United Kingdom—one of western Europe's two principal military powers, and its only insular (offshore) power—the return of Great Power competition at the global level suggests that a return to offshore balancing would be a more appropriate choice than an ongoing commitment to direct military interventions of the kind that have characterized post-2001 British strategy.

Abstract:: As part of a major effort to level the regulatory playing field among internationally active banks, the Basel Committee on Banking Supervision (BCBS) established the Regulatory Consistency Assessment Programme (RCAP) in 2012 to evaluate the consistency and completeness of Basel standards. The enlargement of international financial standard-setting affiliation opened the doors to the increasing participation of emerging markets in the financial regulation reform agenda. In spite of this, important challenges remain in terms of legitimacy, transparency and accountability for principal international standard setters as well as concerning the effective contribution of emerging economies. Recent Brazilian experience with RCAP points to some of the gaps that must be filled in order to serve the interests of a broader range of actors in the international regulatory landscape.

Abstract:: For almost two decades, I have watched entrepreneurship explode across Latin America and the Caribbean, empowering citizens, transforming economies and changing lives. In sectors ranging from restaurants and small manufacturing to high tech, entrepreneurs are changing the economic and social landscape of the region. Abstract:: Within the last 50 years, the Brazilian share of South American power has increased from one‐third to one‐half of the overall material capabilities in the region. Such a significant change in the regional power structure cannot have gone unnoticed by Brazil's neighbors. The article addresses the main question related to South American unipolarity (1985–2014): Why have most countries in the region not implemented any consistent balancing or bandwagoning strategies vis‐à‐vis Brazil? Drawing on neoclassical realism, the article proposes that certain domestic variables – government instability, limited party‐system institutionalization, and powerful presidents – have diverted the attention of political elites and foreign policy executives from the challenges generated by a rising Brazil. Crisp‐set qualitative comparative analysis is used to test this hypothesis and other alternative explanations for the regional imbalance.

369. Geographies of Violence: A Spatial Analysis of Five Types of Homicide in Brazil’s Municipalities

Abstract:: Objectives: Examine the spatial distribution of five types of homicide across Brazil’s 5,562 municipalities and test the effects of family disruption, marginalization, poverty-reduction programs, environmental degradation, and the geographic diffusion of violence. Methods: Cluster analysis and spatial error, spatial lag, and geographically-weighted regressions. Results: Maps visualize clusters of high and low rates of different types of homicide. Core results from spatial regressions show that some predictors have uniform or stationary effects across all units, while other predictors have uneven, non-stationary effects. Among stationary effects, family disruption has a harmful effect across all types of homicide except femicide, and environmental degradation has a harmful effect, increasing the rates of femicide, gun-related, youth, and nonwhite homicides. Among non-stationary effects, marginalization has a harmful effect across all measures of homicide but poses the greatest danger to nonwhite populations in the northern part of Brazil; the poverty-reduction program Bolsa Família has a protective, negative effect for most types of homicides, especially for gun-related, youth, and nonwhite homicides. Lastly, homicide in nearby communities increases the likelihood of homicide in one’s home community, and this holds across all types of homicide. The diffusion effect also varies across geographic areas; the danger posed by nearby violence is strongest in the Amazon region and in a large section of the eastern coast. Conclusions: Findings help identify the content of violence-reduction policies, how to prioritize different components of these policies, and how to target these policies by type of homicide and geographic area for maximum effect.

370. Increasing Access to Medicines: Leveraging Brazil’s Experience

Abstract:: The second CIGI Graduate Fellows policy brief examines Brazil's success in ensuring access to essential pharmaceuticals for its citizens, and how this success can be leveraged for other developing countries in similar circumstances. Five unique factors underlie this success, including, among others, a sustained government commitment to public health systems and an indigenous capacity to produce pharmaceuticals domestically, the emergence of a civil society coalition built around the norm of health equity, and the international harmonization of quality assurance and clinical standards related to pharmaceutical research and development. While it is unlikely that other developing countries lacking indigenous manufacturing capacity can achieve similar results in the near to medium-term future, it is instead recommended that private foundations and large bilateral aid country providers invest in a global funding mechanism. This fund would use pre-existing, innovative financing mechanisms to scale up production in the handful of developing countries that have achieved near self-sufficiency in pharmaceutical production, for the benefit of populations beyond their borders.

371. Do Public Development Banks Hurt Growth? Evidence from Brazil

Abstract:: Public lending by the Brazilian Development Bank (BNDES) may have done more harm than good in Brazil, adversely affecting real interest rates and productivity growth. Specifically, BNDES's large amounts of subsidized lending are responsible for substantial credit market segmentation, choking off monetary policy transmission. As a result, to maintain price stability the Central Bank of Brazil is forced to raise interest rates more than it might do otherwise in the absence of BNDES lending. Restoring Brazil's capacity to grow in the medium term requires a thorough rethinking of the role of BNDES. In particular, the bank's lending rates should be aligned with market prices, term and risk premia, while taking into account that, with an adequate transparency framework, public development banks can increase private sector participation instead of crowding it out.

Abstract:: Chinese leaders consider relations with Brazil to be of utmost importance. Brazil‘s vast reserves of natural resources, its massive agricultural sector and market potential for Chinese exports make Brazil one of China‘s top foreign policy priorities. Within the past decade, Sino-Brazilian ties have soared with trade reaching US$22 billion in 2007 and Brazil becoming China‘s main South American trading partner. In early 2009, China even surpassed the United States as Brazil's largest trading partner with two-way trade reaching a staggering US$43 billion. Both countries have cooperated in various sensitive technology sectors such as satellite and military technologies, and are expanding these exchanges. Today, Brazil accounts for 40 per cent of China‘s total agricultural exports and is therefore extremely important for food security of the Asian giant as well. Many observers have argued that China‘s growing relations with Brazil is likely to lead to an alliance between the so-called "third world giants" to balance American and Western hegemony. While there are indeed several complementarities between the two emerging economies and while both countries share some common political beliefs regarding the international system, many issues of contention will remain and perhaps be aggravated as Sino-Brazilian ties develop. Alliances have very different meanings in the post-Cold War context, and they no longer imply rigid military and economic blocks confronting one another. The concept of ―strategic partnership‖ is a better framework to look into new power relations in the 21st century. Despite some tensions in Sino-Brazilian relations, both nations can be expected to grow closer to one another. The positive aspects of their relationship far outweigh the problems and tensions inherent in most relations among major powers. The Sino-Brazilian strategic partnership is likely to produce significant changes in the balance of power in the Americas. China's growing ties to Brazil, however, will not necessarily lead to a dramatic loss of influence for the United States. While China has gained an impressive economic presence in Brazil — and in the region — economic influence does not always translate into political and strategic dominance. The economic power of the United States remains the dominant force and its century old relationship with Brazil continues to have a strong appeal among the Brazilians. Arguably, China's growing influence in the Americas, to an extent, is a result of previous U.S. administrations' neglect of the region's needs and it remains to be seen what effect would a more attentive U.S. administration will have in facing China's growing influence in Latin America.

Abstract:: The paper aims at investigating the dilemmas involved in the recent turn of international humanitarian organizations to urban areas of the Global South. The incorporation of impoverished urban communities—such as Rio de Janeiro’s favelas—in the landscape of humanitarian action results from a particular reading that connects urbanization processes with a redefinition of the scope of humanitarian action. The paper argues that the transposition of humanitarian protection and assistance to other situations of violence, such as Rio’s favelas, is premised on the construction of slums as marginal sites of insecurity and as the epitome of all problems related to urban processes in developing and underdeveloped societies. Based on a review of Médecins sans frontières’ project in Complexo do Alemão - Rio de Janeiro, from 2007 to 2009, the paper concludes with a critical reading of the consequences of recognizing favelas (and the global slum) as a problem of security and protection, without acknowledging the complex democratic dimensions of local political struggles.

Abstract:: The emerging economies Brazil, China, India, Indonesia, Mexico, Russia, South Africa and Turkey - in short, the BRICSAMIT - have come to be considered the economic powerhouses of recent decades. Not only have these countries managed to reduce poverty; most have embarked on a steep economic growth path and play an increasingly influential role on the global scene. But today, all eight BRICSAMIT countries occupy the top ranks as some of the most unequal countries in the world. The price these countries - and millions of their citizens - pay for this is high. Excessive inequality hampers development prospects: negatively impacting growth potential, threatening poverty reduction, leading to mass migration flows and 'brain drain', and reducing opportunities for young people. In other cases, however, NOCs have become inefficient managers of national resources, obstacles to private investment, drains on public coffers, or sources of patronage and corruption. As such, NOC reform—incremental in some cases, fundamental in others—lies at or near the top of the policy agendas of many oil-rich countries. Building on existing literature, we surveyed 12 NOCs from diverse geographical and operational contexts to distill practical steps that policy-makers can take to make their countries' NOCs more effective and more accountable—to governments and to citizens. Abstract:: As national incomes have risen across diverse countries—along with the burden of noncommunicable diseases—demand has intensified for quality, affordable health services. Many countries today are actively seeking to bring about universal health coverage—ensuring quality health services for all at a price that does not create undue financial pressure for individuals seeking care. The effort has stirred expanded interest and guidance from international organizations such as the World Health Organization and the World Bank, and led to new platforms for developing countries to learn from each other. While universal health coverage will provide new funding and opportunities, including for the private sector, there is a need for dynamic, transparent negotiations among all health constituents, to forge enduring, feasible arrangements that ensure quality services reach all populations and make the best use of scarce health resources. Universal health coverage will remain a work in progress for many countries for many years. It will require grappling with considerable uncertainties and risks. It also has the potential to attract greater attention to health spending, health systems, and improved equity, advances that will benefit human development more broadly.

Abstract:: Since the 1980s, governments and transnational corporations from core countries led by the United States have driven a global upward ratchet of intellectual property protection. In agriculture, this has meant strengthening the rights of seed companies over the plant varieties they develop and curtailing the rights of farmers over the seeds they cultivate. Exceptionally, from the 1990s to 2013, Argentine soy growers overcame the pressures from the seed industry, guaranteeing the right to freely save seeds of proprietary varieties from their own harvests for future cultivation. Based on a comparative historical analysis of conflicts over intellectual property on seeds in Argentina, Brazil, and Paraguay from the 1990s to 2013, this study suggests that a successful mobilization of knowledge-users in struggles over intellectual property depends on (1) the organizational stability of their political representation, (2) the coordination between the organizations that represent them, (3) the existence of independent channels for the representation of knowledge-users most sensitive to royalty payments, and (4) their ability to produce a public discourse capable of drawing support from a broad coalition.

Abstract:: Why run for reelection when the logic and incentives of the political system leave no doubt that running for other offices is a better option? This paper focuses on the factors that influence both the choice of career and the electoral success of those who run for reelection and those who attempt to obtain other offices, using Brazil as a case study, a typically fragmented, multiparty environment with a strong executive. We argue that legislators run for reelection because it is the safest bet for them. The probability of winning is higher for those who attempt reelection than for those running for any other office. Because static ambition is conditioned by election results and not by the intrinsic desire to develop a career in the legislative branch, career paths do not necessarily lead to improvements in legislative professionalization and institutionalization. This finding contradicts theories that relate career paths to legislative institutionalization.

Abstract:: When I attended the first Summit of the Americas in Miami in 1994, only two female heads of state represented their countries: Dominica and Nicaragua. This past April at the Sixth Summit of the Americas in Cartagena, Colombia, five of the presidents and prime ministers representing the 33 participating countries were women: from Argentina, Brazil, Costa Rica, Jamaica, and Trinidad and Tobago. Their presence was an important example of the progress the hemisphere—and its women—have made. In fact, the region continues to make progress in a variety of areas. Latin America and the Caribbean are tackling ongoing challenges head-on, including promoting girls' education, improving women's and girls' health, facilitating women's political participation, and expanding women's economic opportunities. Governments throughout the hemisphere are increasingly recognizing that no country can get ahead if it leaves half of its people behind.

Abstract:: Dilma Rousseff. Laura Chinchilla. Cristina Fernández de Kirchner. Michelle Bachelet. The political successes of these women should not divert our attention from the sizeable gender imbalance in politics that exists across the region. Slightly more than half of all Latin American citizens are female, but women occupy only one of every seven seats in legislatures—and only one of every 20 mayoral posts in the region. In fact, the existence of a presidenta appears to tell us little about how women fare politically in her country. Although Dilma Rouseff holds Brazil's highest office, only 8.8 percent of federal deputies in Brazil are women and only 14.3 percent of ministers are women. This is far behind the rest of the region. And despite Michelle Bachelet's success in Chile, women's representation in Chile's national legislature is below the regional average. [See Table 1] Women have made tremendous gains since the 1970s, when women's representation in Costa Rica's national assembly (at a mere 7 percent) was the highest in the region, and when five countries filled less than 1 percent of their legislative seats with women. The most striking changes in women's legislative representation have come since 2000—not coincidentally, after the majority of Latin American countries adopted gender quotas during the late 1990s.

Abstract:: The time is ripe for a historic transformation of Mexico's energy sector. The 2008 Reforma Energética (Energy Reform)—a congressionally-approved presidential initiative that established or modified seven laws—highlighted the significant challenges facing the Mexican oil industry and the economic implications of a decline in oil production. The problem: it didn't resolve them. With the exception of Andrés Manuel López Obrador of the Partido de la Revolución Democrática (Party of the Democratic Revolution—PRD), for the first time in Mexican politics the presidential candidates this year set out a series of bold institutional reforms. These included what was unthinkable years ago: turning the state-owned enterprise, Petróleos Mexicanos (PEMEX), into an autonomous firm that could issue stock shares—a model similar to the one adopted by Brazil's Petrobras in the 1990s.

Abstract:: For the first time in United States history, three of the nine justices sitting on the Supreme Court are women. About 33 percent of state and federal court judges in the U.S. are women, slightly higher than the global average of 27 percent. Why does this matter? Scores of empirical studies have attempted to determine whether the gender of a judge makes a difference to his or her decisions. But regardless of whether it does, equal representation for women in the judiciary strengthens the rule of law and should be a goal across the Americas. Increasingly, women in the region have overcome stiff challenges to becoming judges. Although the statistics for Latin American countries are slightly lower overall than in the U.S., they signal impressive progress. [See Table 1] For example, in 2010 18 percent of judges in Brazil's highest court were women, compared to 0 percent in 1998. In Peru, the figure was 23 percent in 2010 versus 6 percent in 1998.

Abstract:: The strength and quality of democracy depend on how well judiciaries perform and function. In Latin America, after more than 20 years of judicial reforms, there have been some notable achievements. But there is a long way to go before judiciaries can adequately carry out their responsibilities to resolve conflicts, define and interpret rights and laws, and provide the framework for accessible, impartial systems of justice. The judicial reform movement that began in the 1980s—an effort that accompanied the rebuilding of democratic systems—sought to overhaul existing penal codes and procedures to respond to citizens' claims of human rights violations, and to pursue truth, justice and accountability for abuses committed during the dictatorships. Reforms were later expanded and deepened, while others did not take effect until the late 2000s.

Abstract:: Latin America's travel and tourism industry took a hit during the 2008–2009 recession. International arrivals slowed and tourists had less money to spend. But over the longer term, tourism has been a success story—and forecasts suggest continued growth. That should surprise no one. Latin America's sheer diversity in scenic beauty, cuisine and cultures has combined with an increasingly sophisticated domestic industry to cater to every kind of traveler. Since 2006, tourism's direct contribution to GDP in Latin America has grown by 7 percent in real terms—more than double the world average—to reach an estimated $134 billion in 2011. This figure, which is projected to rise to $224 billion in 2022, includes revenue generated by tourism-oriented services such as hotels and airlines, as well as restaurant and leisure industries that cater to tourists. Forecasts for this year suggest tourism's direct contributions will grow by 6.5 percent, behind only Northeast and South Asia (6.7 percent).

Abstract:: During their meeting in Brazil in March last year, U.S. President Barack Obama and Brazilian President Dilma Rousseff discussed a plan to send 101,000 Brazilian students overseas to study science, engineering, mathematics, and technology-based disciplines. Announced soon after, the initiative, Science Without Borders, has signaled President Rousseff's interest in marking her tenure by building a gateway for her country to the twenty-first century. Just before their tête-à-tête, Obama had announced his own plans to send 100,000 American students to Asia and promised to unveil a similar initiative for Latin America in Santiago, Chile—the next stop on his 2011 Latin America tour. During their Brasília meeting, both leaders talked about the importance of using education to improve national science and engineering capacity to drive economic development, promote social mobility and enhance innovation.

Abstract:: "Don't be afraid of bureaucracy. Turn it into an opportunity." According to Brazilian entrepreneur Edivan Costa, that has been the guiding phrase of his life and career. But he is the first to admit that in his country, it's easier said than done: Brazil ranks 126th out of 183 countries in ease of starting a new business, according to the World Bank/International Finance Corporation's 2012 annual Doing Business report. That's why Costa founded SEDI, a company dedicated to helping new businesses navigate Brazil's often-frustrating bureaucracy. SEDI, the acronym for Serviços Especializados de Despachante Imobiliário (Specialized Forwarding Agent Services), offers one-stop shopping for businesses trying to obtain the federal, state and municipal licenses they need to operate. And that's a significant service in a country where, according to the Doing Business report, it takes an average of 13 procedures and 119 days to register and license a business. Certain businesses, such as a gas station, can require 120 separate licenses. It's one reason why 40 percent of Brazilian start-up businesses do not survive more than two years after opening, according to a 2011 report from Brazil's national statistics agency, IBGE.

Abstract:: Since 2003, mortgage credit in Latin America has expanded at an annual rate of 14 percent (adjusted for inflation)—well above rates observed in emerging Asia but below the exorbitant rates seen in emerging Europe before its housing bust. The region's credit expansion has been accompanied by burgeoning real estate prices and construction activity—now representing more than 6 percent of GDP, higher than in emerging Asia or Europe. Mortgage growth has been particularly strong in Brazil, where the five-fold increase in mortgage credit since 2007 has been accompanied by a near tripling of house prices in the main metropolitan areas.

Abstract:: There's no denying it; whether it's share of trade or percent of foreign direct investment (FDI) in the hemi sphere, the U.S.' economic presence has decreased. Even when the U.S. didn't slip a place in terms of a trade partner, its overall share of countries' imports or exports declined across the board, while other countries' increased—especially China's. Abstract:: Latin America has bounced back economically in the past decade. Between 2002 and 2012, the region has seen strong and stable growth, low inflation and improved economic fundamentals. As a result, the weight of the region in global economic output increased from about 6 percent in the 1990s to 8 percent in 2012. With that has come a greater voice in the global economy.

Abstract:: In November 2009, the cover of The Economist showed the iconic Christ statue overlooking Rio de Janeiro blasting off into outer space. This image, along with the cover headline, "Brazil Takes Off," represented the Carnaval-like euphoria about Brazil that infected journalists and financial markets at the time, buoyed by the country's impressive economic performance in the wake of the 2008 global financial crisis.

Abstract:: In June 2003, Brazil's then-President Luiz Inácio Lula da Silva found himself on the sidelines of a G8 summit in France, along with his counterparts from India and South Africa. They had been invited to the summit as observers, but the invitation served mostly to underscore a common frustration. "What is the use of being invited for dessert at the banquet of the powerful?" as Lula later put it. "We do not want to participate only to eat the dessert; we want to eat the main course, dessert and then coffee."

Abstract:: Brazil's pro-álcool (pro alcohol) policy, which for decades had sought to substitute gasoline with locally produced sugarcane ethanol—a goal once dismissed as folly—suddenly became a world model. Brazil was hailed as the "Saudi Arabia of biofuels," and massive investment plans were launched. That year, my firm, Garten-Rothkopf, published the first major study of global biofuels markets, investment, innovation, and infrastructure. We found that Brazil had the conditions for sustained global competitiveness in this nascent industry, but faced multiple hurdles. Seven years later, that industry is limping along—short on investment and unable to compete in its own domestic market. The unfulfilled promise of Brazilian ethanol reflects a broader tension in the country's energy policy, a tension that has plagued Brazil's new energy projects—from the exploitation of its massive pré-sal (pre-salt) oil reserves to its rich wind resources—and remains a factor in the development of new shale resources. Brazil can become a net exporter of energy. The abundance of its domestic energy resource wealth, both renewable and fossil, is extraordinary. Yet today, the Brazilian government faces energy supply challenges in both fuels and power, as it struggles with stagnant economic growth and a mix of energy policies that can only be called unsustainable.
