301. Brazil and China facing global environmental challenges

Abstract:
At its 15th meeting, the China Analysis Group promoted insightful discussions on global environmental challenges shared by Brazil and China, highlighting priority topics for bilateral cooperation in the short-, medium- and long-term, within and beyond the 2030 Agenda for Sustainable Development. Despite the huge potential for bilateral cooperation in areas ranging from the bio-economy to climate-resilient cities, participants consensually noted a lack of bilateral frameworks dedicated to sustainable development between China and Brazil – for instance, the absence of a sub-committee aimed at environmental cooperation within the Sino-Brazilian High-Level Coordination and Cooperation Committee (COSBAN). Ultimately, better exploring the co-benefits associated to bilateral cooperation on shared environmental challenges – including but not restricted to climate change – could contribute to strengthening multilateral frameworks and global environmental cooperation. The speakers at the 15th meeting were CEBRI Trustee Izabella Teixeira; Vice-President of the Institute of Science and Development (ISD) of the Chinese Academy of Sciences (CAS) Wang Yi; Professor of Contemporary Chinese Politics at the University of Tokyo Akio Takahara; Head of the Environment Division II at the Ministry of Foreign Affairs Marco Túlio Scarpelli Cabral; and China Programme Manager at Climate Bonds Initiative Wenhong Xie. Abstract:
After more than a decade of denying its existence, Brazilian authorities have finally recognized the PCC—referring to Primeiro Comando da Capital, or First Capital Command—as a criminal organization that is a significant threat to public security, whose capacity to threaten democracy and the state can no longer be ignored. Formed in prison, PCC emerged and grew in the dark, ignored by the authorities. Its top leaders are already behind bars yet PCC is the leading criminal organization in Brazil and indeed in South America, benefiting both from the silence of the authorities and from the lack of an approach that acknowledges PCC as a transnational criminal organization that commits crimes from north to south across the length of South America.

Abstract:
Latin America is once again passing through a crisis. After initially showing promising results, the neodevelopmentalist strategy adopted in Brazil and Argentina has reached its limits. The attempt at 21st century socialism in Venezuela derailed, tearing the country apart. Finally, the neoliberal path dutifully followed by Mexico, Chile, Colombia and smaller countries perpetuated social inequalities, and is now menaced by President Trump's protectionist turn. The current Latin American crisis goes much beyond the reversion of the so-called "Pink Tide". It affects all ideological colours, raising again an old theoretical-political question that stood in the core of dependency theory: is development even possible in Latin America? The key to answer this question – a concept of development that captures non-converging transformation – was not available to Frank, Marini, Bambirra and Dos Santos, among other dependency theorists. Too easily conflating development with catching-up, they reached a dead end. Indeed, as they could see, Latin America was constantly changing, but not in the expected ways. In this paper, I suggest that the concept of uneven and combined development allows for a renewed engagement with dependency theory's core problem, by representing mixed forms of development as the norm, not the exception.

Abstract:
In Latin America, as elsewhere in the world, regional and subregional organizations have multiplied recently. Scholars tend to focus on the variety of regionalisms or their ever changing nature (postliberal, post-hegemonic...). This study, through a political sociology of regionalism approach, examines Latin American regions and their actors and goes beyond the first set of questions. In this perspective, scrutinizing the regional General Secretaries of the sub-continent is particularly useful to understand how regional powers emerge. With a specific focus on the Southern Common Market (UNSUR), the Common Market of the South (MERCOSUR), the Andean Community of Nations (CAN) and the Central American Integration System (SICA), this research offers a more precise answer to the question of the configuration of power within Latin American regionalisms.

This study explores the institutionalization of the cybersecurity agenda in Brazil and seeks to identify opportunities for multi-stakeholder cooperation. It analyzes the key moments and processes that marked the development of the country’s current cybersecurity architecture, highlighting the tensions which arose with the introduction of the agenda as a national security priority. The description of the cybersecurity governance ecosystem in Brazil opens up new avenues for the identification of solid opportunities for cooperation between different sectors inherently involved in the construction of this agenda — as much in the technical field (cryptography and incident response) as in the elaboration of legislation, policies, and awareness campaigns.

With the purpose of contributing to expanding transnational investment flows, Brazil signed, in 2015, a series of Cooperation and Investment Facilitation Agreements (CIFAs) with African and Latin American countries. Among its provisions, the CIFAs feature distinctive characteristics in terms of direct (and indirect) expropriation, corporate social responsibility, dispute settlement mechanisms and national treatment clauses – ultimately, aiming to provide greater legal certainty for investors. However, civil society organizations have warned against the potential impact of this new model of investment agreements on the autonomy of states to establish regulations in the public interest. As such, this Quarterly Brief seeks to analyze similarities and differences between the new Brazilian CIFAs and traditional bilateral investment agreements – as well as to evaluate them in light of alternative frameworks, elaborated by civil society networks, aimed at balancing investment promotion with human and environmental rights protection.

Abstract:
As the domain of civil society burgeoned in the 1990s and early 2000s—a crucial component of the global spread of democracy in the developing and postcommunist worlds—many transnational and domestic actors involved in building and supporting this expanding civil society assumed that the sector was naturally animated by organizations mobilizing for progressive causes. Some organizations focused on the needs of underrepresented groups, such as women’s empowerment, inclusion of minorities, and LGBT (lesbian, gay, bisexual, and transgender) rights; others addressed broader societal issues such as economic justice, social welfare, and antipoverty concerns. In many countries, the term “civil society” came to be associated with a relatively bounded set of organizations associated with a common agenda, one separate from or even actively opposed by conservative political forces. However, in the past ten years, this assumption and outlook are proving increasingly incorrect. In many countries in the developing and postcommunist worlds, as well as in long-established Western democracies, conservative forms of civic activism have been multiplying and gaining traction. In some cases, new conservative civic movements and groups are closely associated with illiberal political actors and appear to be an integral part of the well-chronicled global pushback against Western liberal democratic norms. In other cases, the political alliances and implications of conservative civil society are less clear. In almost all cases—other than perhaps that of the United States, where the rise of conservative activism has been the subject of considerable study—this rising world of conservative civil society has been little studied and often overlooked. This report seeks to correct this oversight and to probe more deeply into the rise of conservative civil society around the world. It does so under the rubric of Carnegie’s Civic Research Network project, an initiative that aims to explore new types of civic activism and examine the extent to which these activists and associations are redrawing the contours of global civil society. The emerging role and prominence of conservative activism is one such change to civil society that merits comparative examination. Taken as a whole, the report asks what conservative civic activism portends for global civil society. Its aim is not primarily to pass judgment on whether conservative civil society is a good or bad thing—although the contributing authors obviously have criticisms to make. Rather, it seeks mainly to understand more fully what this trend entails. Much has been written and said about anticapitalist, human rights, and global justice civil society campaigns and protests. Similar analytical depth is required in the study of conservative civil society. The report redresses the lack of analytical attention paid to the current rise of conservative civil society by offering examples of such movements and the issues that drive them. The authors examine the common traits that conservative groups share and the issues that divide them. They look at the kind of members that these groups attract and the tactics and tools they employ. And they ask how effective the emerging conservative civil society has been in reshaping the political agenda.

315. Global and Local Challenges in Argentina and Brazil

Abstract:
The last presidential elections in Argentina (2015) and in Brazil (2018), represent a change from populism towards more orthodox economic policies in two important countries in the region. This shift is not only economic but also reflects other fundamental changes in the electorate, in particular the growing dissatisfaction of the population with issues such as weak security and growing corruption in political institutions. In both countries, there are significant fiscal problems and adjustment is needed. But in modern democracies, the success or failure of economic policy is closely tied to political developments. Notably, both countries face their macroeconomic challenges under a parliamentary minority; a situation that is common to many countries in the region at present. Economies highly integrated into the international capital markets, with macroeconomic imbalances inherited from populist governments, face a particularly difficult challenge. On the one hand, the required fiscal tightening entails the execution of policies that may result in greater social unrest, thus encouraging a gradual approach. On the other hand, a gradual approach requires a greater funding stream of financial funds thus exposing the economy to higher financial risk. The dilemma of choosing between a shock adjustment and a gradual approach has been central to understanding what has happened in Argentina and is essential to assessing the options available to the next government in Brazil. The dilemma about the optimal speed of fiscal adjustment has been faced by other countries in the region in the past. In some successful cases of gradualism, the presence of a clear commitment mechanism over the fiscal path, including the implementation of goals agreed with the IMF, has played a decisive role in mitigating the credibility gap typically linked to gradual approaches. One question that the Committee puts forward throughout this statement is to what extent does Argentina's experience entail relevant lessons for Brazil? In order to thoroughly understand these possible lessons and the challenges that both countries face, it is important to consider the similarities and differences between Argentina and Brazil. There is no doubt that both countries are dealing with formidable fiscal challenges. In both countries, there is a primary fiscal deficit and public debt levels are high in relation to GDP. Also, both economies face low or negative growth rates, partly because of cyclical or temporary factors and partly because of low productivity levels due to complex regulatory regimes and tax systems that hinder investment. On the other hand, the realities of Argentina and Brazil are very different in some important aspects. Brazil has not had to cope with a currency crisis and external financing problems such as those of Argentina; the latter has had to reduce its hefty deficit in the current account of the balance of payments. In contrast, Brazil’s external public debt and external financing needs of the public sector are low. However, while the private sector’s foreign indebtedness is quite moderate in Argentina, it is relatively high in the case of Brazil. As regards to monetary policy and inflation, the situation in both countries is also very different. Whereas the inflation rate in Argentina has suffered a substantial increase throughout this year in the context of low credibility in its monetary policy, Brazil has kept a low and stable inflation rate and has significantly improved its central bank’s credibility. These similarities and differences require a differentiated discussion of each country, even if some challenges facing Argentina and Brazil are shared, and whether their experiences provide lessons for each other. The international context plays a fundamental role for both economies in determining the results of economic policy. Before embarking on a more detailed analysis of the challenges facing Argentina and Brazil during the next year, we will analyze how the international context has recently changed, in the next section.

This paper examines the stance taken by the Syrian diaspora in Latin America vis-à-vis the war in Syria and how it envisions its aftermaths. It builds on an ethnographic field research and analysis carried out between 2011 and 2014 in Argentina and Brazil, and expands its scope by including a questionnaire prepared by ARI on the diaspora’s future role in the reconstruction Syria in a post-conflict scenario. The questionnaire has been sent to Syrian immigrants and descendants from Chile, Argentina, Brazil and Mexico. The first section examines the patterns of Syrian emigration to Latin America and its diasporization process under the influence of the Syrian Social Nationalist Party and the Ba’ath. The second section shows how those historical elements have impacted the diaspora’s attitude towards the conflict in Syria. The last section analyzes the answers to the questionnaire and identifies the main topics of shared interest.

317. The Community of Portuguese Speaking Countries (CPLP), Portugal and the future

The role of linguistic and cultural ties plays a signi�icant part in today’s globalized world as a form of hindering differences and highlighting similarities between societies spread across the globe. In this sense, international organizations based on past asymmetric relations between the colonizer andthecolonizeddrawuponthelong-lasting imprints left by the former empires, namely in linguistic, cultural, historical or economic terms. These organizations are atypical in contemporary international relations, not least because they contradict the current trend for regionalism, as it is the case of the Commonwealth or the Organisation Internationale de la Francophonie (OIF) with members spread across the globe. The Comunidade dos Países de Língua Portuguesa, hereinafter Community of Portuguese Speaking Countries (CPLP) is an international organization founded in 1996 by Angola, Brazil, Cape Verde, Guinea-Bissau, Mozambique, Portugal and São Tomé and Príncipe. Nowadays, the organization is composed of nine states, the aforementioned, East Timor and Equatorial Guinea, who joined in 2002 and 2014 respectively. The foundation of the organization is rooted in historic and cultural characteristics existing in the above-mentioned countries, part of the Portuguese colonial empire at some point in their past and consequently sharing the Portuguese as the of�icial language.The constitutive declaration of the CPLP highlights the principles of equal sovereignty of its member states, respect for national identities and territorial integrity, non-intervention in internal affairs of other member states, promotion of rule of law, democracy, peace and human rights and the promotion of development and cooperation in diverse areas. As for the objectives of the organization, the CPLP is regarded as an organization to align political and diplomatic positions between members and consequently reinforce the position of said members in the international fora. Furthermore, cooperation in diverse areas such as education, justice, health, science, defense, public administration or culture is its cornerstone. Lastly, the promotion and diffusion of the Portuguese language in the world is also an important axis of actuation. Illustrative of this fact has been the attempt to upgrade Portuguese as one of the of�icial languages of the United Nations. In comparison with the Commonwealth and the OIF, the CPLP is ruled by a fairly similar set of principles and objectives. These organizations are based on the role of language and shared history as an agglutinating factor between its members and the protection of quasi-universal values such as the rule of law, democracy, and human rights. Thus, the aforementioned have overlapping competences which in turn adds a degree of competition between the organizations due to the fact that the three strive to magnify their normative power and are present in the same regional contexts, namely in Africa. Indeed, Mozambique is simultaneously a CPLP and a Commonwealth member state while Guinea-Bissau, Cape Verde and Equatorial Guinea are members of the CPLP and the OIF. Furthermore, both in the number of member states and budget for the operationalization of the organization, the CPLP is of a considerably smaller scale. The OIF and the Commonwealth have 54 and 53 member states respectively, while the CPLP has only 9. Additionally, between 2010 and 2013, the average budget of the OIF was 85 million euros, while the CPLP’s budget for 2019 will be around 2,7 million euros. The resources do not equate the dif�iculties found in the context that the CPLP is inserted in.

Abstract:
This study provides insight into global mobility in Brazil’s higher education sector. With support from the Australian Government’s Department of Education and Training, the IIE Center for Academic Mobility Research examines select indicators of internationalization in Brazilian higher education, including the provision of courses taught in English, virtual learning, and initiatives to support inbound and outbound student flows. The findings can help to expand Brazilian higher education institutions’ capacity to gather and report mobility data.

Abstract:
Despite being a transnational organized crime, drug trafficking has a local impact in terms of security and violence, which is typically managed by non-national state actors. This paper proposes that, given their juridical and material constraints, subnational state agencies, primarily police forces, regulate drug trafficking through a combination of toleration, repression and rent extraction. I also argue that greater coordination within law enforcement agencies at the subnational level leads to lower drug-related violence at the retail dealing level. I illustrate this argument with a subnational comparison of four cases in Argentina and Brazil during the last two decades.

Abstract:
Although Brazil has always been considered one of the most violent countries in the region, in the last years, violence has grown exponentially and has also become more complex. The present paper seeks to show how the increase of violence, especially in the North and Northeast of Brazil, is related to the dispute between different criminal organizations, by the illicit drug market since the end of the non-aggression agreement that the Primeiro Comando da Capital and the Comando Vermelho had. From a qualitative approach, combining documentary analysis of primary and secondary sources, with interviews with experts, our work tries to answer the following questions: What is the current situation of violence in Brazil and how has it been re-signified? After that, we will relate that mutation to the complex variety of criminal organizations that operate in its territory; and, finally, we will answer how these organizations relate to each other. The result of this work will enable the development of multiple lines of research, especially related to the confrontation between criminal organizations and the illicit drug market in Brazil.

This essay posits Brazil as one critical locus for gestating the New Right. Often conceived of as a conservative reaction to the U.S. Civil Rights movement, the New Right actually developed transnationally, with determinative participation from Brazilian activists. In this article, I focus on a revelatory subset of those activists, who demonstrate collaboration that (1) linked elite reactionaries in Brazil, the United States, and elsewhere; (2) facilitated the rise of conservative Christianity as populist groundswell; and (3) transformed these two countries into power centers of a Right that adheres to the now-familiar Brazilian moniker “Bible, Bullets, and Beef.”

Abstract:
The article analyzes the domestic debate regarding the Brazil-West Germany nuclear agreement of 1975. A number of scientists and opposition politicians sought to use the apparent failings of the agreement to critique the military’s claims regarding the deal’s contribution to Brazilian economic development and nuclear status. While limited in its immediate impact, the opposition outlined major themes that would come to the fore later in the decade as Brazilian society began to question the wisdom of the agreement. Concerned with asserting Brazil’s nuclear autonomy, the opposition’s efforts also add a new dimension to global narratives of nuclear protest.

Abstract:
Brazil-European Union relations punch below their weight. Cooperation takes place at three levels: relations with European Union (EU) member states, Brazil`s partnership with Brussels, and EU-MERCOSUR negotiations. This multilevel governance contrasts with poor results: there is no free trade agreement, development cooperation became irrelevant, and international positions rarely converge. The article explores the reasons for the underperformance by comparing foreign policy shifts in Brazil and the EU, and analyzing multilevel governance in selected sectors of cooperation. It is based on four assumptions: multilevel relations are uncoordinated, idealist inter-regionalism doesn’t work, and crisis-driven, liberal realist foreign policies in Brazil and the EU facilitate bilateralism.

Abstract:
This article assesses the normative resistance to Responsibility to Protect adopted by Brazil and Russia against the backdrop of their international identities and self-assigned roles in a changing global order. Drawing upon the framework of Bloomsfield’s norm dynamics role spectrum, it argues that while the ambiguous Russian role regarding this principle represents an example of ‘norm antipreneurship’, particularities of Brazil’s resistance are better grasped by a new category left unaccounted for by this model, which this study portrays as ‘contesting entrepreneur’.

Brazilian anticorruption law and institutions were significantly transformed in recent decades. This article traces those transformations and explains how the international anticorruption and money laundering regimes contributed to their development. It argues that those international regimes were internalised in the Brazilian system through three mechanisms: inspiration and legitimation, coercion, and implementation support, and were critical to the transformation of Brazilian institutions.

Abstract:
The article compares Lula’s foreign policy to the Middle East with Ahmadinejad’s to Latin America. Methodologically, the historical concepts of each diplomacy is combined with empirical data on trade flows and diplomatic actions. It is argued that the implementation of foreign policies involved similar (presidential diplomacy) and distinct means (universalism and multilateralism by Brazil, and personalism, bilateralism and low institutionalization by Iran). The results of diplomacies also resembled: although the economic implications were modest, Brasilia politically increased its global projection capacity, while Tehran relatively reduced its international isolation.

Abstract:
We propose to study a tactical change into the violent political action of terrorist attacks: in addition to the car bombs and the attacks on public spaces performed by organized terrorist cells, attacks can growingly be pursued at a lower organizational and material cost. We propose to define such attacks as “low cost terrorism”, referring to recent events (Paris, London, Brussels, and Barcelona). Aside from the theoretical discussion and characterization of terrorism as a macrosecuritization process, we discuss Brazil’s anti-terrorist legislation in this context and highlight inconsistencies and inadequacies of the country’s to address the phenomena of terrorism, especially when referring to “low cost terrorism”.

The issue of the Falklands catalyzes the attention of researchers in studies of the military presence of extraregional actors in South America. However, France, a state equally exogenous to the South American nations, is present in the region, keeping a colonial territory, where contingents and military installations are located, almost always ignored in regional security studies. Abstract:
Research that focuses on security systems in South America usually identifies the existence of two regional security subsystems: one in the Andean countries of the North, with more traditional characteristics such as militarized tensions at the borders and intense drug trafficking problems; and a second one located in the Southern Cone, with security and integration regimes, which could qualify as a security community. This is what we call a dualistic view of security. This paper challenges this thesis to show that contemporary developments and concerns about the purchase of sophisticated weaponry by some South American countries, especially Chile, Venezuela, and Brazil in the first two decades of this century are critical points for the idea of a permanent (democratic) peace zone located only in the Southern Cone. In fact, arms purchases transform the South American region into a single regional security complex with tensions and militarized representations in both the Andean system and the Southern Cone.

This article aims to describe and analyze the conditionalities and side effects of Brazil’s inclusion in NATO´s Catalog (NATO Codification System- NCS) for the national Defense Industrial Base and the country’s development (the agreement dates back to April 1997). The central hypothesis is that, through this process, there was a progressive conditioning of the national defense industry, and correlates, in favor of protocolization, which extended the internationality and scope of national agents, both as buyers and sellers, within this system and subsystems. The analysis of the process of inclusion of Brazil in the NSC and the characteristics and purposes involved and the analysis of the repercussions for Brazil.To do this, before the analysis of the repercussions, there is an explanation of the method used, once the objectives of the article consolidate through a medium-term prospective vision.

Abstract:
The article discusses the interconnections between the participation of the Brazilian military in peace missions and civil-military relations in the country. For its elaboration a bibliographical revision and the collection of primary sources, like governmental documents, articles published in newspapers and magazines and interviews were realized. It is concluded that, instead of contributing to the improvement of the articulation between foreign policy and defense policy, the Brazilian participation in peace operations has been instrumentalised by the political class and indirectly contributing to the militarization of public security and the policialization of the armed forces.

This paper documents the evolution and the determinants of earnings inequality in the Brazilian formal sector from 1994 to 2015, using establishment level data. In 2015, schooling explained 33 per cent of overall inequality. Firm-specific effects explain 65 per cent of total inequality level and 76 per cent of the inequality fall observed. The downward inequality trend parallels the one seen in household surveys. However, the distributive decompression goes only until the 90th percentile, which is in line with Personal Income Tax based evidence. The share of inequality explained by top 1 per cent and 0.1 per cent incomes rose 43 per cent and 91 per cent, respectively.

At its ninth meeting, CEBRI’s China Analysis Group promoted insightful exchanges among varied stakeholders concerning the implications of the Belt and Road Initiative (BRI). Speakers focused on analyzing its strategic significance for China and the opportunities established for different actors involved, including partner countries and multinational companies operating in fields related to infrastructure. In light of the BRI’s impressive figures – encompassing over 90 countries, around 50% of global GDP and 70% of the world's population – participants explored the Initiative’s meaning beyond infrastructure investments and connectivity, stressing its geopolitical nature and the central role in the Chinese ambition to shape the future of globalization and the global order.

336. Compliance shocks under low bureaucratic capacity

Abstract:
There is a general consensus on the negative e€ects of corruption on state capacity and welfare, but there is little understanding of how anti-corruption initiatives a€ect other areas of policy making. This paper frames anti-corruption policies as a delegation problem and examines the e€ects of enforcement shocks on bureaucratic action. As politicians increase the oversight of the bureaucracy to ensure that their actions are more compliant, bureaucrats react to a higher risk of punishment and choose safer actions. This model shows, however, that under low policy capacity an increase in oversight may in fact distance the bureaucratic action from the political preferences if punishment is highly asymmetrical. I test this hypothesis using data from the Brazilian random audit programme and detailed records of municipal spending during 2006-2012. I show that being audited substantially increases the chances that bureaucrats will face legal sanctions for the policies they attempt to deliver, but there are no corresponding sanctions for under-delivery. As a result, I nd that a random audit increases the gap between the budget planned by politicians at the beginning of the year and the resources actually spent by bureaucrats. This is a sizable e€ect where bureaucrats spend 1.5-2% less of the average municipal budget and 10-15% less of the discretionary expenses. This e€ect is disconnected from the political cycle and the reported corruption risk. The results suggest important insights for the design of anti-corruption policies: if the size and threat of punishment is large enough, not delivering policies may be a safer strategy than risking non-compliance. Hence, combining an increase in the risk of punishment with higher incentives for policy delivery could mitigate the potential side e€ects of audit-based anti-corruption programmes.

Abstract:
Brazil is the world's most homicidal country in absolute terms. It also exhibits some of the most prolific lethal violence against children and adolescents. The following assessment demonstrates an exponential increase in the total number and prevalence rate of child and youth homicides between 1980 and 2014 — 476.4% and 485%, respectively. Such violence is not evenly distributed. Several northeastern states exhibit the highest rates of intentional homicide in Brazil, with the most common victims consisting of 16- and 17-year old black males.

Internationally recognized for its immense wealth of natural resources, the Brazilian Amazon Region and its enormous forest are characterized by significant urban conflicts. The growth of illegal settlements in Amazon cities is a sad reality that has transformed the region’s space. The purpose of this essay is to demonstrate part of my doctorate investigation in which I present the squatter-settlement development process (called favelização) of wetlands in the city of Macapá where there is intense occupation of environmental protection areas for precarious housing construction. Also by virtue of such phenomenon, the Federal University of Amapá, via its extension project called “Planning with the Community,” has been seeking to answer some questions relating to informal urbanization processes and their effects on communities living in ressaca areas.

There are few spaces where people working on violence against women and girls can come together to learn new ideas and approaches, meet the experts and influencers in the field, network, explore new ways of doing research, absorb positive energy and ideas from likeminded colleagues, and, just as important, re-energise and have fun. SVRI Forum is that space. The Forum is the key bi-annual event for research on violence against women and related forms of violence stemming from and driving gender inequality.

344. Leaders, Contexts, and Complexities: IFP Impacts in Latin America

Abstract:
The third report from our 10-year tracking study of the Ford Foundation International Fellowships Program (IFP), Leaders, Contexts, and Complexities provides an in-depth look at the lives and careers of IFP alumni in three Latin American countries: Brazil, Guatemala, and Mexico. Drawing on interviews and focus groups with 268 alumni, former IFP staff, community members, and other stakeholders, the fieldwork paints a complex picture that highlights the opportunities of the IFP experience against the challenges posed by local social and political realities. Myriad examples emerged from the fieldwork of ways the IFP fellowship has helped boost the individual lives and social justice careers of many members of Brazil, Guatemala, and Mexico’s most disadvantaged communities. IFP alumni in these countries are serving in leadership roles, most often in academia, government, and civil society organizations. They are directing research centers, serving as vice ministers of education, and leading organizations that work on a wide range of social justice issues such as cultural preservation, indigenous and human rights, and youth development. At the same time, home country contextual challenges have limited the extent to which some alumni have been able to advance their careers, their organizations, and social progress more generally. Several alumni have faced significant challenges because of continued discrimination and difficult labor market conditions in their home countries. In contrast, some alumni in Brazil have been able to leverage the introduction of affirmative action programs and other policies aimed at addressing inequities to advance their social justice aims. Taken together, these findings show that local environments matter.

Abstract:
This article examines Brazil’s motivations, objectives, and action in international instances related to nuclear disarmament, non-proliferation, and arms control, particularly the Treaty of Tlatelolco and the Treaty on the Non-proliferation of Nuclear Weapons (NPT). The paper describes the evolution of Brazilian attitudes and decisions and discusses prospects for nuclear disarmament opened by the proposal of a treaty prohibiting nuclear weapons.

Abstract:
This article aims to contribute to the analysis of Brazilian grand strategy and the place of UN peace operations (POs) in the context of this strategy. It deals with the political economy of POs and grapples with the trends of POs in the recent past, especially the increasingly robust mandates of peace operations and their implications. Brazilian participation in peace operations is discussed, focusing on its main characteristics and the consequences of an absence of consensus on the role of POs for the country´s grand strategy. Finally, suggestions are proposed that might create synergies between participation in POs and Brazil´s grand strategy.

Abstract:
The article discusses the issue of nuclear-propelled submarines as a nuclear non-proliferation question, addresses the issue of safeguards procedures and arrangements, and suggests a broader, political approach to allay international concerns. Such safeguards arrangement would set the precedent for future arrangements, and particularly if integrated into a more comprehensive approach, might strengthen Brazil’s hand in nuclear negotiations, including on disarmament.

Abstract:
Existing research on security governance in South America functions on dichotomous lines. Analysis of Brazil’s security practices is a case in point. On the one hand, scholars point out the balance of power and hegemonic institutions as the main discourse in the security practices between Brazil and its South American neighbors. On the other hand, some other emphasize the importance of democracy, cooperation on defense and security, and peaceful conflict resolution between states in the region as indicators for the emergence of a security community between Brazil and its neighbors in the South American region. The way in which multiple orders coexist is not given adequate attention in empirical research. This article seeks to overcome this dichotomy. By foregrounding Brazil’s regional security practices, particularly during the Lula and Rousseff administration, I show the hybrid and sometimes ambivalent security governance system in Brazil, where mechanisms of balance of power and security community overlap in important ways.

Abstract:
Given Brazil’s regional prevalence, its low, late and soft investment in regional security governance appears puzzling. We approach the puzzle through an analysis of contextual features, institutional overlap and policy networks, especially regarding nuclear energy and the environment. Our findings show that Brazil’s behavior is explained by a combination of low regional risks, scarce domestic resources, a legalistic regional culture of dispute settlement, and transgovernmental networks that substitute for formal interstate cooperation and deep regional institutions.

Abstract:
Leadership theory in IR still lacks a coherent approach, and it is analytically useful to use eclectic lenses by combining all factors related to power and the usage of power to gain leadership status. I define the term "international leadership" as a process in which a state mobilizes its resources to influence a group of other states (followership) in order to achieve a common goal. In the empirical investigation, I will focus on China's abilities to lead in Southeast Asia. Despite the fact that there are many advantages for China, the mechanism of transforming power resources into regional leadership is still questionable.
