701. What Iraq and Argentina Might Learn from Each Other

Abstract:
Financial collapse usually triggers a flurry of market, academic, and policy innovation. The Latin American debt crisis of the 1980s produced the Brady Bonds and led to the rise of today's emerging markets. In the late 1990s, crises in Pakistan, Ecuador, and Ukraine helped teach the markets how to restructure international sovereign bonds. Crises in Mexico, Russia, Brazil, Turkey, and throughout East Asia raised doubts about the international system's ability to manage vast and rapid capital flows, and prompted a big-picture reassessment under the rubric “international financial architecture.” This included most famously the sovereign bankruptcy proposals discussed elsewhere in this volume.

Abstract:
Argentina and Brazil suffered grave financial crises during the 1990s. During that time, they were involved in trade negotiations with each other inside Mercosur. As the financial crises struck one or the other country, their negotiating positions varied from accommodating to aggressive, leading to peaks of confrontation from which Mercosur has not quite recovered yet. Furthermore, those crises provoked a large number of trade disputes as protectionism from both countries grew when the crises increasingly hurt their economies.

703. BRICSAM and the Non-WTO

We discuss recent regional trade and economic partnership agreements involving the large population, rapidly growing economies (BRICSAM: Brazil, Russia, China, India, South Africa, ASEAN, and Mexico). Perhaps 50 out of 300 agreements that exist worldwide involve BRICSAM countries; most are recently concluded and will be implemented over the next few years. Along with extensive bilateral investment treaties, mutual recognition agreements, and other country to country (or region) arrangements they are part of what we term the non-WTO. This paper aims to document and characterize the agreements and analyze their possible impacts. Agreements differ in specificity, coverage and content. In some treaties there are detailed and specific commitments, but these also co-exist with seemingly vague commitments and (at times) opaque dispute settlement and enforcement mechanisms. Whether these represent a partial replacement of the World Trade Organization (WTO) process for newly negotiated reciprocity based on global trade liberalization or largely represent diplomatic protocol alongside significant WTO disciplines is the subject of this paper.

The argument of this paper is that there is nothing new about the political connection made between development and security. This has characterized US relations with Latin America grounded in the Monroe Doctrine (giving the US right to intervene) that dates back to 1823. The focus here is on the 1960's, the aftermath of the Cuban Revolution, when the securitydevelopment complex was put firmly in place through the build-up of the region's armed forces militaries and an aggressive, anti-communist ideology under the aegis of the US military. In this context, the paper revisits a visionary paper written by the Brazilian economist Celso Furtado in 1966 when in exile, giving his (Latin American) analysis of the securitydevelopment complex and need to react against US economic hegemony, an important strand in dependency theory.

Within a day of arriving at the United Nations John Bolton, the former lobbyist for Taiwan and advocate for one permanent seat on the Security Council, the United States, had cut a deal with the Chinese representative. China wants to stop an additional permanent Security Council seat for Japan. The United States had promised Japan its support in return for its loyalty over Iraq, but hated Germany more than it loves Japan. So the two agreed to thwart the attempt by the G-4 (Brazil, Germany, India, and Japan), to secure permanent seats during the current reform proposals.

After 17 years at the helm of Latin America's largest source of development financing, the President of the Inter-American Development Bank (IDB) is stepping down. Enrique Iglesias is slated to pass the reins to his successor in September. Like the recent fight over the leadership position at the Organization of American States, this contest promises to be a long and arduous process of political negotiation. As the United States attempts to maintain its traditionally hegemonic role in Latin America, Brazil is more boldly gaining some of that ground. And with annual lending to Latin American countries surpassing $8 billion annually, the IDB has significant influence over the region's economies.

The modern era of competition policy in Brazil began in 1994 with the enactment of a new law as part of the “Real Plan”, a set of policies developed to deal with a period of hyperinflation. The law established a Brazilian Competition Policy System (BCPS) consisting of three agencies: a re-configured Administrative Council for Economic Defence (CADE), which had originally been created in 1962, the Economic Law Office (SDE) in the Ministry of Justice, and the Secretariat for Economic Monitoring (SEAE) in the Ministry of Finance. CADE has adjudicative authority in BCPS cases, while SDE has the principal investigative role, and SEAE is primarily responsible for providing economic analysis.

This Survey's general assessment is that Brazil is currently reaping the benefits of macroeconomic consolidation, underpinned by a prudent policy stance. Much progress has been made in fiscal consolidation and monetary policy continues to be conducted in a forward- looking manner. The external adjustment has been remarkable, with continued strong export performance, making the economy more resilient to changes in market sentiment. These achievements owe much to the strengthening of institutions, in particular the inflation targeting framework and the Fiscal Responsibility legislation. The economic recovery is now firmly established. But the consolidation of macroeconomic stability remains essential moving forward, coupled with further structural reform, to ensure that the positive outlook ushers in a virtuous circle of improved confidence and resilient, equitable growth.

In the last twenty years, Brazil has undergone several attempts of improving sustainable growth through stabilization programmes, and more recently, structural reforms in line with the Washington Consensus Agenda. The results, however, have been disappointing, as the per capita output growth has remained below its historic trend, and poverty and inequality remain at high levels. This paper investigates why marketoriented reforms such as trade and capital account liberalization, privatization, deregulation and stabilization failed to boost growth in Brazil. We conclude that structural reforms may contribute to growth if accompanied by microeconomic policies tailor-made to address the country's needs, and by appropriate macroeconomic, institutional and political environments.

When Luiz Inácio "Lula" da Silva was elected president of Brazil in October 2002, popular expectations nearly across the political spectrum were so enormous that he was bound to disappoint someone. Indeed, what is remarkable about the present situation in Brazil is just how popular Lula remains (60 percent approval rating) in spite of a conservative fiscal policy, a modest uptick in the unemployment figures, a willingness to expend valuable political capital on pension and tax reforms, a financial scandal involving his chief of staff, and an embarrassing threat to expel a New York Times journalist.

Abstract:
This study, which examines the chances of success of the government of Luiz Ináci Lula da Silva, takes as its starting point the idea that the main obstacle resides in the structure of the Brazilian political system. Being unable to reform that system, President Lula has skilfully adapted to it, but not without having to forge certain unusual alliances. He has, nevertheless, honoured the campaign promises which brought him to power after three unsuccessful attempts in a row, maintaining anti-inflationary policies and strict budgetary discipline, and respecting commitments given concerning public debt and privatised companies. This macroeconomic policy – which follows on from that of Fernando Henrique Cardoso – dominated his government's first year in office, slowing the implementation of new policies addressing social issues and sustainable development. So far, the latter policies would appear to point more to continuity than to radical change, a fact which will, doubtless, contribute greatly to their success.

Abstract:
This paper analyzes the conditions in which the governments of Argentina and Brazil founded security institutions in the early 1990s, while they were democratizing. Civilian leaders in both countries established institutions and sought international participation deliberately to achieve civilian control and gain leverage over the military establishment, whom they sorely distrusted. The need to stabilize civil-military relations at home was therefore the prime motivating force behind the emergence of security institutions in the Southern Cone. Three mechanisms were at work: omnibalancing, policy handling, and managing uncertainty. These mechanisms are derived from three different schools of thought: realism, organizational-bureaucratic models, and theories of domestic political institutions. Besides explaining the sources of nuclear bilateral cooperation, this argument also serves as a critique of two prominent theories in international relations that attempt to explain cooperation and peaceful relations among democracies: neoliberal institutionalism and democratic peace theory.

Brazil's foreign policy is an example of continuity, while Mexico's foreign policy is characterized by change. The foreign policy of both countries is conditioned by both international and domestic variables. This working paper describes and explains comparatively the way in which the domestic politics of Brazil and Mexico are key factors in determining their foreign policies. The document is divided in two sections. The first and more important analyzes the mechanisms through which domestic institutional, economic, and political variables impact and determine the foreign policies of both countries; this section is divided in two parts, one on Brazil and the other on Mexico. The second section explores the consequences of domestic institutions in Brazil's and Mexico's foreign policies in the adminstrations of Vicente Fox y Luiz Inacio Lula da Silva, after they took office in 2000 y 2003 respectively, using both cases to discuss the central findings of this research.

Abstract:
In this paper we address the issues involved with the use of microeconomic data, that is, household surveys, to compare the patterns of income growth among different regions instead of the commonly used aggregate data. In particular, we investigate the issues of aggregation of household income to regional income and the problem of demography. As returns to experience generally differ across regions, differences in the patterns of income growth across regions in the same time interval will differ across age groups, which means that convergence or divergence of aggregate income among regions will depend on the age structure of their population. We apply these concepts to the case of the states of Brazil, for which we have repeated cross sections from a rich household survey. We find that patterns of income growth vary a great deal across birth cohorts, depending on the economic returns to experience.

Accurate regional estimates of output are desired as an indicator of level of development and as a variable used to explain internal migration, demand patterns, fertility and other aspects of behaviour. This chapter explores one often neglected aspect of regional income differences, namely that due to price differences or regional purchasing power parities. When nominal regional income measures are adjusted for these price level differences they are termed real regional incomes. The preferred method of estimating regional purchasing power parities by detailed price comparisons is discussed for Brazil, the United States and the European Union. The empirical thrust of the chapter is an investigation of different methods for estimating regional real incomes based on PPP data for 167 countries and nominal regional incomes and other data for about 870 administrative areas at the subnational level. Even in their present form we believe the real income estimates provided for the geographical units present opportunities for understanding the world economic structure.

720. Colombia and its Neighbours: The Tentacles of Instability

While the Colombian armed conflict has deep roots in history, increasingly it is fuelled by the inflow of weapons, explosives and chemical precursors and financed by an outflow of drugs. The tentacles of instability criss-cross the 9000 kilometres of land and water that separate Colombia from and link it to its five neighbours, Ecuador, Peru, Brazil, Venezuela and Panama. Those borders are largely uncontrolled, and the Colombian government has stepped up its demands for fuller regional cooperation. The neighbours are greatly reluctant, partly because of internal crises and partly because of their view of the conflict. Yet, Colombia needs more help from them to make progress in ending that conflict, while peace in Colombia would give them a better chance to solve their own serious domestic problems.

The United States and Brazil are the largest economies in North and South America, respectively. A generation ago, both were relatively closed economies in terms of the proportion of their trade to gross domestic product (GDP), but for sharply different reasons. The US market was highly competitive except for some light manufactures (e.g., textiles, clothing, and footwear) and a few agricultural sectors with high border barriers. By contrast, Brazilian industry was largely uncompetitive and highly subsidized; important commodities like coffee provided the bulk of exports while a large share of the value of most industrial exports was attributable to export subsidies.

After a committed process of macroeconomic stabilization that began during the mid-1980s in most of Latin America, many observers began to speak of the need for a “second generation” of reforms that could more firmly establish the bases for economic growth and correct for longstanding distributional inequities. By the mid-1990s serious reformers like Argentina and Mexico seemed to be on the cusp of tackling this distributional backlog by launching so-called second phase market reforms meant to correct for earlier shortcomings in the social realm (Naím 1995; Pastor and Wise 1999). However, in both cases, financial crises erupted: Mexico's crash of December 1994, which saw a forty percent devaluation of the peso and a massive outflow of portfolio capital; and, more recently, Argentina's 2002 meltdown, which while simmering since the Brazilian devaluation of 1999, finally caused the country's commitment to a fixed exchange rate to be abandoned.

Economic adjustment policies, trade liberalization, privatization of State enterprise and transformation of labor markets and labor market institutions relate to a process of transition between a model of import substitution industrialization and a "new economic model" characterized by the transnationalization of Latin American internal markets. All these elements contribute to change the premises of the organization of unions and to weaken their role in the negotiation of salaries and working conditions, their intervention in the regulation of employment and their participation in the administration of social security and health benefits. On the basis of the cases of Brazil, Chile and Mexico, the presentation will provide a context in which to pose the question of the crisis of Latin American labor and examine some of the alternatives that are available for trade unions in the new economic conditions.

The Pakistani society is rid with fissures on almost every issue and aspect concerning the nature of political system, nation-building, the meaning of the national identity and the means to ensure it. When it comes to the nuclear issue mid this cacophony and chaos, General Pervez Musharraf asserts that there is complete national consensus on Pakistan's nuclear program. Leaders of Jamaat-E-Islami, the most vocal political party in espousing the cause of nuclear Pakistan, argue that barring few individuals who are against nuclear weapons, the overwhelming majority of Pakistanis consider nuclear weapons essential for the country's security. Is there really a consensus in Pakistan regarding the nuclear option? Have people thought about their country's nuclear weapons program and policy? Have they thought about the likely costs of their country's nuclear program? Do they know who is in the control of the country's nuclear infrastructure? Such questions address the perceptual, doctrinal, command and control, and future dimensions of Pakistani nuclear weapons and policy.

Abstract:
Revisions to GDP announcements in many countries are often large, and Faust, Rogers, and Wright (2003) have found that G-7 GDP revisions are predictable to varying degrees. In this paper, we extend FRW to study revisions to Brazilian GDP announcements. We document that revisions to Brazilian GDP are large relative to those of G-7 countries. Brazilian GDP revisions are also predictable, which is consistent with the view that GDP revisions correct errors in preliminary GDP rather than reflect news. However, GDP revisions are far from being entirely predictable. Although GDP revisions are largest only one year following the initial GDP release, those revisions are nearly unpredictable.

In recent years, the international financial system has faced tremendous challenges, from the Asia, Russia, and Brazil crises in the late 1990s, to Argentina's default and ensuing economic collapse in 2002 to new worries about a possible default in Brazil. An increasing number of observers are questioning the way the international financial institutions manage these crises. An alternative approach that is endorsed in principle by many—including Horst Köhler, the new managing director of the International Monetary Fund (IMF)—is a move toward more selective lending with fewer conditions, with the decision to lend based on a more general and ultimately political assessment of the recipient government's capacity to deliver on its promises. Argentina provides a potential test bed for this approach.

The paper deals with changes in the regulation and supervision of the Latin American financial sector in the aftermath of the 'Tequila Crisis' of 1994–95. While it finds that both have improved, regulation and supervision cannot resolve all problems; good macroeconomic policy and performance are essential complements. This is especially true because of the procyclical nature of financial activity. The paper presents both regional data for Latin America, contrasting it with other emerging markets, and four country case studies (Argentina, Brazil, Chile, and Mexico). The latter show how individual country characteristics and experiences affect the operation of the financial systems. We close with some policy recommendations.

Abstract:
This policy brief examines whether the pessimism that recently gripped the financial markets about Brazil's economic prospects is justified, and whether the big IMF program in support of Brazil announced on August 8, 2002, is likely to succeed in turning the tide. It concludes that present policies would be adequate to secure a gradual reduction in the debt/GDP ratio given return of the exchange rate to a less undervalued level and a level of interest rates that is normal by past Brazilian standards though still high by world standards, though not under the recent conditions of a severely undervalued real and astronomical interest rates. It also concludes that the strongly improving trend recently evident in Brazilian trade promises a progressive reduction in external vulnerability, though this again could be jeopardized by the maintenance of sky-high interest rates. It then argues that, despite the mixed records of the two principal opposition candidates for the presidency, neither would be likely to choose a policy of deliberately reneging on Brazil's debts. That being so, the recent market turbulence has to be interpreted as a panic in which even those convinced that Brazil's fundamentals are sound did not dare to speculate in favor of restoration of normality. Such situations are exactly those where the IMF can play a useful role in breaking a panic, and hence the new loan much improves the chances of Brazil avoiding the implosion that would be likely to follow a debt restructuring.

Abstract:
The purpose of this study is to consider the role played by the community of public health experts in the contemporary health sector reform process. It discusses the issue based on the case of Brazil and Mexico, because, as specialists, public health researchers in both countries have directed their participation to influencing the conflict over the reorientation of health policy in their respective countries. One of their approaches has consisted in developing a new cognitive framework that underpins technical health sector reform projects understood as policy proposals with technical content. Our purpose is to show that these experts manage to influence the national debate over health sector reform when the technical and scientific discussion leaves the academic sphere and goes to the realm of social and political debate. In our opinion, this occurs because this technical and scientific knowledge has been held out, independently of its intrinsic value, as a political and ideological alternative platform for sustaining a health sector reform proposal which, once transformed into a policy project, has served to aggregate certain political and social forces and not others. The study sets out each case separately, in each showing first the emergence of a new body of thinking in the field of public health (Collective Health in Brazil and New Public Health in Mexico). It then demonstrates how these groups of experts have articulated and interacted with specific political and social forces within their respective societies, and analyses how they have become a political stream within health institutions in the struggle to control the sector's future.

730. Defense White Papers in the Americas: A Comparative Analysis

In preparation for the October 2000 Defense Ministerial of the Americas (DMA) in Manaus Brazil and at the request of the Office of the Secretary of Defense, the Institute for National Strategic Studies (INSS) studied the global trend toward the creation of Defense White Papers. The study aimed to understand the nature of these documents in order to prepare the U.S. delegation to discuss the tendency in Latin America and the Caribbean during the DMA. The INSS study team found no agreement about what constitutes a 'white paper' other than each is a consensus statement on a topic. The team examined 15 defense documents worldwide and interviewed participants in the development process and independent analysts. The results suggest that the formative, often difficult, process through which governments must move to solidify their approach to national security defense policy, and the structure to implement it and build consensus for it is the essential part of a 'white paper,' providing a constructive experience that benefits the country. Governments tended not to want a template for this process, although at the working level there is some interest in the experience of other states. Defense White Papers become highly stylized nationalistic documents that reflect a state's unique domestic circumstances and international geopolitical situation. The attached chart provides an overview comparison of the Defense White Paper processes of Canada, the United States, Argentina, Brazil, Chile and South Africa. Past efforts by U.S. agencies to design templates have failed.

731. Inequalities in the Light of Globalization

Abstract:
Shortly before his death last year (2001) the Brazilian geographer and philosopher Milton Santos published a book entitled For Another Globalization. The literary scholar and sociologist António Cândido praised him as one “in whose writings scientific rigor was never an obstacle to a developed social conscience.” And although Santos viewed globalization as a “perverse phenomenon” he strove “to show that it is possible to carry it out differently.” The Santos book is but one among many works now issuing from Brazil and calling for a qualitatively different kind of globalization. At the World Social Forum II organized around the theme “Another World is Possible” held in Porto Alegre, Brazil (31 January – 5 February, 2002), thousands of voices from 135 countries likewise launched appeals for Another Globalization. These were the voices of political and church leaders; of NGO's working on diverse fronts (human rights, economic justice, debt relief, environmental protection, gender equality, democratic governance, the Tobin tax, citizen participation in public decision-making, peace, struggles against social exclusion); of rural and urban labor unions; of organizations of the landless and the homeless. Across wide differences in ideology, substantive positions and emphasis, participants at Porto Alegre II nonetheless proclaimed common value allegiances to equity and social justice over maximum economic growth, to participatory decision-making over secretive elite institutional planning, to fair over free trade, to active protection of cultural diversity over uniform economic strategies, to re-empowerment of national states as decisive agents of development over subordination to international corporations or financial agencies. They counterposed these values to their opposites, which they attributed to the elite Davos World Economic Forum, held in New York this year in support of that battered city – maximum economic growth, unregulated capital mobility, free trade, privatization, and a uniform reliance on competitive markets to serve as the motor force of national development everywhere.

Abstract:
The paper examines the structural and organisational problems of social insurance systems in Brazil and the Argentine in order to illuminate current debates about pension 'reform'. Much of the present discussion depicts social insurance 'crisis' as a modern phenomenon. Similarly, preoccupations about the macroeconomic objectives of reform - profitable pension funds as an adjunct to capital market deepening, about sustainability - the financial viability of systems, and about equity and coverage, are often assumed to be peculiar to the late twentieth century. The papers stresses the generational (or cyclical) nature of crises that have plagued social insurance regimes in both countries. It also identifies what may be learnt from differences, as well as similarities, between the two systems - not least the relatively larger historic role the private sector and earlier substantive provision for rural workers in Brazil. Following an appraisal of different 'models' (individual 'capitalised' accounts versus pay-as-you-go schemes and monopolistic state systems versus pluralistic/competitive arrangements), the paper concludes with an evaluation of the administrative and financial stability of current schemes.

733. The Effectiveness of Special Interventions in Latin American Public Primary Schools

In pursuit of improved quality and more equity in education, public primary schools in Latin America have utilized several compensatory educational policies that include special interventions such as food aid programs, distribution of free textbooks, classroom libraries, in-service teacher training, extra classes and extra school sessions, tutors and mentors, and scholarships. Using data on children and schools in Argentina, Brazil, Chile, and Mexico, this paper presents the results of cross-country, empirical estimates of the effects of these interventions on language and math achievement and on the likelihood of promotion, both at the school level and at the level of individual children. Language and math achievement was measured by scores on UNESCO-developed language and math examinations administered to each of the 2,048 children in the sample. In addition, the paper addresses whether a particular intervention is equally effective in poor and non-poor environments and whether these compensatory interventions in fact target those who need them most. Empirical findings suggest that the most effective programs are classroom libraries, distribution of textbooks, distribution of food, and teacher training. For programs to be compensatory, the research indicates that better targeting of scarce resources toward low-income schools and children is needed

This study examines the impact household structure and economic circumstances on deforestation in the Brazilian Amazon. It presents the results of an analysis conducted at property level, using both survey data and information derived from remote sensing. Regression analyses and spatial autocorrelation tests are given, following a theoretical development integrating notions of the household economy with von Thünen. The results from the empirical model indicate that social and demographic characteristics of households, as well as institutional and market factors, affect land use decisions. Thus, aggregate studies and spatially explicit models that do not include household information may be subject to specification bias.

Abstract:
This paper shows how using a combination of a cluster and a global value chain approach helps to assess local competitive strategies and upgrading possibilities. The global ceramic tile industry is dominated by two industrial clusters, Sassuolo in Italy and Castellón in Spain, which are not only dominating tile production in their respective countries and in Europe but are also the global technology leaders and the leading exporters. The Italian tile manufacturers are closely linked with capital goods manufacturers, the Spanish with producers of glazing materials. The equipment and materials producers drive technical change and innovation in tile design, whereas the tile manufacturers try to establish a competitive advantage in particular by innovating in downstream activities: training tilers, establishing diversified brands for different sales channels, and going into direct sales. Analyzing the value chain, from inputs and capital goods to final sales, offers new insights into scope and alternatives of local upgrading. It also helps to reassess the competitiveness of tile clusters in the developing world. This is done for Brazil's leading cluster which is located in Santa Catarina. Tile firms there can benefit from the fierce rivalry among Italian capital goods producers and among Spanish producers of glazing materials, as well as the rivalry between Italy and Spain. They are technology followers. However, having to deal with a volatile and very competitive market, they are innovative in downstream activities, experimenting with concepts which are not yet used by Italian or Spanish manufacturers.

As Brazil implements its System for Vigilance of the Amazon (SIVAM), the country's leadership continues to tout the system as a major effort towards achieving its national security objectives—especially (a) preserving the countr y's sovereignty over its territories in that tropical forest region; (b) assisting in Amazon law enforcement, particularly in deterring illegal flights associated with contraband and narco-trafficking; and (c) providing environmental information aimed at promoting sustainable development and the preservation of natural habitats in the Amazon. But while official arguments promise SIVAM will contribute to all three objectives, the lack of: (a) transparency in the program's development and implementation; and (b) greater participation by non-official organizations in how SIVAM will gather, process, and disseminate information threatens the environmental and human security value of the system.

Abstract:
In this paper, we present evidence that among developing countries, those that are resource-abundant invest less in education. We then discuss the economic processes behind this evidence. We describe a virtuous circle in which rising private returns to human capital and other assets lead to increased work effort and higher rates of private investment immediately, including among the poor, and generate higher productivity and lower inequality in the future. With resource abundance, however, governments are tempted to move away from the policies that generate this virtuous circle. Dutch Disease and related effects tend to lower the rate of return to the agricultural and human capital investments available to the poor. Resource rents accumulate in the hands of the government, and/or a small number of businessmen, further reducing incentives to invest. Staple-trap effects lead to the subsidization of capital, thereby taxing labor. The labor market in the resulting capital-intensive economy offers little benefit for moderate levels of education. The government may try to assuage the poor by directing some proportion of resource rents to populist programs that create new fiscal burdens but that do not enhance productivity. In short, resource abundance tends to break the virtuous circle linking education, growth and inequality in several places: the choice of development strategy, the level of inequality, the lack of incentives for investment in education, and the creation of a welfare state. We illustrate this breakdown by contrasting the cases of Korea and Brazil, and, since resource abundance need not be destiny, we conclude with policy lessons for resource-abundant developing economies.

The purpose of this paper is to analyze the regional security problems of Brazil, India and South Africa in the Southern Cone of South America, South Asia, and southern Africa, respectively. The three states are treated as emerging powers, i.e., middle powers that have the capability and intention to maneuver their way into great power status. a study of the regional distributions of military and socioeconomic capability suggest Brazilian regional primacy, Indian regional dominance and South African regional supremacy. Furthermore, while Brazil's neighbors ignore its regional status, India's neighbors contest it and South Africa's neighbors acknowledge it. In the first three sections of the paper, the three regional powers studied in their respective regions, with emphasis on the geographical boundaries, historical evolution, cultural characteristics and power dynamics of each region. A comparative analysis of the nuclear option chosen by each emerging power is presented in the section immediately following the three case studies. The final section situates the regional security of the emerging powers in the context of U.S. grand strategy and analyzes security cooperation between Brazil, India, South Africa and the U.S. It is concluded that in their quest to transcend their regional bounds and have a global impact, the regional security context is a critical factor for the emerging powers.

743. The 'Labour Question' in Nineteenth Century Brazil: Railways, Export Agriculture and Labour Scarcity

This paper examines changing patterns of labour relations in nineteenth-century Brazil associated with the building of railways and expansion of export agriculture. It addresses the 1850s-1880s period, decades when the `labour question' became a pressing issue for contemporaries. The extinction of the trans-Atlantic slave trade in 1850 posed the problem of finding alternative supplies of labour at a time of increasing agro-export production. In 1852 effective action to start the building of railways was taken. As part of efforts to improve conditions in the sugar and coffee sectors, several concessions were approved. From the middle of the century through to the 1870s, the expansion of coffee cultivation and railway construction were closely inter-related phenomena in the southern provinces of Brazil and shaped the debate about labour. The 1870s was a key decade. First, these years witnessed a `railway mania' - a great fever of building new lines and branches in various regions of the country, especially in the new coffee districts. Second, concern about the labour question intensified with the approval in 1871 of the Rio Branco Law which provided for the gradual emancipation of slaves. From then until 1888, when slavery was finally abolished, several policies were implemented trying to solve the problem of labour supply and to set new patterns of labour relations. This involved the arrival of thousands of immigrants in the 1880s, imported with government aid, to support the near-continuous expansion of coffee cultivation.

One of the single most defining features of Brazilian cities today is their dual built environment: one landscape is produced by private entrepreneurs and contained within the framework of detailed urban legislation, and the other, three times larger, is self-produced by the poor and situated in a gray area between the legal and the illegal. In addition to being an expression of economic and social disparities, this contrast has profound implications for the form and function of the cities. The sprawl of what are here termed “precarious peripheries” has led to a great disconnection of poorly urbanized spaces from the city center where jobs and cultural and economic opportunities are concentrated. The effects of this persistent “territorial exclusion” are devastating and occur in both the peripheries and the city center.

This paper tackles the question of trade strategy and differential economic performance in Latin America, with a focus on the four countries -- Argentina, Brazil, Chile, and Mexico -- most important for the successful completion of a full Western Hemispheric integration scheme. The analysis distinguishes between a “standard” market strategy that assigns the task of economic adjustment to market forces and a “competitive” strategy that more actively employs a range of public policies to facilitate adjustment and correct for instances of market failure. The choices of strategy are explored against the backdrop of international pressures, government-business relations, and institutional reform within the state. Two main conclusions are drawn: first, the competitive strategy strongly correlates with more favorable macro-and microeconomic outcomes and, second, mediocre economic performance under a standard market strategy has undermined the spirit of collective action that will be necessary to forge ahead at the hemispheric level.

This paper analyzes party discipline in the Brazilian constitutional congress of 1987-88, focusing on roll call votes in 1988. Because of the large number (1,021) of roll call votes during the constitutional congress and the availability of an excellent data base, the Brazilian constitutional congress offers an opportunity for one of the most detailed studies that has been conducted of party discipline in a Third World legislature. We begin with a discussion of how we have calculated discipline scores, given some distinctive features of the Brazilian party system and the constitutional congress. We show that the biggest Brazilian parties of this period were comparatively undisciplined, and we also show that the leftist parties were a powerful exception to this general tendency. We demonstrate that legislators who switched parties during the constitutional congress were more likely than others to be undisciplined before switching and that their discipline increased markedly after their move to new parties. Finally, we attempt to explain why discipline was low in all but the leftist parties.

Although Mexico is, without doubt, the most important Latin American country for the United States, by any standard Brazil should rank close behind. It represents our second largest export market in the region and has become the second largest venue of U.S. investment there. More to the point, in many ways, Brazil is South America, in the sense that its economy is larger than that of all its neighbors combined. In many ways, it is a trendsetter for an entire continent. The success or failure of President Fernando Henrique Cardoso’s reform program will decisively shape the future of Argentina, Uruguay, and Paraguay and influence strongly developments in Ecuador, Colombia, Peru, and Bolivia.
