701. Bridging Boundaries: The Equalization Strategies of Stigmatized Ethno-racial Groups Compared

This article offers a framework for analyzing variations in how members of stigmatized ethnoracial groups establish equivalence with dominant groups through the comparative study of “equalization strategies.” Whereas extant scholarship on anti-racism has focused on the struggle of social movements against institutional and political exclusion and social justice, we are concerned with the “everyday” anti-racist strategies deployed by members of stigmatized groups. We seek to compare how these strategies vary according to the permeability of inter-group boundaries. The first section defines our research problem and the second section locates our agenda within the current literature. The third section sketches an empirical context for the comparative analysis of equalization strategies across four cases: Palestinian citizens of Israel, Catholics in Northern Ireland, blacks in Brazil, and Québécois in Canada. Whereas the first two cases are examples of ethnic conflict where group boundaries are tightly policed, the second cases exemplify more permeable boundaries. We conclude by offering tentative hypotheses about the relationship between the permeability of inter-group boundaries and the salience and range of equalization strategies used by members of stigmatized ethno-racial groups to establish equivalence with their counterparts in dominant majority groups.

Abstract:
How can weaker states influence stronger ones? This article offers a case study of one recent exercise in coalition building among Southern middle powers, the 'India, Brazil, South Africa (IBSA) Dialogue Forum'. The analysis outlines five major points: first, it argues that the three emerging players can be defined as middle powers in order to frame their foreign policy behavior and options at the global level. Second, soft balancing is a suitable concept to explain IBSA's strategy in global institutions. Third, institutional foreign policy instruments are of pivotal significance in IBSA's soft balancing strategy. Fourth, the potential gains of IBSA's sector cooperation, particularly in trade, are limited due to a lack of complementarity of the three economies. And fifth, IBSA's perspectives and impact on the international system will depend on four variables: IBSA's ability to focus on distinct areas of cooperation, the consolidation of its common strategy of soft balancing, the institutionalization of IBSA, and its enlargement in order to obtain more weight in global bargains.

In March, Brazilian authorities drafted a new antiterrorism law instituting stiff penalties for a variety of violent acts committed by both individuals and organizations. The new legislation, expected to pass Brazil's congress in a modified form, will likely be used to target criminal gangs from Brazil's indigent favela neighborhoods, not Middle Eastern terrorist groups operating in the Argentina-Brazil-Paraguay Tri-Border Area (TBA). Brazil denies that illegal terrorist activities are being conducted in the TBA, and it does not regard groups like Hizballah or Hamas as terrorist organizations. Much of the legal foundation needed to successfully combat international terrorism is already in place in Brazil, but the government has not demonstrated the will to confront the problem.

Abstract:
This paper explains the unanticipated emergence of party - oriented legislators and rising party discipline in Brazil since the early 1990s. We contend that deputies in Brazil have become increasingly party - oriented because the utilities of party - programmatic and patronage - based electoral strategies shifted with market reforms, which created a programmatic cleavage in Brazilian politics and diminished the resource base for state patronage. Based on an original survey of the Brazilian Congress, we introduce new measures of partisan campaigns, party polarization, and the values legislators attach to party program and voter loyalty. Regression analysis confirms that deputies who believe voters value party program run partisan, programmatic campaigns, and those in polarized parties and those who believe voters are loyal to the party are willing to delegate authority to party leaders and do not switch parties. Party polarization and the proximity of deputies' policy preferences to their party's mean explain discipline on 236 roll - call votes in the 51st legislature (1999 – 2001).

In recent years, the bipolar multilateral trading system of the post-war years has given way to a multipolar alternative. Although many specifics have yet to be determined, some contours of this new trade policy landscape are coming into focus and in this short paper I examine their implications for the European Union's external commercial policy. Particular attention is given to both the state of business-government relations and the propensity to liberalise under the auspices of reciprocal trade agreements by Brazil, India, and China; the potential new poles of the world trading system. I consider the likely consequences of these developments, plus factors internal to both the European Union and the United States, for the possible con-tent of future multilateral trade initiatives.

706. No sympathy for Chavez: Venezuela's president in the media

Venezuela's President Hugo Chavez has difficulties in exporting his socialistic ideas to the region. The newspapers of seven Latin American countries have shown little sympathy towards his ideas in the past months, as has been shown by a new Media Tenor analysis of 21 leading newspapers from Argentina, Bolivia, Brazil, Ecuador, Columbia, Mexico and Peru (chart 1). Chavez's re-election generated positive headlines, but his leadership aspirations for the region as well as his announced renaissance of a new socialism of Latin American coinage (the “Bolivian Revolution”) were both met with skepticism. Some newspapers see Venezuela the brink of dictatorship, and the Mexican newspaper Reforma called Chavez a “tropical Mussolini”.

Abstract:
The author aims at uncovering points of convergence and divergence in the relationship between the Catholic Church and society. He begins by analyzing the challenges facing the Church in modern times, using the case of the United States and the traditional political relationship between Church and State in Latin America until the rise of the social-Christian options in the 1960s. He then describes Vatican II, which opened the Church to the influences of modern times. Subsequently, the author explains what he calls the “glorious period” of the Latin American Church, from the conference of bishops in Medellin (1968) to the meeting in Puebla (1979), with the Church's critique of “social sin,” its option for the poor, and liberation theology. Concurrently, the author shows the contradictory effects of the military regimes in the region. Looking at the relationship between Christians and politics, he analyzes in particular the case of Brazil, later expanding his analysis to Latin America and the world. The author then addresses social participation and politics in ecclesiastical practices and the slow building of democracy in the region, offering methodological criticisms of some static and nonhistorical analyses. He delineates how democracy has challenged the Church and, looking ahead, explores the present dynamism of society, especially the virtuosity of social movements and ecclesiastical communities when facing future transformation. The author ends by describing the current situation in Latin America, highlighting the pressing need for the Church to face issues that are presently frozen (such as sexuality, celibacy, and women as priests), in the hopes of a possible Council process in the future.

Abstract:
Triangular cooperation, in which two countries form a partnership to lend technical assistance to a third country, is a growing model of technical cooperation in the developing world. Why do developing countries participate in triangular cooperation, and how are these arrangements different from bilateral and multilateral linkages? An analysis of Brazilian triangular cooperation arrangements reveals that, in addition to offering pragmatic solutions, triangular cooperation is a tactic for national self-promotion within a broader strategy of foreign relations. The spread of triangular cooperation marks a shift in both the configuration and politics of international cooperation networks.

In Latin America and the Caribbean, the end of the Cold War coincided with transitions to democracy in Brazil and the Southern Cone, and the peaceful resolution of armed conflict in Central America. These developments, along with the intensification of globalization processes worldwide, inaugurated a hopeful era of “democratic peace” or “no war” suggesting a decreasing importance for traditional security matters. Although a series of bilateral border disputes continue to simmer in the region, the most intransient ones have been resolved. Indeed, since the 1995 war between Peru and Ecuador, interstate conflict has been all but erased, and military competition has been reduced dramatically. With the exception of Colombia's entrenched civil war and Haiti's faltering state, internal conflicts characterized by significant episodes of political violence have also become a distant memory.

Abstract:
This paper analyzes the politics of intellectual property (IP) and public health in Brazil and Mexico. Both countries introduced pharmaceutical patents in the 1990s, to comply with their international obligations. Indeed, both countries' IP systems were markedly similar in being favorable to the interests of the transnational, innovation-based pharmaceutical sector. Yet since the late 1990s the two countries have diverged in dramatic fashion. In Brazil the response to the high price of drugs and societal demands to reform the IP system has been to make obtaining private ownership over knowledge more difficult and to increase the rights of third parties to access and use knowledge. In Mexico, the response to similar demands has been to raise impediments to third parties' rights of access and use and effectively extend the periods of protection granted to patent-owners.

711. Modeling Amazon Deforestation for Policy Purposes

Abstract:
Brazil has long ago removed most of the perverse government incentives that stimulated massive deforestation in the Amazon in the 70s and 80s, but one highly controversial policy remains: Road building. While data is now abundantly available due to the constant satellite surveillance of the Amazon, the analytical methods typically used to analyze the impact of roads on natural vegetation cover are methodologically weak and not very helpful to guide public policy. This paper discusses the respective weaknesses of typical GIS analysis and typical municipality level regression analysis, and shows what would be needed to construct an ideal model of deforestation processes. It also presents an alternative approach that is much less demanding in terms of modeling and estimation and more useful for policy makers as well.

712. A Millennium Learning Goal: Measuring Real Progress in Education

The Millennium Development Goal for primary schooling completion has focused attention on a measurable output indicator to monitor increases in schooling in poor countries. We argue the next step, which moves towards the even more important Millennium Learning Goal, is to monitor outcomes of learning achievement. We demonstrate that even in countries meeting the MDG of primary completion, the majority of youth are not reaching even minimal competency levels, let alone the competencies demanded in a globalized environment. Even though Brazil is on track to the meet the MDG, our estimates are that 78 percent of Brazilian youth lack even minimally adequate competencies in mathematics and 96 percent do not reach what we posit as a reasonable global standard of adequacy. Mexico has reached the MDG—but 50 percent of youth are not minimally competent in math and 91 percent do not reach a global standard. While nearly all countries' education systems are expanding quantitatively nearly all are failing in their fundamental purpose. Policymakers, educators and citizens need to focus on the real target of schooling: adequately equipping their nation's youth for full participation as adults in economic, political and social roles. A goal of school completion alone is an increasingly inadequate guide for action. With a Millennium Learning Goal, progress of the education system will be judged on the outcomes of the system: the assessed mastery of the desired competencies of an entire age cohort—both those in school and out of school. By focusing on the learning achievement of all children in a cohort an MLG eliminates the false dichotomy between “access/enrollment” and “quality of those in school”: reaching an MLG depends on both.

Land and wealth are closely related in rural Brazil, a country characterized by high levels of inequality in terms of income or landholdings. After presenting a historical retrospective of land concentration and land reform in Brazil, this study evaluates the impact of the land reform programme undertaken in the 1990s on land ownership and land distribution. It is shown that the programme increased landownership among poor rural families and those with less educated household heads, reducing the fraction of the other families with landholding. Also, the land reform programme increased land inequality among landowners.

This paper seeks to explain the dynamics of Brazilian industrial catch-up in the last 60 years by discussing its background institutional conditions as well as its main macroeconomic features. After a brief introduction, the second section describes how after the institutional innovations introduced during the Vargas' and Kubitschek's administrations, a Brazilian version of the Developmental State was created, releasing the growth potential of the economy during the 1950s. The third section analyses the inflationary crisis and institutional inertia of the mid-1960s, and its solution through the introduction of a new of wave of institutional innovations and conflict management devices, which lead to the Brazilian growth miracle, until the debt crisis of early 1980s signaled its end. The fourth section analyses why the financial crisis, coupled with ineffective institutional changes and unsuccessful macroeconomic stabilization plans lead growth to a halt. It also includes an analysis of the pro-market reforms from the early 1990s onwards. The fifth section concludes the paper offering a brief sketch on how the analytical narrative fits the conceptual framework within which it was performed.

In the past, there has been plenty of scepticism about India's economic prospects: for many, Charles De Gaulle's aphorism regarding Brazil, that it was a country with enormous potential, and always would be, seemed to apply equally well to the South Asian economy. While the 'tiger' economies of East Asia were enjoying economic take-off on the back of investment- and export-led growth, the lumbering Indian elephant seemed set to be a perpetual also-ran in the growth stakes. Yet following a series of reform efforts, first tentatively in the 1980s, and then with much more conviction in the 1990s, the Indian economic model has been transformed, and so too India's growth prospects. High profile successes in the new economy sectors of information technology (IT) and business process outsourcing (BPO), along with faster economic growth, triggered a widespread rethink regarding India's economic prospects, and a wave of foreign portfolio investment flowed into Indian markets. Perhaps India was set to be a tiger after all.

Abstract:
Continuing CIGI's BRICSAM research, this paper questions whether size (economic or population) of emerging economies alone is enough to warrant accommodation in the rules and structures of the international system. The global realignment of states following the resulting power vacuum brought on by the end of the Cold War is finally materializing, as a new triangular formation has taken shape: the 'first world' club of the OECD; the 'second world' of emerging economies; and, a heterogeneous 'third world' of the rest. The interplay between and mobility among these groups of states deserves in-depth analysis. The core of this paper observes the economic and social trends of countries in the second tier, and their upwards aspirations towards the top-tier of the global architecture. Traced through a variety of indices, the growth of the BRICSAM group of countries (Brazil, Russia, India, China, South Africa, ASEAN-4 and Mexico) is demonstrated to be a powerful force in international economics and political economy. For the inclusion of these states, a change in the key aspects of global economic governance, the international architecture and geopolitics seems inevitable, and with it, new challenges arise for decision-makers and scholars alike.

Spurred by world events, energy security has vaulted to the top of the US political agenda. Concerns about supply interruptions and rising prices sped approval of an energy bill which Congress had in the works for nearly five years. Moreover, the growing prominence of the nation's energy challenges, drew special attention from President Bush in his 2006 State of the Union Address, sparking a renewed search for viable alternative fuels. Of those, ethanol is receiving the lion's share of attention. This paper will argue that the new US focus on energy alternatives will undoubtedly impact the ethanol and agriculture markets. However, this discussion will also advance the notion that a key element of an effective ethanol strategy from both cost and environmental perspectives lies in forging technological and open trading relationships in the Western Hemisphere, particularly with Brazil and Canada.

This article identifies and proposes a framework to explain the responses of Latin America's Roman Catholic churches to a new strategic dilemma posed by religious and political pluralism. Because the church's goals of defending institutional interests, evangelizing, promoting public morality, and grounding public policy in Catholic social teaching cut across existing political cleavages, Church leaders must make strategic choices about which to emphasize in their messages to the faithful, investment of pastoral resources, and alliances. I develop a typology of Episcopal responses based on the cases of Argentina, Chile, Brazil, and Mexico, and explain strategic choices by the church's capacity to mobilize civil society, its degree of religious hegemony, and the ideological orientations of Catholics. The analysis draws from 620 Episcopal documents issued since 2000.

I shall try to describe the importance of establishing links between short term and long-term projects intended to reduce poverty, illustrating these issues with the recent experiences of São Paulo, Brazil. I shall start with a short commentary on mobile societies, the global economy and the meaning of sustainable development. As our main and final aim is the elimination of poverty and not just its reduction, I shall then outline the links between long-term objectives and urgent short-term strategies. Finally, I will reflect upon poverty reduction efforts undertaken in São Paulo by Mayor Marta Suplicy during her 2001-2004 term when I served as Planning Secretary. Based on this experience, I shall propose some topics for the research agenda on poverty and urbanization.

Considerable progress has been made in recent years in achieving macroeconomic stability and restructuring the economy. Productivity has risen since the macroeconomic stabilisation of the mid-1990s and the implementation of a series of structural reforms. But Brazil's GDP growth performance (about 2.5% per year on average since 1995) nevertheless needs to improve to close a widening income gap relative to the OECD area. Reaping the full benefits of stabilisation in terms of faster growth will require consolidating macroeconomic adjustment, boosting innovation in the business sector and stepping up formal labour utilisation.

L'idée de démocratie raciale au Brésil et le modèle républicain en France constituent la toile de fond des mouvements de composition et de décomposition de la question du racisme à l'œuvre dans ces deux pays. Ces formules consacrées ne sont pas sans liens avec la manière par laquelle on se représente le racisme et façonnent des impératifs quant à la manière de le combattre. La réflexion croisée sur l'évolution des formes de reconnaissance du racisme au Brésil et en France, que propose cet article, permet notamment de revisiter des conceptions juridiques, politiques, sociales et le vécu personnel qui lui sont attachés à différentes périodes. Des deux côtés de l'Atlantique, les modes de compréhension du racisme ont longtemps fait peser une sorte de déterminisme sur les victimes en les maintenant quelque part à distance du problème.

Je discute ici les questions relatives aux garanties constitutionnelles, en particulier les droits civils, et le fonctionnement du pouvoir judiciaire et de la police, en essayant d'attirer l'attention sur la violence endémique et les violations systématiques des droits humains sous les gouvernements constitutionnels démocratiques, en particulier des années 1990 à nos jours. J'y examine les efforts déployés au Brésil par le gouvernement et la société civile en vue d'un élargissement de la jouissance des droits de la personne à toute la population. Enfin, cet essai comporte également un témoignage sur mon bref passage au gouvernement fédéral du Brésil.

Dans un livre publié en 2004 – La violence – Michel Wieviorka suggère l´hypothèse d'une remise en cause, à l'heure actuelle, dans les sociétés occidentales, de la formule weberienne qui plaide en faveur du monopole légitime de la violence physique en tant que fondement de l´État moderne. Bien que l'on puisse être d´accord avec cette hypothèse générale, on ne peut pas l´accepter aussi complètement, si l'on considère les sociétés « de l´extrême Occident » (selon l'expression d'Alain Rouquier), comme c'est le cas du Brésil. En dépit des mutations survenues de par les liens de société brésilienne avec le mouvement de la mondialisation, le contrôle démocratique de la violence et du crime urbain suggère un double défi à relever : d'un côté, le contrôle d'une violence endémique qui se déploie au sein de la société civile; et d'un autre côté, le contrôle, autant par la société civile organisée que par le gouvernement civil, des forces répressives de l'Etat.

Financial collapse usually triggers a flurry of market, academic, and policy innovation. The Latin American debt crisis of the 1980s produced the Brady Bonds and led to the rise of today's emerging markets. In the late 1990s, crises in Pakistan, Ecuador, and Ukraine helped teach the markets how to restructure international sovereign bonds. Crises in Mexico, Russia, Brazil, Turkey, and throughout East Asia raised doubts about the international system's ability to manage vast and rapid capital flows, and prompted a big-picture reassessment under the rubric “international financial architecture.” This included most famously the sovereign bankruptcy proposals discussed elsewhere in this volume.

Argentina and Brazil suffered grave financial crises during the 1990s. During that time, they were involved in trade negotiations with each other inside Mercosur. As the financial crises struck one or the other country, their negotiating positions varied from accommodating to aggressive, leading to peaks of confrontation from which Mercosur has not quite recovered yet. Furthermore, those crises provoked a large number of trade disputes as protectionism from both countries grew when the crises increasingly hurt their economies.

We discuss recent regional trade and economic partnership agreements involving the large population, rapidly growing economies (BRICSAM: Brazil, Russia, China, India, South Africa, ASEAN, and Mexico). Perhaps 50 out of 300 agreements that exist worldwide involve BRICSAM countries; most are recently concluded and will be implemented over the next few years. Along with extensive bilateral investment treaties, mutual recognition agreements, and other country to country (or region) arrangements they are part of what we term the non-WTO. This paper aims to document and characterize the agreements and analyze their possible impacts. Agreements differ in specificity, coverage and content. In some treaties there are detailed and specific commitments, but these also co-exist with seemingly vague commitments and (at times) opaque dispute settlement and enforcement mechanisms. Whether these represent a partial replacement of the World Trade Organization (WTO) process for newly negotiated reciprocity based on global trade liberalization or largely represent diplomatic protocol alongside significant WTO disciplines is the subject of this paper.

The argument of this paper is that there is nothing new about the political connection made between development and security. This has characterized US relations with Latin America grounded in the Monroe Doctrine (giving the US right to intervene) that dates back to 1823. The focus here is on the 1960's, the aftermath of the Cuban Revolution, when the securitydevelopment complex was put firmly in place through the build-up of the region's armed forces militaries and an aggressive, anti-communist ideology under the aegis of the US military. In this context, the paper revisits a visionary paper written by the Brazilian economist Celso Furtado in 1966 when in exile, giving his (Latin American) analysis of the securitydevelopment complex and need to react against US economic hegemony, an important strand in dependency theory.

Within a day of arriving at the United Nations John Bolton, the former lobbyist for Taiwan and advocate for one permanent seat on the Security Council, the United States, had cut a deal with the Chinese representative. China wants to stop an additional permanent Security Council seat for Japan. The United States had promised Japan its support in return for its loyalty over Iraq, but hated Germany more than it loves Japan. So the two agreed to thwart the attempt by the G-4 (Brazil, Germany, India, and Japan), to secure permanent seats during the current reform proposals.

Enrique Iglesias is slated to pass the reins to his successor in September. Like the recent fight over the leadership position at the Organization of American States, this contest promises to be a long and arduous process of political negotiation. As the United States attempts to maintain its traditionally hegemonic role in Latin America, Brazil is more boldly gaining some of that ground. And with annual lending to Latin American countries surpassing $8 billion annually, the IDB has significant influence over the region's economies.

The modern era of competition policy in Brazil began in 1994 with the enactment of a new law as part of the “Real Plan”, a set of policies developed to deal with a period of hyperinflation. The law established a Brazilian Competition Policy System (BCPS) consisting of three agencies: a re-configured Administrative Council for Economic Defence (CADE), which had originally been created in 1962, the Economic Law Office (SDE) in the Ministry of Justice, and the Secretariat for Economic Monitoring (SEAE) in the Ministry of Finance. CADE has adjudicative authority in BCPS cases, while SDE has the principal investigative role, and SEAE is primarily responsible for providing economic analysis.

This Survey's general assessment is that Brazil is currently reaping the benefits of macroeconomic consolidation, underpinned by a prudent policy stance. Much progress has been made in fiscal consolidation and monetary policy continues to be conducted in a forward- looking manner. The external adjustment has been remarkable, with continued strong export performance, making the economy more resilient to changes in market sentiment. These achievements owe much to the strengthening of institutions, in particular the inflation targeting framework and the Fiscal Responsibility legislation. The economic recovery is now firmly established. But the consolidation of macroeconomic stability remains essential moving forward, coupled with further structural reform, to ensure that the positive outlook ushers in a virtuous circle of improved confidence and resilient, equitable growth.

In the last twenty years, Brazil has undergone several attempts of improving sustainable growth through stabilization programmes, and more recently, structural reforms in line with the Washington Consensus Agenda. The results, however, have been disappointing, as the per capita output growth has remained below its historic trend, and poverty and inequality remain at high levels. This paper investigates why marketoriented reforms such as trade and capital account liberalization, privatization, deregulation and stabilization failed to boost growth in Brazil. We conclude that structural reforms may contribute to growth if accompanied by microeconomic policies tailor-made to address the country's needs, and by appropriate macroeconomic, institutional and political environments.

This study, which examines the chances of success of the government of Luiz Ináci Lula da Silva, takes as its starting point the idea that the main obstacle resides in the structure of the Brazilian political system. Being unable to reform that system, President Lula has skilfully adapted to it, but not without having to forge certain unusual alliances. He has, nevertheless, honoured the campaign promises which brought him to power after three unsuccessful attempts in a row, maintaining anti-inflationary policies and strict budgetary discipline, and respecting commitments given concerning public debt and privatised companies. This macroeconomic policy – which follows on from that of Fernando Henrique Cardoso – dominated his government's first year in office, slowing the implementation of new policies addressing social issues and sustainable development. So far, the latter policies would appear to point more to continuity than to radical change, a fact which will, doubtless, contribute greatly to their success.

This paper analyzes the conditions in which the governments of Argentina and Brazil founded security institutions in the early 1990s, while they were democratizing. Civilian leaders in both countries established institutions and sought international participation deliberately to achieve civilian control and gain leverage over the military establishment, whom they sorely distrusted. The need to stabilize civil-military relations at home was therefore the prime motivating force behind the emergence of security institutions in the Southern Cone. Three mechanisms were at work: omnibalancing, policy handling, and managing uncertainty. These mechanisms are derived from three different schools of thought: realism, organizational-bureaucratic models, and theories of domestic political institutions. Besides explaining the sources of nuclear bilateral cooperation, this argument also serves as a critique of two prominent theories in international relations that attempt to explain cooperation and peaceful relations among democracies: neoliberal institutionalism and democratic peace theory.

Brazil's foreign policy is an example of continuity, while Mexico's foreign policy is characterized by change. The foreign policy of both countries is conditioned by both international and domestic variables. This working paper describes and explains comparatively the way in which the domestic politics of Brazil and Mexico are key factors in determining their foreign policies. The first and more important analyzes the mechanisms through which domestic institutional, economic, and political variables impact and determine the foreign policies of both countries; this section is divided in two parts, one on Brazil and the other on Mexico. In this paper we address the issues involved with the use of microeconomic data, that is, household surveys, to compare the patterns of income growth among different regions instead of the commonly used aggregate data. In particular, we investigate the issues of aggregation of household income to regional income and the problem of demography. As returns to experience generally differ across regions, differences in the patterns of income growth across regions in the same time interval will differ across age groups, which means that convergence or divergence of aggregate income among regions will depend on the age structure of their population. We apply these concepts to the case of the states of Brazil, for which we have repeated cross sections from a rich household survey. We find that patterns of income growth vary a great deal across birth cohorts, depending on the economic returns to experience.

Accurate regional estimates of output are desired as an indicator of level of development and as a variable used to explain internal migration, demand patterns, fertility and other aspects of behaviour. This chapter explores one often neglected aspect of regional income differences, namely that due to price differences or regional purchasing power parities. When nominal regional income measures are adjusted for these price level differences they are termed real regional incomes. The preferred method of estimating regional purchasing power parities by detailed price comparisons is discussed for Brazil, the United States and the European Union. The empirical thrust of the chapter is an investigation of different methods for estimating regional real incomes based on PPP data for 167 countries and nominal regional incomes and other data for about 870 administrative areas at the subnational level. Even in their present form we believe the real income estimates provided for the geographical units present opportunities for understanding the world economic structure.

While the Colombian armed conflict has deep roots in history, increasingly it is fuelled by the inflow of weapons, explosives and chemical precursors and financed by an outflow of drugs. The tentacles of instability criss-cross the 9000 kilometres of land and water that separate Colombia from and link it to its five neighbours, Ecuador, Peru, Brazil, Venezuela and Panama. Those borders are largely uncontrolled, and the Colombian government has stepped up its demands for fuller regional cooperation. The neighbours are greatly reluctant, partly because of internal crises and partly because of their view of the conflict. Yet, Colombia needs more help from them to make progress in ending that conflict, while peace in Colombia would give them a better chance to solve their own serious domestic problems.

The United States and Brazil are the largest economies in North and South America, respectively. A generation ago, both were relatively closed economies in terms of the proportion of their trade to gross domestic product (GDP), but for sharply different reasons. The US market was highly competitive except for some light manufactures (e.g., textiles, clothing, and footwear) and a few agricultural sectors with high border barriers. By contrast, Brazilian industry was largely uncompetitive and highly subsidized; important commodities like coffee provided the bulk of exports while a large share of the value of most industrial exports was attributable to export subsidies.

After a committed process of macroeconomic stabilization that began during the mid-1980s in most of Latin America, many observers began to speak of the need for a “second generation” of reforms that could more firmly establish the bases for economic growth and correct for longstanding distributional inequities. By the mid-1990s serious reformers like Argentina and Mexico seemed to be on the cusp of tackling this distributional backlog by launching so-called second phase market reforms meant to correct for earlier shortcomings in the social realm (Naím 1995; Pastor and Wise 1999). However, in both cases, financial crises erupted: Mexico's crash of December 1994, which saw a forty percent devaluation of the peso and a massive outflow of portfolio capital; and, more recently, Argentina's 2002 meltdown, which while simmering since the Brazilian devaluation of 1999, finally caused the country's commitment to a fixed exchange rate to be abandoned.

Economic adjustment policies, trade liberalization, privatization of State enterprise and transformation of labor markets and labor market institutions relate to a process of transition between a model of import substitution industrialization and a "new economic model" characterized by the transnationalization of Latin American internal markets. All these elements contribute to change the premises of the organization of unions and to weaken their role in the negotiation of salaries and working conditions, their intervention in the regulation of employment and their participation in the administration of social security and health benefits. On the basis of the cases of Brazil, Chile and Mexico, the presentation will provide a context in which to pose the question of the crisis of Latin American labor and examine some of the alternatives that are available for trade unions in the new economic conditions.
