601. The Ideological "Coherence" of the Brazilian Party System, 1990-2009

Abstract:
This paper contributes to the debate about the ideological coherence of the Brazilian party system. Using discriminant function analysis of 20 years of surveys of Brazilian legislators, we find that the party system now exhibits relatively little coherence. Though the Worker's Party (PT) is clearly distinct, no clear ideological differences exist between the placement of the system's three other main parties. Moreover, the spatial distance between the PT and the other parties is diminishing over time. Given the importance of a coherent ideological map to any consolidated party system, we question the notion that the Brazilian party system has gradually consolidated. Indeed, our results suggest the opposite: in recent years the Brazilian party system has become relatively more “inchoate.”

Over the past decade, the six BRIMCS countries— Brazil, Russia, India, Mexico, China, and South Africa—have become important global players in political and economic domains. In 2007, they were collectively responsible for a third of the world's energy consumption, driven by China's growing energy use. Despite their increasing significance in the world's energy sector, very little systematic analysis of their energy investments, innovation institutions, and energy innovation policies has taken place. The International Energy Agency (IEA) is one of the few agencies that have been collecting data on ERD investments, but none of the BRIMCS countries are members.

Abstract:
The global financial crisis triggered debate on restructuring international financial system. In this study, restructuring process of the international financial system is evaluated within the context of international balance of power. It is argued that it is insufficient to focus only on the economic dimension, but restructuring should be evaluated by taking into account international political dynamics. This work looks at how differences of opinion between the developed countries, particularly the G-7 countries and the developing (emerging?) countries, particularly Brazil, Russia, India and China shape the process. It is anticipated that the restructuring process will proceed at a modest pace because of the asymmetry of interests and the gap between the understandings of the developing and developed countries about reforming the decision-making mechanisms of the IMF and the World Bank and the diversification of the international monetary system. It is concluded that the new shape of the international financial architecture will depend on the international politics and balance of power as well as the evolution of the global crisis and the economic dynamics.

Abstract:
There has been a marked volte face in Russia's position toward the Islamic Republic. This was made clear when at a critical political juncture – namely the watershed agreement on fuel swapping between Brazil, Turkey and Iran – Russia expressed support for the US-led UNSC resolution to impose a fourth round of sanctions against Iran. This paper argues that Russia, a country that has traditionally shielded Iran and weighed down on the US from pressuring her, obstructed the initiative out of economic and geopolitical considerations. Prompted by the eternal quest to restore Russia's former status as a great power, the Kremlin has had to reevaluate its relationship with Tehran. Moscow in is in dire need of foreign investment, advanced technology, and even markets, which requires thawed relations with the US. Moscow is ostensibly dissatisfied with the NATO's eastward encroachment and also needs the US to turn a blind eye to it geopolitical aspirations in the former Soviet space. These considerations require that Russia warm up to the West in general and the US in particular. Incidentally, Obama is offering Russia a carrot – a diplomatic reset – and Moscow is biting the bait. Today, it appears that Russia needs the US more and the Islamic Republic less. However, Russia's about turn suggests that Moscow is conscious that if the nuclear impasse is resolved, Iran would be on its way to becoming a genuine regional power. Furthermore, the Iran- Turkey cooperation axis could also suggest diversification of energy supply routes, breaking Russia's monopoly on gas. With geopolitical considerations and energy politics in the balance, the stakes are higher, explaining why Russia has acted in an increasingly unfriendly manner than Iranians seem to have expected.

Abstract:
The present article intends to explore discernible shift in Iran's foreign policy toward Latin American countries in recent years. Iran's relations with Cuba, Venezuela, Bolivia, Ecuador, Nicaragua, Peru, and more recently, Brazil, have grown warmer in recent years. The ever-increasing scale and scope of diplomatic ties and bilateral economic cooperation agreements between Iran and these Latin American states, most of whom pursue generally radical, anti-US policies, demonstrate the changing orientation in the Iranian policy as well as in the dynamics of the Latin American politics. The emergence of an Iranian president in 2005 with a populist outlook and pronounced anti-US/Anti-Western rhetoric has facilitated the closer ties between Iran and the leftist Latin American governments. This aspect of the Iranian policy has drawn both domestic criticism and outside opposition, particularly from the United States. Given this, a major question that could be raised is whether the new trend will be a long term feature of Iranian foreign policy or a temporary, transient one, especially taking into account the major role played by the personality of these countries' leaders in their policymaking. A related question is whether these heads of states will be able to create the necessary institutions, processes, and coordination mechanisms to remain in place even after they leave office. The author looks at the recent developments in these politicoeconomic relations, and tries to examine the degree of long-term resilience of Tehran's current involvement in Latin America. The main conclusion of the paper is that for as long as the Islamic Republic of Iran feels the need to look for countervailing force in its ongoing conflict with the US and the West, the current policies in seeking close political and economic ties with the anti-Western and radical Latin American states, as part of a larger coalition of like-minded developing countries, will continue.

With around 190 million inhabitants, Brazil is one of the fastest growing pharmaceutical markets in the world. Annually, domestic pharmaceutical sales amount to approximately U.S. $15 billion and the country also imports an estimated U.S. $4 billion in pharmaceuticals (SINDUSFARMA 2010). The consumption of medicines is unequally distributed, with the richest 15 percent of the population consuming 48 percent, and the bottom 51 percent consuming only 16 percent (Dias 2006). To remedy this, the public healthcare system, Sistema Único de Saúde (SUS), provides medicines for free for those individuals who cannot afford them but have a medical prescription confirming their need. In 2007, SUS distributed more than 443 million free medicines throughout the country (DATASUS 2007).

In the current era, the most striking development is the appearance of rising powers. These include Brazil, Russia, India, and China but also South Africa, Mexico, and South Korea. No longer can a small group of advanced states, the Group of Seven (G-7), manage the world economy. The G-7 has for all practical purposes been replaced by the G-20, which includes China, India, South Korea, Indonesia, and Australia. The emerging powers in Asia account for a growing share of the world's global domestic product. These powers are spending more on their military—India already has an aircraft carrier and plans to procure two more. China's growing navy is a major concern to the United States military.

Almost immediately after taking office, the Obama administration charged the U.S. Department of State's Advisory Committee on International Economic Policy with reviewing the U.S. Model bilateral investment treaty (BIT). The group established a sub-committee of business groups, labor and environmental organizations, and a handful of academic experts and tasked it to make official recommendations for reforming U.S. investment treaties. When completed, the Obama Administration hopes to proceed with official negotiations with China, India, Vietnam, and possibly Brazil.

609. The EU and the global climate regime: Getting back in the game

Abstract:
The Copenhagen climate summit was seen as a set-back for the eu. It was left out of the final meeting between the usa and major developing countries which lead to the Copenhagen Accord, and had to accept a deal that fell below its expectations. Due to the impact of the economic crisis, the eu's current target of a unilateral 20 % reduction is no longer as impressive as it seemed in 2007–2008; this is undermining the eu's claim to leadership. In order to match the higher pledges of Japan, Australia and the us, as well as shoulder its fair share of the industrialized countries' aggregate 30 % reduction, the eu would have to pledge a 35 % reduction. The eu's practise of attaching conditionalities to its higher target gives it very little leverage. However, there might be a case for the eu to move unilaterally to a 30 % reduction in order to accelerate the decarbonisation of its economy and capture new growth markets. Doing so could support stronger policy development in other countries such as Australia and Japan, and help rebuild trust among developing countries. But on its own it would be unlikely to have a substantial impact on the position of the other big players—the usa, China, India, and Brazil. The incoherence of the eu's support of a “singe legal outcome” from the Copenhagen summit, based on the elements of the Kyoto Protocol, was a major cause for its isolation. The us remains domestically unable to commit to this type of a ratifiable treaty while developing countries are not yet ready to commit to absolute targets. A return to a two-track approach, involving the continuation of the Kyoto Protocol and the negotiation of a new instrument for the usa and major developing countries, may be a more politically and practically feasible approach, while retaining the goal of working towards a legally binding instrument for all key participants over time.

In light of the January 2010 earthquake, Brazil\'s decision to contribute immediate humanitarian assistance and long-term reconstruction in Haiti is not a new challenge. The mandate fits seamlessly into the existing foreign policy priorities of the Lula administration. Brazil has sent dozens of medical professionals as well as food, water and first aid supplies to Haiti, along with a donation of $18.8 million of which $5 million have already been delivered to the UN. Brazil is determined to be a leader in the international reconstruction efforts in Haiti, aligning itself with other bilateral donors and multilateral agencies. The South American nation\'s intentions to lead the efforts are clear, with the Brazilian foreign minister suggesting a proposed Marshall Plan for Haiti be reconsidered as a “Lula Plan”.

Abstract:
Children in Latin American (LA) countries were among the most vulnerable groups that suffered from the adjustment policies promoted by the “Washington Consensus” in the 1980s and 1990s. In that context, several organizations started initiatives to ensure and promote resources allocated by public budgets to children and women. This paper describes and analyzes the characteristics and main activities of such initiatives in a dozen LA countries, with in-depth analysis provided for three countries: Argentina, Brazil and Ecuador. A number of lessons are enumerated, which can serve as orientation for other regions, in particular for Africa.

Worldwide, there has been a recent increase in expressions of cynicism. We are reminded that all power is hard power, and that being loved or respected is no substitute for being feared. The great power game of nations always continues, we are forewarned, even when a higher goal or rhetoric is evoked. Superpowers are selfish, arbitrary, and dangerous nations, and they should not be embarrassed to be so and not feel constrained by international legitimacy and laws. We are cautioned against assuming that the rise of the world's emerging powers is doing anything to the status of United States as the sole superpower. Naturally, it would be a folly to think that global public opinion is in effect a “second superpower,” or even a crucial factor. Such concerns are the Lilliputians binding an unsuspecting Gulliver. Anyone harboring naïve views needs to be told that good intentions are at best a distraction and a nuisance, and at worst a recipe for disaster, given their imprudence. Cynics prefer to be unconcerned about the achievements of transnational normative action, such as abolishing the slave trade or establishing the International Criminal Court.

In the fluid situation surrounding Iran's nuclear program, perhaps the safest bet is to expect more surprises. Despite the promising draft circulated on May 19, it is not clear how meaningful a sanctions resolution adopted by the UN Security Council will be, even if it is adopted soon. Nor is it clear how vigorously Brazil and Turkey will pursue the trilateral agreement that the two countries reached with Iran on May 16. All the same, important lessons can be drawn from this week's developments.

Abstract:
Productivity growth is a significant contributor to GDP growth, particularly to increases in per capita income. However, there is considerable ambiguity regarding how to measure the concept of technical progress, and consequently on policies that would foster productivity growth. Brazil, China and India, three important emerging economies, are seeking to foster productivity growth through encouraging innovation and technology transfers from the more developed economies. But given the ambiguities about how to encourage innovation and technology transfers, governments in these countries adopted a plethora of policies in the hope that the combination will be effective. This ambiguity can also be seen in the much slower growth of productivity in Brazil than China, even though Brazil has scored higher on the World Bank's Knowledge Assessment Methodology.

615. Social Impacts of Climate Change in Brazil: A municipal level analysis of the effects of recent and future climate change on income, health and inequality

Abstract:
The paper uses data from 5,507 municipalities in Brazil to estimate the relationships between climate and income as well as climate and health, and then uses the estimated relationships to gauge the effects of past and future climate change on income levels and life expectancy in each of these municipalities. The simulations indicate that climate change over the past 50 years has tended to cause an overall drop in incomes in Brazil of about four percent, with the initially poorer and hotter municipalities in the north and northeast Brazil suffering bigger losses than the initially richer and cooler municipalities in the south. The simulations thus suggest that climate change has contributed to an increase in inequality between Brazilian municipalities, as well as to an increase in poverty. The climate change projected for the next 50 years is estimated to have similar, but more pronounced effects, causing an overall reduction in incomes of about 12 percent, holding all other things constant. Again, the initially poorer municipalities in the already hot northern regions are likely to suffer more from additional warming than the initially richer and cooler municipalities in the south, indicating that projected future climate change would tend to contribute to increased poverty and income inequality in Brazil.

A new inflationary memory indicator was developed and applied here. A panel was built with the selected countries considering the economic growth as dependent variable in function of the convergence hypothesis, the inflation rate, the public expense and, the recursive variance of the inflation (VARINF) as inflationary memory indicator. The expected results of the panel were that the inflation and their variability affect the growth negatively neutralizing the possible effects that it could have the public expense on the same one. Five Latin American countries with experiences of high inflation were included (Argentina, Brazil, Bolivia, Peru and Nicaragua).

Abstract:
The last 20 years have witnessed the economic emergence of several countries, which are considered today to be “pivotal states”, “regional powers”, and “emerging powers” in world politics. These emerging powers encompass countries such as China, India, Brazil and Russia, (the BRICs), which have in common both that they have experienced rapid economic growth and that they seek to influence the global economy and world politics to a greater degree than they did before their rise. The BRICs have become leading exporters and lenders (especially China to the US) as well as holders of currency reserves, and they (plus Mexico) are expected to surpass the GNP of the G7 industrialized countries by the year 2040. The reasons for the assignment of a new role, and often of increased power, to these states are their demographic and geographic size, their economic and military capacities, and their political aspirations.

Between June 14-18 Russian and Chinese heads of state interacted on a daily basis at three summits: the Ninth annual SCO summit and the first ever Brazil, Russia, India, and China (BRIC) summit (both in Yekaterinburg), and their own annual bilateral meeting in Moscow. The locus of Russian-China relations was, therefore, “relocated” to Russia. Economic issues dominated these meetings as the global financial crisis deepened. Mounting danger on the Korean Peninsula and instability in Iran were also recurring themes. President Hu Jintao's five-day stay in Russia ended when he joined President Dmitry Medvedev to watch a spectacular performance by Chinese and Russian artists in Moscow's Bolshoi Theatre for the 60th anniversary of Russian-China diplomatic relations.

Economic diplomacy can be defined as the method by which states conduct their external economic relations. It embraces how they make decisions domestically, how they negotiate internationally and how the two processes interact. Economic diplomacy has been transformed in the last two decades with the end of the Cold War and the advance of globalization. Its subject matter has become much wider and more varied and it has penetrated more deeply into domestic politics—no longer being limited to measures imposed at the border. Internationally, it engages a far larger range of countries, including new rising powers like China, India and Brazil. Yet the relative power and resources of governments have been shrinking, so that they often seem to be trying to do more with less.

A comprehensive regulatory framework for the private sector is a prerequisite for a transparent, honest and just society: where regulation is weak, corruption risks grow strong. As the primary rule makers and enforcers, governments have a responsibility to ensure the effective regulation of markets, protection of citizens and enforcement of laws. Ultimately, an inadequate or unstable regulatory framework for the private sector — without the will, power or resources to enforce legislation — facilitates the marginalisation of stakeholder rights, distortion of markets and negligent or corrupt practices.

621. The Environmental Impacts of Soybean Expansion And Infrastructure Development in Brazil's Amazon Basin

Abstract:
For decades, the development of transportation infrastructure in the Brazilian Amazon has been the government's main social and economic development policy in the region. Reductions in transportation costs have not only opened the agricultural frontier to cattle ranching and logging but have also caused more than two-thirds of Amazonian deforestation. Currently, soybean cultivation is a new economic force demanding improvements to roads in the region. Profitable soybean crops have spread over the Mato Grosso's cerrados and now head toward the core of the Amazon rain forest. One of the main constraints for soy expansion into the Amazon has been the poor condition of roads. In this study, we analyze the effect Amazon transportation infrastructure programs have on soybean expansion by lowering transport costs. The analysis is based on spatial estimates of transportation costs for the soybean sector, first using current road networks and then projecting changes based on the paving of the Cuiabá-Santarém road. Our results indicate that paving the Cuiabá-Santarém road would reduce transportation costs by an average of $10 per ton for farmers located in the northern part of Mato Grosso, by allowing producers to reroute soybean shipments to the Santarém port. Paving the road also would expand the area where growing soybeans is economically feasible by about 70 percent, from 120,000 to 205,000 km2 . Most of this new area would be located in the state of Pará and is covered largely by forests. A Cost-Benefit analysis of the road project indicates that the investments in infrastructure would generate more than $180 million for soybean farmers over a period of twenty years. These benefits, however, ignore the project's environmental impacts. If the destruction of ecological services and products provided by the existing forests is accounted for, then the Cuiabá-Santarém investment would generate a net loss of between $762 million and $1.9 billion. This result shows the importance of including the value of the natural capital in feasibility studies of infrastructure projects to reflect their real benefits to society as a whole.

The internationalization of Brazilian companies is a relatively recent phenomenon. From 2000 to 2003, outward foreign direct investment (OFDI) averaged USD 0.7 billion a year. Over the four-year period 2004−2008, this average jumped to nearly USD 14 billion. In 2008, when global FDI inflows were estimated to have fallen by 15%, OFDI from Brazil almost tripled, increasing from just over USD 7 billion in 2007 to nearly USD 21 billion in 2008 (annex figure 1 below). Central Bank data put the current stock of Brazilian OFDI at USD 104 billion, an increase of 89% over 2003. The internationalization of Brazilian companies is a relatively recent phenomenon. From 2000 to 2003, outward foreign direct investment (OFDI) averaged USD 0.7 billion a year. Over the four-year period 2004−2008, this average jumped to nearly USD 14 billion. In 2008, when global FDI inflows were estimated to have fallen by 15%, OFDI from Brazil almost tripled, increasing from just over USD 7 billion in 2007 to nearly USD 21 billion in 2008 (annex figure 1 below). Central Bank data put the current stock of Brazilian OFDI at USD 104 billion, an increase of 89% over 2003. The Clean Development Mechanism (CDM)-established by the Kyoto Protocol of the U.N. Framework Convention on Climate Change-is an emissions offset program that allows industrialized countries to receive credits for funding emissions reduction projects in developing countries. The program is intended to provide a cost-effective way for industrialized countries to reduce greenhouse gas emissions, while at the same time supporting sustainable development in developing countries. However, the CDM has been criticized for its lengthy and expensive project approval procedures, its exclusion of many categories of potentially important mitigation activities, and its methodologies for calculating whether projects actually reduce greenhouse gas emissions. In response to these problems, this Issue Brief presents a variety of options for reforming the CDM.

This paper documents an unusual and possibly significant phenomenon: the export of skills, embodied in goods, services or capital from poorer to richer countries. We first present a set of stylized facts. Using a measure which combines the sophistication of a country's exports with the average income level of destination countries, we show that the performance of a number of developing countries, notably China, Mexico and South Africa, matches that of much more advanced countries, such as Japan, Spain and USA. Creating a new combined dataset on FDI (covering greenfield investment as well as mergers and acquisitions) we show that flows of FDI to OECD countries from developing countries like Brazil, India, Malaysia and South Africa as a share of their GDP, are as large as flows from countries like Japan, Korea and the US. Then, taking the work of Hausmann et al (2007) as a point of departure, we suggest that it is not just the composition of exports but their destination that matters. In both cross-sectional and panel regressions, with a range of controls, we find that a measure of uphill flows of sophisticated goods is significantly associated with better growth performance. These results suggest the need for a deeper analysis of whether development benefits might derive not from deifying comparative advantage but from defying it.

Government and organized criminal groups co-exist in uneasy equilibrium. Criminal groups adjust their behavior as a function of their own goals and resources in relation to inter-group cooperation and conflict, dynamic markets, and public policies; governments adjust their behavior according to shifting perceptions of the benefits offered, threats posed, and strategies adopted by criminal groups. When governments attempt to control or repress their activities, criminal groups employ various tools and instruments that might be grouped into three categories: evasion, corruption, and confrontation. The paper draws on recent cases from Brazil and Mexico with respect to tactical and strategic choices by governments and criminal groups, seeking to address three broad questions. What factors disrupt the state-criminal group equilibrium? Under what circumstances do disruptions produce significant levels of violence (as opposed to evasion or corruption)? What are the implications for the quality of democracy as criminal groups violently confront the state?

China has challenged the United States on multiple policy fronts since the beginning of 2009. On the security dimension, Chinese ships have engaged in multiple skirmishes with U.S. surveillance vessels in an effort to hinder American efforts to collect naval intelligence. China has also pressed the United States on the economic policy front. Prime Minister Wen Jiabao told reporters that he was concerned about China's investments in the United States: “We have lent a huge amount of money to the U.S. Of course we are concerned about the safety of our assets. To be honest, I am definitely a little worried.” The head of the People's Bank of China, Zhou Xiaochuan, followed up with a white paper suggesting a shift away from the dollar as the world's reserve currency. China's government has issued repeated calls for a greater voice in the International Monetary Fund (IMF) and World Bank. To bolster this call, Beijing helped to organize a summit of the leaders of Brazil, Russia, India, and China (BRIC) to better articulate this message.

632. It\'s One Climate Policy World Out There—Almost

In the run-up to the December 2009 Copenhagen climate conference, the authors surveyed members of the international development community with a special interest in climate change on three sets of detailed questions: (1) what action different country groups should take to limit climate change; (2) how much non-market funding there should be for emissions reductions and adaptation in developing countries, and how it should be allocated; and (3) which institutions should be involved in delivering climate assistance, and how the system should be governed. About 500 respondents from 88 countries completed the survey between November 19–24, 2009. About a third of the respondents grew up in developing countries, although some of them now live in developed countries. A broad majority of respondents from both developing and developed countries held very similar views on the responsibilities of the two different country groups, including on issues that have been very controversial in the negotiations. Most favored binding commitments now by developed countries, and commitments by 2020 by \'advanced developing countries\' (Brazil, China, India, South Africa and others), limited use of offsets by developed countries, strict monitoring of compliance with commitments, and the use of trade measures (e.g. carbon-related tariffs) only in very narrow circumstances. Respondents from developing countries favored larger international transfers than those from developed countries, but the two groups share core ideas on how transfers should be allocated. Among institutional options for managing climate programs, a plurality of respondents from developed (48 percent) and developing (56 percent) countries preferred a UN-managed world climate fund, while many from both groups also embraced the UN Adaptation Fund\'s approach, which is to accredit national institutions within countries which are eligible to manage implementation of projects that the Fund finances. Among approaches to governance, the most support went to the Climate Investment Fund model—of equal representation of developing and developed countries on the board.

633. FORMA: Forest Monitoring for Action--Rapid Identification of Pan-tropical Deforestation Using Moderate-Resolution Remotely Sensed Data

Abstract:
Rising concern about carbon emissions from deforestation has led donors to finance UN-REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries), a program that offers direct compensation for forest conservation. Sustainable operation of UN-REDD and other direct-compensation programs will require a transparent, credible, frequently updated system for monitoring deforestation. In this paper, we introduce FORMA (Forest Monitoring for Action), a prototype system based on remotely sensed data. We test its accuracy against the best available information on deforestation in Brazil and Indonesia. Our results indicate that publicly available remotely sensed data can support accurate quarterly identification of new deforestation at 1 km spatial resolution. More rapid updates at higher spatial resolution may also be possible. At current resolution, with efficient coding in publicly available software, FORMA should produce global updates on one desktop computer in a few hours. Maps of probable deforestation at 1 km resolution will be accessible with Google Earth and Google Maps, with an open facility for ground-truthing each pixel via photographs and text comments.

634. Can Global De-Carbonization Inhibit Developing-Country Industrialization?

Most economic analyses of climate change have focused on the aggregate impact on countries of mitigation actions. We depart first in disaggregating the impact by sector, focusing particularly on manufacturing output and exports because of the potential growth consequences. Second, we decompose the impact of an agreement on emissions reductions into three components: the change in the price of carbon due to each country's emission cuts per se; the further change in this price due to emissions tradability; and the changes due to any international transfers (private and public). Manufacturing output and exports in low carbon intensity countries such as Brazil are not adversely affected. In contrast, in high carbon intensity countries, such as China and India, even a modest agreement depresses manufacturing output by 6-7 percent and manufacturing exports by 9-11 percent. The increase in the carbon price induced by emissions tradability hurts manufacturing output most while the Dutch disease effects of transfers hurt exports most. If the growth costs of these structural changes are judged to be substantial, the current policy consensus, which favors emissions tradability (on efficiency grounds) supplemented with financial transfers (on equity grounds), needs re-consideration.

This is the second Chaillot Paper in a series exploring the various strands of a global topic: multilateralising multipolarity. Through the essays collected in the first study, we set out to assess the scope of change in the international system and how EU action could best be suited to bringing about a multilateral order. After the fall of the Berlin Wall brought about the end of bipolarity, the world has changed no less dramatically since the 1990s witnessed the Balkan wars and the first EU military crisis-management operations. Basically, the post-Cold War 'unipolar' world turned 'multipolar', and as a result the West can no longer tackle global issues – made more pressing indeed due to this very transformation – on its own any more than it can deal single- handedly with regional crises. The comparative analysis of the strategic vision of Brazil, Russia, India, and China, the so-called BRICs, showed that the best policy mindset for the European Union, contrary to some suggestions, was not to try to become a normal hard-power player. It further concluded that, in a multi- polar world, this was simply not a viable option. For the European Union to survive and to influence the outcome of the international order, it must succeed in giving a multilateral dimension to the current multipolarity; in other words, Europe must be able to define together with other world and regional powers the norms and rules that are needed to drive concerted efforts to stay clear of some future clash of competing unilateralisms.

Brazil's economic growth rate has been positive for the past eight years, after two decades of setbacks and extreme volatility. The country has once again been growing—for a sustained period—at rates that exceed its population growth, with average gross domestic product (GDP) growth per capita averaging 1.63 percent from 2000 to 2007. This exceeds average per capita GDP growth of 0.83 percent from 1980 to 1989 and 0.28 percent from 1990 to 1999, although it still falls well short of the 5.92 percent per capita growth rate from 1970 to 1979.

This paper examines the effect that biofuels production has had on commodity and global food prices. The innovative contribution of this paper is the interactive spreadsheet that allows the reader to choose the assumptions behind the estimates. By allowing the reader to choose the country, time period, supply and demand elasticities, and the size of indirect effects we explicitly illustrate the sensitivity of the estimated effect of biofuels production on prices. Our best estimates suggest that the increase in biofuels production over the past two years has had a sizeable impact on corn, sugar, barley and soybean prices, but a much smaller impact on global food prices. Over the past two years (ending June 2008), we estimate that the increase in worldwide biofuels production pushed up corn, soybean and sugar prices by 27, 21 and 12 percentage points respectively. The countries that account for most of the upward pressure on these prices are the United States and Brazil. Our best estimates suggest that the increase in U.S. biofuels production (ethanol and biodiesel) pushed up corn prices by more than 22 percentage points and soybean prices (soybeans and soybean oil) by more than 15 percentage points, while the increase in EU biofuels production pushed corn and soybean prices up around 3 percentage points. Brazil’s increase in sugar-based ethanol production accounts for the entire rise in the price of sugar. Although biofuels had a noticeable impact on individual crop prices, they had a much smaller impact on global food prices. Our best estimate suggests that the increase in worldwide biofuels production over the past two years accounts for just over 12 percent of the rise in the IMF’s food price index. The increase in U.S. biofuels production accounts for roughly 60 percent of this effect, while Brazil accounts for 14 percent and the EU accounts for 15 percent. The key take- away point is that nearly 90 percent of the rise in global food prices comes from factors other than biofuels.

As global energy resources become increasingly scarce in the face of growing energy demand for transport fuel and other productive uses, many countries have begun to turn to the possibilities that biofuels from renewable resources could offer to supplement their domestic energy portfolio. While much of the recent literature has focused on the growth of biofuels in the developed world—mostly in ethanol, a substitute for gasoline made from sugar- or starch-based crops, and biodiesel, a substitute for diesel made from oil-based crops—developing nations have expressed growing interest in biofuel production as well. Although Brazil and the United States currently represent nearly 90 percent of ethanol production, and the European Union represents 90 percent of biodiesel production, China and India are expected to capture a growing share of production in these biofuels categories in the coming decades.

Regional powers are often conceived of as “regional leading powers,” states which adopt a cooperative and benevolent attitude in their international relations with their neighbors. The paper argues that regional powers can follow a much wider range of foreign policy strategies in their region. Three ideal-typical regional strategies are identified: empire, hegemony, and leadership. The paper is devoted to a theory-led distinction and clarification of these three terms, which are often used interchangeably in the field of international relations. Central bank transparency could be defined as the existence of symmetric information between monetary policymakers and other economic agents. High degrees of transparency reduce uncertainty, improve the private-sector inference about central bank goals, and increase the effectiveness of monetary policy. 642. Latin American Drugs II- Improving Policy and Reducing Harm

The policies of a decade or more to stop the flow of cocaine from the Andean source countries, Colombia, Peru and Bolivia, to the two largest consumer markets, the U.S. and Europe, have proved insufficient and ineffective. Cocaine availability and demand have essentially remained stable in the U.S. and have been increasing in Europe. Use in Latin American transit countries, in particular Argentina, Brazil and Chile, is on the rise. Flawed counter-drug polices also are causing considerable collateral damage in Latin America, undermining support for democratic governments in some countries, distorting governance and social priorities in others, causing all too frequent human rights violations and fuelling armed and/or social conflicts in Colombia, Bolivia and Peru. A comprehensive shared policy reassessment and a new consensus on the balance between approaches emphasising law enforcement and approaches emphasising alternative development and harm reduction are urgently required.

Using a panel of 139 countries over the period 1992-2003, we analyse the links between export productivity, economic growth and financial development indicators. We then investigate whether the links observed in China, India and Brazil systematically differ from those observed in other countries in the sample. We find that both GDP per capita and investment generally exert a positive and significant effect on export productivity. Except for Brazil, financial development is not an important determinant of export productivity. Moreover, except for Brazil, export productivity plays a positive effect on growth, and so does financial development for both China and Brazil, but not for India. Finally, in both India and Brazil, FDI is negatively associated with growth.

This paper analyses the patterns of export productivity and trade specialization profiles in the China, Brazil, India and South Africa, and in other regional groupings. In doing so, the investigation calculates a time varying export productivity measure using highly disaggregated product categories. The findings indicate that export productivity is mainly determined by real income and human capital endowments. Importantly, the study reveals significant differences in the export productivity and specialization patterns of countries with comparable per capita income levels. For instance, China's export productivity and implied export sophistication is in line with that of countries with higher per capita incomes, including some OECD industrial economies.

We use novel linked employer–employee data to study the relationship between globalization and formal sector interstate migration for Brazil. We estimate the worker's multichoice migration problem and document that previously unobserved employer covariates are significant predictors associated with migration flows. Our results provide support for the idea that globalization acts on internal migration through the growth of employment opportunities at locations with a high concentration of foreign owned establishments and the stability of employment at exporting establishments. A 1 per cent increase in the concentration of foreign owned establishments at potential migration destinations is associated with a 0.2 percentage point increase in the migration rate, and a 1 per cent increase in exporter employment predicts a 0.2 percentage point reduced probability of migration.

Abstract:
We examine the impact of inflation on financial development in Brazil and the data available permit us to cover the period between 1985 and 2002. The results – based initially on time-series and then on panel time-series data and analysis, and robust for different estimators and financial development measures – suggest that inflation presented deleterious effects on financial development at the time. The main implication of the results is that poor macroeconomic performance has detrimental effects to financial development, a variable that is important for affecting, for example, economic growth and income inequality. Therefore, low and stable inflation, and all that it encompasses, is a necessary first step to achieve a deeper and more active financial sector with all its attached benefits.

The rise of the emerging southern economies – China, India, Brazil, and South Africa (CIBS) – as both economic and political actors, is having significant and far-reaching impact on the world economy. Notwithstanding the increasing amount of study and research, there are still important knowledge-gaps with respect to a range of likely consequences of the dynamism of the Southern Economies. One of these gaps concerns the implications for the WTO-multilateral trading system. The present paper proposes a review of the southern participation in the multilateral integration process and suggests a methodology to assess the impact of CIBS' rise on the future of the WTO system. Through the analysis of the trajectories of 'impact' of the trade channel, the paper draws some suggestive remarks.

648. A Tale of Two Countries: Spatial and Temporal Patterns of Rice Productivity in China and Brazil

Abstract:
This paper looks at differences in spatial and temporal variation of rice yields in China and Brazil. We find that rice yields in China have converged over time and that rice production has become more and more homogeneous. In contrast, rice yields in Brazil have diverged over time, primarily due to variations in upland rice yields. Three hypotheses are put forward to explain the different behaviour of rice yields in Brazil and China: (i) differences in production systems (i.e., irrigated in China versus upland in Brazil); (ii) changes in rainfall patterns and (iii) bias in agricultural R favouring irrigated rice. Our empirical analysis provides support to the first two hypotheses by establishing that upland rice is subjected to much greater variation in yields than irrigated rice and that changing rainfall patterns affect mostly upland rice. We also provide evidence of the bias towards irrigated systems by looking at the patterns of varietal release.

Abstract:
Napoleon and the European war were not the primary concerns of Brazil's inhabitants. They had their own agenda and saw the British as their mercantile competitors. Most of all they resented the 1810 treaty of alliance and the article on the abolition of slave trade. Not even a a Constitution was asked for in Brazil because Brazilians were happy enough with the presence of the royal family to think of a change in government.

Abstract:
This paper provides a preliminary examination of some of the late eighteenthcentury bases for the reception of liberalism and debates on slavery, specifically the Luso-Brazilian engagement with natural science and the work of the Lisbon Royal Academy of Sciences. The Academy's work most directly concerned with the question of slavery and the slave trade appealed to economic principles of utility, efficiency and productivity to identify ways to reform the practice of enslaving Africans in the interest of increasing the wealth generated within the colonial and imperial economies. Thus, even as slavery was being assailed internationally on both philosophical and religious grounds, Luso-Brazilian Academic writing insisted it was an economic rather than moral problem. At the same time, however, Academic inquiries into the question of human difference often undercut claims about Africans that were invoked elsewhere in the Atlantic world to justify the perpetuation of slavery and the slave trade. As Academic reformism thus grappled with the humanity of Africans, civilization and barbarism emerged as privileged categories of analysis for discerning the future of slavery, reasserting the moral dimensions of the institution.
