1. Relations between Brazil and the European Union in a time of permanent crisis: Reflections and proposals for action

The publication "Brazil-EU Relations in Times of Persistent Crisis" provides a comprehensive analysis of the complex relationship between Brazil and the European Union, highlighting the strategic importance of this partnership in a globally crisis-ridden context. The EU, Brazil's second-largest trading partner and the largest foreign investor in the country, plays a crucial role in Brazil's trade balance, while Brazil has emerged as a key supplier of agricultural products to the European bloc. However, the relationship faces significant challenges amid global crises. Difficulties in ratifying the EU-Mercosur Agreement and disagreements over the Russia-Ukraine conflict in 2022 exemplify the tensions that have developed in recent years. Despite this, cooperation between the two regions remains relevant, with substantial progress in deepening relations, as evidenced by the revitalization of diplomatic ties and the reactivation of the EU-CELAC summit in 2023. The publication explores four critical areas of this relationship—multilateralism, trade, environmental cooperation, and energy security—identifying barriers to fully realizing the potential of bilateral cooperation and proposing concrete actions to overcome them. It suggests rebuilding and revitalizing dialogue structures, strengthening civil society and academic participation, and focusing on practical, tangible outcomes that benefit both parties. Additionally, it emphasizes aligning political strategies around common goals, particularly in environmental and energy security issues, which are crucial for the stability and advancement of Brazil-EU relations. Based on a series of events organized by the Brazilian Center for International Relations (CEBRI) and the Konrad Adenauer Foundation (KAS) in Brazil, the document proposes a strategic path to strengthen this long-standing partnership, making it more resilient and adaptable to current and future global challenges.

Abstract:
Brazil experienced the opening-up and democratization of its foreign policymaking in the last decades, but since 2016 a wave of bureaucratic reforms sought to reverse that process. This paper contributes to understanding this phenomenon by looking at the agri-food dimension of Brazilian foreign policy. Through the analysis of official documental and discursive data, we discuss successive symbolic-discursive, as well as policy-institutional governmental efforts to close-off foreign policymaking to peasant family farmers and their interests. The study reveals changing patterns in state-society interfaces, and contributes to bridging the fields of Foreign Policy Analysis, Policy Dismantling and Social Participation.

Abstract:
US public investment in agricultural research in the 20th and 21st centuries has resulted in unprecedented worldwide production of a few staple crops and the improvement of dozens more. Increased crop yields and animal production have drastically reduced famine compared to previous centuries and supported an overall increase in global affluence. Today, agricultural producers around the world are facing new challenges as global climate changes become increasingly unpredictable. Inconsistent rain, extreme temperatures, droughts, flooding, wildfires, and shifting pest and disease patterns are just a few of the obstacles farmers face as they try to feed their families and produce enough food to feed the world. In spite of these dire challenges, US public agricultural research funding has been decreasing over the past several decades. This has allowed competitors such as China and Brazil to outpace American ingenuity, take over American markets, and put American farmers at a disadvantage. The lack of investment in agricultural research and development is a critical national security concern. Historical US agricultural strength has contributed to US hard and soft power around the world. As the US food system is beset by increasing climate, economic, financial, and security threats, US rural communities have been left behind, undermining US power and domestic well-being. Increasing global food insecurity, which has been amplified by increasing weather extremes, will lead to economic and political instability in many areas of the world, further threatening US national security. Although the private sector plays a crucial role in the development of new agricultural techniques and products, public funding has been the backbone of many agriculture and food system advances. While agricultural research and development has historically focused primarily on increasing yields, this narrow focus does not adequately support the food requirements of today’s growing global population. There must be a revitalization of public investment in agricultural research, American food systems, and international agricultural development that focuses on the challenges of the future. US leadership is vital to ensuring the global research agenda does not leave farmers behind. Opportunities to build upon and enhance existing US agricultural research infrastructure across many diverse government entities abound. The US government should recognize these investment opportunities to address current and future climate challenges.

Abstract:
The literature has given increasing attention to the role played by Brazilian transnational companies in its international insertion. In this context, special attention has been given to Brazilian private activities in Africa and, in particular, in Angola. Some countries in Sub-Saharan Africa are understood as potential markets for investments, especially given the similarities of the challenges for development and expertise of some of the Brazilian firms in sectors as agriculture, mining and civil construction. The objective of this paper is to try to capture possible relations between Brazil-Angola bilateral relations over the international operations of Brazilian firms. Our argument is that the business environment to investments has been favoured by a simultaneous international political alignment, as a consequence of the changes in the Brazilian foreign policy orientation.

It is impossible to comprehend Brazil without understanding the dimensions of this continent-sized country, which occupies a land mass larger than that of the lower 48 of the United States. Brazil’s land border, which it shares with ten South American neighbors, is five times larger than the border between the United States and Mexico. Brazil is the fifth largest country in the world in terms of population. (For context, Indonesia is fourth.) It has abundant natural resources of every kind, including the world’s largest reserves of fresh water. It is home to two-thirds of the iconic Amazon, the globe’s largest tropical rainforest. It is the second largest economy in the Western Hemisphere and, depending on one’s calculus, the seventh or eighth largest economy in the world. The State of Sao Paulo alone has an economy larger than that of Argentina. Brazil has more cities with a population of over one million people than the United States. It is the world’s second largest exporter of agricultural goods after the United States. It derives 75 percent of its energy needs from hydro-electric sources—some of the cleanest energy platforms among large nations—and its current production of oil and gas make it among the top ten energy producers in the world. Brazil could become an even larger global producer with the development of its pre-salt oil reserves. With Embraer, Brazil has the world’s third largest aviation company after Boeing and Airbus, and in Gerdau, the top producer of long steel in the Americas. And this is just an illustrative sampling. One needs to keep in mind these basic facts about Brazil to help put surface events, including today’s headlines, in perspective.

9. CARE and Cargill: An Innovative NGO-Private Sector Partnership to Fight Global Poverty

Formed in 2008, the Rural Development Initiative is a five-year, $10 million partnership between CARE, a prominent humanitarian organization, and Cargill, an international producer and marketer of food, agricultural, financial, and industrial products and services. CARE partners with Cargill employees in local communities and along the company's supply chains to improve crop yields, access to markets, and incomes for farmers; enhance the attendance and quality of education programs; and increase access to health care, nutritional programs, and safe drinking water in rural communities. With projects in Ghana, Côte d'Ivoire, Egypt, India, Honduras, Guatemala, and Brazil, the CARE-Cargill partnership seeks to help 100,000 people lift themselves out of poverty by 2013. Through the Rural Development Initiative, CARE and Cargill leverage their respective strengths to improve livelihoods, while at the same time improving Cargill's competitive advantage and fulfilling CARE's mandate.

Abstract:
Understanding Brazil's green growth and emissions story requires a second look. Brazil's energy matrix is approximately 46% renewable, so when one compares the share of greenhouse gas (GHG) emissions from energy in Brazil to that of most OECD countries, Brazil is doing relatively well (IPEA 2010, 133). However, looking at energy alone misses the core GHG story in Brazil: The principal drivers of GHG emissions in the country are not energy production or heavy industry, but rather deforestation and agriculture. Deforestation is responsible for about 55% of Brazil's GHG emissions, and agriculture for another 25% (McKinsey Company 2009, 7). In fact, the two areas of emissions are intimately linked: deforestation is principally a problem of agriculture. Cattle ranching and soybean and sugar cane farming are the major industries contributing to Brazil's emergence today as an agricultural and agroenergy superpower – and are directly and indirectly responsible for deforestation in Brazil's largest forests, the Amazon and Atlantic (Banco Mundial 2010, Barros 2009, Margulis 2004, McAllister 2008b, Nassar 2009, Nepstad et al. 2008, Sennes and Narciso 2009). By extension, because Brazil's large and growing renewable energy sector is principally based on agriculture, it has ties to deforestation and may not be as green as it first appears.

Development literature overwhelmingly argues in favor of formal property ownership (titling) as a practical intervention for poor women's empowerment and to address urban poverty. In this body of literature empowerment is equated with financial, social and politic al gains but it lacks a rigorous definition. Luke's three-dimensional power framework provides a methodology for critical assessment of empowerment. The chapter structures Luke's analysis around a case study from a center city slum in Recife, Brazil. Ultimately the chapter demonstrates how a critical definition of empowerment can move thinking and practice towards re-engineering titling process for gender equity in urban land markets.

Abstract:
This article explores the participation of the Eurasian countries that have recently joined the World Trade Organization and are thus a part of the Recently Acceded Members (RAMs) coalition. The author argues that the active participation of these countries with small economies deserves attention in the WTO agricultural talks. Most studies focus on the leverage of the larger economies among the developing nations such as Brazil, China, India and South Africa. The article goes further to highlight that Eurasian countries have the ability to continue to push for flexibility provisions and can benefit from China's classification as a RAMs country. On the other hand, these same countries face the challenge of becoming more competitive in the international agricultural market. However, those challenges can be addressed through developing infrastructure, technology and skills to allow for smaller Eurasian WTO members to become efficient producers and competitive exporters.

Abstract:
For decades, the development of transportation infrastructure in the Brazilian Amazon has been the government's main social and economic development policy in the region. Reductions in transportation costs have not only opened the agricultural frontier to cattle ranching and logging but have also caused more than two-thirds of Amazonian deforestation. Currently, soybean cultivation is a new economic force demanding improvements to roads in the region. Profitable soybean crops have spread over the Mato Grosso's cerrados and now head toward the core of the Amazon rain forest. One of the main constraints for soy expansion into the Amazon has been the poor condition of roads. In this study, we analyze the effect Amazon transportation infrastructure programs have on soybean expansion by lowering transport costs. The analysis is based on spatial estimates of transportation costs for the soybean sector, first using current road networks and then projecting changes based on the paving of the Cuiabá-Santarém road. Our results indicate that paving the Cuiabá-Santarém road would reduce transportation costs by an average of $10 per ton for farmers located in the northern part of Mato Grosso, by allowing producers to reroute soybean shipments to the Santarém port. Paving the road also would expand the area where growing soybeans is economically feasible by about 70 percent, from 120,000 to 205,000 km2 . Most of this new area would be located in the state of Pará and is covered largely by forests. A Cost-Benefit analysis of the road project indicates that the investments in infrastructure would generate more than $180 million for soybean farmers over a period of twenty years. These benefits, however, ignore the project's environmental impacts. If the destruction of ecological services and products provided by the existing forests is accounted for, then the Cuiabá-Santarém investment would generate a net loss of between $762 million and $1.9 billion. This result shows the importance of including the value of the natural capital in feasibility studies of infrastructure projects to reflect their real benefits to society as a whole.

16. FORMA: Forest Monitoring for Action--Rapid Identification of Pan-tropical Deforestation Using Moderate-Resolution Remotely Sensed Data

Abstract:
Rising concern about carbon emissions from deforestation has led donors to finance UN-REDD (Reducing Emissions from Deforestation and Forest Degradation in Developing Countries), a program that offers direct compensation for forest conservation. Sustainable operation of UN-REDD and other direct-compensation programs will require a transparent, credible, frequently updated system for monitoring deforestation. In this paper, we introduce FORMA (Forest Monitoring for Action), a prototype system based on remotely sensed data. We test its accuracy against the best available information on deforestation in Brazil and Indonesia. Our results indicate that publicly available remotely sensed data can support accurate quarterly identification of new deforestation at 1 km spatial resolution. More rapid updates at higher spatial resolution may also be possible. At current resolution, with efficient coding in publicly available software, FORMA should produce global updates on one desktop computer in a few hours. Maps of probable deforestation at 1 km resolution will be accessible with Google Earth and Google Maps, with an open facility for ground-truthing each pixel via photographs and text comments.

17. A Tale of Two Countries: Spatial and Temporal Patterns of Rice Productivity in China and Brazil

This paper looks at differences in spatial and temporal variation of rice yields in China and Brazil. We find that rice yields in China have converged over time and that rice production has become more and more homogeneous. In contrast, rice yields in Brazil have diverged over time, primarily due to variations in upland rice yields. Three hypotheses are put forward to explain the different behaviour of rice yields in Brazil and China: (i) differences in production systems (i.e., irrigated in China versus upland in Brazil); (ii) changes in rainfall patterns and (iii) bias in agricultural R favouring irrigated rice. Our empirical analysis provides support to the first two hypotheses by establishing that upland rice is subjected to much greater variation in yields than irrigated rice and that changing rainfall patterns affect mostly upland rice. We also provide evidence of the bias towards irrigated systems by looking at the patterns of varietal release.

18. Omens and Threats in the Doha Round: The Decline of Multilaterialism?

Abstract:
Faced with the lengthening shadow of the Doha Round of trade negotiations, scholars often point to the seven years it took negotiators to conclude the Uruguay Round. This paper argues that the negotiating deadlock in the Doha Round represents a transformative shift on the part of Member nations away from the current model of multi-platform, single-undertaking multilateralism and towards smaller negotiating platforms. We examine two dynamics that mark this round as qualitatively different from the Uruguay Round. First, new, highly vocal global trading powers such as India, China and Brazil have begun to use their market power to push for a trade deal that directly benefits the Global South. Second, the new rules for trade that were agreed to in the Uruguay Round had promised a reduction in non-tariff protectionism, but the continuing popularity of protectionist industrial policies has shown the developing world that greater access to northern markets might not be delivered at the World Trade Organization. The paper concludes with a discussion of trade multilateralism in historical context. This is not the first time the world has been faced with systemic changes in international economic relations. In the nineteenth and the early twentieth centuries, global trade broke down – first with the end of the British free trade system, and shortly thereafter with the catastrophic collapse of the interwar trading order. Nevertheless, this qualitative shift in the negotiating strategies of states need not be seen as a return to protectionism. The explosion of preferential regional agreements offers a number of new ways to address the social and political dimensions of economic integration.
