Abstract:
Considering the growing relevance of the Multilateral Development Banks (MDBs) in the task of financing the global energy transition process, it is important to understand the efforts of these institutions to establish projects aimed at reducing carbon emissions in the most diverse sectors of the economy, and especially in the energy sector. This document looks specifically at the role that the New Development Bank (NDB) plays in this process, presenting an overview of its loan portfolio and targets in terms of contributions to the energy transition process. The NDB, also known as the BRICS Bank, stands out in its institutional strategies in the area of Clean Energy, one of its operational objectives, setting a target for the year 2026 of directing 40% of all its financing to projects aimed at climate change, including operations that contribute to the energy transition (NDB, 2022a, p. 28).

Abstract:
At the beginning of this century, International Development Cooperation (IDC) began to occupy a central position in Brazil’s international status. Political and social transformations created conditions for Brazil to begin acting as a relevant protagonist in international projects, especially in developing nations, through South-South Cooperation (SSC). However, a succession of crises after 2011 and the emergence of ideas opposed to cooperation during the Bolsonaro administration (2019-2022) altered the conditions that sustained IDC as part of Brazilian foreign policy. In this article, we will identify the political and economic conditions that ensured (1) the structuring and (2) the growth of Brazilian cooperation up until 2011, and we will argue that the loss of these conditions resulted in IDC’s (3) decline, leading to (4) its agony beginning in 2019. Finally, we will evaluate several consequences of the cooperation crisis based on an evaluation of Brazilian foreign policy in the global health agenda, and its commercial relationship with African nations.

Abstract:
The work aimed to analyse the sustainability efforts – the greening – of five industry sectors in Brazil: aluminium, chemical, steel, cement, and oil and gas. These sectors were chosen because they are the industries with the highest carbon emissions. The research sought to verify the sustainability measures adopted by business and industry actors, with special emphasis on the use of Voluntary Sustainability Standards and ESG values. In order to verify the information provided by the companies, the documents that informed the measures taken by the companies and the numbers supporting their results were always sought out and explained in the text. The conclusions were that the sectors, guided by industry associations, have adopted a broad set of sustainability measures. The results of these measures, however, sometimes lack proof and sometimes lead to sporadic conduct, contrary to the precepts of environmental and social sustainability.

Abstract:
COVID 19 affected the projection of the SDGs, with debates on a post-pandemic "green" exit. With a multilevel perspective, this paper addresses the evolution of energy policies in MERCOSUR countries, focusing on renewable energies and climate change. Uruguay's case is discussed, in contrast with Argentina and Brazil. Points of convergence in divergent situations are considered, given the commercial exchanges of electric energy between Uruguay and its MERCOSUR partners. Investments in renewable energies in Uruguay, its current situation, and its prospects are analyzed, considering the position of the Block and an eventual scheme of regional climate governance in the future.

Abstract:
Over the past few decades, South-South cooperation has grown in terms of actors, volume, geographic reach, instruments, and modalities, but, statistics on this type of cooperation have been incomplete and fragmented. The technical, political, and institutional challenges in measuring South-South cooperation are emphasised by countries like Brazil and Mexico, chosen as cases to be analysed in the text. The article explores the experiences in measuring international cooperation provided by Brazil and Mexico, starting with the characterization of the two national trajectories in the quantification and the modalities that determine the process, and analyses the main similarities and differences presented between the cases. The analysis of the countries studied in this article evidence the different institutional designs of international cooperation and the establishment of measurement models elaborated by governments based on their own realities of international cooperation, indicating, therefore, that the process of measuring international cooperation is not only a statistical issue, but above all, a political one. Seen in these terms, South-South cooperation measurement exercises have provided more knowledge about how cooperation activities are organized and their relation to global development agendas, and have also consolidated the transparency of public expenditure.cooperation and development; South-South cooperation; public expenditure; Brazil; Mexico; measurement.

6. Partnerships for Policy Transfer: How Brazil and China Engage in Triangular Cooperation with the United Nations

Abstract:
This paper offers a comparative analysis of Brazilian and Chinese partnerships with the United Nations (UN) as a mechanism and channel for policy transfer. In international policy travel flows, China and Brazil currently hold privileged places as hubs from which development-related policies travel and through which they circulate. Both countries have invested in systematising their development experience and transferring development policies within their regions and beyond – often through triangular cooperation, i.e. South–South cooperation supported by third actors such as UN entities. So far, however, this variegated engagement has remained under the radar of scholarly attention. To address this gap, we examine 35 policy transfer partnerships – 17 for Brazil and 18 for China – forged with different parts of the UN system over the last two decades. In order to offer a first systematic account of partnership trajectories, we provide an overview of partnership types (namely projects, programmes and policy centres) and transfer dimensions (including the policies themselves, transfer agents and governance arrangements). Our comparative mapping presents an evolving landscape: while Brazil was first in institutionalising robust policy transfer partnerships with numerous UN entities and then slowed down, China started more cautiously but has significantly expanded its collaboration with the UN system since 2015. The partnerships analysed cover a substantial range of sectors, with a particular focus – for both Brazil and China – on agricultural policies. While Brazilian partnerships with the UN primarily engage with linkages between agriculture and social protection, however, China–UN partnerships focus more on productivity and market linkages. As the first comprehensive mapping and comparative analysis of Brazilian and Chinese policy transfer partnerships with the UN, this paper contributes to a better understanding of (triangular) cooperation schemes between international organisations and their member states, as well as debates about how policies deemed as successful travel around the globe.

Abstract:
The project “Brazilian Perspectives for BRICS - 2022”, developed by CEBRI at the invitation of the Chinese Embassy in Brazil, aimed at mapping trends and defining concrete strategies and proposals to, from a Brazilian perspective, inform the agenda and improve the joint action and international projection of the group, whose rotating presidency is held by China in 2022. The development, coordination, and results of the project were the responsibility of CEBRI and, beyond the original objective, constitute a contribution to the debate on BRICS in Brazil. The project brought together about 30 high-level Brazilian specialists from various areas (academia, civil society, private sector, and public sector) in three closed meetings. This Executive Summary presents a synthesis of the discussions.

Abstract:
The aim of this article is to shed a broader light on the social identity of the BRICS group of countries (Brazil, Russia, India, China, and South Africa) whose growing economic power is the defining motive of their social construct in international relations. In line with this purpose, the article examines the BRICS nations’ positions concerning the moral aspect and the notion of responsibility for the nexus between climate change and sustainable development. This article argues that their statements and discourse on climate change and sustainable development forge the process of constructing a separate group identity for the BRICS partners. The articulation of moral appraisals and the notion of responsibility in the areas of climate change and sustainable development help the BRICS countries build their self-conception and self-categorization corresponding to their identity as emerging powers, so their actions are accomplished accordingly.

Abstract:
This study considers the development and reform of the anti-dumping regime in Brazil as a ratification example of the multilateral trading system proposed by the World Trade Organization (WTO). Brazil's history of leadership in the WTO Rounds, as well as its emergence among users of temporary barriers illustrates the fact that developing countries participate, with some success, in the endorsement and strengthening of the multilateral system itself. Using the WTO Anti-Dumping Agreement (ADA) as a model for its own regulatory framework, this practice ensures that domestic legislation will have greater compliance to international obligations and avoid constraints via the Dispute Settlement Body. Finally, the case of Decree 8,058/2013 highlighted the importance that specialized agents in the middle management of the Ministry of Development, Industry and Foreign Trade (MDIC) have in the management and improvement of the Brazilian public policy.

Abstract:
The precedence afforded in recent decades to environmental issues and to the centrality of a sustainable development agenda has led financial institutions to redefine and redirect their funding as well as their institutional and market arrangements to contribute towards balanced and inclusive development, such as strategies to support national environmental targets that will secure the sustainable development goals. This research will therefore explore some elements that underline the relation between the NDB and the BNDES, the Brazilian Development Bank, which can be considered one of the main agencies implementing funding geared for Brazil, with various joint projects approved.
