Abstract:: Considering the growing relevance of the Multilateral Development Banks (MDBs) in the task of financing the global energy transition process, it is important to understand the efforts of these institutions to establish projects aimed at reducing carbon emissions in the most diverse sectors of the economy, and especially in the energy sector. This document looks specifically at the role that the New Development Bank (NDB) plays in this process, presenting an overview of its loan portfolio and targets in terms of contributions to the energy transition process. The NDB, also known as the BRICS Bank, stands out in its institutional strategies in the area of Clean Energy, one of its operational objectives, setting a target for the year 2026 of directing 40% of all its financing to projects aimed at climate change, including operations that contribute to the energy transition (NDB, 2022a, p. 28).

Abstract:: Renewable energy has seen rapid uptake, particularly in the Global South. Solar energy projects have boomed in recent years, but uptake by countries is uneven. Beyond geophysical conditions, technological innovation, market dynamics and donor-driven “lighthouse projects”, political institutionalization has played a critical role in decarbonization. In this policy brief, which is based on extensive research from Global South case studies, we argue that political institutionalization is key to determining whether and how innovative solar initiatives become stabilized, scaled up, and mainstreamed. Drawing on the research project Institutionalizing Low Carbon Development in the Global South (INLOCADE) and expert contributions from a follow-up IDOS workshop, this policy brief synthesizes comparative policy-relevant findings on how institutionalization unfolds in various emerging economies of the Global South, including Brazil, Bangladesh, Cambodia, India, Indonesia and South Africa. Key messages: • Political institutionalization – understood here as an enduring change of formal and informal rules and practices towards low-carbon development – is essential for making renewable energy projects sustainable by embedding them in conducive, stable governance frameworks. Isolated, donor-driven initiatives are at risk of provoking resistance and backlash, and of fading away once external support ends. • Multiple pathways for institutionalization exist. State leadership, subnational action, alliances between development partners and communities, and crisis-driven coalitions can enable institutionalization under different conditions. Policies should be tailored to the institutional realities of each context rather than using one-size-fits-all models. Similarly, development partners should assess local realities and adapt their strategies accordingly. • Distributive justice and participation must be actively supported. Political institutionalization can lead to inequitable outcomes and reinforce exclusionary practices. Development partners should take a proactive role by aligning their interventions with inclusive and equitable approaches to ensure support for marginalized groups leads to socially just transitions, not just box-ticking. • Crises can be opportunities. Energy shortages and climate shocks can disrupt fossil-fuel lock-ins and open the door to innovation. Development partners need flexible instruments and strategies to help translate crisis-driven experiments into durable institutional change. • Development partners are catalytic, not deci-sive. They can accelerate change by providing finance, technical expertise, and legitimacy, especially when working with domestic actors beyond national governments. German and EU development cooperation should place greater emphasis on strengthening domestic institutional environments, including regulatory stability, administrative capacity, and actor coalitions that embed projects in lasting policy and organizational change. This helps ensure donor interventions contribute to sustained low-carbon transitions beyond initial project cycles.

Abstract:: What if third-party involvement and economic interdependence, often assumed to foster compromise, are precisely what entrench escalation in international negotiations? This paper introduces a supermodular game-theoretic framework to explain how indirect third-party alignment and domestic political constraints can produce strategic complementarities that lock actors into rigid bargaining positions. Drawing on an analytic narrative of the 2006 Bolivia–Brazil gas negotiations, we demonstrate how Venezuela’s political and financial backing emboldened Bolivia to harden its stance, while Brazil’s capacity to respond assertively was neutralized by domestic audience costs, intensified by electoral pressures. The result was not mediation or de-escalation, but a contested equilibrium shaped by positive feedback dynamics. Our findings show that third-party support can strategically reshape payoff structures in ways that incentivize escalation, even under conditions of deep interdependence. This framework advances the study of international negotiations by modelling how escalation can emerge endogenously from the strategic structure of trilateral interactions.

Abstract:: This paper analyzes the economic returns to political connections in Brazilian local elections, focusing not only on traditional campaign donations but also on two novel channels: firms that provide goods or services to candidates during campaigns and firms’ owners affiliated with parties within a coalition running for mayor. Employing regression discontinuity and event study methods around close mayoral races, we find that politically connected firms substantially increase both their likelihood of securing procurement contracts and the value of those contracts, though without corresponding gains in employment or wages. This paper contributes to the literature on political connections by documenting the emergence of indirect political connections and public procurement allocation in a context of weak institutional constraints.

Cobalt, copper, lithium, nickel, graphite, and rare earths now underpin three strategic imperatives: energy transition, digital infrastructure, and defense readiness. As rivalry between the United States and China intensifies, and as China leverages its dominance in processing, governments are reshaping supply chains through new alliances and targeted policy interventions. Brazil and Canada are central to this emerging mineral order. Both countries combine strong geological endowments with institutional capacity and diplomatic reach. Canada brings diversified extraction, growing midstream ambitions, and a coordinated policy approach reinforced during its 2025 G7 presidency. Brazil brings vast reserves and a more assertive industrial strategy aimed at moving up the value chain and reducing reliance on raw material exports. Yet both face the same structural challenge: transforming resource abundance into lasting economic and geopolitical influence. China’s dominance in processing reflects decades of accumulated technological capability, specialized expertise, and industrial learning—not simply subsidies. Closing this gap requires sustained investment in midstream capacity, particularly in refining, chemical conversion, and skilled labor. This article examines the forces shaping the global minerals landscape, including demand dynamics, supply chain vulnerabilities, and the evolving toolkit of geoeconomic competition. It analyzes how major powers are structuring alliances and how Brazil and Canada are positioning themselves within this shifting architecture—both individually and as potential partners. It concludes by outlining pathways for bilateral and regional cooperation, from building a Canada-Brazil midstream corridor and aligning standards to investing in human capital and strengthening regional infrastructure. The window for action is narrowing: as the institutional framework of mineral security takes shape, countries that move early and strategically will help define the rules of the system rather than adapt to them.

Abstract:: On May 6, 2026, Brazilian President Luiz Inácio Lula da Silva traveled to Washington at the invitation of U.S. President Donald Trump, seeking to strengthen bilateral relations. The visit coincided with mounting domestic pressures on the Brazilian president, following a series of successive setbacks—most notably a vote by more than two-thirds of Congress members in favor of legislation proposing to reduce sentences handed down against former President Bolsonaro, despite the presidential veto, and the Senate’s rejection of da Silva’s nominee for the Supreme Court—the first time in decades that a president’s choice for the Court had been turned down. Those reverses gave fresh momentum to Bolsonaro’s son as a leading presidential contender in the 2026 elections, even as da Silva’s capacity to advance his domestic agenda showed signs of strain. Complicating the picture further were a number of unresolved Brazilian-American tensions, set against a turbulent international and regional backdrop marked by escalating U.S.–Chinese competition in Latin America, a dynamic that rendered the visit a practical test of Brazil’s ability to balance its rapprochement with Washington against its commitments to Beijing within the BRICS framework. Against that backdrop, the analysis that follows traces the most significant points of friction in Brazilian-American relations in recent times, examines the motives behind the visit and its anticipated outcomes, and assesses the potential repercussions for the wider region.

10. Do alternative households improve paid employment outcomes? A comparative analysis of same-sex partnerships in Brazil

Abstract:: This paper explores the labor market implications of household formation among same-sex married couples in Brazil, comparing them with different-sex married couples and unpartnered individuals. Using data from the Pesquisa Nacional por Amostra de Domicílios Contínua (PNADC) from 2016 to 2019, the study provides a descriptive overview of same-sex households and analyzes patterns of partnership formation, racial and educational endogamy/homogamy, and paid employment outcomes. Despite data limitations, findings suggest that same-sex couples may benefit from household formation by adopting alternatives to traditional patriarchal dynamics. Women in same-sex partnerships exhibit greater labor market participation and earnings, while men may experience reduced pressure to conform to traditional breadwinner roles. All married/partnered individuals earn a wage premium, relative to unpartnered individuals, but this premium varies by type of couple, sex, and the partner’s education and employment status. The paper highlights the importance of recognizing diverse household structures to fully understand economic well-being and inequities. Further research on the broader spectrum of "families of choice" is necessary to better capture the economic experiences of the LGBTI community in Brazil.

11. From polarisation to autocratisation: the role of information pollution in Brazil's democratic erosion

Abstract:: This study explores the complex relationship between information pollution, polarisation, and democracy in Brazil, a country that has recently experienced both democratic erosion and a pivotal democratic “U-turn”. Information pollution – the dissemination of false, misleading or harmful information – has become a global challenge, undermining societal peace and demo-cratic stability. In Brazil, these dynamics have been particularly pronounced, reflecting deep-seated socioeconomic inequalities and the impact of disinformation in an increasingly polarised political landscape. Grounded in a holistic analytical framework, this study moves beyond the narrow conception of countering disinformation as a challenge confined to the digital space. By incorporating socio-economic, media, legislative and political contexts into the analysis, it provides a comprehensive understanding of the factors that facilitate the emergence of information pollution. By doing so, the framework also enables the formulation of tailored policy recommendations that consider the distinct characteristics of Brazil’s context, while offering lessons relevant to other countries facing similar challenges. The analysis of the socioeconomic and social context highlights how in Brazil, persisting poverty and inequalities and the digital divide restrict access to diverse information sources, leaving marginalised groups disproportionately vulnerable to disinformation and hate speech. In this environment, hate speech targeting black women and members of the Lesbian, Gay, Bisexual, Transgender, Queer (and others) (LGBTQ+) community has been a prominent driver of polarisation, which exacerbates the discrimination and marginalisation of individuals at the intersection of race, gender and sexual orientation. The characteristics of the Brazilian media landscape and information ecosystem further fuelled these dynamics. Highly concentrated media ownership and declining traditional journalism have undermined information diversity and opinion plurality. At the same time, digital platforms have become fertile ground for the spread of polarising narratives, driven by the rise of politainment and political messaging disguised as religious truth by influential evangelical leaders. Within Brazil’s regulatory and institutional context, outdated legislation on internet governance has left significant gaps in the oversight of digital platforms. The implementation of existing transparency legislation is deficient and fragmented. Political interference and the misuse of secrecy laws have further undermined transparency mechanisms. Against this backdrop, state transparency offerings provide an inadequate counterweight to disinformation circulating on digital platforms. The political context has exacerbated these challenges, with cultural and ideological divides exploited by political actors to erode trust in democratic institutions. Disinformation played a central role during the administration of Jair Bolsonaro who pursued a grievance-based mobilisation strategy, amplifying societal divisions by exploiting narratives around corruption, inequality and moral values. This approach triggered a process of affective polarisation, with religious rhetoric playing a significant role in framing political opponents as existential threats to traditional and conservative values. Across all these contexts, vulnerabilities, such as low digital literacy, concentrated media consumption, and societal cleavages, amplify the impact of information pollution. This study finds that information pollution has fuelled affective polarisation, fostering mistrust, hostility, and violence, which in turn has jeopardised key elements of democratic quality, including respect for counterarguments, electoral integrity, institutional checks and balances, and public accountability and lastly support for democracy itself. The findings of this study point to critical entry points for addressing information pollution. At the national level, strengthening Brazil’s transparency regime emerges as a key priority, particularly by making access to public information more inclusive and enhancing the autonomy of institutions tasked with upholding transparency. The modernisation of Brazil’s internet governance framework is equally important, requiring broad based publication consultations and robust mechanisms for platform accountability. To ensure impartiality, authorities tasked with overseeing internet governance must maintain sufficient independence from the executive branch and should feature a cross-sectoral, multi-stakeholder composition, incorporating voices from civil society, academia, technical experts, and the private sector. At the international level, enhancing cross-border collaboration is paramount. The Global Digital Compact adopted in 2024 offers an important foundation for promoting shared technological solutions and fostering multilateral cooperation. Regional organisations in Latin America, such as the Organization of American States (OAS) and the Southern Common Market (MERCOSUR), also have a critical role to play in harmonising regulations and strengthening digital governance. Brazil’s recent experience illustrates the complex interplay between structural enablers, digital dynamics, and political strategies that drive polarisation and democratic erosion. At the same time, its ability to reverse autocratisation at the ballot box provides valuable lessons for curbing information pollution and fostering democratic resilience worldwide.

Abstract:: This year marks the 10th anniversary of the Digital Silk Road (DSR), China’s ambitious initiative to shape critical digital infrastructure around the world to advance its geopolitical interests and technology leadership. A decade after its launch, digital infrastructure and emerging technologies have only grown more vital and contested as demand for connectivity, digital services, and emerging technologies like artificial intelligence (AI) expand. Against this backdrop, the DSR has become increasingly central to China’s broader strategy to challenge and ultimately supplant the U.S.-led digital order, and in doing so, reap potentially vast security, economic, and intelligence advantages. To assess the DSR’s impact 10 years after its inception—and explore how the United States and its allies can offer a more compelling and coherent alternative—the CNAS Technology and National Security team has undertaken a major research project that produces in-depth case studies of four diverse and geostrategically critical nations—Indonesia, Brazil, Kenya, and Saudi Arabia—and culminates in a full-length report. The second case study focuses on Brazil. For the study, researchers from the CNAS Technology and National Security team spent a week in the country interviewing local policymakers, journalists, technology firms, civil society, and academics, along with U.S. diplomats, development experts, and companies. Drawing on these interviews and desk research, this case study seeks to shed light on the current dynamics and stakes of the U.S.-China competition to shape Brazil’s digital ecosystem.

Abstract:: Using the soft balancing concept and a comparative methodology, I analyze the diplomatic strategies mobilized by Brazil towards the US in South America from 2003 to 2022. The empirical results suggest that in the last two decades, Brazil moved away from the role of “soft balancer” during Lula’s and Rousseff’s mandates (2003–2016) to a “tactical convergence” in Temer's (2016–2018) to “bandwagoning” in Bolsonaro's (2019–2022). The main drivers for these different strategies are domestic and regional changes. Approaching this thematic contributes to a better understanding of Brazilian regional priorities and abilities to deal with the US in the region.

Abstract:: This study proposes, based on scientific production carried out in Europe, the adaptation of the Balanced Scorecard (BSC) method by Kaplan and Norton, for the analysis of the performance of Brazilian Strategic Defense Companies (SDC). The investigation is carried out in a comparative way, in two stages. In the first one, a bibliometric research was carried out to identify the characteristics of the European Defense Industrial Base. In the second stage of the research, the BSC-Defense indicators, developed based on the literature found, were empirically analyzed in a Strategic Defense Company in Brazil. The results indicate that the BSC-Defense instrument can serve as a guiding element for Strategic Defense Companies, as it includes an integrated and dynamic set of capabilities, processes and activities related to the strategic performance of the organization.

Abstract:: The article investigates the trajectory and transformations of Brazil’s involvement in UN peacekeeping operations, seeking to explain the recent hesitation to assume a leadership role in contrast to previous periods, particularly during the two initial presidential terms of Luiz Inácio Lula da Silva (2003-2011). It highlights the influence of international and domestic factors on Brazil’s new stance, including changes in the nature of UN peacekeeping missions and the impact of the deep politico-economic crisis Brazil experienced between 2013 and 2022. The shifts in foreign policy during the governments of Michel Temer and Jair Bolsonaro resulted in a more isolationist view and a significant reduction in Brazil’s participation in peacekeeping operations. The article concludes by analyzing the need for a strategic reassessment by Brazil of the dynamics of peacekeeping operations and the domestic challenges faced by the new Lula da Silva government to realign its future participation with its national interests and capabilities.

Abstract:: This report revisits the analysis presented in our April 2024 paper on the potential impact of WTO dissolution, drilling down to quantify national-level impacts for a sample of ten developing economies. Our previous report (The economic impact of abandoning the WTO) focused on presenting aggregated results for developing countries by region and income level. This report drills down to quantify impacts for a sample of ten individual countries: Brazil, Cameroon, China, Egypt, Guatemala, Indonesia, India, South Africa, Turkey, and Vietnam. These countries provide a rich, varied sample that captures the complexity of trade policy in the developing world. Their diversity in geography, economic size, policy orientation, and development stage allows for a nuanced analysis of how WTO dissolution could potentially influence pathways to higher incomes, poverty reduction and economic resilience. Our analysis reinforces the importance of ensuring the WTO can adapt to new trade realities and continue to function as an effective global trade body.

20. Global Futures Bulletin: The BRICS and the Decarbonization and Biodiversity Protection Challenges

Abstract:: The world faces an unprecedented convergence of environmental crises – climate change, pollution, and biodiversity loss – that collectively threaten the planet’s ecological balance and humanity’s future. Reversing the Triple Planetary Crisis necessitates urgent and coordinated action across all sectors and countries, accelerating the transition to low-carbon economies while protecting biodiversity are key challenges for the coming years. Countries that have joined the BRICS in its inception (Brazil, Russia, India, China, and South Africa) are increasingly an important geopolitical force in current global politics, and their individual and collective action is key to the success of concerted global action. The group’s recent expansion – BRICS+ includes Egypt, Ethiopia, Iran, and the United Arab Emirates (UAE), Indonesia joining in 2025 and Saudi Arabia finally formalizing its membership – offers an opportunity to boost the role of their New Development Bank (NDB) in bridging climate, biodiversity, and development finance, and aim for greater policy coherence for concerted global action across these agendas. Combined, BRICS countries are not only biodiversity and energy-rich but also contribute to a large share of greenhouse gas (GHG) emissions. This Strategic Paper examines the role of the expanded BRICS+ and explores whether and how this “mini-multilateral” grouping, with its considerable human and technological capacity, can address two major global challenges: accelerating decarbonization and protecting biological diversity. The discussion is framed around the opportunities and challenges faced by the member countries to increase their ambitions and become leading voices in these agendas – not only for BRICS countries (some of which are among the most biodiverse in the world) but also for the wider international community. Without a strong commitment by BRICS countries (individually and as a group) the world will fail to accelerate action on decarbonization and biodiversity protection.

21. Women Political Leaders as Agents of Environmental Change

Abstract:: This paper explores how female political leaders impact environmental outcomes and climate change policy actions using data from mixed-gender mayoral races in Brazil. Using a Regression Discontinuity design we find that, compared to male mayors, female mayors significantly reduce greenhouse gas emissions. This effect is driven by a reduction in emissions intensity (CO2e/GDP) in the Land Use sector, without changes in municipal economic activity. Part of the reduction in emissions in the Land Use sector is attributable to a decline in deforestation. We examine potential mechanisms that could explain the positive environmental impact of narrowly electing a female mayor over a male counterpart and find that in Amazon municipalities, female elected mayors allocate more space to the environment in their government proposals and are more likely to invest in environmental initiatives. Differences in the enforcement of environmental regulations do not explain the results.

Abstract:: : Foreign policy analysts have used role theory for decades. Several recent studies have resorted to it to describe and explain Brazilian foreign policy. By complementing current efforts that seek to account for the restructuring of Brazil’s international identity undertaken by the Bolsonaro government, this article focuses on a role relatively neglected by literature, i.e., the one Holsti called ‘defender of the faith.’ In the case of Bolsonaro’s foreign policy, the faith to be defended is that of ‘Judeo-Christian civilisation’ values in its most conservative interpretation. After identifying this role in statements by official representatives of Brazilian foreign policy, we examine both its primary internal sources (the political actors identified with religious-conservative agendas in the National Congress) and its external sources (the ‘conservative transnational’ of governments close to Bolsonaro’s), to then illustrate its performance through two sets of initiatives representing drastic changes in Brazilian diplomatic positions: the support to Israel in the voting of UN’s resolutions on the Israeli-Palestinian conflict and the shift from progressive to conservative positions in discussions on gender rights in multilateral venues.

Abstract:: The globally expanded international society established a standard of statehood as central criteria for its membership. The end of the Cold War witnessed an ascendant, albeit contested, liberal democracy as a preferred regime in global imaginaries. Within this context, the re-democratization processes experienced in Latin America amid profound international systemic reorientations implied the renegotiation of regional and local social imaginaries, as, for example, in the Brazilian case. In this article, we seek to discuss Brazil’s selective and creative adaptation in the space of overlaps between global, regional, and local social imaginaries about the government regime since the 1990s. Through a theoretical-empirical approach based on the discussion about the construction of shared understandings between international and domestic social spaces, we opted for a pragmatic theoretical foundation with the support of the English School of International Relations, critical philosophy, and the sociology of Bourdieu to study the Brazilian case. By focusing on the Fernando Henrique Cardoso government, it is proposed to qualitatively analyse documents from the period that problematize the country’s external insertion based on the interaction with the global and the regional social imaginaries about liberal democracy, with the support of a bibliographical review grounded on specialized secondary sources

Abstract:: How do Brazilian IR scholars tailor causal explanations in their research? Searching for causes has become paramount to the scientific endeavour in the social sciences, and in recent years the lexicon of causality has come under scrutiny, with many scholars revising the standard Humean and covering law approaches to cause. Far from being consensual, current philosophical and meta-theoretical debates in IR reveal a rather kaleidoscopical picture of causation. However, Brazilian IR scholars seem to remain unfamiliar about what it means to advance causal claims. In this paper, I have a twofold goal: to advance the causal talk by rehearsing recent meta-theoretical debates on causality; and to examine the ways Brazilian IR scholars in the subfield of Brazilian foreign policy analysis (BFPA) tailor causal explanations. To achieve the latter, I perform a cartography of the articles published in five Brazilian top-tier journals in the discipline – Brazilian Political Science Review, Dados, Contexto Internacional, Revista Brasileira de Ciências Sociais and Revista Brasileira de Política Internacional – from 2018 through 2022. I conclude that BFPA research is founded primarily in non-Humean understandings of causality, but Brazilian scholars might benefit from further awareness on the various meanings of causal explanation.

Abstract:: At the beginning of this century, International Development Cooperation (IDC) began to occupy a central position in Brazil’s international status. Political and social transformations created conditions for Brazil to begin acting as a relevant protagonist in international projects, especially in developing nations, through South-South Cooperation (SSC). However, a succession of crises after 2011 and the emergence of ideas opposed to cooperation during the Bolsonaro administration (2019-2022) altered the conditions that sustained IDC as part of Brazilian foreign policy. In this article, we will identify the political and economic conditions that ensured (1) the structuring and (2) the growth of Brazilian cooperation up until 2011, and we will argue that the loss of these conditions resulted in IDC’s (3) decline, leading to (4) its agony beginning in 2019. Finally, we will evaluate several consequences of the cooperation crisis based on an evaluation of Brazilian foreign policy in the global health agenda, and its commercial relationship with African nations.

Abstract:: The Brazilian Ministry of Foreign Affairs organized the country’s contributions in the World Festival of Black Arts (FESMAN, Festival Mundial das Artes Negras) in Senegal in 1966 so as to demonstrate the exceptionality of racial relations in Brazil, expressed under the label of ‘racial democracy.’ The importance attributed to reaffirming Brazilian exceptionality was related to a strategic selectivity of the State aimed at privileging the continuous reconstitution of racism, intrinsically necessary to the reproduction of capital in general and, in particular, in the Brazilian social formation. The case illustrates how racial democracy represented a discursive reference that allowed the State to simultaneously organize the power block and disorganize the opposition from the dominated classes. The Brazilian racial fantasy taken to FESMAN covered up material inequality, made it challenging to identify Afro-Brazilians as a group, and hindered the formation of transnational ties with Pan-Africanism. The current article intends to enrich theoretical reflection on the reasons and ways racism affects the content of Brazilian foreign policy

Abstract:: This article examines former President Jair Bolsonaro’s foreign policy through Laerte Coutinho’s cartoons, published in the Folha de São Paulo newspaper, contextualised within Brazilian opening speeches at the UN General Assembly’s Annual Debate from 2019 to 2021. The work is epistemologically tied to the aesthetic turn in International Relations, broadly in line with a post-structuralist approach and uses iconographic analysis (including the tools of particular meanings and each cartoon’s situational context) and iconological interpretation methods (applying area concepts to explain foreign policy elements revealed through the sensitivity of the chosen works). Consequently, we identified that the cartoons effectively convey former President Bolsonaro’s approach to Brazilian foreign policy (BFP). It is an alternative epistemological and methodological approach to understanding international affairs.

Abstract:: This article explores the intricate dynamics between Brazilian diplomats and political parties within the realm of foreign policy. Our central research problem is to uncover how the interplay of the party system’s structure, the attributes and ideologies of political parties, and the aspirations of bureaucrats collectively influence the extent of diplomats’ involvement in formal party-political activities. Despite the growing attention to partisanship in Brazilian foreign policy debate, empirical research and methodological approaches to measure the concept are limited. The construct validity of the term is often confused with ideologization and politicization. Moreover, the involvement of Brazilian bureaucrats in party politics lacks comprehensive investigation. To address these gaps, this study examines the relationship between diplomats and political parties, uncovering its multifaceted dimensions and implications. Using a novel data source, we explore diplomats’ affiliations and candidacies, shedding light on interaction patterns during the Nova República period. We present a set of hypotheses investigating the association between diplomats’ party affiliations and their interactions with a) party ideologies (H1) and b) professional ambitions, delineated into i) intra-bureaucratic advantages (H2.1) and ii) political career aspirations (H2.2). By employing a mixed methods approach, incorporating thematic content analysis, descriptive statistics, and hypothesis testing, we aggregated evidence that substantiates hypotheses H1 and H2.2. However, in the case of H2.1, the findings proved inconclusive, prompting the need for further exploration into the topic.

Abstract:: The Treaty on the Prohibition of Nuclear Weapons (TPNW) formalises the norm of nuclear prohibition and is presented as a way to fill a gap regarding nuclear disarmament. Brazil played a leading role in the negotiation of this treaty, in line with its historical advocacy for disarmament. This article aims to analyse the foundations of the Brazilian position, guided by the following question: Can Brazil be considered a norm entrepreneur in favour of the prohibition of nuclear weapons? We hypothesise that Brazil has not truly solidified its role as a normative entrepreneur, exhibiting an ambiguous stance. We begin the article with a discussion of the contributions of norm constructivism. Next, we present some elements of the nuclear normative order. Finally, we analyse Brazil’s posture regarding TPNW and the norm of nuclear prohibition. We provide a historical reconstruction of Brazil’s position, situating it in the context of the norm cluster around nuclear weapons. Despite being vocal in advocating for disarmament, we conclude that Brazil has not fully established itself as a norm entrepreneur in promoting the norm of nuclear prohibition and presents an ambiguous stance due to its weak adherence to humanitarian motivation as the foundation of this norm.

Abstract:: Since the 1950s, when the deliberate settlement of the Amazon began, with a rapid influx of people, the Brazilian Amazon has faced various threats because of the demands associated with unsustainable economic development. During the presidency of Jair Bolsonaro, environmental policies were marginalized, including through the legislative and regulatory dismantling of forest protection and the financial sapping of environmental institutions, which favored uncontrolled logging of equatorial forests. Therefore, deforestation increased yearly during the Bolsonaro administration, accompanied by increased greenhouse gas emissions. That is why the article aims to answer the question of what role the international community can play in protecting the Amazon rainforest, given its essential role in regulating the climate regionally and globally. The research methods include formal institutional analysis of relevant legal documents and decision analysis. The research and analysis of states’ individual and collective actions lead to the conclusion that economic pressure has been applied to influence the Bolsonaro administration.

Abstract:: Brazil holds some of the world’s largest reserves of critical minerals, including niobium, rare earths, graphite, manganese, bauxite, zinc, and lithium. However, the next frontier is copper, which now accounts for one-third of all mineral exploration investment in the country. Market enthusiasm for Brazil’s copper aligns with a global outlook in which copper demand is projected to nearly double by 2035. China has already secured a strong foothold in Brazil’s mining ecosystem through trade agreements, concessional financing, and infrastructure investments. By contrast, the United States remains in the early stages of building a minerals partnership with Brazil. Unlocking Brazil’s potential as a major copper producer—and securing U.S. access to this strategic metal—will require bilateral efforts. Brazil must strengthen geological mapping, expand infrastructure, and streamline its overly bureaucratic permitting system. On the U.S. side, deploying strategic financing, promoting vertical supply chain integration, and offering targeted tariff exemptions to advance national and economic security objectives will be critical to a successful partnership.

Abstract:: A political motivation was the main driver of the U.S. measures against Brazil and its authorities in July and August, as President Donald Trump tried to protect former Brazilian President Jair Bolsonaro from criminal charges of plotting a coup d’état. The Trump administration responded to Bolsonaro’s conviction on 11 September with new threats and additional sanctions. The Brazilian government will intensify its attempts at dialogue with the U.S. and seek support from other BRICS+ members, among other partners, and assistance for domestic industries affected by the punitive U.S. tariffs. The conflict with the United States will influence the course of the campaign ahead of next year’s general elections in Brazil.

Abstract:: BRICS increased its geopolitical reach with a recent expansion. However, a divergent status-seeking, conceptualized as antagonistic strategies to gain status, emerged in BRICS during this process. While China defended the expansion, Brazil hesitated to accept it. Focusing on Latin America, where both seek to gain status, I analyzed how Brazil’s and China’s divergent status-seeking influenced the applications of Argentina, Bolivia, Cuba, and Venezuela for BRICS. I concluded that status-seeking motivations drove the candidacies of these states. However, Brazil served as a gatekeeper, potentially hardening the acceptance of Latin American countries in BRICS due to status calculations. Argentina’s entry was more acceptable for Brazil’s strategy to garner prestige than Venezuela’s. Meanwhile, China defended a broader expansion, supporting all four candidacies.

Abstract:: Brazilian foreign policy, traditionally nonpartisan, is increasingly shaped by domestic political divides, complicating alignment with global powers. This also fuels unpredictability, especially in relation to the United States. Brazil’s political right is looking to align with Washington in a bipolar world order, while its political left still seeks multipolarity through the Global South and with the help of the Global East. If, contrary to many expectations and current Brazilian policy, the world becomes bipolar, Brazil may be forced to pick sides, challenging its tradition of balanced diplomacy. If the world appears to be heading towards multipolarity, this would fulfil a long-held Brazilian foreign policy objective. However, Brazil faces regional dynamics that, perhaps paradoxically, resemble bipolarity, as South America remains only a secondary, or even tertiary, zone for great power competition. Hosting major forums like the G20, BRICS, and COP30 puts pressure on Brazil to deliver more consistent global messaging, limiting its room for strategic flexibility.

Abstract:: On June 13, 2025, the government of Brazil, in its capacity as pro tempore BRICS(+) Chair, announced the formal admission of Vietnam as a partner country of the group. With this, Vietnam became the tenth BRICS+ partner country, after Belarus, Bolivia, Cuba, Kazakhstan, Malaysia, Nigeria, Thailand, Uganda, and Uzbekistan had obtained this status in 2024. This Policy Brief aims to assess the significance of the BRICS+ framework as a whole, with particular emphasis on the role and positioning of Vietnam’s partnership within the context of the increasingly dynamic and contested geopolitical landscape that the European Union (EU) is presently faced with.

Abstract:: BRICS expanded faces a crucial moment for multilateralism. The period between the recent summit held in Rio de Janeiro and the upcoming presidency of the bloc in India, in 2026, offers an opportunity to plan the next steps. In its new configuration, following the 2024 expansion, Brazil faces challenges in recalibrating its role within the group. Within the context of new agendas, governance between annual presidencies becomes increasingly important. Brazil’s effort to assert its leadership hinges on influencing the bloc’s agenda during the next presidency, a process that begins as soon as the Rio summit was concluded. In this context, the closed-door meeting aims to analyze Brazil’s real capacity to act as a diplomatic bridge between BRICS and its traditional Western interlocutors, especially the European Union, as well as between the 2025 Summit in Brazil and the 2026 Summit under India’s presidency. Based on Brazil’s and New Delhi’s commitment to democracy and multilateralism, the bridge between these two presidencies may represent an effort to ease tensions, providing greater transparency and predictability to decisions made within BRICS. Additionally, it is essential to deepen the understanding of what can be drawn from the final communiqué, the Leaders’ Declaration of the 17th BRICS Summit, by analyzing the political impacts of the meeting and the developments stemming from the joint declaration.

Abstract:: In 2024, Brazil and China celebrated 50 years of diplomatic relations, marked by friendship, cooperation, and shared aspirations for the future. 44. Striving for Seriousness: Brazil’s Inclusion and Exclusion from the World Order

Abstract:: Unlike other significant actors in the Global South, the genesis of Brazil’s grievances is not principally the country’s colonial past, but rather its presence at the founding of the rules-based international order. In other words, Brazil is motivated less by mistreatment than by a sense of not being given its due. In 1942, Brazil officially entered World War II on the side of the Allied powers, serving as the only independent country in South America to join the war effort. Perhaps most notably, Brazil deployed a significant expeditionary force to the Italian campaign: a force which numbered around 25,000 soldiers directly under U.S. command.1 However, Brazil’s expeditionary force deployed on the Italian front in September 1944 and left in May 1945—arriving too late and heading home too early. As a result, Brazil did not secure a significant role for itself in the formation of the postwar international order. This ran counter to Brazilian expectations—and, it should be noted, to American promises. At a meeting in February 1943 between Franklin D. Roosevelt and President Getúlio Vargas in Natal, the U.S. president told his Brazilian counterpart that he wanted him at his side during the postwar settlements to reorganize the world.2 Instead, Brazil did not play a large role in the postwar peace conference or in the founding of the Bretton Woods institutions. The spoils that were to accrue to Brazil from fighting on the right side failed to materialize.

45. Social acceptance of social transfer policies: the role of climate vulnerabilities and policy design

Abstract:: This paper examines how citizens in a large middle-income country evaluate the design of cash transfer programs, and whether these preferences shift when vulnerability is framed as climate-induced. Using a pre-registered online survey in Brazil, we combined a multi-attribute conjoint experiment with a climate information treatment. Respondents evaluated programs varying in benefit level, eligibility, conditionalities, implementing actor, payment schedule and financing. Support depends strongly on perceived fairness and financing choices. Expanding eligibility from extreme poverty to poverty substantially increases approval, while further expansion yields no additional gains. Conditionalities (in particular, empowering ones, such as financial training or health check-ups) increase support, whereas work requirements have heterogeneous effects across different social groups. Financing through personal income tax or cuts to existing programs enjoys lower levels of approval, while corporate taxation and subsidy reductions are more acceptable. Climate information modestly increases solidarity attitudes but does not eliminate underlying ideological divides. This study highlights how citizens update not only the extent but also the preferred form of redistribution under climate stress.

46. U.S. Democratic Backsliding in Comparative Perspective

Abstract:: The global democratic recession of the past twenty years has been marked by numerous cases of elected leaders incrementally dismantling democracy through a steady centralization of power and undercutting of checks and balances—what political scientists label as executive aggrandizement. Under the second Donald Trump presidency, the United States is showing clear signs of following such a path, leading many commenters to draw arresting but often relatively glancing comparisons with other prominent recent cases of democratic erosion, like Hungary, India, Poland, and Türkiye. This paper examines U.S. political developments since the return of Trump to power in an in-depth, comparative light, seeking to illuminate the similarities and differences between the unfolding U.S. context and the experience of other troubled democracies. The paper establishes that the Trump administration’s overall political project conforms to the general model of executive aggrandizement, and is best understood as taking place at three interrelated levels: Establishing the president as supreme within the executive branch: Trump’s team seeks an extreme form of presidential concentration of power within the executive branch. It has weakened accountability institutions and regulations, tightened presidential control over independent agencies and the executive bureaucracy, decreased the political independence of the civil service, and purged perceived opponents from the branch. Making the executive branch dominant over other parts of government: The administration is forcefully seeking dominance over the judiciary, Congress, and states. It has defied court orders, criticized judicial rulings, and constrained individual judges. It has circumvented congressional policies and undermined its powers. And it has attacked and constrained state governments that do not align with administration policies. Weakening societal constraints on executive power: Trump has stymied civil society opposition by attacking independent media, punishing lawyers and law firms perceived to be oppositional, and constraining civic and educational organizations. His team has undermined vertical checks on the executive by weakening voting rights and the independence of election administration. Broadly, Trump is pursuing widespread retribution against perceived opponents and critics. The paper then compares the path of U.S. politics under Trump to seven other recent or ongoing cases of democratic backsliding—Brazil, Ecuador, El Salvador, Hungary, India, Poland, and Türkiye—highlighting distinctive features along three comparative dimensions: Focus: The Trump team’s agenda has several priorities that set it apart from other backsliding cases. These include its unique emphasis on intra-executive dominance, delegitimization rather than institutionalized attacks on horizontal checks, and coercive use of the robust federal funding ecosystem to pressure U.S. civil society. Rapidity: The administration has carried out its political program with striking speed. Compared to other backsliding cases, it has sought to centralize power with greater momentum and rapidity. And while other leaders often eroded democratic checks piece by piece, Trump’s team is working to weaken such checks across multiple levels all at once. Severity: The degree of democratic erosion in the United States is not yet as severe as that of most of its backsliding peers. The country has not yet seen the deep-rooted institutional changes that have characterized many of the comparative cases. And repressive measures like coercive force or criminalization have been limited by U.S. democratic norms and institutions. While some comfort can be taken from the fact that the relatively deeply rooted U.S. democratic norms and institutions compared to those in the other cases have resulted in a less institutionalized process of backsliding thus far, the distinctive speed and aggressiveness of Trump’s aggrandizement agenda is cause for serious concern. Numerous avenues and sources of resistance to democratic erosion continue to exist, but U.S. democracy is being put to the test as never before in the country’s modern history.

48. Childhood poverty and life expectancy: Evidence from Brazilian human development units

Abstract:: This paper analyzes data from urban Brazil using supervised machine-learning techniques to shed greater light on the role that childhood poverty plays in lifelong health and longevity. By examining a unique dataset collected over a 10-year period from thousands of very small, sub-neighborhood-level geographic areas, I document that child poverty measures have higher predictive power than household income, and other major socioeconomic variables, in forecasting child and adult health outcomes and lifespans. In addition, using a rich dictionary of hundreds of variables and different data-driven specification selections, the machine-learning models reveal that experiencing more severe deprivation in childhood is associated with a decrease of 4 percentage points in the probability of survival to ages 40 and 60. These predictions offer further economic insights on the importance of early life circumstances for human development.

Abstract:: This research analyzes Defense cooperation in Brazil, seeking to facilitate a theoretical discussion and a proposal for a historical periodization of the actions of this type of cooperation in Brazil. When answering which are the most evident characteristics of cooperation in the area, as a working hypothesis it is pointed out that there are a) advantages and challenges in the actions of Defense cooperation in Brazil, b) a correlation between Defense and foreign policy in these actions and c) the mapping of priority areas throughout history is evident. Defense cooperation is a strategy that involves collaboration between countries to increase defense capacity, share information, conduct joint training, develop technologies and strengthen diplomatic ties. The review of the theoretical literature in the area points to several possibilities, understandings and paths for Defense cooperation, but in this research it was chosen to use the concept of stability as a factor generating cooperation, as well as the evolution of the correlation between Defense and foreign policy in Brazilian history.

Abstract:: Some of the foremost concerns regarding information security in International Relations revolve around the repercussions of misinformation on the internal political process, with the aim of undermining adversary states. Certain studies have indicated the inefficacy of such endeavors in yielding substantial results in modifying the behavior of the targets. Given this assumption, this research endeavored to assess, in the context of Brazil, three hypotheses questioning the efficacy of this type of instrument. The conclusion is that the country finds itself in a state of strategic vulnerability but has undertaken institutional efforts to counteract the potential ramifications of a disinformation campaign.

Abstract:: This article aims to provide a comparative analysis of Sino-Brazilian relations from the Brazilian perspective during the presidencies of Luiz Inácio Lula da Silva and Jair Messias Bolsonaro. This analysis is based on the examination of speeches made by both presidents during their respective terms. Drawing on the French tradition of Discourse Analysis, the study seeks to comprehend how the two presidents behaved in the context of the Brazil-China relationship throughout their respective terms. This study is based on the hypothesis that there was a desire to bring the relationship between the two countries closer during Lula's administration and an attempt to distance it, at least in President Bolsonaro's informal speeches, which was not, however, corroborated by his formal speeches.

Abstract:: China’s rise has influenced global affairs, including its relations with Brazil. This study explores knowledge diplomacy - academic collaborations forming innovation networks that complement traditional state diplomacy. Marking 30 years of strategic partnership (1993-2023) and 50 years of Sino-Brazilian diplomatic relations (1974-2024), the research poses and addresses the following question: “To what extent does knowledge diplomacy manifest in Brazil–China bilateral relations?”. Using a systematic literature review and social network analysis, the findings indicate that knowledge diplomacy between Brazil and China remains in its nascent stages. Only three initiatives related to the co-production of scientific knowledge were identified, involving a total of six researchers from both countries. Despite the comprehensiveness of the analysis, the results reveal that state-level, proactive engagement between higher education institutions in Brazil and China has remained superficial throughout the three decades under examination.

Abstract:: This article explores the role of China’s currency, the renminbi (RMB), in Brazil, analyzing how the country positions itself in the shift toward alternative currencies to the U.S. dollar amidst changing global monetary power. It addresses three key questions: How widely is the RMB used in Brazil’s economy? What institutional measures support RMB adoption in Brazil? And what are the implications of this engagement for Brazil’s role in the international monetary and financial system? Findings indicate a modest but growing RMB integration in Brazil. Rather than embarking on a de-dollarization process, Brazil appears to be employing an incremental approach – one that leverages selective institutional measures to diversify its financial risks while preserving its strategic ties with the dominant global currency.

Abstract:: This article analyzes the Valemax crisis to explore how regulatory barriers and domestic interests shape trade. When the Valemax, vessels owned by Brazil’s giant mining company Vale, were barred from Chinese ports, allegedly due to safety concerns, a diplomatic and commercial impasse emerged. Drawing on the Bureaucratic Politics Model, the study shows how Brazilian state agencies coordinated to defend Vale’s interests, while China protected its shipping sector. The eventual resolution, by transferring ship ownership to Chinese State Owned Enterprises (SOEs), illustrates how foreign firms must adapt to China’s political economy. The case highlights the influence of large companies on foreign policy and the complexities of commercial diplomacy in asymmetric economic relationships.

Abstract:: This article analyzes the emergence of Brazil-China relations in the context of Richard Nixon’s foreign policy toward Latin America. It examines how American perceptions of Brazil as a potential competitor, and the geopolitical economic maneuvers of the Nixon administration influenced Brazil’s foreign policy decisions. The article highlights Brazil’s growing nationalism and its engagement with the Third World, including economic interactions with the Soviet Union and the eventual establishment of relations with mainland China. Ultimately, it argues that U.S. foreign policy played a significant role in shaping Brazil’s understanding of its Third World imperative, paving the way for closer relations with China that continue to this day.

Abstract:: Climate change and biodiversity loss are distinct phenomena, yet deeply interconnected, with mutual impacts. The Amazon Basin is a powerful example of this interdependence, increasingly threatened by deforestation and the direct effects of environmental degradation. The symbiotic relationship between the climate and biodiversity crises affects not only the Amazon but also other regions of the planet, revealing that their impacts — and, above all, their solutions — are inseparable. Addressing both crises requires integrated, coordinated, and systemic measures. It is in this context that the Climate–Nature Synergies Agenda emerges — an effort to promote greater coherence between actions to confront the climate crisis and protect biodiversity, ensuring ecosystem integrity, maximizing benefits, and minimizing trade-offs. This effort is, by definition, multilevel and multidimensional, aimed at protecting people, climate, and nature across different scales — from local to global. In Climate–Nature Synergies: From Local to Global, the Igarapé Institute draws on the Brazilian context and the Amazon Basin to explore the opportunities and challenges of fostering dialogue between the climate and nature agendas. The study maps ongoing programs and policies that already demonstrate integrated approaches to climate and biodiversity, both in Brazil and in other Amazon countries. By mapping these initiatives, we highlight the importance of strengthening synergies at multiple levels — national, regional, and global. We also show how existing efforts can catalyze new technical, political, and financial partnerships, enhancing the robustness of solutions being tested in Brazil and across the Amazon Basin, while promoting the exchange of experiences among Amazonian countries and across basins, amid a growing global mobilization for the conservation of tropical forests.

Abstract:: Based on thematic analysis of 40 semi-directive interviews, observation in Port-au-Prince and Brasilia and following a standpoint feminist and international political sociology approach, the article aims to explore gender representations among Brazilian peacekeepers. Using the Brazilian experience in Haiti as a case study, the article seeks to show how the UNSC agenda on Women, Peace and Security is appropriated by actors on the field. It argues that peacekeepers seek to reduce dissonance between the existing military understanding of gender and UN expectations. UN “gender mainstreaming” is reinterpreted to accommodate naturalizing and traditional discourses on not only women, but also men.

Abstract:: Civil society organizations (CSOs) are shaping the formation of a bottom-up regionality in the context of the 2030 Agenda implementation. Using the Latin America and Caribbean (LAC) region as a case, this article unravels the pivotal role they play in the diffusion and incorporation of the Sustainable Development Goals. Drawing from qualitative content analysis of official documents, critical discourse analysis of primary and secondary sources, and semi-structured interviews, we understand CSOs as institutional entrepreneurs with specific motivations to engage and influence the regional governance process. While many challenges persist, civil society organizations are shaping 2030 Agenda implementation in LAC.

Abstract:: Children, or people under 18 years-old, represent 30% of the world population. While Childhood Studies gained attention in the last decades, in Brazil this topic remains incipient. In 2022 the Group of Studies on Childhoods and International Relations (GEIRI) mapped the open depositories for dissertations of Brazilian universities with IR programmes to understand how children appear as an IR issue. Using the framework of Global IR, this article presents two main contributions by analysing this novel data: a) ontological contribution by understanding Childhood Studies as a Global IR topic and Brazilian practices and interactions to see IR outside of a Western perspective and b) methodological contribution by analysing how students contribute to the IR knowledge production on Children and IR in Brazil mostly as international security and human rights issues.

Abstract:: This study aims to encourage debate and strengthen democratic organizations and civil society that defend civic space against attempts to weaken the system of checks and balances that sustain democracy, silence dissenting voices and ideas, co-opt law enforcement agencies, and dismantle public policies to consolidate an authoritarian state. It was developed based on a comprehensive literature review, media coverage analysis, and 18 in-depth interviews with key actors involved in the study’s topics, including civil society, funders, and government officials. The work is divided into six parts. The first part presents the definitions used to develop this study and examines the political context. The following four parts analyze four cases encompassing the main tools used by civil society to defend democracy and combat democratic erosion, highlighting the results achieved. The sixth and final part details essential points of attention for maintaining, strengthening, and continuously promoting a robust civic space and a solid democracy in Brazil. As the authoritarian threats to closing the space for civil society participation are still present nationally and internationally, the initiatives cited here are expected to inspire and guide future initiatives of resistance and protection of civic space in promoting democracy.

Abstract:: The social inclusion of formerly incarcerated individuals is a global challenge that requires reforms in the justice system, strengthening of the rule of law, and the implementation of specific public policies. This guide presents a synthesis of strategies adopted by programs on the topic in different countries, including Brazil, which can serve as a model for implementing and improving initiatives nationwide. Brazil ranks third in the world in the absolute number of incarcerated individuals, reflecting social, racial, and educational inequalities present in its prison population and highlighting the selectivity of the justice system, which tends to predominantly imprison young, low-educated Black individuals. Upon release, former prisoners face numerous challenges, such as difficulty accessing support and assistance programs due to limited availability, which is generally concentrated in capital cities. It is necessary to invest in overcoming this scenario by implementing and improving programs and strategies, considering regional specificities and significant variations in incarceration rates among states. Without preparation and material, financial, psychological, and social support, the challenges for social reintegration become often insurmountable obstacles. This not only makes communities more insecure but also contributes to criminal recidivism, establishing a vicious cycle of crime and social rejection. This guide was developed to support the reversal of this scenario by adopting a rights-guarantee perspective. Its objective is to assist in the implementation and improvement of initiatives directed at the social inclusion of formerly incarcerated individuals across the country. Based on the analysis of 123 national and international programs for the attention of former prisoners, this document presents the purposes of these programs and details the strategies adopted.

Abstract:: The social reintegration process for former inmates presents challenges that extend beyond the confines of the justice system alone. In the Brazilian context, marked by regional disparities and social, racial, and educational inequalities, the lack of material, financial, and psychosocial support places ex-inmates in a cycle of social rejection and criminality. The deficiency of adequate investments, exacerbated by an emphasis on punishment over post-release reintegration, intensifies these challenges. Thus, it underscores the importance of networked collaboration among public, private, and civil society sectors to optimize resource use, promote integrated solutions, and overcome obstacles in assisting former inmtes, providing multidimensional support for social reintegration. This report outlines the strategies of five network-based initiatives aimed at former inmates, implemented both in Brazil and globally. The document details how these initiatives contribute to strengthening the social reintegration of former inmates and illustrates how they can serve as models to inspire other coordinated actions in the same field. Social reintegration of former inmates and its related concepts used here synonymously – such as (re)insertion, (re)inclusion, (res)socialization, (re)education, (re)adaptation, and (re)habilitation – should be seen as a priority not only by the criminal justice system but by all stakeholders who may have a direct or indirect influence on this process. It is a global challenge that requires reforms in the justice system, strengthening the rule of law, and implementing specific public policies focused on the various challenges these individuals face in their resocialization process, including aspects such as social interaction, employment opportunities, and access to housing, health, and education. This study acknowledges that the pursuit of social reintegration should be approached from the perspective of ensuring rights and not limited to the view of security and reducing criminal recidivism. This principle was adopted based on the recognition that the criminal justice system is an environment that creates and perpetuates inequalities for the individuals within it. Therefore, ensuring the rights that were denied before, during, and after incarceration is essential for effective social reintegration. Interventions and programs with multiple approaches for this group are rarely accessible, limited to sporadic opportunities to access essential services. In Brazil, which ranks as the third country worldwide in terms of the absolute number of incarcerated individuals, there is a significant variation in incarceration rates across states, which highlights the regional disparities. The composition of Brazil’s prison population also reflects social, racial, and educational inequalities, emphasizing the selective nature of a justice system which imprisons a disproportionate number of black, young, and uneducated people.

66. The Long-Run Effects of Conditional Cash Transfers: the Case of Bolsa Familia in Brazil

Abstract:: Conditional Cash Transfers (CCTs) have become a key antipoverty policy in Latin America in the last 25 years. The ultimate goal of this kind of programs is to break the intergenerational transmission of poverty through the promotion of human capital accumulation of children in vulnerable households. In this paper, we explore this issue by estimating the long-run effects of the largest CCT in Latin America: the Brazilian Bolsa Familia. Through a combination of the two-stage-two-sample method and a difference-in-differences approach, we find evidence consistent with a positive long-run impact of Bolsa Familia among former beneficiaries. In particular, we find a significant positive effect on education and labor income, and a negative effect on the likelihood of being a current beneficiary of this social transfer.

67. Beyond Traditional Wage Premium. An Analysis of Wage Greenium in Latin America

Abstract:: This paper estimates wage differentials between green and non-green jobs (wage greenium) in nine major Latin American countries (Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay), which account for 81% of the region’s GDP. We contribute to the recent literature highlighting a positive wage gap for those working in green jobs in developed countries. A positive wage gap for green jobs may be a virtuous market feature, as it means that in the future workers might be encouraged to switch to greener occupations. To do so, we define green jobs as those occupations with high greenness scores using the occupational approach as in Vona et al. (2018), Vona (2021) and de la Vega et al. (2024). Our results suggest that the wage greenium for the period 2012-2019 in Latin America was between 18% to 22%. Moreover, this wage gap has remained relatively stable over the years.

Abstract:: The work aimed to analyse the sustainability efforts – the greening – of five industry sectors in Brazil: aluminium, chemical, steel, cement, and oil and gas. These sectors were chosen because they are the industries with the highest carbon emissions. The research sought to verify the sustainability measures adopted by business and industry actors, with special emphasis on the use of Voluntary Sustainability Standards and ESG values. In order to verify the information provided by the companies, the documents that informed the measures taken by the companies and the numbers supporting their results were always sought out and explained in the text. The conclusions were that the sectors, guided by industry associations, have adopted a broad set of sustainability measures. The results of these measures, however, sometimes lack proof and sometimes lead to sporadic conduct, contrary to the precepts of environmental and social sustainability.

Abstract:: The United States, in particular, is grappling with the challenges posed by the emerging multipolar order and the need to secure a favorable position in this evolving global landscape. As part of this contemplation, there is a growing recognition of the significance of “swing states” like India, Türkiye, Indonesia, Vietnam, Brazil, and Saudi Arabia in shaping the outcome of the postCold War order and the broader global system. However, framing these consequential states as “swing states” in and of itself carries significant risk, as it implies that the only choice they have is a binary one: pick the U.S.-led West or the China and Russia axis. In reality, their strategic posture is far away from choosing one side over the other; at the same time, they are not behaving similarly to the Cold War-era non-aligned movement that was inherently anti-Western and leaned towards the Soviet-led block under the disguise of anti-colonialism solidarity. The appropriate strategic name for this growing list of countries in the present-day is “pivotal states,” and includes Brazil, India, Indonesia, Saudi Arabia, and Türkiye, chosen for their strategic geography, demography, and overall strength. Alongside these, there are other pivotal states with unique roles, such as Vietnam due to its position in the global supply chain and Egypt as a maritime bottleneck between the East and West. It is now widely acknowledged that international stability and the outcome of the U.S.-China neoCold War are influenced by factors beyond the behavior of Russia and China. But one crucial factor that remains underappreciated is that the behavior of pivotal states— which are determined to chart an independent course—will play vital roles in shaping the future of the international system. It is essential to recognize that these pivotal states inherently reject the bipolarity and “Cold War 2.0” framing that dominates the perspectives of, for example, Washington, Brussels, and Tokyo.

Abstract:: Since the beginning of the Russian invasion of Ukraine in 2022, many political leaders have vowed to settle this conflict. Although Brazil, China, and the European Union were among these voices, some have accused these international actors of propelling the war. This study offers a content analysis of the speeches proffered by Lula da Silva, Ursula Von der Leyen, and Xi Jinping, the political leaders of these three actors. This analysis concluded that Ursula Von der Leyen mentions peace fewer times, accounts solely for Russia’s responsibility for the war, and presents a perspective akin to International Relations neoliberal theory. Meanwhile, Lula da Silva provides some views closer to Johan Galtung’s theories. Nevertheless, the Brazilian president does not clearly explain the beginning of the war, affirming that negotiation is the pathway to peace. Finally, Xi Jinping stresses his Global Security Initiative and avoids calling “war” what is happening in Ukraine.

Abstract:: This paper examines the behaviour of credit rating agencies (CRAs) during the ebbing ‘pink tide’. It claims that the actions of S&P Global, Moody’s and Fitch contributed to dismantling left-wing regimes in Latin America, to the benefit of their right-wing competitors. The methodology draws on case studies of Brazil and Argentina, where the governments of Dilma Rousseff and Cristina Fernández de Kirchner were replaced by those of Michel Temer and Mauricio Macri, respectively. The research is based on sovereign ratings, reports and press releases the agencies issued during those transitions, which are analysed in the light of critical theories of their modus operandi and confronted with the political processes unfolding in both countries. This allows us to draw conclusions that are consistent with the presented argument, thereby contributing to advance the research agenda around the CRAs and to shed light on Brazil and Argentina’s recent critical presidential transitions.

Abstract:: This research examines contemporary Brazilian foreign policy, and its central concern is to explore how China’s global rise has impacted the general guidelines of Brazilian foreign policy from 2003 to 2018. We argue that China has had a double impact on Brazilian foreign policy: (i) restraining its scope due to the restrictive nature of Sino-Brazilian relations, primarily via commerce and political divergence, and (ii) enhancing Brazil’s autonomous insertion in the international system due to the structural gaps produced by Chinese diplomatic support in the global sphere and from the convergence of specific agendas. A case study on Sino-Brazilian relations is conducted with typologies on foreign policy actions elaborated by Schweller (1994). Then, we propose that Brazilian foreign policy, through the ‘bandwagoning for profit’ strategy, sought to interpret a Jackal position within the international system. Our variables are defined based on Ripsman, Taliaferro and Lobell (2016), considering the structural stimulus of China’s rise as the independent variable, the permissiveness, and clarity of the international system as the intervening variable, and the behaviour of Brazilian foreign policy as a dependent variable.

Abstract:: This article analyses the Bolsonaro government’s foreign policy and the interests of the Brazilian internal bourgeoisie. The hypothesis is that the internal bourgeoisie supported the 2016 coup d’état and the 2018 election of Jair Bolsonaro but, over the years, they started to exhibit resistance to the government’s political practices and responded to the external pressures related to environmental policy and threats to democracy. The empirical research analysed the position papers of the internal bourgeoisie’s main employer organisations, focusing on the following agendas: i) the Mercosur-EU agreement; ii) entry into the OECD; iii) reformulation of Mercosur’s Common External Tariff (CET); and iv) environmental policy. The study concludes that there were conflicts within the internal bourgeoisie throughout the Bolsonaro administration and, in the end, there was a change in their interests that, alongside other elements, can explain Jair Bolsonaro’s 2022 electoral defeat.

Abstract:: From a holistic perspective, Brazil’s foreign policy towards the African continent has historically been marked by moments of greater proximity and others of relative distance. Authors such as Barriviera (2016) and Costa (2015) claim that there’s been a downturn in Brazil-Africa relations since Dilma Rousseff became president. It is essential to situate the relations established between Brazil and the various African nations as a phenomenon integrated into the logic of South-South Cooperation (SSC), a segment of Internatio-nal Development Cooperation (IDC) that encompasses political, diplomatic and commercial ties between developing countries, guided by the principle of horizontality, with an emphasis on mutual benefits. Abstract:: Europeans often misunderstand Brazil, either assuming it should be an eager supporter of all Western initiatives or believing it has already aligned with an anti-Western bloc led by China and Russia. Both assumptions are wrong. In reality, Brazil enjoys living in an “à la carte world”, positioning itself as a key middle power in a multipolar landscape, as evidenced by its membership of both the G20 and BRICS, alongside a dominating regional role. However, growing geopolitical competition between the US and China, along with an increasingly hostile Russia, is narrowing the space for Brazil’s non-alignment. Donald Trump’s re-election will only complicate the matter further. Brazil’s foreign policy, which historically exhibited a strong sense of continuity, is also increasingly influenced by domestic political polarisation. Europe has strong cards to position itself as Brazil’s much-needed partner for decades to come, especially given their shared interest in promoting global multilateral cooperation. But first it must respect Brazil’s own needs and aspirations.

Abstract:: This article aimed to create and conduct a metric evaluation - with the establishment of evidence of construct validity and internal reliability – the Escala da Fricção Logística (EFL), adjusted for the Amazonian environment. Methodologically, the research is divided into two studies; the first, focused on the creation of the instrument, which followed already consolidated recommendations for measurement scales by theory. A second, in which the metric evaluation of the theoretical structure foreseen for the EFL is carried out. The items were evaluated through confirmatory factor analysis, with extraction by partial least squares, in order to generate evidence of construct validity and internal reliability. For this analysis, the EFL was answered by 110 military personnel who served in border organizations. The results indicated that the scale with 16 items divided into three factors - individual, environment and equipment - is valid and reliable to assess the logistical friction in the Amazon frontier region. An instrument is available that can be useful to generate data for the improvement of public policies in the areas of Defense and Transport.

Abstract:: The Brazilian Legal Amazon is the site of a complex ecosystem of environmental and related non-environmental crimes that impact both the environment and the people living there. Organized environmental crime contributes in many ways to the destruction and degradation of the forest, significantly accelerating land use changes in the world’s largest tropical forest. The loss of Amazon forest cover is causing irreversible damage to Brazil and the world by accelerating climate change. Despite growing recognition among actors inside and outside the Brazilian state, there is still a lack of systematic and in-depth understanding of the scope, scale, and dynamics of organized environmental crime in the Amazon region. While there has been significant progress in the development of georeferenced information systems to monitor deforestation in the Legal Amazon – an area spanning nine states in the northern region of the country – Brazil lacks data on organized crime to assist the government and society in addressing one of the most significant challenges of our time. In an effort to understand the phenomenon, the Igarapé Institute is launching the Strategic Article Dynamics of the Ecosystem of Environmental Crimes in the Legal Amazon. This article presents an overview of the different crime patterns in the states that make up the Brazilian Amazon based on updated data on Federal Police operations in the region covering 2016 to 2022. This analysis is essential not only to understand the Brazilian State’s efforts in combating organized environmental crime but also to reveal the transnational connections of environmental crime, links between environmental crimes and drug-related offenses, the presence of rural militias, and these crimes in Indigenous Lands.

Abstract:: From a holistic perspective, Brazil’s foreign policy towards the African continent has historically been marked by moments of greater proximity and others of relative distance. Authors such as Barriviera (2016) and Costa (2015) claim that there’s been a downturn in Brazil-Africa relations since Dilma Rousseff became president. It is essential to situate the relations established between Brazil and the various African nations as a phenomenon integrated into the logic of South-South Cooperation (SSC), a segment of Internatio-nal Development Cooperation (IDC) that encompasses political, diplomatic and commercial ties between developing countries, guided by the principle of horizontality, with an emphasis on mutual benefits. With regard to the cooperation established with the archipelago of Cape Verde, it is important to note that it is supported by a basal document: the Basic Agreement on Scientific and Technical Cooperation, signed in 1977.

Abstract:: India, Turkey, Brazil and South Africa are striving for a more multipolar, post-Western world order in which they would not be seen merely as auxiliary powers to the bigger players, but as independent great powers. For them, a key foreign policy goal is to transform global governance institutions. They all call for a permanent seat for their country on the UN Security Council. To achieve that, the states need backing from more than the Western states – and this logically strengthens the multi-aligned logic of their foreign policies. India, Turkey, Brazil and South Africa see Russia’s war of aggression in Ukraine and the Western countermeasures from their own perspective. They describe Russia’s invasion as a violation of international law, but see the war primarily as a Western concern, not theirs. Although these states are critical towards the West, they are not anti-Western and they all value multilateral institutions; their foreign policy goals and features offer opportunities for the EU to engage with them, but that needs to happen on a more equal footing than what has traditionally been the case.

Abstract:: The objective of this article is to investigate whether Cold War rivalry influenced the development of nuclear programs in Brazil and Argentina. The research employs a qualitative approach and bibliographic analysis of primary sources, including articles, books, and other relevant sources. The main hypothesis is to examine whether the culture of Cold War rivalry stimulated the development of nuclear programs in these countries, analysing the military and civilian intentions behind their nuclear technologies. While it is commonly reported that Latin America was under the influence of the United States (US) and the Soviet Union (USSR) during the Cold War, the cases of Brazil and Argentina show the opposite. Both countries adopted independent nuclear policies, seeking technological transfer through diversified and autonomous partnerships. Additionally, these divergent positions included arguments and actions regarding their respective nuclear policies. However, mutual distrust between Brazil and Argentina regarding the advancement and sophistication of their nuclear programs generated a dynamic similar to the Cold War in the Southern Cone region. This dynamic originated internally based on the logic of the two countries, despite the later creation of joint non-proliferation mechanisms.

Abstract:: This article addresses the first hundred days of Luiz Inácio Lula da Silva's third term as president of Brazil in the contextof international migration and refuge. The paper aims to analyse the “intermestic” characteristics of foreign policy and its relationship with the formulation of specific guidelines on migration. Using documentary sources and interviews, we examine the context in which Lula took charge, which was marked by the recognition of “prima facie” refugee status for Venezuelan citizens, the elaboration of a national migration policy, and the definition of the future of Operation Welcome. Our objective is to reflect on the main challenges faced by the new government concerning migration and refugee issues, considering the historical con-struction of the agenda in the last two decades. We conclude that the current focus is on revamping crucial policies to ensure the smooth operation of orderly migration within the country, as these practices have been gradually dismantled in recent years. Besides, we highlight that the future of Opera-tion Welcome remains uncertain at this stage.

Abstract:: In his third presidential term, President Lula has been devoting a large part of his government agenda to foreign policy, aimed at strengthening the country’s capacity to advance its interests and, within the aforementioned public policy, at rebuilding integration relations with neighboring countries. Faced with the spread of nationalism and protectionist postures in the midst of a complex international scene marked by the impacts of the Covid-19 pandemic, the war in Ukraine, and tensions between the United States and China, the Brazilian option is for the defense of peace, dialogue and cooperation, starting with its strategic environment represented by South America and Mercosur.With regard to the South American region, the Brazilian government’s ability to convene and unify perspectives was challenged by the heterogeneity of agendas and priorities of different countries, even among countries with progressive governments. In fact, the so-called “Consensus of Brasilia”, a joint declaration resulting from the presidential meeting of May 30, 2023, highlights the size of the aforementioned challenge, since there was no mention, in that declaration, of the Union of South American Nations (UNASUR) and its reactivation. Faced with its dismantling during the Bolsonaro government, carrying forward the Brazilian government’s priority objective of reactivating UNASUR will require, perhaps more than in the past, a broad effort to build consensus.With regard to Mercosur, also under a setback in recent years, Brazil will play, during the second half of 2023, the pro-tempore presidency of the bloc, which will represent the opportunity for the Brazilian state to project its foreign policy priorities, as well as the principles that guide its internal public policies. In President Lula’s own speech at the 62nd Mercosur Summit, which took place in Puerto Iguazú (Argentina) on July 4, 2023, the major issues to be privileged during his tenure at the head of the bloc were portrayed. Such matters refer, essentially, to the strengthening of Mercosur in its multiple dimensions, and to the conclusion of the bi-regional agreement with the European Union.

Abstract:: COVID 19 affected the projection of the SDGs, with debates on a post-pandemic "green" exit. With a multilevel perspective, this paper addresses the evolution of energy policies in MERCOSUR countries, focusing on renewable energies and climate change. Uruguay's case is discussed, in contrast with Argentina and Brazil. Points of convergence in divergent situations are considered, given the commercial exchanges of electric energy between Uruguay and its MERCOSUR partners. Investments in renewable energies in Uruguay, its current situation, and its prospects are analyzed, considering the position of the Block and an eventual scheme of regional climate governance in the future.

Abstract:: The article aims to understand what stage the Brazilian Space Program (PEBR) is in in the Third Space Age. In this context, it illustrates the growing presence of States in the space region, resulting in the rise of emerging space powers, as is the case of Brazil. In addition, it addresses the achievements and challenges present in the PEBR since the 2000s to understand the reason for the stagnation of the national space program. The conclusion of this research points out that through the false retakes carried out in recent decades, the PEBR experienced minimal national advances in the space sector and accommodated itself to a position of space periphery, in which it depends on other space powers.

Abstract:: This article compares the foreign policy of the governments of Mauricio Macri in Argentina and Jair Bolsonaro in Brazil, based on the positions of the presidents and their representatives on three issues: 1) relations with the United States, 2) with China and 3) regional integration. We suggest that the Macri government has had to adapt its positions and discursive practices throughout its administration to national and international pressures. We understand that Jair Bolsonaro has adopted a similar stance in his foreign agenda and that his discourses, although strongly ideological, are opposed to more pragmatic actions, especially in the Brazilian economic and trade agendas, as in Argentina. The methodology used in this study is content analysis of speeches and reports from the Brazilian and Argentine foreign ministries, and the theoretical contributions of foreign policy analysis.

92. Rare macroeconomic disasters and lost decades in Latin America: The COVID-19 experience in a historical context

Abstract:: COVID-19 led to the single largest year-over-year decline in Latin America’s GDP per capita in more than 100 years. Although the region has endured several macroeconomic shocks before, mostly related to financial dislocations, none has been so deep and synchronized. The authors' analysis of the COVID-19 experience for the region and eight economies with available historical data reveals the extent of the damage. Through 2020, four economies suffered “rare disasters” (cumulative contractions by 10 percent or more): Argentina, Mexico, Peru, and Venezuela. Tragically, Venezuela’s macroeconomic collapse matches the largest contraction registered by any country in modern history. In addition, Argentina, Brazil, Mexico, and Venezuela, together with the Latin America regional aggregate, are undergoing “lost decades” (prolonged periods of stagnation), which are unlikely to end soon. While Brazil, Chile, Colombia, and Uruguay did relatively better with COVID-19, they still suffered significant recessions, and their economic performance has lost steam compared with prior decades. Overall, COVID-19 will cast a long shadow in Latin America even as economic growth rebounds. The shock also offers opportunities for a reset, with the appropriate set of macroeconomic policies, advances on microeconomic reforms, and the strengthening of institutions. Whether this set of policies will materialize in the midst of challenging political contexts remains an open question.

Abstract:: Hydropower is the predominant renewable energy source globally and will play a key role in transitioning countries away from fossil fuels. Yet hydropower production is threatened by the effects of climate change, with significant implications for both energy security and the energy transition. In this policy brief, UC Berkeley PhD candidates Johnny Guy and Ishana Ratan, together with co-author Anthony Calacino, explore preliminary evidence from Brazil, Colombia, and Nepal that shows the multifaceted challenges hydropower-dependent nations face, and divergent responses governments have taken in response. They demonstrate why, in the face of increasing uncertainty, hydropower-dependent countries—already vulnerable to the impacts of seasonal disruptions to power supply—must develop robust strategies for load balancing and project risk management.

Abstract:: In the Amazon, women face a dual challenge. On one side, there are social expectations regarding their role in society; on the other, the risks and vulnerabilities that the multiplicity of identities they belong to can create. These expectations significantly impact how they see and face the challenges that surround them. At the same time, these identities related to the regional context they live in and other social markers – such as age, social class, sexual orientation, gender identity,race, ethnicity, religion, among others – add unique experiences and specific risks. The collection of experiences of these women cannot, therefore, be generalized, placing them in a key position to propose solutions. This work aims to identify the vision of Amazonian women on their territory and its challenges, as well as highlight the solutions they propose, considering their peculiarities and diversity. This study, conducted by the Igarapé Institute in collaboration with Amazonian defenders, sought to understand the perspective of Amazonian women concerning their territory, challenges, and the solutions they propose, recognizing their unique experiences and diversity. The study shed light on the daily violence that has already victimized 765 women in conflicts in the Brazilian Amazon over the past decade. The report is divided into four parts. In the first part, we address the context of the Brazilian Amazon, where this research was conducted. In the second part, we explain the methodology used for this listening process. In the third part, we highlight the risks and challenges identified by the defenders who participated in the research. Finally, we describe the solutions suggested by these same women, along with recommendations on how the incorporation of a gender perspective into discussions about sustainable development in the region is essential for navigating the context of climate change and promoting peace and stability.

Abstract:: The rapid spread and borderless reach of disinformation and misinformation are amplified by our growing reliance on digital connections and devices and supercharged by artificial intelligence (AI). The proliferation of fake news, conspiracies, and malign content coincides with declining trust in mainstream media and waning support for democracy. While all countries are susceptible to an unchecked infodemic, some are more vulnerable than others. Concerns over digital harms are already afflicting the major democratic powers of North America and Western Europe. Yet the threat is also rising fast in emerging nations, such as Brazil, where social media is ubiquitous, and the consolidation of democratic institutions is still underway.As fake and malicious news grew in visibility and audience share across the media, Brazilian authorities moved forcefully to contain the threat, expunge egregious misinformation, and keep elections free and fair. Brazil’s judiciary, and especially the electoral court, spearheaded those efforts, while also enjoining political parties, civil society actors, and social media companies in the campaign. With societies everywhere puzzling over the challenge of how to contain the spread of online harms, Latin America’s largest nation offers lessons that can and should have broader relevance for democracies, globally.

The country holds 94% of the world’s niobium reserves, 22% of graphite, 16% of nickel, and, as well as accounting for 17% of rare earths, the third largest deposit on the planet. With 30% of these mineral reserves located in the Legal Amazon, Brazil has the potential to strategically position itself as a responsible and trusted partner in the global strategic minerals market, both to boost its portfolio and protect its biome and the communities living within it. This study suggests the country can leverage this potential to set global social and environmental standards in the market. However, it indicates that Brazil’s strategic minerals’ role in the energy transition remains unclear, with an undefined strategy for global market integration. Moreover, there is a pressing need for widespread social consensus on the importance of environmental and cultural protection in this context. The study aims to provide insights for discussions on the country’s natural resource management and establish commitments for a fair, coherent, and sustainable energy and environmental policy. To this end, the report offers a comprehensive overview of the scope, scale, and distribution of strategic minerals in Brazil and the rules and regulations governing access to these minerals. It examines the key players and companies involved in the country’s mineral extraction and discusses the implications for some of Brazil’s main biomes, especially the Amazon.

99. Latin America and the ‘New Caucasus’: Linking Points Between Brazil and Azerbaijan

Abstract:: For those arriving in Baku, the capital of Azerbaijan, after crossing the Atlantic Ocean and flying over war-torn Europe, in addition to the modern buildings along the Caspian Sea coast and the unique hospitality of its people, what stands out the most is the emerging ‘New Caucasus’ on the horizon. It is a region no longer constrained by the geopolitical, geoeconomic, and cultural ties to the old Eastern Europe and no longer overshadowed by historical hegemons like Russia (most recently) and Iran (previously). When I visited in 2022, I discovered a country, and a region, that masterfully coordinates a pragmatic foreign policy without relinquishing its Caucasian and Caspian values and roots, creating a unique political identity that, to some extent, resembles our Latin American political identity, of course bearing in mind the appropriate hemispheric and historical proportions. My observation is that Azerbaijan is emerging as a strategic actor in the Caspian Sea region as well as in the relations between Central Asia, the Caucasus, the European Union, and the Middle East.

100. Online Gender-Based Violence in Brazil: New Data Insights

Abstract:: This paper focuses on the Brazilian results from the Supporting a Safer Internet survey, undertaken by CIGI and the International Development Research Centre and carried out by Ipsos. The survey looked at the prevalence of online gender-based violence in 18 countries worldwide, with a special focus on the Global South. Other studies and literature referring to gender, sexuality and race are used to complement, contextualize and interpret the country-based data for Brazil. Brazilian respondents, particularly women and LGBTQ+ individuals, reported heightened negative effects on mental health, and low trust in or resort to law enforcement and other institutions. The experiences of high-profile individuals — 83 percent reported experiencing some type of online harm (connected to the very pressing issue of political violence in Brazil) — and the issue of image-based abuse are also discussed. The paper concludes with recommendations addressing some of the gaps concerning the public sector, the private sector, and the cultural or public debate in the response to tackling technology-facilitated gender-based violence in Brazil and globally.
