111. Threats to Armenia’s Security in the National Strategy and Practice with Special Emphasis on External Security

Abstract:
The national security strategy adopted in 2007 provided a detailed definition of security and identified its threats. The key threat to the Armenian state was considered to be the Nagorno-Karabakh conflict. The document indicated the Collective Security Treaty Organisation main guarantor of security, with Russia being Armenia’s main partner in bilateral relations. The second position in the strategy was assigned to cooperation with the NATO and the OSCE. One of the priorities identified was to intensify the economic and trade connections with the European Union and participation in the European Neighbourhood Policy as a step towards integration with European structures. As to bilateral relations, the most significant were Armenia’s contacts with Georgia and Iran. If we compare the assumptions of the strategy with the policy pursued by Armenia after 2007, it is clear that the measures taken are in line with the provisions of the document. By the end of 2016, the most serious threat to Armenia – the Nagorno-Karabakh issue – remained unresolved. Russia reinforced its position as Armenia’s strategic ally. The talks conducted between Armenia and the NATO are of little significance in view of the obligations assumed by Armenia. The same goes for the talks with the European Union after Armenia’s withdrawal from signing the association agreement, accession to the Eurasian Economic Union on 01 January 2015 and signing bilateral agreements with the Russian Federation.

This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." With the growing tension between East and West, and with the rejection by Russia of common international rules, the question how the post-Soviet states should construct their foreign relations remains of utmost importance. Armenia, a landlocked country in the South Caucasus, has yet to accomplish its transition from socialism to democracy and market economy. Moreover, efforts along these lines have regressed, and the authorities do little to implement reforms or to establish a healthy system of checks and balances. In recent months the country has been overwhelmed by protests. The authorities neither address domestic problems nor satisfy protestor demands. Instead the Armenian government frequently resorts to disproportionate use of police forces against peaceful protestors. With political prisoners and hundreds of detained civil activists, journalists and politicians, it will be impossible to build an independent and prosperous country. Armenia has a rich history and culture, but at the same time it has experienced dark historical periods. The Armenian Genocide of 1915 and the unresolved Nagorno-Karabakh conflict shape Armenian identity. However, such historical issues have been instrumentalized by the Armenian government. Instead of building the future, Armenian authorities emphasize the past. Policies based on past grievances lead the Armenian government to become more and more dependent on Russia. Armenia needs to tackle corruption, falsified elections, a corrupt judiciary and many other problems -- and Western partners whose efforts are based on democratic values, free and fair elections, and respect towards human rights have a crucial role to play. This chapter offers background on Armenia's relations with various actors, historical matters that shape Armenian identity, and the failure and lack of will to improve the country's current situation. It then discusses the role of the West and its importance for Armenia. We seek to answer why Armenia slowed down its reform efforts, what the West needs to do to improve the situation in Armenia.

115. EU-Armenian Relations: Charting a fresh course

Abstract:
The EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA), initialled in March 2017, presents a fresh start for the deepening of relations between the two parties in the wake of Armenia’s abortive Association Agreement and related Deep and Comprehensive Free Trade Agreement (DCFTA). Despite a difficult and complicated context, both the EU and Armenia have demonstrated the necessary political will to negotiate a new compromise agreement that takes into account Armenia’s commitments and limitations as a member of the Eurasian Economic Union (EAEU). CEPA retains a considerable amount of content from the sacrificed Association Agreement, as seen in the areas of political dialogue, justice and freedom, and even security. The new agreement also includes a substantial amount of the EU acquis in legally binding provisions across a range of sectoral areas of cooperation, although the effectiveness of CEPA’s essential degree of conditionality remains an open question. The issues most affected by Armenia’s EAEU membership are core trade policy elements and the consequential loss of any DCFTA. CEPA may be viewed in EU policy terms as an example of ‘differentiation’ and greater flexibility, as advocated by the 2015 European Neighbourhood Policy review, although this was prompted by Russian force majeure. The ultimate impact of CEPA remains a test of implementation, which still poses undeniable challenges for Armenia.

Abstract:
This paper aims to lead an overview of the Nagorno-Karabakh rivalry between Armenia and Azerbaijan in order to highlight the frozen state of affairs through an alternative perspective left currently out within the peacekeeping operations. Therefore, the main attention is not paid to OSCE-Minks attempts to unfreeze the ethnic conflict, however to the role of collective trauma and historical imaginary to point out the Other question that will be performing a structural role when the two-decades-war will be hopefully over. Hence, what is to be forgotten from wrenching past? How will the figure of the Other – no matter Armenian or Azerbaijani – affect the post-conflict scenario currently negated by cultural prejudices and political propaganda?

Abstract:
This article aims to examine the ethnic minorities’ state of affairs in light of the constitutional reforms in Armenia since President Serzh Sargsyan decided to open the consultations with the parliamentary factions in November 2005. Policy-makers and representatives on behalf of ethnic minority groups have been taking relevantly place at the recent wave of democratic protests throughout the process of constitutional reforms in order to entrench a more stable multiparty system, an independent judiciary, new balances between State and civic society. Hence, what is the reason to endorse those tiny ethnic groups such as wealth of minority rights and political recognition? Why have ethnic Armenian minority groups not had objections or particular regrets in the constitutional reform processes? In turn, may this high level of internal recognition of ethnic minority groups foster assistance to Armenian minorities and protect Armenian heritage into the de facto entities of the South Caucasus?

119. Civil Society Voices: How the EU Should Engage Its Eastern Neighbours

The EU’s “eastern neighbourhood” is an increasingly complicated and contested space. The challenge of Russia’s resurgence and regional elites’ resistance to reform are forcing the EU to reevaluate its policies. With the launch of its Eastern Partnership six years ago, the EU was ready to offer its neighbors to the east—Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine—integration into the EU market, mobility of people, and close political ties in exchange for rule of law and democratic and economic reforms. Today, it questions whether this policy has secured its strategic interests and political influence. The Eastern Partnership reinforced domestic constituencies for change in at least three partners—Georgia, Moldova, and Ukraine—that in 2014 signed association agreements. It has not lost the potential to contribute to democratic processes and support reformers in the other three: Armenia, Azerbaijan, and Belarus. The Eastern Partnership remains the EU’s most effective foreign policy instrument to build accountable and stable institutions and states, and uphold the EU’s commitment to its neighbors’ sovereignty and right to make independent foreign policy choices. This policy paper—the result of extensive discussions with experts and civil society leaders—highlights local concerns and expectations about the EU’s role in the region and its support for stability and democracy. As the EU rethinks its policies in the area, this paper offers recommendations on how to make the Eastern Partnership more effective and relevant to people, societies, and government, and to secure the EU’s interests in an increasingly polarized and unstable region.

Abstract:
The South Caucasus is a fragmented and security challenged region. Despite hopes that the Eastern Partnership (EaP) would act as a transformative tool to strengthen democracy, stability, security and regional cooperation, this has not happened. Rather the EaP has produced limited results, with the region today more fragmented than it was five years ago. Russia's war against Ukraine has further exacerbated the situation as it raised concerns over the extent to which the South Caucasus countries could genuinely rely on the West. Today, Armenia, and Georgia have different geostrategic trajectories. While Georgia has stuck to the Euro-Atlantic track, Armenia joined the Russian-led Eurasian Union in January 2015. Meanwhile Azerbaijan has the luxury of choosing not to choose. Developments in the region have demonstrated that a one size fits all approach does not work and a more differentiated policy is required.
