The Islamic State's murder of Jordanian hostage Lt Moaz al-Kasasbeh was both a message to the group's fighters that it can counter the coalition's relentless airstrikes as well as an offensive move designed to provoke a high-profile overreaction The air campaign against the Islamic State has been relentless while at the same time has receded from the headlines-a double blow to the group in that it suffers the losses but doesn't benefit from the attendant spectacle The drawn-out 'negotiations' over this past month-while the hostage was already dead-were likely intended to sow division and tension in Jordan, and draw attention to the issue as long as possible before the gruesome finale While Jordan is understandably enraged and will have to strike back, the most effective response might be an escalation that continues to kill the group's fighters away from the headlines.

Like a page out of the 2004 extremist manifesto "Management of Savagery," the Islamic State has tried to goad the international community into near-sighted reactions without long-term approaches by highlighting the barbarity of its executions of hostages This tactic has thus far failed to ignite the overreaction (outside of press reporting) of Western powers, leaving the group without an important recruitment and incitement tool The Islamic State needs consistent replenishment of fear to overcome its inherently terrible local governance, and so it depends on shocking savagery to serve as both its recruitment magnet and opposition suppression As the group encounters less and less Westerners, given the danger of their presence in the region, it will find increasingly fewer ways to incite the 'us-versus-them' battle it needs to survive.

6. Simmering Unrest and Succession Challenges in Oman

Abstract:
The sultan of Oman traveled to Germany to receive medical care in July 2014. His prolonged stay since then has revived concerns across Omani society about the future of the country without the “father of the nation.” A taped, four-minute television address in early November by Sultan Qaboos bin Said Al Said—who looked emaciated and expressed regret that he was unable to return home for National Day celebrations later in the month—failed to silence rumors of cancer that have been circulating in the Gulf since he left the country. The anxiety about the health of the seventy-four-year-old ruler, who has no designated heir, came as the supposed “sleepy sultanate,” long thought to be a model of stability, was affected by the winds of protest blowing across the region. In 2011 and 2012, the sultanate of Oman experienced its widest popular protests since the 1970s and the end of the Dhofar war, in which the southern region rose up against Qaboos's father, who then ruled the country.

The Arab-Israeli peace process is a broad subject; therefore, this paper will briefly touch on some of the major peace agreements and negotiations that have taken place. It should be noted that as of today—and based on public opinion polls that I have conducted—most Israelis, Palestinians, and Arabs outside of the Palestinian territories believe that peace will never happen. This has resulted in a real problem, where people in the region no longer take the term “peace process” seriously. In order to understand how we got to this point, we need to look back at the history of the peace process on both the Israeli-Palestinian front and also on the Arab-Israeli front.

The coalition effort to rebuild and retrain the Iraqi security forces (ISF) will have better odds of success if American advisors urge their counterparts to incorporate lessons from other Arab armies that have experienced defeat, learned from their failures, and eventually prevailed against their enemies. These armies -- Egypt in the 1973 war with Israel, Iraq in the latter phases of its 1980-1988 war with Iran, and even hybrid actors such as the "Islamic State"/ISIS -- succeeded by developing workarounds for persistent shortcomings exhibited by conventional Arab armies, and by adapting foreign concepts and practices to their specific needs.

This article pursues two main objectives. First, mainly drawing on empirical evidences rather than journalistic impressions and reports on the Arap Spring, it aims to provide an in-depth analysis of the sets of socio-economic and socio-political factors that have been deeply rooted in the region for more than half a century and which have driven (and continue to drive) a wave of uprisings across the region commonly labelled as the 'Arab Spring'. Thus, this study expects to present a slightly different reading of the Arap Spring by placing the issue into the socio-economic and socio-political context of the recent past. Secondly, by considering a range of factors such as the responses of the regimes, the role of security forces, the ethnic and sectarian makeup of the societies and the politico-institutional feature of states, it explains how the unfolding of events has differed from country to country and why some uprisings have succeeded in toppling regimes and others have not.

Abstract:
This paper discusses EU-Turkey relations with a specific reference to regional developments in the Middle East after the Arab Spring. In the last decade, the Turkish government has tried to intensify Turkey's influence in the region. However, increasing activism in Turkey's foreign policy toward the region was not accompanied by a parallel commitment in its relations with the EU. In the meantime, the EU was caught unprepared by the Arab Spring in the middle of the Euro-zone crisis, and now its strategic interests are being threatened by regional instability. Both sides have been faced with the task of adapting their policies to the political transitions in the region. After an analysis of their contemporary regional policies, this article argues that even though their strategies are not totally in line with each other, Turkey follows the same objectives that the EU neighborhood policy has pursued towards the Middle East.

Morocco has so far been a success story in the Arab world. It has followed a gradual approach to political reforms and democratization, which led to the adoption of a new constitution and the holding of free parliamentary elections in 2011. At the same time, economic growth averaged 4.5 percent between 2000 and 2010, reached 5.0 percent in 2011, 2.7 percent in 2012, and 4.4 percent in 2013. That is, Morocco has avoided the political upheavals and economic meltdowns that plagued other Arab Countries in Transition (ACTs). Maintaining this record of success will require continued political and economic reforms.

Since the eruption of the Arab Spring in 2011, centralized military power has broken down in North Africa, the Levant, and Yemen, and several weak Arab states have turned to local militias to help defend regimes. While these pro-government militias can play important security roles, they have limited military capacity and reliability. Transitioning militia fighters into national guard forces with formal ties to the national command structure can overcome some of these limitations, but the shift must be accompanied by a wider commitment to security sector reform and political power sharing.

16. Why We Need a Just Rebellion Theory

The Arab Spring has generated a variety of responses from the West. While broad political support was voiced for uprisings in Egypt, Tunisia, and Yemen, the responses to protests in Bahrain and Morocco were muted. The swift decision to intervene in Libya stands in marked contrast to the ongoing hand-wringing on Syria. While political realists might see these contradictions as evidence that geopolitical concerns determine foreign policy, from an ethical point of view these responses also reveal a fundamental tension in Western thinking about rebellion. On one hand, rebellion is viewed with a distrustful eye—as a disruptive, chaotic force that threatens to destroy the day-to-day order on which civilization is built. On the other, rebellion is perceived more optimistically—as a regenerative, creative force that can leave a better civilization in its wake. These two radically disparate ways of thinking about rebellion have deep philosophical and theological roots. The pessimistic view has historically dominated just war thought, as James Turner Johnson's contribution to this roundtable illustrates; whereas the perspective of Enlightenment liberalism offers a more optimistic judgment, as found, for example, in the works of Locke and Rousseau.

ISIS is fighting an insurgency deeply influenced by the principles of Maoist protracted political warfare and moreover informed by the successes and failures of previous Al Qaeda movements in Iraq from 2006-2008, and of other jihadist groups attempting to seize and hold territory in countries like Somalia, Yemen and Mali. This analysis argues that, whether it survives or not, ISIS has set a political separatist precedent, the effects of which are yet to be fully understood and addressed by the international community.

Abstract:
Over 12,000 fighters from at least 81 countries have joined the civil war in Syria, and the numbers continue to grow. Around 2,500 are from Western countries, including most members of the European Union, the United States, Canada, Australia, and New Zealand. There are also several hundred from Russia. But the great majority are from the Arab World. Most are fighting with rebel groups, and increasingly with the most extreme among them; but many are also fighting with the Government, or with ethnic or faith communities that are trying to protect themselves from both sides. A lot are young, often teenagers, and a fair percentage of those arriving from non-Muslim majority countries are converts to Islam. These and others who share their faith commonly express their motivation as a religious obligation to protect fellow Muslims from attack. This sense of duty is captured by their loose use of the word 'jihad'.

No region has seen more of its people travel to fight in Syria than North Africa; more than 3,000 Tunisians have traveled there as of last April, and more than 1,500 Moroccans This is a repeat of a decade ago when large numbers of North Africans traveled to Iraq to fight there as well, in proportions far above those of neighboring countries A significant number of recent North African fighters have conducted suicide bombings in both Iraq and Syria, highlighting that the deadly ideological message of the so-called Islamic State (IS) and other extremist groups is finding purchase in North Africa The reasons for this export of extremists include incomplete political reforms that have failed to redress serious societal issues, persistent high youth unemployment, and a failure to cope with the apparent high levels of disaffection, despair, and anger that drive people to choose violent extremism.

Attacking the finances of the so-called Islamic State (IS) with limited collateral damage will be orders of magnitude more difficult than attacking its military factions The group has thoroughly embedded itself into local and regional economies in Syria and Iraq, and damaging its finances while not devastating civilian populations will be as difficult as it is necessary IS oil revenues might be the easiest to disrupt but such action comes with significant collateral economic damage, while taxes, tolls, extortion, and food sales generate more income while remaining highly resistant to external forces In the areas under its control, IS has been providing social services as well as delivering levels of fuel, electricity, and food to populations utterly without recourse, meaning the group needs to be replaced and not simply removed.

21. Mediating Transition in Yemen: Achievements and Lessons

Abstract:
Yemen remains the only site of an Arab Spring uprising that has ended in a negotiated agreement and a structured, internationally supported transition process. As Jamal Benomar, the United Nations Special Adviser to the Secretary-General on Yemen, stated, “Yemen was definitely heading towards a Syria-type scenario” before international actors, including the United Nations (UN), helped to shepherd a complex transition process, which continues at the time of writing. Benomar, with support from a wide array of stakeholders, helped avert an escalating conflict in Yemen by stepping in to offer the good offices of the UN secretarygeneral without waiting for the UN Security Council or the embattled Yemeni regime to demand UN action. Benomar's interventions— including bringing Yemen's major political parties together amid the uprising—helped ensure that the country did not devolve into civil war when President Ali Abdullah Saleh stepped down after thirty-three years in power. That is, the UN opened a space for dialogue where none had previously been considered possible.

The revolutions of the Arab Spring have had profound implications for global security generally and for U.S. security specifically. In most cases, these implications are only beginning to reveal themselves in the various countries affected across the region. Most obviously, the future of Syria—indeed, whether it remains a unified political entity—remains an open question. Whether and how the Syrian civil war is resolved is bound to impact significantly U.S. efforts to help Israel maintain its security. Meanwhile, in Libya, weak governmental institutions and rival power centers have made it difficult for the authorities in Tripoli to gain full control over the entire country. Particularly along Libya's borders, this has magnified the risk of transnational terrorists and traffickers exploiting the poorly governed spaces of the Pan Sahel. Elsewhere, the unfinished revolution in Egypt holds implications for Israel and the Palestinian Authority, for the balance of regional power vis-à-vis Turkey, Saudi Arabia, and Iran, and for the global trade—especially energy resources—that passes through the Suez Canal every day.

During the first years of its tenure in office, as the AK Party focused on consolidating its position domestically, Turkey's reengagement with the Arab world after decades of alienation took a largely unproblematic form. Inevitably, however, as Turkish activism deepened, conflicts of interest emerged both with other aspirants to regional influence such as Iran and Israel, and then - especially after the outbreak of the 2011 uprisings - with many Arab regimes as well. The future character of Turkey's engagement with its Arab neighbors will depend on its ability to combine an adherence to a conception of community based on Islam rather than ethnic nationalism, with a commitment to democratization both at home and regionally.

This article examines the critiques directed at Turkish foreign policy during the AK Party administration. There are three basic critiques leveled at the foreign policy that has been followed by the AK Party: Islamist ideology, geopolitical codes, and lack of capacity in foreign policy. As part of the radical political changes that have affected a number of Arab countries over the past 4 years, the toppling of regimes and the organization of the first fair and free elections in several Arab states have allowed Islamist parties to rise to power. This highly visible political trend has caused mixed reactions, both within these countries and internationally. Prior to the Arab Spring, most countries in the region banned Islamist movements from forming political parties. For decades, members of such movements were jailed, tortured, and exiled from their home countries. Even in those states where Islamist political parties were allowed, they had limited freedom and were under the scrutiny of the regimes, as was, for example, the Moroccan Justice and Development Party.

Private contractors have become an essential but highly problematic element in the U.S. military's total force structure. The Army in particular relies heavily on contractors to perform duties that free up Soldiers for combat roles. The vast majority of these civilian employees provide logistical and technical support. They build facilities, do laundry, and staff dining halls on U.S. bases at home and abroad. While some of these contractors have been involved in issues of waste, fraud, and abuse, these issues do not have a significant Effect on the conduct of contingency operations, especially counterinsurgency (COIN) campaigns.

While there is understandable concern that an unknown percentage of foreign fighters fighting for the so-called Islamic State (IS) might return to their home countries intent on continuing the fight, IS appears intent on using them in suicide attacks in both Iraq and Syria IS goes to great length to publicize the foreign fighters who die in suicide attacks, which greatly enhances the group in the eyes of unstable people looking for martyrdom, creating a feedback loop of death A recent statement by IS showed that 80% of the suicide attacks in Iraq between September and early October were committed by foreign fighters; this continues a trend of IS using their foreign fighters in suicide attacks while Iraqi fighters take on the role of traditional soldiers Along with Saudi nationals, who conducted 60% of the suicide attacks referenced above, fighters from North Africa consistently feature prominently in IS suicide attacks, which closely matches the suicide bombing statistics from the 2003 Iraq war, though now there are more suicide operatives from western Europe

Regional actors viewed Qatar's approach as overreaching, and skepticism of Doha's policy motivations increased. With the rise of the Islamic State of Iraq and al-Sham (ISIS) and the explosion of violent conflicts from Tripoli to Gaza, the Middle East is looking more unstable and unpredictable than ever. While the focus in Washington is centered on jihadist extremists in Iraq and Syria at present, the threat from al-Qaeda in the Arabian Peninsula (AQAP) against the United States continues. Top al-Qaeda leadership in Yemen is hailing the territorial gains of ISIS in Iraq, and some al-Qaeda operatives are imitating ISIS' techniques such as public slaughters of those deemed infidels, prompting fears of cooperation between two of the most active Islamist militant networks. Recent aggression by the Houthi movement, a Zaydi Shia rebel militia, against state institutions and tribal opponents has opened a new front of instability and security vacuum that AQAP is all too ready to exploit. Inattention to the interconnected nature of tribal conflict, terrorist activity, poor governance, economic grievances and citizen discontent is proving to be a dangerous combination for both Yemen and the United States. The Yemeni context may seem far from the current focus on Baghdad and Damascus, but getting the US strategy right in Yemen will have consequences for regional stability and core US interests throughout the Arabian Peninsula and beyond.

The December 2010 self-immolation of twenty-six-year-old itinerant fruit vendor Mohamed Bouazizi sparked popular protests in Tunisia that rippled throughout the Arab world. Like so many of Tunisia's youth, Bouazizi felt disenfranchised by the Zine El-Abidine Ben Ali regime. For over twenty-three years, a corrupt security apparatus allowed Ben Ali to rule the country with an iron fist. The public avoided criticizing the regime or even mentioning Ben Ali's name for fear of reprisal. During the Tunisian revolution, protesters demonstrated their anger at the security institutions that perpetuated the regime's hold on power by attacking police stations. With the fall of the regime, Tunisians began to publicly voice their opinions on previously forbidden issues such as politics, corruption, and police abuse.

The Palestinian refugee question, like the refugees themselves, has been politically marginalised and demoted on the diplomatic agenda. Yet, whenever the diplomatic process comes out of its current hiatus, the Palestinian leadership will be able to negotiate and sell a deal only if it wins the support or at least acquiescence of refugees – because if it does not, it will not bring along the rest of the Palestinian population. Refugees currently feel alienated from the Palestinian Authority (PA), which they regard with suspicion; doubt the intentions of Palestinian negotiators, whom they do not believe represent their interests; and, as one of the more impoverished Palestinian groups, resent the class structure that the PA and its economic policies have produced. As a result of their isolation, refugees in the West Bank and Gaza are making demands for services and representation that are reinforcing emerging divisions within Palestinian society and politics. There arguably are ways to address refugee needs, both diplomatic and practical, that are not mutually exclusive with core Israeli interests. This report examines what could be done on the Palestinian side to mitigate the risk that the Palestinian refugee question derails a future negotiation.

La lutte contre le terrorisme et la lutte contre le crime organisé sont indissociables.
