- On October 10, 2018, the US Department of Homeland Security (DHS) issued its long-anticipated proposed rule on inadmissibility on public charge grounds.[1] The rule seeks to “better ensure” that applicants for admission to the United States as immigrants (permanent residents) and nonimmigrants (temporary residents),[2] as well as applicants for adjustment to lawful permanent resident (LPR) status within the United States, will be “self-sufficient” and “not depend on public resources to meet their needs, but rather rely on their own capabilities and the resources of their family, sponsor, and private organizations.”[3] Under the proposed rule, US Citizenship and Immigration Services (USCIS) officers would consider receipt of cash benefits and, in a break from the past, non-cash medical, housing, and food benefits in making public charge determinations. The proposed DHS rule details the factors — positive and negative — to be weighed in these decisions.

- The challenge of how to help those left behind by rapid economic change—whether caused by technology or global competition—has moved to the center of the U.S. national debate in a way it has not been since the 1930s. Trade competition, especially from China, has been a significant factor in declining U.S. manufacturing employment over the past decade. Trade also became a major issue in the 2016 presidential campaign, despite the larger role played by automation and technological change in displacing manufacturing workers for decades. This process will only continue in coming years, with advances in robotics, artificial intelligence, and software that will eliminate many jobs while creating others, regardless of what policies the federal government may adopt toward trade and outsourcing.

- Donald Trump’s election at a time of growing and converging interests between India and the United States necessitates a re-evaluation of several aspects of Indian domestic and foreign policy. This paper identifies four areas in which Trump’s election affects Indian interests: bilateral relations (encompassing trade, investment, immigration, and technological cooperation), the Asian balance of power, counterterrorism, and global governance. It argues that India must continue to engage with the Trump administration and other stakeholders in the United States—including the U.S. Congress, state governments, and the private sector—in all of these areas. New Delhi must attempt to convince Washington that India’s rise is in American interest. This idea provided the underlying logic behind the Clinton, Bush, and Obama administrations’ engagement with India, but it will be more difficult to sustain given the United States’ new political realities and impulses.

- What will it take to jump start trilateral talks among Beijing, Seoul, and Washington over the situation on the Korean Peninsula, including the denuclearization of North Korea? If this subject has been on the minds of South Koreans in 2016-17 with some approaching their counterparts in Beijing and Washington, DC in the hope that such triangular talks can be launched—the more official, the better—not many Chinese have addressed what would be necessary to enlist their country in this endeavor. - Even before Donald Trump won the US presidential election he left an indelible mark on US politics and on views of the US in Britain and around the world. his victory means those views will now have to be turned into policy towards a president many in Britain feel uneasy about. Current attitudes to Trump can be as contradictory and fast changing as the president-elect’s own political positions. They can be a mix of selective praise and horror. he has in the past been criticised by British political leaders from the Foreign Secretary Boris Johnson to the Mayor of london Sadiq khan. In early 2016 a petition of over half a million signatures led Parliament to debate (and reject) banning Trump from entering the Uk. Yet he has also drawn the support of politicians such as UKIP leader Nigel Farage, and polling showed support amongst the British public for his 2015 proposal to ban Muslims from entering the US. After the presidential election British ministers were quick to extend an olive branch. Johnson himself refused to attend a hastily convened EU meeting to discuss Trump’s election. Instead he called on the rest of the EU to end its collective ‘whinge-o-rama’.

Tabler argues that Syria remains de facto partitioned, making the establishment of safe zones in non-Assad-controlled areas the Trump administration's most expedient course of action. Moreover, it would further Washington's cause to drive a wedge into the country's Russia-Iran alliance, and both isolate and pressure the Assad regime. If Washington's objectives in Syria are to defeat U.S.-designated terrorist groups and stem the outflow of refugees, President Bashar al-Assad is under no circumstances the right person to entrust with these missions. Simply in practical terms, he lacks the manpower to retake and hold the two-thirds of Syrian territory outside his control any time soon, despite having sufficient support from Russia and Iran to maintain control in large parts of the country. But more important, Assad is an avowed adversary of the West, undeserving of its cooperation.

- It is time for the Canadian government to conduct a holistic review of Canada’s national security complex. The Defence Policy Review is floundering as a consequence of an uncooperative world, Canada’s domestic security institutions require legislative empowerment, and the election of Donald Trump has placed increased pressure on Canadian security and defence. Securing the U.S.’s northern border is a no-fail mission for Canada as peace and prosperity depend upon it. However, this must be done within Canadian security norms and values. Only a ground-up examination of the Canadian national security system will elicit a comprehensive understanding of the current deficiencies that will allow focused alignment of government objectives, policies and public funds. Crisis management requires a strategic plan with clear objectives from which to conduct concurrent and coordinated activities. The Trudeau government has the team in place; now, it needs a new National Security Policy statement to assist in “lead turning” an unconventional U.S. administration steadfast in its stance over national security.

In this DIIS Policy Brief, Senior Researcher Vibeke Schou Tjalve takes a closer look at the surprisingly consistent philosophy of power and interest that Trump has aired during the past two decades. Trump is labelled a ‘nationalist’ and an ‘isolationist’. These are understandable labels, and yet: Trump is not your classical cultural-conservative nostalgic with deep veneration for old alliances or shared norms. His American nationalism does not linger on the memories of the New World European roots. Rather, it is founded on a deeply Darwinist conception of the world as a cutthroat competition, in which raw strength - not cultural characteristics – matters. As such, Trump will have no sentimentality for NATO or Europe, and he will view the world through largely value-neutral eyes. This leaves Europe with a defining set of questions, and to influence a Trump presidency, we should understand and appreciate this not-so-simple nationalism, Tjalve writes.

- The US, as a highly digitalized state, depends on different cyber platforms for election campaigning, political discussions, forming popular opinions, and – in some cases – the voting process itself. Geopolitically motivated election hacking can aim to influence the direction of foreign policy debates, to promote/demote candidate(s), and to instigate disruptions, suspicions, and distrust towards the election process or the democratic system. The strategic aim to lower democratic appeal and increase the attraction of autocratic "stability”. A state sponsor of hacking can demonstrate that it has sophisticated cyber capabilities, thereby promoting its own major power standing. Even if its efforts raise suspicions, it gains visibility, as its efforts are discussed in the media and it manages to insert itself into the election discussions. The state sponsor can subtly promote the images of its own type of political system as being comparatively more resilient and stable than the US democratic system. The relative success of the election hacking targeting the US might motivate scaling up the intensity and scope of similar operations in future democratic elections. At a minimum, the election hacking incidents point to a scenario that has to be taken seriously.

- In the early and mid-2000s, US policymakers anticipated India becoming one of America's top global partners. Have New Delhi's policies on key strategic issues actually aligned strongly with US objectives, as would be typical of close partners? An analysis of twelve prominent issues in US-India relations indicates that New Delhi's policies mostly converged moderately, rather than to a high extent, with US objectives. Specifically, the alignment between New Delhi's policies and US objectives was high or moderate-to-high on three issues--UN peacekeeping, nonproliferation export controls, and arms sales. It was moderate or low-to-moderate on six issues--China, Iran, Afghanistan, Indian Ocean security, Pakistan, and bilateral defense cooperation. And it was low or negligible on three issues--nuclear reactor contracts for US firms, nuclear arms control, and the war in Iraq. To be sure, despite the low or negligible convergence, New Delhi did not take an anti-US position on these issues.

- On Wednesday, June 29th, Canadian Prime Minister Justin Trudeau will host US President Barack Obama and Mexican President Enrique Peña Nieto for the tenth North American Leaders’ Summit (NALS). All three leaders want this meeting to succeed. For President Obama, it will advance his climate agenda continentally and help to cement his legacy in managing good neighbourhood relations. Climate also rates high in President Peña Nieto’s agenda, along with improving access for Mexican goods and mobility for Mexicans within North America. In terms of Canada-Mexico relations, President Peña Nieto expects Prime Minister Trudeau to announce the lifting of the obnoxious Canadian visa requirement. For Prime Minister Trudeau, making his debut as host of a multilateral summit, it is another demonstration that ‘Canada is back’. He must reset the Mexican relationship by announcing the long-promised lifting of the visa. He will get to know Enrique Peña Nieto better (they met briefly at November’s G20 summit and they were friendly ‘rivals’ for ‘APEC ‘hottie’ at the subsequent Manila summit). The summit represents another opportunity for ‘face-time’ with Barack Obama with whom he has quickly established a strong personal friendship and to reciprocate the hospitality of the White House meetings and state dinner in March. The North American summit comes within a week of the Brexit referendum. It will offer an opportunity for the three leaders to demonstrate a different kind of continental integration – less centralized, less bureaucratic – but still successful in mutually advancing economic prosperity that reinforces the sovereignty of each member.

- Energy, the environment, and climate change will figure prominently in Canada-US relations after January 20, 2017. The environmental movement will continue to press for ‘environmental justice’ –which means different things to different groups - in alignment with allies, especially indigenous peoples. Regardless of whether it is a Clinton or Trump presidency, Canadian leadership - provincial, federal, and private sector - must pro-actively advance our interests with Congress, the Administration and its agencies, and with state governments. Both Hillary Clinton and Donald Trump plan to spend a lot of money on infrastructure, including that related to energy. US business likes this idea. A majority of Republicans and Democrats, in both the Senate and House, as well as governors, would like more money devoted to infrastructure. Again, there will be opportunities for collaboration, improving North America’s relative competitiveness. Trade figured prominently throughout the campaign with Hillary Clinton stating that she would not accept the Trans-Pacific Partnership (TPP) in its current form and would appoint a ‘Trade Prosecutor’. Donald Trump has declared he will “tear up” the North American Free Trade Agreement (NAFTA) and not sign the TPP. Regardless of who becomes president, we can expect more US protectionist trade action whether aimed directly at Canada - levies on softwood lumber are coming soon - or indirectly, as we recently experienced on aluminum when the US took aim at China.

- The US-UK special relation has always been an attractive and important issue in international relations. The pro-American tendencies of the British and their partnership with American policies as opposed to being willing to more clearly align with the EU and other European countries, have raised various questions in the minds of scholars. Hockett challenges conceptualizations of the decision in Brown as emerging purely from any one set of motives and that it can be analyzed through only one theoretical or methodological lens. Instead, he argues through painstaking review of the discussions between the justices about the case and early drafts of opinions that different justices were swayed by different arguments, took into account different considerations, and made different compromises. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

- U.S. influence is waning in the Americas. Although Washington is currently engaged in a well-intentioned effort to reverse this trend, its agenda will have only limited impact over the longer term unless the United States changes the lens through which it views the region. Strategic thinking has essentially collapsed. After the fall of the Soviet Union, the international relations community in the United States moved on, leaving regional studies to development and social inclusion advocates. At the point in history when the United States should be reaping the reward of years of patient investment and hard work building democratic institutions and open markets in the region, we have either doubled down on, or pivoted to, other parts of the world. Now, instead, the United States must refocus its perspective within the region, or else its traditional leadership role will continue to erode. Countries in Latin America and the Caribbean are neither charity cases nor default partners in international affairs. It is time for a less romantic, more realistic approach to the Americas.

So, it looks at the American invasion of Iraq and the British response, and argues that Brain always prevails over brawn. United States was and still is a hard power. Britain plays a soft power role in international relations. Britain usually uses the American strength and resources for the benefit of Britain. When the British describe their relations with the United States as "special," they mean that they have the power to influence and direct US foreign policy. For an understanding of the international politics, we must concentrate on Anglo-Saxon "interdependency" through the "special relationship" which often exists between British Prime Ministers and US Presidents. Winston Churchill, British Prime Minister of the 1940s, Harold Macmillan in the 1960s, Margaret Thatcher in the 1980s and Tony Blair in the 2000s, all had special relationships with their US counterparts. While not always the case, the relationship between Tony Blair, British Prime Minster, and George Bush, American President, was beneficial to British interest and Blair's doctrine of International Community declared in 1999. it is imperative not only to understand international politics, but also to react properly to international politics. As it has been proven in the Iraq case, Tony Blair manipulated US foreign policy during the George Bush presidency.

- China has gone global, but most China experts in the American academic community have gone local, moving in the opposite direction. As Shambaugh has observed rightly, 'big picture' books on China in the United States have been written by virtually anyone but China scholars. A crucial reason for this academic trend is the current obsession with theories and methods in the social sciences departments, which has changed the incentive structure for scholars who compete for employment, promotion, recognition, and funding. Moreover, given the increasingly complex nature of China's greater presence in the world on so many dimensions, it is also the case that a new generation of scholars trained to be specialized in narrow research topics would arguably find it difficult to write a big book even if they want to. As guilty as many others, this reviewer also encourages his own students to follow a narrow path out of fear that they would otherwise be placed at a competitive disadvantage even though he shares the same concern with Shambaugh.

- This paper demonstrates the value of political metaphor analysis as a tool for answering constitutive questions in International Relations (IR) theory, questions that attend to how the subjects of international politics are constituted by encounters with other subjects through representational and interactional processes. To this end, I examine the key metaphors within American political discourse that guided and structured early Sino-American interactions, focusing on US Secretary of State John Hay's Open Door notes and the contemporaneous Chinese Exclusion Acts. Viewed from a social constructivist metaphor perspective, this metaphorical protection of free trade and great power privilege hid the assumption that China was unable to act as its own doorkeeper, obscuring debates in the domestic and international spheres as to the meaning of 'Chinese' and the appropriate strategy for managing the encounter. A second approach, the cognitive perspective, builds on the seminal IR applications of cognitive linguistics and cognitive metaphor theory to reveal the deeper conceptual basis, specifically the container schema, upon which this encounter was predicated. Used in tandem, these two approaches to the constitutive role of political metaphor illuminate the processes by which metaphors win out over competing discourses to become durable features of international social relations.

- The past twenty years have been marked by a series of setbacks and disappointments in the US-European-Russian dialogue, despite regular attempts to develop a strategic partnership. In this cyclical relationship, 2012 was a low point in Western relations with Russia, from the calculated absence of President Vladimir Putin at the NATO summit in Chicago to the Russian ban on American adoptions of Russian orphans, and the US reaction to the Sergei Magnitsky case. The year 2013 could have been the beginning of an upswing in the trilateral dialogue. In April, US Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov met on the margins of the G8 foreign ministers' gathering in London. At the same time, US National Security Advisor Tom Donilon called on Putin in Moscow, where he hand-delivered a letter from President Barack Obama detailing potential areas of cooperation. A series of meetings between Russian and American officials throughout the summer saw a new diplomatic push to reframe the US–Russia relationship in the run-up to the Group of Eight meeting in June and the G20 meeting in September 2013. However, the Edward Snowden affair and Obama's subsequent decision to cancel the planned September meeting with Putin in light of insufficient progress on bilateral issues point to a pause in the relationship.

- This article investigates and explains the development of International Relations studies (IRS) in China, Japan, and India. Beginning in early 1980s IRS experienced exponential growth in China and is becoming a separate discipline in that country. Despite early starts, IRS in Japan and India is still an appendage in other disciplinary departments, programs, and centers although growing interest is discernible in both countries. Continued rise of Asian powers along with their growing roles and responsibilities in constructing and managing regional and global orders is likely sustain and increase interest in IRS in these countries and more generally in Asia. Distinctive trajectories have characterized the development of IRS in China, Japan, and India. Distinctiveness is evident in master narratives and intellectual predispositions that have shaped research and teaching of IR in all three countries. The distinct IRS trajectories are explained by the national and international context of these countries as well as the extensiveness of state domination of their public spheres. Alterations in national circumstances and objectives along with changes in the international position explain the master narratives that have focused the efforts of IR research communities. Extensiveness of state domination and government support, respectively, explain intellectual predispositions and institutional opportunities for the development of IRS. IRS in Asia has had a predominantly practical orientation with emphasis on understanding and interpreting the world to forge suitable national responses. That orientation contributed to a strong emphasis on normative–ethical dimensions, as well as empirically grounded historical, area, and policy studies. For a number of reasons including intellectual predispositions and constraints, knowledge production in the positivist tradition has not been a priority. However, IR theorizing defined broadly is beginning to attract greater attention among Asian IR scholars. Initial interest in Western IR theory was largely a function of exposure of Asian scholars to Western (primarily American) scholarship that has been in the forefront in the development of IR concepts, theories, and paradigms. Emulation has traveled from copying to application and is now generating interest in developing indigenous ideas and perspectives based on national histories, experiences, and traditions. Although positivism may gain ground it is not deeply embedded in the intellectual traditions of Asian countries. Furthermore, theorizing in the positivist tradition has not made significant progress in the West where it is also encountering sharp criticism and alternative theories. Asian IR scholarship would continue to emphasize normative–ethical concerns. And historical, area, and policy studies would continue to be important in their own right, not simply as evidentiary basis for development of law-like propositions. It also appears likely that Asian IR scholarship would increasingly focus on recovery of indigenous ideas and traditions and their adaptation to contemporary circumstances. The net effect of these trends would be to diversify and enrich existing concepts, theories, methods, and perspectives, and possibly provide fresh ones as well. The flourishing of IRS in Asia would make the IR discipline more international.

- The development of International Relations theory (IRT) in China has been framed by three debates since 1979. The first was about China's opening up to the outside world. It started with the question of whether the world was characterized by 'war and revolution' or 'peace and development' between orthodox and reformist scholars and continued to focus on China's interest between orthodox scholars and the newly rising Chinese realists. It resulted in a wide acceptance of the reformist argument that peace and development characterized our era and of the realist view that China was a normal nation-state and should have its own legitimate national interest. The second started in the early 1990s and centered on the better way of realizing China's national interest. It was between Chinese realists and liberals. While the former emphasized national power, the latter proposed the alternative approach of international institutions. The third debate was on China's peaceful rise. It evolved at the turn of the century, when all the three major American IRTs, realism, liberalism, and constructivism, had been introduced into China and therefore the debate was more a tripartite contention. Realists believed that it was impossible for any major power to rise peacefully, while liberals and constructivists both supported the peaceful-rise argument. Liberals stressed more the tangible benefits derived from international institutions and constructivists explored more China's identity in its increasing interaction with international society. Although it was Chinese constructivists who explicitly discussed the identity issue, all the three debates and all the debating sides have reflected this century puzzle since the Opium War – China's identity vis-à-vis international society. These debates have helped push forward the IRT development in China and at the same time established Western IRT as the dominant discourse. A new round of debate seems likely to occur and may center on the question of the world order. This time it may help the newly burgeoning but highly dynamic Chinese IRT to develop and contribute to the enrichment of IRT as knowledge of human life.

- There are many stories to be told regarding the development of International Relations (IR) theory in the United States over the last century. Some have pointed out IR's evolutionary properties, emphasizing the debates that have produced fitter theory with empirical reality. Others have argued that the development has been largely scientific with knowledge built hierarchically through time. In this article, I propose an alternative view of American IR's development. Specifically, I argue that IR theory is best understood through heterarchical organization, with core ideas and concepts rerepresented in new ways, and various levels of analysis, over time. In making this argument I trace duel processes of borrowing ideas from other disciplines and rerepresenting those ideas in new forms in order to solve vexing theoretical problems. The article demonstrates how conceptions of anarchy have been significantly affected by other disciplines and relates those conceptions to views of international security both at home and abroad, particularly in the Asia-Pacific region.

- British International Relations (IR) theory is distinguished by a concern with institutions and norms, and by an emphasis on history, philosophy, and law rather than the formal methods of the social sciences; in both respects, but especially the latter, it differs from American IR theory. The origins of British IR theory are traced, and the importance of the 'English School' (ES) is stressed, partly because of the work it stimulates, but also because of its role as a brand which helps to establish the independence of British IR from the otherwise dominant American profession. Along with ES scholarship (pluralist and solidarist), political theory and IR, and critical theory, including critical security studies, are the major areas where contemporary IR theory in Britain is located. This is likely to persist, but the generally critical approach taken to social scientific theorizing may be changing, with the increasing importance of historical sociology and critical realist work. It may also be the case that the privileged status of IR theory in British IR may be under challenge.

- For those who live in the American International Relations community, Etel Solingen's Nuclear Logics: Contrasting Paths in East Asia the Middle East undoubtedly represents a stunning success of the study of nuclear proliferation. In 1994, Solingen published an influential article in this field of research, 'The Political Economy of Nuclear Restraint', in International Security, and argued that countries with ruling coalitions pursuing economic liberalization have stronger incentives to refrain from developing nuclear weapons than those with 'inward-looking, nationalist, and radical-confessional coalitions'. Based on the review of cases in South Asia, on the Korean Peninsula, in the Middle East, and in Latin America, she concluded that the former are internationalist in nature and are unwilling to damage international trade and investment by going nuclear, whereas the latter are more likely to pursue nuclear weapons because they care much less about the economic costs of nuclearization. In Nuclear Logics, Solingen expands such findings of her 1994 article and argues even more persuasively that 'internationalizing models of political survival make the development of nuclear weapons less likely than inward-looking models' (p. 46). Starting from 'the puzzle of contrasting historical trajectories' across East Asia and the Middle East since the late 1960s (p. 4), Solingen conducts the first ever 'systematic efforts' (p. 11) to explain why East Asia has largely moved toward denuclearization while the norm among the core Middle East powers has been nuclearization. Criticizing four alternative theories of nuclear choices of states, i.e. neorealism, neoliberal institutionalism, constructivism, and 'theories about democracy and foreign policy', as insufficient to solve her puzzle, Solingen insists that the study of nuclear proliferation must pay more attention to the effects of internationalization on domestic politics and nuclear policy. According to Solingen, '[w]hereas inward-looking models might have regarded nuclear weapons as assets in the arsenal of building regime legitimacy, outward-oriented ones regarded them as liabilities' (p. 277) and the two distinct patterns of nuclear choices in the Middle East and East Asia during the 'second nuclear age' can be well explained by the heavy regional concentrations of respective models in respective regions. In East Asia, the concentration of leaders who stake their political survival on economic growth through integration into the global economy reinforced individual, domestic incentives of leaders to avoid nuclearization across the borders. In the Middle East, the concentration of leaders who resist internationalization by trade protection, import substitution, and state entrepreneurship had the opposite effect. In fact, Solingen's careful case studies of four 'nuclear aspirants' in East Asia and five in the Middle East successfully demonstrate that '[t]he nuclear choices of all pertinent cases' in the two regions since the 1960s 'are compatible with domestic survival models' (p. 277).

- One possible outcome of the economic crash of 2008 was that the majority or mainstream members of a society would direct their anger and fear against the minority or marginal members of their society. Commentators on television or the radio would claim, "it's all the fault of the immigrants!" or "if we didn't hand over so much of our tax dollars to the poor, the economy would not have deteriorated so much," or "social benefits to African Americans [or German Turks] have distorted the housing market." Citizens would come to believe these assertions, politicians would echo them – and the upshot would be not only a deteriorating national and international economy but also increased hostility and fear among racial, ethnic, or nationality groups in a country. Social solidarity would decline, perhaps irrevocably.

But his activism has not stopped the war. It didn't stop his son, Army First Lieutenant Andrew Bacevich, Jr., from being deployed to Iraq. And it didn't stop 27-year-old Andrew from being killed-in-action in May of 2007. Andrew Bacevich is angry. As he well should be.

- Although in the past decades the study of international relations (IR) has become much more sensitive to questions of culture, identity and movement, racism has remained an under-theorised area. The marginalisation of race in IR has become much more striking in the 1990s because of the renewed interest in migration and other intercultural exchanges as 'security threats', as well as the emergence of nationalism and putatively 'ethnic' conflict as a central basis of strife in the post-Cold War era. This article is an attempt to discuss new forms of racism in international relations with particular reference to American policy responses to September 11. Drawing from the work of Etienne Balibar, we argue that a contemporary neo-racism, a kind of 'racism without races', grounded in ambiguity and contradiction, is present in international relations simultaneously as a problem of knowledge and as a problem of political practise. Our aim is to contribute to the strategic movement of international relations theory from a conception of race as a marginal category in IR to one that is more fully theorised, including its history and present role in constituting the discipline and its relationship to power, hierarchy and inequality.

- No crisis is uniformly global. The suffering and the opportunity that a “global” crisis entails are always unevenly distributed across countries, and unevenly across the population inside any one country. That said, one can nevertheless argue that we—not the old royal “we” but, more presumptuously, the new global “we”—are in January 2009 experiencing the latest of four dramatic changes that major parts of the world have undergone over the last twenty years. In 1989, of course, the Berlin Wall was breached, ending the Cold War, followed by the implosion of Lenin's Soviet dystopia two years later. Nor did the 1989 massacre of proreform demonstrators in Tiananmen Square revive a command economy in China. Instead it kept the polity shut so that Deng's economy could continue to open.

- Since 2001, the United States has dramatically increased its commitment to development in Africa and has transformed the way it is implemented. In the last eight years, U.S. foreign assistance to sub-Saharan Africa managed by the State Department and the U.S. Agency for International Development (USAID) has increased by $5.5 billion, or 340 percent. An additional $3.8 billion has been provided through Millennium Challenge Account (MCA) compacts, ten of which have been signed with sub-Saharan African countries since 2004. The United States is currently on track to meet its 2005 G-8 commitment to double aid to Africa again by 2010. This commitment of financial resources by the United States represents former President George W. Bush's vision of using America's power to help Africans improve their own lives, build their own nations and transform their own future.

- What alternatives to rational choice theory do exist to explain economic phenomena? I argue that American pragmatism presents a viable alternative for the explanation of key economic incidences. First I illustrate the foundations of pragmatism using three problems regularly encountered in action theory. Then I show how innovation, institutional change, price formation and actors' preferences can be analyzed based on pragmatist premises. - The contribution focuses on the unfolding and tensions within the transatlantic relationship and it pursues, in particular, the question how the bonds of association between Europe and America are best comprehended and accounted for. In trying to break some new ground for theorization it argues that the Realist, Liberal and Constructivist accounts have so far come up short in terms of providing up-to-date and broadly acceptable answers. With the dominant theories focusing largely on either external enmity or internal homogeneity, difference internal to the relationship has too easily been conceptualized as destabilizing and seen as representing a rupture. In contrast, the paper assert s that while elements of enmity and homogeneity are important, communities such as the Atlantic one are also critically brought together by their internal differences. It then aims, in view of the difference-based dynamics at play and foundational for the Atlantic communality, to complement an d provide a corrective to the more established theorization of that togetherness.

- At his trial, the terrorist explained that he had bombed the crowded café because he harbored a “profound hatred, intensified every day by the revolting spectacle of society where all is base, all is cowardly.” He explained that women and children were legitimate targets because his enemies never spared civilian lives. Although he was surely headed for execution, the terrorist issued ominous warnings for civilization, predicting that his movement would never die. It was “everywhere, which makes it impossible to capture.” It would end only when justice was achieved—and when its enemies were dead. His fanaticism seems entirely typical of twenty-first century terrorism, which seems far more dangerous and threatening to society than any that has come before.

- Since Huntington wrote, major changes have occurred in the United States' external security environment and domestic political institutions. These have not fundamentally changed the nature of civil-military relations. The enduring issues are tensions over the military preference for overwhelming force, and over the boundary between military expertise and political authority. Since Huntington wrote, the problem of civil-military relations has proved more modest and manageable than many feared it would be, not clearly worse or more dangerous than conflicts between political leaders and other government bureaucracies. The realistic solution is not a rigid application of either of Huntington's ideal types, but pragmatic compromises that tilt in favor of "objective control." Critics of objective control have neglected the extent to which civilian mistakes in making strategy rival the military's. They have neglected to confront the arguments against subjective control, in part because they focus on limitations of objective control for optimizing the functional imperative, or because they misjudge the dangers posed by newly overt partisanship of the officer corps, dangers that would only become acute if subjective control becomes the norm.

- The US will leave Iraq at some point, and needs to plan for this eventuality. There are many uncertainties involved, but taking them seriously is the first step toward being able craft a policy that will reduce the damage to us, Iraq, and the region. Even if the US stays until the violence is brought down, its departure will lead to the reopening of local and regional bargains because of the lack of enforcement. The greatest danger is that heightened civil war will lead to intervention by Iraq's neighbors, but the very possibility of large-scale violence creates possibilities for arrangements to avoid it because all of the parties know that they could lose badly if things get out of control.

- Political leaders in troubled democracies around the world have resorted to an anti-foreign rhetoric to justify the adoption of policies restricting foreign imports, and the free flow of capital and people, allegedly in defense of the national interest. And this rhetoric has resonated positively with large sectors of the electorate in those countries. A similar trend, exploiting a nationalistic sentiment for economic purposes, is observed in campaigns in the United States to buy American. Most studies to date have analyzed the causes and consequences of economic nationalism at the state level. However, there is good reason to believe that sources of economic nationalism should be traced at the individual level: some individuals might be willing to embrace economic nationalism purely on self-interest, yet others will be forced to trade off material and ideational preferences in order to support the national industry. The existence of this tradeoff at the individual level has important implications for coalition formation on trade, investment and migration policy-making. While recent studies suggest that cultural and ideational interests are likely to influence individual attitudes towards trade, one of the central policy dimensions in economic nationalism, the empirical content of the tradeoff between material and non-material preferences remains untested to date. Using data from the International Social Survey Program (ISSP 2003) we explore whether the effect of nationalism on attitudes towards protectionism varies with the individual's position in the economy. We find preliminary evidence that nationalism systematically affects attitudes towards trade in the United States, but less so in the Philippines. We also find that the effect of nationalism is conditional on individuals' skill, or position in the economy.

93. Sunni and Shi'a Terrorism: Differences that Matter

- There are significant and little appreciated differences in the trajectory of Sunni extremist terrorism and that of Shi'a extremism. The differences exist across six key areas that impact American policy considerations, especially in light of steadily escalating tensions with Iran. First and foremost, Sunni radicals and Shi'a extremists differ in the overall approach and main objectives for their use of terror. The former tend to operate in a continuous, mid-to-high intensity manner, seeing war against infidels and apostates as a perennial condition featuring overlapping waves. Outside of an ongoing and seemingly open-ended campaign against Israel, terrorist attacks by Shi'a groups have by and large featured discrete terror campaigns tethered to state and organizational objectives. Second, Sunni terrorists and Shi'a extremists manifest different patterns for recruiting terrorist operatives and developing terrorist missions. Shi'a terrorists, unlike their Sunni counterparts, enjoy direct state support and for that reason are far more likely to originate from Iranian embassies, consulates and state‐run businesses. Third, despite holding a minority viewpoint within the wider Sunni Islamic community, Sunni extremists, especially Salafi-Jihadis, rely more extensively on the support of their coreligionist expatriate communities in facilitating terrorist activities. Fourth, while employing similar tactics and methods, Shi'a terrorist groups have shown a much greater propensity to kidnap innocents to barter, while Sunni extremists more frequently abduct to kill. Fifth, Shi'a terror groups exhibit a much higher incidence of targeted assassinations for specific political gain, rather than the high-casualty killings featured in Sunni terrorism, and particularly of the Salafi-Jihadist variant. Finally, each sect's extremists manage publicity and propaganda differently. The Sunni approach to information management tends to feature doctrine and resources geared to take immediate credit and widely amplify a terrorist event. Shi'a terrorists, while not averse to normal media publicity and amplification, by and large take a much lower-key approach.

- Washington and Moscow's failure to develop a working relationship could lead to a dangerous crisis—perhaps even a nuclear one. There is an immediate need to grab onto the superstructure of the relationship through the STA RT and CFE treaties, both of which require urgent action. A new architecture should follow that to broaden the relationship, including the creation of a new future for security in Europe. Both capitals need to devise a strategy as well as a mechanism to manage the relationship and prevent future crises. A commission of past presidents—U.S. and Russian—would have the authority to confront these monumental tasks.

- Barack Obama was elected to the presidency of the United States on the promise of “hope” and “change.”2 Although somewhat vacuous, these promises worked because the people in America – and across the globe – overwhelmingly long for an end of the Bush era which stands for wrong wars (or at least wars gone wrong), hubris, and an overall decline of U.S. economic power, political influence, and moral standing. All presidents seek to leave their lasting imprint on foreign affairs, their doctrine. Most of them, however, merely oscillate between continuity and change: in the absence of major interfering events such as 9/11, institutional inertia, political constraints, and the wisdom of tradition most often push presidents to maintain the status quo while only tinkering with the edges. Revolution, in democratic systems, is a very slow process.

It has nevertheless been revived, even refounded, since then; and it has served as the strategic base on which a new Anglo-American vision of the world has been articulated. At the core of the new connection, and the vision to which it gave rise, is a strong preference for the market and a set of foreign and domestic policies that privilege markets and see their expansion as critical to peace, prosperity and the expansion of democracy. This essay examines the origins of this new paradigm as a response to a set of interrelated crises in the 1970s, its elaboration and application during the 1980s under Reagan and Thatcher, its curious history since the end of the Cold War, and the way it evolved into the failed policies of the post-9/11 era.

- A public debate over the threat posed by weak, fragile, failing, and failed states and what can or should be done about them has become increasing visible and vocal since the attacks of September 11, 2001. As President George W. Bush declared in his 2002 National Security Strategy report: “America is now threatened less by conquering states than ... by failing ones.” This debate has grown particularly acute as the United States' prolonged military response to the war on global terrorism in Afghanistan and Iraq has revealed the difficulties of controlling militancy and extremism by direct military intervention and enforced democratic change. The challenges associated with weak or failing states have garnered increase d attention by the policy community, but major differences about how to assess the level of risk in any given case remain.
