The US, as a highly digitalized state, depends on different cyber platforms for election campaigning, political discussions, forming popular opinions, and – in some cases – the voting process itself. Geopolitically motivated election hacking can aim to influence the direction of foreign policy debates, to promote/demote candidate(s), and to instigate disruptions, suspicions, and distrust towards the election process or the democratic system. The strategic aim to lower democratic appeal and increase the attraction of autocratic "stability”. A state sponsor of hacking can demonstrate that it has sophisticated cyber capabilities, thereby promoting its own major power standing. Even if its efforts raise suspicions, it gains visibility, as its efforts are discussed in the media and it manages to insert itself into the election discussions. The state sponsor can subtly promote the images of its own type of political system as being comparatively more resilient and stable than the US democratic system. The relative success of the election hacking targeting the US might motivate scaling up the intensity and scope of similar operations in future democratic elections. At a minimum, the election hacking incidents point to a scenario that has to be taken seriously.

The United States is a Pacific power. It may be so reluctantly, but its continued military, political, and economic engagement has been key to Asia’s stability and prosperity. Ensuring that the Asia-Pacific remains robust politically and economically will be in the United States’ own interest, and will be a key foreign policy challenge for any administration. The realities on the ground in Asia, though, are rapidly changing. The region has become increasingly divided, and rivalries are manifesting themselves in territorial disputes, competition for resources, as well as a growing arms race. Having overtaken Japan as the world’s second-largest economy, China has sought to become as much a political and military power as much as an economic one. Beijing’s vision for the region puts China at its center, which has led to rifts in relations among Asian nations, not to mention Sino-U.S. relations. Continued stability in the region cannot be taken for granted. Washington must continue to be committed to Asia, not least amid growing concerns about North Korea’s nuclear aspirations, maritime disputes, and alternative visions for economic development.

High-profile Republican stalwarts John McCain and Lindsay Graham have contradicted President-elect Donald Trump’s dismissal of CIA conclusions that Russia interfered in the US presidential election. The two senators issued a statement along with Democrats Jack Reed and Charles Schumer calling for a special committee to investigate the Russian cyberattacks. In a joint statement issued December 11, the senators warned that “this cannot become a partisan issue” because Russian interference in the election “should alarm every American.” But among the American public, there is a partisan split on whether to investigate further, and self-described Republicans seem to be taking their cues from Trump rather than the senators. A just-completed Chicago Council Survey conducted over the past weekend (December 16-18) finds that a narrow majority of Republicans oppose a congressional inquiry (51%). By contrast, majorities of Democrats (85%) and Independents (64%) – and two thirds of the overall public – favor an investigation.

The world today has the largest population of young people in history, yet tragically, far too many of these youth are unlikely to live past the age of 30. Worldwide, youth aged 15 to 29 make up more than 40 percent of all homicides, while millions more fall victim to nonfatal violent crimes. Three organizations—the Chicago Council on Global Affairs, the University of Chicago Urban Labs, and the World Bank—convened approximately 30 leaders in Chicago from Argentina, Brazil, Colombia, Jamaica, and other Latin American and Caribbean countries and the United States working on the front lines of urban youth violence prevention. Current immigration policies and systems play an important role in protecting citizens. Federal immigration agencies are a central component of the Department of Homeland Security (DHS). Working in collaboration with federal intelligence agencies and local law enforcement at home and foreign governments abroad, the immigration system has become much more sophisticated and effective since DHS was created in 2001. Apprehensions of unauthorized immigrants along the border are at the lowest levels seen in decades. Screenings used to vet visitors, immigrants, and refugees have increased in complexity and efficacy. Programs that remove criminals from the country now increasingly prioritize enforcement resources to address public safety and security threats.

his retrospective assessment argues that despite the arrival in office in 2009 of a president who articulated the case for Palestinian rights more strongly and eloquently than any of his predecessors, U.S. official policy in the Obama years skewed heavily in favor of Israel. While a negotiated two-state resolution of the conflict between Israel and the Palestinians continued to be the formal goal of the United States, Israel’s defiant refusal to stop settlement expansion, the administration’s determined actions to perpetuate Israeli impunity in international fora, as well as the U.S. taxpayer’s hefty subsidy of the Israeli military machine all ensured that no progress could be made on that score. The author predicts that with all hopes of a negotiated two-state solution now shattered, Obama’s successor will have to contend with an entirely new paradigm, thanks in no small part to the gathering momentum of the Boycott, Divestment and Sanctions (BDS) movement.

The 2016 electoral campaign outcome came like a complete bolt out of the blue for the American establishment, including the ruling elites, as well as academics, journalists, and other groups safeguarding the elites’ interests. Ironically, the showy campaign and the scandalous behavior of US billionaire and TV star Donald Trump, now 45th President-elect, overshadowed the fact that such a candidate per se exposed a deep systemic crisis in American society. Both the general public and professionals had overlooked the phenomenon. The crisis is caused by the exhausted potential of the US political and socio-economic system, which took shape in the 1960s and is over 50 years old. That is why the problems that the campaign laid bare will not merely fade away after the elections.

Despite the general impression that the US president-elect Donald Trump has given us very little clue to predict his foreign policy doctrine, a guiding framework behind his scattered statements does exist. In this DIIS Policy Brief, Senior Researcher Vibeke Schou Tjalve takes a closer look at the surprisingly consistent philosophy of power and interest that Trump has aired during the past two decades. Trump is labelled a ‘nationalist’ and an ‘isolationist’. These are understandable labels, and yet: Trump is not your classical cultural-conservative nostalgic with deep veneration for old alliances or shared norms. His American nationalism does not linger on the memories of the New World European roots. Rather, it is founded on a deeply Darwinist conception of the world as a cutthroat competition, in which raw strength - not cultural characteristics – matters. As such, Trump will have no sentimentality for NATO or Europe, and he will view the world through largely value-neutral eyes. This leaves Europe with a defining set of questions, and to influence a Trump presidency, we should understand and appreciate this not-so-simple nationalism, Tjalve writes.

Daniel S. Markey's recent book constitutes an impassioned plea for sustaining a strategic relationship with Afghanistan even as the United States seeks to disengage itself from that country. Markey makes a plausible argument for maintaining this relationship, given the significant stakes that are involved. Previously, women's historians have endeavored to keep women central in the story of personal politics. Corrine M. McConnaughy, however, focuses on the inner workings of state legislatures that have had the most power to define the electorate, and shows that analysis of partisan politics in state legislatures fills the gaps in previous histories without pushing women out of women's history. Women's ability to build coalitions with groups outside of their initial identity group, which took considerable effort, began to bear fruit by the early 1900s. She describes two scenarios under which male state legislators considered expanding the voter base to include women: strategic enfranchisement and programmatic enfranchisement. The former implied that a major political party would find it advantageous to add women voters to the rolls. Growing rates of antimicrobial resistance (AMR) pose a threat to public health that could undo many of the medical advances made over the last seventy years, eroding the global medical safety net and posing a significant threat to national security. Diseases once eliminated by a single course of antibiotics show drug resistance, often to several different classes of drugs. Some of the implications of increasing rates of AMR are intuitive, such as longer duration of illness, extended hospital stays, and higher rates of mortality. But other effects of a postantibiotics world are less obvious, such as the inability to perform life-saving operations or the ability for a simple scratch on the arm to kill. Humanity could soon find itself living in a reality in which communicable diseases such as tuberculosis, cholera, pneumonia, and other common infections cannot be controlled. This potentially catastrophic problem still can be abated, and the global health community, including the World Health Organization (WHO), has highlighted AMR as a priority in global health. But all sectors of the international community, not simply those in public health, need to take immediate steps to reverse the current trends and eliminate the systematic misuse of antimicrobial drugs, especially in livestock, and restore the pipeline of new antimicrobial drugs. The significant health and economic costs of AMR are difficult to quantify due to incomplete data that often underreports the extent of the problem, since there are no standard metrics or consensus on methodology to measure rates of AMR. But even the piecemeal statistics that exist paint a bleak picture. In a 2013 report, the US Centers for Disease Control and Prevention (CDC) reports at least two million Americans acquire serious infections to one or more strains of AMR bacteria annually, and at least 23,000 people die of these infections.1 A 2008 study estimated the excess direct costs to the US medical system attributable to AMR infections at $20 billion, with additional estimated productivity losses to be as high as $35 billion.2 With the increase in resistant infections and continuing rise in medical costs, the cost to the American medical system no doubt also has increased. This trend is not a uniquely American problem; it is truly global in scope. The European Union (EU) reports about 25,000 deaths annually due to drug-resistant bacteria, at an overall, combined cost of $2 billion in healthcare costs and productivity losses.3 There were over 14.7 million incidents of moderate-to-severe adverse reactions to antibiotics each year between 2001 and 2005 in China. Of these, 150,000 patients died annually.4 The most recent available data on China estimates that treatment of AMR infections during that same time period cost at least $477 million, with productivity losses of more than $55 million each year.5 A 2005 study of the United Kingdom (UK) found that the real annual gross domestic losses due to AMR were between 0.4 and 1.6 percent.6 Although slightly outdated, this estimate may be a useful guide in assessing the global impact of AMR, and given the trend of increasing resistance, it is likely that the impact will also increase accordingly. That said, it is prudent to repeat that the disparities in the quality of data reporting standards across China, the United States, the United Kingdom, and the European Union make it difficult to directly compare the severity of the impacts AMR has on each entity. The primary cause of AMR globally is antibiotic overuse and misuse, be it from doctors inappropriately prescribing antibiotics to treat viral infections or individuals seeking over-the-counter antibiotics for self-treatment. But another driver, less obvious than overuse in humans, is the use of antimicrobials in livestock, and the ratio of use in animals as compared to humans is astounding. In the United States, about 80 percent of all antibiotics are consumed in either agriculture or aquaculture. Generally, these drugs are administered to livestock as growth promoters and are medically unnecessary. Resistance in livestock quickly spreads to humans, and many community-acquired infections are the result of a contaminated food supply. Although most infections are acquired in the community, most deaths attributed to resistant infections occur in healthcare settings, and healthcare-acquired (or nosocomial) infections are another driver of AMR. At this point, AMR does not pose an immediate and direct threat to national security. Rather, this is a creeping global security crisis. If current trends continue, these drugs upon which the world relies will lose effectiveness. The gains made in fighting infectious diseases will be reversed, and a wide range of routine surgeries and easily treatable infections will become much more dangerous and deadly. This will cause the health of the world's working population to deteriorate, and the economic productivity and social cohesion of the globe to decline. At any time, a “black swan” event—triggered by an outbreak of drug-resistant tuberculosis, cholera, or pneumonia, for example—could prove catastrophic, endangering the fabric of societies and our globalized economy, forcing a stop to international trade and travel to prevent further spread. The issue of AMR is a tragedy of the commons in which individual incentives lead to the overuse and eventual destruction of a shared resource. International cooperation is required to walk back from this ledge and avoid a postantibiotics world, even though it is impossible to completely reverse the damage already done.

195. European Defense Trends: Briefing Update

The European defense market, though impacted by lethargic economic growth and painful fiscal austerity measures, continues to be a driver in global defense. Five of the fifteen biggest military spenders worldwide in 2013 were European countries, and Europe remains a major market for international arms production and sales. Surges in military spending by Russia, China, and various Middle Eastern countries in recent years has augmented the defense landscape, especially as European countries in aggregate continue to spend less on defense and the United States embarks on a series of deep-striking budget cuts. This report analyzes overall trends in defense spending, troop numbers, collaboration, and the European defense and security industrial base across 37 countries. To remain consistent with previous reports, this briefing utilizes functional NATO categories (Equipment, Personnel, Operations and Maintenance, Infrastructure, and Research and Development) and reports figures in constant 2013 euros unless otherwise noted. Many of the trends identified within the 2012 CSIS European Defense Trends report continued into 2013, namely reductions in topline defense spending, further cuts to R spending, and steadily declining troop numbers. Though total European defense spending decreased from 2001-2013, with an accelerated decline between 2008 and 2010, select countries increased spending2 between 2011 and 2013. Collaboration among European countries has decreased in the R category; however, it has increased in the equipment category – indicating increased investment in collaborative procurement. Defense expenditure as a percentage of total government expenditure has decreased across Europe from 2001-2013 with the exceptions of Albania and Estonia. An updated CSIS European Security, Defense, and Space (ESDS) Index is included within this report and exhibits a shift in geographic revenue origin for leading European defense firms away from North America and Europe and towards other major markets between 2008 and 2013. Finally, a brief analysis of Russian defense spending is included in the final section of this report in order to comprehend more fully the size and scope of the European defense market within the global framework. In 2013, Russia replaced the United Kingdom as the third largest global defense spender, devoting 11.2 percent of total government expenditures to defense. This briefing report concludes with summarized observations concerning trends in European defense from 2001 to 2013. CSIS will continue to follow and evaluate themes in European defense, which will appear in subsequent briefings.

If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

The ideal of equality of opportunity looms large in American history. It is the core tenet of the American dream, promising advancement for everybody willing to work hard and abide by the rules. More generally, it is the benchmark against which the success or failure of the economy's role in promoting the public good is evaluated. As long as a priori equality of opportunity for those participating or looking to participate in economic life is a given, unequal outcomes are justified and even necessary in keeping this virtuous cycle alive. Thus explains Americans' skepticism towards overtly redistributive policies to rectify unequal economic outcomes. A fitting example is the Joe Wurzelbacher aka 'Joe the Plumber', incident involving then presidential hopeful Barack Obama. When prompted about his tax policy proposals, Barack Obama's stated intention of 'spreading the wealth around' did not sit well with most Americans; not even with members of his own party. If public opinion indicates a rejection of government redistributive policies, does that amount to a public unfazed by rising levels of income inequality?

The presumption of this literature has been, for the most part, that the winds of normative change blow in a progressive direction, toward greater or more stringent normative control of individual or state behavior. American extended deterrence commitments span the globe. Despite extensive research on the causes of deterrence successes and failures, evidence of which US allies find what extended deterrence commitments credible is elusive. This article utilizes interviews with former Australian policy-makers to analyze the credibility of the United States to defend Australian forces during the 1999 INTERFET intervention in East Timor. While there was no direct threat to Australian sovereignty, the episode stoked concerns in Canberra regarding the willingness of Washington to come to Australia's assistance. The Howard government coveted a US tripwire force presence, and the Clinton administration's unwillingness to provide this raised serious concerns among Australian political elites about the alliance. While this says little about the separate question of whether Washington would use nuclear or conventional weapons in defense of Australian sovereignty, the Timor case indicates the existence of an extended deterrence credibility deficit regarding the more probable low-intensity conflicts that Australia finds itself in.
