The U.S. Department of State’s International Visitor Leadership Program, or IVLP, is often referred to as the “gold standard” of exchange programs th within the public diplomacy community. The program celebrated its 75 anniversary in 2015, and more than 200,000 International Visitors have engaged with Americans through the IVLP, including more than 505 current or former Chiefs of State or Heads of Government,1 since its inception in 1940. Margaret Thatcher, Hamid Karzai, and Indira Gandhi, to name just a few, are alumni. But with recent budget constraints and the need to demonstrate immediate, results-driven programming, the State Department’s Bureau of Educational and Cultural Affairs (ECA) is placing greater emphasis on its most flexible rapid-response exchanges. Among those programs is the highly adaptable and policy-responsive option: the IVLP On Demand. So how does it differ from the original model, how does it compare, and how might it help show results more quickly?

Throughout the world, citizens are increasingly flexing their muscles and shaping their governments’ decisionmaking on domestic and foreign affairs. Expanded access to information, facilitated by new media and communication technologies, has greatly empowered nonstate actors and strengthened their role in international politics. In this environment, the U.S. government cannot afford to solely engage in state-to-state diplomacy. The new global landscape requires foreign ministries and diplomats to go beyond bilateral and multilateral diplomacy and broaden and deepen relationships with a broad and diverse range of actors. The public diplomacy (PD) toolkit of informational, educational, and cultural programs is central to this objective by creating and maintaining relationships with influential leaders and opinion-makers in civil society, commerce, media, politics, and faith communities worldwide. This paper attempts to capture the lessons that the U.S. government and PD experts have learned over the past eight years in applying PD tools in order to chart an effective course for the incoming administration.

Given the unprecedented turmoil and uncertainty afflicting the Middle East, the new administration will need to devote particular care and urgency to understanding the essence of America's interests in the region, and applying clear principles in pursuing them. If Washington is to secure an Iranian nuclear deal that is sustainable and advances American interests, it must make several adjustments to its diplomatic strategy. The Iran nuclear talks are set to resume in Vienna today, with the aim of reaching a long-term agreement to succeed the first-step "Joint Plan of Action" (JPOA). Negotiating an agreement that advances U.S. interests will require the Obama administration to deemphasize political battles in Washington and focus on the larger issues at stake, such as Iran's regional activities and the ultimate fate of the nuclear program. It should also endeavor to transform its fractious array of domestic and international allies from a weakness into a strength. Despite their tactical differences, these allies share an interest in preventing Iran from obtaining nuclear weapons, as well as avoiding a military conflict and promoting regional stability and global nonproliferation.
