Abstract:
The debate around viable global governance has become increasingly topical, particularly from the perspective of countries in the Global South. Concerning Africa, despite the continent’s quest to reform the United Nations Security Council (UNSC), existing research has failed to comprehensively address the topic. Consequently, this article explores the arguments and challenges surrounding Africa’s drive to secure a permanent voice in the UNSC. It argues that despite the enduring legacies of colonialism, neocolonial interventions, and being the primary concern of the UNSC agenda, Africa’s claim for fair representation in the Council remains. The article attempts to address the research gap and contribute to the existing debate by examining why Africa has failed to be represented in the UNSC. Africa’s collective initiative towards reforming the UN system is instrumental in ensuring inclusive and sustainable global governance. Nonetheless, Africa’s insistence on immediate and full veto power for new entrants and its demand for representation merely through numbers inside the UN are unfeasible.

Abstract:
The United Nations (UN) sanctions against North Korea are weakened by structural evasion techniques and weak enforcement. The African continent is a crucial node in the global illicit networks of North Korea. This paper examines three motives for African states to cooperate with North Korea, with a particular focus on the context of southern Africa: historical affinity (reciprocity), the practical issue of maintenance dependency (necessity), and the presence of weak enforcement regimes (opportunity). Based on a deep reading of UN Panel of Experts reports, academic literature and policy papers, novel archival material, and an interview with a defected North Korean diplomat, this paper argues that solutions to strengthen the sanctions regime can be successful only if they are grounded in African initiatives.

Abstract:
Eritrea was the only African country to vote against the UN General Assembly (UNGA) resolution on 2 March condemning Russia’s invasion of Ukraine. Although this voice was isolated, Eritrea has become the informal representative of a larger group of states on the continent critical of the West. The possible enlargement of this pro-Russia bloc will depend on the financial and military ability of Russia to remain active in Africa.

5. The Impact of Women Peacekeepers on Public Support for Peacekeeping in TroopContributing Countries

Abstract:
There are several common assumptions about how women peacekeepers may impact public opinion in the countries from which they deploy. Women peacekeepers may boost public support for peacekeeping by increasing the perceived legitimacy of peacekeeping missions. They may also boost public support for women’s rights by challenging norms around the roles women should perform. Finally, there is a belief that the death of women peacekeepers could decrease support for peacekeeping. Drawing on two rounds of online public surveys in India and South Africa, this issue brief tests these assumptions. It also draws on an additional survey of UN member-state representatives in New York to understand how decision makers believe the deployment of women alters public support for peacekeeping. Overall, the surveys revealed relatively high levels of support for peacekeeping in both India and South Africa. Moreover, member-state representatives in New York indicated that they not only value public opinion on peacekeeping and consider it when making deployment decisions but also believe that the deployment of women peacekeepers increases support for UN peacekeeping. However, differences between the surveys of the two countries underscore that women peacekeepers may be perceived differently by the public in different contexts and may not always increase support for peacekeeping or women’s rights. Therefore, scholars and policymakers within national governments and the UN should consider how the deployment of women may interact with other social, cultural, and political norms and practices to moderate how the public will perceive and react to women peacekeepers.

Abstract:
The United Nations Mapping Report on the Democratic Republic of Congo (DRC) is a powerful reminder of the gravity of the crimes committed in this country. This report found that the period between March 1993 and June 2003 is probably one of the most tragic chapters in the recent history of the DRC. A string of major political crises, wars and multiple ethnic and regional conflicts killed millions of people. However, since the publication of this report there has been a shocking lack of justice for the victims because the Congolese justice system has been ineffective in prosecuting the perpetrators. This article is a valuable contribution to ending impunity in that it proposes an alternative approach to justice. This is based on restorative values and principles, such as the Baraza indigenous restorative justice mechanism. This provides justice to victims, restores peace and reconciliation in the region and, most importantly, holds perpetrators accountable for the crimes and human rights violations they have committed.

7. Disinformation against UN Peacekeeping Operations

Abstract:
Over the past few years, a growing barrage of disinformation has targeted UN peacekeeping operations, particularly the missions in the Central African Republic (MINUSCA), Mali (MINUSMA), and the Democratic Republic of the Congo (MONUSCO). This includes false allegations that UN peacekeepers are trafficking weapons to armed groups, supporting terrorists, and exploiting natural resources. This disinformation makes it harder for peacekeeping operations to implement their mandates and has put the safety of peacekeepers at risk. This paper provides an overview of the recent rise in disinformation against MINUSCA, MINUSMA, and MONUSCO. It also examines how these three peacekeeping operations have been addressing disinformation and the challenges they have faced. While these initial efforts have tended to focus on strategic communications, disinformation is not only a strategic communications issue; it affects all mission components, and effectively tackling it requires situating it in the broader political context and understanding its drivers. This paper offers the following questions the UN Department of Peace Operations and individual missions could consider as they develop policies, guidelines, structures, and activities to address disinformation: How can missions develop a cross-cutting, strategic approach to disinformation? Disinformation is more than a technical or tactical issue; it is a political and strategic issue that requires the proactive attention of mission leaders. How can missions better monitor and analyze disinformation both online and offline? Monitoring disinformation is critical not only so missions can address it; tracking rumors also has intrinsic value by helping missions better listen to and understand the sentiments of local populations. How can missions respond to disinformation more quickly? For many UN personnel, the slowness of the UN response is one of the biggest challenges inhibiting their efforts to address disinformation. How can missions reshape anti-UN narratives? Anti-UN disinformation is woven into a broader anti-UN (and anticolonial) narrative that is grounded in both great-power politics and legitimate public grievances. In countering individual falsehoods, missions should consider whether and how they could also respond to this broader narrative. How can missions contribute to a healthier information environment? From the perspective of civil society, the most important shift the UN can make would be to focus more on supporting local journalists. Does the scale of the problem call for a more decisive shift in approach? Any shift in approach should be premised on the principle that under no circumstances should missions respond to disinformation with disinformation of their own.

8. The United Nations Children and Armed Conflict Agenda: Integrating Child Protection Issues and Children’s Voices in Peace Processes

Abstract:
One in five children lives in a country affected by conflict (Save the Children 2019). Despite concerted international and national efforts to protect children, these 415 million children face grave human rights violations that continue to rise. More political will and resources are needed from governments and parties to the conflict to prevent such violence against children and protect children in armed conflict. However, research confirms that out of 431 ceasefire and peace agreements, less than 18 percent of peace agreements included child protection provisions (Watchlist on Children and Armed Conflict). Often, peace-related documents that mention child protection issues do not mention integrating children's participation into peace processes, which is essential to understanding and addressing children's needs during and after the conflict. To end the cycle of violence against children, a paradigm shift must be made in the way peace agreements address children’s issues and rights. Guided by the “Global Policy Paper on Youth Participation in the Peace Process,” commissioned by the United Nations Envoy on Youth, this paper recommends that mediators and child protection actors employ three integrated but non-hierarchical layers for including child protection issues and children’s participation in the peace process: “in the room,” “around the room,” and “outside the room” of formal peace negotiations. This multi-layered, inclusive approach may help achieve the desired results: preventing violence against children and reaching a sustainable peace.

9. Walking a Tightrope: The Transition from UNAMID to UNITAMS in Sudan

The UN’s transition in Sudan started out in 2014 as a process to close the African Union–United Nations Hybrid Operation in Darfur (UNAMID) in the face of waning international support and overwhelming pressure from an autocratic regime. But in 2019, Sudan’s revolution and ongoing political transition radically transformed how the UN engages with Sudan. UNAMID’s closure in December 2020 and the start-up of a new special political mission, the UN Integrated Transition Assistance Mission in Sudan (UNITAMS), now constitute one of the most complex reconfigurations the organization has ever attempted. This paper examines the ongoing UN transition in Sudan, focusing on the establishment of UNITAMS and UNAMID’s exit from Darfur.The paper evaluates the transition across four themes pertinent to the transition of UN peace operations: the creation of a shared political vision for the transition, national engagement in the process, efforts to comprehensively plan the transition, and the dynamics of international financial support and partnerships. In order to sustain the UN’s reconfiguration in Sudan while supporting Sudan’s own political transition, the UN should consider the following: Articulating a forward-looking political compact with Sudan to guide UN support to the political transition; Rapidly expanding support for urgent peacebuilding and protection priorities in Darfur; Continuously evaluating the UN’s operational presence and substantive impact outside of Khartoum; Encouraging the Sudanese government to provide regular updates on the implementation of the Juba Peace Agreement and its national protection of civilians plan; Providing frequent, detailed assessments of UNAMID’s drawdown and liquidation; Undertaking a nationwide campaign to raise awareness of UNITAMS; and Considering additional reforms to the UN’s peace and security pillar on mission planning processes. In addition, to support the efforts of the UN and the Sudanese transitional government, UN member states could consider the following: Increasing financial support to coherently address Sudan’s peacebuilding and development needs; Maintaining a close relationship between the UN Security Council and the AU Peace and Security Council on Sudan; and Sustaining international attention on Sudan’s transition and maintaining UN support.

Human migration is a peaceful means of sustaining individuals' lives and promoting social success. However, it is also a human security issue that shows no sign of resolution. According to the Office of the United Nations High Commissioner for Refugees (UNHCR), more than eight million people worldwide had been forcibly displaced as of mid-20201. Even during the coronavirus pandemic, forced displacement resulting from persecution has been reported in Syria, the Democratic Republic of the Congo, Mozambique, Somalia, Yemen and other countries in the region of Africa commonly referred to as "the Sahel".
