Abstract:
Morocco is a diverse country that has yet to come to terms with its own black population and the impact of centuries of the trans-Sahara slave trade. Diversity, the history of slavery in Morocco, and the racism that is generally inherent in post-slave societies are not openly discussed and often denied by non-Blacks. This paper examines the efforts of black Moroccans to tell the stories of racial discrimination against them as a first step in an attempt to raise awareness, pierce the taboos and end the denial surrounding anti-black racism in Morocco.

Abstract:
On 1 November 2020, Algerians will vote in a referendum on a new constitution proposed by current President Tabboune. Algeria’s successive constitutions have historically overlooked the country’s diversity. This paper argues that this latest constitutional process was a missed opportunity to encourage peaceful and meaningful exchanges between the country’s different groups, ultimately worsening tensions between both secularists and Islamists and between Arabists and Berberists. It calls on civil society actors to challenge the grip of the central authorities over the identity debate and to initiate a much-needed societal dialogue.

Abstract:
Anyone who cares about transitional justice in the Middle East and North Africa (MENA) faces a daunting task. How to address the past when the present is in great upheaval? How to tackle yesterday’s wars and violations when new ones—often worse—are occurring today? Practitioners have long recognized that transitional justice is a slow and nonlinear process that requires patience and long-term planning. Setbacks are expected along the way but, in the end, there is the promise or assumption that “if you keep at it, you will eventually get results.” But is this assumption still valid in the MENA region? Are existing transitional justice efforts succeeding in laying the groundwork for a better future, or are they being washed away by new rounds of violence and repression? The issue is both conceptual and pragmatic. On one level, there is the question of whether a society can start addressing the traumas of the past while simultaneously dealing with new traumas, often caused by new actors. On another level, there is the question of what sort of transitional justice processes and institutions can deal with the past, while also being able to adapt to an ever-shifting present. The challenges are immense and there are no easy answers. Here, I highlight the need for further research on transitional justice processes in the MENA region, with a focus on recent years of upheaval. Two fundamental questions emerge: (i) how to reconcile past and current claims; and (ii) how to accommodate ever-changing sources of legitimacy, given the increasing hollowness of state structures in the region.

While their working conditions are already known for being dire, the public health crisis has compounded their economic and social insecurity. This paper discusses the systemic exploitative treatment of female agricultural workers, the state’s inability so far to protect them, and how local NGOs are helping to improve their lives.

Abstract:
The killing of George Floyd in Minneapolis, USA, in May 2020 prompted a global surge of demonstrations in solidarity with the “Black Lives Matter” movement and has ushered in one of the most significant and wide-reaching anti-racism movements in recent history. While much of the world is slowly coming to terms with the painful racial histories that fuel present-day discrimination and tensions, the issue of racism in MENA and the region’s role in the slave trade have long been left either unacknowledged or explicitly denied. This denial reinforces entrenched systems of oppression, marginalization, and social exclusion with wider implications on the lives of MENA communities. Societies from Rabat to Sana’a are not as inclusive as they claim to be. Deeply ingrained racial prejudices continue to be a source of suffering and marginalization for diverse minorities, including black communities. Despite the recent growth of interest in anti-racism in MENA, scholarly and literary work on the subject remains sparse, and history books have either glossed over the plight of black people in the Arab region or ignored the part they play in the region’s social dynamics. As part of an effort to promote more regional discussions on the issue and our commitment to fight discrimination in the region, the Arab Reform Initiative is putting together a series of papers (as part of our Bawadar series) on anti-Black racism in MENA in an attempt to raise awareness about anti-black racism in Arab countries and highlight the mobilization that is taking place by anti-racism activists in the region. As a part of this effort, we are also compiling this reader list to draw attention to key academic and artistic works (in English, French and Arabic), but also to bring and keep the issues of anti-black racism at the forefront of public debates and actions. This list – although not exhaustive – presents works chronicling the history of Black communities in MENA, Afro-Arab experiences, and anti-Blackness in the region. We aim to regularly update it to highlight new authors and works. Although street theatre succeeded in establishing itself as an artistic genre in Egypt in the 2000s, the rising restrictions on freedom of expression and assembly have forced street performers to silence in recent years. Through a series of interviews with artists, this paper addresses the factors that enabled the rise of street theatre, the process of politicization of some of its pioneers, as well as the causes that led to its fall.

On March 6, 2020, India secured the distinction of ob‐ server status to the Indian Ocean Commission (IOC), an association that consists of five Indian Ocean states—Mauritius, Seychelles, Madagascar, Comoros, and Réunion (France). New Delhi is now formally clubbed in the IOC along with the four other observer countries of China, Malta, the European Union, and the International Organisation of La Francophone (OIF). What does this mean for India’s power play in the Indo-Pacific? ​ Fundamentally, inclusion in the IOC points to a more serious structural maritime engagement for India in the Western Indian Ocean region. The IOC is a key grouping working to foster cooperation on both traditional and non-traditional security matters of the Western Indian Ocean, which connects the Southeastern Coast of Africa with the mainstream Indian Ocean. In other words, this association opens the gateway for a more formal "continental connection" between India and the Eastern African coastal countries bordering the Indian Ocean. It not only enhances India’s stature as a rising maritime power in the Western Indian Ocean, but also exemplifies India’s security-based desire for institutionalized association with countries in the region. Earlier this month, on 18 June, Burundi swore in Évariste Ndayishimiye as the country’s new president, nearly one month after winning a contested election against Agathon Rwasa and other opposition candidates. The accelerated inauguration process followed the unexpected death of President Pierre Nkurunziza on 8 June. Amidst this rapid transition – initially set to take place in August – Burundians and the international community are waiting to see if the new government will seize upon this unique moment in the country’s history. Al-Shabaab’s recent attack targeting Somalia’s head of the military is the latest indication of the Islamist militant group’s growing confidence in its battle for control of the war-torn country in the Horn of Africa. Al-Shabaab, the al-Qaeda affiliate in East Africa, has been waging a deadly insurgency in the country for 14 years. Its weapons of choice have ranged from improvised explosive devices (IED) and vehicle-borne improvised explosive devices (VBIEDs), to deploying suicide bombers to target security forces, public installations, and government officials. Its war is largely asymmetrical, where it also relies on hit and run attacks, assassinations, and grenade attacks.

1163. Christian missions and anti-gay attitudes in Africa

Abstract:
We argue that colonial Christian missions had a long-term impact on anti-gay attitudes in Africa. We use a geo-coded representative survey of African countries and the location of historical Christian missions to estimate a significant and economically meaningful association between proximity to historical missions and anti-gay sentiments today. Using anthropological data on pre-colonial acceptance of homosexual practices among indigenous groups, we show that the establishment of missions, while nonrandom, was exogenous to pre-existing same-sex patterns among indigenous population. The estimated effect is driven by persons of Christian faith and statistically indistinguishable from zero on samples of Muslims, nonbelievers, and followers of traditional indigenous religions. Thus, we argue that our results are indicative of a causal effect of missionary religious conversion to Christianity.

This study aims to reveal the situation of small-scale family businesses that are looking for a market in Western and North African countries and want to realize their growth strategies in this region, and to develop solutions for their growth problems. For this purpose, the market development stages of the selected ABC Company were evaluated within the scope of action research. One of the researchers worked in the company within the scope of UPEP (Üniversiteden Pazar Elçiliğine Projesi -From University to the Market Ambassador Project) in the field to conduct action research, while the other researcher supervised the process academically. Inherent in action research is an approach to find a solution to the problem of the unit that is the subject of the research. The researchers analyzed the market search and development strategies of the company subject to the research and seek solutions for their growth problems. As a result of the research, it is concluded that the example ABC Company, which wants to be effective in these markets, will follow the stage model while opening up to international markets, and will be more effective in terms of penetration into the market. The literature that this result is suitable for small-scale family businesses that are in search of similar support has been supported.

Abstract:
There are contradicting arguments in the literature examining the influence of foreign investment on economic growth in Sub Saharan Africa. Some researchers claim that high level of volatility, rising current account deficit, lack of developed financial markets and low quality of regulatory framework would generate economic losses for developing countries in Sub Saharan Africa when they liberalized their capital flows. However, some studies focus on growth enhancing effect of foreign investment to be a remedy for low capacity of accumulated savings in Sub Saharan Africa. The current study brings new evidence about the role of foreign portfolio investment and foreign direct investment on economic growth for countries in Sub Saharan Africa. Due to the endogenenity issue, we have used panel VAR methodology to estimate three simultaneous equations system. By analyzing 25 Sub Saharan African countries over the 1990-2016 period, we found that foreign direct investment and foreign portfolio investment are complements and they have positive significant impacts on economic growth.

Five years have passed since the UN global mandate on preventing violent extremism (PVE) was launched and rapidly adopted by the Horn of Africa (HoA) countries. Since then, mostly small and medium international organizations funded by foreign, largely Western, donors have pioneered work in this space. Notably, the African Union (AU) Peace & Security Council has tried to lead the region’s path to PVE – it has championed the inclusion of youth and called for gender mainstreaming in programming. The AU has also attempted to connect East and West Africa’s lessons learned in combatting violent extremism. Yet, challenges remain with regard to implementing both regional and international PVE-related commitments.

The Central African Republic (CAR) could be a case of hope. After years of violence, the main armed groups and the government signed a peace agreement last year. At the end of 2020, elections are set to take place that could strengthen the democratic credentials of the country and grant its institutions the legitimacy needed to rebuild the state. As surveys have shown the populace is tired of the armed groups scattered (and fighting) throughout the country and demand the return of the state. The state is building up its army and deploying troops across a growing part of the country’s territory with the help of international actors. However, the restoration of state authority in the CAR remains unlikely. The state’s history is one of neglect, meaning there remains little to be “restored” and much to be built in the first place. Whether the state is willing and able to live up to the population’s demands is questionable. The military approach to state authority restoration and the integration of armed actors risks marginalizing the calls for an emphasis on public services. Locals hope for the return of the state—and one that is robust and caring. The reality of a militarized and inefficient state would shatter these hopes.

1170. “Sweat is invisible in the rain”: Civilian Joint Task Force and counter-insurgency in Borno State, Nigeria

Political, ethnic and religious conflict has given rise to insurgency groups employing a variety of strategies worldwide. In Nigeria, civilians in strife-torn Borno State have formed a number of counter-insurgency (COIN) groups, among which the Civilian Joint Task Force (CJTF) has emerged as a major player. The group began in 2009 as a simple call for volunteers, and now numbers over 26 000 men and women. While research has been conducted on other COIN groups, little is known of CJTF. Concerns have been raised about the CJTF metamorphosing into an ethnic militia, accused of human rights abuses, robbery, rape and hooliganism. Despite these reported atrocities, local people support them, regarding them as unsung heroes. The study investigates the group’s potential as a useful counter insurgency measure, using David Galula’s COIN theory to analyse the group’s actions and to contest the dualistic understanding of conventional vs unconventional, local peacebuilding approaches. The study adopts a qualitative, ethnographic methodology, locating the research in the context of global development and security discourse. The study aims to establish the value of the CJTF COIN group, to position unconventional local COIN as a viable complementary to conventional methods and to proffer clues as to how security initiatives may more successfully combat Islamic insurgency in Nigeria. The study employed both primary and secondary data. Field work for the study was carried out for six months between 2018 and 2019 in Maiduguri Metropolis and its environs in Borno State.

The aim of the article is to present the characteristics of airstrips used by Polish and allied aircraft during military operations in Chad and Afghanistan. The main goal is to examine their organisation and the management of air traffic by Polish ATC staff as well as to answer the question: How did Polish controllers plan the air operation? Answers to this question were sought through empirical and theoretical research. The theoretical methods were a study of literature (analysis, synthesis, abstraction, generalisation, interpretation, analogy and comparison). The empirical method – “opinion poll” took the leading role, which used different techniques conducted in a tested environment to gather the data (interviews with experts and an ex post facto experiment). Consequently, the article looks at the method of planning and preparing air operations and the rules of air traffic organisation in the area of responsibility of Polish controllers. The selected issues discussed herein include the rules of airspace segmentation, the adopted air traffic control solutions and the landing zone infrastructure used. All in all, the experience discussed herein constitutes valuable information regarding air traffic security and may prove helpful in organising landing zones and preparing air personnel for future operations conducted by Polish and allied Military Contingents at home and abroad.

1172. Participation of V4 countries in African peacekeeping missions

The article explores the peacekeeping activities of Poland, Hungary, the Czech Republic and Slovakia and the characteristics of their activities on the African continent. The paper examines the African peacekeeping missions carried out by Visegrád countries. The study uses comparative scientific literature and analysis of statements released by these governments and other papers and studies related to the African peacekeeping missions. In addition, I used my own experience from my previous African peacekeeping/peace support missions, and the lessons learned from other African operations published in my previous book about Hungarian peacekeeping missions. In summary, of the Visegrád states with differing levels of training and equipment, Poland was the most active in peace operations in Africa and in the lead, followed by the Czech Republic and Hungary, while Slovakia was the least involved in the African continent. This trend is, moreover, in line with the involvement of the above countries in Africa to date. Although these states cooperate in several areas, this is not the case for African peace operations, although cooperation in this area would be important. The research examines the background to the activities of the V4 countries in peace operations in Africa. The study is particularly important in view of the fact that, for a number of reasons (migration, terrorism), the V4 countries are preparing for greater engagement in Africa, one area of which is peace-support operations.

Abstract:
This study explores the trends, patterns and drivers of recent debt accumulation in Sub-Saharan African countries with a view to sheding light on possible strategies to minimize adverse effects on the economies and ensure sustainable development financing. This is in light of concerns about a possible ‘looming debt crisis’ in the developing world, which have been exacerbated by the Covid-19 pandemic. The analysis in this study is based on existing data, supplemented by detailed information obtained from government sources for the cases of Ghana, Kenya, and Uganda. The evidence shows that Sub-Saharan African countries have experienced rapid accumulation of both domestic and external public debt since the 2008 global financial crisis. Governments have resorted increasingly to non-concessional borrowing and high-cost private short-term loans including Eurobonds, which has contributed to increasing the overall cost of debt servicing. The debt sustainability analysis by the IMF/World Bank completed before the Coronavirus pandemic suggested that debt ratios in SSA would stabilize or decline by 2023, assuming that appropriate fiscal consolidation plans are implemented and that most drivers of the debt acceleration dissipate in the medium term. With the Covid-19 pandemic, debt ratios in SSA are likely to rise and would only stabilize at a much later period if African economies are hit with a full-blown crisis as witnessed by advanced economies. Most importantly, the coronavirus crisis will exacerbate debt distress in countries that were already in weak conditions. It is imperative for Africa’s creditors and the donor community in general to assist African countries in combatting the pandemic and minimizing its impact on the economies by alleviating the debt burden through an expanded debt relief and a robust debt restructuring program. Going forward, given that African countries need high levels of financing to reach sustainable development goals, they must devise a strategy for ‘growing with debt’ in the post-crisis period. The paper offers some suggestions to achieve this goal.

The cocoa sector has been at the heart of Côte d'Ivoire economy since independence. The country has become the largest producer of cocoa in the world (40%). In the two first decades of independence, impressive economic growth was fueled by cocoa exports. But the Ivorian miracle evaporated after the collapse of cocoa prices and the debt soaring. The country plunged into a serious economic crisis, followed by a political crisis that culminated in civil war in the early 2000s. The primary commodity sector in Côte d’Ivoire has been highly vulnerable to illicit financial flows. Large and persistent discrepancies between Côte d'Ivoire’s cocoa export statistics and the cocoa import statistics of major partners such as the Netherlands, Germany and France are indicative of substantial capital flight through export misinvoicing. With a focus on the four major periods in Ivorian political history, this paper analyzes the trend of illicit financial outflows in the cocoa sector, the mechanisms of resource rent capture and personal enrichment that fuel them, the key national and foreign players, and their ongoing responsibilities. Under the Houphouët-Boigny regime (1960-1993), through the management of the country’s Agricultural Product Stabilization and Support Fund, the president had full control over the cocoa sector and used it to enrich himself and his associates. He and his successor Bédié (1993-1999) colluded with exporting companies in which Ivorian political leaders were shareholders. Under Gbagbo (2000-2010), the cocoa rent was the main source of funding for the civil war. The techniques of the Forces Nouvelles in the North and government forces in the South were similar: taxing cocoa production and exports, and illegally exporting part of the output to neighboring Burkina Faso and Ghana. Under the Ouattara regime (2011-2020), despite a series of reforms aimed at good governance, the cocoa sector has remained highly concentrated in the hands of a few corporate giants and plagued with favoritism, while predation in other sectors too persisted. The persistence of capital flight suggests the political economy of cocoa remains deeply rooted in the colonial scheme. Be it state-led or market-led, dominated by foreign or domestic players, the Ivorian cocoa sector has remained the place for wealth extraction to the benefit of a handful members of the elite. Overcoming primary commodity dependence is essential for equitable development.

This paper examines the mechanisms, actors, enablers, and the institutional environment that facilitate capital flight from South Africa and the resulting accumulation of private wealth in offshore financial centers. We estimate that from 1970 to 2017, South Africa lost over $300 billion through capital flight, including through overinvoicing of imports and underinvoicing of exports. Net trade misinvoicing amounted to $146 billion over the 1998-2017 period alone. Export underinvoicing appears to be especially rampant in the case of mineral resources such as gold, silver, platinum and diamonds. While capital flight is not a new phenomenon in South Africa, it has accelerated substantially over the past decades, a period marked by aggressive liberalization of the national economy and rapid integration into the global economy. Capital flight is a concern in a country such as South Africa that faces deep financing gaps, high multidimensional poverty, inequality and unemployment. An important challenge faced by South Africa in its quest to tackle capital flight and the associated problems such as tax evasion, base profit shifting, and money laundering is the threat of erosion of the public confidence in state institutions in light of the emerging phenomenon of state capture orchestrated by an intricate network of private ‘enablers’ with deep connections within the state and in the global economy. The adverse effects of capital flight on economic development, state institutions and governance call for urgent attention to prevent even more devastating consequences for the country’s political and social instability.

In early 2020, Global Philanthropy Project worked with our member organizations and philanthropic partners to develop two related pieces of private research: 1) a report mapping the funding of the global “anti-gender ideology” or “anti-gender” movement, and 2) a report mapping the progressive philanthropic response. We offer the following public document in order to share key learning and to offer additional analysis gained in the comparison of the two reports. Additionally, we share insights based on comparing global and regional LGBTI funding data as documented in the 2017-2018 Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. These findings offer a clear call to action: progressive movements and their philanthropic partners are being outspent by hundreds of millions of dollars each year, and the institutions providing that opposition funding have developed sophisticated and coordinated systems to learn, co-fund, and expand their influence. The philanthropic community is called to recognize the scale of the fight and to be both rigorous and creative in our response. Let us seize this remarkable opportunity to work together and engage our collective learning, spending power, and institutional knowledge to help transform the conditions of our communities. Abstract:
United Nations Security Council Resolution 2242 recognized climate change as an important consideration for the peace and security of women and girls. Women – marginalized in economic, political, and social spheres in many contexts – have even fewer available resources to cope with climate-related disasters as they face unique and often disproportionate risks. Yet despite the challenges posed by climate change and gender inequality, evidence shows that women are actively contributing to building resilient cities. In urban contexts, women are carving paths to inclusion across multiple levels of local governance and helping communities become safer and more prepared to cope with disasters. Field work in Freetown, Sierra Leone, reveals that women engaged in local governance are leading the charge for resilience building. This report distinguishes two key modes of engagement: formal representation, and community-based organizations or civil society networks. Local government shapes how residents experience risk, through providing services such as water or waste management, or planning future land use. In informal settlements, where local government is less reliable, informal structures of organizing can help build resilience, as through designing community-based early warning systems or forming savings cooperatives that allow households to bounce back after a disaster. Interventions from NGOs can fill gaps in service delivery and help link community-based initiative to government planning. While the gender narrative for climate-related risks in urban areas has focused on women’s vulnerabilities, this report illustrates that women are also making important contributions to building resilient cities. Its findings point to five key recommendations for policy-makers and development practitioners to empower the voices and actions of women in local governance: Invest in community-based organizations in informal settlement communities. Promote collaboration between formal and informal governance bodies. Design projects that are climate-responsive and gender-responsive. Amplify the voices – and actions – of women change agents. Conduct gender-responsive data collection in informal settlements. This research was supported by the Laudato Si’ Fund. Key findings from this report are featured as a chapter in new UN report published jointly by UN Environment Programme (UNEP), UN Women, the UN Development Programme (UNDP), and the UN Department of Political and Peacebuilding Affairs (UNDPPA).

Prior research suggests that in times of conflict, women seek paid work for various reasons. But do these shifts last post-conflict? The authors analyze women’s labor force participation and employment trends in six conflict-affected Sub-Saharan African countries: Burundi, Chad, Côte d’Ivoire, Guinea-Bissau, Liberia, and Rwanda. The report finds there are significantly higher labor force participation rates among women, both in absolute numbers and relative to men’s participation, in these conflict-affected countries compared to peer countries. However, while conflict expanded women’s economic opportunities, it did not transform or improve the quality of jobs available to them. Most women continue to work in agriculture, often lacking decent working conditions and adequate social security. A deeper investigation of Liberia suggests that conflict-related disruptions expanded women’s economic opportunities. The predicted employment likelihood rose significantly between 1986 (three years before the conflict) and 2007 (four years after the end of the conflict) for all Liberian women, but especially among married women.

Since the first case of COVID-19 was confirmed in Cameroon on the 6th of March, 2020, 23 measures have been taken by the Cameroon Government which spoke through Prime Minister and Head of Government in a bid to contain the spread of this unwanted visitor or is it a permanent resident! Agreeably, the government’s response strategy has been in line with the World Health Organization’s (WHO) guidelines for its member states (WHO, 2020). The response strategy aims to interrupt transmission of the virus as well as effective management of confirmed cases. The most common preventive measures include: social distancing, suspension of mass gathering of more than 50 persons, frequent hand washing with soap, disinfecting surfaces with alcohol and sanitizers, self-isolation, quarantining of conformed cases and the obligatory putting on of a face mask in all public places. However, there have been some concerns relating to the effectiveness of this response strategy. The number of confirmed cases has been on the rise since 6th March 2020 when Cameroon registered its first case. It has been observed that most of the problems associated with curbing person to person transmission have to do with behaviors, related issues, especially cultural stereotypes (WHO, 2020). The problem is that Cameroonians have cultural behaviors that may not be compatible with the current national response strategy. Consequently, the objective of this paper is to investigate and identify the gaps that exist between these control measures churned out by the government and the Cameroonian cultural environment; with the view to suggest alternatives to intercultural communication approaches, which can be encouraged to fight the spread of COVID-19.

These are economic, food, health, environmental, personal, community, and political security. On 6 March 2020, the first positive case of Coronavirus (COVID-19) was recorded in Cameroon. Towards the end of April 2020, the country has more than 1000 positive cases with eight (8) out of the country’s ten (10) regions affected. To block the spread of the Coronavirus in Cameroon, government’s authorities took a series of thirteen (13) measures on 17 March 2020. At the level of business enterprises, the objective of the actions taken to counter the virus was two-fold: to implement the government’s recommendations and, especially, to ensure continuity of work. For example, the use of telework has been adopted in some companies. However, while the government’s measures and those relating to telework have been widely followed in both the public and the formal private sectors, they have, nevertheless, been a real headache for the informal sector. Indeed, the informal sector in Cameroon is characterised by precarious activities, with little or no supervision, which are not covered by the National Accounting. This sector employs 90% of the active population and accounts for more than 50% of the country’s GDP according to the International Labour Organization – ILO (2017). Consequently, because of its weight in the Cameroonian economy, this article analyzes the impact of the COVID-19 pandemic on the informal sector.

The recent outbreak of COVID-19 has caused waves of horror and anxiety across many nations in the world. Considering the intense unravelling of the pandemic, no exact figure as per the number of confirmed and death cases worldwide is definite because the situation changes almost every hour. However, on April 14, 2020 3:40 GMT, Worldometer reported 210 countries and territories across the globe having a total of 1,925,179 confirmed cases, and a dead toll of 119,699 deaths. The impact of the pandemic is disastrous globally affecting a variety of sectors including the service and supply chain, as well as trade, manufacturing, and tourism. This article aims to provide a synoptic assessment of the impact of COVID-19 on Sino-African trade activities. It stresses that, if African policymakers revamp their efforts to quickly address COVID-19, the human casualty will be less and African economic growth may experience lesser shock as previewed by the IMF. On the other hand, if they relent their efforts, the human casualty will soar while the growth rate may decline. The effect of COVID-19’s outbreak in China has caused a slowdown on exports and services directed towards China.According to statistics from the General Administration of Customs of China, in 2018, China’s total import and export volume with Africa was US$204.19 billion, a yearly increase of 19.7%, surpassing the total growth rate of foreign trade in the same period by 7.1 percentage points. Among these, China’s exports to Africa were US$104.91 billion, up 10.8% and China’s imports from Africa were US$99.28 billion, up 30.8%; the surplus was US$5.63 billion, down 70.0% every year. The growth rate of Sino African trade was the highest in the world in 2018. This shows that Sino-African trade has a significant contribution to the growth of African economies.

Wearing face masks are an essential aspect of the fight against the COVID-19 pandemic. Although medical face masks are reportedly in very short supply in many countries especially low-income countries, cloth face masks seem to be gaining ground in terms of popularity and usage. In Cameroon, where the government has mandated wearing face masks to prevent the spread of COVID-19, with hefty fines for violators, cloth face masks are becoming more and more ubiquitous. They are a natural choice for community face mask users due to the ease of access (relatively low cost of production, accessibility of materials), potential reusability, and esthetic variability. The usefulness of cloth face masks to prevent the spread of respiratory viruses, however, has been subject to a lot of debate. The scientific community is torn between outright restriction of use because of a lack of evidence supporting protective ability and the ethical dilemma of appearing to prefer a ‘no face masks’ policy (where medical masks are unavailable).

1188. Predictors of school dropout across Ethiopia, India, Peru and Vietnam

Abstract:
In this paper the authors utilize the five rounds of Young Lives household surveys across four countries (Ethiopia, India, Peru and Vietnam) to study the characteristics of children who had dropped out of school by 22 years of age. While most children in the longitudinal sample go to primary school, they tend to drop out more often and earlier in Ethiopia. In India most children complete the early grades of school but drop out later, particularly in grades 11 and 13. Researchers find that in all countries, except Vietnam, there is a considerable number of children who drop out of school but at some point return to it, either to complete secondary or drop out again. The reasons provided by children for dropping out across the countries are oftentimes related to poverty: for example, the need to work, or care or provide for family. The multivariate analysis shows that indeed in many cases the wealth level of the family at an early age predicts later dropout, as does maternal education level, students’ early skills and residence in certain regions of each country. There are also some variations across countries; for example, boys are more likely to drop out of school in Ethiopia and Vietnam, and children who have repeated a grade are more likely to drop out of school in Peru. However, having high educational aspirations at early ages seems to be a protective factor against dropping out. This suggests that the value that children place on education may be an important preventative factor against dropping out. Overall, these results suggest the need to act early through education and social protection interventions to target young children who are at risk of dropping out, and the follow their trajectories, providing support as needed to specific groups and even individuals, so that all children may fulfill their right to complete at least secondary education.

With the adoption of commercial seeds and inorganic fertilizer, AGRA set out to double crop productivity and incomes while halving food insecurity by 2020. As AGRA reaches its self-declared deadline for these ambitious goals, how well has AGRA done in increasing productivity, incomes, and food security? The organization has received roughly $1 billion in funding, two-thirds of it from the Bill and Melinda Gates Foundation, and disbursed more than $500 million in grants, mainly in 13 priority African countries. The Green Revolution technology campaign has been supported during this time by international programs far larger than AGRA and notably by national governments in Africa, which have spent roughly $1 billion per year on programs that subsidize the purchase of commercial seeds and fertilizers. There is little publicly available documentation of impacts, from AGRA, the Gates Foundation, or donor governments that have supported the initiative. This paper attempts to fill some of that accountability gap. Because AGRA declined to provide data from its own monitoring and evaluation, we use national-level data to assess progress in productivity, poverty reduction, and food security in AGRA’s 13 countries. We find little evidence of widespread progress on any of AGRA’s goals, which is striking given the high levels of government subsidies for technology adoption. There is no evidence AGRA is reaching a significant number of smallholder farmers. Productivity has increased just 29% over 12 years for maize, the most subsidized and supported crop. This falls well short of doubling yields, which would be a 100% increase. Overall staple crop yields have grown only 18% over 12 years. Meanwhile, undernourishment (as measured by the FAO) has increased 30% in AGRA countries. These poor indicators of performance suggest that AGRA and its funders should change course. We review more promising approaches African governments and donors should consider.

1192. Peacekeeping and the Enforcement of Intergroup Cooperation, Evidence from Mali

Abstract:
Despite the abundance of evidence that peacekeeping works, we know little about what actually makes peacekeepers effective. Recent work suggesting that local agendas are central to modern conflicts make this omission particularly problematic. The article demonstrates that the presence of peacekeepers makes individuals more optimistic about the risks of engagement and the likelihood that members of outgroups will reciprocate cooperation. I use data from a lab-in-the-field experiment conducted in Mali, a West African country with an active conflict managed by troops from France and the United Nations (UN), to show that UN peacekeepers increase the willingness of individuals to cooperate relative to control and French enforcers. Moreover, I find that UN peacekeepers are especially effective among those participants who hold other groups and institutions in low esteem as well as those who have more frequent contact with peacekeepers. Follow-up interviews and surveys suggest that perceptions of the UN as unbiased rather than other mechanisms account for its effectiveness.

1193. 'No Place for Me Here': The challenges of Ethiopian male return migrants

Every year, hundreds of thousands of migrants return to Ethiopia from abroad, many of them forced. The arduous irregular journeys that many Ethiopian migrants take, particularly men, expose them to extreme levels of physical, psychological and sexual violence. Building on interviews with Ethiopian male returnees, this new DIIS Report documents both the inhuman conditions of migration that most of these men are faced with during their travels, but also the difficulties of returning to a place that may not be felt as ‘home’ anymore. The report shows how processes of returning are neither easy or pleasant as most returnees are faced with social stigma, economic hardship and traumas from their migration journeys. The report questions the very notion of re-integration. The life-altering and irreparable effects of migration for Ethiopian men, seldom for the better, means that what was before will never be again. As such, there are no processes of development, forms of treatment or possibilities of employment that can bring one back to how things were. That does not mean that support in adjusting to a new life after migration journeys is not possible, it simply means that the objective can never be to reinstate migrants ‘back’ into their communities with any expectation that they can resume social relations or positions like things were before. Abstract:
UN peacekeeping missions are deployed in increasingly violent contexts, such as Mali and South Sudan. It leaves such missions suspended somewhere between traditional peacekeeping and peace enforcement. Concurrently with this transformation, protection of civilians has become increasingly important. How do countries like Ghana and India, two of the main contributors of troops to UN missions, define, approach, and experience the task of protecting civilians? What do they consider its key components to be? And what do they think is required to protect well? This new DIIS report concludes that the individual combat experience of troop-contributing countries is a defining feature of how protection of civilians is approached in peacekeeping missions. The report suggests that it is important to understand how difference plays out across missions, and how countries that contribute troops to missions understand and respond to their roles in these missions. This understanding is required in discussions about how effective and coherent we might expect peacekeeping to be as a form of intervention. This report is based on fieldwork in India and Ghana. Data on the Ghana case has been partially collected through the project Domestic Security Implications of Peacekeeping in Ghana (D-SIP), funded by the Danish Ministry of Foreign Affairs.

Pastoralism is the key to climate change adaptation in African drylands, but it is threatened by conflicts with farmers, regional insecurity and violent extremism. Stabilisation and development efforts should place pastoralism at the centre by strengthening pastoral livelihoods and should include herders as peacebuilding and development partners. RECOMMENDATIONS ■ Strengthen pastoralist capacities to cope with risk and variability by boosting inclusive and equitable resource governance in new development programmes. ■ Include pastoralists as potential peace-builders in conflict resolution efforts. ■ Support dialogue between pastoralists and local and national governments in order to prevent the further marginalisation of vulnerable pastoralist groups.
